Celebrate the 4th Safely by Choosing to Drive Sober

Starting Thursday, June 30th, and continuing through Independence Day, ISP Troopers will join members of the North Idaho DUI Task Force to help stop impaired drivers before a tragedy can occur. The extra patrol's this holiday weekend are a joint effort by law enforcement to reduce the number of injuries and fatalities that occur due to impaired drivers.

ISP Lieutenant Allen Ashby said, "We know families and communities look forward to celebrating the 4th of July each year, and we hope they have a safe and fun holiday. Gathering together with our families and friends is part of what makes holidays so important to many of us. That's why we're asking everyone to celebrate responsibly. Care enough about others to plan ahead. Choose a safe ride home if you're using alcohol or other impairing substances".

Impaired driving is dangerous and deadly. In Idaho, hundreds of people are injured and killed each year due to drivers who choose to drive while impaired. ISP Troopers see the damage firsthand and know lives and families are shattered when a loved one is lost due to an impaired driver.

"We all know the dangers of impaired driving, and we're not telling people they can't celebrate the holiday," said ISP Sergeant Justin Scotch. Nearly everyone carries a phone these days. It makes it easy to find a safe ride. There's really no excuse for not calling a friend or using a taxi or ride-share service. Most folks make the right choice, and we're grateful for those who choose not to get behind the wheel if they're impaired. Our goal is for everyone to get home safely."

In addition to looking for impaired drivers on Idaho's highways, law enforcement officers with the North Idaho DUI Task Force will also be looking for drivers operating a boat or watercraft while impaired. It only takes a second for an afternoon of fun on the water to turn deadly.

Partnerships like these help keep our roads safe and save lives. Crashes caused by impaired driving can increase on holidays like July 4th, which is why these extra patrols are so important. Working together, we hope to educate people of the dangers of impaired driving and help keep Idahoans safe.

Whatever your holiday plans include, make sure you celebrate the 4th safely on the road and the water and always drive sober.

The Idaho State Police are continuing to investigate a shooting that occurred at 11:00 a.m. at 1640 Washington Avenue, St. Maries, Benewah County, Idaho, on today's date.

The Benewah County Sheriff's Office and St. Maries Police Department initially responded to a report of a shooting at 1640 Washington Avenue in St. Maries this morning after witnesses reported a victim with a gunshot wound at this address. Officers arrived and located a 23-year-old male with a suspected gunshot wound. The male was transported to a nearby hospital where he succumbed to his injuries.

Witnesses on scene identified a suspect, 20-year-old, Lonnie James Layman as the shooter. The suspect's vehicle was later located on the St. Joe River Road, near Calder, Idaho, in Shoshone County, Idaho, abandoned. The Kootenai County SWAT team, Benewah County Sheriff's office, Idaho State Police, Shoshone County Sheriff's Office, and the U.S. Marshall's searched the area for the suspect. The suspect was located and apprehended this evening in Calder, Idaho, by Kootenai County Sheriff's Deputies.

Next of kin has been notified and this is an ongoing investigation.

On June 28, 2022, a planned rally occurred at the Idaho State Capitol building. Counter protesters also attended the rally.

At approximately 7:12 p.m., Idaho State Police made two arrests during the rally. One was for battery on a law enforcement officer; one was for disturbing the peace.

Idaho State Police was assisted by Boise Police Department. Both agencies were staged at the Idaho Capitol to provide security, and to protect everyone's rights to peacefully protest.

The investigation is on-going.

Vehicle Collision US12 Near milepost 30

Idaho State Police are investigating a vehicle collision that occurred on June 28, 2022 at 1446 pm on EB US Highway 12 near mile post 30 in Nez Perce County.
A 41 year old commercial truck driver from Florida was traveling eastbound on US Highway 12 near mile post 30 when he drove off the eastbound shoulder into the ditch. It appeared the driver attempted to correct the truck back onto the highway when the box trailer overturned, blocking the eastbound lane of travel.
The semi-truck was occupied by a 42 year old male who was wearing his seatbelt.
The male driver was transported to the hospital via ground ambulance.

