On Thursday, April 30, 2020, at approximately 2:30 pm, the Idaho State Police responded to an injury crash on Cecil and Poleline Road in Post Falls. Russell Johnson, 66, of Coeur d Alene, was driving a 2018 Ford F150 northbound on Cecil. Roderic McDonald, 50, of Post Falls, was driving a 2006 Harley Davidson motorcycle westbound on Poleline. Johnson failed to yield at the stop sign on Cecil and the two collided. Johnson was wearing a seatbelt and McDonald was not wearing a helmet. McDonald was transported by ground ambulance to Kootenai Health in Coeur d Alene with serious injuries. This incident is still under investigation by the Idaho State Police.

On April 29, 2020, at approximately 11:20 a.m., the Idaho State Police responded to a blocking crash on US95 at milepost 438, 3 miles north of Hayden. Michael Riebli, 63, of Bonners Ferry, was driving northbound on US95 in a semi pulling a trailer with tanks on the trailer. The semi was cut off by an older-model, two-tone, blue over white Dodge pickup truck, with a partial plate of K701, that was turning right onto US95, causing Riebli to veer off the road into a ditch to avoid crashing. The tank broke off of the trailer and spilled approximately 3,000 gallons of liquid fertilizer onto the road and ground. The lanes were blocked for approximately 2 hours and 15 minutes. Riebli was wearing his seatbelt.

Idaho State Police Emergency Communications Officer credited with saving missing Idaho teen

(Meridian) When a young girl was reported missing on Thursday, April 16th, in Southern Idaho, an Idaho State Police Regional Communications Supervisor's (RCS) attention to detail and quick action made the difference. When the notification came into the ISP Emergency Communications Center, it was originally received as an attempt-to-locate for a missing juvenile, possible runaway from Southern Idaho. But instead of just forwarding the information to ISP Troopers and other law enforcement officers, RCS DeLisa Orren dug a little deeper into the information, and what she found helped law enforcement officials issue an AMBER Alert and recover the teen.

Colonel Kedrick Wills said of RCS Orren's actions, "The goal of the Idaho State Police is changing and saving lives, and this is an outstanding example of ISP saving lives. The action DeLisa took that night made the difference between this girl being returned to her family and being abducted by people who could have caused her harm."

Although the information included in the attempt to locate suggested the juvenile had possibly run away, RCS Orren began looking further into the people possibly associated with the missing juvenile. When she found information that linked the suspects to previous assaults and human trafficking, she worked quickly to contact the Rupert P.D. detectives and connect them with the Idaho AMBER Alert System.

Thanks to RCS Orren's efforts, in less than 24 hours after the juvenile was reported missing, she was located by California Highway Patrol troopers near Donner Pass, California. The two men suspected of abducting the girl were arrested and charged with kidnapping. Additional charges for human trafficking are pending further investigation. Three other juveniles, who were with their non-custodial mother and shortly due back in Idaho with the custodial parent, were also located with the Idaho teen.

Rupert P.D. Detective Kuoha said this about RCS Orren's actions, "Working in a small agency, an extra set of eyes from an experienced agency always helps, and in this case helped recover the missing juvenile. Time is critical for recovery in a child abduction, and it may have been too late if not for the work of Ms. Orren".

The action taken by DeLisa is not uncharacteristic for her or any of the people who work in ISP's two emergency communications centers. These people are genuinely dedicated to serving the citizens of Idaho and take the role they play very personally. Because of their work, this young girl was returned safely to her family," said ISP Captain Kevin Haight.

RCS Orren has served with the Idaho State Police for over 15 years and is currently a supervisor at ISP's emergency communications center in Meridian. ISP has 43 emergency communications officers, or regional communications officers, working from two centers, Meridian and Coeur d?Alene, who work 24 hours per day, 365 days per year, and on average, answer 567 calls for service every day.

Update:

On April 29, 2020, at approximately 5:46 a.m., Idaho State Police responded to a fatality crash at the intersection of Farmway Rd. and Ustick Rd., west of Caldwell. A minor driver was travelling east on Ustick Rd. in a Dodge Stratus. Kelly Comber, age 60, of Caldwell, was travelling south on Farmway Rd. in a Chevrolet pickup truck. The minor driver failed to stop at a stop sign and entered the intersection, where his vehicle was struck on the driver?s side by Comber's pickup. The minor driver succumbed at the scene to injuries he received in the crash. His passenger, Lucilo Perez-Cruz, age 29 of Wilder, was transported by ambulance to St. Alphonsus in Boise. Two other passengers were uninjured. Comber was transported by private vehicle to West Valley Medical Center in Caldwell. The intersection was blocked for approximately two hours until responders could clear the vehicles. The crash is still under investigation. Next of Kin have been notified.

