On September 29, 2020, at approximately 8 a.m., Idaho State Police investigated two injury crashes on State Highway 52 at Bowman Road, West of Emmett.
A 2005 Ford F150 driven by Virginia Barton, 68, of New Plymouth, was backing up on the highway to check on a disabled motorist who had slid off the roadway. A 2014 Chevy Traverse driven by Kristi McMurry-Kraft, 53, of New Plymouth, struck the rear of the Ford F150.

The Gem County Sheriff responded and parked his patrol vehicle behind the disabled motorist. A 2015 Ford Edge driven by Leon Helzer, 91, of Middleton, then swerved around the Chevy Traverse and the Gem County Sheriff's patrol vehicle and struck the Ford F150 as well.

McMurry-Kraft was transported via ground ambulance to Valor Health in Emmett. Barton was transported via air ambulance to St. Alphonsus Regional Medical Center in Boise. All occupants were wearing their seatbelts. The roadway was blocked for approximately two hours while crews worked to clear the scene.

This crash is under investigation by Idaho State Police.

On Saturday, September 26, 2020, at 4:29 a.m., the Idaho State Police investigated a two-vehicle crash eastbound US26 at milepost 356.9, east of Ririe in Bonneville County.

Jose Susano-Carrillo, 29, of Jackson, WY, was driving a 2015 Chevrolet Malibu eastbound on US26. Susano-Carrillo crossed the center line and struck a 2006 Chevrolet Silverado driven by Logan Thompson, 33, of Rigby, ID.

Susano-Carrillo was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Thompson and his passenger, Brandy Thompson, 32, of Rigby, ID, were transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

Thompson and his passenger were wearing seatbelts. Susano-Carrillo was not wearing a seatbelt. The eastbound and westbound lanes of travel were blocked for approximately 3 hours. The Idaho State Police was assisted by the Bonneville County Sheriff's Office.

On September 25th, 2020 at approximately 7:22 P.M, Idaho State Police investigated a fatal crash on Dobie Rd near Cloud Court in Gem County. Nicholas Schnoebelen, 33, of Caldwell, was traveling eastbound on Dobie Rd on a 2003 Honda Motorcycle. Austin Milburn, 28, of Caldwell, was pulling out of a private residence in a 2019 Chevy Silverado with passenger Kirby Bowers, 26, of Caldwell, when Milburn's vehicle was struck by Schnoebelen. Schnoebelen succumbed to his injuries at the scene. Next of kin has been notified.

On Wednesday, September 23,2020, at 6:29 a.m., Idaho State Police investigated a vehicle vs pedestrian crash EB US20 at milepost 308.95, near Idaho Falls. Arthur Morales, 42, of Rexburg, was walking across US20 from the median to the right shoulder working on setting up construction signage for the work zone. Neil Sanchez, 19, of Idaho Falls, was traveling eastbound on US20 in a 2003 Chevrolet Silverado pickup and struck Morales.

Morales was transported by ground ambulance to East Idaho Regional Medical Center in Idaho Falls. Sanchez was wearing his seatbelt.

The lanes of travel were blocked for approximately 30 minutes. Idaho State Police were assisted by Bonneville County Sheriff's Office.

On Wednesday, September 16th, 2020, at 1:48 p.m., the Idaho State Police investigated an injury crash located westbound on I-84 near milepost 196.2, Jerome County, Idaho.

Joshua Galvan, 26, of Winnemucca, Nevada, was driving westbound on I-84 in a 2009 Chevy C3500 truck. Galvan had one passenger, Jim George, 43, of Nampa, Idaho. Karen Gardunio, 35, of Heyburn, Idaho, was driving westbound on I-84 in a 2015 Dodge Journey. Both Galvan and Gardunio were slowed in traffic due to construction on I-84. Thomas Davis, 70, of Moore, Texas, was driving westbound on I-84 in a red 2019 Freightliner semi-tractor. Davis did not slow for slowed traffic in the construction zone and rear-ended Galvan and Gardunio.

