On October 31, 2010, at approximately 1:47 a.m., Idaho State Police investigated a fatality crash at 1665 East on 300 North, near St Anthony. Casey Rinehart, age 31 of St Anthony, eluded Fremont County Deputies attempting to make a traffic stop for a speeding violation. Fremont County units had discontinued their attempt to stop Rinehart prior to the crash occurring. Rinehart was traveling at a high rate of speed, when he lost control of his 2001 Oldsmobile Alero, causing it to roll. Rinehart was not wearing his seatbelt and was ejected from the vehicle. Rinehart succumbed to his injuries at the scene.

The crash is being investigated by Cpl. Goody with assistance of the Fremont County Sheriff's Office.

On Saturday, October 30, 2010 at 5:30 p.m., Idaho State Police investigated a head-on crash involving a pickup truck and a semi. Khom Sibounheuang, age 70 of Twin Falls, was eastbound on Interstate 84 in a 1989 Toyota pickup when for unknown reasons, he crossed through the median into the westbound lanes of travel where he collided with a semi. Mr. Sibounheuang died instantly upon impact. The semi driver, Paul I. Hendrieth, age 58 of Hollywood, Florida, was transported to Elmore Medical Center and later released with minor injuries. The right lane of the westbound traffic is still blocked due to clean up at this time.

This crash is under investigation by Idaho State Police Trooper Higley, with assistance from Sergeant Stauffer, Trooper Carmack, Trooper Ferris as well as ITD, Elmore County Deputies and EMS personnel.

Teresa was driving a 2009 Ford Focus and crashed into the axel of a 2007 Commercial Trailer being pulled by a 2006 Freightliner tractor. A 2003 Freightliner tractor pulling a 2008 Wabash Trailer incurred damage due to debris from the crash.

On Thursday, October 28th, 2010, at approximately 10:29 p.m., the Idaho State Police investigated a three vehicle injury crash at Westbound I84 at milepost 7, west of the New Plymouth exit.

Teresa Mendenhall, 43 of Meridian, was driving Eastbound on I84 when she swerved to avoid hitting a coyote. Mendenhall then lost control of her vehicle went through the median entering the westbound lanes hitting the rear axle of a semi trailer being operated by Stan Vonasek, 52 of Salt Lake, UT. A second Semi and trailer, operated by Melvin Pecka, 59 of Nampa sustained damage due to debris in the roadway. Mendenhall was transported to St. Alphonsus of Ontario with minor injuries. Alcohol is not a factor in this crash and all drivers where wearing their seat belts.

The crash is under investigation by Trooper J. Klitch who was assisted on scene by Master CPL Robertson, CPL Nesbitt as well as Payette County Deputies and emergency personnel.

On October 28th, 2010, at approximately 8:52 p.m. Idaho State Police investigated two crashes caused by a wrong way driver on Interstate 84 near Bliss.

Harold Carroll, 33 of Ontario OR, was traveling west on Interstate 84 near milepost 136 in his 2003 Suzuki Aerio when he swerved to avoid Gabriel Silva, 59 of Buhl, who was driving a 1988 Chevrolet pickup the wrong way in the westbound lanes of travel. In swerving, Harold lost control of his vehicle, causing it to leave the north side of the westbound lanes and overturn coming to rest on its wheels.

Gabriel continued driving the wrong way in the westbound lanes until milepost 141 where he crashed head-on into Shantay Henson, 21 of Pocatello, who was traveling westbound at the time in a 1995 Subaru Legacy.

The westbound lanes at milepost 141 were blocked for approximately 4 hours. Shantay was wearing her seatbelt and was pronounced dead at the scene. Gabriel was not wearing his seatbelt and was pronounced dead after being transported to St. Luke's Magic Valley Regional Medical Center in Twin Falls. Harold sustained non-life threatening injuries while wearing his seatbelt and was transported by ground ambulance to North Canyon Medical Center in Gooding.

Alcohol is suspected to be a factor in the incident pending further investigation. The injury crash at milepost 136 is being investigated by Trooper Dahl who was assisted on scene by Trooper Jussel and Gooding County Deputies and EMS personnel. The fatal crash at milepost 141 is under investigation by Trooper Gates with assistance from Lieutenant Haight, Sergeant Thompson, Trooper Wendler, Trooper Coleman, as well as Gooding County Deputies and EMS personnel, and the Idaho Transportation Department.

