Idaho State Police is investigating a fatal vehicle collision that occurred at approximately 2:12 p.m., on December 30, 2021, on Karcher Road near S. Indiana Avenue, in Canyon County.

A 32-year-old male from Nampa, Idaho, was driving a Ford F250 pickup westbound on Karcher Road. A 30-year-old male from Centennial, Colorado, was driving a Freightliner Semi pulling two trailers eastbound on Karcher Road. The preliminary investigation indicates the Ford F250 crossed the center line colliding with the Freightliner head-on. The driver of the Ford F250 succumbed to his injuries at the scene. Working with the Canyon County Coroner, next of kin have been notified. The driver of the Ford F250 was not wearing a seatbelt. The driver of the Freightliner was wearing a seatbelt.

The roadway was blocked for approximately six hours while crews worked to clear the scene.

The incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a crash that occurred on Wednesday, December 29, 2021, at 3:47 PM, eastbound on I84 at mile marker 44, in Meridian, in Ada County.

A 67-year-old man from Boise, was driving a 2005 Ford F150. A 34-year-old man from Boise, was driving a 2001 Ford F150. Both vehicles were traveling eastbound on I84 when the 2005 Ford slid off the road into the gore between I84 and the on-ramp. The 2001 Ford left the roadway, struck the 67-year-old man, who had exited his vehicle, and rolled.

The 67-year-old man succumbed to his injures at the scene. Next of kin has been notified. The 34-year-old man was wearing a seatbelt and was not transported.

Two lanes of I84 were blocked for approximately two hours.

DUI Education and Enforcement stretches from Border to Border on New Year's Eve

Members of the Idaho State Police are joining colleagues throughout the Western U.S. in urging drivers to buckle up and drive safe and sober this New Year's Eve. It's a unified effort from the Western States Traffic Safety Coalition (WSTSC) to keep people safe on our roadways and prevent DUI-related injuries.

"The safety of people on our roadways is a priority and this is a unified message from our partner agencies border to border - Slow down! Drive sober and pay attention!" Said Colonel Kedrick Wills, Director of the Idaho State Police. "We appreciate our partner agencies who work together to keep dangerous drivers off our roads. Coming together across state borders strengthens the message that that DUI-related fatalities and injuries are preventable and impaired driving is not acceptable."

This effort comes at a time when celebrations often include alcohol, and traffic fatalities across Idaho are at a 15-year high*.

"As strong and dedicated as this unified effort is from law enforcement, support from our communities is essential. We each can make a difference by making safe driving habits a priority for ourselves and our friends and family." Said Colonel Wills. "We can remind our loved ones to drive sober, drive at safe speeds, put the phone down, and buckle up. If we can each do these things for ourselves, more families will stay safe and whole."

- Last year over New Year's weekend, between Thursday, December 31, 2020, and Sunday, January 3, 2021, Idaho State Police Troopers arrested 52 people charged with driving under the influence.**

- Traffic fatalities in Idaho are at a 15-year high. As of Dec 16, 2021, the ITD Office of Highway Safety reports at least 254 people have been killed in traffic crashes. That compares to 195 traffic fatalities through the same date last year and the most fatalities in a single year since 2006.*

- Between 2016 and 2020, 36% of all fatal crashes in Idaho were related to impaired driving.*

- In 2020, 43% of all fatalities were the result of an impaired driving crash in Idaho, and only 29% of the vehicle occupants killed in those crashes were wearing a seat belt.*

- Between January 1, and December 15, 2021, Troopers with the Idaho State Police have located and charged 1,453 drivers with impaired driving-related criminal offenses. **

ISP continues to be part of a statewide law enforcement effort to provide extra DUI patrols between December 17 and New Year's Eve weekend.

What can you do?

- Talk with friends and family about the importance of driving sober and, as a passenger, never getting into a vehicle with a driver who may be under the influence of drugs or alcohol.
- Plan your safe ride home before alcohol clouds your judgment,
- Choose a non-drinking friend as a designated driver;
- Arrange for a ride share service or taxi.
- If you're hosting a party where alcohol will be served, serve non-alcoholic beverage options.
- If someone you know is about to drink and drive, take the keys away and help with arrangements to get them a safe ride.
- Always wear your seat belt - it's your best defense against impaired drivers.

Final Backlogged Sexual Assault Kit has been Tested
"A major step in building trust among sexual assault survivors"

Idaho State Police Forensic Services (ISPFS) announces a major milestone in the five-year effort to test all sexual assault evidence kits in Idaho. The last previously untested sexual assault kit in Idaho identified as needing and eligible for testing during a 2016 audit has been completed.

The final test means all kits identified in the 2016 audit as needing to be submitted to the lab, or already in the lab at that point, have now been completed, with reports provided to investigators and prosecutors, and any hits in the National DNA Index System (CODIS) provided to local law enforcement for further follow-up.

