Idaho State Police to Receive Secretary of Defense's Freedom Award During Pentagon Ceremony on Friday

Teresa Baker
Public Information Officer
Headquarters
700 S. Stratford Dr., Meridian 83642
(208) 884-7122
Fax (208) 884-7087

For Immediate Release: 8/25/16 at 1:40 p.m.

MERIDIAN - The Idaho State Police has been named a recipient of the 2016 Secretary of Defense Employer Support Freedom Award, the nation?s highest honor given to employers for exemplary support of National Guard and Reserve employees.

The Idaho State Police is one of 15 employers from the private and public sector across the United States selected from 2,424 nominations submitted by members of the National Guard and Reserve. The Idaho State Police was nominated by three of its employees who are also proud Service members.

Idaho State Police Colonel Ralph Powell will accept the award from Secretary of Defense Ash Carter during a ceremony at the Pentagon in Washington, D.C. on Friday, August 26th.

"It is with humility and a profound sense of esprit-de corps that the Idaho State Police accept this honor," said Col. Powell. "This is not an award for the Idaho State Police as an agency, but rather an award for the Idaho State Police as a family. Our employees are who make it possible for Service members to serve. They do this by taking on the extra work during deployments and routine training missions and by going the extra mile to ensure that service members' families are taken care of as well, making it less of a hardship to serve."

Leading up to this award selection, ISP has been awarded the following awards from the ESGR since 2011:

Nine Patriot Awards - In recognition of individual supervisors for support provided directly to the nominating Service member and his or her family. The Patriot Award reflects the efforts made to support citizen warriors through a wide-range of measures including flexible schedules, time off prior to and after deployment, caring for families, and granting leaves of absence if needed.

The Above and Beyond Award - In recognition of employers at the local level who have gone above and beyond the legal requirements of the Uniformed Services Employment and Reemployment Rights Act by providing their Guard and Reserve employees additional, non-mandated benefits such as differential or full pay to offset lost wages, extended health benefits, and other similar benefits.

The Seven Seals Award - In recognition of significant individual or organizational achievement, initiative, or support that promotes and supports the ESGR mission, to include the efforts of the more than 4,500 volunteers who carry out ESGR's mission across the Nation on a daily basis.

The Pro Patria Award - Recipients have demonstrated the greatest support to Guard and Reserve employees through their leadership and practices, including adopting personnel policies that make it easier for employees to participate in the National Guard and Reserve. This is the highest level award that may be bestowed by an ESGR State Committee.

President Barack Obama signed a proclamation declaring August 21 - 27, as National Employer Support of the Guard and Reserve Week. The week recognizes the important contributions employers have made in supporting the military service of their National Guard and Reserve employees.

Emphasizing the critical support employers provide, the President Obama stated, "We must never waiver in our commitment to fight for those who have fought for us, and we must continue striving to connect each of them with opportunities to keep their families strong and our country competitive. This week, we recognize the important role played by the families, employers, and communities of these men and women in ensuring they can step forward and serve our country when they are needed most."

The Presidential Proclamation may be viewed via this link:
https://www.whitehouse.gov/the-press-office/2016/08/20/presidential-proclamation-national-employer-support-guard-and-reserve

Friday's ceremony will be broadcast live on the web from 7:55 a.m. to 9:10 a.m. Mountain Time at https://www.dvidshub.net/webcast/9240. The URL will not be active until shortly before the ceremony begins.

The Freedom Award was instituted in 1996 under the auspices of ESGR and is the Department of Defense's highest honor for employer support of National Guard and Reserve employees. In the years since, 190 employers have been honored with the award.

Homedale Man Sentenced to 40 Months in Federal Prison

BOISE –Danny Mercado, 28, of Homedale, Idaho, was sentenced yesterday to 40 months in prison for unlawful possession of a firearm, U.S. Attorney Wendy J. Olson announced. Senior U.S. District Judge Edward J. Lodge also ordered Mercado to serve three years of supervised release following his release from prison. Mercado pleaded guilty on March 22, 2016.

According to information presented in court, Idaho State Police officers received information that Mercado was in possession of a firearm. On May 21, 2015, police officers and Idaho Department of Probation and Parole officers went to Mercado’s residence because another resident of the home was on probation. During a check at the residence, police officers saw a handgun in Mercado’s bedroom. After obtaining a warrant to search the residence, officers seized the loaded handgun that was identified as a Taurus .45 pistol. The pistol had an obliterated serial number. Officers also found additional items including Mercado’s wallet, scales, baggies, surveillance cameras, and items indicative of methamphetamine manufacturing.

In determining his sentence, Judge Lodge found that Mercado possessed the .45 pistol in connection with the felony crime of manufacturing methamphetamine. Judge Lodge also found that Mercado’s prior conviction for attempted strangulation in 2006 was a crime of violence.  Mercado was also previously convicted of kidnapping in 2006. Mercado was prohibited from possessing firearm because of those prior felony convictions.

The case was investigated by the Idaho State Police, Idaho Department of Probation and Parole, and the Homedale Police Department.

MERIDIAN - Idaho State Police detectives are investigating a shooting that occurred on eastbound I-84 Tuesday morning at approximately 10:00 a.m. involving deputies from the Elmore County Sheriff's Office.

The incident began at approximately 9:00 a.m. when Elmore County dispatch received a report of a stolen pickup truck in Hammett. The suspect in the theft, identified as Matthew David Conrad, 34 of Hammett, was believed to be the neighbor of the owner of the pickup and was known to police. Conrad was spotted by deputies west of Hammett and a pursuit ensued along the rural roads near Hammett. Deputies made several unsuccessful attempts to stop the pickup using a pursuit intervention technique or "PIT" maneuver. The vehicle was eventually stopped in a field north of the westbound lanes of I-84 near at milepost 110 after it went through a barbed wire fence toward the interstate.

Conrad fled from deputies on foot south across the westbound lanes of I-84 and into the eastbound lanes of traffic. Conrad then attempted to carjack a semi-truck at gunpoint and a red car driven by a female, but both drivers were able to flee the scene eastbound. Conrad then attempted to carjack a SUV and that driver was able to drive through the median and flee the scene westbound.

When Conrad was unsuccessful in the third carjacking attempt, he turned around and pointed a gun at sheriff's deputies. Two sheriff's deputies fired at Conrad and Conrad died at the scene.

The names of the two deputies involved in this incident have not yet been released. Those deputies have been placed on administrative leave as is agency policy.

Investigators were able to locate the driver of the semi-truck and the red car that were victims of the attempted carjackings this afternoon, but they are still interested in speaking to any other witnesses. If you witnessed any part of the series of events and have not yet spoken to police, please call the Idaho State Police District 3 Investigations at 208-884-7110.

The eastbound lanes of I-84 were blocked during the investigation from approximately 10:00 a.m. until 1:36 p.m. Traffic was diverted at exit 99 and allowed back on the interstate at exit 112.
