On September 30, 2013, at approximately 8:00 a.m., Idaho State Police investigated a crash at 2281 E 1010 S, near the Cleary Building in Hazelton, ID.


Ike A. Ellis, 31, of Hazelton, ID, was driving east on 1010 S. in a 1996 Ford F250 pickup. Dwayne D. Riese, 67, of Holstein, NE, was driving west in a 2006 Freightliner, pulling a 2005 Kenworth trailer. Riese made a left-hand turn in front of Ellis. In an attempt to avoid a collision, Ellis turned into a barrow pit, but still struck the Freightliner.


At the time of the crash, Riese was wearing a seatbelt; Ellis was not. Ellis was transported by air ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, ID.

The crash investigation is continuing.

On September 28, 2013 at approximately 9:41 p.m., the Idaho State Police investigated a one-vehicle rollover westbound on I-84 at milepost 180 in Jerome county. Ricardo Rodriguez-Resendiz, 18, of Jerome, was westbound on I-84 in a 2006 Mazda 6. Karina Saguino, 18, of Jerome, and a 17 year old passenger were in the vehicle as well. The vehicle went into a slide, left the roadway and went down an embankment. The vehicle then went through a fence, across a canal, impacted the embankment and continued to roll into the field. Sanguino and the 17 year old passenger were both ejected from the vehicle.

Sanguino was transported to St. Lukes Magic Valley by air ambulance. Rodriguez-Resendiz and the 17 year old passenger were transported to St. Lukes Magic Valley by ground ambulance. None of the occupants were wearing their seatbelts. There was no road blockage. This crash is under investigation by the Idaho State Police.

On September 27, 2013 at approximately 7:45 p.m., the Idaho State Police investigated a hit and run crash at the intersection of Iona Road and U.S. Highway 26. Sheila Lett, age 63 of Idaho Falls, was traveling west on Iona Road in a 2010 GMC Terrain. Lett was attempting to cross U.S. Highway 26, when she was struck by a dark blue pickup truck without its headlights on. The dark blue pickup was last seen fleeing the scene westbound on Iona Road and should have sustained front end damage from the collision. If you witnessed the crash or have further information on the whereabouts of the dark blue pickup, please contact Idaho State Police dispatch at 208-525-7277. The crash is under investigation by the Idaho State Police.

On September 27, 2013 at 5:28 PM, the Idaho State Police stopped a 2006 Pontiac G6 on US Highway 20 near milepost 316, just north of Ucon, for speeding. The driver, later identified as Kordell M. Stucki of Rigby, failed to cooperate with the officer's request for identification and fled the scene of the stop at a high rate of speed and in a reckless manner. Troopers pursued the vehicle as Stucki exited US20 into Ucon. Stucki fled east on 109 north into a residential area and pulled into a driveway in an attempt to hide from troopers. When Stucki was located by troopers, he tried leaving the driveway to flee back into the residential area. Fearing for the safety of the public created by Stucki's reckless driving actions, a trooper used a pursuit intervention technique to stop his vehicle. Stucki exited the vehicle and began verbally challenging the troopers where he was taken into custody. He was charged with Felony eluding and resisting arrest. ISP was assisted by the Bonneville County Sheriff's Office and the Ucon Police Department.

On September 27, 2013, at approximately 6:35 a.m., Pocatello Police Department received a
9-1-1 call from a subject who had driven off of a cliff, and initially could only give his location as being between Pocatello and Utah. Further questioning by the 9-1-1 dispatcher produced answers that indicated the subject was possibly still in the Pocatello area, in the vicinity of Century High school. Officers from Pocatello Police Department and Bannock County Sheriff's Office drove through the area with lights and sirens activated, in hopes the caller would see or hear them, thus determining a location.

Pocatello Police Department located the vehicle in the vicinity of southbound Interstate 15, near milepost 65, north of Century High School, with Bannock County Sheriff's Officers arriving shortly thereafter.

Idaho State Police investigated the crash. Evan Daniel Frampton, 58, of Layton, UT, was driving south on Interstate 15, near milepost 65, in a 1999 Infiniti I30 sedan. He drove into the median, overcorrected, slid off the right side of the road, and went through a right of way fence. The vehicle came to rest at the top of a cliff above Hildreth Road.

Frampton was wearing a seatbelt. He was transported by ground ambulance to Portneuf Medical Center in Pocatello, ID. The investigation is continuing.

