Slow-Speed Pursuit ends in Arrest
------------------------------------------

Idaho State Police Troopers arrested a St Maries man this morning after a slow-speed pursuit that went 17 miles along Highway 3, from Benewah into Kootenai County.

What Happened: At approximately 7:42 a.m., a Trooper on patrol spotted a Chevy pickup traveling northbound on Highway 3 with tape obstructing both the front and rear license plates. The Trooper conducted a traffic stop and the driver of the pickup stopped at mile marker 88, just north of St. Maries. The driver, the only occupant of the vehicle, refused to roll down the window, then drove off.

The Trooper pursued the pickup continuing northbound on Highway 3 at speeds well below the limit. With the assistance of deputies from Benewah County, spikes strips were laid down on the highway that disabled three of the pickup's four tires. The pickup continued northbound at very slow speeds. A second set of spike strips were deployed which disabled the fourth tire, but the driver continued on, dropping to speeds of less than 10 mph. Deputies and Troopers were able to stop all traffic briefly on Highway 3 while a Trooper successfully performed a pursuit intervention technique (PIT maneuver) at mile marker 105 in Kootenai County which safely stopped the pickup.

Troopers took the driver of the pickup into custody without further incident. He was booked into the Kootenai County Jail on the following charges.

Arrested: Lyle D. Osier, 73, St. Maries

Charged: Eluding a peace officer (m)
Possession of a controlled substance - marijuana (m)
Possession of drug paraphernalia (m)
Contempt of Court, failure to have an ignition interlock device (m)

During the slow-speed pursuit, the driver of the pickup had a mid-sized dog in the open bed of the truck. The dog was not hurt and was placed in safe custody following the driver's arrest.

Congratulations to ISP Forensic Labs;
Reaccreditation now includes breath alcohol instrumentation, THC quantitation
-----------------------------------------------------------------------------

The Idaho State Police is proud to announce all three of the forensic service laboratories were recently reaccredited for another 4-year cycle by the American Association for Laboratory Accreditation (A2LA).

"The commitment and professionalism of the people in ISP Forensic Services are almost unmatched; from lab accreditation to the certification each scientist has to earn in their specific discipline," said Colonel Kedrick Wills, Director of the Idaho State Police.

"The ISPFS leadership team, scientists, nurse, evidence staff, and administrative support team all work together using the best science and most current standards to forward the cause of justice and build public trust. That's something the people of Idaho and all of us at ISP can take pride in." Said Colonel Wills.

What is A2LA Accreditation and why is it so important to ISP Forensic Services?

A2LA is among the largest accreditation bodies in the world. ISP was accredited by the American Society of Crime Laboratory Directors/ Laboratory Accreditation Board (ASCLD/LAB) from 1987 to 2017 and upgraded to the international ISO 17025 accreditation program under A2LA in 2017.

The Idaho State Police has forensic science labs in Pocatello, Meridian, and Coeur d'Alene.

"Work done by the ISP Crime Labs is essential to Idaho's criminal justice system, and accreditation is about maintaining public trust and confidence in that work. Our team works very hard to reach and maintain these strict standards, and international accreditation is something we're very proud of," said Matthew Gamette, the Laboratory Systems Director for Idaho State Police Forensic Services.

"ISP was an early adopter of accreditation, and the agency continues to meet the most stringent forensic science standards. It ensures that our lab management includes operating and quality assurance policies and procedures that are strictly followed as a daily part of lab operations." Said Gamette.

New this year, breath alcohol instrument calibration and tetrahydrocannabinol (THC) quantitation.

"ISPFS has always performed breath alcohol instrument calibration with the strictest of scientific methods. But having outside assessors evaluate the process and results means stakeholders can have even more confidence in the laboratory system." Said Gamette. "ISPFS is one of only a few breath alcohol instrument calibration programs in the country, and that demonstrates our commitment to quality for the citizens of Idaho."

ISP Forensic Services (ISPFS) completed an intensive process to add breath alcohol instrument calibration and tetrahydrocannabinol (THC) quantitation to the scope of accredited testing offered by the laboratory. While the ISP forensic laboratories have for many years, as authorized by Idaho Administrative Code, calibrated the breath testing instruments used by every law enforcement officer and law enforcement agency in Idaho, adding this level of external assessment to the program adds to public confidence.

In addition, and as requested by Governor Little and the Idaho legislature, ISPFS added tetrahydrocannabinol quantitation to the scope of accredited testing offered by the laboratory. Adding this testing to ISP labs ensures that the laboratory is externally evaluated to meet quality assurance standards and ensures the labs ability to differentiate between hemp and marijuana as defined in Idaho code.

To maintain A2LA accreditation, outside assessors independently evaluate laboratory manuals, reports, and corrective actions.
Representatives of A2LA regularly visit the ISP laboratories to assess compliance to international standards and laboratory policy and procedure.

