On Friday April 30, 2010 at approximately 4:32 P.M., Idaho State Police investigated a one vehicle injury crash westbound I84 at milepost 1, near the Oregon border. Tracey Warner , 44, of Ontario was westbound driving a 2005 Dodge Caravan when for unknown reasons he lost control. The vehicle overturned and came to rest in the eastbound lanes. Warner was transported by ground ambulance to Holy Rosary Medical Center in Ontario, OR. Warner was wearing a seat belt and alcohol was not thought to be a factor. The Crash was investigated by the Idaho State Police with assistance from the Payette County Sheriff's Office.

New Incident Response Trucks on I90

To assist the motoring public during the upcoming construction on I90, the Idaho Transportation Department will be implementing an Incident Response team. This team will work the I90 corridor in a marked vehicle assisting the motoring public with breakdowns, flat tires and traffic hazards in the road. This unit will help keep traffic flowing through the congested construction area.

This service being offered by the Idaho Transportation Department will begin on May 4th and conclude at the end of the construction. This service will assist the Idaho State Police in responding to calls for service on the Interstate and provide quick response to motorist needs on the interstates.

On April 29, 2010 at 7:07 pm, Idaho State Police, Caldwell Police Department, fire, and emergency crews responded to a three-vehicle crash at the intersection of 10th Avenue and Chicago Street in Caldwell. Daniel Rush, 53, of Caldwell, was westbound on Chicago at a high rate of speed in a red Ford Explorer. Christina Martindale, 40, of Nampa was stopped in her white Suzuki Aerio waiting to turn left onto 10th Avenue. Rush crossed into oncoming traffic at the intersection and hit Martindale's vehicle. The Ford Explorer overturned and struck a parked, unoccupied Ford Focus. Both Rush and Martindale were transported to St. Alphonsus in Boise with non-life-threatening injuries. Chicago Street west of 10th was shut down for approximately three hours. The crash is still under investigation led by Trooper Hurley.

At approximately 3:45 pm on Saturday, April 24, 2010 Idaho State Police investigated a two-vehicle crash with injuries at the intersection of Emmett Rd. and Willis Rd., in Canyon County, ID.

A 2003 Chevrolet Trail Blazer driven by Lyudmila Yanchuk, 40, of Meridian, ID was traveling eastbound on Willis Road. Yanchuk was not familiar with the area and failed to yield at a stop sign at the intersection of Willis Rd. and Emmett Rd. Yanchuck's vehicle was struck by a 1991 Isuzu Box Van, traveling northbound on Emmett Road driven by Terry Asher, 37, of Emmett, ID.

The box van rolled, coming to rest on its top, and the Trail Blazer collided with a power pole. None of the six occupants of the vehicle driven by Yanchuk were wearing seat belts, and three of the six were ejected from the Trail Blazer. There were four passengers in Asher's vehicle, and one was not wearing a seat belt.

Yanchuk's passengers were: Alla Pasechnikov, 40 of Star, Vasily Pasechnikov, age 12, Alexander Pasechnikov, age 11, Victor Pasechnikov, age 8, and Veronica Pasechnikov, age 4. Asher's passengers were: Pamela Asher, 35 of Emmett, Craig Farrell, 31 of Emmett, and John Southworth, 17 of Emmett. Seven of the ten occupants involved in this crash were transported to local area hospitals with non-life threatening injuries.

Alcohol is not a factor in this crash. The crash is still under investigation by Tpr. J. Klitch. Klitch was assisted at the scene by numerous ISP officers, deputies from the Canyon County Sheriff's Office, Canyon County Paramedics, the Caldwell Fire Department, and the Middleton Fire Department.

On Thursday April 22, 2010 at approximately 5:17 p. m. Idaho State Police Troopers responded to an ATV crash at 21247 South Marsh Valley Road in Downey. According to preliminary investigation, Hugh Hawkes, age 56, was driving his Polaris Sportsman 500 ATV behind his residence. He was accompanied by his 6 year old grandson. Hawkes lost control of the vehicle, causing it to roll on top of him. His grandson was thrown from the vehicle and sustained minor injuries. Hawkes was transported by Life Flight to Portneuf Medical Center with serious injuries. Neither individual was wearing a helmet. Alcohol is not believed to be a factor in the crash. Idaho State Police was assisted by the Bannock County Sheriff's Department and Bannock County Search and Rescue. The incident is still under investigation.

On Tuesday, April 20, 2010 at approximately 9:46 a.m. the Idaho State Police investigated a collision involving one vehicle and a train at a private railroad crossing near US Highway 95 at milepost 77, 4 miles south of Weiser.

A 1991 Dodge Caravan, driven by Eileen Bezy, 52 of Marsing, Idaho, was attempting to cross the tracks when she failed to yield, and was struck by, the northwest bound train. Bezy was pronounced deceased at the scene.

