On June 30, 2020, at approximately 10:54 a.m., Idaho State Police investigated a single vehicle crash near Naples, Idaho in Boundary County.

Troy D. Armstrong, 54, of Kennewick, Washington, was driving northbound US95 near milepost 496 in a 2005 Kenworth loaded log truck. He left the roadway entering the northbound ditch striking a power pole, overturning and losing his load of logs onto the highway. Mr. Armstrong's vehicle continued up the embankment coming to rest on the driver's side. He succumbed to his injuries at the scene.

Mr. Armstrong was wearing his seatbelt. The highway has been partially blocked since the time of the crash. Crews are still on the scene working to remove the logs and vehicle from the roadway. Traffic is intermittently getting through, use caution while traveling in the area.

Next of kin has been notified. The crash investigation is continuing.

On Monday, June 29, 2020 at approximately 8:51 p.m., Idaho State Police investigated a single-vehicle, injury crash on Old Lemhi road near Boots road, east of Salmon.

A juvenile driver was driving eastbound on Old Lemhi road in a 1985 Toyota pickup. The driver went off the right side of the roadway, overcorrected, and rolled, coming to rest on its tires.

The driver and three juvenile passengers were not wearing seatbelts. The driver was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. The three passengers were transported by ground ambulance to Steele Memorial Medical Center in Salmon.

The Idaho State Police was assisted by the Lemhi County Sheriff's office. This crash is under investigation.

Beginning Wednesday, July 1, 2020, drivers throughout Idaho will recommit to safe, responsible driving by following a new law meant to keep drivers engaged while behind the wheel.

The new Idaho State Code 49-1401A requires electronic devices be in hands-free mode while driving, including when stopped at a red light or stop sign. In other words, with few exceptions, the new hands-free device law makes holding a cell phone illegal while operating a vehicle.

The new law, HB 614 is intended to "address safety concerns associated with a significant portion of distracted driving crashes."

"Education of motorists is key," said Col. Kedrick Wills, Director of the Idaho State Police.

"Idahoans want to be responsible and to be good drivers. This law is another way to remind all of us we need to pay attention to the road when we're behind the wheel. As law enforcement, we can remind drivers with education or enforcement. We're starting with what we prefer, education."

EDUCATION FIRST:

This law applies in every city and county throughout the state. Troopers, officers and deputies will issue warnings from July 1, 2020 to Dec. 31, 2020. Citations can be issued beginning January 1, 2021.

WHAT DRIVERS NEED TO KNOW:

- Drivers can only use electronic devices and mobile phones in hands-free mode;
- Drivers are only permitted to touch devices to activate hands-free mode;
- Drivers are not permitted to hold or support any electronic device/phone;
- Activation of GPS, voice to text, and making or receiving calls is permitted with one-touch or voice command;
- Handheld use is allowed only if the vehicle is both stationary and not located in a public travel lane, or in the event of an emergency;
- Drivers are not allowed to touch a device for texting, emailing, apps, video, or internet use;
- Should a driver receive two distracted driving violations in three years, the new law states insurance companies can consider those violations when establishing insurance rates for a driver.

"We're in this together, every motorist on the road. Our lawmakers have seen the need to give law enforcement in every jurisdiction, cities, counties and the state, a greater tool to ensure traffic safety. But the greatest power lies with each individual motorist who gets behind the wheel and makes the conscious decision to be engaged while driving.

"ISP will do our part to enforce when necessary, but we're asking every Idaho driver to take it upon yourself and take responsibility for your own safety and the safety of others around you. Keep your hands on the wheel, your eyes on the road, and your mind on driving, and together we'll keep Idaho safe." Said Col. Wills.

PENALTY:

1st offense - $75 fine
2nd offense within three years - $150 fine
3rd and subsequent offenses within three years - $300 fine. Three offenses in three years can also lead to a license suspension of up to 90 days.

DEADLY DISTRACTIONS:

Idaho drivers are encouraged to SHIFT their behavior and focus on engaged driving. Unfortunately, distracted driving remains a danger, and over the past decade has morphed from random incidents to a persistent and dangerous problem.

- 241 people killed in Idaho in crashes attributed to distracted driving between 2014 and 2018.
- In 1 in 5 crashes in Idaho, distracted driving is contributing factor.

