4TH OF JULY WEEKEND TRAVEL

Fourth of July weekend is just around the corner and the Idaho State Police wants to remind motorists to stay safe during their travels. Many local law enforcement agencies including ISP have partnered with the Idaho Transportation Department's Office of Highway Safety for the upcoming D.U.I. Mobilization patrol. During these patrols, officers will have a zero tolerance for alcohol violations and will be aggressively apprehending D.U.I. drivers.

ISP reminds motorists to observe the "Move Over Law", which requires motorists to slow down and move over if possible when approaching a stationary Authorized Emergency Vehicle displaying flashing lights. Every year there are a number of police officers that are killed nationwide while parked on the side of the road during the course of their duties. The Move Over Law helps protect the law enforcement officers and emergency service personnel who risk their lives protecting the public.

According to ITD, Eastern Idaho has the lowest rate of seatbelt usage and the increased patrols are one of the keys to promoting usage. The D.U.I. Mobilization patrol, and Move Over Law are all part of Idaho's "Toward Zero Deaths - Every Life Counts" campaign.

Idaho State Police - Targeting Aggressive Cars and Trucks

During the week of June 28-July 2, 2010, the Idaho State Police will be targeting drivers that drive aggressively in and around commercial vehicles on highways in Eastern Idaho. ISP will be working to spot drivers that speed, tailgate, and cut off other cars and trucks.

The Targeting Aggressive Cars and Trucks Project uses officers with cameras inside commercial vehicles to identify other cars or trucks that are driving unsafely. The information will be passed on to other officers who will be waiting nearby to stop and take appropriate enforcement action against the drivers.

This program has been used before in Eastern Idaho and has shown positive results. ISP is working with the Federal Motor Carrier Safety Administration to reduce the number of crashes that occur each year in Idaho that involve commercial vehicles. Many of these crashes are caused by non-commercial vehicle drivers. In Idaho, since 2007 approximately 20 of the average 29 fatal commercial vehicle crashes each year are caused by the non-commercial driver. ISP believes that increased education and enforcement will remind all drivers about the dangers of driving aggressively and the differences between cars and trucks.

The program has support from both the trucking industry and other safety agencies. The Idaho Trucking Association has been involved with ISP from the beginning stages of the program.

Sergeant Hanson with the Idaho State Police Commercial Vehicle Safety Division says, "This is a peak traffic time in our area. People are traveling for vacations and the 4th of July Holiday. We want everyone to arrive safely. The more that we can educate and make people aware of how their behaviors affect others, the more we can reduce the number of commercial vehicle crashes and make the roadways safer."

ISP to begin using Electronic Ticketing system on July 1, 2010

On July 1st the Idaho State Police will begin using an electronic system to issue traffic citations. The system was purchased with a $900,000 Federal Recovery Act grant awarded to ISP last fall. The system, dubbed "E-Ticketing" will allow for quicker, more accurate citations which will be transmitted electronically to the courts' and ISP's computer data bases. Captain Eric Dayley, the statewide project manager for ISP's E-Ticketing program says, "E-Ticketing will bring vast improvements to a process that hasn't had any major changes in the past 50 years."

The E-Ticketing process works like this, if a trooper decides to issue a citation to a driver, the driver's license information and the vehicle's registration information will be scanned into the E-Ticketing software using handheld barcode scanners. The trooper will then be able to select from dropdown lists, violation codes and location identifiers. The citation will then be printed out on a 4 inch printer similar to printers used in department stores.

Dayley points out that, "The entire process of completing citations will go from a 5 minute process to one that takes less than a minute. This will result in reduced time on the side of the highway for our troopers and the public, which is safer for both".
Another benefit of this system is the accuracy of the data collected. "The court clerks will no longer have to decipher officers' handwriting or citations where the copy did not come through clearly" Dayley continued. The accuracy of citation data is estimated to increase by at least 10%.

Another change in the ticket issuing process that will start with E-Ticketing is that people who receive E-Tickets will no longer have to sign the ticket. The trooper will just print it out, hand it to the person and then they can be on their way. The entire citation serving process will be streamlined and more efficient.

For additional information or to schedule an interview, please contact Captain Eric Dayley at (208) 236-6466 or contact your local Idaho State Police Region Office.

Fax (208) 324-7897

In 1972, approximately 12,000 collisions between trains and motor vehicles occurred across the nation, resulting in numerous deaths and serious injuries. By 2009, the number of train/motor vehicle collisions had been reduced by nearly 84 percent, and Operation Lifesaver is one of the reasons for this dramatic drop.

June 18, from 10 a.m. to 3 p.m., Idaho State Police will team with Union Pacific Railroad and local agencies for an Operation Lifesaver event in Lincoln and Gooding Counties.

"The purpose of Operation Lifesaver is to raise safety awareness at railroad crossings, and safety awareness about railroads in general," said ISP Sergeant Kevin Haight. "Union Pacific will provide a passenger train, which holds 150 passengers, and will go back and forth between the City of Shoshone, and the City of Gooding. ISP and local agencies will have officers in their patrol cars and riding in the locomotive, watching for violations and taking enforcement action."

Sergeant Haight said media representatives are invited to attend the event. For more information, please contact Sergeant Haight at 324-6000.

On Sunday, June 6th, 2010, the Idaho State Police investigated a one vehicle crash on Interstate 84 near Interchange 208, just north of Burley. Gerardo Huerta-Flores, age 20 from Jerome, was driving eastbound on the interstate through a work zone at a very high rate of speed. At the same time, Trooper J. Kilton, driving westbound in the same area, checked Huerta-Flores's speed in excess of 100 mph through the 45 mph construction zone. Before Trooper Kilton could turn around to stop him, Huerta-Flores passed him and drove off of the road into the median. Huerta-Flores' vehicle came to rest on its wheels, completely submerged in an irrigation canal. Hearing Huerta-Flores' pleas for help, Trooper Kilton entered the canal and waded to the submerged vehicle. Trooper Kilton was able to extract Huerta-Flores from the vehicle and pull him to the safety of the canal bank where they waited for medical attention to arrive. Huerta-Flores was transported by ground ambulance to Minidoka Memorial Hospital with non-life threatening injuries. He was later transferred to St Luke's Magic Valley for further evaluation. Huerta-Flores was issued a citation for DUI. The crash is under investigation by Idaho State Police Master Corporal J. Gibbs.