On Thursday afternoon, April 16th, 2020 the Rupert Police Department received notification that a 14 year old female was reported missing by her mother. Rupert PD and Minidoka Sheriff's Office sent out notification to Law Enforcement of the missing child. After discussions with ISP on the qualifications of an AMBER Alert, we deemed there was enough information to issue an AMBER Alert.

During the process of issuing the AMBER Alert, Rupert PD received credible information that the suspect and vehicle were just crossing over into California. ISP continued with the AMBER Alert activation of all road signs, lottery terminals, 511 information, news and radio broadcasts.

Due to the credible information of the suspect and victim possibly being in California, it was determined that is was not necessary to send a statewide Wireless Emergency Alert (WEA) in Idaho. WEA notifications allow Law Enforcement to quickly notify cell phone users in a particular area to be on the lookout for the victim, suspect(s) or vehicle. WEA technology has the ability to target specific areas, as to not disrupt the entire state of Idaho population and sending notifications to regions, unnecessarily.

As soon as Rupert PD was aware of the suspect and vehicle possibly being in California, ISP and Rupert PD reached out to the California Highway Patrol (CHP) to issue a targeted AMBER Alert for the child and suspect in the suspected area of California.

After the AMBER Alert activation in Idaho, Rupert PD received a tip on the second suspect. Rupert PD and ISP, felt that a targeted WEA notification to southern Idaho and limited counties, could possibly assist in the apprehension of a second suspect. The WEA notification was issued at 2300 (MDT).

At approximately 2138 (MDT), CHP issued an AMBER Alert along the Interstate 80 corridor. Approximately 0104 (MDT) on April 17th, the officers made contact with one suspect and vehicle in the Westbound Donner Summit Rest Area. After further investigation CHP officers were able to track suspect two and the victim in the snow that led north through the forest. The child was placed with California CPS and the two suspects were arrested on kidnapping charges.

Once confirmation of the child was received by Rupert PD and ISP, the AMBER Alert was canceled at approximately 0245 (MDT). Rupert PD and ISP would like to thank CHP for their participation and quick action in safely recovering our missing child.

The Suggested criteria for an AMBER Alert are:
1. A child is known or suspected by law enforcement officials to have been abducted; The child is not simply missing/runaway/lost; abduction must be suspected;
2. The abduction occurred within 12 hours of initial activation of AMBER Alert;
3. The child must be 17 years or younger, or with a proven mental or physical disability, and police must believe that the child has been abducted (unwillingly taken from his or her environment without permission from the child's parent or guardian);
4. Law enforcement must believe the child is in imminent danger of serious bodily harm or death;
5. There must be enough descriptive information to believe that an AMBER Alert will assist in the recovery of the child (must include as much of the following information as possible);
a. Where the abduction took place;
b. A specific physical description of the child (can include clothing worn when last seen; height, weight, age, hair and eye color, hair length, any additional distinguishing physical characteristics);
c. A physical description of the abductor can include approximate height, weight, hair color/length, eye/skin color, clothing; any distinguishing physical characteristics;
d. Place last seen; direction of travel if known;
e. Description of the vehicle should include color, year, make, body model, license number, and state.
6. The child must be entered in NCIC.

On April 25, 2020, at approximately 2:50 pm, Idaho State Police responded to a fatal crash SB US95 at milepost 183, south of Riggins. Jack H. Hurley, 88, of Pollock, was riding a bicycle southbound when he turned left into the northbound lane of travel. A silver 2006 GMC Sierra driven by James L. Payne, 75, of Middleton swerved to miss Hurley but was unable to avoid striking him. Mr. Hurley was pronounced deceased at the scene. Mr. Payne and his passenger, Cynthia R Hess, 55, of Ammon, were uninjured. The roadway was blocked for approximately 3 hrs. Next of kin has been notified. The investigation is ongoing.

On April 23, 2020 between approximately 11:45 am and 1:00 pm, Idaho State Police and Power County Sheriff?s Office investigated four crashes involving a total of five passenger vehicles and eight commercial vehicles on I86 between mileposts 47 and 49, east of American Falls. One of the commercial vehicles involved spilled its load of fertilizer, which had to be cleaned up. Multiple individuals from the vehicles involved were taken to local medical centers. Both sides of the interstate were blocked from approximately 11:45 am to 9:00 pm. The closure was due to visibility from a dust storm, crashes, and clean-up.

Idaho State Police and Power County Sheriff deputies were assisted by Power County Fire and EMS, Fort Hall Fire, Fort Hall Police, Fish and Game, and the Idaho Transportation Department.

On April 23, 2020, at 9:46 PM, Idaho State Police investigated a two-vehicle fatality crash on US95 at milepost 11, south of Marsing.

Kaitlyn Torres, 19, of Eureka, Nevada, was traveling in a 2017 Subaru Legacy. Robert Pierce, 62, of Fernley, Nevada, was traveling in a 2017 Freightliner tractor hauling a semi-trailer. Torres was traveling southbound when her vehicle went left of center and collided head on with Pierce.