"Things can go wrong very quickly when you take your eyes off the road for even a few seconds.

"Sadly, Troopers come across crashes where the driver's decision to use a mobile device resulted in life or death consequences. On Sunday, June 28, 2020, at 11:01 a.m., Idaho State Police investigated a motorcycle crash southbound on Simco Road at milepost 17.5, west of Mountain Home.

Louis Rauer, 52, of Boise, ID, was driving a 2016 Harley Davidson motorcycle southbound on Simco Road. Rauer failed to negotiate a corner, went off the right shoulder of the roadway, and came to rest on the shoulder. Rauer was not wearing a helmet and was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise, ID.

The lanes of Simco Road were blocked for one hour while crews worked to clear the scene. The crash is under investigation by the Idaho State Police.

*** UDPATE *** On June 27th, 2020 the vehicle was spotted in the river in the area of US12 at milepost 71.The Idaho County Sheriff's Office dive team arrived at 1:59 PM and confirmed it was the vehicle. The deceased female occupant was identified as Connie Williams by her tattoos. Williams and the vehicle have been recovered from the river. Williams was not wearing a seatbelt. On June 6th, 2020 the Idaho State Police investigated a crash on US12 at milepost 71.6. At approximately 05:51 AM, Connie Williams was travelling eastbound on US12 in a 1994 Toyota Corolla when she left the roadway and went into the Clearwater River. The vehicle was briefly seen and identified before it was fully submerged. Life Flight and multiple boats were deployed to search the area, but were unable to locate the vehicle or victim at this time. The investigation is still ongoing. Next of kin has been notified. If you see either the vehicle or victim please call 911 immediately.

On Saturday, June 27, 2020 at 10:53 a.m., Idaho State Police investigated a fatality crash westbound on US30 at 2000 East, west of Filer.

Carolyn Cornie, 84, of Buhl, was travelling eastbound in the westbound lane on US30 in a 2013 Subaru Outback. Saha Karahasanovic, 41, of Twin Falls, was travelling westbound on US30 in a 2014 Nissan Sentra along with passengers Amina Karahasanovic, 20, of Twin Falls, and a juvenile.

Cornie struck the Nissan head-on. Saha was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Amina was transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls and later was also transported by air ambulance to Eastern Idaho Regional Medical Center.

Both Cornie and the juvenile passenger in the Nissan succumbed to their injuries at the scene of the crash. Next of kin has been notified.

The roadway was blocked for approximately three and a half hours.

Idaho State Police was assisted at the scene by the Twin Falls County Sheriff's Office, Magic Valley Paramedics, Buhl Fire Department and the Idaho Transportation Department. This crash is under investigation by the Idaho State Police.

On June 27, 2020, at approximately 12:30 P.M., Idaho State Police investigated a two vehicle fatal crash on State Highway 33 at milepost 72, west of Rexburg.
A juvenile was headed westbound on State Highway 33 in a 2007 Chrysler 300. Ethan McDonald, 24, of Middleton, was headed west on State Highway 33 on a bicycle. The juvenile struck McDonald before coming to rest on the right shoulder. McDonald succumbed to his injuries on scene. Next of kin has been notified. McDonald was wearing a helmet and the juvenile was wearing a seatbelt.

On Monday, June 22, 2020, at approximately 9:44 a.m., Idaho State Police investigated a single-vehicle, fatality crash eastbound US26 at milepost 193, approximately 10 miles northeast of Richfield, in Lincoln County.

A juvenile was eastbound on US26 at milepost 193 in a 2006 Chevy Cobalt. The vehicle went off the left shoulder of the road and rolled. The juvenile was wearing their seatbelt. They were transported to the Eastern Idaho Regional Medical Center in Idaho Falls by air ambulance, where they succumbed to their injuries on June 24, 2020.

Idaho State Police was assisted at the scene by the Lincoln County Sheriff's Office, Lincoln County EMS, Carey Quick Response Unit (QRU) and Air St. Luke's.

The crash is under investigation by the Idaho State Police.

Idaho State Troopers have charged a Boise man with vandalizing the replica of the Liberty Bell that sits on the Statehouse steps. The man is accused of scratching an expletive into the heavy metal bell over the weekend.

