ISP Make Arrests For Felony Eluding Police After A Series of High Speed Incidents Involving Motorcycles

IDAHO STATE POLICE NEWS RELEASE
Teresa Baker
Public Information Officer
Headquarters
700 S. Stratford Dr., Meridian 83642
(208) 884-7122
Fax  (208) 884-7087

For Immediate Release:  10/27/15 at 6:55 p.m.

MERIDIAN - On October 26, 2015 at approximately 3:00 p.m., Idaho State Police served arrest warrants on two men that led Idaho State Police and other area law enforcement on a series of dangerous traffic incidents involving speeds of up to 160 mph along I-84 and adjacent roads over the course of the past two months.

Troopers and ISP detectives served arrest warrants for felony eluding officers on both Russell Shayne West, 27 of Nampa and Lance Gordon Ocampo, 29 of Boise in a residence on the 1800 block of Broxon Street in Boise.  Isaias Valdez, 29 of Notus was also arrested at the residence for possession of a controlled substance, resisting or obstructing officers and possession of drug paraphernalia, all misdemeanors.

The charges for eluding officers stem from at least seven incidents where troopers or other area law enforcement attempted to stop the rider of a 2004 Yamaha R6 motorcycle with an obscured license plate for driving at speeds of over 100 mph on each occasion on I-84 in Boise, Meridian and Nampa.  Each time the rider, later identified as West, failed to stop for officers and pursuits were either not initiated or were called off due to concerns for the safety of the motorcyclist, the officers and the public.

The latest incident occurred on October 20, 2015 when an ISP motorcycle trooper attempted to stop West, who was riding alongside another motorcycle rider, later identified as Ocampo, after observing both men weaving through traffic at excessive speeds on I-84 and Overland and Meridian Roads in Meridian. Each time troopers attempted to stop West they were able to gather more information that eventually led to his identification and arrest.

All three men were booked into the Ada County Jail.  The investigation of this case continues and more charges are possible.

Idaho State Police would like to thank those motorists who reported to police the dangerous driving engaged in by West and Ocampo.

For Immediate Release: 10/27/15 at 5:24 p.m.

MERIDIAN - The Idaho State Police has accepted a request from the Canyon County Prosecuting Attorney's Office to investigate an anonymous complaint regarding Canyon County Sheriff Kieran Donahue after the Idaho Attorney General's Office completed a preliminary investigation.

The Attorney General's Office conducted the preliminary investigation of the complaint pursuant to a law passed in 2014 designed to address allegations against county elected officials. This law is codified as section 31-2002, Idaho Code.

After a preliminary investigation the statute provides an option for the Attorney General's Office to refer the investigation to the county prosecuting attorney for further investigation. The Attorney General's Office and the Canyon County Prosecuting Attorney's Office have both cited a conflict of interest in conducting any further investigation.

The Idaho State Police will provide the results of their investigation to the Twin Falls County Prosecuting Attorney's Office who has agreed to act as a special prosecutor.

MERIDIAN - The Idaho State Police will begin testing applicants for Troopers beginning today, October 2nd, through November 8th. ISP anticipates hiring approximately 20 new Troopers with positions available in all of ISP's six district offices.

ISP is specifically looking for applicants to fill resident positions in remote and rural communities in Idaho and encourages applicants wishing to reside in these communities to apply. The hiring process takes about 6 months to complete and successful candidates will begin training in May 2016.

Applicants may begin the online application process and exam beginning October 2nd but must finish the online examination no later than November 8th. Applicants from this process will be selected to participate in an oral board examination and physical fitness test that will take place in early December. The top applicants from that process will then undergo an extensive background check which includes reference checks, work history verification, criminal history, and credit checks. Applicants must also pass a series of psychological, medical, and physical fitness examinations, along with a polygraph exam and substance abuse screening. Previous law enforcement experience is not required.

On average, the training process takes about nine months to complete, which includes ISP's 20-week Advanced Training Class. Upon successful completion of the academy, the new Troopers will begin on-the-job field training with experienced Troopers. The academy and on-the-job training are intense and require physically and mentally strong individuals.

Trooper applicants must be willing to work anywhere in the state of Idaho. Troopers are required to work all shifts including nights, weekends, and holidays. Starting pay for a Trooper is $19.48 per hour and possibly higher if the candidate is a current peace officer with at least five years experience. Additional pay increases are available after a probationary period for skills and education such as Spanish fluency, drug recognition experts, POST certificates and college degrees.

Interested applicants can read more detail and view videos about this exciting opportunity and apply online by visiting the Idaho State Police website at www.isp.idaho.gov. To apply and begin the testing process visit the Human Resource page of the website at http://www.isp.idaho.gov/hr/currentJobs.html.

Have questions about what it takes to be a Trooper or the hiring process? ISP has many events planned to answer questions about the hiring process and the many career opportunities available as a Trooper.

Recruiters will be at career fairs and events to answer questions on these dates at these locations:

October 8 - College of Western Idaho Career Fair - Nampa Campus Academic Building - 9 am to 3 pm
October 14 - Boise State University Career Fair - Student Union Building - 9 am to 3 pm
October 27 - Career Enhancement Expo - Mountain Home Air Force Base - Military Personnel Only

ISP will also hold virtual Q&A sessions in cooperation with the Idaho Department of Labor. The sessions will be broadcast live from the Meridian Department of Labor office and will be connected virtually to Department of Labor offices in Coeur d'Alene, Lewiston, Twin Falls, Pocatello, and Idaho Falls on these dates:

October 13 - 4 pm to 7 pm
October 28 - 4 pm to 7 pm
November 4 - 4 pm to 7 pm

For those who unable to make it to an event in person, ISP will also hold a Q&A session on Twitter and Periscope on October 23rd from 3:00 to 4:00 pm. ISP's Twitter handle is @IdahoStPolice.

ISP invites those interested in becoming a Trooper, as well as the public at large, to follow ISP and police agencies around the globe during the 5th Global Police Tweet-a-thon on Friday, October 2nd. Beginning at 7:00 pm ISP's Twitter followers will take a virtual ride-along with a Trooper on patrol in the Boise area and be able to better understand what a Trooper encounters during a "typical" Friday night shift. All agencies participating in the Tweet-a-thon will use the hashtag #PolTwt during the event.
