On October 29, 2020, at approximately 6:55 p.m., Idaho State Police investigated a crash on Interstate 15 at milepost 65.5, in the south Pocatello area.

Elton L. Zundel, 67, of Pocatello, ID was driving northbound on Interstate 15 in a 2013 Volvo S60. Zundel drove off the right shoulder of the road. The vehicle rolled. Zundel was not wearing a seatbelt. He succumbed to his injuries at the scene of the crash.

Don't be a scary driver.

Idaho State Police want this Halloween weekend to be more safe than scary. Troopers advise those whose costumed celebrations will include alcohol or other impairing substances not to drink and drive. Buzzed driving is drunk driving.

In the Treasure Valley, ISP is partnering with Mothers Against Drunk Driving, the Idaho Office of Highway Safety, and the Boise, Nampa, and Meridian Police Departments to educate drivers of the dangers of impaired driving, and to staff extra patrols this Friday and Saturday night, October 30th and 31st. The goal is to prevent the injuries and deaths that result from impaired driving crashes.

"We know people want to have fun on Halloween. But we see the tragic results when those celebrations result when people getting behind the wheel while they're impaired. Families are forever impacted by serious injuries or deaths from traffic crashes. We want to avoid that." Said Sgt. Curt Sproat of the Idaho State Police.

According to national statistics, during Halloween nights from 2013 - 2017, 42% of those killed were in traffic crashes that involved at least one drunk driver.

Idaho State Police advise those planning to drive this Halloween weekend to:

- Drive Engaged - Do not use handheld electronic devices or impairing substances.
- Be especially alert for all road users, including pedestrians.
- Slow down, even below the posted speed limit in areas where pedestrians are likely to be or where sight distances are limited. Keep your windshield clean.
- If you see a suspected impaired driver, call 911 or *ISP (*477).

Funding for extra traffic patrols is provided by a grant from the Idaho Transportation Department Office of Highway Safety through the National Highway Traffic Safety Administration.

On October 28, 2020, at approximately 4:10 P.M., Idaho State Police investigated a crash, on Interstate 84 at milepost 141, one mile east of Bliss.

Jesse Rubio, 40, of Twin Falls, was driving eastbound in a 2000 Mercedes-Benz ML. Rubio lost control of the vehicle and it rolled. The vehicle came to rest on the south side of the Interstate. Rubio was not wearing a seatbelt and was ejected from the vehicle. She succumbed to her injuries at the scene of the crash. Rubio's passenger, Johnny Rubio, 32, of Twin Falls, was wearing a seatbelt. Johnny Rubio was transported by air-ambulance to Saint Alphonsus Regional Medical Center in Boise, Idaho.

Next of kin has been notified. The crash investigation is ongoing. Idaho State Police was assisted by Gooding County Sheriff's Office and Idaho Transportation Department.

On October 28th, 2020, at approximately 6:05 P.M, Idaho State Police investigated a minor injury crash, eastbound US20 at milepost 318, north of Ucon. Phoebe Kunz, 19, of Idaho Falls, was traveling eastbound on US20 in a 2017 Nissan Versa. Kenyon Smith, 27, of Idaho Falls was also traveling eastbound on US20 on a 2003 Harley Davidson Motorcycle. While slowing in a construction zone, Kunz was rear ended by Smith. Smith was not wearing a helmet. Kunz was wearing a seatbelt. The eastbound lanes were blocked for approximately 30 minutes. Idaho State Police was assisted by Jefferson County Sherriff's Office, Jefferson QRU, Idaho Falls Fire Department, and Idaho Transportation Department.