Cited: Tim Jay Jones, 64, Boise

Charge: Malicious Injury to Property (m)

The damage to the bell was reported last Saturday evening, June 20. As a result of evidence gathered during the investigation, a trooper issued the misdemeanor citation to Jones after locating him at his Boise home this afternoon. The summons issued to the suspect means he is required to appear in court on the charge at a later date.

Troopers would like to thank members of the public who came forward with information about the crime. Investigating troopers say citizens tips were very helpful in not only furthering the investigation, but also in immediately reporting the crime that allowed state workers to quickly repair the damage done.

Again, state workers were able to repair much of the damage this morning.

Investigation Ongoing: As the Idaho State Police investigation is ongoing, additional information will be released as it becomes available.

Troopers at the Statehouse say the Liberty Bell replica has become a collection point of sorts since demonstrations began just more than three weeks ago. Items from memorials and mementos to pizza boxes have been left at the base of the bell. State workers have been diligent about trying to keep the area clean and safe for those continuing to use the Statehouse steps as place to visit or demonstrate.

About the Statehouse Bell: According to a booklet produced by Idaho Legislative Services in 2010, the full scale replica of the Liberty Bell was molded in France and given to the state by the U.S. Department of the Treasury in 1950.

Chamberlain, 63, of Craigmont, Idaho, was travelling northbound when he crossed over the southbound lane into the river. Charles D. Bentz, 23, of Craigmont, Idaho, who was also in the vehicle was partially ejected and pronounced deceased at the scene, Mr. Chamberlain was transported to Boise. Neither occupants were wearing seatbelts. Investigation is ongoing.

Monday, June 22, 2020 - Captain Rich Adamson today begins his first full week as the newly promoted Commander for District 2 of the Idaho State Police in Lewiston. Adamson brings 25 years of law enforcement experience to the region's top leadership position.

"I am extremely fortunate to be surrounded by outstanding leaders at every level within ISP and specifically here in District 2. The Lieutenants, Sergeants, Detectives, Troopers, and our support staff, all give me great confidence moving forward in this new position." said Captain Adamson.

"We are excited for Captain Adamson and the professionalism and dedication he brings as our new District 2 Commander." said Colonel Kedrick Wills, Director of the Idaho State Police.

"We worked together when I served in Lewiston and I have always been impressed with his leadership and ability to build relationships with our allied law enforcement partners and the public. Captain Adamson will do a great job for Idaho State Police and the people of District 2." Said Col. Wills.

Captain Adamson feels very at home in Central Idaho. He was born and raised in Idaho and graduated from Highland High School in Craigmont. He joined the United States Air Force in 1991 where he worked as a Law Enforcement Specialist serving two years in Turkey followed by nearly two years in New Mexico. After his military career, with a desire to continue in public safety service, Adamson moved to Twin Falls and completed the law enforcement program at the College of Southern Idaho. He was soon hired as a jail deputy with the Twin Falls County Sheriff's Office and at the same time, served as a Reserve Police Officer for the Twin Falls Police Department. Wishing to move his family back to Central Idaho, Adamson accepted a position with the Nez Perce County Sheriff's Office in 1998 and spent three years as a Patrol Deputy. In 2001, Captain Adamson started his career with the Idaho State Police District 2. He was soon promoted to Detective and investigated many major cases with significant impact on public safety, including narcotics trafficking to homicides. In 2012, Captain Adamson went back to patrol serving as a Patrol Sergeant and Patrol Lieutenant. Captain Adamson is a recent graduate of Northwestern University School of Police Staff and Command session #474.

"All of us at ISP could not be successful in providing the highest quality of public safety services to the people of Idaho without the support of our families, friends, and the communities we serve. That support keeps us going and keeps our roads and neighborhoods safe. We work hard to keep the trust and support of public and we're very grateful for it, particularly here in Idaho," said Capt. Adamson.

Adamson takes over as Captain for District 2 following the retirement of Captain Ed Westbrook. Westbrook retired last week after serving with ISP in Lewiston for 23 years.

Also last week, Kenneth Yount was promoted from Sergeant to Patrol Lieutenant for District 2.

