On Wednesday, March 30,2011, at approximately 8:16 a.m., a PHI Waste Systems truck driven by Jimmy K Willcoxon, was northbound on Ft. Hall Mine Road. Willcoxon's vehicle was on the railroad tracks just to the south of the intersection of US91 and Ft. Hall Mine Road when the crossing gates came down on his vehicle. Witnesses state that Willcoxon was attempting to lift the gate off of his truck when his vehicle was struck by a train. Willcoxon, age 40, from Rigby, Idaho, was thrown from the vehicle and died from injuries he sustained during the crash. The crash is under investigation by the Idaho State Police and the Bannock County S.O.

On Thursday March 31, City, County and State Law Enforcement Officers will be conducting an Officer On A Train& and A Crossing enforcement operation in North Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the Officer On A Train enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which stop the motorist, explain the dangers and issue a citation.

With the Adopt A Crossing approach, City, County and State Law Enforcement officers from throughout Northern Idaho will pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

During 2010, there were 16 car train collisions resulting in 4 people injured and 1 fatality. This year to date, there have been 2 car train collisions reported, resulting in 3 people injured.

Since 1990, the Officer On A Train and Adopt A Crossing programs have been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, State and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On Sunday, March 27, 2011, at approximately 2:30 am the Idaho State Police investigated a one vehicle injury crash westbound on Interstate 84 at mile post 67, approximately one mile east of the East Boise Port of Entry. Ava Taylor, 21 of Seattle, Washington, was traveling westbound in her 2000 Honda Accord when she came across a slick spot in the road. Taylor lost control of the vehicle and went into the median where the vehicle rolled once and came to rest on its top. Taylor and two of her passengers, Katherine Kirkness, 22 of Lake Forest Park, Washington, and Angelina Miller, 22 of Washington, were transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise where they were treated and released for their injuries. Taylor's third passenger, Claire Woodward, 21 of Shoreline, Washington, was also taken by ground ambulance to Saint Alphonsus Regional Medical Center where she is being monitored for non life threatening injuries sustained in the crash. Traffic was blocked for a short time as crews worked at the scene and the vehicle was removed.

This crash is under investigation by Trooper Sharp of the Idaho State Police with assistance from Corporal Tulleners, Trooper West and Ada County EMS.

The Idaho Transportation Department partnered with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility impaired driving enforcement patrols March 11 � March 21.

During this campaign, Region 4 Idaho State Police troopers focused on enforcement of impaired driving and seatbelt violations. Here is a summary of the results:

Today, March 24, 2011, Idaho State Police concluded their investigation into the threatening letter that was taped to a door inside the Bannock County Courthouse. As a result of their investigation, detectives cited Lorene A. Luna, 49 of Pocatello, Idaho for the misdemeanor offense of threatening a Judicial Officer. On Friday, March 18, 2011, at approximately 12:50 p.m. the Idaho State Police investigated a single vehicle injury crash that closed the southbound on ramp on I15 at milepost 119, in Idaho Falls, for several hours. Larry Dixon, 53, of Twin Falls, was driving southbound in a Freightliner semi pulling a trailer loaded with potatoes. Dixon was driving too fast to negotiate the exit when he rolled the semi. Dixon was transported by ground ambulance to Eastern Idaho Regional Medical Center where he will be held overnight for observation. Dixon was wearing a seatbelt.

This crash is under investigation by Trooper Sibus, who was assisted at the scene by Cpl. Murdock, Specialist Summers, Sgt. Hanson, and emergency response crews.

On Wednesday, March 16, 2011 at approximately 8:36 p.m., Idaho State Police investigated a single-vehicle semi crash eastbound on Interstate 84 at milepost 107, east of Mountain Home. A 2008 Kenworth tanker truck pulling one trailer was traveling eastbound on Interstate 84 near milepost 107. The truck was hauling gasoline and diesel. While negotiating a curve, the tanker left the roadway and drove off the left shoulder down a slope into the median where it overturned. Deputies arrived on scene and extricated the driver who had been trapped inside the cab. Danny Guntrum, 39 from Nampa, was then taken by air ambulance to St. Alphonsus Hospital in Boise with serious injuries.