"This is a major step in building trust among sexual assault survivors, for assisting law enforcement, and providing critical information to policymakers," said Matthew Gamette, Laboratory System Director of Idaho State Police Forensic Services. "Overall, the completion of these previously unsubmitted kits in Idaho is part of a bigger initiative to keep Idaho communities safe and combat the crime of sexual assault."

Idaho leads the nation in addressing this important issue, said Gamette. ISPFS is leading the statewide multidisciplinary team that's addressing culture change as it relates to investigation, prosecution, and treatment of sexual assault survivors. Idaho has passed aggressive laws to test and retain evidence kits, implemented the first fully functional statewide sexual assault kit tracking system, and worked to ensure survivors of this crime are cared for. Using grant funding, ISPFS is working to ensure local communities have a coordinated effort, including specially trained nurses to combat sexual assault and assist survivors. ISPFS is training medical providers in every Idaho community to better engage with and assist sexual assault survivors and helping coordinate local multidisciplinary teams intended to provide a comprehensive sexual assault response for the needs of both survivors and Idaho's criminal justice system.

Five Year Undertaking

"Our management and scientific staff recognized the critical importance of this work and put in exceptional effort to complete this project. I am proud of their accomplishment and what it means for solving and prosecuting crime in Idaho," said Colonel Kedrick Wills of the Idaho State Police.

ISPFS staff processed the majority of these kits in Idaho at the Meridian laboratory facility and worked diligently on this project while continuing to process current sexual assault cases and other DNA cases submitted. ISPFS accomplished this important work while receiving a huge increase in DNA cases into the lab, at some points between 2016 and 2021, an increase of more than 365%.

"ISP is extremely grateful to our amazing biology/DNA scientists for their dedicated and diligent efforts to address these crimes in Idaho. ISPFS performed a complete and comprehensive analysis of every kit and every swab was analyzed to ensure that all measures were taken, or could be taken, to address these crimes in Idaho. This project was a remarkable undertaking by the laboratory." Said Gamette.

ISPFS appreciates the FBI laboratory for their help processing some of the kits under a collaborative agreement. No kits were outsourced to private laboratories. All CODIS entries for cases worked in Idaho were made by ISPFS, which accounted for a significant amount of work by ISPFS staff.

About Sexual Assault Kit Tracking

The kits are a collection of physical evidence, including DNA samples, taken from sexual assault victims. Evidence collected can identify suspects or exonerate those wrongfully accused.

Prior to 2016, Idaho, like other states, had no statewide requirement on whether a sexual assault kit, once collected, had to be sent to a lab for processing. Nor was there any system to track the kits. However, following action by the Idaho Legislature in 2016, efforts have been underway to track and process all eligible kits and provide regular reports to the legislature and law enforcement.

As of this month, every evidence kit currently in existence in Idaho has now been entered into the kit tracking software developed in-house by ISP IT experts. This software, because of its exceptional efficiency, has been offered at no cost and is now in use by a number of agencies as others look to follow Idaho's lead and improve their evidence tracking system for the crime of sexual assault.

Public Reporting

The Idaho sexual assault kit data is available in real-time on the public ISP website for public transparency and survivor information. Every kit collected in Idaho and any kit existing in the state of Idaho is accounted for in this system. ISPFS provides monthly and annual reports to the Idaho legislature regarding the status of sexual assault kit tracking and processing in Idaho. ISPFS now has a full-time sexual assault kit tracking system coordinator to work with medical facilities, law enforcement agencies, and prosecutors to ensure the information in the kit tracking system is accurate.

Grant Funding and Appreciation

ISPFS expresses appreciation to our collaborators at the Department of Justice, National Institute of Justice, and Bureau of Justice Assistance for the DNA Capacity Enhancement and Backlog Reduction grant. This funding has allowed ISPFS to hire additional staff to address the previously unsubmitted sexual assault kits. These staff will now transition from this project to helping the laboratory improve turnaround time on current cases, including violent crime and property crimes that impact the safety, lives, property, and constitutional rights of people in Idaho. It's a strategic goal for ISPFS to work all DNA cases in the state of Idaho in under 30 days.

"These grants will make a huge difference in the state of Idaho. The Idaho State Police and the people of ISP Forensic Services are proud to lead the initiative to provide care and work toward justice for sexual assault survivors." Said Gamette.

Idaho State Police are investigating a two-vehicle collision that occurred Monday, December 27th, at approximately 09:54 AM, on US-95 at Dufort Road near Sagle, ID, in Bonner County.

A John Deere utility vehicle, driven by an 84-year-old male from Sagle, ID, was travelling eastbound attempting to cross US-95 from Dufort Rd to E. Dufort Rd when it was struck on the passenger side by a 2005 Chevrolet Silverado, driven by a 70-year-old male from Kalispell, MT, which was traveling northbound on US-95.

The driver of the Silverado was wearing a seatbelt and sustained no injuries. The driver of the John Deere was not wearing a seatbelt, was ejected from the John Deere utility vehicle and succumbed to his injuries at the scene.

The Idaho State Police along with the Bonner County Coroner have made next of kin notification.

The intersection of US-95 and Dufort Rd was partially blocked for approximately 3-hours.

The incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a vehicle collision that occurred at 12:35 A.M. on December 24th, 2021, on State Highway 51 at milepost 29 in Owyhee County.

The driver of a Chevrolet 4D Sedan was traveling southbound on State Highway 51 through open range and struck a cow that was standing in the lane of travel. The Chevrolet left the roadway and the cow stayed in the road. Shortly after, the driver of a Lincoln Standard was traveling southbound and struck the same cow. The Lincoln came to rest in the northbound lane of travel.

The occupants of the Chevrolet were transported by ground ambulance to a nearby hospital. A minor in the Lincoln was transported by family members to a nearby hospital. The occupants of the Chevrolet and the Lincoln were wearing their seatbelts. The northbound lanes of State Highway 51 were blocked for approximately four hours while emergency responders worked to assist those involved and clear the scene.

This incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a two-vehicle collision that occurred at 4:30 P.M., on December 23rd, 2021, on US30 near milepost 333, in Bannock County.
The driver of a GMC Yukon was traveling eastbound on US30 passing milepost 333 when it left its lane of travel and went into oncoming traffic and struck a Kenworth semi-truck traveling westbound. Both vehicles came to rest blocking the east and westbound lanes of travel.
The Yukon was occupied by a juvenile driver and passenger. Both subjects were transported by ground ambulance to a nearby hospital. The driver of the Kenworth semi-truck was driven by a 49-year-old male from Idaho Falls. He was wearing his seatbelt.
Traffic on US30 was blocked in both directions for approximately four hours to allow emergency responders to assist those involved and clear the scene.

A 94-year-old male from Eagle, ID, was driving a Toyota Tacoma pickup truck northbound on Bogus Basin Rd. The vehicle left the roadway, overturned, and came to rest approximately 300 feet down a ravine.

Troopers arrest man on multiple felonies including Aggravated DUI
------------------------------------------------------------------------

Idaho State Police Troopers arrested a man on multiple felonies after a Trooper witnessed a vehicle driving at an estimated 100 mph on Interstate 15 in Bannock County.

The Trooper was on patrol December 21, 2021, when shortly after 8:00 p.m., he witnessed a black Hyundai sedan pass him at a high rate of speed on northbound I-15 north of Pocatello. The Trooper immediately activated his emergency lights in an attempt to stop the vehicle. The driver did not stop and continued at a high rate of speed, exiting the interstate at E. Ross Fork Road and turning south onto Hiline Road. The suspect vehicle attempted a turn but lost control and rolled off the right shoulder.

As the Trooper approached the vehicle, the driver got out of the car and was immediately taken into custody. Looking into the vehicle, the Trooper could see three occupants, an adult female, and two juveniles. All were wearing seat belts. All occupants and the driver were transported via ground ambulance to a nearby hospital. Injuries to the juveniles were minor. The driver was also treated and released. Upon medical release, Troopers arrested the driver. He was booked into the Bannock County Jail on the following charges:

At approximately 8:28 a.m. on Tuesday, December 21, 2021, Idaho State Police investigated a two-vehicle, injury crash at the intersection of SH19 and Munn Ave. in Canyon County, approximately 3.5 miles west of Caldwell.

A 24-year-old male from Caldwell was southbound on Munn Ave. in a 2012 Kenworth pulling a single trailer. It was stopped at the stop sign, prepared to make a left turn onto SH19. A 22-year-old man from Boise was westbound on SH19 in a 2007 Chrysler PT Cruiser.

The Kenworth semi made a left turn onto SH19. Due to fog in the area, there was low visibility. The Chrysler struck the side of the semi-trailer. Both vehicles came to rest in the intersection. All lanes of travel were blocked for approximately one hour. Both drivers were wearing their seatbelt.

The driver of the Chrysler was transported to a local hospital by ground ambulance.

The crash is under investigation by the Idaho State Police.

At approximately 3:15 p.m. on Tuesday, December 21, 2021, Idaho State Police investigated a two-vehicle, injury crash at the intersection of Ustick Road and Weitz Road in Canyon County.

A 53-year-old male from Caldwell was southbound on Weitz Road in a 2005 GMC pickup. A 56-year-old female from Caldwell was westbound on Ustick Road in a 2015 Toyota RAV4.

The GMC failed to stop at a stop sign and struck the Toyota on the passenger side. Both vehicles came to rest off the road on the southwest side of the intersection.

The female driver was wearing her seatbelt; the male driver was not. Both drivers were transported to a local hospital by ground ambulance. The intersection was blocked for approximately three hours.

The crash is under investigation by the Idaho State Police.

A 68-year-old male from Howe, Idaho, was driving a 2008 Ford F350 pickup pulling a 2016 Titan trailer. The vehicle was traveling northwest on Lost River Highway. The male lost control of the pickup, drove off the left shoulder, the pickup rolled and came to rest near N. Sunny Road. The driver succumbed to his injuries at the scene. The male was not wearing a seat belt. Next of kin have been notified.