About ISP District 2:
ISP District 2 is based in Lewiston and includes Latah, Nez Perce, Lewis, Clearwater, and Idaho Counties. In all, the District stretches from Mineral Mountain in the north to a point just north of the 45th parallel in the Little Salmon River canyon. It encompasses one of the largest geographical areas in the state, with one of the smallest population of all the Districts. District Two borders Oregon and Washington on the west and Montana to the east.
Notable landmarks in the area include the world-famous Hells Canyon, the Main and Little Salmon Rivers, the Nez Perce Indian Reservation, the Frank Church River of No Return Wilderness and, the University of Idaho. The district is known for its famous Salmon and Steelhead fishing on the Clearwater and Snake Rivers. Lewiston has the only inland seaport and it is utilized to ship wood and farm products worldwide. On June 19, 2020, at 3:22 p.m., Idaho State Police investigated a two vehicle, property damage crash on US20 at milepost 375, south of Swan Lake in Fremont County. Melissa Winward, 28, of Rigby, was traveling eastbound in a 1996 Dodge R250 pickup truck pulling a 1979 Kit Companion Travel Camping Trailer when she pulled over onto the shoulder. Alan Hernandez, 59, of Livingston, Texas, was traveling eastbound in a 2017 Ram pickup truck hauling a 2019 Lance Camper Travel Trailer. Winward pulled back onto US20 and attempted to make a left turn. Hernandez swerved to the left and struck the front side of Winward's vehicle. Winward's trailer became unattached from her pickup and came to rest in the middle of the east and westbound lanes. Hernandez's vehicle came to rest on the westbound side of US20.

Traffic was routed around the crash while crews worked remove the vehicles. US20 was cleared at 6:46 p.m. This crash is under investigation by the Idaho State Police.

Michael Niemann, 35, of Twin Falls, was driving eastbound on I84 in a 2016 International semi-truck pulling one trailer. Niemann drove off the left shoulder, overcorrected, and struck the guardrail. The semi-truck overturned on the driver's side in the eastbound lanes of travel. Niemann was wearing a seatbelt.

Eastbound I84 was completely blocked for approximately four hours.

On Wednesday, June 17, 2020 at approximately 9:05 a.m., Idaho State Police investigated a three-vehicle, injury crash westbound I184 at milepost 1, in Boise. Troopers were already on scene of a separate property damage crash at this location.

James Cherry, 65, of Middleton, was parked on the right shoulder in a 2013 Ford F350 emergency response truck with its emergency lights activated. Roger Campbell, 60, of Boise, was driving slowly in the left lane in a 2013 Chevy Silverado with its emergency lights activated. Campbell is with the Idaho Transportation Department and was evaluating a water hazard in the area. Caleb Durrence, 33, of Boise, was in the left lane in a 2006 Chevy HHR. Rachel Applebaum, 27, of Richland, WA, was in the second lane from the left in a 2013 Subaru Forester. Durrence made a lane change into the second lane from the left due to slowing traffic in the left lane. The Subaru impacted the passenger side of the Chevy HHR. The Subaru then crossed to the right shoulder and impacted the driver's side of the Ford.

Durrence was not wearing a seatbelt; all other drivers were wearing seatbelts. Durrence was transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance. Traffic was reduced to one lane of travel for approximately one hour while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

On Wednesday, June 17, 2020, at approximately 7:59 a.m., the Idaho State Police investigated a two- vehicle injury crash at the intersection 130th E and US26, just south of Ririe. Shane Thompson, 60, of Rigby, was travelling south on 130th E in a 2000 Saturn LS sedan. Thompson failed to stop at the stop sign, entered the intersection, and was struck by a 2014 Toyota Prius that was westbound on US26. The Prius was driven by Gina Smith, 54, of Rigby.

Thompson, Smith and Smith's passenger Keith Smith, 64, of Rigby, were all transported by ground ambulance to Eastern Idaho Regoinal Medical Center. Smith and her passenger were not wearing seatbelts.

This crash is under investigation by the Idaho State Police.

Captain Ed Westbrook Retires after a distinguished 34 year career in Law Enforcement
23 years spent with Idaho State Police in Lewiston



Captain Ed Westbrook says leaving behind his team at the Idaho State Police District 2 office in Lewiston will be bittersweet.
"The Lewiston ISP office has been and will continue to be a great place to work. It's been my privilege to serve with this entire team. If anything I've done has made this office a great place for the people of ISP and this community, then that's the best parting gift I could provide." said Capt. Westbrook, who officially retires Wednesday, June 17, 2020.