George was transported to the Eastern Idaho Regional Medical Center by air ambulance. Galvan was transported by ground ambulance to the Cassia Regional Medical Center. Gardunio was transported to the Cassia Regional Medical Center by private vehicle. All occupants except George were wearing seatbelts. The Idaho State Police was assisted by the Jerome County Sheriff's Office, Hazelton QRU, Magic Valley Paramedics, and Air St. Luke's.

On Monday, September 21, 2020, at approximately 8:21 p.m., Idaho State Police investigated a two-vehicle, injury crash, on State Highway 48, at milepost 7, in Menan.

Casey Taylor, 42, of Rigby, was driving northbound on State Highway 48 in a 2000 Chevrolet Silverado pickup. Garrett Nelson, 30, of Rexburg, was driving southbound on a 2008 Harley-Davidson motorcycle. Taylor crossed over the center line and struck Nelson. Nelson was not wearing a helmet; Taylor was not wearing a seatbelt.

Nelson was transported by air ambulance to Eastern Idaho Regional Medical Center, in Idaho Falls.

The Idaho State Police were assisted by the Jefferson County Sherriff's Office.

This crash remains under investigation by the Idaho State Police.

On Sunday, September 20th, 2020 at approximately 12:2 a.m., Idaho State Police investigated a two-vehicle, fatal crash on US95 at milepost 54, near Parma.

Roger Horn, 25, of Parma, was northbound US-95 in a 1999 Chevrolet Silverado. Shaydon Salveson, 23, of Parma, was southbound US-95 in a 2001 Pontiac Grand Am with two passengers: Juan Almazan, 22, of Wilder, and Jerilyn Harrison, 20, of Wilder. The Chevrolet crossed the center line and the vehicles collided.

Salveson and Harrison were wearing their seatbelts. Salveson and Almazan succumbed to their injuries at the scene. Next of kin has been notified. Horn and Harrison were transported by air ambulance to St. Alphonsus Regional Medical Center in Boise.

Both northbound and southbound lanes of US-95 were blocked for approximately 4 1/2 hours.
The crash is under investigation by Idaho State Police.

Leonard Wadsworth, 77, of Blackfoot, was driving southbound on I-15 at milepost 90.4, south of Blackfoot in a 2004 GMC Sierra pickup. The pickup drove to the right of construction cones and struck a parked, unoccupied forklift. Wadsworth was wearing his seatbelt.

Wadsworth succumbed to his injuries at the scene of the crash. Next of kin has been notified.

The crash is under investigation by Idaho State Police.

On Thursday, September 17, 2020, at approximately 1:37 a.m., the Idaho State Police investigated a three-vehicle fatality crash eastbound on I84 at milepost 150.5, between Bliss and Wendell.

An unidentified driver was driving westbound in the eastbound lanes of I-84. Weldemihret Welday, age 37, of Amarillo, TX, was driving eastbound in the left lane in a Volvo semi. Diane Lucero, age 59, of West Valley, UT, was also driving eastbound and was in the right lane in a Mack semi. The unidentified driver struck both of the semis. After the crash, all three vehicles were fully engulfed in flames.

The eastbound lanes of travel were blocked for approximately ten hours. A detour was put in place by the Idaho Transportation Department. The westbound lanes were blocked for approximately an hour to allow traffic that was stuck behind the crash was turned around.

The unidentified driver has yet to be identified.

This crash is under investigation by the Idaho State Police. Idaho State Police was also assisted by the Gooding County Sheriff?s Office, Wendell QRU, Gooding County EMS, Gooding Fire Department, Wendell Fire Department, Hagerman Fire Department, and Jerome City Fire Department.

David S. Ruckdaschel, 50, of Butte, Montana, was driving southbound on I15 near milepost 130 in a 2018 Mazda 6. Ruckdaschel drove off the roadway into the median. He lost control of the vehicle. The vehicle came to rest on its top. Ruckdaschel was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

Justin Ruckdaschel, 29, of Elko, Nevada, was also in the vehicle and is a person of interest. If anyone comes in contact with Justin Ruckdaschel, contact Idaho State Police dispatch at 208/528-3408.

Neither occupants were wearing seatbelts.

The southbound lanes on I15 were both closed for approximately 3.5 hours.

Investigators with the Idaho State Police and the Kootenai County Prosecutor's Office have new evidence that indicates there may be more witnesses to a wrong-way driver on Interstate 90 Friday afternoon. That driver is accused of causing a crash that killed a Spokane Valley man. Troopers are urging any additional witnesses to come forward.