Events For People With Special Needs

EVENTS FOR PEOPLE WITH SPECIAL NEEDS
FOR IMMEDIATE RELEASE

Lewiston, Idaho - The Idaho State Police announced today that they will be hosting a special opportunity for school-age children who are blind or visually-challenged.
The Climbing On Stuff program is one of Courageous Kids Climbing's programs that supports people with special needs. Climbing On Stuff is intended to provide opportunities for children who are blind to "look" at things that they might normally have the opportunity to look at. The program has been occurring in Boise for several years with the kids having the opportunity to look at a fighter jet, Army helicopter, smokejumpers and race cars. The program was extended to Lewiston two years ago when the kids spent an afternoon with the Nez Perce tribe.

Idaho State Police Trooper Tauna Davis said, "We heard about the program and what it was doing for the kids who are blind. I knew immediately that this was something that the Idaho State Police needed to be involved in. I took the idea to our leadership and they gave me the go-ahead to make it happen!"

The adventure will start with the kids holding various size toy police cars while the troopers talk about them. The toys will help the kids generate an image of what a police car looks like. Then the kids will be taken out to look at the real thing!

In addition to police cars, the kids will also have the opportunity to look at other tools and equipment used by the State Police.

And the concept is growing! Trooper Davis added, "Word got out about our plan and we were contacted by the Lewiston Police Department. Our colleagues in Lewiston will be supporting our event with some of their equipment. We may wear different uniforms, but we all work together."

Jeff Riechmann is the Executive Director of the McCall-based nonprofit Courageous Kids Climbing. When asked how the idea for Climbing On Stuff came about, he said, "The Idaho Air National Guard supported one of our climbing events in 2015. They were so impressed with what we were doing with all of the kids with special needs, especially the blind kids, that they invited us to bring some kids to visit their air base and checkout one of their fighter jets."

The adventure is free to any school-age child who is blind or visually challenged. The adventure will be held on Saturday, October 2 at the Idaho State Police district office in Lewiston from 1:00 pm to 4:00 pm. Reservations are required to participate and can be made by contacting Riechmann at courageouskidsclimbing@gmail.com.

When asked why the Idaho State Police was hosting this event, Trooper Davis replied, "The purpose of the Idaho State Police is to protect and serve everyone in our great state. This includes people who are blind. This event will provide us with not only an opportunity to serve our fellow citizens, but to gain a better understanding of the challenges that people with visual challenges face on a daily basis. With the knowledge that we gain from this event, we will better be able to serve our fellow citizens with visual challenges."

Extra DUI Patrols Continue Through Labor Day;
Troopers hope the effort keeps Impaired Drivers Off Idaho roadways
-------------------------------------------------------------------

Idaho State Police Troopers will continue with extra patrols through the Labor Day weekend as part of a statewide education and enforcement campaign to prevent impaired driving.

"Caring enough about yourself and others means planning not to drive impaired," said ISP Lt. Marvin Crane. "Putting others at risk with dangerous driving behavior is not acceptable in our communities and we're doing all we can with both education and enforcement to help keep Idahoans safe."

According to Idaho crash data, impaired driving was the cause of 1,513 crashes in Idaho last year. 92 people died as a result of those impaired driving crashes. Hundreds more were injured.

"We are urging people who use alcohol or other impairing substances to plan ahead and not get behind the wheel. Most folks actually make the right choice, and that's appreciated. But for those who don't, troopers are on the roads looking for them before they hurt themselves or someone else." Said Lt. Crain.

ISP joins more than 60 local law enforcement agencies around the state, and the ITD Office of Highway Safety in this final push to end the summer travel season safely.

All of us can prevent impaired driving. Here's how:

- Plan for a safe, sober ride;
- Choose a sober friend as a designated driver.
- Arrange for a ride share service or taxi.
- If you're hosting an event where alcohol will be served, serve non-alcoholic beverage options and make sure all guests leave with a sober driver.
- Always wear your seat belt - it's your best defense against impaired drivers.
- If you see what could be an impaired driver on the road, call *477(*ISP) or call 911. Your actions could save a life.

Troopers with the Idaho State Police are on patrol all day every day to keep impaired drivers off the roadways and to enforce laws designed to educate motorists on safe driving behavior. This high visibility DUI education and enforcement campaign began August 20th and coincides with the close of the summer driving season known as the 100 Deadliest Days. Between Memorial Day and Labor Day weekends, Idaho typically sees an increase in fatality and injury crashes.

According to the Idaho Transportation Department Office of Highway Safety, highway fatality crashes sadly, have increased in 2021.

Highway fatalities through Sunday, Aug. 29:

2021- 159
2020 - 142

100 Deadliest Days
2021 - 77
2020 - 75
-----------------------------
Additional patrols are funded by a grant from the Idaho Transportation Department Office of Highway Safety through the National Highway Traffic Safety Administration. Thank you to these agencies for supporting ISP's efforts to keep Idaho's roadways safe.
