**FINAL UPDATE**
On February 28, 2018, at approximately 6:42 p.m., Idaho State Police investigated a two vehicle crash on Interstate 84, westbound just west of the Garrity Boulevard interchange.
Betty Ward, age 67, of Eagle, driving a 2011 Ford F-150 was stopped in heavy commuter traffic. Susanne Tuttle, age 34, of Caldwell, driving a 2006 Ford Expedition did not slow in time and collided with the back of Ward?s pickup, causing it to roll. Ward's Ford came to rest on its top in the left lane of travel.
Both Ward and Tuttle were wearing seat belts. Ward was transported by ground ambulance to Saint Alphonsus in Boise.
The two left lanes of westbound I-84 were blocked for about 90 minutes, which caused major traffic delays for westbound traffic.
The crash remains under investigation.

On Monday, February 26, 2018, at approximately 5:39 p.m., Idaho State Police investigated a two vehicle, injury crash, near the intersection of N 3600 E and US Highway 30, in Kimberly.

On February 22, 2018 the Idaho State Police, assisted by Lewis County, investigated a one vehicle rollover crash Northbound US95 milepost 268.2, south of Craigmont, Idaho. Helen D. Chamberlain, 65 year old female, of Craigmont was traveling north on US95 when she lost control of her black 1996 GMC Jimmy, went across the center line into oncoming traffic and off the left shoulder of the roadway. Ms. Chamberlain's vehicle struck a concrete barrier and overturned onto its top. Both lanes of US95 where blocked for approximately 1.5 hours. Ms. Chamberlain was wearing her seatbelt at the time of the crash. She was transported to St. Marys Hospital and cited for inattentive driving.

On Monday, February 19, 2018, at approximately 8:24 a.m., Idaho State Police investigated a two-vehicle, injury crash near Caldwell.
Bryan Laurenson, age 40, of Caldwell, was driving a 2012 Ford F-350 pickup pulling a trailer with a skid-steer on it north on Farmway Road near the intersection of Logan St, just west of Caldwell. Hailey Cole, age 20, of Pittsburg, California, driving a 2009 Hyundai Sonata, when she failed to yield the right of way to Laurenson and collided with his vehicle.
Cole and her passenger, Justin Goncalves, age 21, of Antioch, California, were transported to St. Alphonsus in Boise. Everyone involved were wearing their seatbelts. The intersection was blocked for a little over two hours while the crash was being investigated.

On February 16, 2018, at approximately 4:56 p.m., Idaho State Police investigated a one-vehicle fatality crash southbound on I-15 near milepost 17, north of Malad City, in Oneida County, ID.
Kylie R. Smoot, 21, of North Salt Lake, UT was driving a 2013 Honda CRV southbound on I-15. The vehicle went off the left shoulder of the roadway, came back on the interstate, rolled and came to rest on the right shoulder.
Smoot and her passenger, Abbey Thompson, 20, of Sagle, ID were transported via ground ambulance to Oneida County Hospital in Malad City. Smoot's other passenger, Lisa K. Huband, 21, of New River, AZ succumbed to her injuries at the scene. Next of kin has been notified.
The right southbound lane was blocked for approximately an hour.

On Thursday afternoon, February 15, 2018, the Idaho State Police investigated two crashes, both located westbound I84 near milepost 53, at the Vista Ave. overpass.
At 2:55 p.m., David Mendoza, 63, of Boise, was driving a 1999 Ford Escort westbound I84 in front of Kristen Maestretti, 20, of Manteca, CA, who was in a 2006 Chevy pickup. Maestretti rear-ended Mendoza. Both drivers were wearing seatbelts.
The second crash took place at approximately 3:12 p.m. Leslie Vanderwood, 39, of Boise, was driving a 2013 Ford Focus westbound I84 near milepost 53, when for unknown reasons she drove onto the shoulder and crashed into the Vista Ave. overpass. It is unknown if Vanderwood was wearing a seatbelt.
Mendoza and Vanderwood were transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance.
Three out of four westbound lanes of travel were blocked due to these crashes for approximately one hour.