Colonel Kedrick Wills, Director of the Idaho State Police says Captain Westbrook has been a tremendous asset to the Idaho State Police and will be missed.
"I have personally relied on his leadership and expert advice, especially with tactical issues or complex investigations. His leadership and dedication to District 2 will be felt for many years to come. He is a high caliber person and we wish him the best in the next chapter of his life." Said Col. Wills.

Westbrook began his career of public service in the United States Army as a Paratrooper with the 82nd airborne division. He then took a position with the Benewah County Sheriff's Office in 1986 and last served as the county's undersheriff. In 1997, he joined what was then the Idaho Department of Law Enforcement Criminal Investigations Bureau and was assigned to Lewiston. For more than 20 years, Westbrook worked in Investigations for DLE, specializing in narcotics enforcement, while still assisting local agencies with a number of major crimes investigations. When the DLE evolved into the Idaho State Police, Westbrook became a member of the ISP SWAT Team including time as the team's commander. Westbrook is a graduate of the FBI Command College and the DEA Drug Unit Commanders Academy. Westbrook's expertise in criminal investigations and leadership led to his promotion to Lieutenant over District 2 Investigations in 2012.

Westbrook has served as Captain over both Patrol and Investigations in the Lewiston district of ISP since 2018.

"The Troopers and staff here know the importance of being part of this community," said Capt. Westbrook. "They're dedicated to keeping the needs of the community at the forefront of everything they do. I'm leaving the District in good hands."

"Ed will stand up and support his people, doing all he can to make sure they have what they need to provide the best service possible," said Lt. Rich Adamson. "Everyone knows they have Ed's support and that legacy will impact the people of ISP District 2 for a long time."

Adamson, a 25 year veteran of law enforcement, will take over the role of District 2 Captain upon Westbrook's retirement.

Westbrook is an avid archery hunter and trains top quality bird dogs. He and his wife, Kay plan to stay in the Lewiston area after retirement, enjoying their grandchildren and Idaho's outdoors.

On Monday, June 15, 2020, at 5:38 P.M., the Idaho State Police investigated a fatality crash eastbound on US 30 at mile marker 236, west of Murtaugh, Twin Falls County.

Joel A. Tibbets, 50, of Burley was driving eastbound on US 30 on a 1993 Honda motorcycle. While passing a vehicle on the right shoulder, Tibbets lost control and was separated from the motorcycle.

Tibbets succumbed to his injuries at the scene of the crash. He was wearing a helmet. The eastbound lanes were blocked for approximately 30 minutes. The Idaho State Police was assisted by the Kimberly/Hansen Police Department, the Twin Falls County Sheriff's Office, Magic Valley Paramedics, the Rock Creek Fire Department, and the Twin Falls County Coroner's Office.

On June 14, 2020 at approximately 7:13 pm, the Idaho State Police responded to a crash on State highway 54 near Red Dell Loop, in Spirit Lake. Christopher W Peterson, 50, of Spirit Lake, was traveling westbound on State highway 54 near milepost 4.5 at a high rate of speed. Peterson overcorrected leaving the roadway. Peterson was ejected from the vehicle and pronounced deceased at the scene of the crash. Next of kin has been notified. Investigation continues by the Idaho State Police.

On Sunday, June 14, 2020, at 5:53 p.m., Idaho State Police located a 2003 Mercedes passenger car matching the description of a vehicle that was involved in retail thefts in Idaho Falls.
Idaho State Police attempted to conduct a traffic stop southbound on I15 at mile marker 117. The driver, Levi A. Johnson, 29, of Inkom, eluded police and continued southbound driving at speeds in excess of 100 mph. Johnson came to a stop southbound on US91 south of 65th West after a PIT maneuver was used on the vehicle. Johnson was taken into custody without incident.

The passenger, Dustin L. Hensley, 40, of Pocatello, fled on foot. Hensley was taken into custody after an extensive search by police.

Johnson was booked into the Bonneville County Jail on charges of felony eluding, resist and obstruct, and felony possession of heroin.

Idaho State Police was assisted by Bonneville County Sheriff's Office, Idaho Falls Police Department, Bingham County Sheriff's Office, and Shelly Police Department.