On October 27th, 2020 at 01:44 AM the Idaho State Police investigated a fatal crash northbound on US95 at Appleway Avenue in Coeur d'Alene. Jason Hirschel, 29 years old of Rathdrum, Idaho, was travelling northbound on US95 approaching Appleway Avenue in a 2020 Freightliner semi pulling two trailers. US95 at Appleway had a flashing yellow traffic signal. Jordan Sieverding, 18 years old of Coeur d'Alene, Idaho, was travelling eastbound on Appleway Avenue approaching US95 in a black 2013 Hyundai Elantra. Appleway had a flashing red traffic signal for eastbound traffic. Jordan failed to stop at the light and entered the intersection where he was struck by Hirschel on the passenger side. Sieverding's vehicle came to a rest on the northeast corner of the intersection. Sieverding and one of his passengers Orion Trask, 19 years old of Post Falls, Idaho, were transported to Kootenai Health. The other passenger Bayli Sieverding, 20 years old of Post Falls, Idaho, was pronounced deceased at the scene. Both drivers were wearing seatbelts, it is unknown if the passengers were wearing their seatbelts. The roadway was blocked for approximately 5 hours. Next of kin has been notified. The investigation is ongoing.

Oct. 26, 2020 - Detectives with the Idaho State Police, in cooperation with the Blaine County Coroner can confirm the identities of the two people found deceased in a Bellevue coffee shop last Thursday evening.

Deceased are:

Ashley Midby, 34, Bellevue

Jared Murphy, 28, Bellevue

At the time of his death, Murphy was an employee of the City of Hailey Police Department.

It appears both individuals died as a result of gunshot wounds. The incident is currently being investigated as a possible murder-suicide. Investigators say it appears both individuals were known to each other.

The incident occurred Thursday, October 22 on the 100 block of N. Main Street in Bellevue. Idaho State Police were called to the scene shortly after 8:00 p.m.

As the investigation remains ongoing, no further information is available at this time

Oct. 23, 2020 - Detectives with the Idaho State Police were called to a coffee shop on the 100 block of N. Main Street in Bellevue last night shortly after 8:00 p.m. When they arrived, they located the bodies of two deceased individuals, a man and woman, inside the business.

The incident is currently being investigated as a possible murder-suicide. Investigators say it appears both individuals were well known to each other.

ISP detectives are working with the Blaine County Coroner on the investigation.

Names of the deceased will be released by the Coroner's office upon notification of next of kin.

Troopers warn motorists NOT to use the median or emergency cross-over to avoid the detour.


Idaho State Police Troopers are giving extra patrol to the detour area of Interstate 84/86 at the Salt Lake Interchange project. Troopers report some motorists are putting themselves and others in extreme danger by apparently trying to avoid the detour by using the median and emergency cross-over to turn around on I-84.

Troopers are warning drivers against creating two very dangerous situations:

- Drivers cutting into traffic moving 80 mph from a stop or very slow speed.

- Drivers in the right lane abruptly moving into the left lane to catch the cross-over, cutting off motorists traveling in the left lane, again at a very high rate of speed.

"At 80 miles an hour, a driver doesn't realize how fast other drivers are approaching them. On and off-ramps are designed to give drivers time to safely increase or slow their speed. Cutting across traffic to enter an emergency cross-over, or cutting back into traffic from the median is a huge risk to every driver in the area.

"That driving behavior is dangerous, it's illegal, and that's why we're warning drivers not to even try it." Said Sgt. Julie Donahue of ISP District 4.

ISP Troopers are citing drivers when illegal, unsafe driving behavior occurs.

About the Detour:

Today, October 19, is the first day the detour has been in place on I-84 east of Burley near milepost 228. Drivers are advised of the detour with several signs leading up to the route. The Idaho Transportation Department has provided the attached map of the detour, which is expected to be in place for approximately one week.

The Idaho Transportation Department is encouraging motorists to:

- Pay attention to the signage and not GPS when traveling through the area;

- Always drive engaged - not distracted.

On Monday, October 19, 2020, at 7:16 a.m., the Idaho State Police investigated a three vehicle injury crash, westbound U.S. 26 at milepost 349.5, in Bonneville County by the Hilltop Sinclair.