Abney, age 41 of Denver, CO was struck by a silver 2003 Chevy pickup driven by Albert G. Figueredo, age 57 of Caldwell, who was driving westbound at the time. Abney was not crossing the road in a crosswalk or intersection area at the time of the incident. Abney was taken to St. Alphonsus Regional Medical Center via ground ambulance where he was treated but succumbed to injuries approximately an hour later. The next of kin have been notified. The crash is still under investigation by Idaho State Trooper Pattis with assistance from Trooper Avery, as well as Caldwell Police officers and Canyon County Deputies and Paramedics.

On Wednesday, October 27th, 2010, at approximately 6:18 p.m., the Idaho State Police investigated a single vehicle injury crash at 3417 East Chicago Street, just north of Linden, in Caldwell.

James Holste, 39 of Caldwell, was driving north on Chicago Street from Linden Street at a high rate of speed when he attempted to negotiate a corner and lost control of his Chevrolet Cavalier entering the oncoming lane of travel. The vehicle rolled off the right shoulder where it came to rest after striking a power pole. James, who was not wearing his seatbelt, sustained severe injuries and was transported to Saint Alphonsus Regional Medical Center in Boise. His passenger Michelle Gracia, 41 of Caldwell, was wearing her seat belt and was transported to West Valley Medical Center in Caldwell with minor injuries. James was cited for Reckless Driving and Fail to Maintain Insurance.

The crash is under investigation by Trooper Langton who was assisted on scene by Trooper J. Klitch and Sergeant Ketchum as well as Canyon County Deputies and emergency personnel.

On October 25, 2010 at approximately 1:51 pm, Idaho State Police Trooper Gates stopped a gold GMC Sierra that was traveling northbound on State Highway 75 near milepost 90 in Lincoln County. The driver, identified as Joseph R. Koon, of Jerome, Idaho, was arrested for two felony warrants out of Twin Falls County. A K9 was deployed and alerted on the vehicle. A search of the pickup was conducted and approximately 16.8 grams of methamphetamine were located inside the vehicle. Koon was arrested for the two felony warrants, as well as possession with the intent to deliver methamphetamine, paraphernalia and driving without privileges. Trooper Gates was assisted at the scene by Lincoln County Sheriff's Office.

ITD, ISP troopers partner to stop unbelted and aggressive drivers
October 29 - November 14


The Idaho Transportation Department is partnering with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility seat belt and aggressive driving patrols October 29 - November 14, 2010.

During this campaign, Region 4 Idaho State Police troopers will increase enforcement of speed limits and traffic laws & citing those drivers who are unbelted.

Aggressive Driving causes more crashes than any other driving behavior," according to Lt. Kevin Haight.

"Drivers must recognize what aggressive driving is, understand the risk, and know they will be ticketed if they choose to drive aggressively," Lt. Haight explained.

Those occupants wearing a seatbelt during a speed-related crash, increase their chance of survival greatly," says Lt. Haight.

Tailgating, changing lanes without warning, speeding, running red lights, following too closely, or failing to yield are all indicators that you are an aggressive driver, according to ITD's Office of Highway Operations and Safety.

"Aggressive driving is a serious problem in Idaho, causing more than half of all traffic fatalities," said Lt. Haight. Any one or combination of these behaviors can lead to serious injury or death.

In 2009, almost 60% of those killed in an aggressive driving crash were not wearing their seat belt.

The following data supports our cause:

Statewide:

*Aggressive Driving was a contributing factor in 52% of all crashes in 2009
*85 Idahoans killed in car crashes were unrestrained
*28% of those Idahoans who were seriously injured were unrestrained.
*78% of the fatal aggressive driving crashes occur in rural areas
*According to NHTSA, seat belts are 50% effective in preventing
fatalities/serious injuries.

Region 4:

*51% (1352 of the 2645) of the crashes in 2009 involved aggressive driving
*19 of the 31 (61%) passenger motor vehicle occupants killed in Region 4 in 2009
were unrestrained
*55 of the 162 (34%) passenger motor vehicle occupants injured in Region 4 in 2009
were unrestrained.