On Thursday, September 26th, 2013, at 1:30pm, the Idaho State Police investigated a two vehicle crash at the intersection of Perch Road and Locust Lane in Canyon County. Julie Israelsen, 33 from Nampa, ID, was west on Locust Lane in a gray 2000 Saturn. Benjamin Holt, 60 from Caldwell, ID, was east on Locust Lane in an International dump truck. Israelsen veered into the eastbound lane into the path of the dump truck, resulting in a head on collision. The Saturn spun, coming to rest in the middle of both lanes. The dump truck travelled off the road, through a ditch, and came to rest in a nearby field. Israelsen was transported by air ambulance to Saint Alphonsus Medical Center in Boise, ID. A passenger in the dump truck was transported by ground ambulance to West Valley Medical in Caldwell, ID. Holt was not transported. All subjects involved were wearing seat belts. The road was closed for approximately 2 hours . The crash remains under investigation.

INCIDENT NARRATIVE: Rasmussen was driving southbound on State Highway 3 at milepost 5.5. The vehicle left the highway to the right shoulder. Rasmussen over-corrected causing the vehicle to cross the highway to the left shoulder. Rasmussen again over- corrected and the vehicle crossed the highway to the right. The passenger was thrown from the vehicle. The passenger was then run over by the vehicle. Jason Rasmussen was arrested for aggrevated DUI.

Two Pocatello Men Plead Guilty in Spice Case

POCATELLO – John D. Heim, 40, of Pocatello, pleaded guilty today in United States District Court to a superseding indictment charging him with conspiracy to launder money, U.S. Attorney Wendy J. Olson announced. Heim’s co-defendant, William Ray Carringer, 23, also of Pocatello, pleaded guilty to possession with intent to distribute marijuana.

According to the plea agreement, between March 1 and September 14, 2013, Heim owned and operated Heim, Inc., a business engaged in the sale of “spice,” a smokeable material containing a Schedule I controlled substance analogue. Heim admitted that he, along with other individuals, engaged in monetary transactions in excess of $10,000 from funds derived from the illegal sale and distribution of spice. Heim admitted the total amount of funds derived from the unlawful activity are $163,534. He faces up to 20 years in prison, a maximum fine of $500,000, and up to five years of supervised release. The government is seeking forfeiture of assets derived from the criminal offenses. As a result of the conviction, Heim will also forfeit to the government property he owns at 354 S. 5th, in Pocatello, and 572 Fort Hall Ave., American Falls, Idaho.

Carringer admitted in court that on May 18, 2012, he attempted to retrieve a FedEx package addressed to him that contained in excess of five pounds of marijuana. According to the plea agreement, Carringer knew the package contained the marijuana and he intended to distribute it to another individual. He faces up to five years in prison, a maximum fine of $250,000, and up to three years of supervised release.

Heim and Carringer are scheduled to be sentenced on December 17, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

The case is the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Bannock County Sheriff’s Office, with assistance from the Drug Enforcement Administration (DEA), Internal Revenue Service-Criminal Investigation, Pocatello Police Department, Bingham County Sheriff’s Office, Blackfoot Police Department, and Idaho State Police. Other federal agencies participating in the OCEDTF program include the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Federal Bureau of Investigation (FBI), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and U.S. Marshals Service.

The OCDETF program is a federal, multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Two Co-Defendants Plead Guilty to Meth Charges

POCATELLO – Jaime Meza-Gonzalez, 47, and Saul Arellano-Alvarado, 41, both of Idaho Falls, pleaded guilty yesterday in United States District Court to federal drug charges, U.S. Attorney Wendy J. Olson announced. Meza-Gonzalez pleaded guilty to possession with intent to distribute methamphetamine, aiding and abetting; Arellano-Alvarado pleaded guilty to distributing five grams or more of methamphetamine.

Meza-Gonzalez faces up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release. Arellano-Alvarado faces a minimum term of 10 years up to life in prison, a maximum fine of $10 million, and at least five years of supervised release.

According to the plea agreements, on November 16, 2010, an individual contacted Meza-Gonzalez for the purpose of purchasing methamphetamine. Meza-Gonzalez directed the individual to Arellano-Alvarado. On November 17, Arellano-Alvarado made arrangements to distribute methamphetamine to the individual at a parking lot in Idaho Falls, and subsequently sold the individual in excess of five grams of methamphetamine.