The vehicle leaked approximately 3,000 gallons of gasoline into the median. Elmore County Fire, Mountain Home Air Force Base fire crews, and Boise HazMat teams responded to contain the spill.

The westbound lanes of travel were blocked for approximately nine hours and were reopened at 7:42 am

The crash is still under investigation. Along with the other agencies mentioned, Cpl. Porupsky was assisted at the scene by Sgt. Cagle, Sgt. Bonner, Cpl. Szeles, Cpl. Carmack, and Elmore County Deputies, Fire and EMS personnel.

The Idaho State Police investigated a multiple-injury crash on I15 at milepost 26, just north of the Oneida/Bannock County line yesterday. Shortly before 10 PM on March 16th, 2011, Flint Felde, age 40 of Missoula, MT was traveling south on I15 near milepost 26. The roadway in the area was wet, but the bridge at that location was icy. As Felde went over the bridge, he lost control of his vehicle and rolled several times, coming to rest on the right shoulder. Both he and his 3-year-old passenger were injured. They were both transported by ground ambulance to Portneuf Medical Center where they remain in guarded condition. Felde's passenger was not in a safety seat, and whether or not either occupant was wearing a seatbelt is still under investigation. Alcohol is not believed to have been a factor. The investigation is ongoing by Trooper Nalder of the Idaho State Police, with assistance from Cpl. Caldera, as well as deputies and paramedics from Oneida County and Bannock C

TRAFFIC STOP LEADS TO CASH SEIZURE

On March 10th, 2011, Cpl. Vance Cox, Idaho State Police, stopped a 2000 Pontiac Grand Am for a traffic violation that occurred on Interstate 15 near Roberts, Id. The driver was displaying signs of drug use and during a search of the vehicle $9,982.00 was located. Jefferson County Sheriff's Office responded to assist and deployed a K-9 drug dog. Detectives from the Idaho State Police assisted with the investigation, and the money was seized. The investigation is on-going.

DRUNK DRIVING: OVER THE LIMIT UNDER ARREST

Beginning this week, the Idaho State Police will be increasing their DUI patrols through March 22nd. The Idaho State Police will be partnering with local law enforcement agencies and the Idaho Transportation Department Office of Highway Safety using grant money from the Office of Highway Safety. The grant money allows officers to take part in a nationwide effort to reduce impaired drivers and reduce the collisions caused by them. The increased DUI patrols will be worked in strategic areas and on evenings likely to encounter impaired drivers. These mobilization patrols are strict and follow the National Highway Traffic Safety Administration (NHTSA) drunk driving slogan, "Drunk Driving: Over the Limit. Under Arrest." Idaho has a per se law of .08 Blood Alcohol Content (BAC) by breath or blood and .02 for persons under the age of 21. Troopers working these shifts will be utilizing mobile breath testing equipment that allows for a faster return of the driver's BAC. The goal of this project is to support the statewide highway safety goal of reducing motor vehicle related deaths and serious injuries as a result of impaired drivers by increasing law enforcement presence and increasing arrests of those impaired drivers.

During the campaign, officers will be watching for impaired drivers under the influence of alcohol, drugs or other intoxicating substances.

If your parties or social life involve alcohol, avoid driving any vehicle when 'buzzed' or drunk. It's not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant.

In 2009, there were 12,327 DUI arrests in Idaho, resulting in 65 fatalities. 29% of all Idaho fatalities were the result of an impaired driving crash and 77% of those killed were not restrained.

- Whenever you plan on consuming alcohol, designate a sober driver before going out and give that person your keys.
- If you're impaired, call a taxi, a sober friend or family member to get you home safely.

ITD, ISP troopers partner to stop impaired driving
March 11 - March 21
Using federal grant funds, the Idaho Transportation Department is again partnering with the Idaho State Police to make state highways safer by funding education campaigns and high-visibility impaired driving enforcement patrols from March 11 through March 21.

The goal of this project is to support the statewide highway safety goal of reducing motor vehicle related deaths and serious injuries as a result of impaired drivers by increasing law enforcement presence and increasing arrests of those impaired drivers.

