On January 31, 2012, shortly after 6:30 p.m., Idaho State Police investigated a two-vehicle injury crash on US 93 near milepost 15, in Twin Falls County. Charisse Stenerson, age 50 of Lynwood, WA, was traveling north on US 93 when her vehicle traveled across the center line into southbound traffic. Stenerson's vehicle collided with a Freightliner semi truck. The truck was driven by Douglas Lunstad, age 37 of Fairview, MT. Stenerson's vehicle rolled over and came to rest on the west shoulder of the road. Stenerson was transported by ground ambulance to Saint Luke's Magic Valley Regional Medical Center in Twin Falls, ID.

Southbound traffic was blocked for approximately one hour during the investigation. Both occupants were wearing seatbelts. It is unknown if alcohol was a factor in the crash. This crash was investigated by Trooper Pohanka, who was assisted by Trooper Faller and Twin Falls Sheriff's Deputies.

On January 26, 2012, at approximately 2:21 p.m., Idaho State Police District 4 Criminal Interdiction Team trooper, Cpl. Troy DeBie, stopped a white 2002 Nissan XTerra, displaying Nevada license plates, northbound on US Highway 93, near milepost 31, in Twin Falls County, Idaho for speeding.

The driver was identified as Yulenny Rojo-Lugo 34 years of age, of Las Vegas, Nevada. Information was uncovered that led to the discovery of a modified compartment within the vehicle. Inside the compartment troopers located two sealed packages weighing just over two pounds and containing black tar heroin. The estimated street value is just over $72,000. Rojo-Lugo was arrested for trafficking of heroin, and booked into the Twin Falls County Jail. A female passenger, Adilene Torres, was released without charges. A male supplier in Las Vegas was identified and an arrest warrant has been issued.

On January 26th, 2012, at approximately 11:30 am, Idaho State Police investigated a one-vehicle injury crash on US26 at milepost 374, near Swan Valley.

Jarin W. Jorgensen, 18 of Idaho Falls, was traveling east on US26 at milepost 374, in a 1998 Dodge Stratus. Jorgensen was driving too fast for road conditions on snow covered roads when he lost control of his vehicle. He ran off the right shoulder of the road. The vehicle struck rocks along the bank of the Snake River, then went into the River, upright, half submerged in approximately 4-5 feet of water.

Jorgensen and his passenger, Richard Aitken, 50 of Menan, were able to exit the vehicle and swim to shore. Swan Valley Fire Department responded to the scene and rendered first aid. Jorgensen and Aitken were transported by ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

Idaho State Police was assisted at the scene by Bonneville County Sheriff's Office who also provided divers from their dive team to help recover the vehicle from the river.

The crash is under investigation.

On January 26, 2012, at approximately 8:53 a.m., Idaho State Police responded to a six vehicle minor injury crash, eastbound I184 at milepost 1.5 just east of the Franklin exit. Lillian Hale, 42 of Caldwell, was traveling eastbound on I184 in a white Volvo V70 when she had to stop for traffic due to a crash further ahead around milepost 3. Christina Sipher, 22 of Meridian, was unable to stop her white Ford Ranger and rear ended Hale. Jerry Hughes, 44 of Nampa, was driving a black Jeep Wrangler and rear ended Sipher. Jackie Burgess, 68 of Meridian, collided with Hughes causing the black Jeep to spin in to the left lane. Burgess was driving a grey Lincoln Town. Pamela Halvorson, 64 of Meridian, was traveling in her grey Saturn Ion and side swiped Burgess's grey Lincoln Town and collided with the black Jeep as well. Alanna Moore, 29 of Nampa, was in the left most lane when she struck the black Jeep as it spun in front of her. Moore was driving a grey Toyota Prius.

All parties involved where were wearing their seatbelts at the time of the crash. Burgess and Halvorson were transported by ground ambulance to St Alphonsus Regional Medical Center for minor injuries. Moore is pregnant and was transported as a precaution. At the time of the crash it was raining and the road was wet.

Eastbound I184 was blocked for approximately an hour due to the investigation. Lanes were opened at 10:15 a.m. This crash is still under investigation by Corporal Thompson, with assistance from Corporal Chase, Sergeant Duggan, Sr. Specialist Uhlenkott, Master Corporal Eller, Corporal Vance, Boise Police Department, Fire and EMS.

On January 25, 2012, at approximately 7:07 p.m., Idaho State Police District 3 Criminal Interdiction Team troopers stopped a rented gray 2010 Nissan Titan, displaying Oregon License plates, eastbound on Interstate 84, near milepost 27, in Canyon County, Idaho for a traffic violation.

