On February 27th, 2021 at 08:40 am, the Idaho State Police responded to a vehicle versus pedestrian crash in the parking lot of Walmart, at 3050 E. Mullan Ave, Post Falls, Idaho. Jeremy S. Riggs, 49 YOA, of Post Falls, Idaho was southbound in the parking lot of Walmart in a 2013 Dodge Ram pickup when he made a left turn in front of the store, striking David L. Mallery, 73 YOA, of Post Falls, Idaho, who was exiting the store, walking northbound through the parking lot. Mallery succumbed to his injuries at the scene. The investigation is ongoing.

On Friday February 26, 2021, at approximately 12:10 p.m., the Idaho State Police investigated a fatal crash northbound on State Highway 55 at milepost 59, near Horseshoe Bend.

Everett Fowler, 69, of Boise, was traveling northbound in a White Ford F-350 pickup. Fowler failed to negotiate a curve descending a grade, went off the right shoulder and rolled. Fowler was ejected from the vehicle and succumbed to his injuries on scene of the crash.

Next of kin has been notified.

Idaho State Police are looking for the occupants of a vehicle that fled a traffic stop then rammed two patrol vehicles late last night just south of Idaho Falls.

Suspect Vehicle:
Dodge Avenger, black with 2T license plates and dark tinted windows.
The vehicle will have damage to the front, back, and driver's side rear panel.

What Happened: An Idaho State Police Trooper attempted to make a traffic stop on the above vehicle at approximately 10:50 p.m. last night on northbound Interstate 15. The driver initially slowed and pulled off the interstate at exit 108, but then quickly accelerated and drove back onto the freeway at an excessive speed. With the Trooper following, the suspect again left the interstate at exit 113, W. 65th South. The suspect vehicle continued to S. 45th West, then turned right on W. 33rd South.

As a second ISP Trooper was en route to assist, the suspect vehicle continued driving into the path of the Trooper on W. 33rd South. That Trooper attempted to stop the suspect vehicle, but when the vehicles collided, the Trooper's vehicle was pushed off the road and unable to continue.

The suspect vehicle again accelerated head-on into the path of the pursuing Trooper. That Trooper also attempted to stop the suspect vehicle using a PIT maneuver. The vehicles collided, but the suspect vehicle was able to continue on toward a more heavily populated area. For the safety of the public, the Trooper did not continue the pursuit.

The suspect vehicle was last seen headed eastbound on W. Sunnyside Road shortly after 11:00 p.m.

The driver and front-seat passenger of the suspect vehicle appeared to be males. Both are considered dangerous.

Idaho State Police are searching for the suspect vehicle and its occupants. Troopers are also requesting the public's help and are sharing the attached images.

On Thursday, February 25, 2021, at approximately 8:14 a.m., Idaho State Police investigated a three-vehicle, fatality crash at the intersection of 2600 N and 800 E, 2 miles north of Monteview, in Jefferson County.

Leora Johnson, 21, of Monteview, was stopped at a stop sign eastbound on 2600 N in a 2000 Chevrolet Impala. Justin Pierce, 31, of Filer, was southbound on 800 N in a 1998 Peterbilt semi pulling three trailers. Michael Kuyper, 38, of Buhl, was stopped northbound on 800 N in a 2007 Kenworth pulling two trailers, waiting to turn left onto 2600 N. The Chevrolet entered the intersection and was struck by the Peterbilt. Both vehicles then collided with the front of the Kenworth.

Pierce and Kuyper were wearing seatbelts; Johnson was not. Johnson succumbed to her injuries at the scene of the crash. Next of kin has been notified. Pierce was transported to the Eastern Idaho Regional Medical Center in Idaho Falls by ground ambulance. The intersection is still blocked at this time.

The crash is under investigation by the Idaho State Police.

***** Correction ***** The 2015 Subaru Outback was being driven by Alicia Allison, 51 years old, of Libby, Montana, and her passenger was Felicia Allison, 26 years old, of Dahlonega, Georgia.

