Idaho State Police is investigating a two-vehicle, injury crash that occurred February 27, 2022, at approximately 4:00 a.m., on I-84 near milepost 155, west of Jerome.

A female, 29, from Hagerman, Idaho, was driving the wrong way in a 2013 Volkswagen Jetta, westbound in the eastbound lane. The car collided with a 2021 Freightliner semi driven by a male, 28, from Abbotsford, British Columbia.

The drivers and a passenger in the freightliner were transported via ground ambulance to local hospitals. The female driver was not wearing her seatbelt. The two males in the semi were wearing their seatbelts.

The left lanes of both eastbound and westbound were intermittently blocked for approximately seven hours while crews worked to clear the scene.

The crash is under investigation.

Idaho State Police is investigating a two-vehicle fatality crash that occurred on February 26th, 2022, at approximately 1:23 p.m., at 4500 N and 1600 E, in Twin Falls County, north of Buhl.

A 25-year-old male from Jerome was traveling westbound on 4500 N in a Ford F150. A 57-year-old male from Buhl was traveling northbound on 1600 E in a GMC one-ton truck. The Ford appears to have failed to yield at the stop sign on 4500 N and collided with the GMC on the passenger side. The Ford F150 rolled and then came to a rest on the north side of the intersection.
The driver of the Ford F150 was not wearing his seatbelt and succumbed to his injuries on scene. The driver of the GMC was also not wearing a seatbelt and was taken to a local hospital by ground ambulance.

The intersection was blocked for approximately five hours. Evidence on scene indicated that alcohol may have been a contributing factor in this crash. That evidence is part of the ongoing investigation.

This incident remains under investigation by the Idaho State Police. They were assisted at the scene by the Magic Valley Paramedics, Gooding Paramedics, Twin Falls County Sheriff's Office, Buhl Police Department, Buhl Rural Fire District, and Air Saint Luke's.

Update - Crime in Idaho Dashboard expanded to include Property Crimes

In the ongoing effort to make access to crime data easier for the public, the Idaho State Police has published the first major update to a redesigned version of the Crime in Idaho data dashboard. The update is an ongoing collaborative effort by the Idaho Statistical Analysis Center (ISAC) and the Idaho Uniform Crime Reporting Program, both of which are sections of the Idaho State Police.

The Crime in Idaho data dashboard now includes two new pages with data on property crimes. Data includes:

- Victimization rates by county from 2005 to 2020
- Victim demographics

"We know public safety is extremely important to Idahoans and making good decisions starts with good information. This visual presentation of crime trend data can help Idahoans not only access that information, but better understand it," said Thomas Strauss, Principal Research Analyst with the Idaho Statistical Analysis Center.

"Our goal is to help Idahoans be more educated about crime trends so they can make informed decisions about keeping themselves, their families and their communities safe."

The dashboard offers Idaho crime trend data collected from local and statewide agencies between 2005 and 2020 to be easily viewed in one place and customized county by county. It's intended to help local law enforcement, criminal justice agencies, members of the media and the public to see a quick trend analysis of crime trends in their area. The new crime in Idaho dashboard was first published last October and created to allow more access to data housed in the Idaho Incident-Based Reporting System, Idaho's vast repository of law enforcement data on criminal incidents. It's the same data behind the annual Crime in Idaho reports.

In addition to the new pages on property crimes, the dashboard contains sections pertaining to crimes against persons and drug/alcohol-related arrests. Additional sections will follow.

Enforcement Activity on the Capitol Mall - Update, Feb 24, 2022

Idaho State Police Troopers arrested three people, cited 12, and have launched an investigation into illegal drug use after another visit to the site where multiple tents are erected on W. Jefferson Street east of the State Capitol.

The location is state property and this morning, ISP Troopers were accompanied by representatives of the Idaho Department of Administration and agents with the Idaho Department of Correction Division of Probation and Parole. The Idaho State Police continues to operate under the federal court order Watters v. Otter, 955 F.Supp.2d 1178 (2013). The court order allows symbolic tents, however camping and indicia of camping is prohibited. The state is also operating under the Rules for Capitol Mall use under the Idaho Administrative Procedures Act (IDAPA, as managed by the Idaho Department of Administration), and Idaho State Code 67-1613.