Aggressive Driving Enforcement

The Idaho State Police in Lewiston will be participating in enforcement mobilization patrols throughout the Region specifically targeting aggressive drivers and those not utilizing safety restraints from October 29 - November 14, 2010. Behaviors that define aggressive driving are: failure to yield the right-of-way, stop sign violation, exceeding the posted speed limit, driving too fast for conditions, reckless operation of a vehicle, following too closely, and disregarding traffic signs or signals. In 2009, aggressive driving was a contributing factor in 52% of all crashers and 85 Idahoans killed in car crashes were not wearing their safety restraints. The Idaho State Police would encourage you to be a responsible safe driver by obeying the traffic laws and wearing your seatbelt. The safe operation of a vehicle reduces crashes, which in turn reduces injuries and or death as a result of a crash.

On October 22, 2010 at 5:19 P.M., Idaho State Police Corporal Aaron Bingham stopped a vehicle for speeding on Interstate 84 near milepost 213, in Minidoka County. During the course of the traffic stop Corporal Bingham found a half pound of marijuana. The female driver, Malinda Hourie, 19, of Roy, Utah, was arrested for trafficking marijuana, a felony in Idaho. The male passenger, Armand Valdovinos-Aleman, 25, of Roy, Utah, was arrested for walking away for the community work center in Kent, Washington and trafficking marijuana. Both subjects were incarcerated at the Mini-Cassia Detention Center.

Corporal Bingham along with Trooper Tyler Barrett was participating in joint criminal interdiction patrol with Deputies and K-9 officers from the Minidoka and Cassia County Sheriff�s departments on Interstate 84. In addition to the above arrests, officers charged two persons for possession of Methamphetamine, six persons for misdemeanor possession of Marijuana, eleven persons for possession of drug paraphernalia, three persons for having suspended/invalid driver�s licenses, and two persons for transporting open containers of alcohol.

INCIDENT NARRATIVE: Robert Allen was driving northbound on SH 3 near milepost 88 in the log truck. Larry Schlappy entered SH3 and pulled out in front of Mr Allen. Mr Schlappy was struck by the Mr Allen. The van continued after the collision and hit the porch of a nearby house. Mr Schlappy was transported by ambulance to Benewah Community Hospital then airlifted to Sacred Heart Hospital in Spokane. There was no sign of alchohol or drugs. The roadway was blocked for approximately 2 hrs. The roads were dry. The investigation continues.

Around 10:15 PM last night, October 21, 2010, the Idaho State Police responded to an injury crash on State Highway 16 near Emmett. James Ferch, age 51 of Emmett, was traveling behind another vehicle on Highway 16 near Cherry Rd. The vehicle in front swerved to avoid a deer in the road and Ferch struck the deer. Ferch, who was not wearing a helmet, was transported by air ambulance to St. Alphonsus in Boise, where he remains in critical condition. It is unknown if alcohol is involved in this crash. This crash is being investigated by Corporal Nesbitt with assistance from Corporal Robertson, as well as Gem County Deputies and EMS.

On October 21, 2010 at approximately 5:23 a.m., Idaho State Police Trooper Otto investigated an injury crash on Interstate 84 near milepost 199, approximately one mile west of the Kasota Road exit. Marvin L. Blanchard, 45, of Pocatello, Idaho, was traveling east in a 2003 Freightliner, pulling three Great Dane trailers. Blanchard came upon a slow-moving 1995 Kia Sephia that was being steered by Steven R. Holyoak, 60, of Jerome, as it was being pulled by a towrope from a 2005 Hyundai Accent that was driven by Ryan L. Holyoak, 24, of Jerome.

Blanchard struck both vehicles, causing them to lose control. Blanchard then drove off the right side of the road, through a fence and onto Frontage Road. Blanchard's commercial cab and first trailer rolled onto their tops. Blanchard was pinned under the cab. The second trailer rolled onto its side. The third trailer remained upright.

Blanchard was not wearing a seatbelt. He was transported by air ambulance to St. Luke's Magic Valley Medical Center in Twin Falls. Both Holyoaks were wearing seatbelts. They were transported by ground ambulance to Cassia Regional Medical Center in Burley. All subjects were treated and released from the respective hospitals.

