Idaho Resident Pleads Guilty to Possession with Intent to Distribute Bath Salt

BOISE - Brent R. Heinrich, 41, of Boise, Idaho, pleaded guilty Tuesday in United States District Court to possession with intent to distribute 300 grams of a mixture and substance containing the controlled substance analogue alpha-pyrrolidinopentiophenone (“a-PVP”), more commonly known as “bath salts,” which were intended for human consumption, U.S. Attorney Wendy J. Olson announced.

According to the plea agreement, Heinrich ordered the a-PVP from China and had it mailed to Idaho using a false name and address. Federal investigators were alerted that this package, which was deemed suspicious, was on its way to Idaho. They had the package routed by FedEx to Boise, and they told the Boise FedEx facility that the package might contain a hazardous chemical. When FedEx received the package, they inspected the contents and found two baggies, one that held a powdery substance and one that contained a crystalline substance. A special agent from Homeland Security Investigations and a detective from Idaho State Police went to the FedEx facility to inspect and test the contents of the package. The officers determined that both of the baggies contained a controlled substance analogue called a-PVP, also known as bath salts.

When Heinrich picked up the package at the FedEx facility, he signed for it using the false name and address that was on the package. Heinrich was arrested, in possession of the bath salts, shortly after he left the FedEx facility. Further investigation by the Idaho State Police showed that Heinrich, himself a heavy user of bath salts, intended to sell the bath salts for others to consume. The controlled substance analogue, a-PVP, shares a similar chemical structure with a Schedule I controlled substance MDPV, also known as bath salts. A-PVP is considered a controlled substance analogue because it produces both hallucinogenic and stimulant effects on the central nervous system that are similar to, or greater than those caused by the controlled substance MDPV.

The charge carries a maximum punishment of up to 20 years in prison, a fine of up to $1,000,000, and a minimum term of three years of supervised release.
Sentencing is scheduled for January 14, 2015, before U.S. District Judge Edward J. Lodge in Boise.

The case was investigated by the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and the Idaho State Police.

MERIDIAN - The Idaho State Police has once again been receiving reports from citizens that have received a telephone call from someone claiming to work for the Idaho State Police. The reports indicate that the scammers appear to be targeting kids in the junior high age range with their latest scam.

As with the earlier scam phone calls ISP has reported, the number appearing on the caller ID will show up as an actual number from the Idaho State Police. However, the number appearing has been spoofed, meaning the calling party is deliberately falsifying the telephone number and/or name relayed as the Caller ID information to disguise their identity. This scammer is telling the person that answers that have an arrest warrant and that the person needs to pay money to clear the warrant or face arrest.

Idaho State Police reminds the public that they will not call anybody on the telephone to inform them that a warrant has been issued for their arrest. Additionally, ISP does not collect money or financial information over the phone for any reason. Parents are asked to let their children with phones know that they too could receive such a call.

If you do receive a call from someone claiming to be the Idaho State Police, any other law enforcement or any government employee and they are asking for money, please do not send any money or provide any personal or financial information over the telephone. The best course of action is to simply hang up on the caller. If you want to report that you have been a victim and have sent money or provided financial information, please call the Idaho State Police at 208-846-7550. If you simply want to fill out a complaint form to help law enforcement track these types of scams, please visit the Federal Trade Commission website at www.ftccomplaintassistant.gov.

California Man Sentenced to 137 Months for Possession of Counterfeit Access Devices and Firearm Possession

BOISE – Lajai Lamar Pridgette, 29, of Sacramento, California, was sentenced today in United States District Court to 137 months in prison followed by three years of supervised release for possessing counterfeit access devices; possession of counterfeit access device making equipment; possession of a firearm by a prohibited person; and transportation of a stolen vehicle, U.S. Attorney Wendy J. Olson announced. United States District Judge Edward J. Lodge also ordered Pridgette to pay $13,709.16 in restitution, as well as forfeiture of contraband and property. He was found guilty on all counts after a five- day jury trial in July.

According to evidence presented at trial, Lajai Pridgette was arrested the evening of October 30, 2013, by an Idaho State Trooper in Gooding County who was on the lookout for a suspect driving a Ford Mustang involved in two separate drive-by shootings on Interstate 84 earlier that evening. Pridgette was the sole occupant of the Mustang. While searching the Mustang, law enforcement officers found the firearm that had been used in the two shootings. One shot had narrowly missed occupants of a car in Ada County; the other narrowly missed the occupant of a pickup truck in Elmore County. As a convicted felon, Pridgette was prohibited from possessing the firearm. Also during the search of the Mustang, officers found 67 counterfeit and unauthorized credit cards, a credit card embosser, a stolen laptop computer, and a magnetic strip reader/writer. The 2013 Mustang that Pridgette was driving was reported stolen by a rental car company.