The collision is under investigation by Idaho State Police Corporal Nauman. He was assisted at the scene by Trooper Carmack, officers from the Washington County Sheriff's Department, Washington County Paramedics, and the Weiser Rural Fire Department.

On Tuesday April 20, 2010, at approximately 2:02 a.m. (MDT), the Idaho State Police investigated a single vehicle crash on US95 approximately three miles north of Weiser, ID. A 1989 Ford Ranger, being driven by Chad Self, age 33 of Weiser, Idaho, was traveling northbound on US95, when he failed to negotiate a right curve and went off the left side of the roadway and rolled the vehicle end over end. Self was ejected from the vehicle. He was not wearing a seat belt. Self was transported to Weiser Memorial by ground ambulance and then taken by Life Flight to St. Alphonsus Medical Center in Boise. Alcohol was a factor in this crash. Washington County Sheriffs Deputies, Weiser Ambulance, and Weiser Rural Fire Department assisted at the scene.
The crash is under investigation by M. Cpl. Nauman.

"Officer On A Train" and "Adopt A Crossing"

On Thursday April 22, 2010, City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in Southeast Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the "Officer On A Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars, which stop the motorist, explain the dangers and issue a citation.

With the "Adopt A Crossing" approach, City, County and State Law Enforcement officers from throughout Southeast Idaho pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

This year to date, there have been 5 car train collisions reported, resulting in 2 people injured.

Since 1990, the "Officer On A Train" and "Adopt A Crossing" programs have been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, State and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

INCIDENT NARRATIVE: Burge was traveling north bound on US95@237. He looked down to change CD's and when he looked back up he was off the road. He corrected and came back up to the north bound lane and drove into the south bound turn lane. He corrected again putting the vehicle into a critical speed skuff. The vehicle then tripped and rolled several times. Vehicle came to rest on the shoulder. Burge was wearing his seatbelt.

Zinn was traveling westbound on Silver Valley road when he crossed the centerline for an unknown reason. He then drifted off the south shoulder of the roadway for approximately 40 feet and struck a Idaho Dept. of Transportation drilling vehicle that was parked and coned off. Zinn was ejected from the motorcycle at which time his helmet came off during impact. Zinn was flown to Kootenai Medical Center. Alcohol was not a factor, investigation continues.

Ginger Klima, 44 of Colorado, driver of the 2006 Ford pickup was transported to Cassia Regional Medical Center. Her passenger, Amber Baker, 17 of Colorado, was also taken to Cassia Regional Medical Center. Both Ginger and Amber were treated and released. Ginger's other passengers, Timothy Klima, 46 of Colorado, and Morgan Klima, 14 of Colorado, both died on scene. All occupants were wearing safety restraints. Alcohol or drugs are not suspected to be factors in the crash.

Updated information reference the crash involving Trooper Clausing. The crash occurred on Interstate 84 at milepost 254 instead of 258. Timothy Olsen now resides in Utah rather than Montana.

On Thursday April 15, 2010 at approximately 12:45 p.m. the Idaho State Police received information of a one vehicle crash eastbound on Interstate 84 at milepost 263, near the Utah border in Oneida County. The initial investigation shows that a tire separated on the 2006 Ford pickup out of Colorado which caused the driver to lose control and the vehicle to roll. Two occupants of the pickup succumbed to their injuries sustained in the crash. Notification is still being made to the family. Air ambulance was on scene at 1:30 p.m. to assist paramedics providing aide at the scene.

At 1:15 p.m., as assisting officers were responding to the scene of the fatal crash, Timothy Olsen, of Montana, was driving his 2007 Dodge pickup. Olsen fell asleep at the wheel near Interstate 84 at milepost 258, drifting out of his lane and into the path of Trooper Clausing. Trooper Clausing avoided hitting Olsen's vehicle, however he ran off the road which caused his patrol car to roll. Trooper Clausing was using his emergency lights at the time of the crash. Trooper Clausing was transported to the Cassia County Regional Medical center in Burley with minor injuries. Olsen was cited for inattentive driving.

Both crashes remain under investigation by the Idaho State police.

ISP SEIZES CASH AND DRUGS

FOR IMMEDIATE RELEASE - SIGNIFICANT CASH SEIZURE

On April 14, 2010 at approximately 10:01 am, Corporal Vance Cox of the Idaho State Police conducted a traffic stop on I-15 north of Idaho Falls. During the traffic stop, it was determined that the driver, Bennet Cleff (62), of San Rafael California was driving under the influence. Inside Cleff's vehicle was approximately 1 ounce of marijuana along with drug paraphernalia. Cleff was also in possession of $17,020.00 cash, which was affiliated with the drug items. During the investigation, Jefferson County Sheriff's Office assisted Cpl. Cox by deploying their drug K-9. Also assisting with the investigation was the Idaho State Police Detective Division. Cleff was booked into the Jefferson County jail and charged with DUI, possession of marijuana and drug paraphernalia.