Trooper Otto was assisted at the scene by Cpl. D. Gibbs, Commercial Vehicle Specialist Sweat and the Minidoka County Sheriff's Office. The investigation is continuing.

On Thursday, October 21, 2010, at approximately 8:30 a.m., the Idaho State Police investigated a 4 vehicle crash eastbound on I-84 just west of the Vista exit in Boise. Sheila Collins, 54 from Phoenix, Arizona, was driving a 2007 Freightliner eastbound on Interstate 84 near mile marker 52, Orchard Road. Bethany Martin, 30 from Boise, was driving a 2005 Pontiac, also eastbound in the same location, in front of Collins. Deana Parrish, 47 from Nampa, was driving a 2003 Oldsmobile Alero, also eastbound, in front of Martin. Vickie Peugh, 49 from Meridian, was driving a 1999 Ford Explorer eastbound in front of Parrish. All four vehicles were in the right lane. Peugh, Parrish and Martin slowed for traffic. Collins, following Martin, was unable to stop before colliding with Martin. Martin then hit Parrish, who then hit Peugh. All subjects were wearing seatbelts.

Traffic in the area of the crash was diverted onto a local frontage road and motorists experienced some delays for approximately 2 hours while the scene was cleared. The crash is under investigation by Cpl. M. Smith. He was assisted at the scene by Trooper Vance, Trooper Avery and Sgt. Bonner, as well as Boise Police and Ada County EMS.

On October 19, 2010, at approximately 11:22 a.m., Idaho State Police investigated a two-vehicle, fatal crash on State Highway 33 near milepost 122.5, approximately 9.5 miles west of Tetonia, ID. Angela Cooke, 23, of Rexburg, ID, was traveling east on State Highway 33, in a 2007 Nissan Sentra, when she drove off of the right shoulder of the roadway. Cooke overcorrected, causing the vehicle to cross into the westbound travel lane where it was struck by a 2003 Ford F250 pickup, driven by Eliseo Olivas, 53, of Newdale, ID.

At this time it is undetermined whether or not Cooke was wearing a seatbelt. She was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls, ID. Cooke succumbed to her injuries early in the evening. Olivas was not wearing a seatbelt. He was transported by ground ambulance to Teton Valley Hospital in Driggs, ID.

This crash is under investigation by Cpl. Coverley. Cpl. Coverley was assisted at the scene by Cpl. Egbert and the Teton County Sheriff's Office.

This is the eighth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

On October 18, 2010 just before 4 pm, Idaho State Police investigated a single vehicle rollover crash in Butte County on SH33 near milepost 32.

A juvenile driver from Howe, Idaho lost control of the 2007 Chevy Impala she was driving and rolled off the shoulder. The driver was transported to East Idaho Regional Medical Center by Air Idaho due to injuries sustained in the crash. She was treated and released. There were 2 juvenile passengers in the vehicle that were transported to East Idaho Regional Medical Center by private vehicle. They were treated and released with minor injuries.

The crash is still under investigation by the Idaho State Police.

On Monday October 18, 2010, at approximately 4:52 p.m., the Idaho State Police came upon the scene of an injury crash southbound on US93 at milepost 51, near Golf Course Road, north of the Perrine Bridge. Louis Lopez-Ceja, 19 of Orem, UT, was traveling in the left lane southbound on US93 in a 1999 Volkswagen Jetta. As Lopez-Ceja's lane was ending approaching the construction zone, Melanie Roberts, 48 of Jerome, attempted to turn left onto Golf Course Road from northbound US93 in a 2003 Chevrolet S10 pickup. Lopez-Ceja struck Roberts vehicle on the passenger side, causing it to overturn into the southbound lanes. Roberts was trapped inside her vehicle for approximately 30 minutes until emergency crews were able to get her out. Roberts was transported to Saint Lukes Magic Valley Hospital in Twin Falls with non life threatening injuries. Southbound traffic was completely blocked for approximately 15 minutes until one lane could be opened. Traffic was restricted for approximately 1 hour and 20 minutes. Alcohol is not believed to be a factor. Roberts was cited for failing to yield to oncoming traffic.