On February 23, 2021, at approximately 12:49 p.m., the Idaho State Police investigated a three-vehicle fatality crash on US95 at milepost 463. This is approximately 6 miles south of Sagle in Bonner County, ID.

Robert J. Harp, 44, of Clark Fork, ID, was driving southbound on US95 in a white 1993 Dodge Shadow. Larry D. Court, 69, of Spokane Valley, WA, was driving northbound on US95 in a turquoise 1992 Ford Festiva. Harp drove left of center near the start of a sweeping corner, and the two vehicles collided. Both of the vehicles slid off the northbound shoulder and came to a rest.

Felicia M. Allison, 26, of Dahlonega, Georgia, was driving in a red 2015 Subaru Outback. She drove off of the right shoulder to avoid the crash and subsequently collided into a delineator post. Also in the vehicle was passenger Alicia G. Allison, 51, of Georgia.

Court was transported by LifeFlight to Kootenai Health, and was pronounced deceased after arrival. Next of kin has been notified.

All of the occupants were wearing seatbelts at the time of the crash. The northbound lane was blocked for approximately two hours.

Harp was charged with aggravated driving under the influence and vehicular manslaughter. This investigation is ongoing.

A silver 2002 Mazda Tribute was traveling eastbound near milepost 14 when it went off the roadway striking the shoulder concrete barrier. The vehicle subsequently overturned multiple times and came to rest in the gore area of the exit 15 off ramp. Names and further information will be released after further investigation.

Justin R. Miller, 45, of Rigby, was traveling westbound on US26 in a 2010 Toyota Highlander. Justin R. Wood, 31, of Blackfoot, attempted to cross US26 on a snowmobile and struck the Toyota. Wood was transported by ground ambulance to Eastern Idaho Regional Medical Center.

Miller and his passengers, Alan K. Young, 64, of Rigby, and John S. Griffith, 57 of, Rigby, were all wearing seatbelts. Wood was wearing a helmet.

US26 was blocked for approximately one hour. The lanes have re-opened.

Lam Weyouar Bor, 33, of Alberta, Canada, was driving southbound on Interstate 15 in a 2019 Freightliner semi pulling a reefer trailer. David Hamilton, 43, of Corvallis, Montana, was driving northbound in a 2017 Peterbuilt semi pulling a car hauler trailer. Weyouar Bor lost control of the semi, crossed over the median and struck Hamilton in the northbound lanes. There was lane blockage for approximately 4 hours.

Idaho State Police was assisted by Roberts QRU, Jefferson County Sheriff's Office, and the Idaho Transportation Department.

Alexandria R. Fransden, 22, of Kimberly, ID, was driving northbound on 3500 E, in a 1997 Ford Explorer. William R. Rice, 60, of Murtaugh, ID, was driving westbound on Addison Ave., in a 2017 Ford Escape. Frandsen stopped at a stop sign, then proceeded into the intersection, failing to yield the right of way to Rice. The vehicles collided in the intersection.

Verla K. Rice, 74, of Murtaugh, ID, was a passenger in Rice's vehicle. Frandsen, William Rice, and Verla Rice were transported by ground ambulance to St. Luke's Magic Valley Medical Center, in Twin Falls.

The crash remains under investigation.

On Friday, February 12, 2021, at approximately 7:52 p.m., Idaho State Police investigated a crash northbound on Interstate 15 at milepost 108, north of Blackfoot.

Danny White, 30, of Pocatello, was driving northbound on Interstate 15, in a 2019 Kia Optima. White lost control of the vehicle, drove off the road, and overcorrected, coming to rest in the median.

Alexander West, 28, of Rexburg, was driving northbound on Interstate 15 in a Subaru Outback. As White was backing up in traffic to get back on the Interstate, West attempted to steer around the Optima, but ultimately struck it. After the impact, West drove into a guardrail.

Kenneth Jardine, 23, of Blackfoot, was driving behind West in a 2015 Honda Civic. Also attempting to avoid the Optima, Jardine followed West, striking the Subaru before coming to rest against the guardrail.

Airbags were deployed in all vehicles. All occupants were wearing seatbelts. White was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

Close call for Troopers when a driver is going too fast for conditions

Idaho State Police are urging drivers to slow down and drive at speeds that are safe for winter conditions.