“Justice is well-served by this serious and significant sentence,” said Olson. “Lajai Pridgette, through both his violent conduct and his intent to steal from others with fraudulent credit cards, posed a serious threat to our Idaho communities. That threat was ended through outstanding, cooperative police work by the Idaho State Police, the Elmore County Sheriff’s Office, the United States Secret Service, and the Bureau of Alcohol, Tobacco and Firearms. I commend the thorough investigation and detailed prosecution of this case.”

For Immediate Release: 10/16/14 at 10:06 a.m.

MERIDIAN - The Idaho State Police will award its Life Saving Award to two of its troopers, Master Corporal Denise Gibbs and Trooper Tyler Scheierman for the heroism they displayed on August 6, 2014. The presentations will be made by Colonel Ralph Powell on Friday, October 17th during two ceremonies. The first ceremony will take place at ISP's District 5 office in Pocatello for Tpr. Scheierman at 1:00 pm and the second ceremony for MCpl. Gibbs will begin at 4:00 pm at ISP's District 4 office in Jerome.

The two trooper's heroic acts began on August 6, 2014, at approximately 9:18 am. MCpl. Gibbs was on patrol in Cassia County when she heard a county dispatcher send an ambulance to assist an Idaho State Police trooper with a medical emergency on I-86 at approximately milepost 15. MCpl. Gibbs realized that she was closer to the incident than the ambulance and arrived at the scene at 9:26 am. When she arrived she saw Tpr. Tyler Scheierman administering CPR to a young male adult, later identified as Daniil Demciuc. Demciuc was not breathing and was otherwise unresponsive. MCpl. Gibbs retrieved her automated external defibrillator (AED) from her patrol car and assisted Trooper Scheierman.

Tpr. Scheierman briefly stopped CPR to allow MCpl. Gibbs to attach the AED to Demciuc. MCpl. Gibbs administered a shock from the AED and Tpr. Scheierman continued CPR again for approximately four minutes, at which time a second shock was needed. MCpl. Gibbs administered a second shock and Stan Tharp, an EMT who stopped to assist, then resumed CPR. At approximately 9:32 am, Demciuc finally began to breathe on his own. Emergency medical services arrived at about 9:41 am and transported Demciuc to the Coldwater Hill Rest Area where he was then taken by Life Flight to Portneuf Medical Center in Pocatello.

Dr. Daniel Dallon, Demciuc's treating physician, stated that Demciuc's life was saved because of the actions of MCpl. Gibbs and Tpr. Scheierman.

The Idaho State Police Life Saving Award is awarded to an ISP employee who saves the life of another person, whether on or off duty. It represents the highest ideals of an Idaho State Police Trooper.

Idaho State Police to Participate in Trooper on a Train Operation on Friday

Teresa Baker
Public Information Officer
Headquarters
700 S. Stratford Dr., Meridian 83642
(208) 884-7122

For Immediate Release: 10/15/14 at 3:55 p.m.

MERIDIAN - The Idaho State Police will be conducting "Trooper on a Train" and "Adopt a Crossing" enforcement operation in cooperation with Operation Lifesaver and city and county law enforcement officers throughout the Treasure Valley on Friday, October 17, 2014.

"ISP is once again participating in this important enforcement operation with a goal to increase public awareness of the potential dangers that exist at railroad intersections and to eliminate driver actions that can have tragic consequences," said Idaho State Police Sgt. Scott Tulleners. "We hope that by letting the public know that we are focusing on enforcing the traffic laws that pertain to these intersections that motorists will always be more careful near railways."

During the "Trooper on a Train" enforcement effort, one trooper rides in the lead locomotive of a train as a spotter. This trooper observes traffic approaching the rail intersections as the train proceeds down the tracks. Other law enforcement officers pace the train or are parked at specified locations. When a motorist is observed violating the laws pertaining to approaching a rail intersection, the trooper on the train radios the nearest patrol car, with the information. That officer will stop the motorist, explain the dangers and issue a citation, if warranted.

"Adopt a Crossing" will also take place on Friday. Idaho State Police and participating city and county law enforcement officers throughout the Treasure Valley will pick a rail crossing within their jurisdiction and focus on enforcing the laws that pertain to that crossing.

Thus far in 2014, there have been 13 vehicle/train collisions and two incidents involving pedestrians in Idaho. Last year there were 19 vehicle/train collisions resulting in eight fatalities with five additional people injured involving pedestrian/train incidents.

The Idaho State Police and Idaho Operation Lifesaver are proud to partner in eliminating car/train collisions, which result in preventable deaths and injuries. Since 1990, enforcement programs such as "Trooper on a Train" and "Adopt a Crossing" have been instrumental in helping to reduce the number of car/train collisions in Idaho. State and federal transportation agencies, city, county and state law enforcement officers, along with the private business and the railroads that operate in Idaho sponsor the Idaho Operation Lifesaver program.