The driver was identified by an Oregon driver's license as Justin Cody Brownrigg (39 YOA) of Eugene, Oregon. During the traffic stop, troopers detected the odor of marijuana. Mr. Brownrigg initially admitted to being in possession of eight to ten grams of marijuana, as well as being a Medical Marijuana Card Holder (of Oregon). At the time of the stop, the vehicle was traveling through Idaho, a non-medical marijuana state, and was reportedly destined for Utah, also a non-medical marijuana state.

Troopers located the small amount of marijuana, as well as a pipe in the driver's area. A subsequent search of the vehicle revealed three large duffle bags which contained several large packages of marijuana. Mr. Brownrigg was arrested for Felony Drug Trafficking (marijuana) and was booked into the Canyon County Jail. The weight of the seized marijuana was approximately 68.8 pounds, with an estimated value of $172,000.

On January 24th, 2012, at approximately 6:55 PM, Idaho State Police responded to a vehicle in the river off of State Highway 55, at milepost 78.1, near Banks/Lowman Road. Officers believe Howard Koskella, age 86 of Donnelly, was traveling south on State Highway 55 when his vehicle left the road for unknown reasons. Koskella's vehicle went down an embankment, rolling several times before coming to rest partially submerged in the Payette River. Both Howard and his passenger, Ethel Koskella, age 83 and also of Donnelly, died as a result of the crash.

The crash occurred early in the day, but the exact time of the crash is unknown. The roadway was blocked for approximately half an hour while crews removed the vehicle. Both occupants were wearing seatbelts. Alcohol is not believed to have been a factor in this crash. The crash is under investigation by Trooper McCarthy, with assistance from Trooper Sherbondy. Notifications to the family have been made.

INCIDENT NARRATIVE:

Henager was traveling in the southbound lanes on US95 when he lost control, went left of center, and struck Walston head-on. Henager was pushed into the southbound ditch. Walston then lost control, went left of center into the southbound lane and struck Mady head-on. Mady�s semi trailer then flipped onto its side and blocked all southbound lanes and the northbound passing lane while the semi tractor went off into the southbound ditch of US 95. Fendos was in the southbound lanes when Henager had lost control. Fendos took evasive measures to miss Henager as he went off the southbound shoulder. Fendos struck Shevchuk who was northbound on US 95. Shevchuk then lost control and drove into the northbound ditch. House, who was northbound, swerved to miss Shevchuk and drove into the northbound ditch of US 95. At this time US95 has been completely blocked for over 11 hours. Next of kin has been notified.

On January 21, 2012 at 8:37 a.m., Idaho State Police investigated an injury crash northbound on I15 at mile marker 55.2, south of Inkom.

Steven A. Shade, 60 of Ogden, UT, was traveling northbound on I15 in a 2007 Chevrolet Silverado when he lost control of his vehicle on the wet pavement. The rear of Shade's vehicle struck the guardrail on the right shoulder and then a passing 2003 Kenworth semi tractor pulling a 2006 Wilson trailer which was also traveling northbound. Upon impact, the driver of the tractor and trailer, C.J. Palmer, 29 of Rupert, lost control of his vehicle. Both the semi truck and the pickup truck traveled through the guardrail and down a 50 foot steep embankment coming to rest at the bottom.

Shade and Palmer were both transported by ground ambulance to Portneuf Medical Center along with Shade's passenger, Tyson W. Shade, 25 of Ogden, UT. Both Steven and Tyson were wearing their seatbelts. Palmer was not wearing his seatbelt.

Northbound lanes of I15 are no longer blocked.

On January 20, 2012, at approximately 6:30 p.m., Idaho State Police investigated a single vehicle rollover on Interstate 84 near milepost 58, between Gowen Road Exit 57 and Eisenman Road Exit 59.

Bernard Liss, 75, of Union City, Indiana, was traveling west in a 2009 Ford F750 truck. Liss drove the vehicle off the left shoulder then over corrected onto the right shoulder where it slid and overturned at least once before coming to rest upside down in the right lane.

Liss was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. The Interstate was partially blocked for over 3 hours while crews worked to clear the scene.

The crash is under investigation by Idaho State Police Sgt. Cagle with assistance at the scene by Idaho State Police Specialist Love and Ada County Deputies.