During the campaign, officers will be watching for impaired drivers. They also will check for seat belt use.

"If your parties or social life involve alcohol, avoid driving any vehicle when 'buzzed' or drunk," said Lt. Kevin Haight. "It's not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant," he explained.

In 2009, there were 12,327 DUI arrests in Idaho, resulting in 65 fatalities. 29% of all Idaho fatalities were the result of an impaired driving crash and 77% of those killed were not restrained.

- Whenever you plan on consuming alcohol, designate a sober driver before going out and give that person your keys.
- If you're impaired, call a taxi, a sober friend or family member to get you home safely.
- Promptly report drunk drivers you see on roadways to law enforcement. To contact the Idaho State Police, call *ISP or 208-736-3070.
- If you know someone who is about to drive impaired, take his or her keys and help make other transportation arrangements.
"Your best and only defense against drunk drivers is to always wear a seat belt and remain attentive to your surroundings and other drivers," Lt. Haight said.

On Wednesday , March 9, 2011, at 6:07 a.m., Idaho State Police investigated a one vehicle crash on State Highway 55 at milepost 68, north of Horseshoe Bend. Cheri Tambini, 62 from Horseshoe Bend, was travelling south bound in a GMC Envoy . She lost control of her vehicle, drove left of center and went off the left shoulder striking a rock wall. The vehicle overturned and blocked the south bound lane. Tambini was treated and released with non life threatening injuries. Icy roads were a factor in this crash and a seatbelt was worn. This crash remains under investigation by Cpl. D. Anthony.

Make good driving choices, don�t drink and drive

In 2009, there were 12,327 DUI arrests in Idaho and 29% of all Idaho fatalities were the result of an impaired driving crash.

The Idaho State Police in Region Two will be conducting high-visibility impaired driving enforcement patrols from March 11- March 21.

The effort is part of Idaho's Toward Zero Deaths' goal to someday have no traffic deaths on Idaho's roads. Traffic deaths are not just numbers. They are family members and friends lost. The Idaho State Police wants everyone to make it home safely from a night out with friends or family. Troopers will be watching for impaired drivers as well as checking for seat belt use.

If your night out involves alcohol, avoid driving any vehicle and use a designated driver. Driving impaired is not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant. A few simple precautions before can prevent a drunk-driving tragedy; make the decision before consuming alcohol how you will get home safely, if you're impaired, call a taxi, a sober friend or family member to get you home safely. If you know someone who is about to drive impaired, take his or her keys and help make other transportation arrangements. Be alert to other drivers� actions and drive defensively. INCIDENT NARRATIVE: Sands was traveling east bound on Kathleen, crossed US 95 against a flashing red light in front of Murinko who was traveling NB US 95 at Mile post 431.7 in Coeur d Alene. Murinkos vehicle struck Sands vehicle in the right front passenger door. Severe injuries were sustained and extrication was necessary for the driver and passengers of Sands vehicle. North bound US 95 traffic was diverted as well as traffic on Kathleen for approximately 3 hours. Alcohol was not a factor. Investigation continues by the Idaho State police.

On Saturday, March 5, 2011, at 6:08 p.m., Idaho State Police investigated a one vehicle crash on Interstate 84 at 56, west of Gowen Road. Analisa Miller, 21 from Casper, Wyoming, was travelling west bound in the left lane in a Pontiac Montana . She attempted to change lanes and did not see the other vehicle next to her. Miller lost control of the vehicle, crossed the median and overturned, coming to rest in the east bound lanes of travel. One east bound lane was blocked for approximately two hours. Analisa Miller and her passenger Scott Miller, 30 from Evansville, Wyoming, were both transported by ground ambulance to St Alphonsus Regional Medical Center. Analisa Miller was treated and released. Scott Miller was admitted for further treatment. Alcohol was not a factor in this crash and seat belts were worn by both subjects. This crash is under investigation by Cpl. J Murakami with assistance from Cpl. S. Tulleners, Cpl. E. Robertson, and Sgt. S. Ketchum.

