On Wednesday, December 28, 2016, at approximately 9:40 a.m., the Idaho State Police responded to a three-vehicle crash in the eastbound lanes of Interstate 84 near the Garrity Blvd interchange in Nampa. A 2007 GMC Sierra pickup, driven by Carrie Lupton, 45, of Nampa, was attempting to merge into the eastbound lanes, when she lost control of her vehicle and struck a 2012 Freightliner tractor-trailer, driven by Lonnie Smith, 57, of Weiser. Smith's tractor-trailer overturned, blocking two of the eastbound lanes. A 2003 BMW 330, driven by Russel Njilay, 19, of Meridian, was traveling eastbound and struck debris from the initial crash.

All occupants were wearing their seatbelts at the time of the crash. Smith was transported by ground ambulance to St. Alphonsus Health Plaza in Nampa. Lanes remain blocked in the area while crews work to remove the tractor-trailer and its load of lumber from the scene.

On Saturday, December 24, 2016, at approximately 7:30 a.m., Idaho State Police investigated a two vehicle fatality crash eastbound Interstate 84 at milepost 112, near Hammett, ID. Agnes Silkett, age 67, of Mountain Home, ID, was driving westbound on Interstate 84 in a 2009 Kia Spectra. Silkett's vehicle left the roadway off the left shoulder, drove through the median, and entered the eastbound lanes of Interstate 84. Anthony Crivello, age 48, of Gresham, OR, was driving eastbound on Interstate 84 at milepost 112 in a commercial vehicle when he was struck by Silkett's vehicle. Silkett's vehicle came to rest in the median and Crivello's vehicle came to rest on the right shoulder. Silkett succumbed to her injuries at the scene of the crash. Notification to family has been made.

Silkett and Crivello were wearing seatbelts at the time of the crash. The crash is under investigation by Idaho State Police.

Motorists are urged to slow down, and increase their following distance. In the last two weeks the Idaho State Police have had five patrol cars hit while on the interstate performing investigations. Canyon County Sheriffs office has had 3 patrol cars hit in the same time period. Please remember to be cautious around emergency vehicles.

Idaho State Police alone have responded to over 230 crashes this month. This does not include the crashes handled by all the local agencies.

On December 20, 2016, at approximately 1:31 p.m., Idaho State Police investigated a single-vehicle, injury crash at the intersection of 1800 East and 3400 South in Gooding County, south of Wendell. Juan Reyes Tazca, age 29, of Wendell, was driving northbound on 1800 East in a 2005 Hyundai Elantra. Reyes Tazca's vehicle crossed over the center line, overcorrected, ran off the right shoulder and rolled into a field. Reyes Tazca was transported by air ambulance to St. Luke's Magic Valley Medical Center in Twin Falls.


The intersection of 1800 East and 3400 South was blocked for approximately one hour while crews worked to clear the scene. It is unknown if Reyes Tazca was wearing a seatbelt.


The crash is under investigation by Idaho State Police.

On Monday, December 19, 2016, at 7:29 pm, Idaho State Police investigated a fatality crash, westbound on I84 at milepost 166.4, near Jerome.

Joseph Edwards, 33, of Gooding, ID, was westbound on I84 when he lost control of his 2001 Nissan Pathfinder and struck the median guard rail. The vehicle was then struck by a 2015 International semi pulling double trailers, driven by Robert Ure, 67, of Caldwell, a 2004 Chevrolet Cavalier, driven by Chelsey Lowder, 34, of Filer, and a 2006 Volvo semi pulling a single trailer, driven by Pavel Jasek, 56, of North Las Vegas, NV.

Joseph Edwards succumbed to his injuries at the scene. Next of kin notifications have been made.

Joseph's passenger, Shauna Edwards, 33, of Gooding, was transported by ground ambulance to St. Luke's Magic Valley, in Twin Falls. She was then transported by air med to St. Alphonsus in Boise. It is unknown if Shauna was wearing a seatbelt at the time of the crash. All other occupants were wearing their seatbelts.