Update: ISP Troopers in the Treasure Valley arrest 20 for DUI over the weekend

Troopers with the Idaho State Police arrested 20 drivers for DUI in Ada and Canyon over the weekend. In all, 30 DUI arrests were made between Friday night and early Sunday morning by a multi-agency DUI emphasis patrol. It's the first weekend of a two-week effort to increase DUI patrols and decrease the number of DUI drivers and crashes.

"We're working with the community to emphasize safe, sober driving, but for those who make the choice to get behind the wheel after drinking, enforcement including arrest is what these extra patrols are for," said Trooper Jeffrey Baxter of the Idaho State Police District 3 DUI Team. "Highway fatalities have increased in Idaho this year and we know a good percentage of crashes are related to impaired driving. That's what we work to prevent."

In addition to the 30 DUI arrests Friday night into Sunday morning in Ada and Canyon Counties, the multi-agency DUI emphasis patrols also resulted in:

- 1 eluding police charge
- 1 felony drug charge
- 11 misdemeanor drug charges
- 2 warrant arrests
- 8 speeding citations
- 8 DL violations
- 1 Reckless driving arrest

"The most important number is the one we'll never know, the number of people not injured in a DUI crash," said Trooper Baxter. "But we know more families are whole today because of the education and enforcement surrounding these patrols."

Idaho State Police is investigating a crash on US-20 near milepost 317, west of Rigby, that occurred on Sunday, December 19, 2021, at approximately 8:55 a.m.

Traffic was slowed due to an incident on the westbound lanes of US-20. A female, 26, from Rexburg, Idaho, was driving eastbound on US-20 in a 2007 Ford Fusion. She failed to slow for traffic and rear-ended a 2014 Honda Civic driven by a female, 54, from Rigby, Idaho. All occupants were wearing their seatbelts. The 54-year-old female succumbed to her injuries at the scene of the crash. Notification to family has been made.

Troopers with the Idaho State Police are joining law enforcement agencies throughout the state this holiday with increased patrols to remove DUI drivers from Idaho roadways. The effort comes at a time when many celebrations often include alcohol, and traffic fatalities across Idaho are at a 15-year high according to the Idaho Transportation Department Office of Highway Safety.

"Putting others at risk with dangerous driving behavior is simply not acceptable. ISP Troopers join our partner agencies and our communities in having zero tolerance for impaired driving," said Sgt. Justin Scotch of the Idaho State Police District 1 DUI Team based in Coeur d'Alene.

"When holiday celebrations include alcohol, we need folks to think and plan ahead for a safe, sober ride home. A trip with a rideshare, taxi, or designated driver is a lot better than a trip to jail." Said Sgt. Scotch.

Idaho State Police DUI efforts will increase statewide beginning Friday, December 17, and through New Year's Eve weekend. DUI education and enforcement is intended to keep families safe and whole every day, including through this holiday season.

- Traffic fatalities in Idaho are at a 15-year high. So far this year, ITD OHS reports at least 254 people have been killed in traffic crashes. That compares to 195 traffic fatalities through this date last year, and the most fatalities in a single year since 2006.

- Between 2016 and 2020, 36% of all fatal crashes in Idaho were related to impaired driving, according to the ITD OHS.

- Between January 1, and December 15, 2021, Troopers with the Idaho State Police have located and charged 1,453 drivers with impaired driving-related criminal offenses.

ISP Troopers appreciate the support of partner agencies and are exceptionally grateful for community support, including volunteers from Mothers Against Drunk Driving.

"We are aware that behind every fatal crash is a family who will forever feel broken by the loss of a loved one. As crash investigators, we talk with those families and many volunteers with MADD are families who continue to feel those losses," said Sgt. Curt Sproat of the Idaho State Police District 3 DUI Team based in Meridian.

"Together as a community, we need to make safe, sober driving the standard in this great state."

What can you do?
- Talk with friends and family about the importance of driving sober and, as a passenger, never getting into a vehicle with a driver who may be under the influence of drugs or alcohol.
- Plan your safe ride home before alcohol clouds your judgment;
- Choose a non-drinking friend as a designated driver;

- If you're hosting a party where alcohol will be served, serve non-alcoholic beverage options.

Idaho State Police is investigating a single-vehicle injury crash which occurred at 10:55 a.m., on Friday, December 10, 2021. The crash happened westbound on State Highway 28 at milepost 52, just north of Lone Pine.

The driver of a 2018 Freightliner truck was traveling westbound when he drove off the right shoulder, overcorrected, and rolled the vehicle onto the west shoulder. The vehicle lost fuel, which was contained at scene. The Freightliner was occupied by a 24-year-old male from Rexburg. He was not wearing a seatbelt and was transported to the hospital via ground ambulance.

SH28 was reduced to one lane of travel for approximately 5 hours. All lanes are open.