Troopers have visited the property numerous times since late January and continually educate those on-site as to allowable and prohibited uses of state property. During this morning's visit, Troopers found and seized a number of unclaimed prohibited items that are indicia of camping including sleeping bags, pillows, propane tanks.

No tents were disassembled or removed by Troopers, however, some individuals on-site voluntarily removed tents and indicia of camping which they claimed ownership of.


Enforcement Action Taken:

Troopers arrested three individuals and booked them into the Ada County jail on the following charges:

Arrested: Rebekah B. Nino, 26
Charged: Possession of a Controlled Substance - Meth (F)
Warrants (2)(m) Failure to Appear, Ada County, St Louis County, MO

Arrested: David Frazier, 43
Charged: Warrant (m) Probation Violation, Ada County
Cited: Violation of ISC 67-1613

Arrested: Javier Narvaez Dominguez, 31
Charged: Warrant (F) Failure to Appear, drug related charges, Ada County


In addition to Frazier, Troopers cited 11 others found in violation of Idaho State Code 67-1613:
67-1613. CAPITOL MALL AND OTHER STATE PROPERTY AND FACILITIES - CAMPING PROHIBITED. No person shall camp on or in any state-owned or leased property or facility including, but not limited to, the capitol mall, except those that are designated as a recreational camping ground, area or facility.


Investigation into Possession of Methamphetamine:

Troopers could see drug paraphernalia in plain view inside a tent. Upon further investigation, Troopers found and seized a pipe, multiple syringes, and a white powdery substance that tested presumptive positive for methamphetamine. An investigation is ongoing. Additional criminal charges are possible.


Additional Calls for Service:

Monday night, Feb 21, 2022, ISP Troopers responded to the 500 blk. of West Jefferson Street after a call of a disturbance involving a woman and a man who was attempting to take a video. After investigating, Troopers cited the woman involved with misdemeanor battery.

Troopers will continue to respond to calls for service to the area, remove any unclaimed prohibited items, and check on the welfare of those on-site.

It remains the intent of Troopers to continue to educate those on-site, take enforcement action as necessary, and to continue to operate under state laws, rules, and orders from the federal court.

Woman arrested for Eluding and Aggravated Assault

Troopers with the Idaho State Police arrested a California woman this afternoon after she repeatedly refused to stop for officers in two counties, then drove head-on toward those officers.

ISP Troopers were called to assist officers in Payette shortly after 1:30 this afternoon when the driver of a Nissan sedan repeatedly failed to pull over. A citizen had called emergency dispatch reporting the driver as a possible DUI. The vehicle was reportedly driving well below posted speed limits, failed to maintain its lane, and ran a red light on southbound Highway 95. At some points, the Nissan was going slow enough to cause a back-up of dozens of other vehicles. Officers continued to try and stop the Nissan as it continued south on Highway 95 into Canyon County driving the wrong way down streets in Parma. Over the two counties, multiple agencies coordinated tracking the Nissan including Payette, Fruitland, and Parma Police, the Canyon and Payette County Sheriff's Offices, and ISP.

Near the junction of Highway 95 and Highway 20, an ISP Trooper used a pursuit intervention technique called a PIT maneuver in an attempt to safely stop the Nissan. After the maneuver, the Trooper positioned his car to block the driver from leaving, but she continued head-on toward the patrol car, then swerved, and eventually drove toward several other patrol vehicles before a final PIT brought the vehicle to a stop.

After numerous commands to exit the vehicle, the female driver continued to refuse. She was finally taken into custody after an irritant powder was deployed.

Neither the driver of the Nissan nor the Troopers or Officers involved were injured.