On Tuesday April 13, 2010 at approximately 7:50 am, Idaho State Police investigated a two-vehicle injury crash westbound I84 at milepost 163. Jeremy T. Hill, 33, of Jerome was westbound in a 2003 Dodge Neon. Tami Sipes, 36, of Jerome, was also westbound in a 1995 GMC pickup, when her vehicle was struck from behind by Hill's. Sipes and Hill were both transported by ground ambulance to Saint Benedict's Family Medical Center in Jerome with non-life threatening injuries.

Hill was placed under detention by police, but managed to escape custody at the hospital. Officers searched the area around the hospital with a tracking canine, but Hill eluded capture. Hill is currently wanted on a misdemeanor warrant out of Ada County for failure to appear. He is also wanted by the Idaho State Police for reckless driving, resisting and obstructing officers, and possession of marijuana. Hill has a laceration on the top of his head that was bleeding. He also has tattoos on both arms. Anyone with information about Hill should contact 911 or Idaho State Police at 736-3060. The incident is under investigation by Trooper Troy Debie. The Idaho State Police were assisted by Jerome County Sheriff, Jerome City Police, and Twin Falls County Sheriff in the search.

Passenger Riendeau was the only one wearing a seatbelt. Alcohol was a factor, the investigation continues.

On April 11, 2010 at approximately 9:24 a.m., Idaho State Police responded to and investigated a fatal injury crash involving two vehicles. Mauricio Vaquier Cabrera, 27, of Nampa, ID was driving a black 1999 Chevrolet Cavalier south on Old Highway 30, north of State Highway 44. Vaquier Cabrera crossed the center line and went into the northbound lane of travel. Alvin E. Yoder, 51, Of Caldwell was driving a white 2009 Chevrolet Silverado Pickup in the northbound lane. Vaquier Cabrera's vehicle struck Yoder's vehicle head-on.

Vaquier Cabrera was pronounced dead at the crash scene. Yoder was transported by ground ambulance to West Valley Medical Center in Caldwell. Both Vaquier Cabrera and Yoder were wearing seatbelts at the time of the crash.

The investigation is continuing.
Notification of next of kin is pending.

On April 9, 2010, at approximately 12:50 p.m., the Idaho State Police investigated a crash on I84 which resulted in one motorist being injured. Deana Crane, age 39 of Kuna was driving her motorcycle eastbound on I84 near milepost 50. She lost control of the motorcycle, impacting a Dodge Durango driven by Dawn Luchini, age 46 of Meridian. The bike was laid down in the lane of travel, where Crane suffered non-life threatening injuries. She was transported to St. Alphonsus Medical Center in Boise where she was treated for her injuries. Neither weather nor alcohol was thought to be involved in the crash. Boise City Police and Ada County Paramedics assisted at the scene of the crash.

On 4/4/2010, the Idaho State Police made a traffic stop on I90 in Coeur d'Alene regarding a traffic violation. During the traffic stop two individuals identified as Julianne M Lewis (Pasco Washington)and William F Heavyrunner (Browning, Mt)were taken into custody. Inside the vehicle were found guns, drugs and a suspicious explosive device. The Coeur d'Alene Fire Department responded. The Spokane Sheriff's bomb disposal unit also responded and disposed of the device. The investigation continues.

On Sunday, April 4, 2010, Idaho State Police investigated a two vehicle crash at the intersection of State Highway 44 and Channel Road, just east of exit 25 off of Interstate 84 in Middleton, ID.

Anna Harris, 37, of Emmett, ID, was stopped in traffic westbound on State Highway 44 waiting to make a left turn onto Channel Road. Harris was driving a 1982 Ford pickup with a camper shell on the back. Two children were passengers in the front of the truck, and two children were riding in the bed of the truck under the camper shell. Harris and both children from the cab of the truck were transported by ground ambulance to West Valley Medical Center in Caldwell. The two children in the bed of the pickup were transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. No one in the pickup was wearing a seatbelt.

Sarah Kester, 42, of Middleton, ID, was driving westbound on State Highway 44 in a 2002 GMC van. Also in the van were six children. Kester drove into the back of Harris' vehicle. Kester and one of the children were transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. The other five children were not transported to any medical facilities from the crash scene. All occupants in the vehicle were wearing safety restraints.

Alcohol is not a factor in this crash. The investigation is continuing by Cpl. M. Nauman with assistance from Tpr. K. Beckner and Canyon County Sheriff's Office.

INCIDENT NARRATIVE:
Lewiston Police Department had Balbach on a traffic stop when he fled from them. Balbach passed by an Idaho State Police Trooper at 90 mph and shortly after crashed his vehicle on US12/D Street. Balbach fled the vehicle on foot, crossing the Interstate Bridge towards Clarkston. About half way across the bridge Balbach was confronted by both Lewiston and Clarkston Police. Balbach jumped from the bridge into the water. He was thrown a life vest and was able to make it to shore on the Washington side of the bridge. Balbach was taken into custody by Lewiston Police Department for felony eluding.
