Human trafficking operation in Boise

BOISE, Idaho - Since February, multiple law enforcement agencies have partnered with community organizations in preparation for a human trafficking operation designed to assist women victimized by human trafficking. Detectives contacted females believed to be in the illegal sex trade industry to get them to a specified location. Once there, the females were offered services as a first step in getting away from their lifestyle. Last night, six (6) adult females were contacted and offered services by partner organizations. The women ranged from 24 to 45 years old.

"While this operation draws public attention to the issue of trafficking, law enforcement and our community partners work daily to stop trafficking," said Idaho State Police Detective Vickie Gooch, who co-chaired the operation. "Due to their situation, these women cannot easily escape victimization and require assistance. As law enforcement cannot provide adequate services, we need victim specialists embedded in our operations who partner with community organizations and social service agencies to help victims escape trafficking. Victims typically have an immediate need for food, lodging, medical services, counseling, therapy, drug rehabilitation, or job placement as they take the first of many steps to rebuild their lives."

Partnerships, resources and community support are essential for the success of these operations. The operation included law enforcement assistance from the Ada County Sheriff's Office, Boise Police Department, Caldwell Police Department, Canyon County Sheriff's Office, Department of Homeland Security, Idaho State Police, Idaho State Police Fusion Center, Meridian Police Department, Nampa Police Department, and the State of Idaho Probation and Parole. Community assistance was organized and provided by Advanced Clinical Trauma Services, the Nampa Family Justice Center, and SANE medical providers from the Nampa Family Justice Center. Operation Underground Railroad provided training, mentorship, and resources. Additionally, support was provided by Chick-fil-A and Little Caesars Pizza, who provided meals for the victims and those conducting the operation.

Last night, no adult males were contacted or detained. However, there are several ongoing investigations into suspect human trafficking crimes. At this time, no additional details will be released about these investigations.

Human trafficking continues to be a problem in Idaho and across the United States. Law enforcement takes this crime seriously and continues working to arrest those responsible. If you have information or suspect human trafficking in your area, call 911, the National Human Trafficking Hotline at 888-373-8888, or the Idaho State Police Fusion Center at 208-846-7676.

With three laboratories across the state, Coeur d'Alene, Meridian, and Pocatello, the laboratory system provides services in biology/DNA, chemistry, trace evidence, toxicology, firearms and tool marks, latent prints, documents, and digital evidence. Technicians help with crime scene processing, evidence examination, firearms analysis, latent print processing and comparison, impression evidence collection and comparison, trace evidence examination, and digital evidence.

Staff not only support law enforcement investigations through their analytical work and objective testimony but also engage and educate the community and educational organizations by giving demonstrations and lectures.

The week will include a public presentation on Tuesday at 7:00 p.m., at Boise State University, from subject matter experts about solving crimes through forensic firearms examination and forensic pathology. The event emphasizes the importance of science in solving crimes. During the event, the recipient of the Rick Groff Visionary Leadership in Forensic Science Award will be announced in recognition of their outstanding and visionary leadership of forensic science with Idaho State Police Forensic Services (ISPFS). The Boise Police Crime Lab will also be presented with an accreditation plaque for successfully passing the high standards that help maintain public trust and confidence in science.

During the week, ISP social media will announce the first ever public tours available on a first-come, first-served basis in our three labs. Due to size restrictions, only a set number of people can tour the labs. We will announce future dates on social media for those who miss out.

Take a virtual lab tour to meet the people and see the science behind our labs. Watch the methodical way evidence is received, safely stored, and tracked. Learn about the science behind blood and breath alcohol testing. See how controlled substances are confirmed, watch experts process and analyze fingerprints, and take a peek into the world of DNA analysis, from extraction to identification.