All lanes of westbound I84 were blocked for approximately 5 hours. Idaho State Police is still investigating this crash.

On Sunday, December 18, 2016, at approximately 3:19 a.m., the Idaho State Police investigated a one-vehicle, rollover crash on East 2100 South, about 2 miles southwest of Gooding.

Aristeo Mendez-Dominguez, age 26, of Gooding, was driving a 1993 Honda Accord west on East 2100 South approaching South 1700 East when he lost control of the vehicle. The vehicle went off the north side of the road and rolled. Mendez-Dominguez was not wearing a seatbelt and was ejected from the vehicle. He was transported to Saint Alphonsus in Boise by air ambulance.

The crash remains under investigation by the Idaho State Police.

Frank M. Ortega, 85, of Heyburn, was traveling eastbound on Interstate 84 near milepost 178 in a 2005 Ford Excursion. Ortega changed lanes, slid and went into the median where the vehicle rolled.

A passenger in the vehicle, David E. Ortega, 28, of Heyburn, succumbed to his injuries at the scene. Frank M. Ortega and another passenger, April Gutierrez, 22, of Rupert, were both transported by ground ambulance to St. Luke's Magic Valley. April and David were not wearing seatbelts.

On Friday, December 16, 2016, at approximately 12:03 P.M., Idaho State Police investigated a two vehicle injury crash, on State Highway 33, near milepost 139, in Teton County.

Fritz Harrigfeld, 86, of Ashton, was driving northbound on SH33 in a 1992 Dodge Caravan. Harrigfeld was unable to stop for a breaking vehicle and drove into the southbound lanes of travel, striking a 2005 Jeep Grand Cherokee. The Jeep Grand Cherokee was driven by Joanne McTigue, 58, of Tetonia. McTigue was wearing a seat belt. Harrigfeld and his passenger Jeffery Harrigfeld, 57, of Ashton, were not wearing their seatbelts.

Fritz and Jeffery Harrigfeld were both transported by ground ambulance to Teton Valley Hospital.

On Friday, December 16, 2016, at approximately 10:37 A.M., Idaho State Police investigated a four vehicle property damage crash, on Interstate 15, near milepost 111, in Bingham County.

Hanafi Haji, 30, of Minneapolis MN, was driving northbound on I15 in a 2007 Volvo tractor that was hauling one trailer. Haji jack knifed the vehicle and blocked the northbound lanes of travel. Alexander Huff, 23, of Provo UT, was driving northbound in a 2013 Chevrolet Traverse. Huff was unable to stop, collided with the rear end of the trailer and hit the driver's side of a 2003 Chevrolet Impala. The Chevrolet Impala was driven by Lucy Moncur, 68, of Blackfoot ID. Brian Calkins was driving northbound in a 2016 Ford F250 pick-up. Calkins was unable to stop, drove off the left shoulder, and into the median.

Northbound I15 was blocked for three hours.

Idaho State Police responded to, or investigated; thirty nine slide-offs, seven motorist assists, eleven property damage crashes, and one injury crash, between the hours of 6:00 A.M. and 2:30 P.M.

Shortly before 3:00 p.m. today, December 14, 2016, the Idaho State Police investigated a two-vehicle fatal crash on US95 at milepost 109, about 4 miles south of Cambridge. Kota Inoue, age 51 of Moscow was traveling southbound on US95 in a 2005 Toyota Prius. Cole Brown, age 19, of Council was northbound on US95 in a 2001 Dodge pickup pulling a stock trailer. As the two vehicles approached one another, Inoue crossed over the center line into the northbound lanes, where he sideswiped the Dodge and the trailer. Inoue was transported by ground ambulance to St. Lukes Hospital in Meridian, where he succumbed to his injuries. Brown was not injured. Both subjects were wearing their seatbelts. Traffic was blocked for approximately four hours. Notification has been made to the family. This crash is under investigation by the Idaho State Police.