Search for Additional Witnesses: Troopers appreciate one witness who has come forward with a dashcam video. The video, courtesy of the Grabert family, shows a grey SUV traveling the wrong way on the eastbound interstate just moments before the collision. Several eastbound drivers are seen quickly swerving to miss the wrong-way suspect vehicle.

Several witnesses stopped and gave statements to investigating troopers following the collision. The video, however, shows a number of other drivers who may have witnessed the wrong-way suspect vehicle who has not yet spoken to police. Troopers are urging anyone who witnessed a grey SUV traveling westbound in the eastbound lanes of I90 just west of Coeur d'Alene at approximately 12:37 p.m. last Friday, September 11, and has not yet spoken with them to contact ISP's Coeur d'Alene office via ISP dispatch at 208-209-8730.

"A young man sadly did not survive this crash. The video shows there may be more people who can help us put together what happened. What Happened: Friday, September 11, at approximately 12:37 p.m., Idaho State Police were called to respond to a three-vehicle crash on the eastbound lanes of Interstate 90 just west of Coeur d'Alene. Troopers found evidence that the driver of a grey SUV entered the interstate at Northwest Boulevard, Exit 11, traveling westbound in the eastbound lanes. Investigators say it appears the SUV driver hit an eastbound sedan head-on. The sedan then hit a third vehicle.

The driver of the sedan, Jeremy T. Scherer, 24, of Spokane Valley died from his injuries.

After being treated by medical personnel, the alleged wrong-way driver was arrested on the following:

Charge: Vehicular Manslaughter (F)

Governor Brad Little has declared September 14, 2020, as Idaho Missing Persons Day. In recognition of this day, the Idaho Missing Persons Clearinghouse is launching new tools to aid in the search for Idaho's endangered missing persons. The Idaho Missing Persons Clearinghouse is part of the Bureau of Criminal Identification, a division of the Idaho State Police.

"For families of missing persons, it's agonizing under any circumstance. Those families, law enforcement, and local media have asked for an easier, faster way to share information on missing persons. These new social media pages and the CodeRED app are the way to do that." said ISP's Tanea Parmenter, who manages the Idaho Missing Persons Clearinghouse.

"Information from the community can be key in these cases and that's why these new resources are so important. Getting the word out quickly, from a credible, official source, can make the difference in making sure people are safe, or in the case of Blue Alerts, get a dangerous suspect in custody." Said Parmenter.

Two New Social Media Resources:

Two new social media pages, one on Twitter and one new Facebook page, are being launched today. These are both official pages of the Idaho Missing Persons Clearinghouse and were created by the Idaho State Police.

- Twitter: @ISP_Alerts will be used for the sole purpose of disseminating sharable flyers for active Amber Alerts, Blue Alerts, and Endangered Missing Persons.

- Facebook: facebook.com/IDMPC will include the above alerts as well as community notifications for all Idaho missing persons.

Blue Alerts: Created by the Idaho Legislature in 2019, the Blue Alert Program establishes a quick response system designed to issue and coordinate alerts following a violent attack upon a law enforcement officer, or to locate an officer missing in the line of duty believed to be endangered. The goal of a Blue Alert is to provide immediate information to solicit help from the public toward the safe and swift apprehension of the suspect or the safe location of the officer.

Endangered Missing Person Alert: a missing person believed to be endangered due to suspicious circumstance, medical condition, or mental capacity.

About the Idaho Missing Persons Clearinghouse: Established in 1999, the Idaho Missing Persons Clearinghouse provides a central location for resources to identify and assist state and national efforts to locate Idaho's missing. On September 10, 2020, at approximately 8:20 p.m., the Idaho State Police investigated a two-vehicle injury crash on State Highway 53 and Atlas Road, just east of Rathdrum in Kootenai County.

Dan Brison, 62, of Athol, ID, was driving westbound on Highway 53 in a 2020 Western semi-truck. Diane Clark, 70, of Greenacres, WA, was driving southbound on Atlas Road in a 2007 Acura MDX. Clark did not stop her vehicle at the stop sign. The vehicles collided and Brison struck the Acura on the driver side door. The semi-truck went off the southbound shoulder of the roadway and tipped over; the Acura came to a rest on the northbound shoulder.