Idaho State Police are investigating a vehicle collision that occurred on June 26, 2022, at 8:44 p.m. on State Highway 48 at 150 N., just north of Ririe in Jefferson County.

The driver of a Ford F250 pickup was traveling east on highway 48 near the intersection of 150 N, while a rider on a 2013 Victory Motorcycle was traveling west. The two vehicles collided head-on while negotiating the curve.

The Ford pickup was occupied by a 31-year-old male driver from Roberts. He was not transported.The rider of the motorcycle was a 51-year-old male from Rigby. He was not wearing a helmet. He was pronounced deceased on scene.

Traffic on highway 48 was blocked in both directions for approximately four hours while emergency responders worked to clear the area. Evidence indicates that alcohol may have been involved. That evidence is part of the ongoing investigation.

This incident is still under investigation by the Idaho State Police.

Idaho State Police is investigating a two-vehicle collision which occurred on Sunday, June 25, 2022, at 4:08 P.M. on SH16 at mile marker 110, in Gem County.

A 52-year-old woman from Emmett, driving a 2017 Jeep Renegade, was traveling northbound on SH16 when she crossed the center line and struck a 2017 Kawasaki motorcycle traveling southbound. The driver of the motorcycle, a 61-year-old man from Star, and his passenger, a 39-year-old woman from Kearns, UT, were transported by air ambulance to the hospital where the female passenger succumbed to her injures. Both were wearing a helmet. The driver of the Jeep was wearing a seat belt.

Traffic in both directions on SH16 was blocked for approximately five hours allowing emergency responders to assist those involved and clear the scene.

Evidence was found on scene to indicate that alcohol may have been involved for the driver of the Jeep. That evidence is part of the ongoing investigation.

This incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a vehicle collision that occurred at approximately 8:23 p.m., on June 23, 2022 at the intersection of S 1050 W and SH39 in Bingham County.

A 22-year-old man from Blackfoot was driving a 2017 Ford F350 eastbound on SH39. He failed to yield to stopped traffic ahead and struck a 1982 Honda motorcycle, driven by a 24-year-old man from Blackfoot. The Ford traveled further east and struck a 2007 Chrysler Pacifica, driven by an 18-year-old man from Blackfoot, and as well as a 2015 Ram 2500 pulling a 1999 Circle J Trailer, driven by a 65-year-old woman, from Aberdeen.

The driver of the Ford pick up was not wearing a seat belt. All other occupants were wearing their seat belts. The motorcycle rider was wearing a helmet.

All three male drivers from Blackfoot succumbed to their injuries at scene.

SH39 was blocked in both directions for four and a half hours. All lanes are back open.

This incident remains under investigation by the Idaho State Police.

Detectives with the Idaho State Police are asking for the public's help with information about the disappearance of Michael Murphy.

Michael Murphy was last seen in March 2018. At the time of his disappearance, he was living in the Lewiston/Clarkston area. Michael is a Native American male, approximately 6'2" tall with brown hair and brown eyes. He is medium build and was 26 years old at the time of his disappearance.

ISP Detective Joe Lake who has been working on Michael's case since 2019 said this about the investigation, "Michael was beloved by his family and friends, and it is our sincere hope that we can locate Michael and return him to his family".

Idaho State Police is investigating a vehicle collision that occurred at approximately 11:48 a.m., on June 21, 2022, at the intersection of S 1700 E and E 2950 S in Gooding County.

A 31-year-old man from Rupert was driving a 2013 Kenworth semi pulling an empty trailer northbound on 1700 E. A 34-year-old Gooding County Deputy was driving a 2018 Ram 1500 pickup westbound on 2950 S. The Kenworth appears to have run the stop sign and collided with the Ram pickup. Both vehicles caught fire.

The driver of the Ram pickup was transported by air ambulance to a local area hospital. The driver of Kenworth was not transported.