Images from a Trooper's dashcam this morning show the danger.

At 6:55 a.m., two Troopers were stopped to assist motorists involved in a non-injury crash in the far left lane of westbound I-184 at the Flying Wye. The driver of a sedan traveling too fast for conditions could not stop and is captured on video driving through the scene on the median side between the patrol cars and the concrete barrier, which is not a lane of travel. Just moments before, the Trooper in the first car had walked in that same space as he returned to his vehicle. As the sedan passes, the Trooper immediately hits his car horn to alert the second Trooper who was still standing in the median. Thankfully, neither the Troopers or other motorists were injured. This incident remains under investigation.

Troopers hope this close call captured on video reminds motorists that speed limits are meant for ideal conditions.
When roads are covered with snow, ice, or slush, drivers need to:

- Slow down and adjust speed for safe travel in winter driving conditions,
- Always slow down and move over for emergency vehicles,
- Recognize that slower speeds allow for safe distance to slow down further or stop if needed,
- Be sure tires have enough tread depth for winter conditions.

This morning, when snow moved into the Treasure Valley, between midnight and 11:00 a.m., on Interstate 84 ISP Troopers responded to 20 crashes and 9 slide-offs.

On Friday, February 5, 2021 at approximately 6:08 a.m., Idaho State Police investigated a single vehicle crash eastbound US30 at milepost 417, near Georgetown. Jeffrey Nickols, 29, of Parma was traveling eastbound on US30 in a 2020 Peterbuilt semi tractor hauling a cattle trailer. Nickols struck an elk on the roadway, and lost control of the vehicle. Subsequently the vehicle rolled off the left shoulder. The trailer was loaded with approximately 90 cattle and 31 of them died at the scene of the crash. Nickols was wearing a seatbelt.

Lanes of travel were partially blocked for approximately 6 hours. Idaho State Police was assisted by Bear Lake County Sheriff's Office, Bear Lake Fire and Rescue, Idaho Transportation Department and Brands division of the Idaho State Police.

On February 5th, 2021 at approximately 8:21 AM, an injury crash occurred on US95 at milepost 284, just north of Winchester. Douglas J Wilson, 18, of Kamiah, ID in a 1999 Subaru Legacy was Southbound when he crossed left of center and struck a Peterbilt tractor hauling grain, head-on. The semi was Northbound and driven by Larry J Drapeau, 77, of Lewiston, ID. Mr. Wilson was extricated and flown by Life Flight to St. Joseph's Medical Center in Lewiston. Mr. Drapeau was transported by ground ambulance to St. Joseph's as well. Mr. Wilson had on his seatbelt, however, Mr. Drapeau did not. The road was blocked for 90 minutes while Life Flight was on the ground, traffic is now moving one lane at a time while the semi is recovered. Investigation is continuing.

On Thursday February 4, 2021, at approximately 2:36 p.m., the Idaho State Police investigated a fatal crash northbound on State Highway 51 at milepost 77, north of Bruneau.

A large piece of agricultural machinery was northbound on Loveridge bridge over the Snake River. A semi-tractor trailer, also north bound, was unable to stop for the slow moving machinery and struck the rear. A male that was steering the rear of the machinery succumbed to his injuries at the scene. Notification has been made to the family.

Troopers with the Idaho State Police have arrested a man in connection with the fatal crash that occurred early in the morning on New Year's Day, January 1, 2021.

Arrested: Kaleb D. Torres, 25, Nyssa, OR
Charged: Vehicular Manslaughter (F), Aggravated DUI (F)

Troopers arrested Torres yesterday (Thursday) afternoon. He was booked into the Canyon County Jail on the above charges.

On Friday, January 1, 2021, at 02:27 a.m., Idaho State Police investigated a fatality crash westbound Interstate 84 near milepost 32, in Caldwell, Idaho.