Brison, his passenger, Charles Farley, 34, of Oldtown, ID, and Clark were all transported to Kootenai Health in Coeur d Alene, ID. All occupants were wearing seatbelts.

The roadway was blocked for approximately 2 hours.

This crash investigation is continuing.

On Wednesday, September 8th, 2020, at 8:34 p.m., the Idaho State Police investigated a fatal crash northbound on US93 at milepost 14, south of Rogerson.

An motorist in a passenger car was southbound on US93, passing a southbound semi truck, when he struck a northbound semi truck head-on. The truck was driven by Salvador Ramirez-Ruiz, age 53, of Jerome. A fire broke out at the scene, fully engulfing both vehicles and sparking a wildfire. Lanes were blocked for approximately five hours while emergency crews cleared the roads and fought the fire. The driver of the passenger vehicle has not yet been identified.

The crash remains under investigation. The Idaho State Police was assisted by the Bureau of Land Management, Salmon Tract Fire, Jackpot Fire, and the Twin Falls Sheriff's Office.

A juvenile driver was driving westbound on 300 S in a 2004 Ford F150. Sonia Vega, 39, of Paul, Idaho, was driving southbound on 500 W in a 2007 Dodge Ram 1500. The juvenile driver failed to stop at a stop sign and collided with Vega. The Ford continued and struck a tree on the side of the roadway.

The juvenile driver and two juvenile passengers were transported by ground ambulances to the Cassia Regional Medical Center. All three were wearing seatbelts at the time of the crash. Vega was transported ground ambulance to the Cassia Regional Medical Center where she was declared deceased. A juvenile passenger in the Dodge was transported by ground ambulance to the Minidoka Memorial Hospital. Vega was not wearing her seatbelt. Lataya Davis, 30, of McCammon was travelling northbound in a 2015 Toyota Rav 4, when her vehicle crossed over the fog line and struck the rear of a 2015 Chevrolet Silverado 3500, owned by the Idaho Transportation Department. The driver of the ITD vehicle was Brandon Roberts, 38, of Blackfoot. The ITD truck was in the emergency lane doing maintenance work with its amber warning lights activated.

Davis was transported by ground ambulance to Portneuf Medical Center in Pocatello. Davis was not wearing a seatbelt. Roberts was wearing a seatbelt.

Thomas Muench, 33, of Rexburg, was driving westbound in a 2007 Mazda 6. Macie Ball, 19, was driving eastbound in a 2000 Toyota Camry with passengers Laurynn Ball, 20, and Mckenzie Shepard, 21, all of Victor. The vehicles collided head on.

Both Laurynn Ball and Thomas Muench were transported by ground ambulance to Madison Memorial Hospital in Rexburg. Macie Ball was transported by ground ambulance to Teton Valley Health Care in Driggs. Mckenzie Shepard succumbed to her injuries on scene. Next of kin has been notified.

Thomas Muench, Macie Ball, and Mckenzie Shepard were wearing seatbelts. Laurynn Ball was not wearing a seatbelt.

Both lanes of travel were blocked for approximately an hour. One lane was blocked for approximately three and a half hours while crews investigated. The Idaho State Police was assisted by Teton County Sheriff's Office, Madison County Sheriff's Office, Fremont County Sheriff's office, Teton County Fire and Rescue, and Madison County Ambulance. This crash is under investigation.

On Friday, September 4, 2020, at approximately 7:07 p.m., Idaho State Police was notified of a stolen vehicle that was traveling westbound on Interstate 84 at milepost 29, in Caldwell.

Idaho State Police, Canyon County Sheriff's Office, Caldwell Police Department, and Nampa Police Department responded to the area. The vehicle, a 2018 Mazda CX5, was pulled over on the westbound side of the road at milepost 17. When officers approached the vehicle, the suspect fled, driving eastbound on Interstate 84. Officers pursued behind the suspect, who ultimately crashed at milepost 33, in Nampa.

All eastbound lanes of traffic were stopped for approximately five minutes while officers conducted a felony stop and placed the driver in custody.