Idaho State Police Troopers arrested the driver and booked her into the Canyon County Jail on the following:

Arrested: Tamica L. Chapman, 34, Merced, CA

Charges: Eluding an Officer (F), Aggravated Assault (F), Resisting and Obstructing officers (m)

This incident remains under investigation by the Idaho State Police.

Troopers respond to semi-truck fire on Interstate 15
-------------------------------------------------------------

Idaho State Police Troopers responded to a fire involving a semi-truck pulling a trailer on Interstate 15 at milepost 62 in Bannock County this morning. No one was injured but the incident slowed traffic for approximately two hours on the southbound interstate.

Troopers responded after a citizen called at approximately 8:28 a.m. reporting the truck was driving down the southbound interstate with flames showing from the rear of the cab. When Troopers arrived moments later, the truck driver had pulled to the right and separated the truck and trailer.

Firefighters with the Pocatello and Pocatello Valley Fire Departments responded quickly. Still, the rear of the cab suffered extensive damage. The trailer was not involved. The driver of the truck, a man from Edmonton, Alberta, Canada was not hurt. The right lane of travel was blocked during the incident to allow for firefighting operations.

Troopers say they appreciate the citizens initial call reporting the fire that allowed emergency responders to arrive quickly likely limiting the extent of the damage.

Idaho State Police is investigating a single vehicle fatal crash that occurred at 12:39 a.m. on Sunday, February 20, 2022, on SH51 at milepost 87 in Elmore County.

A Ford pickup with three occupants was driven by a 33-year-old male from Nampa, ID, was traveling northbound on state highway 51. The vehicle left the roadway, overcorrected and rolled.

The female passenger was not wearing her seatbelt and a juvenile was not in a child safety restraint. The juvenile was transported to a local hospital by air ambulance. The male was also transported to a local hospital. The female succumbed to injuries at the scene of the crash.

Next of kin has been notified. This crash is under investigation by the Idaho State Police.

The Idaho State Police are investigating a single-vehicle collision that occurred Thursday, February 17th, at approximately 8:00 PM, on US95 near Birch Avenue in Lapwai, Idaho.

A Pontiac Grand AM, driven by a 51-year-old female from Culdesac, Idaho, was travelling southbound on US95 when the vehicle struck a pedestrian in the roadway. The pedestrian was a 69-year-old male from Lapwai. The pedestrian succumbed to his injuries at the scene. The driver of the Pontiac was wearing her seatbelt.

The 69-year-old males next of kin has been notified.

The roadway was blocked in both directions for approximately 2.5 hours.

The incident remains under investigation by the Idaho State Police.

Idaho State Police Troopers issued written warnings to 15 people and arrested one person Wednesday, February 16 at the site where multiple tents are erected on W. Jefferson Street between N. 5th and N. 6th Streets in Boise.

The location is state property. The Idaho State Police continues to operate under the federal court order Watters v. Otter, 955 F.Supp.2d 1178 (2013). The court order allows symbolic tents, however camping and indicia of camping is prohibited. The state is also operating under the Rules for Capitol Mall use under the Idaho Administrative Procedures Act (IDAPA, as managed by the Idaho Department of Administration), and Idaho State Code 67-1613.

Enforcement Action Taken:

15 people found with camping items Wednesday were given written warnings for violation of Idaho State Code 67-1613:

Additional Calls for Service:

ISP Troopers responded to the above location Wednesday, Feb 16 at approximately 5:00 p.m. following a call of a disturbance, possible battery in progress. In recent days, Troopers have responded to several similar disturbance calls at the location. Troopers did not find sufficient evidence for an arrest in response to the calls and did their best to ensure to welfare of those involved.

Troopers will continue to respond to calls for service to the area, remove any prohibited items, and check on the welfare of those on-site.

It remains the intent of Troopers to continue to educate those on-site and take enforcement action as necessary, and to continue to operate under state laws, rules, and orders from the federal court.

The Idaho State Police are investigating a two-vehicle crash that occurred shortly before 8:00 this morning at the intersection of W. Quinn Road and Henderson Lane in Pocatello. One driver involved was an on-duty member of the Pocatello Police Department.