On Tuesday, December 13, 2016 at approximately 4:23 pm, the Idaho State Police investigated a single-vehicle fatality crash northbound I15 at milepost 96, near Blackfoot.

Shawn Ringel, 39, of Shelley, was northbound on I15 in a 2002 Chevrolet Trailblazer. Ringel was northbound when he went off the left shoulder, over corrected, and went off the right shoulder rolling multiple times. Ringel was ejected from the vehicle, and succumbed to his injuries on scene.

Next of kin has been notified. The crash is under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Wallace was traveling northbound on US95 negotiating a slight right hand curve. Jarzabek and Arrell were both traveling southbound near the same location. Wallace drifted left of center into the southbound lanes of travel striking Jarzabek's vehicle head on. Wallace's vehicle spun out and went off the roadway off the highway on the west shoulder. Jarzabek's vehicle spun out and went off the east shoulder of the highway. Arrell drove between both vehicles and struck debris in the roadway. Alcohol was not a factor. The roadway was intermittently blocked for approximately two-hours.

On Sunday, December 11, 2016, at approximately 1:30 pm., Idaho State Police investigated a double fatality crash on SH-36 near milepost 131, west of Preston.

Jhoan C. Nieto, 30, and William A. Nieto, 26, both from Bogota, Colombia, South America, were in a 1996 Pontiac Sunfire traveling westbound on SH-36. The vehicle was driven off the left shoulder of the road and rolled down a steep embankment. Both Jhoan and William were ejected from the vehicle and succumbed to their injuries at the scene. Neither Jhoan nor William were wearing a seatbelt. It has not been determined who the driver was.

Jhoan and William Nieto had been reported as missing persons to Franklin County Sheriff's Office on December 6, 2016. Last contact with the Nieto's was on the November 30, 2016.

Next of kin have been notified.

On Sunday, December 11, 2016, at 12:02 am, Idaho State Police, Canyon County Sheriffs' Office, and the Nampa Police Department investigated approximately eleven crashes on I84 eastbound and westbound between mile marker 36, Franklin Exit, and mile marker 41, Black Cat Road.

Two of those crashes involved Idaho State Police patrol cars:

At 12:21 am, an Idaho State Police trooper was responding to a non-injury crash westbound on I84 at mile marker 36 when a 1998 Mercury Villager, driven by Allan H. Ische, 65, of Nampa, slid into the patrol car. The Mercury then hit a Pontiac G6, driven by Rachel Robb, 40, of Nyssa, OR. There were no injuries.

At 12:49 am, an Idaho State Police trooper was stationary on the right shoulder westbound on I84 at mile marker 36 investigating a crash. A 2014 Nissan Versa, driven by Rachel Carter, 36, of Caldwell, was traveling westbound and sideswiped a 2016 Dodge Grand Caravan. Upon impact, Carter's vehicle struck the guardrail and the rear left corner of the unoccupied patrol vehicle. Carter was taken into custody by the Nampa Police Department for suspected Driving Under the Influence. The driver of the Caravan, Jenna E. Morris, 35, of Fruitland, was not injured. The trooper was not injured.

On October 26, 2016, at approximately 5:41 p.m., the Idaho State Police investigated a single vehicle injury crash on State Highway 21 at milepost 72, near Lowman. Robert Gamble, 86, of Meridian, was traveling southbound in a 2005 Toyota Highlander when he crossed the centerline and left the northbound edge of the roadway striking a culvert and two trees.

Gamble was transported by air ambulance to Saint Alphonsus in Boise. Gamble was wearing a seatbelt. This crash is under investigations by the Idaho State Police.

Christopher W. Lowe, age 50, of Caldwell, was driving southbound on U.S. Highway 95 in a 2016 Toyota Camry when he failed to negotiate a curve at milepost 58.5. The vehicle went off the side of the road, down an embankment, struck the side of a dirt driveway and went airborne. It came to rest in a field on the west side of the highway. The crash occurred sometime after midnight. Lowe was not wearing a seatbelt. Lowe had succumbed to his injuries by the time the crash was located this morning.