Arellano-Alvarado and Meza-Gonzalez are scheduled to be sentenced on December 17, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

The third defendant, Roberto Carlos Camarena, 25, of Sugar City, Idaho, is a fugitive. A warrant has been issued for his arrest.

On Tuesday, September 24, 2013, at approximately 9:02 pm, the Idaho State Police investigated a fatality crash on State Highway 25 near milepost 4, in Jerome county. Delmis D. Beedle, 74 of Twin Falls, was traveling eastbound on State Highway 25 in a 2007 Pontiac G6 and impacted the rear of a 2000 Kenworth, driven by Jose J. Zarazua Zavala, 61 of Twin Falls, who was also traveling eastbound. Beedle succumed to his injuries at the scene of the crash. Beedle was wearing his seat belt at the time of the crash. Next of kin has been notified.

All lanes on State Highway 25 were blocked for approximately five hours.

Final Update

On September 24, 2013, at approximately 12:37 P.M., Erika Shelly was driving a green Mercury Mountaineer east on Interstate 84 near milepost 42 when she attempted to make a lane change. As she entered that lane, she observed a vehicle already in the lane rapidly approaching her. Shelly steered to the left and lost control of her vehicle. The vehicle then ran off the right shoulder of the road, where it struck a cement Jersey barrier. The vehicle then rolled once and came to a rest on its tires in the lanes of travel. Shelly was transported to St. Alphonsus Regional Medical Center in Boise by ambulance.

Two of the four eastbound lanes of I-84 were blocked for approximately one hour.

On Sunday, September 22, 2013 at approximately 4:07 p.m., the Idaho State Police investigated an injury crash at the intersection of 2200 E / 3300 S in Gooding county. Vanessa Taylor, 22, of Wendell, was westbound on 3300 S in a 1996 Jeep Grand Cherokee. Douglas Giltner, 60, of Jerome, was southbound on 2200 E in a 2011 Chevrolet Silverado. Taylor failed to yield at a stop sign, and struck Giltner's vehicle on the driver's side. Both vehicles went off the roadway. Giltner's vehicle overturned, landing on its roof.

Taylor was transported to St. Luke's Magic Valley by ground ambulance. Giltner was transported to St. Luke's Magic Valley by air ambulance. Giltner was wearing his seatbelt, but Taylor was not. There was no road blockage. This crash is under investigation by the Idaho State Police.

On September 22, 2013, at approximately 5:00 p.m., the Idaho State Police investigated a one vehicle rollover fatality crash at the intersection of Rapid Creek Road and Inman Road, near Inkom. Austin Robinson, age 20, of Idaho Falls was traveling south on Rapid Creek Road in a 1988 Toyota 4Runner. Robinson's vehicle drove off of the right shoulder, where he overcorrected, drove off the left shoulder of the roadway, and rolled his vehicle. Robinson's vehicle came to rest on the right shoulder of Rapid Creek Road.

Robinson and passenger, Angela Wilhelm, age 33 of Chubbuck, were transported by ground ambulance to Portneuf Medical Center in Pocatello. The second passenger succumbed to injuries at the scene of the crash.

At this time, the name of the second passenger is not being released until notifications to next of kin have been made. The crash is under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Ryan was SB on Thompson Falls Road when he failed to negotiate a curve and went off the road. Ryan succumbed to his injuries on scene. The crash is still under investigation and next of kin has been notified.

On Saturday, September 21, at approximately 1:28 a.m., Idaho State Police investigated a single vehicle fatality crash at milepost 11 on Pearl Road, two miles west of State Highway 55, south of Horseshoe Bend.

Nicholas L. Garshelis, 33, of Meridian, ID, was driving a 2007 Ford F350 pickup north on State Highway 55, when he was observed traveling at a high rate of speed by a Boise County deputy. The deputy attempted to initiate a traffic stop. Garshelis failed to yield and a pursuit was initiated. Garshelis turned west onto Pearl Road and the pursuit was discontinued. Garshelis continued westbound on Pearl Road, failed to negotiate a curve, went off the left shoulder, and overturned.

Garshelis died at the scene. His passenger, Cayce M. Myers, 35, of Ada County, was seriously injured and transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise. Garshelis and Myers were wearing seatbelts. Next of kin has been notified.


This crash is under investigation by Idaho State Police.