Shortly before 1:00 PM today, January 18th, 2012, the Idaho State Police, assisted by Fremont County, investigated a four-vehicle injury crash on US Highway 20 in Island Park. Paul Ivany, age 55 of Australia was traveling westbound behind a snowplow on US20 at milepost 388 in Island Park. Amy Broderick, age 27 of Kanab,UT, Kristin Broderick, age 19 of Kanab UT, and Anthony Espy, age 43 of Antelope,CA were all eastbound at that location. After passing the snowplow, Amy Broderick and Ivany collided, blocking both lanes of travel. Kristin Broderick was then struck from behind by Espy, and her vehicle was pushed into Amy's vehicle. Traffic was blocked for approximately 3 hours while the investigation was conducted and the vehicles were removed.

Amy and Kristin Broderick, as well as 3 passengers from their vehicles, were transported to Madison Memorial with injuries that were not life-threatening. Neither Ivany or Espy were injured. The crash is still under investigation by Corporal Goody, with assistance from Corporal Murdock. On Wednesday, January 18, 2012 at approximately 1:18 p.m., Idaho State Police investigated a two vehicle fatality crash on Golf Course Road near Jerome Country Club in Jerome County.

Toni Martinez, 56 of Twin Falls, was traveling eastbound in a 1990 Ford van on Golf Course road when she lost control of her vehicle and swerved into oncoming traffic. Martinez collided with a 2002 Ford truck being driven by Donna Clovis, 73 of Hagerman Id, blocking westbound lanes of travel. Toni Martinez was pronounced deceased at the time of the crash, notifications have been made. Martinez was not wearing her seat belt. Donna Clovis and her passenger Mary Warner, 78 of Hagerman, were transported to Saint Lukes in Jerome with unknown injuries. Clovis and Warner were wearing seatbelts.

It is unknown if alcohol is a factor in the crash. It was snowing at the time of the crash and road conditions were snow and slush covered, it is unknown if
weather is a factor in the crash.

Investigating Trooper McConnell was assisted by Jerome County sheriff's office.

Notifications have not been made at this time. More information will be made available at a later time. Winter Driving conditions I90 at Lookout Pass

The Idaho State Police is advising all motorists who are traveling I90 to the Wallace area to use extreme caution. This is an advisory of winter driving conditions all the way to the Montana state line. Lookout pass is experiencing blizzard like snow fall resulting in limited visibility. On January 15, 2012, at approximately 2:14 p.m., Idaho State Police investigated a two vehicle fatality crash on State Highway 75 at the US Highway 93 Junction near Challis.

Adam Smith, 18, from Challis, Idaho was traveling west on State Highway 75 in a 1985 Chevy S10 pickup when he failed to yield to oncoming traffic at the US 93 Junction. Smith was hit on the driver's side by a white Ford F350 traveling south on US Highway 93, being driven by Ronald A. Rembelski, 42, from Challis, Idaho. Smith was pronounced dead at the scene. Rembelski and his two passengers were transported to Steelhead Memorial in Salmon, Idaho where they were treated for minor injuries and released.

Idaho State Police Trooper Joseph Lewis and Senior Trooper Chris Lenda are investigating the crash and were assisted by Custer County Deputies Levi Maydole, Shawn Kramer and the Challis Fire and EMS.

On January 15, 2012, at approximately 9:16 am, the Idaho State Police responded to a vehicle fire southbound on I15 near milepost 27, approximately 3 miles north of the Malad summit. A semi hauling a load of straw caught fire, and was completely engulfed. The vehicle fire started a grass fire, which burned approximately one acre of brush on the side of the interstate. Both lanes of travel were blocked for approximately forty minutes, and the interstate was reduced to one lane for approximately four and a half hours. Traffic was let through intermittently, as the wind was shifting and blowing debris back across the interstate. No one was injured in this fire, and the driver was not cited. Master Corporal Sellers was assisted at the scene by Corporal Stouse with the Idaho State Police, Bannock County Sheriff's Office, Bannock County Fire Department, Bannock County Search and Rescue, the Downey Fire Department, and the Idaho Transportation Department. This fire is still under investigation by Master Corporal Sellers.

On January 14, 2012, at approximately 9:00 p.m., Idaho State Police investigated a three vehicle fatality crash Westbound I84 at milepost 108, 13 miles east of Mountain Home in Elmore County. Taylor Sauer, 18 of Caldwell, ID, driving a 2004 Saturn Vue, was traveling west on Interstate 84 near milepost 108. David Seefried, 49 of Heyburn, ID, driving a 2011 International Semi pulling a tanker trailer, was traveling west on Interstate 84 in the right lane of travel, up a long grade at approximately fifteen miles per hour. Sauer impacted the rear of the tanker and then was struck by a 2003 Volvo Semi pulling a trailer, driven by Slawomir Porada, 42 of St. Louis, MO. Porada after impacting the Saturn Vue, drove off the road way. Sauer was pronounced dead at the scene. Porada was transported by ground ambulance to Elmore Medical Center in Mountain Home. Seat belts were worn by all. Alcohol was not a factor in this crash.