Roy H. Taylor, 60, of Ririe, was driving a 2008 Dodge Ram westbound on U.S. 26, when he was rear-ended by a 2003 Nissan Frontier pickup driven by Brody J. Arnold, 18, of Ririe. The Nissan Frontier came to rest blocking the westbound lanes. Arnold had exited his vehicle when it was struck by a 2017 Ford Expedition traveling westbound by Stephen E. Martin, 73, of Swan Valley. The Ford Expedition came to rest in the eastbound lanes causing full blockage of U.S 26 at milepost 349.2.

All drivers were wearing seatbelts and were all transported by ground ambulance to the Eastern Idaho Regional Medical Center in Idaho Falls. U.S. 26 was blocked for approximately two hours.
This crash is under investigation by the Idaho State Police with assistance from Bonneville County Sheriff's Office, Idaho Transportation Department, Ririe Quick Response Unit, and Idaho Falls Ambulances.

On Sunday, October 18, 2020, at 4:13 p.m., Idaho State Police investigated a non-injury crash northbound on I15 at mile marker 93, on the Blackfoot Exit Overpass, in Blackfoot.

Adam M. McKay, 42, of Perry, UT, was traveling southbound on I15 in a 2019 Chevrolet Silverado pulling a U-Haul trailer. Perry drove off the road, crossed the median into the northbound lanes, and struck the guardrail on the east side of the roadway.

McKay and his four passengers were all wearing seatbelts.

The right lane of travel northbound on I15 was blocked for approximately three hours. The lanes have been re-opened.

On Sunday, October 18, 2020, at 1:37 a.m., Idaho State Police investigated a fatality crash on Friends Rd. near Middle Rd, just south of Greenleaf.

Scotty Abbott, 31, of Nampa, was driving southbound on Friends Rd. in a 2004 Toyota Sienna when the vehicle went off the right shoulder south of the intersection with Middle Rd. Abbott over-corrected and the vehicle rolled, coming to rest off the left side of the road. Abbott and his passenger, Tannesa Cavaness, 34, of Payette, were ejected from the vehicle.

Abbott and Cavaness were not wearing seat-belts. They were both transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise, where Abbott succumbed to his injuries. Next of kin has been notified.

On October 16, 2020, at 3:57 p.m., Idaho State Police received a traffic complaint on a Land Rover that was travelling at a high rate of speed northbound I15 at milepost 40,in Arimo.

Idaho State Police was able to locate the vehicle, driven by Justin Ker, 39, of Idaho Falls, near milepost 42. Ker failed to stop and evaded police. The pursuit travelled northbound on I15, eastbound on US30, then back westbound on US30 to I15 and continued northbound on I15 where he evaded spike strips several times.

The Land Rover was successfully spiked at milepost 59, where Ker stopped and was taken in to custody.

On Thursday, October 15, 2020, at approximately 7:41 a.m., Idaho State Police investigated a five-vehicle, fatality crash at the intersection of Yellowstone Highway and N 25th E, one mile east of Idaho Falls.

Jan Kelley, 60, of Idaho Falls, was westbound on Yellowstone Highway in a 1984 Kenworth dump truck, in the turn lane to go southbound on N 25th E. When the stoplight turned yellow, the Kenworth started making the left hand turn. Marco Vargas Arteaga, 41, of Idaho Falls, was eastbound on Yellowstone Highway in a 2008 Chevrolet Cobalt. The following vehicles were stopped at the red light northbound on N 25th E: Brittany Cureton, 24, of Rexburg, in a 2008 Pontiac Grand Prix; Kalani Hemming, 21, of Ammon, in a 2014 Subaru Crosstrek; and Bryce Spaulding, 64, of Ammon, in a 2016 Ford Fusion. When the stoplight turned yellow, the Chevrolet accelerated through the intersection, where it collided with the Kenworth. Both the Kenworth and Chevrolet continued south of the intersection, onto N 25th E. The Kenworth struck the Pontiac. The Kenworth, Chevrolet, and Pontiac all came to rest in the lanes of travel. The Subaru was lightly impacted and pushed into the Ford.