On Saturday, March 5, 2011, at approximately 9:15 am, Idaho State Police investigated a three vehicle crash near New Meadows, ID.

Vernon Fincher, 87, of McCall, ID, was travelling northbound on State Highway 55 near milepost 151. He lost control of his Hyundai Accent, slid into the southbound lane and hit a Chevrolet van driven by Brandon Edgecomb, 30, of Nampa, ID. Scott Stilwell, 47, of Eagle, ID, was northbound in a Chevrolet pickup towing a trailer. Stilwell's trailer struck Fincher's vehicle.
Fincher and Edgecomb were transported by ground ambulance to McCall Memorial Hospital where they were treated and released. Stilwell was not injured. All occupants were wearing seatbelts. The roads were snow covered.

The crash is still under investigation by Trooper M. Wright, with assistance at the scene from McCall Police Department, Adams County Sheriff's Office and medical personnel.

On Thursday March 3, 2011, at approximately 11:45pm, the Idaho State Police investigated a single vehicle crash westbound Interstate 86 at mile post 20, west of American Falls. Irene Palacios, 36, from Paul , was traveling the wrong way, westbound in the eastbound lanes, in a 2007 Chevy Impala at a high rate of speed. Palacios lost control of her vehicle, left the road, and rolled multiple times. She was ejected from the vehicle and died as a result from her injuries on scene. Palacios was not wearing a seat belt at the time of the crash and alcohol is believed to be a factor.

This crash is under investigation by Sergeant Winans with the assistance from Trooper Kilton, Sergeant Garcia, Power County Police and Minidoka County Police.

Crash near Wendell blocks traffic

On Wednesday March 2, 2011, at approximately 8:15 PM, the Idaho State Police investigated a four vehicle crash eastbound on Interstate 84 at mile post 155 near Wendell. Harrison Matthews, 44 of Boise, was traveling east in his 2002 Ford F150 pickup pulling a 1994 enclosed utility trailer. Matthews was attempting to exit at the 155 and jerked the wheel causing him to lose control and spin out coming to rest facing westbound in the eastbound lanes. Matthews' trailer full of construction supplies rolled and detached from his truck, coming to rest in the center of the fast lane. Petr Demyanchuk, 33 of Everett, WA, was traveling eastbound in a 1994 Freightliner Semi pulling a 1999 Great Dane trailer. Demyanchuk's vision was impaired by the lights of Matthews' truck in the lane. Demyanchuk swerved to avoid Matthews' truck in the lane and lightly struck his trailer causing minimal damage to the semi. Demyanchuk then went into the median and back onto the interstate where he came to a stop. Pedro Espinoza, 40 of Nampa, was traveling eastbound in a 2006 Volvo semi pulling a 2007 Brenner tanker trailer. Espinoza's vision was impaired by the lights of Matthews' truck. Espinoza swerved to avoid hitting Matthews' truck and trailer, coming to a stop east of the crash scene without damage to his vehicle. William Brander, 56 of Twin Falls, was also traveling eastbound in a 1995 Ford L8000 commercial truck hauling a flatbed trailer with a tractor on it. Brander's vision was also impaired by Matthews' lights causing him to swerve, lightly hitting the trailer causing minimal damage. Brander's vehicle then came to a stop in the median. The tractor on Brander's trailer shifted but did not fall off. A wrecker arrived on scene to right the tractor before Brander could continue on. There were no injuries sustained in the crash. Eastbound Interstate 84 was blocked for approximately three and a half hours until the damaged vehicles were moved and all debris was removed from the roadway. Matthews was cited for careless driving.

This crash is under investigation by Trooper C. Pohanka with assistance from the Gooding County Sheriff, Wendell City Police, Gooding County Fire and EMS as well as the Idaho Transportation Department.

INCIDENT INFORMATION: Brown was traveling eastbound on I90 at milepost 57 when he failed to negotiate a right curve. He drove into the median, over a metal guardrail and vaulted over 3rd Avenue in Osburn. The vehicle then overturned and came to rest below the interstate. Brown was later arrested for aggravated DUI, possession of Meth, trafficking Heroin and drug paraphernalia.