On Monday, December 5, 2016, at 7:46 am, Idaho State Police investigated a fatality crash, westbound on I84 at milepost 202, west of Burley.

Brandy Romero, 37, of Twin Falls, ID, was westbound on I84 when she lost control of her 1994 Ford Explorer on icy roads. The vehicle left the roadway on the left shoulder and rolled. Romero was ejected.

Romero was transported via an air ambulance to Minidoka Memorial Hospital in Rupert, and then by a ground ambulance to Cassia Regional Hospital in Burley, where she later succumbed to her injuries.

Romero was not wearing her seat belt. Next of kin have been notified.

On December 5, 2016, at approximately 1:48 pm, Idaho State Police investigated a two vehicle injury crash on the I84/I184 flyover.

An ITD Incident Response Unit was traveling eastbound on the flyover while responding to a traffic hazard. Vanessa Oliver, 35, of Emmett and her passenger, Margaret Peck, 75, of Emmett, were also traveling eastbound on the flyover in a 2016 Nissan Rogue.

The Incident Response Unit slowed and changed lanes to remove the traffic hazard, when the Nissan struck the rear of the Incident Response vehicle. Both the driver and passenger of the Nissan were transported by ground ambulance.

All occupants were wearing their seatbelts.

This crash is under investigation by the Idaho State Police.

On Saturday, December 3, 2016, at approximately 6:45 p.m., the Idaho State Police investigated a crash on SH-25 at milepost 3, east of Jerome.

Gerardo Sangino-Garcia, 38, of Shoshone, was driving eastbound on SH-25 in a 1998 Kia Spectra. Charles Parsons, 69, of Victor, was driving westbound in a 2016 Chevrolet Trax. The Kia crossed the center line and struck the Chevrolet. The Chevrolet went off the shoulder, rolled, and came to rest on its side. The Kia came to rest in the westbound lane where it was struck by a 2006 Chevrolet Cobalt being driven by Adrian Brito, 18, of Hazelton.

Sangino-Garcia was not wearing a seatbelt and was transported via air ambulance to St. Alphonsus Regional Medical Center in Boise. All other occupants were wearing seatbelts and were not transported.

The lanes were blocked for over three hours while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

We apologize for any inconvenience or frustration this may have caused and thank you for your patience.

For many years, the Idaho State Police has advertised a mobile phone call feature of *ISP (*477) as a quick, alternate way to reach an Idaho State Police emergency dispatch center. That feature is intended for reporting traffic related complaints, such as impaired or reckless driving, traffic safety incidents or concerns, and crashes. 9-1-1 is and will remain the best number to call for emergencies.

Through public feedback, the Idaho State Police recently learned that *ISP (*477) was not working for some users with certain mobile phones operating over what is known as Voice over Long Term Evolution (VoLTE). It is and has been working for mobile phones working over what is known as Code Division Multiple Access (CDMA). The public feedback was extremely helpful and appreciated. The Idaho State Police is working closely with the one cellular carrier involved in this matter and as soon as the programming issue/service is corrected, we will provide an update. That carrier is working very hard to correct this matter. We apologize for any inconvenience or frustration this may cause.

On Wednesday, November 30, 2016, at approximately 2:28 p.m., the Idaho State Police investigated a single-vehicle, fatality crash on Hartley Lane south of Fieldstone Place in Middleton.

A juvenile driver was northbound on Hartley Lane in a 2000 Dodge Ram pickup when the Dodge went off the right shoulder. The driver overcorrected and went off the left shoulder of the road, where the vehicle rolled. The vehicle went through a fence and came to rest in a pasture.

The driver succumbed to injuries received at the scene of the crash. There were two juvenile passengers in the vehicle, and both were transported to the hospital by ground ambulance. One was taken to St. Luke's in Nampa and the other to St. Alphonsus Regional Medical Center in Boise. Next of kin has been notified.