A 40-year-old woman from
Pocatello was traveling southbound on Henderson Lane in a Toyota van. The Pocatello Police Department employee was traveling westbound on Quinn Road in a city-owned Jeep SUV. The vehicles collided in the intersection.

The driver of the Toyota was treated by paramedics on scene. The driver of the Jeep was not hurt.

Troopers cited the driver of the Toyota for failing to stop at a stop sign.

The incident remains under investigation by the Idaho State Police.

The Idaho State Police are investigation a one-vehicle fatal collision that occurred Sunday, February 13th, at approximately 10:11 AM, on US95 at milepost 201.5.
A White 1988 Ford F150 pm, driven by a 65 year-old male from Clark Fork, ID, was travelling southbound on US95 when the vehicle left the roadway and struck the cliffside. The vehicle caught fire. This morning, Idaho State Police Troopers visited the site where multiple tents are erected on W. Jefferson Street between N. 5th and N. 6th Streets in Boise. The location is state property and subject to Idaho State Code 67-1613. The state is also operating under State Rules for Capitol Mall use under the Idaho Administrative Procedures Act (IDAPA, as managed by the Idaho Department of Administration), and the federal court order Watters v. Otter, 955 F.Supp.2d 1178 (2013). The court order allows symbolic tents but prohibits camping and indicia of camping.

The purpose of the visit was to check for any prohibited items and to check on the welfare of those on-site.

Troopers have continued to educate those on-site as to allowable and prohibited uses of state property. During this morning's visit, Troopers found and seized a number of prohibited items including indicia of camping; sleeping bags, pillows, and propane tanks. Troopers also found and seized drug paraphernalia including a meth pipe. Troopers also assisted in removing garbage including bottles of urine, discarded food, and used toiletries.

Enforcement Action Taken:

Five people were given citations after they were found to be in violation of Idaho State Code 67-1613:

67-1613. CAPITOL MALL AND OTHER STATE PROPERTY AND FACILITIES - CAMPING PROHIBITED. No person shall camp on or in any state-owned or leased property or facility including, but not limited to, the capitol mall, except those that are designated as a recreational camping ground, area or facility.

Two individuals were given warning citations also for violating ISC 67-1613.

Troopers arrested one man found with two outstanding arrest warrants. Troopers booked the man into the Ada County Jail.

Arrested: David S. Frazier, 43, Boise
Charge: Warrants (m) disorderly conduct, public urination.

State Probation and Parole Officers also took one man into custody accused of violating parole.

Those items seized are being stored and information was left on-site on how any individual wishing to claim ownership of the items can recover them. Illegal items such as drug paraphernalia will not be returned.

No tents were disassembled or removed by Troopers, however in the interest of public safety, workers with the Idaho Department of Administration removed two tents first found by Troopers last Friday with interior contents covered in vomit. The tents, still on-site, were found partially collapsed and removed as a potential hazard to public health.

It remains the intent of Troopers to continue to work with those on-site, to direct anyone in need of health or social services to the appropriate service providers, and to continue to educate and take enforcement action as necessary to keep the government-owned property maintained and safe.

Troopers arrest man for drug trafficking after he flees traffic stop

Idaho State Police Troopers arrested a Boise man this morning on several felonies, including drug trafficking, after he was stopped for driving more than 100 miles per hour on Interstate 86 near American Falls.

Arrested: Morgan R. Barzee, 23, Meridian

Charged: Eluding an Officer (F)
Drug Trafficking - marijuana (F)
Resisting and Obstructing Officers (m)
Reckless driving (m)
Possession of a controlled substance - marijuana (m)
Possession of drug paraphernalia (m)

At approximately 8:28 this morning, and Idaho State Police Trooper on eastbound Interstate 86 witnessed the driver of a Lexus sedan traveling in excess of 100 miles per hour. The Trooper stopped the driver just east of American Falls. As the stop was in progress, the driver of the Lexus, identified as Barzee, sped off again quickly reaching speeds of 100 miles an hour and above.