The crash is under investigation by Trooper Barrett with assistance from Sergeant Oliver, Sergeant Garcia, Trooper Debie, Idaho Transportation Department and the Jerome County Sheriff's Department

On October 18, 2010, at approximately 1:35 a.m., an Idaho State Police trooper observed a 1999 Oldsmobile 88 at a high rate of speed approaching the construction zone westbound on I84 near the Gowen interchange. The trooper checked the vehicle by radar going 110 mph in a 75 mph zone. The vehicle was pulled over at the Travel Center truck stop parking lot, off the Broadway exit. On October 17, 2010, just before 1:00 a.m., Idaho State Police investigated a single vehicle crash on Interstate 15 by milepost 53, about four miles south of Inkom, ID.

Edward Graf, 64 of Livingston, Montana was traveling northbound on Interstate 15 by milepost 53. For reasons which are still unknown, he veered off the road and into the median where he continued driving for approximately 200 yards before the vehicle came to rest with minor damage. When Trooper Orr arrived on scene Mr. Graf was unresponsive, wearing his seat belt, and had no visible injuries. He was pronounced dead at the scene by EMS personnel.

At this time it is not suspected that alcohol or drugs were a factor. The Idaho State Police is awaiting the Bannock County Coroner's report for the cause of death. This crash is under still under investigation by Trooper Orr who was assisted at the scene by Sergeant Manning.

On October 14th, 2010, at approximately 5:12 p.m., Idaho State Police investigated a two vehicle injury crash that occurred at 2340 W. South Slope Road east of Star Lane in Emmett.

Jack McCall, 82 of Emmett, was driving east bound on South Slope Road when he veered into the west bound lane and rear ended Charles Davis, 42 of Emmett, who was parked at a mailbox facing east bound in the west bound lane of South Slope Road.

McCall, Davis, and Davis' passenger Phillip Davis, 20 of Emmett were all transported to Walter Knox Memorial Hospital in Emmett with non life-threatening injuries. This crash is still under investigation by Corporal Nesbitt who was assisted at the scene by Trooper Hurley as well as Gem County Sheriff Deputies EMS personnel.

On October 13, 2010, just after 9:00 p.m., Idaho State Police investigated a one-vehicle fatality crash on State Highway 32 at milepost 14.8, approximately 15 miles southeast of Ashton.

Joel Herrera, 35, of Ashton, was traveling north on State Highway 32 in a 2007 Chevrolet pickup when he failed to negotiate a curve in the road, causing his vehicle to leave the road off the right side. The vehicle rolled and came to rest on its driver's side. Herrera was wearing a seatbelt, but died at the scene from injuries sustained in the crash.

Mary R. Estep, age 82 of Gooding, succumbed last night to injuries she received in the crash.

At approximately 1:10 PM today, October 12th, 2010, a one-vehicle crash which injured two people occurred at milepost 168 on I84 in Jerome. William Estep, age 84 of Gooding, was traveling westbound on I84 on the offramp at milepost 168 (Lincoln Ave.) when he attempted to brake. He stepped on the accelerator instead of the brake, lost control of the vehicle, and went into the shoulder of the offramp. His vehicle then went sideways through a fence into a light pole, and then across the interstate, coming to rest on the shoulder of the eastbound lanes. Mr. Estep was transported by ground ambulance to St. Luke's Magic Valley in Twin Falls. His passenger, Mary Estep, age 82 and also of Gooding, had to be extricated from the vehicle before she could be transported by air ambulance to St. Alphonsus in Boise where she remains in critical condition. Both occupants were wearing their seatbelts at the time of the crash, and alcohol is not believed to have been a factor. The investigation is still ongoing by Trooper Otto, with assistance from Trooper D. Gibbs, as well as Jerome Police, Jerome County Deputies, and Paramedics.

INCIDENT NARRATIVE: Coffey was northbound on US95 when she drifted off the east shoulder of the road and struck the guardrail. She then swerved to the left and ran off the road, continuing north for approximately 40 yards where she sideswiped a tree on the drivers side. She continued on and struck a fence surrounding the natural gas regulatory station. She struck the regulatory pipes, moving them six inches which caused a break in the line. Troopers on the scene evacuated the area and closed the highway for approximately 2.5 hours while Avista Utilities worked to turn off the natural gas. Alcohol was a factor and the investigation is continuing.