On June 14, 2020, at approximately 8:50 a.m. a fatal crash occurred southbound US95 at milepost 189, six miles south of Riggins, Idaho. A grey 1992 Ford f150 pickup driven by Edgar J. Chamberlain, 63, of Craigmont, Idaho, was travelling northbound when he crossed over the southbound lane into the river. Charles D. Bentz, 23, of Craigmont, Idaho, who was also in the vehicle was partially ejected and pronounced deceased at the scene, Mr. Chamberlain was transported to Boise. On Sunday, June 14, 2020, at approximately 11:32 a.m., Idaho State Police investigated a single vehicle fire on I-15 near milepost 63, south of Pocatello.

Zachary Daniels, 37, of Shelley,ID., was driving northbound in a 1994 Ford pickup towing a travel trailer. The vehicle caught on fire and Daniels was able to pull to the shoulder and exit before both the pickup and trailer became fully engulfed.

Kendall Switzer, 58, of Bozeman, MT., was driving northbound in a 2013 Toyota Tacoma when he slowed due to the smoke and flames. The Toyota was rear ended by a 2013 Honda CRV being driven by Kyle Steiger, 24, of Pompey Pillar, MT.

Both northbound lanes were blocked for about one and a half hours while fire crews extinguished the fire. One lane was blocked for another two hours while crews worked to clear the scene.

Idaho State Police was assisted at the scene by the Bannock County Sheriff's Office and Bannock County Search and Rescue.

On Saturday, June 13, 2020, at 4:59 p.m., Idaho State Police investigated a fatality crash southbound on US93 at mile marker 71.8, south of Shoshone.

Blake A. Dalton, 26, of Caldwell, was driving northbound on US93 in a 2003 Chevrolet Silverado. Mekala Bingham, 29, of Dietrich, was driving southbound on US93 in a 2011 Toyota Sienna. Dalton crossed the center line and hit Bingham head on.

Dalton was transported by Air St. Luke's to Eastern Idaho Regional Medical Center in Idaho Falls. Mekala Bingham succumbed to her injures on scene. Mekala's passenger, Hank R. Bingham, 33, of Dietrich, was transported by Lincoln EMS to St. Luke's Magic Valley in Twin Falls. Mekala also had two juvenile passengers. One was transported by Lifeflight Network to Portneuf Medical Center in Pocatello. The second was transported by private vehicle also to St. Lukes Magic Valley. All occupants were wearing seatbelts.

Next of kin has been notified.

Idaho State Police was assisted at the scene by Shoshone Police Department, Lincoln County Sheriff's Office, Shoshone Fire Department, Jerome County Sheriff's Office, Gooding County EMS, Lincoln County EMS, and the Idaho Department of Transportation. This crash is under investigation by the Idaho State Police.

On Wednesday June 10, 2020, at approximately 9:53 p.m., Idaho State Police investigated a single vehicle fatality crash on Warren Wagon Road in McCall. Sonsela Shebala, 35, of Kooskia, was traveling northbound on Warren Wagon Road near Sylvan Creek in a 2008 GMC 2500 crew cab pickup truck. Shebala drove off the left shoulder and the vehicle rolled.

Shebala and three passengers, Nolan Rudolph, 23, of Lapwai, Jody Dykes, 20, of Lewiston, and Denver Drake, 20, of Lewiston, were transported by ground ambulance to St Luke's McCall Medical Center. On June 8, 2020, at 10:17 p.m., Idaho State Police received a report that Joseph J. Castillo, 25, of Crowley, Louisiana, was unlawfully in possession of a 2016 Peterbilt Semi Tractor. Castillo was travelling northbound on I15 at milepost 40, near Arimo.

Idaho State Police attempted to conduct a traffic stop northbound on I15, near the Inkom Port of Entry. Castillo fled from police, where he drove at approximately 80 mph, passed another semi unsafely, then continued westbound on I86 into Power County where spike strips were deployed to deflate the tires.

Castillo came to a stop westbound I86 at milepost 38, then fled on foot through a field and into American Falls. Castillo was taken into custody after a short foot pursuit.

Castillo was booked into the Bannock County Jail, and the charges included felony eluding, operating a vehicle without the owner's consent, resist and obstruct, DUI, open container, and possession of a firearm while under the influence.

Idaho State Police was assisted by Bannock County Sheriff's Office, Pocatello Police Department, Power County Sheriff's Office and American Falls Police Department.