Troopers pursued the suspect vehicle eastbound on I-86, then onto East County Road in Power County. The suspect vehicle eventually came to a stop on the 1200 block of East County Road in Pocatello. Troopers arrested the driver without further incident. He was booked into the Power County Jail on the above charges.

The Idaho State Police is investigating a pedestrian crash that occurred at 7:12 p.m. on Wednesday, February 9, 2022, on Karcher Road near the intersection of Sundance Road, in Nampa.

A 46-year-old male driving a 2003 GMC Yukon was travelling westbound on Karcher Road and collided with a 64-year-old pedestrian.

The pedestrian succumbed to his injuries on scene. Next of kin has been notified.

The westbound lanes of travel on Karcher Road were blocked for approximately 3.5 hours.

The Idaho State Police are investigating a collision that occurred on February 8th, 2022, at 1:40 a.m. at westbound I90 near milepost 73, near Mullan, Idaho in Shoshone County.

The Driver of a Freightliner semi-truck was traveling westbound on I90 when he lost control and the vehicle overturned onto its passenger side, blocking both lanes of travel. The 55-year old male driver was uninjured, but the passenger, a 53-years old male, was transported to Kootenai Health with non-life threatening injuries. The Roadway was blocked for approximately 3-hours.

This incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a two-vehicle fatality crash that occurred on Sunday, February 6, 2022, at 8:04 p.m., at 750 Golf Course Road, in Jerome County.

A juvenile driver and a juvenile passenger were travelling westbound at a high rate of speed on Golf Course Road between S 100 E and Silver Beach Road in a 2014 Ford Focus. A 21-year-old female driver and a 19-year-old male passenger, both from Twin Falls, were travelling eastbound on Golf Course Road in a 2000 Toyota Camry. The Ford crossed over a double solid yellow line and collided with the Toyota.

Both driver and passenger of the Ford were wearing their seatbelts. They were transported by ground ambulance to a local hospital. The driver of the Toyota was not wearing her seatbelt and was transported by ground ambulance to a local hospital. The passenger was wearing his seatbelt and was transported by air ambulance to a local hospital, where he succumbed to his injuries. Next of kin has been notified.

Both lanes of travel were blocked for approximately four hours. Traffic was diverted on 100 E and Silver Beach Road during this time. All lanes are back open.

Idaho State Police was assisted by Jerome City Police Department, Jerome County Sherriff?s Office, Jerome Fire Department, and Magic Valley Paramedics.

Troopers have continued to educate those on-site as to allowable and prohibited uses of state property. During this morning's visit, Troopers found and seized a number of prohibited items including indicia of camping; sleeping bags, pillows, and propane tanks. Troopers also found and seized alcohol and drug paraphernalia including a pipe and a bag of syringes. Items that were prohibited on state grounds and unclaimed by the owner were removed by the Troopers. Those items are being stored and information was left on-site on how any individual wishing to claim ownership of the items can recover them. Illegal items such as drug paraphernalia will not be returned.

As Troopers assisted with removing unclaimed prohibited property, they could see grass and landscaping showing signs of damage from the sustained use. Troopers also found the site to contain a large amount of garbage, food waste, feces, and cups of what appeared to be urine. Two tents were found with interior contents covered in vomit. Troopers asked an individual coming out of one of the tents if they were in need of medical or social services. The offer was declined. Troopers have continually asked those present if they are in need of available shelter or other services, offers which have also been declined.

No tents were disassembled or removed by Troopers, however, some individuals on-site voluntarily removed tents and indicia of camping which they claimed ownership of.

Enforcement Action Taken:

Troopers issued eight individuals warning citations after they were found to be in violation of Idaho State Code 67-1613:

67-1613. CAPITOL MALL AND OTHER STATE PROPERTY AND FACILITIES - CAMPING PROHIBITED. No person shall camp on or in any state-owned or leased property or facility including, but not limited to, the capitol mall, except those that are designated as a recreational camping ground, area or facility.