On Friday September 20, 2013, at 2:30pm, the Idaho State Police investigated a one vehicle crash on US20 near the south Rexburg exit. Michael Peterson, 20 years old, from Rigby, was south on US 20 at the 332 exit, near Rexburg. Peterson was passing a semi truck in the left lane in a gray Dodge Stratus. As he merged right, he began to lose control of the vehicle. He overcorrected to the left, crossing the left lane and rolling into the median. Peterson was transported to Madison Memorial by ground ambulance. Peterson was wearing his seatbelt. State Police was assisted by Madison County SO, Rexburg Police, and Madison County EMS.

On Thursday September 19, 2013, at approximately 12:23 p.m., the Idaho State Police investigated a three vehicle fatal crash on State Highway 55 at milepost 5, the intersection of State Highway 55 and Williamson Road, north of Marsing. Debra Doll, 59, of Kuna, driving a 2010 Hyundai Elantra was traveling southbound on SH 55 while Kenneth Slack, 64, of Boise, driving a 1998 Ford F250 was traveling northbound on SH 55. Slack's vehicle collided with Doll's vehicle as she attempted to turn left onto Williamson Road, pushing it into a 2005 Honda Pilot driven by Christine Tuttle, 51, of Nampa who was stopped at the stop sign. Doll's passenger Ronald Doll, 61, of Kuna, succumbed to injuries sustained in the crash. One northbound lane of traffic was blocked for approximately two and a half hours. All occupants were wearing their seatbelts.

MERIDIAN - The Idaho State Police is pleased to report that its three Forensic Services (ISPFS) laboratories were recently reaccredited for another 5-year period by the American Society of Crime Laboratory Directors Laboratory Accreditation Board (ASCLD/LAB) under the prestigious ISO 17025:2005 international accreditation for forensic crime laboratories. ISPFS has been accredited by ASCLD/LAB since 1987 and obtained the prestigious ISO 17025:2005 accreditation in 2007. ISPFS laboratories were among the first in the United States to obtain ISO accreditation, and continue as leaders in forensic science excellence.

"I'm proud of the quality of work our labs are able to provide to every city and county in Idaho. The work provided by our forensic science professionals is critical in solving crimes and ensuring justice for victims and the accused," says Colonel Ralph Powell, Director of the Idaho State Police. He explains, "ISP Forensic Services believes accreditation is important for ensuring continual laboratory improvement, quality forensic science casework, and reliable laboratory test results. The continuous monitoring of the quality of operations in the laboratories through annual audits, reviews of our management system, customer service feedback, and intensive quality control of forensic casework is vital to the criminal justice system in Idaho, and we are pleased to provide it."

The three laboratories of ISP Forensic Services are located in Meridian, Coeur d'Alene and Pocatello. The lab services are grouped into disciplines. The Meridian Lab specializes in controlled substances, DNA, biology, DNA database, blood alcohol, latent fingerprints, and footwear and tire impressions. The Coeur d'Alene Lab specializes in controlled substances, firearms and toolmarks, fire debris evidence, blood alcohol, and toxicology. The Pocatello Lab specializes in controlled substances, blood alcohol, and toxicology.

The accreditation process includes an assessment by the accrediting body each year of accreditation. Once every five years ASCLD/LAB requires a reaccreditation application, an administrative conformance evaluation, an extensive off and on-site laboratory assessment/audit, and demonstration of strict adherence to all international standards for forensic laboratories. The full accreditation assessment includes a review of laboratory compliance to over five-hundred required criteria. The thorough process for reaccreditation took ISPFS sixteen months to complete. Trained ASCLD/LAB technical expert assessors from all over the United States evaluated all aspects of ISPFS laboratory management and operations. In addition to an exhaustive document review, ASCLD/LAB technical assessors spent a week in Idaho auditing the physical laboratory space. The assessment review included management structure and communication, quality management and quality control, analytical methods, documentation practices, reporting procedures, and customer service. Assessors complimented ISPFS on the quality of the organization, the professionalism of the employees, and the excellence of the work product.

On Wednesday, September 18, 2013, at approximately 5 p.m. the Idaho State Police investigated a three vehicle injury crash on U.S. Highway 93 at mile post 57, in Jerome County.

A line of vehicles headed north on U.S. Highway 93 were slowing down for a vehicle that was turning left on to 200 S. Jodene Hollingshead, 58, of Dietrich, driving a 2011 Dodge Durango, failed to stop in time for the slowing traffic. Hollingshead hit the back of a 2008 Ford F150 pickup, driven by Richard P. Pruneau, 51, of Shoshone. Pruneau's vehicle struck the rear of a 2001 GMC Sonoma Pickup driven by Kenneth R. Miller, 55, of Jerome.