A 2001 Toyota Sequoia being driven by a Kaleb Torres, 24, of Caldwell, was traveling eastbound in the westbound lanes of the interstate. The Sequoia struck a 2005 Ford Focus being driven by Nicholas White, 19, of New Plymouth. The Focus had three passengers: Reed Thulander, 19, of Cambridge, Kenzie White, 21, of New Plymouth, and Wyatt Currey, 20, of Brogan, Oregon.

Thulander succumbed to his injuries on scene. Currey was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Torres was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Nampa. Torres was wearing a seatbelt.

Westbound traffic on Interstate 84 was blocked for approximately three and a half hours. This crash is under investigation by the Idaho State Police.

On Wednesday, February 3, 2021, at approximately 4:00 p.m., Idaho State Police investigated a three-vehicle, injury crash, southbound Interstate 15 at milepost 68, in Pocatello.

Shane Warr, 57, of Blackfoot, was traveling northbound on Interstate 15, in a Freightliner semi-truck with one trailer. The semi-truck crossed over the median and went into southbound traffic. Warr struck a 2015 Chevrolet Suburban, driven by Debbie Akers, 54, of Pocatello, and a 2020 Ford Ranger, driven by Clay Hirschi, 23, of Pocatello. The vehicles came to rest in the median and in the southbound lanes of travel.

All drivers were wearing a seatbelt. Akers was transported by ground ambulance to Portneuf Medical, in Pocatello. The southbound lanes were blocked for approximately two hours and fifteen minutes.

Alcohol was a contributing factor in this crash, which remains under investigation.

On February 3, 2021, at approximately 7:00 P.M., Idaho State Police investigated a property damage crash on South Yellowstone Highway, just south of Idaho Falls.

A juvenile was travelling westbound on West 81st South and attempted to go southbound on South Yellowstone Highway, in a 2005 Jeep Wrangler. John C. Schultz, 64, of Shelley, was travelling northbound on South Yellowstone Highway, in a 2016 Cadillac ATS. The juvenile failed to yield at a stop sign and struck Schultz.

Both north and southbound lanes of Yellowstone Highway were blocked for approximately 45 minutes.

Both parties were wearing a seatbelt.

Bonneville County Sheriff's Office assisted with traffic control.

This remains under investigation by Idaho State Police.

Aggressive driving is a contributing factor in half of all crashes in Idaho. Aggressive driving was a factor in more than one-third of all fatality crashes last year. Troopers hope to reduce the number of those crashes by increasing patrols that look for aggressive drivers.

"If you drive, you've seen aggressive driving. Sadly, many of us know someone who's been in a crash due to aggressive driving," said Lt. Michael Winans with ISP's District 5 office in Pocatello. "Whether it's speeding, red light running, or other dangerous behavior, if our enforcement efforts can educate and motivate drivers to avoid driving aggressively, we know lives can be saved."

Extra ISP patrols are already on the road as part of a statewide education and enforcement campaign to curb aggressive driving. The extra aggressive driving patrols began today and run through February 15.

"Troopers enforce aggressive driving laws every day. With extra patrols, the risk of a citation is greater. But hopefully, it means less risk of a deadly crash.

"It's often hard to know what we prevent," said Lt. Winans. "But we do know Idahoans are alive today because of these statewide efforts."

- Speeding or driving too fast for conditions;
- Ignoring traffic signals;
- Tailgating;
- Weaving in and out of traffic, improper, or abrupt lane changes;
- Passing on the shoulder;

To Report an aggressive Driver, find a safe place and call 911. Provide to the dispatcher your location, a description of the involved vehicle including, if possible, a license plate.

The driver of the side-by-side was James, Dvorak, 52 year old male, from Lewiston, ID. Next of kin has been notified.

On January 31, 2021, at approximately 2: 44 pm, Idaho State Police and Nez Perce County Sheriffs Office, responded to a fatality crash, northbound on Volmer Road, Lewiston, Nez Perce County, Idaho. A side-by-side was traveling northbound on Volmer Road when it attempted to negotiate a curve. The side-by-side exited the roadway on the right shoulder, causing it to overturn. The driver was not wearing a seatbelt and succumbed to their injuries at the scene. Next of kin has not been notified. Alcohol is believed to be a factor. The investigation is ongoing.