ISP Forensic Labs combine highly modern technology with highly trained, dedicated professionals, and the result is one of the country's most efficient, trusted lab systems. Take the tour on YouTube: https://bit.ly/3eVzQif

Law enforcement warns of "Skittles" and "Rainbow" fentanyl appearing locally

IDAHO STATE POLICE NEWS RELEASE
Police District 1 - 615 W. Wilbur, Suite A, Coeur d'Alene, ID 83815
John Kempf, District 1 Captain, 208-209-8620

Law enforcement warns of "Skittles" and "Rainbow" fentanyl appearing locally

COEUR D'ALENE, Idaho - Local law enforcement warns the public about a surge in new types of fentanyl called "skittles" or "rainbow." Skittles resemble pieces of brightly colored candy, while rainbow fentanyl is usually chalky or in powder form. Over the weekend, Coeur d'Alene police seized about 50 multi-colored pills. Of all seized pills, no matter the color, "M-30" was imprinted on them.

"We need the public to know that multi-colored fentanyl, including counterfeit pills, powder, and chalk-like blocks, are being seen locally," says Captain John Kempf of the Idaho State Police. "It is unknown if this multi-colored fentanyl is targeted at young people, but parents must be aware that it is different than what law enforcement saw last year. We know it's in our schools and we also know dealers use social media platforms like Snapchat and Instagram to advertise and coordinate deals with young people."

There is no indication that the new form of fentanyl is more powerful. However, several overdoses, including fatal overdoses, of children as young as 15 have been documented in the area. Investigators believe most illicit fentanyl is manufactured in Mexico and smuggled into the United States through Mexico-based drug cartels.

According to the CDC, drug overdose deaths are the leading killer of Americans between 18 and 45. In 2021, over 107,000 Americans and 353 Idahoans died from drug overdose deaths. Unfortunately, these are record-setting numbers in both cases. Synthetic opioids (primarily fentanyl) accounted for more than three-quarters of these deaths. Drug overdose continues to be the leading cause of injury or death in the United States. While North Idaho has seen a recent increase in drug-related overdoses, Kootenai County has already doubled the number of fentanyl overdose deaths from 2021.

"Because of the severity of this threat, the Idaho State Police Fentanyl Education Project (IFEP) offers presentations to any size group about the dangers of fentanyl in our communities," says Captain Kempf. "We see the consequences when fentanyl is used and believe educating our community is important. We encourage parents and children to attend. I urge all Idahoans to be on the lookout for fentanyl and respect its highly toxic nature. Fentanyl is commonly disguised in fake prescription pills. If you find pills not dispersed by a licensed pharmacist, assume they are fake and potentially lethal." Captain Kempf can be reached at 208-209-8620 for more information.

Over the past two weeks, the DEA North Idaho Narcotics Enforcement Task Force reported fentanyl seizures of 3,000 pills which are a significant increase over past seizures.
Fentanyl is a synthetic opioid 80 to 100 times more powerful than morphine and 30 to 50 times more potent than heroin. A 3-milligram dose of fentanyl - equal to 10-15 grains of table salt - is enough to kill an average adult male. Without laboratory testing, there is no way to know how much fentanyl is in a pill or powder.

If you encounter any version of fentanyl, refrain from handling it and call 911 immediately.

If you or someone you know suffers from addiction, call the Lines for Life substance abuse helpline at 1-800-923-4357 or visit www.linesforlife.org. Phone support is available 24 hours a day, seven days a week. You can also text "RecoveryNow" to 839863 between 8 a.m. and 11 p.m. Pacific Time daily.

No criminal charges filed after assault investigation involving Boise Police Chief concludes.

MERIDIAN, Idaho - The Clearwater County Prosecutor's Office will not file criminal charges against Boise Chief Police Ryan Lee after reviewing the investigation results of a briefing incident. The investigation was conducted by the Idaho State Police and reviewed by the Clearwater County Prosecutor's Office.

"I believe this investigation has been taken as far as possible," says Clearwater Prosecutor Clayne Tyler. "I recommend at this point in time against filing a criminal charge."

It is standard protocol for an outside agency to review potential criminal conduct, and Idaho State Police investigated the incident. Detectives interviewed the victim, Chief Lee, witnesses and gathered evidence. Due to the potential conflict of interest in working with the City of Boise, Ada County Prosecutor Jan Bennetts requested Clearwater County Prosecutor's Office review the investigation and provide a charging recommendation.