Two New Reports: Crossover Youth, Recidivism released from the Idaho Statistical Analysis Center

The Idaho Statistical Analysis Center (ISAC) is pleased to announce the recent release of two new research reports intended to help improve public safety and assist Idahoans involved in the criminal justice system. The reports focus on a pilot project involving crossover youth and recidivism rates among Idaho's felony offenders. Both reports were paid for by a grant from the U.S. Bureau of Justice Statistics.



Crossover Youth in Eastern Idaho: Results from the District 6 Crossover Youth Practice Model Pilot Project

This report presents the results of a pilot project in Bannock, Onedia, and Power Counties. Stakeholders from across the juvenile justice and child welfare systems came together in 2019 to begin implementing the Crossover Youth Practice Model (CYPM). Fully implemented in February 2020, the CYPM aims to better serve these youth by streamlining services for "crossover youth", defined as youth involved in both the juvenile justice and child welfare systems.

The CYPM is bringing together stakeholders from both systems to create joint case management plans that provide the most appropriate services to crossover youth in a more efficient manner. The ISAC study found evidence of the pilot project's success, in that youth who "crossed over" after the CYPM was implemented experienced better outcomes on a wide range of measures as compared to youth who crossed over prior to CYPM implementation.

"Our hope is this report will be reviewed by stakeholders statewide, including by those who are already taking steps to better support these youth. The CYPM has been a lot of work for the stakeholders in these counties, but the data we found shows it's working." Said Thomas Strauss, Principal Research Analyst with the Idaho Statistical Analysis Center.

Recidivism Rates Among the Idaho Department of Correction's Supervised Population

This ISAC study presents results of a large recidivism study of felony offenders in Idaho. ISAC used data from the Idaho Department of Correction (IDOC) and the Idaho Supreme Court (ISC) to determine 3-year recidivism rates among felony offenders in Idaho, utilizing five definitions of recidivism.

"Studying recidivism impacts future victims of crime and also aids those working to create more positive, productive outcomes for those being released from Idaho prisons. This study identified trends and also confirmed the need for more study in this area with the potential to have a profound impact on the lives and safety of Idahoans," said Strauss.

ISAC used a series of analyses to determine actual and expected recidivism rates, as well as predictive demographic factors, for a group of more than 40,000 felony offenders under IDOC supervision between 2010 and 2017. Expected recidivism rates ranged from a low of 10% (technical probation/parole violations) to a high of 41% (charged with a new crime) three years after being released to the community from prison or being placed on probation. Slightly less than half of those recidivism events occurring within the first year.

Across all recidivism types studied, demographic analysis showed being younger and male significantly increased the odds of an offender experiencing a recidivism event within their first three years in the community. The wide range in recidivism rates across the five definitions used in this study has implications for how recidivism should be studied in Idaho in the future, which ISAC also outlines in the report.

Several pounds of meth and marijuana located during a traffic stop

Tuesday, December 7, shortly before 1:00 p.m., an Idaho State Trooper observed the driver of a Ford sedan traveling north on Interstate 15 in Bingham County make a lane change without signaling. The Trooper stopped the vehicle and speaking with the driver, found evidence of drug use. During a search of the vehicle, Troopers located several large bags of raw marijuana and three large baggies containing a white substance that tested presumptive positive for methamphetamine. In all, more than four pounds of marijuana and nearly three pounds of meth were found in the suspect's possession.

Troopers arrested the driver and booked him into the Bingham County Jail on the following charges:

Arrested: Wesley V. Long, 56, Helena, MT

Charged: Drug-Trafficking in Methamphetamine (F)
Drug-Trafficking in Marijuana (F)
Possession of Drug Paraphernalia (m)

In addition, the suspect has been charged with an Enhancement as a Persistent Violator (F).

"We all use our highways to drive to work or travel with our families, yet drug traffickers use the highways too," said Captain Chris Weadick of ISP District 6 in Idaho Falls.

"The training and experience of ISP Troopers helps them locate a significant amount of illegal drugs, but it's only a fraction of what's out there. While our Troopers keep doing all they can, and we hope sharing this information helps us all understand the relentless consistency of the illegal drug trade. It's this education, combined with support services for those addicted and more discussions on how to keep families healthy and strong that will keep our communities safe."

Arrest of Minnesota Fugitive follows Training on Child Protection Interdiction

On November 30, 2021, an Idaho State Police Trooper arrested a Minnesota man on a fugitive warrant following a traffic stop. During the stop, the Trooper learned the man had recently been convicted of multiple child sex abuse charges in Hennepin County, Minnesota, and the man was violating his parole by being in Idaho without permission from the Minnesota court.

Arrested: Aaron J. Hjermstad, 42, Cannon Falls, Minnesota.
Charge: Fugitive Warrant

Troopers booked the suspect into the Bonneville County Jail on the fugitive warrant. During the arrest, Troopers located and seized several electronic items found inside the suspect's vehicle possibly connected to the Minnesota charges. The items will be sent to the Idaho State Police Cyber Crimes Unit for forensic analysis.

Recent Training for the Protection of Children

The arresting Trooper is a member of the Idaho State Police Criminal Interdiction Team. He and others recently attended a training hosted by the Idaho State Police in Idaho Falls that focused on interdiction efforts for the protection of children. The training instructed officers on how to better identify victims and investigate suspects involved in child sex crimes and human trafficking.

