Human trafficking operation in Boise

BOISE, Idaho - Since February, multiple law enforcement agencies have partnered with community organizations in preparation for a human trafficking operation designed to assist women victimized by human trafficking. Detectives contacted females believed to be in the illegal sex trade industry to get them to a specified location. Once there, the females were offered services as a first step in getting away from their lifestyle. Last night, six (6) adult females were contacted and offered services by partner organizations. The women ranged from 24 to 45 years old.

"While this operation draws public attention to the issue of trafficking, law enforcement and our community partners work daily to stop trafficking," said Idaho State Police Detective Vickie Gooch, who co-chaired the operation. "Due to their situation, these women cannot easily escape victimization and require assistance. As law enforcement cannot provide adequate services, we need victim specialists embedded in our operations who partner with community organizations and social service agencies to help victims escape trafficking. Victims typically have an immediate need for food, lodging, medical services, counseling, therapy, drug rehabilitation, or job placement as they take the first of many steps to rebuild their lives."

Partnerships, resources and community support are essential for the success of these operations. The operation included law enforcement assistance from the Ada County Sheriff's Office, Boise Police Department, Caldwell Police Department, Canyon County Sheriff's Office, Department of Homeland Security, Idaho State Police, Idaho State Police Fusion Center, Meridian Police Department, Nampa Police Department, and the State of Idaho Probation and Parole. Community assistance was organized and provided by Advanced Clinical Trauma Services, the Nampa Family Justice Center, and SANE medical providers from the Nampa Family Justice Center. Operation Underground Railroad provided training, mentorship, and resources. Additionally, support was provided by Chick-fil-A and Little Caesars Pizza, who provided meals for the victims and those conducting the operation.

Last night, no adult males were contacted or detained. However, there are several ongoing investigations into suspect human trafficking crimes. At this time, no additional details will be released about these investigations.

Human trafficking continues to be a problem in Idaho and across the United States. Law enforcement takes this crime seriously and continues working to arrest those responsible. If you have information or suspect human trafficking in your area, call 911, the National Human Trafficking Hotline at 888-373-8888, or the Idaho State Police Fusion Center at 208-846-7676.

Idaho State Police recognizes the importance of National Forensic Science Week

In recognition of the vital role that forensic science plays in the investigation of crimes throughout the nation, from exonerating the innocent to identifying the guilty, the Idaho State Police (ISP) is observing National Forensic Science Week from September 18th through September 24th, 2022, to recognize the scientific and technical professionals who serve our communities in this vital role.

ISP recognizes the dedicated and talented men and women of the Forensic Services unit, composed of 56 civilian personnel. With three laboratories across the state, Coeur d'Alene, Meridian, and Pocatello, the laboratory system provides services in biology/DNA, chemistry, trace evidence, toxicology, firearms and tool marks, latent prints, documents, and digital evidence. Technicians help with crime scene processing, evidence examination, firearms analysis, latent print processing and comparison, impression evidence collection and comparison, trace evidence examination, and digital evidence.

Staff not only support law enforcement investigations through their analytical work and objective testimony but also engage and educate the community and educational organizations by giving demonstrations and lectures.

The week will include a public presentation on Tuesday at 7:00 p.m., at Boise State University, from subject matter experts about solving crimes through forensic firearms examination and forensic pathology. The event emphasizes the importance of science in solving crimes. During the event, the recipient of the Rick Groff Visionary Leadership in Forensic Science Award will be announced in recognition of their outstanding and visionary leadership of forensic science with Idaho State Police Forensic Services (ISPFS). The Boise Police Crime Lab will also be presented with an accreditation plaque for successfully passing the high standards that help maintain public trust and confidence in science.

During the week, ISP social media will announce the first ever public tours available on a first-come, first-served basis in our three labs. Due to size restrictions, only a set number of people can tour the labs. We will announce future dates on social media for those who miss out.

Take a virtual lab tour to meet the people and see the science behind our labs. Watch the methodical way evidence is received, safely stored, and tracked. Learn about the science behind blood and breath alcohol testing. See how controlled substances are confirmed, watch experts process and analyze fingerprints, and take a peek into the world of DNA analysis, from extraction to identification.

Law enforcement warns of "Skittles" and "Rainbow" fentanyl appearing locally

IDAHO STATE POLICE NEWS RELEASE
Police District 1 - 615 W. Wilbur, Suite A, Coeur d'Alene, ID 83815
John Kempf, District 1 Captain, 208-209-8620

Law enforcement warns of "Skittles" and "Rainbow" fentanyl appearing locally

COEUR D'ALENE, Idaho - Local law enforcement warns the public about a surge in new types of fentanyl called "skittles" or "rainbow." Skittles resemble pieces of brightly colored candy, while rainbow fentanyl is usually chalky or in powder form. Over the weekend, Coeur d'Alene police seized about 50 multi-colored pills. Of all seized pills, no matter the color, "M-30" was imprinted on them.

"We need the public to know that multi-colored fentanyl, including counterfeit pills, powder, and chalk-like blocks, are being seen locally," says Captain John Kempf of the Idaho State Police. "It is unknown if this multi-colored fentanyl is targeted at young people, but parents must be aware that it is different than what law enforcement saw last year. We know it's in our schools and we also know dealers use social media platforms like Snapchat and Instagram to advertise and coordinate deals with young people."

There is no indication that the new form of fentanyl is more powerful. However, several overdoses, including fatal overdoses, of children as young as 15 have been documented in the area. Investigators believe most illicit fentanyl is manufactured in Mexico and smuggled into the United States through Mexico-based drug cartels.

According to the CDC, drug overdose deaths are the leading killer of Americans between 18 and 45. In 2021, over 107,000 Americans and 353 Idahoans died from drug overdose deaths. Unfortunately, these are record-setting numbers in both cases. Synthetic opioids (primarily fentanyl) accounted for more than three-quarters of these deaths. Drug overdose continues to be the leading cause of injury or death in the United States. While North Idaho has seen a recent increase in drug-related overdoses, Kootenai County has already doubled the number of fentanyl overdose deaths from 2021.

"Because of the severity of this threat, the Idaho State Police Fentanyl Education Project (IFEP) offers presentations to any size group about the dangers of fentanyl in our communities," says Captain Kempf. "We see the consequences when fentanyl is used and believe educating our community is important. We encourage parents and children to attend. I urge all Idahoans to be on the lookout for fentanyl and respect its highly toxic nature. Fentanyl is commonly disguised in fake prescription pills. If you find pills not dispersed by a licensed pharmacist, assume they are fake and potentially lethal." Captain Kempf can be reached at 208-209-8620 for more information.

Over the past two weeks, the DEA North Idaho Narcotics Enforcement Task Force reported fentanyl seizures of 3,000 pills which are a significant increase over past seizures.
Fentanyl is a synthetic opioid 80 to 100 times more powerful than morphine and 30 to 50 times more potent than heroin. A 3-milligram dose of fentanyl - equal to 10-15 grains of table salt - is enough to kill an average adult male. Without laboratory testing, there is no way to know how much fentanyl is in a pill or powder.

If you encounter any version of fentanyl, refrain from handling it and call 911 immediately.

If you or someone you know suffers from addiction, call the Lines for Life substance abuse helpline at 1-800-923-4357 or visit www.linesforlife.org.