On Wednesday, February 14, 2018, at approximately 8:31 p.m., the Idaho State Police investigated an injury crash westbound I84 near milepost 72.5, the Ada/Elmore county line.
Linda M. Danner, 53, of Boise, was driving a 2006 Nissan Maxima westbound on I84 near milepost 72.5. Danner lost control of the vehicle and traveled off of the left shoulder of the roadway, where her vehicle rolled.
Danner was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise.
Danner was wearing a seatbelt. The lanes were temporarily blocked when fire and EMS arrived on scene.

On February 14th, at approximately 08:31 a.m., the Idaho State Police investigated a three vehicle minor injury crash on US 95 at Jacksha Road. A blue 2014 Jeep Grand Cherokee driven by Joshua Culbertson, 42 years of age, of Star, Idaho was southbound on US95 travelling between 30-35 miles per hour. Culbertson crested a hill and lost traction. His vehicle fishtailed and he crossed left of center striking a black 1999 Ford Explorer driven by Sonya Bramwell, 30 years of age, of Genesee, Idaho. A Maroon 2007 Toyota FJC driven by Wyatt Duchow, 22 years of age, of Coeur d'Alene, Idaho went off the roadway to avoid the crash and rolled down a 70 foot embankment. Bramwell and two juveniles in her vehicle were transported with minor injuries. The cause of the crash was due to deteriorating weather conditions and no citations will be issues.

News release: Scam on Sex Offender Registrants
The Idaho Central Sex Offender Registry, administered by the Idaho State Police, has been made aware of several attempted scams targeting registered sex offenders in at least one Idaho county and six Florida counties. One scam involves a caller posing as a law enforcement officer who tells the sex offender that they have missing or out-of-date registration information. The caller then threatens that, in order to avoid arrest for failure to register, the registrant must bring a gift/money card to a specified location (other than the registration office). The caller may provide a callback number with a voice mail message that sounds as if it belongs to the local law enforcement agency's registration office. In another report, the caller says they are with the sheriff's office and they have a warrant for being non-compliant. The scammer goes on to say that the only way to take care of it without being arrested is go to the store and get a money card and give them the card number over the phone.
Anyone receiving such a phone call should not follow the instruction and should immediately report it to the local sheriff's office.

A gold 2001 Chevrolet Malibu being driven by a 17 year old juvenile, was traveling southbound when the driver apparently fell asleep and drove off the west side of the road, striking boulders. The vehicle flipped multiple times, coming to rest on its top in the roadway. The driver was transported by ground EMS to St. Luke's McCall Medical Center, then flown by air ambulance to St. Luke's Boise Medical Center in stable condition. The driver was wearing a seatbelt. Mandy J. Schofield, 40, of Idaho Falls, was driving a blue 2010 Nissan Altima westbound on US26. Schofield drove off the roadway, went through a sign and struck a streetlight, which then fell into the westbound lanes. When the streetlight fell it struck a white 2017 Ford F350 pick up truck, which was being driven westbound by Troy D. Weaver, 44, of Idaho Falls. The streetlight then came to rest in the middle of the westbound lanes.
Ashtyn E. Goree, 18, of Idaho Falls, was driving westbound on US26 in a black 1998 Subaru Legacy. Goree drove over the streetlight and then collided with a grey 2013 Ford F450 pick up truck, which was being driven eastbound on US26 by Quinton E. Bair, 42, of Rigby.
Schofield was not wearing a seatbelt, all other drivers were wearing a seatbelt.
All lanes of travel were blocked for approximately 1 hour.

On February 11, 2018 at 12:34 am, the Idaho State Police investigated a one vehicle fatality crash at 3786 North Huetter Road, just north of Seltice Way, in Kootenai County. A Deputy with the Kootenai County Sheriff's Office attempted to stop a grey 2005 Ford Crown Victoria, driven by Patrick J. Calligan, 20 years old of Coeur d'Alene, Idaho, who was driving in a reckless manner on Huetter Road. Calligan was southbound on Huetter Road when he lost control and crashed just north of Seltice Way. Calligan was not wearing his seatbelt at the time of the crash and was ejected from the vehicle. He was pronounced deceased at the scene. Investigation is still ongoing.