The Idaho Statistical Analysis Center releases two new research reports and one new data dashboard on topics related to violent crime victimization in Idaho.

MERIDIAN, Idaho - The Idaho Statistical Analysis Center (ISAC) has released two new research reports and one new data dashboard on topics related to violent crime victimization in Idaho.

Offending Patterns Among Domestic Violence Offenders in Idaho presents results from a study of the criminal history records of more than 56,000 individuals who have been charged with a domestic violence crime in Idaho over the last 35 years.

Key findings in the report include:
-The average person arrested on their first DV charge was a male in their early 30s. Nearly half (48%) had previously been arrested for other violent, property, or drug crimes.
-The criminal history database indicates that just over 45% of DV charges ended in a conviction. The remaining cases, for which data was available, ended with charges amended, pled to a non-domestic violence charge, dismissed, or acquittal.
-Data indicates that 17% of DV offenders were rearrested for a new DV charge, with 40% of them offending within one year.
-Almost 40% of DV offenders were rearrested for a new misdemeanor or felony charge within five years of their first DV arrest.
-The findings showed that three factors increased the likelihood of being rearrested for additional DV crimes.
1. Males were nearly twice as likely to be arrested more than once on DV charges,
2. Younger offenders were more likely to be rearrested on additional DV charges, and
3. Those previously arrested for a violent crime before their first DV arrest were 55% more likely to be arrested on DV charges multiple times.

Crime Victimization in Idaho: An Overview of Available Data and its companion data dashboard were developed in partnership with the Department of Criminal Justice at Boise State University (BSU) for their Idaho Victimization Clearinghouse website. BSU and ISAC sought to report on the status of victimization data in Idaho and examine data regarding risk and protective factors that may impact victimization. The data dashboard displays data concerning various types of victimization in Idaho, as well as data regarding services that have been provided to victims in the state.

Key findings in the report include:
-Two measures of violent crime victimization are trending in opposite directions. Both the number and rate of violent crime victims known to law enforcement decreased between 2016 and 2019 (1% and 6%, respectively). However, the number of victims served by federally funded victim service programs in Idaho increased by 38% over the same time. These opposing trends emerged during a time in which Idaho's population grew by 3%.
-There are three major gaps in the existing data:
1. Existing data does not explain why the opposing trends are occurring;
2. Existing data cannot measure how many crime victims never report the crime to law enforcement and why not, leaving the state with a gap in its knowledge about the true prevalence of crime in Idaho; and,
3. Existing data cannot measure how many crime victims never receive services and why not, or how many access services from programs other than those that are federally funded.
-ISAC makes three recommendations for filling these gaps in knowledge:
1. Develop new and expand existing data sources to include more regional and local data;
2. Implement a statewide victimization survey similar to the old Idaho Crime Victimization Survey, last conducted in 2012, and survey on a regular basis; and,
3. Implement a statewide standardized data collection system to collect data on services provided to crime victims.

Both reports are available online in the ISAC Publication Library (https://isp.idaho.gov/pgr/sac/library/). The Idaho Victimization Clearinghouse data dashboard is accessible from both the ISAC Data Dashboard repository (https://isp.idaho.gov/pgr/sac/dashboards/) and the Idaho Victimization Clearinghouse (https://idvch.com/).

The Idaho Statistical Analysis Center (ISAC) is located within the Planning, Grants & Research Department of the Idaho State Police. The mission of ISAC is to disseminate research, data, and statistics related to crime, illegal drugs, victim services, and the administration of justice in Idaho. Hot August Nights and DUI emphasis patrols return to Lewiston

LEWISTON, Idaho - As Hot August Nights and 300 vehicles take over downtown Lewiston to wrap up the long summer, the Idaho State Police and local law enforcement partners will have additional DUI emphasis patrols throughout the weekend.