Ryan Studabaker, 32, of Wheatland, California, was taken to Canyon County Jail and charged with felony eluding, grand theft of a vehicle, and felony possession of financial transaction card.

Federal Jury Convicts Boise Methamphetamine Trafficker

BOISE - A federal jury sitting in Boise convicted Edward Eric Behrens, 42, of Boise, of possession with intent to distribute methamphetamine, U.S. Attorney Bart M. Davis announced today. The trial began on Monday, August 31, 2020, and concluded Thursday evening when the jury returned their verdict.

During the four-day trial, the jury heard evidence that on February 2, 2019, Behrens was driving his car when he was stopped by Boise Police for a traffic infraction. During the stop, a drug-sniffing canine alerted to the odor of drugs in the car. A search of the car then revealed a large plastic bag containing 435.68 grams of pure methamphetamine. The evidence showed that this methamphetamine was possessed by Behrens and that he intended to distribute it to others.

Sentencing is scheduled for December 10, 2020, before U.S. District Judge B. Lynn Winmill at the federal courthouse in Boise. Behrens faces a sentence of 15 years to life in federal prison, a maximum fine of $10 million, and up to five years of supervised release.

This case was investigated by the Boise Police Department, Ada County Sheriff's Office, Idaho State Police, and Drug Enforcement Administration.

This case was prosecuted by the Special Assistant U.S. Attorney hired by the Ada County Prosecuting Attorney's Office, with funds provided by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA). The HIDTA program is a national drug-prohibition enforcement program run by the United States Office of National Drug Control Policy. The Oregon-Idaho HIDTA is a collaboration of local law enforcement drug task forces and prosecuting agencies dedicated to addressing regional drug trafficking organizations. Idaho uses HIDTA funds to investigate and prosecute drug trafficking organizations that operate in and around Ada, Canyon, and Bannock counties.

On Friday, August 28, 2020, at approximately 4:56 p.m., Idaho State Police investigated a two-vehicle fatality crash on US26 at South Grape Street, in Shoshone.

Jade M. Norton, 29, of Boise was eastbound on US26 in a 2006 Pontiac G6. Dylan R. Greer, 22, of Wendell was westbound on US26 in a 2006 Peterbuilt semi-truck. Norton crossed the center line and struck the semi head-on.

Norton and a passenger, Deborah Woosley, 54, of Boise were both transported to Saint Luke's Regional Medical Center in Boise by air ambulance, where Woosley succumbed to her injuries. Next of kin has been notified.

A juvenile passenger in the Pontiac was transported to North Canyon Hospital.

Both Norton and Woosley were wearing seatbelts. Greer was not wearing a seatbelt. All lanes of travel were blocked for approximately 3 hours.

Update: Investigating troopers have identified the rightful owner of a puppy found on I-84 yesterday afternoon. The dog had been reported stolen earlier in the day from a home in Nampa.
Troopers have been in contact with shelter managers at the West Valley Humane Society, where workers have been caring for the puppy since it was recovered.
Although it appears the little dog will be reunited with his family, investigators with both Idaho State Police and Nampa Police would still like to find out who took the puppy.

Idaho State Police are looking for anyone driving on Interstate 84 through Nampa this afternoon who may have seen something tossed from a window of a moving car. That something tossed was, according to one witness, a puppy.

The incident reportedly happened at about 2:20 p.m. on the westbound interstate in Nampa. An ISP Trooper happened by moments later and was flagged down by a woman who said she saw the incident and pulled over to help the puppy.

Although the woman says she witnessed the puppy being tossed from the car, she was not able to describe either the vehicle or the person(s) inside.

The trooper called Canyon County Animal Control who picked up the animal. The puppy is currently receiving care at the West Valley Humane Society. Folks at the Humane Society say the puppy is a Shitzu, and likely about 10 weeks old. He suffered some road rash around his mouth and paws but otherwise, thankfully, appears okay. And the little dog will have a bright future; the woman who stopped to help the pup says she will adopt the dog if a proper owner isn't found.

But troopers would like to know just how the puppy ended up getting scuffed up on the interstate. Anyone who may have information on who may have tossed the puppy onto the roadway is urged to call Crime Stoppers at 208-343-COPS. Tips can be anonymous and also made online at 343cops.com.