The intersection of S 1700 E and E 2950 S has been blocked since 11:48 am. Currently 2950 S is open, but 1700 E remains blocked.

This incident remains under investigation by the Idaho State Police.

Idaho State Police was assisted at scene by, Gooding EMS, Wendell City and Rural Fire Department, Hagerman Fire Department, and Wendell Rural Fire Department.

On June 19, 2022, approximately 3:10 a.m., Idaho State Police responded to a single vehicle crash, northbound on US 95 near milepost 236.9, Idaho County, Idaho. The vehicle, a 2007 Audi, was traveling northbound on US 95 near milepost 236. The male driver, 21, fell asleep, causing the vehicle to cross the center line, and exit the roadway on the left shoulder. The vehicle traveled down the embankment, overturning, landing approximately 30 yards down the embankment. Both the driver and the female passenger were transported, via ambulance to a nearby hospital. Neither occupant was wearing a seatbelt. The investigation is ongoing by the Idaho State Police.

A Volvo semi pulling a trailer, driven by a 45-year-old male from Homestead, Florida, was travelling eastbound on Interstate 90 when a 2009 Chevrolet Silverado driven by a 36-year-old female from Medimont, Idaho was traveling westbound in the eastbound lanes of Interstate 90. The Chevrolet collided with the Volvo head on.

The driver of the Volvo along with his passenger a 45-year-old female from Homestead, Florida were wearing their seatbelts and were transported to the hospital via ground ambulance. The driver of the Chevrolet was wearing her seatbelt and was deceased on scene.

Next of kin has been notified
The roadway was blocked for approximately 3 and a half hours to allow emergency responders to help those involved.

On Sunday, June 12, 2022, at approximately 9:15 p.m., the Idaho State Police investigated a double fatality crash on Interstate 184 on the West Fairview Road on-ramp in Ada County.

A juvenile was driving eastbound in a small passenger car, when it lost control and left the roadway, went off the right shoulder and struck a light pole, where it came to rest on the driver's side.

The on-ramp was blocked for approximately two hours and 30 minutes.

All occupants were wearing seat belts.

On Sunday June 12, 2022, at 1:05 p.m., Idaho State Police responded to an incident on I-84 at milepost 167, near Jerome.

A 57 year old man from North Ogden, Utah, was driving a 2019 Peterbuilt semi truck towing a 2021 Dutchman toy hauler trailer, westbound on I-84 at milepost 167, near Jerome. The truck and trailer caught on fire. The driver was able to stop and get out of the vehicle to safety.

Currently right lane is blocked and there is congestion in the area. Crews will be in the area cleaning the scene for an extended amount of time.

The incident is under investigation by Idaho State Police.

Idaho State Police is investigating a vehicle collision that occurred on June 12, 2022, at 1:45 a.m. northbound I15 at milepost 118, south of Idaho Falls.

A 27-year-old male from Canada, was driving a 2022 Volvo semi pulling a trailer loaded with fertilizer. The semi was traveling southbound near milepost 117 where it appears to have failed to negotiate a curve. It drove off the left shoulder and into the guardrail. The semi then continued through the median, crossing both northbound lanes where it came to rest on the passenger side underneath the Pancheri overpass.

There was no observed damage to the bridge. Both northbound lanes are closed at this time for recovery of the vehicle. The southbound left lane is currently closed due to debris. The Idaho Transportation Department is maintaining the road closure until recovery is complete. The closure is from milepost 116 to the 118.

The driver was wearing a seatbelt and was not transported. Idaho State Police was assisted by Idaho Falls Police Department, Bonneville County Sherriff's Office, and the Idaho Transportation Department.

This incident is still under investigation by the Idaho State Police.

Idaho State Police is investigating a three-vehicle collision that occurred on Friday, June 10, 2022, at 12:33 p.m. on US26 at Iona Road, in Idaho Falls.

