MERIDIAN - Memorial Day marks the beginning of long days filled with sunshine, barbeques and activities with family and friends, however for far too many it also means that loved ones are lost in vehicle crashes. Memorial Day through Labor Day is known as the "100 Deadliest Days" on Idaho's roads and historically it is the time of year when there are more deaths and serious injuries due to dangerous driving behaviors.

Idaho State Police along with the Idaho Transportation Department's Office of Highway Safety and other Treasure Valley law enforcement, including the Boise, Caldwell, Meridian and Nampa Police Departments, are partnering during an emphasis patrol this weekend to stop impaired driving, one of the most deadly and preventable causes of crashes.

"Alcohol and driving is always a bad mix. Last Memorial Day weekend there were 9 crashes in Idaho where alcohol or drugs involved," said Idaho State Police Sergeant Jason Cagle. "Every day, nearly 30 people in the U.S. die in a motor-vehicle crash involving an alcohol-impaired driver.
Please designate a driver before anybody in your party drinks so that everyone makes it home."

Many of the officers and troopers who will be on patrol in the Treasure Valley this weekend will begin the weekend by remembering victims of impaired driving during the Idaho Mothers Against Drunk Driving (MADD) Annual "Forget Me Not Memorial Ceremony" on Friday morning at 11:00 a.m. at the Cloverdale Funeral Home in Boise.

"Law enforcement appreciates the efforts of Idaho MADD in partnering with us at every level to reduce impaired driving deaths and injuries on our roads," said Sgt. Cagle. "We appreciate the MADD volunteers who remember the victims as we do. They are especially supportive of the families impacted by impaired driving by losing a loved one or having a loved one seriously injured by a driver who, simply, should not have been behind the wheel."

Law enforcement will also continue to work as one team throughout the summer with goal to reduce deadly crashes caused by other dangerous driving behaviors including distracted drivers, aggressive drivers, speed, as well as, seatbelts enforcement. The Idaho Department of Transportation's Office of Highway Safety is providing grant funds that will allow law enforcement agencies to pay for extra patrols dedicated to traffic law enforcement.

You can easily avoid a becoming a DUI statistic but you must PLAN AHEAD.

- PLAN not drink and drive before you start drinking. Alcohol impairs a person's ability to determine if they should drive. You can't count on making the right decision after you've consumed alcohol!

- Designate a sober driver and give that person your keys.

- Plan to call a taxi, a sober friend or family member to get you home safely.

- Offer non-alcoholic beverages when entertaining.

- Promptly report drunk drivers to 9-1-1 or *ISP (*477) on your mobile phone.

- Wear your seat belt. This is the best defense against an impaired driver.

- Friends don't let friends drive drunk or impaired. If you know someone who is about to drive while impaired, take their car keys and make
other safe travel arrangements to get them home, or offer a spare bedroom or sofa to "sleep it off."

"No Refusal Weekend" Impaired Driving Emphasis Patrol Dedicated to the Memory of Lewiston Teen Russell Raschka

LEWISTON - Memorial Day marks the beginning of long days filled with sunshine, barbeques and activities with family and friends, however for far too many it also means that loved ones are lost in motor vehicle crashes. Memorial Day through Labor Day is known as the "100 Deadliest Days" on Idaho's roads and historically it is the time of year when there are more deaths and serious injuries due to dangerous driving behaviors.

Idaho State Police along with local law enforcement and prosecuting attorneys' offices in Latah, Clearwater, Nez Perce, Lewis and Idaho counties and the Idaho Transportation Department are partnering to stop impaired driving, one of the most deadly and preventable causes of crashes with "No Refusal Weekend," an impaired driving emphasis patrol.

During the Memorial Day weekend if any driver suspected of driving under the influence of alcohol or drugs refuses to provide an evidentiary sample, law enforcement and the prosecutor offices will seek a search warrant to obtain an evidentiary sample.