The drivers of all three vehicles were wearing seatbelts. Pruneau was transported by ground ambulance to St. Luke's Magic Valley Regional Medical Center. The north bound lanes of U.S. Highway 93 were blocked for approximately an hour and twenty minutes.

This crash is under investigation by the Idaho State Police.

On September 16, 2013 at approximately 1:44 p.m., the Idaho State Police investigated a two-vehicle fatal crash on 375 West Road in Jerome County. Chasity Pearson, 27, of Wendell, was westbound on 375 West Road in a 1999 Chevrolet Suburban. There were two minor children in Pearson's vehicle. John Cutler, 39, of Wendell, was eastbound on 375 West Road in a 2012 Dodge Ram pickup pulling a trailer with a loader on it.

Pearson's vehicle crossed into the eastbound lanes, and Cutler swerved to avoid a collision. Pearson's vehicle struck the trailer, and came to rest in the roadway. Cutler's vehicle came to rest on its side on the right shoulder. The loader fell off the trailer and struck a gas line, causing a small gas leak.

Pearson was pronounced deceased at the scene. One of the children was transported by ground ambulance to St. Luke's hospital in Jerome. The other child was transported to St. Alphonsus Regional Medical Center in Boise by air ambulance. Cutler was not transported. Intermountain Gas responded to the scene and repaired the gas line. It is unknown if Pearson was wearing her seatbelt. One child was restrained in a car seat. It is unknown if the other child was restrained. Cutler was wearing his seatbelt. Next of kin has been notified. Both lanes were blocked for approximately four hours. This crash is under investigation by the Idaho State Police.

On September 14, 2013, at approximately 7:00 pm, Idaho State Police investigated a two vehicle crash on US93 near milepost 38.

Measho Tesfe, 31, of Twin Falls, in a 2001 Mazda Protege, and Alexander Lehman, 17, of Filer, in a 1986 Ford F-150 pickup, were both driving north on US 93. A large amount of dust in the road was causing poor visibility for vehicles driving through it. Tesfe slowed due to the visibility. Lehman's pickup hit the back of the Mazda.

Tesfe was transported to St. Lukes Magic Valley Regional Medical Center via ground ambulance. Both drivers were wearing their seatbelts.

The crash is under investigation by The Idaho State Police.

Bruce Scott, 63, of Idaho Falls was traveling eastbound on US20 on a Suzuki motorcycle. Scott was side swiped by a white van. The white vehicle was driven by a female in her 30's. Carmen Steele, 74, of Jerome, ID, was travelling east on 2100 South in a 2005 Chrysler Sebring. E. Beard, 23, of Moore, ID, was travelling south on State Highway 46 in a 1999 Volvo semi truck. Steele failed to yield at the stop sign and struck Beard's truck. Steele succumbed to her injuries at the crash scene. Next of kin has been notified. Both lanes of travel were blocked for approximately 3 hours.

The crash is under investigation by Idaho State Police.

On Wednesday September 11, 2013, at approximately 7:30 p.m. the Idaho State Police investigated an injury crash eastbound on State Highway 44 at milepost 16, approximately one mile west of Eagle Road. Charlie Brown, 55, of Boise, was headed eastbound in the construction zone on a 2001 Indian Scout motorcycle. Allan Rife, 53, of Caldwell, was headed westbound in a 1994 Ford F150 pickup. Brown drove left of center between the orange construction pylons dividing the lanes. Brown was passing vehicles when he impacted Rife's vehicle head on in the westbound lane. On September 10, 2013 at 3:30pm, the Idaho State Police investigated a one vehicle injury motorcycle crash on the westbound on ramp from Milwaukee to I84.

Leslie J. Penfold, 59 of Boise, was traveling on the westbound on ramp from Milwaukee on a 2004 Honda motorcycle. Penfold lost control of his motorcycle, crossed over to the right shoulder of the on ramp, and hit the jersey barrier. Upon impact, the motorcycle slid coming to rest in the middle of the travel lane.

Penfold was transported by ground ambulance to St. Alphonsus Regional Medical Center. He was not wearing a helmet. The on ramp was blocked for approximately 2 hours.




The westbound on-ramp is now open.