A 63-year-old male from Ammon was travelling eastbound on Iona Road in a Chevrolet Silverado pickup truck. The driver of the Silverado failed to yield from a stop sign and struck a Ford Transit van, driven by a 28-year-old male, from Arco, who was travelling northbound on Yellowstone Road. Idaho State Police is investigating a fatal vehicle collision that occurred at 6:56 P.M. on June 8th, 2022, on Interstate-15 at milepost 140 in Jefferson County.

A 35 year old male from Idaho Falls driving a Chevrolet Silverado was driving southbound in the northbound lanes of Interstate-15 near milepost 140 where he encountered a juvenile driving a GMC Sierra Pickup. The vehicles collided. The GMC came to rest on its roof in the middle of the lanes. The Silverado came to rest in the median.

The driver of the Chevrolet Silverado was pronounced dead on scene. He was wearing his seatbelt. The juvenile was wearing a seatbelt and required extrication from the GMC before being transported to a nearby hospital via ground ambulance.

The northbound lanes of Interstate-15 were blocked for approximately two and a half hours while emergency responders assisted those involved and cleared the scene. This incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a two-vehicle collision that occurred at 6:18 p.m. on June 8, 2022, at eastbound I-84, near milepost 66, east of Boise.

A 32-year-old male driving a Chevrolet Corvette and a 60-year-old male driving a 2019 Freightliner semi pulling a single trailer were traveling eastbound on I-84. The Corvette struck the Freightliner, rolled and came to rest in the median. The eastbound lanes were blocked for approximately 2 hours, while crews worked to clear the scene.

The driver of the Corvette was transported via ground ambulance to a local hospital. The driver of the Corvette was not wearing a seat belt; the driver of the Freightliner was wearing a seat belt.

The incident remains under investigation by Idaho State Police.

On June 5, 2022, Idaho State Police stopped a Hyundai Santa Fe traveling northbound on I15 in the Idaho Falls area. During the course of the stop, probable cause for a search of the vehicle was obtained. A search of the vehicle resulted in the discovery of nearly 2,000 Fentanyl pills located inside the vehicle. The pills had an estimated $55,000 street value at their destination location. Methamphetamine, Marijuana, and a loaded firearm were also located in the vehicle.
As a result of the stop, two Minnesota females ages 36 and 38 years were arrested and booked at the Bonneville County jail for the following charges:

Felony-Felon in Possession of a Firearm
Felony-Possession of Fentanyl with intent to Deliver
Felony-Possession of Methamphetamine with intent to Deliver
Misdemeanor-Violation of a Protection Order
Misdemeanor-Possession of Marijuana
Misdemeanor-Possession of Drug Paraphernalia

The 38 year old female was also charged with Misdemeanor-Providing False Identity. Two non-US Citizen males ages 20 and 43 were arrested for Misdemeanor-Possession of Drug Paraphernalia. This case in under investigation by the Idaho State Police.

On Monday, June 6, 2022, at approximately 3:32 p.m., the Idaho State Police investigated a property damage crash on I15 southbound near Malad, in Oneida County.

A 48-year-old female, from Inkom, was driving a 2018 Peterbilt pulling double trailers loaded with wheat. She was traveling southbound on I15 approaching milepost 11. The rear trailer disconnected from the lead trailer, lost control and tipped over blocking both lanes. The lanes were blocked for 3.5 hours. Traffic was able to get around the crash using the right shoulder.

This crash was investigated by the Idaho State Police with assistance from the Oneida County Sheriff's Office, and the Idaho Transportation Department.