"This is the first time that law enforcement in north central Idaho has held a 'No Refusal' emphasis patrol," said Idaho State Police Sergeant Rich Adamson. "We are dedicating this event to the memory of Russell Raschka, a Lewiston teen who tragically lost his life last year at the hands of an impaired driver. Raschka's death has taken a toll on this community and we want to remind anyone who might think about getting behind the wheel after drinking that real lives are at stake, and that it is just not worth the risk of killing someone else or yourself."

Raschka was killed in April 2015 when the vehicle he was a passenger in was struck by an impaired driver. Jordan Fuller, 26 of Lewiston, pleaded guilty to felony vehicular manslaughter in February of this year. She is currently serving an 8 year prison sentence with 2 years fixed.

"Our family has suffered a tragedy. We support the efforts of law enforcement in getting drunk drivers off of our roads so that no other family has to endure what we have this past year," said a Raschka family spokesperson.

The agencies participating in the "No Refusal Weekend" include the following:

Orofino Police Department
Clearwater County Sheriff's Office
Clearwater County Prosecuting Attorney's Office
Grangeville Police Department
Kamiah Marshal's Office
Idaho County Prosecuting Attorney's Office
Moscow Police Department
Latah County Sheriff's Office
Latah County Prosecuting Attorney's Office
Lewis County Sheriff's Office
Lewis County Prosecuting Attorney's Office
Nez Perce County Sheriff's Office
Nez Perce County Prosecuting Attorney's Office

On May 6, 2016, at approximately 12:29 am an Idaho Falls Police officer stopped Jason Reid Lundholm, 28 of Terreton, for speeding near J Street and Lake Avenue in Idaho Falls. As the officer was approaching Lundholm's vehicle, Lundholm drove away at a high rate of speed. A short time later Lundholm entered I-15 northbound from the Broadway entrance.

An Idaho State Police trooper located Lundholm on northbound I-15 near milepost 123 and the trooper could see Lundholm was failing to maintain his lane of travel and in a pattern consistent with an intoxicated driver. When the trooper attempted to pull the vehicle over Lundholm failed to stop and a pursuit ensued. Lundholm then illegally used the emergency cross-over in the median of I-15 and started traveling southbound.

A Bonneville County Sheriff's Deputy deployed a spike strip near milepost 119 in an attempt to flatten Lundholm's tires and stop him. Lundholm crossed the median before reaching the spike strip and the trooper made contact with Lundholm's vehicle in an attempt to end the pursuit. Lundholm was able to begin travelling northbound until another trooper was able to successfully deploy a spike strip near milepost 127 and flatten three of the tires. Lundholm still failed to stop and continued until a trooper was able to stop the vehicle by utilizing the Pursuit Intervention Technique, or PIT maneuver. Lundholm's vehicle came to rest in the median of I-15 and Lundholm was taken into custody.

Lundholm was in possession of a hypodermic needle, a baggie containing suspected methamphetamine, drug paraphernalia and a black tar substance consistent with Heroin, and Morphine Sulphate pills, a Schedule II controlled substance. Lundholm was taken to the Eastern Idaho Regional Medical Center for evaluation and was then transported to the Bonneville County Jail. Lundholm was charged with the following:

Felony possession of a controlled substance - Heroin
Felony possession of a controlled substance - Methamphetamine
Felony possession of a controlled substance - Morphine
Felony Eluding
Misdemeanor Driving Under the Influence, (2nd Offense)
Misdemeanor possession of drug paraphernalia

BOISE - A Florida family's tragedy on January 17, 2008 and the 9-1-1 system that failed them has inspired a movement to make sure another life is not lost due to inadequate training of 9-1-1 dispatchers.

The failures of the system that day began the efforts of the Denise Amber Lee Foundation.

Denise's husband, Nathan Lee, now travels from state to state telling their story and advocating for standards and training requirements for 9-1-1 systems and dispatchers.

The Idaho Emergency Communications Commission's PSAP Standards and Training Committee along with sponsors Motorola Solutions, Idaho Sheriff?s Association, WesTek Marketing, CenturyLink, and the Idaho APCO chapter will host Lee and a 9-1-1 industry professional as they tell Denise's story and train 9-1-1 professionals throughout Idaho next week at the following locations.