Troopers also arrested four individuals identified to have outstanding arrest warrants or probation violations. The outstanding warrants referenced failing to appear in court on previous drug or disorderly conduct charges. All four were taken to the Ada County jail. Three were booked on the outstanding warrants. A fourth, a man from Boise, was turned over to the custody of Probation and Parole.

Jan. 24, 2022 - In a visit to the site this morning, Troopers noticed multiple items that were either prohibited or indicia of camping. At the request of Troopers, some items, including bedding and mattresses, were removed by the owner. If no one claimed ownership of the prohibited item, Troopers removed them and left information on-site for where and how an owner can claim the items. Troopers also provided information to those on-site about how to access housing services. No tents were disassembled or removed by Troopers.  

Troopers arrested one individual who was booked into the Ada County Jail.

Since Monday, Jan. 17, 2022, ISP Troopers have visited several times with those present on the lawn on the NE corner of W. Jefferson and North 6th Streets where tents had been erected. ISP Troopers continue to ask if anyone there is in need of shelter or services, they're educating those on site prior to taking any enforcement action, and are following the laws, rules and court rulings that apply.

When Troopers have asked those present if any were in need of shelter services, the offer for those services has been declined.

At each visit, Troopers have provided those present with information on the use of Capitol Mall grounds, including a written Summary of Capitol Mall Use Provisions prepared by the Idaho Department of Administration. The Summary provides education on the state codes and rules that outline what is not allowed on the Capitol Mall. 

Following repeated education, on Tuesday, Jan 18, Idaho Troopers noticed multiple items that appeared to indicate camping, including tarps covering eating utensils and cooking pots, and tables being used for dishes and storage of personal items. Open flames are also prohibited on the Capitol Mall. Troopers tried to locate the owner of the forbidden items. No one claimed ownership so Troopers removed the tarps and two patio-style propane-powered heaters. Troopers left information on site indicating where and how an owner can claim the items.

Anyone using the Capitol Mall must take steps to prevent damage, including harm to soil or landscaped areas. Since Tuesday, those on site have moved the tents at the suggestion of Troopers after it was noticed grass was being damaged by the activity.

The state is operating under the codes and rules outlined in the written Summary provided to those on site, including Idaho Codes 67-1613, 67-1613A, and State Rules for Capitol Mall use under the Idaho Administrative Procedures Act (IDAPA, as managed by the Idaho Department of Administration). The state is also guided by a federal order, Watters v. Otter, 955 F.Supp.2d 1178 (2013) which allows symbolic tents but camping and indications of camping are not allowed on state-owned property.

January of this year was nothing short of exciting, with the cold weather and snow, Idaho State Police in District 2 had their hands full. Alongside the 23 crashes taken, Troopers arrested 20 Drivers Under the Influence (DUIs) and 10 warrants. Troopers also dealt with 33 drug paraphernalia cases, 22 misdemeanor cases, and 9 felony drug cases. Idaho State Police were able to provide assistance to the FBI with an arrest, as well as provided assistance to Latah County Sheriffs Office with a barricaded subject. One blood draw was completed. Troopers were sent to the Capitol in Boise, for 4 weeks of Capitol Security. Idaho State Police wants to thank all of our partner agencies for assistance. Remember to #DriveWellIdaho!

Idaho State Police is investigating a crash that occurred on February 1, 2022 at approximately 8:20 p.m. This crash occurred on US Highway 93 at approximately milepost 61, in Jerome, Idaho.

A 29 year old female was driving southbound on US Highway 93 in a Toyota Corolla. A 21 year old female was driving northbound on US 93 in a 2002 Volkswagen Passat. The driver of the Toyota crossed over the center line, striking the Volkswagen head-on.

The driver of the Volkswagen was wearing a seatbelt. She was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise, Idaho. The driver of the Toyota was not wearing a seatbelt. She was transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, Idaho.

Idaho State Police was assisted by Jerome County Sheriff's Office and Magic Valley Paramedics. The northbound lanes of travel were blocked for approximately three hours.

The crash investigation is continuing.