"Our goal is to keep Idaho families and our communities safe," says Patrol Sergeant Chris Middleton. "We have partnered with local law enforcement to look for impaired drivers and with prosecutors to enforce the law. This is a great event; we want everyone to stay safe. Make the right choice - Designate a sober driver and don't drive impaired."

Emphasis patrols begin Thursday night and run through the weekend. ISP has partnered with Lewiston Police Department, Nez Perce Sheriff's Office, Lewiston City Prosecutor's Office, and the Nez Perce Prosecutor's Office to bring more support to the area. Those arrested for suspected DUI will be processed and booked into jail. There will be a "Zero Refusal" policy with law enforcement seeking warrant for blood evidence.

"This community event is one of our favorites. It unites thousands for great music, food, and a spectacular car show. Our troopers work hard preparing the ISP vehicles so we can be part of the community and show our proud history," said ISP District 2 Captain Richard Adamson. "Despite the festivities, we also know there are increased DUIs over the weekend. Emphasis patrols are designed to keep everyone safe on the roadways. Impaired driving is avoidable, and DUI collisions are preventable. Plan ahead by designating a sober driver, call a taxi, use a ride-share, or ask someone to come get you - just don't drive. We are passionate because we see the consequences of impaired driving."

According to NHTSA data, 11,654 people died in alcohol-impaired driving traffic deaths in 2020, which is a 14% increase from 2019. Every day, about 32 people in the United States die in drunk-driving collisions - that's one person every 45 minutes. Statewide, Idaho Transportation Department data reveals that impaired driving caused 1,729 crashes last year, 108 deaths, and impaired driving fatalities were almost 40% of all traffic fatalities. Every death and injury is preventable.

It is never okay to drink and drive. Being responsible is simple: If you drink, don't drive!
- Plan for a safe ride home before you start the party.
- Choose a non-drinking designated driver.
- If someone has been drinking, do not let them drive. Take their keys and save a life.
- If you're hosting, ensure all guests leave with a sober driver.
- Always wear your seat belt - it's your best defense against impaired drivers.
- If you drink, do not drive for any reason. Call a taxi, a ride-share service, or a sober friend.

If you see an impaired driver on the road, don't hesitate to dial 911 or *ISP (*477).

Idaho State Police to partner with law enforcement and safety agencies through Labor Day Weekend to target impaired drivers with extra patrols.

MERIDIAN, Idaho - Many Americans consider the Labor Day holiday weekend the unofficial end of summer. No matter how you celebrate, make sure safe driving is in the plan. Now through Labor Day weekend, the Idaho State Police (ISP) and local partners will have extra patrols dedicated to enforcing traffic laws and arresting impaired drivers. Law enforcement will work together to protect the lives of the people and families in communities throughout Idaho to prevent impaired driving and enforce traffic safety laws.

"One of the most difficult parts of our job is responding to a DUI collision where someone's life is altered forever," says ISP District 3 Trooper Jordan Plascencia. "To see the deadly consequences of impaired driving is heartbreaking, and we want to educate the public about the danger. We are dedicated to enforcing laws that protect the public from those posing a danger to others."

"Impaired driving, from alcohol or drugs, is illegal in every state. Not only do you put your safety at risk, but you are a danger to others," said Headquarters Patrol Captain Matthew Smith. "These types of collisions are completely preventable. Don't be the reason a trooper delivers tragic news to another Idaho family. Plan ahead, use good judgment, and never get behind the wheel if impaired."

ISP joins with law enforcement agencies around the state and the Idaho Transportation Department (ITD) Office of Highway Safety in this final push to safely end the summer travel season. While ISP troopers patrol daily, this high-visibility education and enforcement campaign begins August 17th and closes out the summer driving season known as the "100 Deadliest Days". Between Memorial Day and Labor Day weekends, Idaho typically sees an increase in fatality and injury crashes. ITD Office of Highway Safety funding patrols through the National Highway Traffic Safety Administration grants.

It is never okay to drink and drive. Being responsible is simple: If you drink, don't drive!
