News release: Idaho State Police mourns the passing of former Superintendent Col. A. Rich Humpherys

News release: Idaho State Police mourns the passing of former Superintendent Col. A. Rich Humpherys

For Immediate Release, Feb. 8, 2019

Contact: Tim Marsano, ISP PIO, 208.884.7122

tim.marsano@isp.idaho.gov

The men and women of the Idaho State Police are deeply saddened to learn that one of our former leaders, Colonel A. Rich Humpherys, passed away on Thursday, Feb. 7, 2019. Col. Humpherys was a dedicated public servant who served in the U.S. Navy prior to joining the State Police in 1958. He served as a Trooper in various ranks throughout our state and was appointed ISP superintendent in 1986; he retired from ISP in 1991.

"Our thoughts today are with Col. Humpherys' wife Shirley and their entire family," said Idaho State Police Director Col. Kedrick Wills. "Col. Humpherys was a wonderful, charismatic man who was a true example of Idaho's finest. It's clear he never forgot his roots as a son of Horseshoe Bend and his hardworking, down-to-earth cowboy ethic was always with him. We think of him as a giant upon whose shoulders we're all standing today. He was the man we needed at the time he served and frankly, he was the type of person we'd love to have in our ranks in the future."

News release: Idaho State Police statement regarding trooper-involved shooting on Nov. 2, 2018

In a memorandum published by the Bonneville County Prosecuting Attorney Daniel R. Clark on Jan. 30, 2019, Mr. Clark released his findings on the evidence presented to him by the East Idaho Critical Incident Task Force that investigated the ISP trooper-involved shooting death of Jesus Jesse Quinton on Nov. 2, 2018 in Idaho Falls.

Mr. Clark concluded there is no evidence to support a criminal charge against Idaho State Police Trooper Andrew Francis for the shooting death of Mr. Quinton.

"The Idaho State Police are grateful for the Critical Incident Task Force's investigation into this matter and we are gratified the prosecutor's report makes it abundantly clear that the actions of Trooper Francis were justifiable under Idaho law," said Col. Kedrick Wills, ISP director. "Our thoughts and prayers are with the family and friends of Mr. Quinton," he added.