The westbound lanes were blocked for approximately an hour. Traffic was reduced to a single lane for three hours while crews worked to clear the scene.

The crash is under investigation by Master Corporal Porupsky, and assisted by Sergeant Cagle, Specialist Bailey, Specialist Carmack, Trooper Higley, Elmore County Sheriff's Office and emergency personnel.

On January 13, 2012, at approximately 3:18 pm., Idaho State Police investigated a two-vehicle crash on westbound Interstate 84 at milepost 17, near New Plymouth. A 2007 Peterbuilt semi, driven by Blake Van Vliet, age 26 of New Plymouth, was headed westbound, when his truck was struck on the drivers' side by a 2006 Kia Rio, driven by Maria Arreola-Cisneros, age 41 of Caldwell. The impact of the crash caused a leak in the fuel tank of the semi, spilling approximately 50-75 gallons of fuel. Emergency crews had the right lane blocked for approximately 3 hours while they cleaned up the spill. Arreola-Cisneros and her front passenger, Leobardo Guzman, age 24 of Caldwell, were wearing their seatbelts and were uninjured in the crash. The back seat passengers of the vehicle; Raquel Garcia, age 40, and Maria Perez, age 24, were not wearing their seatbelts. Perez was transported by ground ambulance to West Valley Medical Center for injuries she sustained in the crash. Maria Arreola-Cisneros was arrested for Inattentive Driving and Driving without Privileges.

The crash was investigated by Trooper West and was assisted at the scene by Idaho Transportation Department and the Canyon County Sheriff's Office.

On January 11, 2012, at approximately 4:30 p.m., the Idaho State Police investigated a two-vehicle crash on Interstate 86 at milepost 46, near American Falls. A 1993 Chevrolet Blazer driven by Gary Lujan, age 55 of Pocatello, was traveling westbound, when he was struck from the rear by a 2005 Ford Taurus driven by Cory Hanks, age 35 of Burley. The impact caused Lujan's Blazer to roll. A passenger in the Blazer, Christinna Pehrson, age 51 of Pocatello, was ejected from the vehicle. She was transported to Portneuf Medical Center by air ambulance with severe leg injuries. Lujan sustained minor injuries and was transported to Portneuf Medical Center by ground ambulance. It is unknown if seatbelts were worn by Lujan or Pehrson. Hanks was wearing his seatbelt and air bags did deploy in his vehicle at the time of the crash.

The crash is being investigated by Trooper Brennan who was assisted by the Power County Sheriff's Office. Hanks was cited for inattentive driving.

On Monday, January 9, 2012 at approximately 2:22 p.m., Idaho State Police investigated a two vehicle fatality crash Eastbound I84 at milepost 247 in Cassia County. Jennifer Shira, 23 of Kooskia, Id was traveling westbound on I84 in a 2003 Subaru Impreza when for unknown reasons lost control of the vehicle and went into the median. The vehicle overturned and traveled out of the median and into the eastbound lanes. The vehicle collided into a 2007 Freightliner Tractor trailer driven by Dick Garoutte, 51 of Clearfield, Ut and came to rest blocking both eastbound lanes. Jennifer Shira was pronounced deceased at the time of the crash. Her husband, Bryson Shira, 26 of Kooskia, and 2 young children were transported to the Cassia Regional Medical Center in Burley with minor injuries. All occupants of both vehicles were wearing their seatbelts at the time of the crash.
The eastbound lanes were blocked for approximately 2 1/2 hours during the investigation. Tpr McConnell was assisted by Cpl. Hitt, Tpr Kilton, Tpr Clausing, Sgt Garcia, Specialist Smith and emergency personnel. The crash is still under investigation at this time.

Public assist on fatal crash

On October 15, 2011 Idaho State Police investigated a vehicle versus pedestrian crash on US95 near milepost 341. The pedestrian was identified as Joshwa Merriken, and investigation revealed Merriken was struck and killed the evening of September 30, 2011.

The suspect vehicle is a 1986 through 1992 Ford F-series pickup or Bronco which was likely to be either towing or hauling a camper. We have obtained a list of vehicles in the area and have evidence to confirm the specific vehicle involved when we find it, however the list is very long and will be time consuming and costly to go through.