"ISP and all our local partners are very committed to protecting children everywhere from violence and abuse," said Captain Chris Weadick of Idaho State Police District 6 in Idaho Falls.

"Knowing how to identify endangered children and threats to children is a very high priority, and some of the investigative techniques taught at this recent training are already in use by Troopers patrolling our highways."

The two-day training course hosted by the Idaho State Police was held November 9 and 10 at the Bonneville County Sheriff's Office in Ammon. The Wyoming Division of Victim Services presented the training with assistance from ISP criminal interdiction experts. A number of representatives from Eastern Idaho law enforcement agencies attended.

"We can't know for sure, but with our Troopers arrest of the fugitive from Minnesota on Tuesday, we may have stopped a criminal suspect before more harm was done," said Captain Weadick.

"This training was a victim-centered approach that presented the best research and practices to understand behavioral patterns of both suspects and victims, and how officers can work with partner agencies to investigate and get victims help."

The investigation into the fugitive Hjermstad revealed he was a former teacher and coach who fled Minnesota prior to his sentencing on multiple sex crime convictions.

Idaho State Police is investigating a crash that occurred south of Ft. Hall on December 1, 2021, at approximately 2:06 p.m.

A 25-year-old male from Idaho Falls was driving southbound on Interstate 15 near milepost 77 in a 2002 Chevrolet Trailblazer. The driver swerved to miss tire tread in the lane of travel and lost control of the vehicle. The vehicle rolled and came to rest on its wheels in the left lane.

Also in the vehicle were a 23-year-old female from Idaho Falls and a juvenile. All occupants of the vehicle were wearing safety restraints, and transported by ground ambulance to a local hospital

Southbound Interstate 15 was blocked for approximately an hour.

Troopers Remind Motorists to SLOW DOWN MOVE OVER after a Trooper is transported to the hospital following a collision

Idaho State Police is investigating a six-car collision that occurred this morning at 9:51 A.M. on eastbound Interstate 84 at S. Ten Mile Road in Ada County. The only reported injury involved an Idaho State Police Trooper who was forced to quickly jump back and went over a concrete barrier avoiding being hit.

The ISP patrol vehicle was stopped in the median as the Trooper assisted a stranded motorist with a flat tire. The Trooper was wearing a yellow safety vest. His patrol car was parked behind the stranded vehicle, a Toyota sedan, with its emergency lights activated.

The preliminary investigation indicates one vehicle began to slow prior to passing the patrol car. That vehicle was hit by another, causing a chain reaction of four eastbound vehicles. Two involved pickups were pushed left, sideswiping the parked patrol car and hitting the rear of the Toyota. The owner of the Toyota who was also standing outside his vehicle reported minor injuries but was not transported.

The Trooper was transported via ground ambulance to a nearby hospital. He was released with minor injuries. ISP wants to thank passing motorists who witnessed the close call for the Trooper and immediately called 911 to report the incident.

"Traffic stops are very high risk. They're necessary to keep people safe on the road and to help those stranded, but we need motorists' help so we can all go home at night," said Idaho State Police Sgt. Brandalyn Crapo. "Slowing down and moving over for emergency vehicles and workers isn't just a courtesy, it's the law. Drivers need to be alert to emergency lights and vehicles and always alert to what's happening around them. That keeps all of us safe."

Traffic lanes were blocked on eastbound I-84 for approximately 90 minutes as emergency responders assisted those involved and worked to clear the scene.

This incident remains under investigation by the Idaho State Police.

Idaho's SLOW DOWN MOVE OVER: Idaho State Police Troopers want to remind motorists of Idaho's SLOW DOWN MOVE OVER law. Idaho law requires drivers to slow down, change lanes, or both when passing police vehicles, emergency vehicles, tow trucks, and highway incident response vehicles stopped on the roadway.

EMPHASIS PATROL: Idaho State Police Troopers in District 3 will conduct an emphasis patrol focusing on motorists who violate Idaho's Slow Down Move Over law. Troopers will have extra patrols out tomorrow, Thursday, December 2 on Interstate 84 in Ada County. The goal is to educate drivers through focused enforcement.

Two arrested following traffic stop for Trafficking Meth, Intent to Deliver Marijuana

Sunday, November 29, at approximately 5:12 p.m., shortly after sunset, an Idaho State Police Trooper observed a Nissan sedan traveling east on US 20 in Bonneville County with no lights on. The Trooper stopped the vehicle and in speaking with the driver and his passenger, noted the presence of drug paraphernalia and other evidence of drug use. In a search of the vehicle, investigating Troopers found the driver and passenger to be in possession of more than 1.25 pounds of a crystal substance that tested presumptive positive as methamphetamine. Troopers also located more than 8 ounces of marijuana including evidence the marijuana was intended for sale.

Troopers arrested the driver and passenger. They were booked into the Bonneville County jail on the following charges.