On February 9th, 2018, at approximately 2:31 p.m., Mariah N. Graham, 18, of Los Angeles, California, was driving a white 1998 Chevrolet S10 south on Interstate 15, near milepost 92. Graham drove off of the left shoulder of the road and then returned to the road, where her vehicle began to rotate. The vehicle overturned and came to a rest on its roof off of the right side of the road. Graham suffered minor injuries. The passenger, Dalen S. Graham, 22, was severely injured and transported to Portneuf Medical Center via air ambulance. Both occupants were wearing their seat belts.

On Friday, February 9, 2018, at approximately 6:35 p.m., Idaho State Police investigated an injury crash westbound on US-26 near milepost 185, north of Richfield, in Lincoln County.
Richard E. Peterson, 62 of Carey, was driving a 2005 Chevrolet Classic westbound on US-26 near milepost 185. Peterson's vehicle struck a bull that was in the roadway.
Peterson was transported via air ambulance to Portneuf Medical Center in Pocatello.
The roadway was blocked for approximately two and a half hours.

On Thursday, February 8, 2018 at approximately 9:28 p.m., Idaho State Police investigated a three-vehicle, injury crash on SH52 at milepost 7.5, four miles east of Payette. Kristin Robinette, 35, of Payette was westbound on SH52 at milepost 7.5 in a 2009 Nissan Sentra. Christopher Parks, 33, of Payette, was eastbound on SH52 at milepost 7.5 in a 1995 Ford Ranger. Shedrick Ofilas, 23, of Payette, was behind the Nissan in a 2011 Toyota Camry.
The Nissan was making a left turn into a rest area and contacted the Ford. The Ford then went onto the right shoulder, overcorrected, and went into the westbound lanes, contacting the Toyota Camry. The Nissan came to rest in the eastbound lanes, the Ford came to rest in the middle of the road, and the Toyota came to rest in the westbound lanes.
Kristin Robinette and Shedrick Ofilas, along with three passengers in Ofilas' vehicle, Ernesto Corpuz, 31, of San Jose, CA; Melanie Corpuz, 31, of Dixon, CA; and Gloria De Vera, 57, San Jose, CA, were transported to St. Luke's Clinic in Fruitland by ground ambulance. Christopher Parks and a passenger in Ofilas' vehicle, Romulo De Vera, 62, of San Jose, CA, were transported to St. Alphonsus Regional Medical Center in Boise by air ambulance. Kristin Robinette, and her passenger Levi Robinette, 29, of Payette, were wearing their seatbelts. Parks was not wearing his seatbelt. It is unknown if the occupants of the Toyota were wearing their seatbelts. The lanes were blocked for approximately two hours and forty five minutes.
The crash is under investigation by Idaho State Police.

On February 5th, 2018 at approximately 12:18 pm an injury crash occurred on US95 at milepost 292, just north of Culdesac, Idaho. A blue 2014 Chevrolet Silverado pickup driven by a 15 year old juvenile of Kooskia, ID, was traveling northbound when he drifted off the right side of the roadway and struck a tree. Both the driver and his passenger, Randall B Miskin, 46, of Kooskia, ID were transported to St. Joseph's Medical Center in Lewiston. Both occupants were wearing their seat belts. While the tow was recovering the pickup from the crash, a semi driver lost control as he approached the scene where an Idaho State Police trooper's patrol vehicle was blocking the northbound lane, striking it and rolling the semi onto its side in the ditch. Nez Perce County Sheriff responded to the scene to investigate this secondary crash.