On October 12th, 2010, the cumulative information provided to the Idaho State Police by the public resulted in the arrest of Kelsey Schlenker in regards to the crash that occurred on October 9th, 2010. Schlenker was arrested for the Felony charge of Leaving the Scene of an Injury Accident and the Misdemeanor charge of Reckless Driving. The involved vehicle and Schlenker were both located in Idaho Falls where she was taken into custody and later transported to the Bannock County Jail where she was incarcerated.

On October 9, 2010, at approximately 10:30 p.m., the Idaho State Police investigated a four-vehicle accident on Interstate 15 at milepost 73. Shawna Knox, 47, of Ucon, was travelling northbound when another vehicle made an abrupt lane change and struck her red Ford Taurus. That vehicle then continued northbound. The Taurus was forced off the road into the median where it rolled and landed in the southbound lanes.

A silver Honda Accord driven by Flint Gardner, 19, of Blackfoot, and a maroon Dodge pickup driven by Carl Vantassell, 57, of Rupert, collided while attempting to avoid the Taurus.

Everyone involved in the crash were wearing a seatbelt. Shawna Knox, and her passenger William Knox, 51, also of Ucon, were both transported to Portneuf Medical Center with nonlife-threatening injuries. Shawna was later moved to Eastern Idaho Regional Medical Center in Idaho Falls.

The Idaho State Police is requesting any information on the suspect vehicle that fled the scene.

The suspect vehicle was described as an older style SUV, possibly a Chevrolet Blazer or Ford Bronco with a two-tone paint scheme. November Road Safe Classes

The Idaho State Police will be holding two more Road Safe Class on Saturday, November 6, 2010 at 12:00 p.m. and Saturday November 20, 2010 at 9:00 a.m. The classes will be held at the Idaho State Police Region Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Room A & B)

This is the eighth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

No cost for the class.

On October 11, 2010, at approximately 8:50 pm, the Idaho State Police responded to reports of multiple property damage crashes on I15 at milepost 72 near the Chubbuck Road underpass. A loading ramp fell off of a flatbed trailer headed northbound on I15. Nine vehicles hit the ramp and received varying degrees of damage to their undercarriage and tires. No injuries were reported.

On October 11, 2010, at approximately 12:30 a.m., Idaho State Police responded to a one-vehicle fatality crash on US95 at milepost 72.7, the junction of Northeast 23rd Street in Payette. Toby Webster, 53, of Payette, was involved in a domestic battery. When Payette City police arrived on scene, an altercation ensued. Toby then fled the area northbound on US Highway 95 in a blue Ford pickup. During the pursuit which followed, Toby lost control of the vehicle and struck a power pole. He was not wearing his seatbelt, was ejected, and died at the scene. Neither the female involved in the domestic nor the officers were injured during the incident.

Traffic was blocked for approximately two and a half hours while emergency crews worked to clear the roadway. The crash is still under investigation led by Trooper J. Sharp who was assisted at the scene by Payette City and County emergency crews and the Idaho Transportation Department. Payette County is investigating the domestic battery.

On October 9, 2010, at approximately 8:00 pm, Idaho State Police investigated a two-vehicle fatality crash on Interstate 84 near milepost 29 in Caldwell. Ruth Winter, 58 years old of Marysville, Washington, was eastbound when her 2006 GMC pickup drifted into the median and crossed over to the westbound lanes. The truck collided head-on with a 2001 Dodge Caravan driven by 38 year-old Javier Macedo. Macedo succumbed to his injuries at the scene. His passengers, 40 year-old Wendy Ibarra, 17 year-old Emily Ibarra Macedo, and two juveniles, Ashley and Jeshua Ibarra Macedo, were all transported to St. Alphonsus Regional Medical Center in Boise. On October 9, 2010, at approximately 8:00 pm, Idaho State Police investigated a two-vehicle fatality crash on Interstate 84 near milepost 29 in Caldwell. Ruth Winter, 58 years old of Marysville, Washington, was eastbound when her 2006 GMC pickup drifted into the median and crossed over to the westbound lanes. The truck collided head-on with a 2001 Dodge Caravan driven by 38 year-old Javier Macedo. Macedo succumbed to his injuries at the scene. His passengers, 40 year-old Wendy Ibarra, 17 year-old Emily Ibarra Macedo, and two juveniles, Ashley and Jeshua Ibarra Macedo, were all transported to St. Alphonsus Regional Medical Center in Boise. Winter was also transported to St. Alphonsus with severe injuries. Both drivers were wearing seatbelts.