Vargas Arteaga succumbed to his injuries at the scene of the crash. Next of kin has been notified. Kelley was not wearing a seatbelt. Cureton, Hemming, and Spaulding were wearing seatbelts. N 25th E was blocked from Yellowstone Highway to Iona Road for approximately four hours and twenty minutes.

The crash is under investigation by the Idaho State Police. They were assisted at the scene by the Bonneville County Sheriff's Office and the Idaho Falls Police Department.

On Wednesday, October 14, 2020, the Idaho State Police investigated a two-vehicle injury crash at the intersection of US26 and Iona Road, east of Idaho Falls. Paul Johnson, 54, of Idaho Falls, was westbound on Iona Road in a 2008 GMC Sierra pickup. Johnson stopped at the stop sign, then proceeded into the intersection where he was struck by a 2014 Ford Focus that was eastbound on US26. The Ford was being driven by Kimberly Alexander, 38, of Rigby.

Alexander was taken by ground ambulance to Eastern Idaho Regional Medical Center. All drivers and passengers were wearing seatbelts.

On Wednesday October 14,2020 at approximately 4:30 a.m., the Idaho State Police investigated a single vehicle rollover crash. Cole Minock, 25, of Victor, was eastbound on US26 at milepost 367, the Antelope Flats area in Bonneville County, in a 2005 Chevrolet Malibu. Minock went off the left shoulder where the vehicle rolled.

Minock was not wearing a seatbelt and was ejected from the vehicle. Minock was transported by air ambulance to Eastern Idaho Regional Medical Center.

The Idaho State Police were assisted by the Bonneville County Sheriff and Bonneville County EMS.

Detectives with the Idaho State Police have arrested the Marshal for the City of Bellevue, Idaho, and charged him with felony delivery of marijuana.

Arrested: William R. Scaggs, 36, of Camas County, and an address in Middleton, Idaho
Charged: Delivery of a Controlled Substance - marijuana (F) 37-2732(a)(1)(B)

Idaho State Police Detectives served Scaggs with a warrant for his arrest at approximately 9:15 p.m. last night, Tuesday, October 13, at the Blaine County Sheriff's Office in Hailey. The warrant follows an ISP investigation that began with a tip, and was conducted with assistance from the Blaine County Sheriff's Office and the Blaine County Prosecuting Attorney. During the investigation, ISP detectives found evidence Scaggs recently delivered marijuana while on duty as the Bellevue City Marshal.

Scaggs was booked into the Blaine County Jail on the above charge.

On Saturday, October 10, 2020, at 6:36 p.m., Idaho State Police investigated a fatality crash, eastbound on I84 at mile marker 118, east of Glenns Ferry.

Jorge A. Ramirez, 18, of King Hill, was driving westbound on I84 in a 2005 International semi-truck hauling a trailer. Brittany R. Jenkins, 28, of Meridian, was driving eastbound on I84 in a 2010 Chrysler Town & Country. Ramirez failed to stop for slowing traffic, crossed the center line, and struck the Chrysler. The Chrysler struck two additional vehicles traveling westbound; a 2020 Hyundai Kona, driven by Burt L. Jackson, 47, of Douglas, AK and a 2015 Volvo semi-truck hauling a trailer, driven by Gurprett Singh, 29, of South Richmond Hill, NY.

Two passengers in Jenkins' vehicle succumbed to their injuries at the scene; Austin A. Jenkins, 27, of Meridian and a juvenile. Brittany Jenkins and two additional juvenile passengers were transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. Next of kin has been notified.

All lanes of travel were blocked for approximately six hours. The lanes have been re-opened.

This crash is under investigation by the Idaho State Police.

Idaho State Police arrested a Boise man this morning wanted in both Ada and Canyon Counties for eluding officers. The Canyon County warrant stems from an incident on August 5 when an Idaho State Police Trooper witnessed the suspect driving a motorcycle in excess of thirty (30) miles an hour above the speed limit on Interstate 84 in Nampa and failing to stop when the Trooper attempted to pull him over.