when Mr. Ward struck a tree that had fallen into the roadway. His passenger, Candace M. Ward, 56, of Las Vegas, NV was injured and transported by private vehicle to the Clearwater Valley Hospital in Orofino, Idaho. Both occupants were wearing their seat belts. Idaho State Police Forensic Services (ISPFS) posted the annual Toxicology Trends Report on the ISPFS website. This report contains statistics related to drug and alcohol impaired driving in Idaho. Some key points:
- The ISPFS laboratory system, with locations in Meridian, Pocatello and Coeur d'Alene, received 2,809 toxicology cases in FY2017. That's 31 more cases than in FY2016 and 197 more than in FY2015.
- Over 66% of the blood and urine toxicology cases submitted for FY2017 were DUI cases.
- Of the 881 adult DUI toxicology cases tested in FY2017, 81% of them tested positive for one or more drugs, either legal or illegal. The urine toxicology adult DUI results are noteworthy as only 6.8% of the cases had no drugs reported.
- There was a large increase in the number of automobile crash fatality cases in FY2017 when comparing it to previous years. The average number of cases submitted for the previous 10 years was 70 cases per year. The number of adult auto accident fatality cases submitted this year was 87, an increase of approximately 25%.
- In past years, it has been common in Idaho for the most common single drugs present in both adult urine and blood matrices to be a central nervous system stimulant (CNS-S) (e.g methamphetamine, amphetamine, and MDMA or ecstasy), followed by carboxy-THC (a marijuana breakdown product), and then a central nervous system depressant (CNS-D) (alprazolam - e.g Xanax, diazepam - e.g. Valium, and clonazepam - e.g. Klonopin are the most common). However, this year that prevalence in urine has changed. The prevalence of THC, CNS-S, and CNS-D in urine is now almost identical. The prevalence of THC or carboxy-THC in blood has shifted from a close second, to a distant third. The prevalence of CNS-S and CNS-D drugs confirmed in blood is almost identical for FY2017.
- In terms of drug combinations, the combination of CNS-S combined with carboxy-THC is by far the most prevalent combination detected in urine. In blood, the most prevalent drug combination is CNS-S and carboxy-THC.
- Overall, 72% of juvenile urine and 60% of the juvenile blood samples that contained drugs contained THC/carboxy-THC, either alone or in combination with other drugs.
- Huge strides were made in the ISPFS blood toxicology section in FY2017 as new methods were validated and four analysts were approved to do blood toxicology casework. Blood toxicology turnaround time decreased and it is expected to decrease in FY2018, assuming new instrumentation before the legislature this year is approved. New instruments have been requested to keep up with the demands of Idaho population growth and law enforcement activities.

- In past years, it has been common in Idaho for the most common single drugs present in both adult urine and blood matrices to be a central nervous system stimulant (CNS-S) (e.g methamphetamine, amphetamine, and MDMA or ecstasy), followed by carboxy-THC (a marijuana breakdown product), and then a central nervous system depressant (CNS-D) (alprazolam - e.g Xanax, diazepam - e.g. Valium, and clonazepam - e.g. Klonopin are the most common). However, this year that prevalence in urine has changed. The prevalence of THC, CNS-S, and CNS-D in urine is now almost identical. The prevalence of THC or carboxy-THC in blood has shifted from a close second, to a distant third. The prevalence of CNS-S and CNS-D drugs confirmed in blood is almost identical for FY2017.
- In terms of drug combinations, the combination of CNS-S combined with carboxy-THC is by far the most prevalent combination detected in urine. In blood, the most prevalent drug combination is CNS-S and carboxy-THC.
- Overall, 72% of juvenile urine and 60% of the juvenile blood samples that contained drugs contained THC/carboxy-THC, either alone or in combination with other drugs.
- Huge strides were made in the ISPFS blood toxicology section in FY2017 as new methods were validated and four analysts were approved to do blood toxicology casework. Blood toxicology turnaround time decreased and it is expected to decrease in FY2018, assuming new instrumentation before the legislature this year is approved. New instruments have been requested to keep up with the demands of Idaho population growth and law enforcement activities.