On Tuesday, September 10, 2013, at approximately 3:00 p.m. the Idaho State Police investigated a two vehicle property damage crash at the intersection of US Highway 91 and 1000 North road between Shelley and Firth. Macario Oliva, 57, of Shelly, was traveling south on US Highway 91 in a 1995 GMC Manure truck when he attempted to turn left onto 1000 North road. Douglas Erickson, 59, of Layton, Utah, was also traveling south on US Highway 91 in a 2004 Chevrolet Cavalier. Erickson attempted to pass Oliva in the intersection where he struck the rear of his truck. Both lanes of travel were blocked for an hour while crews worked to remove the vehicles. Both drivers were wearing their seatbelts.

On September 9, 2013, at approximately 1:30 p.m., Idaho State Police located a suspect vehicle from an attempt to locate for a welfare check on a subject that was issued earlier by Jefferson County. Troopers attempted to initiate a traffic stop with the vehicle on I15, near milepost 121, just north of Idaho Falls, ID.

Floyd Long, 44, of Idaho Falls, ID, was driving south on I15 in a 1997 Ford Expedition. Long failed to stop when officers activated their emergency lights and sirens. As Long approached milepost 113, spikes were deployed. Long struck the spikes and drove off the right shoulder, through an ITD fence where the vehicle became stuck on a ditch bank, near milepost 112. Long was taken in to custody.

Idaho State Police were assisted by Bonneville County Sheriff's Office, Idaho Falls Police Department, and Idaho Falls EMS.

Hailee Newby, 26, of Kuna, was traveling east when her vehicle drifted off the left shoulder. Newby overcorrected, lost control of the vehicle and went off the right shoulder where the vehicle rolled once. Newby and three minor children were transported to North Canyon Medical Center in Gooding.

All occupants were wearing seat belts. The eastbound lanes were blocked for approximately one hour. The crash is still under investigation by the Idaho State Police.

September 8, 2013, at approximately 10:00 am, Idaho State Police investigated a single vehicle crash on 4700 North near 745 East, in Twin Falls County.

Eugene Valdez, 66, of Burley, was driving westbound on 4700 North in a 2011 International semi hauling a load of potatoes. Valdez was driving too fast for the curve in the road. The semi went off the shoulder where it overturned.

Valdez was transported by ground ambulance to St. Lukes Magic Valley. Valdez was wearing his seatbelt.

Traffic was diverted for approximately two hours while crews worked to clear the scene. The crash is under investigation by Idaho State Police.

Park was transported by air ambulance to St. Alphonsus Medical Center in Boise. His passenger, Bonnie Trimble, 56 of Reno NV, was transported by ground ambulance to St. Lukes Magic Valley Regional Hospital in Twin Falls. Both occupants were wearing helmets.

Idaho State Police Make Arrest in Murder of Emmett Man

MERIDIAN – Detectives with the Idaho State Police served an arrest warrant this morning charging Douglas Everett Anderson, 58, formerly of Emmett, with the first degree murder of Darole Carpenter on July 8, 2013.  Anderson was also charged with four additional felony charges including forgery and three counts of grand theft.  Anderson was arrested, without incident, near his residence in Salmon, Idaho by the Idaho State Police with assistance of the Lemhi County Sheriff’s Office.

Detectives with the Emmett Police Department requested the assistance of the Idaho State Police in the death investigation.  The body of 78-year-old Darole Carpenter was found in his home in Emmett in July bludgeoned in the head and repeatedly stabbed in the abdomen.  The manner of death had not been released as investigators wanted to keep that information confidential in the hopes it would lead them to a suspect.

Evidence in the murder case includes a spot of Carpenter’s blood in Anderson’s vehicle that has been confirmed by DNA testing by Idaho State Police Forensic Services.  Additionally, police have obtained video evidence placing Anderson’s vehicle at Carpenter’s residence at the time of the murder.

Investigators believe that Anderson killed Carpenter in an attempt to hide that he had defrauded him of approximately $30,000 in two different transactions.   Anderson promised to purchase cattle and hay with Carpenter’s money without any intention of making the purchase.  These two transactions account for two of the three felony counts of grand theft.

The other count of grand theft and the forgery count stem from a transaction in which Anderson also defrauded another Idaho couple.  Those charges stem from a transaction in which Anderson forged the signature of his wife on a promissory note in which Anderson also promised to purchase cattle and hay with approximately $230,000 received from the couple under false pretenses.

The Idaho State Police thanks the City of Emmett’s Police Department for their work on this case.  ISP also extends its gratitude to Mr. Carpenter’s neighbors, friends and members of his church congregation for their assistance in this investigation.