The Idaho State Police is investigating a two-vehicle collision that occurred just before 2:33 pm on June 4th, 2022, in Bonner County, Idaho. The crash occurred on State Highway 57 near mile post 21, just south of Priest Lake. A 41-year-old male, from Priest River, Idaho, was driving a gray 1998 Mazda pickup, northbound on State Highway 57, when he went left of center and entered the southbound lane. A 44-year-old man, from Coeur d?Alene, Idaho, driving a gray 2021 Ford F150 pulling a trail trailer, was traveling southbound on State Highway 57. The two vehicles collided head-on, on a curve in the roadway. The driver of the Mazda pickup succumbed to his injuries at the scene. He was not wearing a seat belt. The driver of the Ford was wearing a seat belt and had non-life-threatening injuries. The crash remains under investigation by the Idaho State Police. Notifications have been made to next of kin. Today, June 2, 2022, the Idaho Peace Officers Standards and Training (POST) Academy received accreditation status by the International Association of Directors of Law Enforcement Standards and Training (IADLEST). The award was presented by IADLEST Executive Director Mike Becar at the quarterly Idaho POST Council meeting.

In 2021, assigned assessors from IADLEST conducted a web-based assessment reviewing all of POST's policies and procedures. In March of 2022, a second assessment team spent two days on-site at the POST Academy campus, reviewing the agency's compliance with nationally established IADLEST standards. The assessors inspected the POST Academy; interviewed employees, instructors, and students; and viewed actual training in the high liability topics of firearms, emergency vehicle operation and defensive tactics to determine that the POST Academy met the requirements of a highly regarded law enforcement training organization. The assessors found that indeed POST was compliant with all these standards and was successfully accredited for the first time in POST's history. Notably, POST received IADLEST's highest Academy accreditation score awarded to date and achieved their highest Award of Excellence designation.

The purpose of the IADLEST Law Enforcement Academy Accreditation Program is to evaluate and improve the operational viability of academies by sharing and recommending industry best practices. Accreditation is a voluntary process. Attaining an accredited status is a significant accomplishment for the members of the agency, but more importantly, it denotes the quality of service the academy provides the law enforcement community and the citizens it serves. To receive accreditation, candidate academies must maintain policies that are consistent with the 54 IADLEST Academy standards. During an assessment, the academies present "proofs of compliance" which demonstrate the academy's practices in accordance with these policies.

Ultimately, the biggest beneficiaries of having an accredited academy are the officers themselves and the communities they serve. The officer benefits by receiving quality, targeted training that prepares the officer to be successful in the officer's career and in the community. The community benefits by being assured its officers have been trained to the highest levels with training that utilizes model practices and standards and has been developed with community expectations and the police mission as the foundation.

POST Administrator Brad Johnson states, "I am tremendously proud of the way our staff worked together as a team to achieve this recognition. For us, it was fortunately more a matter of documenting and demonstrating the high standards that Idaho POST models, rather than an effort to establish substantially new policy and practice. Achieving the IADLEST Award of Excellence demonstrates that POST is a national leader in our profession and marks a significant milestone in our Relentless Pursuit of Excellence".

Although the accreditation process is arduous, the benefits of accreditation are well-known. Primarily, accreditation serves to demonstrate adherence to national standards, add defensibility via an objective and thorough certification process, comply with statewide standards and practices, increase marketability due to validation of high caliber training and practices, and enhance implementation of best practices. The result of this process proves to POST's stakeholder agencies and the citizens of Idaho that the POST Academy is committed to serving in the most professional and competent manner. The Idaho POST Academy will maintain an accredited status until June of 2025, at which time it will again be assessed to ensure compliance and to see re-accreditation.

Idaho State Police is investigating a collision that occurred on May 31, 2022, at approximately 1643 hours on US Highway 12 near milepost 34 in Clearwater County, Idaho. The 36 year old driver from Juliaetta, Idaho, was driving westbound on US Highway 12 near milepost 39 when she was stung on her face by a bee. The driver approached milepost 34 and lost consciousness. The driver drove the vehicle off of the right shoulder and crashed into a tree. The tree blocked the vehicle from falling into the Clearwater River.The driver was transported by EMS to a nearby hospital where she was treated for her injuries. The driver was wearing her seatbelt at the time of the crash and there was no indication that the driver was driving impaired. Both lanes of travel resumed to normal traffic flow approximately an hour and a half later. The incident remains under investigation by the Idaho State Police.