On October 9, 2010, at approximately 10:30 p.m., the Idaho State Police investigated a four-vehicle accident on Interstate 15 at milepost 73. Shawna Knox, 47, of Ucon, was travelling northbound when another vehicle made an abrupt lane change and struck her red Ford Taurus. That vehicle then continued northbound. The Taurus was forced off the road into the median where it rolled and landed in the southbound lanes.

A silver Honda Accord driven by Flint Gardner, 19, of Blackfoot, and a maroon Dodge pickup driven by Carl Vantassell, 57, of Rupert, collided while attempting to avoid the Taurus.

Everyone involved in the crash was wearing a seatbelt. Shawna Knox, and her passenger William Knox, 51, also of Ucon, were both transported to Portneuf Medical Center with nonlife-threatening injuries. Shawna was later moved to Eastern Idaho Regional Medical Center in Idaho Falls.

The Idaho State Police is requesting any information on the suspect vehicle that fled the scene.

The suspect vehicle was described as an older style SUV, possibly a Chevrolet Blazer or Ford Bronco with a two-tone paint scheme. The vehicle was further described as being dark blue, and having a large light blue or gray stripe on the side with dark blue paint below the stripe. It will also have damage to the driver's side and on the front of the vehicle. There may be red paint transfer in the damaged areas.

The crash was investigated by Trooper Orr with assistance from Bannock County and Pocatello emergency crews.

INCIDENT NARRATIVE: The semi was travelling north bound on US95 at mile post 260. The Dodge pick- up pulling a stock trailer was travelling south bound when the stock trailer lost a wheel and tire. The semi swerved to miss the tire and his load became unbalanced. The semi then struck the tire which broke the steering mechanism for the vehicle. The semi crossed over into the south bound lane and the trailer tipped over dumping its load of lumber across both lanes. The town and country van was travelling south bound when it swerved to avoid hitting the semi which came to rest blocking both lanes. The van struck the lumber in the roadway causing it to roll several times and came to rest in the ditch.

On October 8, 2010 at 3:14 p.m., Idaho State Police investigated a one vehicle rollover crash westbound on I86 at mile marker 47, near American Falls.

Cadance C. Branigal, 30 of Powell, WY, was traveling westbound on I86 in a 2002 Jeep Liberty when he drifted into the center median. Branigal steered back onto the road and overcorrected causing his vehicle to travel into the median and roll.

Branigal's passenger, Jessica A. Flores, 25 of Bingham City, UT, was transported by ground ambulance to Portneuf Medical Center. Branigal was arrested for driving under the influence. Both occupants were wearing a seatbelt.

Sergeant Manning was assisted at the scene by Trooper Graham, Commercial Vehicle Specialist Williams, and Power County Deputies.

Shadd Bollar, 30, of Jerome, ID driving a 2007 International Semi, saw Blanco cross the center line and swerved right in an attempt to miss the Expedition but was unable to avoid him.
Jose Blanco was taken by air ambulance to St. Lukes in Twin Falls, Blanco's passengers Adella, Adrian, Eric and Gabriela Blanco were all transported by ground ambulance to St. Lukes in Twin Falls. Shadd Bollar was not injured. Shadd Bollar, Jose, Adrian, and Eric Blanco were wearing seat belts, Adella, and Gabriela were not. Alcohol does not appear to be a factor in this crash.

On October 7, 2010, at approximately 4:00 a.m., Idaho State Police investigated a fatality crash. While traveling west on SH 55 near milepost 12.3, (aka Karcher Rd., between S. Indiana Ave. and S. Montana Ave.) Nikki R. Sutton, 19, of Nampa, ID lost control of her 1999 Oldsmobile Cutlass. The vehicle rolled, coming to rest against a telephone pole. Sutton was pronounced dead at the scene of the crash.