Merriken had been warned numerous times by family and several law enforcement agencies about walking along the fog line on highways and being dressed in dark, non reflective clothing.
Due to the circumstances of the collision, it is very likely there would have been no charges filed for striking Mr. Merriken.

We are slowly narrowing down the list, however we are urging the driver of the vehicle, witnesses, or anyone else who has information to come forward and allow us to close the investigation sooner than later, and allow the family some sort of closure.

Semi Truck Versus Train

On Wednesday, January 04, 2012, at approximately 4:36 p.m., Idaho State Police investigated a semi versus train crash in Shelley, Idaho.

Laron Nielsen, 47, of Idaho Falls, was traveling west on Center St. towards US91 in a 2004 Columbian Freightliner semi truck. Nielsen crossed over the railroad tracks that were parallel to US91 and stopped at a stop sign to turn northbound onto US91. Joseph Kelley, 58, of Pocatello, was the engineer of the train that was heading northbound on the railroad tracks. The back of Nielsen's semi trailer was about six inches over the railroad tracks when the train struck the semi's trailer.
Nielsen had one passenger, Gerald Young, 73, of Blackfoot. Kelley had three passengers; Lancer Bloxham, 34, of Pocatello; Kasey Paul, 28, of Pocatello and Thomas Beseris, 53, of Pocatello.

The railroad crossing at Center St. was closed for approximately two hours. There were no injuries. Nielsen and his passenger were wearing their seatbelts.

The crash is under investigation by Tpr. Law who was assisted by Cpl. Summers.

Road Safe Class Jan 14, 2012

The Idaho State Police will be holding a Road Safe Class for the 2012 winter season on Saturday, January 14, 2012 at 9:00 a.m. The class will be held at the Idaho State Police District Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Rooms A & B)

This is the ninth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. On January 03, 2012, at 11:17 am, Idaho State Police investigated a single vehicle crash on Interstate 15 at exit 119, in Idaho Falls.

Newman Giles, 23, of Rigby, was traveling south in a 2007 Peterbuilt with a trailer full of potatoes. Giles took the 119 exit and rolled his vehicle onto it's side spilling potatoes across both the southbound ramps.

Giles was wearing his seatbelt.


The crash remains under investigation by Idaho State Police.

Idaho State Police Pursuit

On Monday, January 2 ,2012 at approximately 0700 hours Lewiston Police Department aired an attempt to locate for a suicidal subject. Idaho State Police Trooper Travis Hight located the vehicle southbound on US Highway 95 near milepost 308 traveling at a high rate of speed. Trooper Hight initiated a traffic stop on the vehicle which did not pull over. A pursuit was initiated continuing southbound. The vehicle was being driven in an erratic manner spending a considerable amount of time in the oncoming lane of travel. The driver crashed at milepost 286 on US 95. After the crash the subject was able to commandeer another vehicle from Elizabeth Braun of Nez Perce. The driver continued south on Highway 95. Idaho State Police Trooper Larsen used a spike strip near milepost 276 in an attempt to disable the vehicle, only the right rear tire was flattened. The driver continued south reaching milepost 272 where he lost control of the vehicle and crashed into the ditch. He was taken to Saint Mary&#65533;s Hospital in Cottonwood with minor injuries. The driver was identified as Sheldon Blancher Stamper of Clarkston. The investigation is ongoing. Assisting agencies were the Lewis County Sheriff's Department, Nez Perce Tribal Police Department, and the Nez Perce County Sheriff's Department.

Single Vehicle Injury Crash in Jerome County

On Sunday, December 31, 2011, at approximately 10:47 p.m., Idaho State Police investigated a single vehicle roll over crash with injuries. Devin Crawford, 18, was traveling west on Interstate 84 at milepost 189.7, near the Valley Road Exit in Jerome County in a 1999 Mitsubishi Galant. For unknown reasons Crawford lost control of the vehicle. The vehicle rolled through the median and came to rest on the shoulder of the eastbound travel lanes. Crawford and two other passengers in the vehicle were wearing seatbelts. They were transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls. A third passenger was not wearing a seatbelt. The third passenger was ejected from the vehicle and transported by air ambulance to St. Luke's Magic Valley Medical Center in Twin Falls.

It is unknown if alcohol was a factor in this crash.

The crash is under investigation by Trooper McConnell who was assisted at the scene by Cpl. Hitt and Sgt. Oliver.