On Wednesday, October 7, 2020, at approximately 10:45 a.m., Idaho State Police investigated a single-vehicle, fatality crash northbound on SH55 at milepost 151, five miles east of New Meadows.

Cody Garrett, 35, of Wilder, was northbound on SH55 in a Kenworth semi pulling a logging trailer. The Kenworth crossed left of the center line and rolled over. It came to rest partially blocking the southbound lane.

Garrett succumbed to his injuries at the scene of the crash. Next of kin has been notified. All lanes of travel were blocked for approximately four hours. One lane of travel is open at this time.

The crash is under investigation by the Idaho State Police.

On October 5, 2020 at 8:01 p.m. a fatal crash occurred southbound US95 at milepost 442, 7 miles south of Athol, ID. A brown 2002 Saturn Vue driven by Joshua W. Paulson, 30, of Sandpoint, ID drifted off the left side of the roadway and entered the median. The vehicle rolled several times causing Paulson to be ejected. Paulson succumbed to his injuries at the scene. He was not wearing a seatbelt. Next of kin has been notified. The crash is still under investigation.

On Saturday, October 3, 2020, at 9:41 a.m., the Idaho State Police investigated a single vehicle crash northbound on State Highway 51 at milepost 36, south of Bruneau, in Owyhee County.

Aaron Gandolfo, 33, of Elko, NV, was driving northbound on State Highway 51 in a 1996 Ford Bronco. Gandolfo drove over the center line onto the left shoulder and started hitting rocks. The Bronco then rolled onto its top and came to rest on its top on the southbound shoulder of State Highway 51.

Gandolfo and his passenger, Samantha Gandolfo, 25, of Elko, NV, were not wearing seatbelts. The southbound lane of State Highway 51 was blocked for approximately 3 hours. The northbound lane was blocked periodically during that time.

The crash is under investigation by the Idaho State Police.

On Friday, October 2, 2020, at approximately 8:47 p.m., Idaho State Police investigated a four-vehicle fatal crash on SH55 at milepost 112, just south of Cascade.

Beverly Elder, 87, of Cascade, was southbound on SH55 in a 2008 Toyota Rav, attempting to turn left onto Thunder City Road. Samuel Powell, 29, of Middleton, was northbound on SH55 in a 2006 Chevrolet Silverado Pickup. Elder failed to yield to oncoming traffic and her vehicle collided head-on with Powell's. Elder's Toyota Rav then struck a 2017 Hyundai Santa Fe being driven by Jennifer Loves, 42, of Boise, and a 2017 Toyota Rav being driven by Clair Workman, 69, of Boise.

Elder was transported by ground ambulance to Cascade Medical Center where she succumbed to her injuries. She was not wearing a seat-belt. All other drivers were wearing seat-belts and were not transported.
Next of kin has been notified.

Both northbound and southbound lanes of SH55 were blocked for approximately 4 and a half hours.
The crash is under investigation by Idaho State Police.

Idaho State Police Troopers and Officers from the Meridian and Nampa Police Departments worked together yesterday on Operation Lifesaver, an effort to prevent collisions and save lives at railroad crossings.

Operation Lifesaver puts troopers inside a locomotive. When a trooper witnesses a vehicle failing to stop for the train or crossing the tracks when it's not safe to do so, they radio a nearby officer who can stop the vehicle and discuss the violation with the driver.

Results of Operation Lifesaver Thursday, October 1, 2020:

- Approximately six hours of enforcement;
- Rail crossings in Ada and Canyon Counties;
- 86 vehicles stopped by Officers or Troopers;
- 21 drivers received citations;
- $90 - the fine for violating Idaho's railroad crossing laws.

"Drivers that received citations were the most flagrant violators, the drivers who really cut it close," said Idaho State Police Sgt. Jens Pattis. "Our hope is the citations remind these drivers to be safe in the future. Troopers see the result when car-train collisions occur. We want to prevent having to notify another family that they've lost a loved one."