Sutton was wearing a seatbelt. Next of kin notification has been made.

COMMERCIAL VEHICLE TRUCK CRASH

On Wednesday, October 06, 2010 at approximately 1:30 am a 2006 Peterbuilt semi truck and trailer crashed on I-15 at the Exit 118 on-ramp in Idaho Falls, ID. Harwinder Singh Malhi, 33 YOA from British Columbia drove off the I-15 118 off-ramp too fast for the conditions, went through the traffic light and failed to negotiate the 118 on-ramp. The driver's actions caused the truck to tip over on its right side, coming to a stop but not before damaging the ground and approximately 60 feet of fence located near Shari's Restaurant. The driver was wearing a seatbelt. Malhi and his co-driver, who was in the sleeper berth, were not injured. Malhi was driving for Coastal Pacific Xpress trucking and was hauling produce enroute to Canada. Malhi was cited for fail to maintain lane of travel. The on-ramp remained closed for about 10 hours until recovery operation teams were able to remove the produce and upright the truck and trailer.

Road Safe Classes

The Idaho State Police will be holding a Road Safe Class on Saturday, October 9, 2010 at 12:00 p.m. and Saturday October 23, 2010 at 9:00 a.m. The classes will be held at the Idaho State Police Region Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Room A & B)

This is the eighth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

No cost for the class.

On Tuesday, October 5, 2010, the Idaho State Police investigated a one vehicle crash northbound on State Highway 55, just south of New Meadows. At approximately 11:30a.m., Michael Warden, 56 from Payette, was northbound on State Highway 55 near mile marker 151. Warden was driving a dump truck and pup trailer that was loaded with hot asphalt. For unknown reasons, his vehicle left roadway on the right side and drove up an embankment. Both the truck and the pup trailer overturned, causing an undetermined amount of asphalt to spill across the entire roadway. The road was blocked both north and southbound for an hour until one lane could be cleared for traffic. The northbound lane was completely blocked for approximately four hours. Warden was transported to McCall Memorial by ground ambulance, where he was treated and released for minor injuries. The crash is under investigation by Idaho State Police Trooper M. Earlier tonight, at approximately 6:56 PM on October 4th, 2010, the Idaho State Police investigated a two-vehicle fatality crash at the intersection of Hitt Road and First Street in Idaho Falls. Patrick Stephens, age 56 of Idaho Falls, was northbound on Hitt Rd. driving a motorcycle. Martin Newman, age 59 and also of Idaho Falls, was southbound driving a pickup truck. As Newman turned to travel on first street, the two vehicles collided in the intersection. Newman was transported to Eastern Idaho Regional Medical Center where he was treated and released. Stephens, who was not wearing a helmet, succumbed to injuries received at the scene of the crash. The investigation is still ongoing by Trooper Stevens of the Idaho State Police. INCIDENT NARRATIVE: McCrady was eastbound on Uniontown road, 2.1 miles west of US95, when he lost control on a corner and overturned. The semi-tractor was hauling Anhydrous Ammonia. There was no HAZMAT involved with the crash and the cargo remained intact. Speed may have been a contributing factor in the crash. The road was completely blocked for 9 hours.

On Monday, October 4, 2010 at approximately 11:32 am, Idaho State Police investigated a two vehicle fatality crash on US20 at milepost 362.7, near Ashton. Jonathan Prahasto, 55 of Island Park, was traveling westbound on US 20 in a 2010 GMC Sierra Pickup. Mandeep Singh, 30 of Surry, BC was traveling eastbound on US20 in a Peterbuilt semi. Prahasto crossed over the center line and collided with Singh. Prahasto was pronounced deceased at the scene of the crash. Air bags were deployed on Prahasto's vehicle. Singh was transported by ground ambulance to Madison Memorial Hospital in Rexburg, Idaho with minor injuries.
Cpl. Coverley was assisted by Tpr. Bivins, Cpl. Murdock, Cpl. Vance Cox and Sgt. Zaugg, Cpl Scoggins and Cpl Williams. He was also assisted by Fremont Co Sherriff's Office and EMS personnel.
The eastbound lane blocked for about 2 hours for the crash investigation. The crash is still under investigation by Cpl. Coverley.