On September 2, 2020, at approximately 12:21 a.m., Idaho State Police investigated a single-vehicle crash on SH32, near milepost 25, south of Ashton, in Fremont County.

Sara Madsen, 24, of Tetonia, was driving eastbound on SH32, in a 1999 Ford Ranger, when her vehicle went off the right shoulder of the roadway and overturned. Madsen was not wearing a seatbelt and was ejected from the vehicle. She succumbed to her injuries at the scene. Next of kin has been notified.

Idaho State Police was assisted by the Fremont County Sheriff's Office.

Idaho State Police and partner city and county law enforcement, made 53 traffic stops in about 12 hours last week as part of Operation Lifesaver, an effort to prevent collisions and save lives at railroad crossings.

However, Troopers are praising motorists for the number of stops they didn't have to make, and collisions that didn't happen.

"We are encouraged by the amount of voluntary compliance we saw at the crossings. Most of the drivers stopped and waited for the train to cross. It looks like our educational and enforcement efforts are helping save lives and reduce collisions at railroad crossings, and that's very gratifying to see." Said Lt. Chris Weadick of the Idaho State Police District 6 in Idaho Falls.

Traffic Stops:

- Thursday, August 27, in about 8 hours of enforcement at crossings from Pocatello to Idaho Falls, 26 drivers were stopped.
- Friday, August 28, in approximately 4 hours at rail crossings near Twin Falls, 27 drivers were stopped.

- Motorists were given either warnings or citations. Citations for violating railroad crossing laws carry a $90 fine.

"We saved the citations for only the most flagrant violators, the ones who cross the tracks and it's such a close call. Some drivers said they thought the train was farther away. But a lot of folks said they knew they should have stopped.

"We'd rather issue a citation than have to notify a family they've lost a loved one. We'll keep educating motorists through Operation Lifesaver because the risk of trying to beat a train is just too high." Said Lt. Weadick.

Union Pacific and Eastern Idaho Railroad also partner with law enforcement in Operation Lifesaver.

How does Operation Lifesaver "Officer on a Train" program work:
During the "Officer on a Train" enforcement effort, one officer is placed in the lead locomotive of a train as a "spotter". This officer observes traffic approaching the highway-rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios a partner officer, who stops the motorist, explains the dangers, and may issue a citation.

Six Train Collisions in Southern & Eastern Idaho this year:
Idaho State Police have responded to six incidents in 2020 involving collisions at railroad crossings. 4 of the 6 incidents resulted in injuries, including 1 fatality on July 7 in Fort Hall

Driver Safety Tips for Rail Crossings:
- The train you see is closer and faster-moving than you think.
- Be aware that trains cannot stop quickly.
- Never drive around lowered gates - it's illegal and deadly.
- Do not get trapped on the tracks; proceed through a highway-rail grade crossing only if you are sure you can completely clear the crossing without stopping.
- If your vehicle ever stalls on the tracks, get out and get away from the tracks, even if you do not see a train. Locate the Emergency Notification System sign and call the number provided, telling them about the stalled vehicle.
- At a multiple track crossing waiting for a train to pass, watch out for a second train on the other tracks, approaching from either direction.
- When you need to cross train tracks, go to a designated crossing, look both ways, and cross the tracks quickly, without stopping. Remember it isn't safe to stop closer than 15 feet from a rail.
- ALWAYS EXPECT A TRAIN! Freight trains do not follow set schedules.

Fatal Crash on South Lincoln St. and West Ave. D, in Jerome

On Tuesday, August 18, 2020, at 3:29 p.m., Idaho State Police investigated a single motorcycle crash at South Lincoln St. and West Ave. D, in Jerome.

Robert Skinner, 55, of Jerome, was travelling on a 2003 Yamaha Motorcycle eastbound on West Ave. D. Skinner turned southbound on South Lincoln St. where he lost control and the motorcycle overturned. Skinner was ejected and was not wearing a helmet.

Skinner was transported by air ambulance to Eastern Idaho Regional Medical Center, in Idaho Falls, where he succumbed to his injuries on August 31,2020. Next of kin has been notified.