The road was blocked for approximately two and a half hours while the crash was being investigated.

The crash is under investigation by the Idaho State Police.

The Idaho State Police will be holding a Road Safe Class for the 2016/2017 winter driving season on Saturday, December 10, 2016 from 9:00 a.m. to 12:00 p.m. The class will be held at the Idaho State Police District 1 Office located at 615 West Wilbur Avenue in Coeur d Alene (Meeting Room A & B).

This is the fourteenth year this award-winning program has been offered to the public.

This is presented in a classroom setting designed to educate drivers of all ages (teens, adults and seniors), on the typical problems associated with winter road conditions in Idaho. The class consists of a PowerPoint presentation and video giving safe driving tips, as well as suggestions to prepare for the winter driving season. On Wednesday, November 30, 2016, at approximately 5:00 a.m., Idaho State Police investigated a commercial vehicle, rollover crash on Interstate 15 near milepost 114 in Bonneville County.

Robert Montgomery, age 55, of Magna, Utah, was driving south in a 2014 Freightliner Cascadia tractor which was towing an enclosed trailer, when he drifted off the right side of the road. Montgomery overcorrected and lost control of the vehicle. The tractor-trailer went off the road into the median and rolled, coming to rest on its driver's side.

Montgomery was transported to Eastern Idaho Regional Medical Center in Idaho Falls. The left lane of southbound traffic was blocked for about four and a half hours while crews worked to clear the scene.

Brooks left the southbound shoulder and the vehicle rolled once coming to rest on its passenger side before catching on fire. Both occupants were out of the vehicle before it caught on fire. On Monday, November 28, 2016, at approximately 11:50 a.m., Idaho State Police investigated a report of shots fired from a vehicle on Interstate-84 in Boise.

A man was travelling eastbound on Interstate 84 near the Orchard exit, in a Nissan Sentra, when he became involved in a road-rage incident with a male in a white Ford pickup. After interaction between both drivers, the driver of the Ford pulled out what appeared to be a black handgun and shot two to three times at the Nissan. The Nissan received minor damage.

The suspect of the Ford was described as a white male, 25-35 years of age, slight facial hair, wearing a backwards black ball cap, and a dark shirt. The white Ford is a lifted Superduty crew cab with black wheels.

On Monday, November 28, 2016, at approximately 4:08 a.m., the Idaho State Police investigated a one-vehicle, rollover crash on Interstate 15 at milepost 109, near Shelley, Idaho. Eric Brumbaugh Rodriguez, 21, of San Angelo, Texas, was northbound in a 2006 Nissan pickup. Brumbaugh Rodriguez lost control of the vehicle on the icy roads. The vehicle went off the left shoulder into the median and rolled.
A passenger in the vehicle, Morgan Rupp, 22, of West Valley, Utah, was not wearing a seatbelt and was ejected from the vehicle. Brumbaugh Rodriguez and another passenger Victoria Atkinson, 19, of Placerville, California were wearing seatbelts. All occupants were transported by ground ambulance to Eastern Idaho Regional Medical Center.
One northbound lane was blocked for approximately 4 hours while the crash was investigated.

On Monday, November 28, 2016, at approximately 7:26 a.m., Idaho State Police investigated a one-vehicle, rollover crash on Interstate 86 near milepost 55, west of the Pocatello airport.

Sean Lewis, age 38, of Pocatello, was driving 2006 GMC Canyon pickup east on Interstate 86. Lewis attempted to make a lane change and lost control of the vehicle. The vehicle left the road off the right shoulder and rolled.

Lewis and his three juvenile passengers were transported to Portneuf Medical Center in Pocatello by ground ambulance. Lewis was wearing his seatbelt. The three passengers were not wearing seat belts.



Idaho State Police and surrounding law enforcement agencies dealt with traffic crashes and vehicle slide-offs during most of the morning commute. Idaho State Police troopers handled 6 reportable crashes and assisted 26 motorists that slid off the road.