"Operation Lifesaver is about preventing tragedies. We know this operation educates drivers and keep families together. That's why Nampa Police participate." said Sgt. Tim Riha with the Nampa Police Department.

Troopers and officers want to thank the majority of drivers who play it safe at rail crossings.

"The violations were easy to see because they were not the norm, and that's a good thing. We saw a lot of drivers stop and wait for the train to pass. Those drivers should know, we appreciate their attention. Their patience kept them and others safe." Said Sgt Pattis.

Union Pacific and Boise Valley Railroad also partnered with law enforcement in this week's Operation Lifesaver. Train operators say they too feel the trauma when collisions occur and appreciate being part of efforts that educate drivers and save lives.

Why Operation Lifesaver?

Six Car vs. Train Collisions in Southern & Eastern Idaho this year:

Idaho State Police have responded to six incidents in 2020 involving collisions at train crossings. 4 of the 6 incidents resulted in injuries, including 1 fatality on July 7 in Fort Hall.

Driver Safety Tips for Rail Crossings:

- The train you see is closer and faster-moving than you think.
- Be aware that trains cannot stop quickly.
- Never drive around lowered gates - it's illegal and deadly.
- Do not get trapped on the tracks; proceed through a highway-rail grade crossing only if you are sure you can completely clear the crossing without stopping.
- If your vehicle ever stalls on the tracks, get out and get away from the tracks, even if you do not see a train. Locate the Emergency Notification System sign and call the number provided, telling them about the stalled vehicle.
- At a multiple track crossing waiting for a train to pass, watch out for a second train on the other tracks, approaching from either direction.
- When you need to cross train tracks, go to a designated crossing, look both ways, and cross the tracks quickly, without stopping. Remember it isn't safe to stop closer than 15 feet from a rail.
- ALWAYS EXPECT A TRAIN! Freight trains do not follow set schedules.

The Idaho Operation Lifesaver effort relies on three areas to eliminate vehicle collisions with trains; engineering, education, and enforcement. Drivers are encouraged to know what railway signs, signals, and devices at the crossings mean. Programs like Officer on a Train help with both education and enforcement.

Since 1990, the Officer on a Train program has been instrumental in helping reduce the number of car-train collisions throughout Idaho.

On October 1st, 2020, at approximately 10 p.m., Idaho State Police investigated a two vehicle fatality crash on US30 at mile 238, east of Murtaugh, in Twin Falls County.

Ricardo Solache-Victorino, 44, of Murtaugh, was driving eastbound on US30 in a 2013 GMC Sierra pickup. Daniel Rodriguez, 47, of Jerome, was driving westbound in a 2019 Freightliner pulling a milk tanker. Solache-Victorino's vehicle went left of center and struck the semi. Solache-Victorino succumbed to his injuries at the scene. Next of kin has been notified.

The road was blocked for approximately four hours.

Idaho State Police was assisted by the Twin Falls County Sheriff's Office, Rock Creek Fire and the Twin Falls County Highway District.

On Thursday, October 1, 2020 at approximately 10:16 a.m., Idaho State Police investigated a two-vehicle, injury crash eastbound SH33 at milepost 141, in Driggs.

Gabrielle Migrants, 23, of Bozeman, MT, was westbound in a 1998 Subaru Forester. Thomas Coy, 62, of Alpine, WY, was eastbound in a 2019 Ford F450 box truck. The Subaru crossed the center line and struck the back axle of the Ford. The Ford rolled and came to rest in the eastbound lane of travel. The Subaru came to rest on the westbound shoulder.

Coy was wearing a seatbelt. Migrants was transported to Teton Valley Health Care in Driggs by ground ambulance. Coy went to the same hospital in a private vehicle. Both lanes we blocked for approximately 30 minutes, and the eastbound lane was blocked for an additional 2.5 hours.

The crash is under investigation by the Idaho State Police.