Anderson is being held in the Lemhi County Jail on a $1,000,000 bond.  He will be arraigned in Lemhi County on Monday.

On Thursday, September 5, 2013, at approximately 4pm, the Idaho State Police investigated a two vehicle crash on US26 at 400 W, just west of Blackfoot, ID. Helen Arbuckle, 93 from Blackfoot , was south on 400 W in a gray Honda Accord. Christopher Lord, 49 from Arco, was west on US26 in a GMC Sierra pickup. Arbuckle was attempting to turn left onto EB US26 and failed to yield the right of way to Lord. Arbuckle collided with Lord, blocking the right lane of WB US26 and the left hand turn lane of EB US26. Arbuckle was transported to Bingham Memorial by ground ambulance. All occupants were wearing seat belts. The road was blocked for approximately one hour. The crash is still under investigation.

Pocatello Man Sentenced to 70 Months in Prison for Selling Meth

POCATELLO – Loyal Dean Williams, 38, of Pocatello, Idaho, was sentenced yesterday in United States District Court to 70 months in prison for distributing methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Williams to serve four years of supervised release.

On June 4, 2013, Williams admitted in court that on September 14, 2010, he met with an individual in Idaho Falls, Idaho, and sold that individual 6.8 grams of methamphetamine for $1,000. The substance was tested by DEA’s Western Laboratory and confirmed to contain 6.7 grams of actual methamphetamine. On October 5, 2010, Williams again met with and sold the same individual 6.3 grams of methamphetamine for $900. Testing confirmed the substance contained 6.1 grams of actual methamphetamine.

The case is the result of an investigation by the Organized Crime Drug Enforcement Task Force (OCDETF), led by the Federal Bureau of Investigation and Idaho State Police. Other federal agencies participating in the OCDETF program include U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), Internal Revenue Service-Criminal Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Administration (DEA), and U.S. Marshals Service.

Ammon Man Sentenced for Selling Meth in Blackfoot

POCATELLO – Jesus Manuel Avila, 46, of Ammon, Idaho, was sentenced Tuesday in United States District Court to 12 months in prison, followed by 12 months of home detention with electronic monitoring, for distributing five grams or more of actual methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Avila to serve five years of supervised release and pay a $1,000 fine. He pleaded guilty to the charge on March 19, 2013.

According to the plea agreement, on two occasions, including August 1, 2011, Avila agreed to sell methamphetamine to another individual. Avila subsequently met with the individual in Blackfoot, Idaho, where he sold an ounce of methamphetamine containing five grams or more of methamphetamine.

The case was investigated by the Idaho State Police.

3 vehicle crash near Twin Falls

On September 5, 2013 Idaho State Police Investigated a crash involving 3 vehicles, southbound US 93 near milepost 65 in Jerome County. A large utility truck in the northbound lane driven by Orion Lomax, 21 of Buhl, was turning left when a small Mazda passenger car in the southbound lane driven by Tania Mireles, 17 of Shoshone, struck the truck. The force of the crash spun the Mazda and caused it to strike a Buick passenger car, driven by Kimbol Allen, 39 of Filer, traveling in the northbound lane behind the utility truck.

Mireles was transported to St. Luke's Magic Valley Regional Medical Center by ground ambulance. Mireles's passenger, Jacob Parks was transported by Air Ambulance to St. Luke's Magic Valley Regional Medical Center. An 8 month old baby in the rear seat of Mireles's vehicle was not seriously injured.

Seatbelts were not being worn by those transported to the hospital
The southbound lane was closed for approximately 3 hours.

On September 4, 2013, at approximately 12:24 p.m., the Idaho State Police investigated a fatal crash on State Highway 52 (SH52) at milepost 13, east of Payette. Tina Helmick, 51, of Emmett, was driving westbound on SH52 in a 1990 Geo Prizm when she came to the intersection of SH52 and South East 1st, and attempted to turn left. Manuel Oritz-Monoz, 59, of Payette was traveling westbound on SH52 in a 1993 Ford farm truck hauling corn. Helmick turned in front of Oritz- Monoz who was unable to stop stuck Helmick's vehicle on the driver side. Helmick succumbed to her injuries at the scene. Helmick's passengers Shawn Herrman, 36, of Emmett was transported by ground ambulance to Saint Alphonsus in Ontario. Helmick's other passenger Michael Garza, 22, of Emmett, was transported by air ambulance to Saint Alphonsus in Boise. Oritz-Monoz and another of Helmick's passengers, Michael Spicer, 20, of Emmett, was not injured in the crash.