On Monday, June 8th, 2020 at 3:40 P.M., the Idaho State Police investigated a multi-vehicle fatality crash on US20 at milepost 353, east of St. Anthony.

Scott M. Roper, 56, of Pocatello, was driving a 2007 Kenworth Tractor. Weyland B. Schenk Jr., 61, of Bridger, Montana, was driving a 2020 Kenworth. Adrian Mendez Gomez, 42, of Idaho Falls, was driving a 2006 Ford F150. Joseph W. Sturgeon, 73, of Melrose, Minnesota, was driving a 2009 Peterbuilt.

Roper was travelling westbound and crossed the center line. Schenk was travelling eastbound and was struck by Roper. Mendez Gomez was behind Roper and was struck by Schenk. Roper returned to his lane,
crossed the center line again and struck Sturgeon, who was travelling eastbound.

Roper and Sturgeon came to rest in the eastbound lane. Schenk came to rest in the westbound lane. Gomez Mendez came to rest on the westbound shoulder.

Roper and Schenk were both wearing seatbelts.

Gomez Mendez was transported by ground ambulance to Eastern Idaho Regional Medical Center. Roper was transported by air ambulance to Eastern Idaho Regional Medical Center. Sturgeon was pronounced dead at the scene. Next of kin have been notified.

Idaho State Police was assisted by Fremont County Sheriff's Office, Idaho Department of Transportation, St. Anthony and Ashton ground ambulance, and Air Idaho.

Both eastbound and westbound lanes were blocked for approximately 8 hours. The lanes are now open.

On June 7, 2020, at 8:50 am, Idaho State Police attempted to conduct a traffic stop on a 2003 Ford Explorer driven by Jamie Capson, 38, of Pocatello. A juvenile passenger was also in the vehicle with Capson.

Capson's vehicle was speeding 100 mph in an 80 mph zone northbound on I15 at milepost 95, just north of Blackfoot. Capson's vehicle fled from police continuing to drive at times in excess of 100 mph. The suspect vehicle exited in Idaho Falls at exit 118, the West Broadway exit. Police used a PIT maneuver on Capson's vehicle to bring it to a stop at West Broadway Street and Houston Circle. Capson's vehicle struck and knocked over a street light at the intersection.

Capson was initially transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Capson was later booked into the Bonneville County Jail for Felony Eluding, Felony Injury to a Child, and Resist and Obstruct.

On Saturday, June 6, 2020, at approximately 4:10 PM, Idaho State Police investigated a two vehicle fatality crash on State Highway 27 at milepost 3.5, just north of Oakley in Cassia County. Lawrence Steel, 72, of Gooding, was driving southbound on Highway 27 in a 2008 Chevrolet Uplander. Kenny Emery, 37, an on-duty Cassia County Deputy, was driving northbound on Highway 27 in a 2017 Ram 2500 patrol vehicle. The two vehicles collided head-on.

Steel and his passenger, Nadine Steel, 69, of Gooding, both succumbed to their injuries at the scene. Next of kin has been notified. Emery was transported by ground ambulance to Cassia Regional Hospital in Burley, then by air ambulance to Portneuf Regional Medical Center in Pocatello. The highway was blocked for approximately four hours.

This crash is currently under investigation by the Idaho State Police.

On June 6, 2020, at 5:30 P.M., Idaho State Police investigated a fatality crash near the intersection of Little Buffalo Road and Lynx Road, south of Lava Hot Springs.

Norman C. Nix, 53, of Las Vegas, NV, was driving a Yamaha dirt bike on the roadway. Nix drove off the left shoulder, the motorcycle went airborne, and crashed. Nix was not wearing a helmet and succumbed to injuries at scene.

Next of kin has been notified.

This crash is still under investigation by Idaho State Police.

On June 6th, 2020 the Idaho State Police investigated a crash on US12 at milepost 71.6. At approximately 05:51 AM, Connie Williams was travelling eastbound on US12 in a 1994 Toyota Corolla when she left the roadway and went into the Clearwater River. The vehicle was briefly seen and identified before it was fully submerged. Life Flight and multiple boats were deployed to search the area, but were unable to locate the vehicle or victim at this time. The investigation is still ongoing. Next of kin has been notified. If you see either the vehicle or victim please call 911 immediately.