New Crime in Idaho Dashboard launched for Easier Public Access to Crime Data

The Idaho State Police has launched a redesigned version of the Crime in Idaho data dashboard. The project is a collaborative effort between the Idaho Statistical Analysis Center (ISAC) and the Idaho Uniform Crime Reporting Program, both of which are components of the Idaho State Police.

The all-new Crime in Idaho data dashboard allows users to explore much of the data housed in the Idaho Incident-Based Reporting System, Idaho's vast repository of law enforcement data on criminal incidents. It's the same data behind the annual Crime in Idaho reports.

The new dashboard allows data collected from local and statewide Idaho agencies between 2005 and 2020 to be viewed in one place.

"This dashboard will help those from local law enforcement and criminal justice agencies, and members of the media and public to see highly customizable views and quick trend analysis of what's happening in their area." Said Thomas Strauss, Principal Research Analyst with the Idaho Statistical Analysis Center.

"We think this more visual presentation of important crime trend data will make that data easier to understand so more Idahoans can be better informed and make better decisions about safety in their community." Said Strauss.

The dashboard currently contains sections pertaining to crimes against persons and drug/alcohol-related arrests. Additional sections will follow as they are built.

A 42 year old male from Hayward, California, was driving a Kenworth semi pulling a trailer. A 20 year old male from Nampa, Idaho was driving a Ford F350 pickup. A 46 year old male from Weiser, Idaho was driving a Peterbilt semi pulling a cattle trailer.

The Peterbilt and Ford pickup were stopped for traffic. The Kenworth failed to stop for traffic, struck the Ford pickup pushing it into the Peterbilt. The driver of the Ford pickup was not wearing a seatbelt; both semi drivers were wearing seatbelts.

The eastbound lanes were blocked for approximately one and a half hours.

This crash is under investigation by the Idaho State Police.

Driver killed in Boise County crash identified as missing Montana man

The Idaho State Police is investigating a single-vehicle rollover crash discovered this morning on SH 21 in Boise County approximately four miles south of Lowman. The driver and sole occupant of the vehicle was traveling southbound when his vehicle, a green Dodge Ram pickup left the edge of the roadway and rolled down a steep embankment. The driver was not wearing a seat belt. He was deceased on scene.

In cooperation with the Boise County Sheriff's Office and the Boise County Coroner, the driver has been identified as Michael Edward Lopez, 71, of Missoula, Montana. Lopez had been reported missing on November 10 after he left Missoula en route to Caldwell, Idaho. To aid in the search of very steep terrain, the Boise County Sheriff's Office was being assisted by a private helicopter crew to search the area after it was learned Lopez's cell phone had pinged a nearby cell tower. The helicopter crew located the pickup truck.

Next of kin has been notified.

This incident remains under investigation by the Idaho State Police.

The Idaho State Police is investigating a single-vehicle crash that occurred on November 23, 2021, at approximately 12:40 p.m. in Idaho County.

The driver of a propane truck was traveling eastbound on Highway 12 between Syringa and Kooskia. The truck rounded a corner and lost control hitting the embankment which caused the truck to tip onto its side. The truck slid back across both lanes of the highway and down the embankment on the river side.

The driver, a 74-year-old man from Billings, Montana was extricated from the vehicle and transported by ground ambulance to a nearby hospital. He was wearing a seat belt.

Traffic on Highway 12 was blocked in both directions for approximately two hours as emergency responders worked to aid the driver and clear the scene.

This incident remains under investigation by the Idaho State Police.

Troopers with the Idaho State Police remind drivers to expect heavy traffic over this Thanksgiving weekend as families travel to share the holiday with loved ones. The Idaho State Police, along with our partner law enforcement agencies, remind drivers to be especially alert to help make sure those traveling our roadways stay safe.

"We'll likely see heavy traffic all weekend, and chances are, a good number of those vehicles will be people traveling to join family or friends for Thanksgiving. Those families are precious cargo, and they're counting on all of us behind the wheel to pay attention to our driving," said ISP Lt. Sam Ketchum.

"The best thing we can do for each other is to stay alert, drive sober, be patient, and buckle up. And if possible, travel a little earlier or later to avoid the heaviest traffic times."

According to the AAA 2021 holiday travel report, 53.4 million Americans are predicted to be hitting the roads, rails, and air for Thanksgiving weekend, an increase of 13% from 2020. AAA suggests the best time to travel during the holiday week is before Noon or after 9:00 p.m. on Wednesday; before 11:00 a.m. on Thursday and Friday; and before Noon on Saturday and Sunday.

"Our Troopers will be on patrol all over the state all weekend," said Lt. Ketchum. "Troopers will help those needing assistance, and they'll be looking for those who drive impaired, drive aggressive, or engage in any other kind of dangerous driving behavior. We want folks to enjoy their holidays and that means working together to keep Idaho families safe and whole. We appreciate drivers who help us do that."

Travel Advisory, Road Conditions:

Idaho Highway 55 remains closed in both directions near Smiths Ferry due to a rock slide.