Notifications have been made to the next of kin. This crash is still under invistation by the Idaho State Police.

Request for Public’s Help in Investigation of Motorist Killed Along I-84 on Saturday

MERIDIAN – Idaho State Police are seeking information from motorists who were traveling along I-84 on Saturday, August 31st between 8:00 and 8:15 p.m. near Glenn’s Ferry.  It was during that time frame that Jason Richmond, 32, of Midvale, Utah, was killed by a passing semi-truck as he was standing outside his 2012 Jeep Patriot assisting a tow truck operator in removing his vehicle from the interstate.  The 2007 Volvo semi-truck that struck Richmond was pulling a 2011 Great Dane trailer and was driven by Volodymyr Boyko, 57, of Portland, Oregon. 

Idaho State Police believe motorists who were in the area may be able to help answer questions that have arisen in the investigation.  If you witnessed the incident or saw the vehicles involved in the minutes prior, you are asked to call Sgt. On September 3, 2013, at approximately 5:55 p.m., the Idaho State Police investigated a two-vehicle fatality crash on State Highway 39 at milepost 43, near Rockford. A 2013 Chevrolet Cruze, driven by John Floyd, 20 of Deep Run, North Carolina, failed to yield from a stop sign at the intersection with State Highway 39 and 100 South in Bingham County. The Cruze was struck on the passenger side by a 2010 Ford F350, headed southbound, driven by Joshua Morris, 23 of Blackfoot. On September 3, 2013, at approximately 5:55 p.m., the Idaho State Police investigated a two-vehicle fatality crash on State Highway 39 at milepost 43, near Rockford. A 2013 Chevrolet Cruze, driven by John Floyd, 20 of Deep Run, North Carolina, failed to yield from a stop sign at the intersection with State Highway 39 and 100 South in Bingham County. The Cruze was struck on the passenger side by a 2010 Ford F350, headed southbound, driven by Joshua Morris, 23 of Blackfoot. Floyd was transported to Bingham Memorial Hospital for his injuries, his passenger, Taylor Ward, 19 of Vacaville, California, was transported to Portneuf Medical Center, where he later succumbed to his injuries. Morris was not transported due to his injuries. All occupants were wearing their seatbelts.

On Tuesday, September 3, 2013, at 7:27 a.m. the Idaho State Police investigated a two-vehicle crash, westbound on State Highway 39, near milepost 47, near Blackfoot.

Bronson Hill, 17, of Pingree, was traveling eastbound on State Highway 39 in a 1991 Nissan Sentra. Olivia Anderson, 17, of Blackfoot, was traveling westbound on State Highway 39 in a 1992 Ford Victoria. Hill was turning northbound into All American Gas when he failed to yeild to Anderson.

Hill was transported by ground ambulance to Eastern Idaho Regional Medical Center.

Hill was not wearing his seatbelt. Anderson was wearing her seatbelt.

This crash is still under investigation.

On September 1, 2013, at approximately 5:51 p.m., Idaho State Police investigated a two vehicle crash at the intersection of US91 and Ferry Butte Road, near mile marker 95, in Bingham County. A 1993 Mitsubishi Galant was traveling east on Ferry Butte Road and failed to obey the stop sign at the intersection. Brook Jensen, 37, of Blackfoot, was driving south on US91 in a 2004 Ford Expedition with five minor children in the vehicle. The driver and passenger of the Mitsubishi fled the scene of the crash on foot.

The road was blocked for approximately 1 hour. The driver and passengers in Jensen's vehicle were wearing seatbelts.

The crash is under investigation by Idaho State Police.

On August 31, 2013, at approximately 8:12 p.m., Idaho State Police investigated a fatal crash on Interstate 84 at approximately milepost 125, five miles east of Glenns Ferry, in Elmore County. Jason Richmond, 32, of Midvale, Utah, was standing outside his 2012 Jeep Patriot on the driver's side, assisting a tow truck operator in removing his vehicle from the Interstate. Volodymyr Boyko, 57, of Portland, Oregon, was travelling eastbound in a 2007 Volvo Semi pulling a 2011 Great Dane trailer struck Richmond with his vehicle. Richmond was pronounced deceased at the scene.

Notifications have been made to the next of kin. The crash is still under investigation by the Idaho State Police.