Justin Selander, 37, of Nampa, was driving eastbound on I86 in an International semi hauling one trailer. Selander's trailer started to slide and in an attempt to stop the sliding trailer, Selander overturned the vehicle. The semi slid through the median, coming to rest in the westbound lanes of traffic. Selander was wearing a seatbelt.

The westbound lanes of travel were blocked for approximately two hours.

On Sunday, November 27, 2016 at approximately 7:44 p.m., Idaho State Police investigated a one vehicle crash on I-84 at milepost 80, in Elmore County.

Alaysia B. Berry, 19, of Conway, AR was driving a 2008 Ford Mustang eastbound on I-84. Berry drove off the shoulder, over corrected, and traveled through the median. The vehicle rolled, coming to rest on the north shoulder of the westbound lanes.

Berry was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise. Berry was wearing a seatbelt.

The westbound lanes of travel were alternately blocked for approximately two hours while crews worked to clear the scene.

On Friday, November 25, 2016 at 11:49 pm, Idaho State Police investigated a double fatality crash on 4100 N at 2700 E in Twin Falls County.

Weston O. Rynestad, 23, of Twin Falls and Anthony L. Beltran, 26, of Twin Falls were driving southbound on 2700 E in a 1996 Honda Civic. The driver lost control of the vehicle, drove off the road, overcorrected, and struck a tree. It is unknown who was driving the vehicle.

Rynestad and Beltran were ejected from the vehicle. Neither was wearing a seatbelt. They both succumbed to their injures at the scene. Next of kin has been notified.

This crash is under investigation by the Idaho State Police.

A minor female driver was driving a Polaris UTV in the parking lot of Clayton Homes. The UTV rolled onto its side ejecting the driver and a minor female passenger.

For many years, the Idaho State Police has advertised a mobile phone call feature of *ISP (*477) as a quick, alternate way to reach an Idaho State Police emergency dispatch center. That feature is intended for reporting traffic related complaints, such as impaired or reckless driving, traffic safety incidents or concerns, and crashes. 9-1-1 is and will remain the best number to call for emergencies.

Through public feedback, the Idaho State Police recently learned that *ISP (*477) was not working for some users with certain mobile phones operating over what is known as Voice over Long Term Evolution (VoLTE). It is and has been working for mobile phones working over what is known as Code Division Multiple Access (CDMA). The public feedback was extremely helpful and appreciated. The Idaho State Police is working closely with the one cellular carrier involved in this matter and as soon as the programming issue/service is corrected, we will provide an update. That carrier is working very hard to correct this matter. We apologize for any inconvenience or frustration this may cause.

On Tuesday, November 22, 2016, at 2:52 p.m., Idaho State Police investigated a crash on SH-33 at milepost 133, near Tetonia. Brandon Byrd, 41, of Blackfoot, was driving eastbound on SH-33 in a 2002 Chevy S10 when he crossed the center line and collided with a westbound 2011 Toyota Tundra, driven by Jacob Lamarine, 38, of Jackson, WY.

Brandon Byrd was transported by ground ambulance to Teton Valley Hospital, in Driggs. Lamarine and his passengers, Karey Furan, 37, of Jackson, WY and a minor were not transported. It is unknown if Brandon Byrd was wearing a seatbelt. All occupants of the Toyota were all wearing their seatbelts.

Both lanes of SH-33 were blocked for approximately 3 hours. Idaho State Police is investigating this crash.

On November 16th at 12:57 p.m., the Idaho State Police conducted a traffic stop on eastbound Interstate 84 near milepost 28, near Caldwell, Idaho. During the traffic stop, approximately 55 pounds of marijuana was seized. The driver and sole occupant of a Toyota Sienna was Huu Tran, a 55 year old male from Brick, New Jersey. Tran was arrested and booked at the Canyon County Jail for Marijuana Trafficking in excess of 25 pounds. The estimated street value is approximately $165,000.