Idaho State Police is investigating a crash that occurred on Monday, November 22, 2021, at 9:11 A.M., northbound on US93 at milepost 125.5, north of Mackay, in Custer County.

The driver of a Toyota Corolla, a 44-year-old male from Hamilton, MT, was driving north on US93 when he left the roadway, overcorrected, and crossed the center line. He struck a Toyota Sequoia head-on that was traveling south on US93. The vehicle was driven by a 26-year-old female from Challis.

The male was ejected from the vehicle and succumbed to his injures on scene. Next of kin has been notified. The female was taken to a local hospital by private vehicle. Neither driver was wearing a seatbelt.

On Sunday, November 21, 2021, at 1:01 p.m., Idaho State Police investigated a two-vehicle injury crash on Interstate 15 at milepost 63, just north of Inkom.

A 33-year-old male of Hurricane, UT, was driving southbound on US Highway 91 in a Salt Lake City Express Bus. The driver was attempting to make a left hand turn when he failed to yield at a stop sign. The bus collided with a red Dodge Ram driven by a 52-year-old male of Pocatello, ID, driving northbound on US Highway 91.

The driver of the bus was transported by ground ambulance to a local hospital. The on and off ramps for exit 63 are still blocked at this time, as well as the frontage roads.

The crash remains under investigation by Idaho State Police.

The bus collided with a red Dodge Ram driven by a 52-year-old male of Pocatello, ID, driving northbound on US Highway 91.

The driver of the bus was transported by ground ambulance to a local hospital. The on and off ramps for exit 63 are still blocked at this time, as well as the frontage roads.

The crash remains under investigation by Idaho State Police.

On November 19, 2021, shortly before 1:00 a.m., Idaho State Police investigated a single-vehicle fatality crash on Bliss Grade Rd. near River Rd., south of Bliss. The driver of a 1997 Mazda B4000, a 23-year-old man from Buhl, was eastbound on Bliss Grade Rd. when he went off the right shoulder, struck the guardrail, came across the westbound lane, hit an embankment, and overturned. The passenger in the vehicle, a 24-year-old man, also from Buhl, succumbed at the scene to injuries incurred in the crash. Evidence gathered on scene indicates alcohol may have been involved in this crash. That evidence is part of the ongoing investigation. Notifications to the family have been made. This incident remains under investigation by the Idaho State Police.

Idaho State Police is investigating a crash that occurred eastbound I-86 near milepost 51, west of Pocatello, on November 18, 2021, at approximately 8:27 p.m.

A 53-year-old male from Pocatello, driving a 2003 Chevrolet Tahoe eastbound on I-86 was fleeing from a Fort Hall Fish and Game Officer. The male attempted to drive through the median. The vehicle rolled, then came to rest in the westbound left lane. Neither the male, nor a 25-year-old female passenger were wearing seatbelts. They were both ejected from the vehicle and transported via ground ambulance to a local hospital.

The westbound left lane of I-86 was blocked for approximately two hours.

This crash is under investigation by the Idaho State Police.

On Thursday, November 18, 2021, at 12:07 PM, Idaho State Police investigated a single vehicle rollover crash on Interstate 15 at milepost 116, just south of Idaho Falls.

A 45-year-old man from Manhattan, Montana was travelling northbound on Interstate 15 in a 2016 Freightliner semi pulling a reefer trailer. The semi went off the left shoulder of the roadway, over corrected, and rolled on its driver's side. The trailer was loaded with dairy products and all salvageable dairy products were donated to local food banks. The driver was wearing a seatbelt and was transported to a nearby hospital. The roadway remains blocked while crews work to recover the semi.

This crash is under investigation by Idaho State Police.

On Tuesday, November 16, 2021, at approximately 7:25 p.m., Idaho State Police investigated a property damage crash eastbound I-84 at Garrity, exit 38 in Nampa.

A 41 year of age male, of Nampa, was driving a 2003 Mack tow truck hauling a large piece of construction equipment. The driver lost control of the vehicle. The tow truck struck the right barrier, crossed the lanes, hitting the median barrier. The tow truck came to rest partially in the left westbound lane.

The driver was wearing a seatbelt.

The westbound left lane was blocked for five hours and forty-five minutes. The two left eastbound lanes were blocked for approximately seven hours.

This crash is under investigation by the Idaho State Police.

Idaho State Police are investigating a vehicle collision that occurred at 1:27 PM at US12 at Arrow Bridge in Nez Perce County.

The driver of a Mazda 3 was travelling westbound went over the center line and collided with a White Toyota pickup that was travelling eastbound.

The Mazda was occupied by a 32-year-old male driver, from Lenore, Idaho. The Toyota was occupied by a 68-year-old male driver, from Lewiston, Id. Both drivers were wearing seatbelts. The 32-year-old-male was taken to a nearby hospital by ground ambulance.


** Correction to earlier press release that incorrectly stated Highway 55 ** Traffic on US Highway 12 was blocked in both directions for approximately 120 minutes to allow emergency responders to assist those involved.