Torres succumbed to her injuries at the scene of the crash. Pierce was transported by ground ambulance to West Valley Medical Center in Caldwell. The roadway is now open. The roadway was blocked for approximately 6.5 hours while crews worked to clear the scene.

This crash is under investigation by Idaho State Police.

On April 18, 2020 at approximately 7:23 p.m., Idaho State Police investigated a three-vehicle fatality crash on US20 at milepost 296, just west of Idaho Falls, in Bonneville County.

Adam Touchette, 28, of Idaho Falls was travelling eastbound on US20 in a 2019 Chevrolet C15. Jaydon Hale, 20, of Idaho Falls was behind Touchette in a 2011 Toyota Camry. Rochelle Taylor, 54, of Arco was travelling westbound on US20 in a 2014 Kia Rio. Hale attempted to pass Touchette and collided head on with Taylor in the westbound lane. After the head on collision occurred, Taylor struck Touchette.

Taylor succumbed to her injuries on scene. Next of kin has been notified. Hale was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Touchette was not injured.

Hale was not wearing his seatbelt. Touchette and Taylor were wearing their seatbelts.

The lanes were blocked for approximately 3 hours.

Idaho State Police was assisted by Idaho Falls Ambulance and Fire, Bonneville County Sheriff's deputies, and Idaho Department of Transportation.

(Meridian) The Idaho State Police Forensic Services Laboratory is one of 14 labs worldwide to receive a FORESIGHT Maximus Award, awarded earlier this week. The designation from the American Society of Crime Laboratory Directors (ASCLD), uses standard business metrics to measure the efficiency level demonstrated by the laboratories. To be considered for the award, laboratories must demonstrate a minimum of 90% or better peak efficiency.

Idaho State Police Colonel Kedrick Wills said of the award, "The fact ISP received the Maximus Award confirms what I already knew to be true, and that is this. We are fortunate to have some of the most dedicated forensic professionals working in ISP forensic science labs across our state. These scientists and forensic specialists understand the importance of the work they do and how it impacts people across Idaho. It is inspiring to see their commitment to the crime victims and the criminal justice system."

The Idaho State Police has three forensic labs, located in Coeur d' Alene, Pocatello, and Meridian. Each of the labs conduct testing on a variety of evidence, including controlled substances, latent prints, toxicology samples, firearms, and DNA. Forensic scientists working in ISP labs are highly educated and well trained, including being proficiency tested in their specialty areas of forensic analysis. Idaho State Police was the first laboratory system in the country to require their scientists to be certified to work in their forensic discipline.

In 2019 the Idaho State Police Forensic Services Laboratories:

Reported analysis on over 23,318 items of evidence.
Completed 14,675 forensic cases for the state of Idaho,
Improved turnaround time in every discipline, including less than 15 days in the chemistry discipline.
Implemented several million dollars in new toxicology instrumentation.
The Idaho felony offender DNA database aided 70 homicide, robbery, sexual assault, and burglary investigations for 15 agencies in 12 states.

ISP Director of Forensic Services, Matthew Gamette, explained the importance of the award and efficiency in Idaho labs. "This award is the result of over ten years of hard work. We understand the importance of being accountable for the best scientific practices, transparency to our stakeholders, and timely analysis to assist the criminal justice system. We look at every discipline and process performed in our labs to ensure that we analyze evidence to the most rigorous testing, interpretation, and conclusion standards and also that we are conducting analysis as efficiently as possible."

ISP Police Services Commander, Major Charlie Spencer, stated, "ISP Forensic Services has been a leader to ensure that Project Foresight participating forensic labs worked together to identify new ways to make use of business tools in the operation of forensic science laboratories. Being recognized by Project Foresight as a Maximus Award winner is an outstanding accomplishment by the laboratory staff, laboratory management, and ISP financial management. I am proud of what we have accomplished and congratulate our entire team for this great achievement. We are very pleased to bring this award to the citizens and the state of Idaho."

Around 90% of the analysis done in the Idaho State Police Forensic Services labs is performed for city and county law enforcement agencies across Idaho. Only a small percentage of evidence tested in ISPFS labs is done in conjunction with ISP cases. ISPFS only works on criminal cases in support of the Idaho criminal justice system.

(Meridian) April 12-18, 2020, is designated as National Public Safety Telecommunicator's Week. It's an opportunity for public safety agencies and the public to recognize the critical work done in emergency communication centers across Idaho and the nation.

ISP Colonel Ked Wills noted, "Governor Little said it first, but it's worth repeating. These emergency communications officers are the first, first responders. They are the human connection that ensures help gets to the people who need it most. The Idaho State Police could not perform its mission of changing and saving lives without these dedicated professionals. I'm so proud of the people serving in our communication centers and the work they do."

National Public Safety Telecommunicator's Week began in California in the early 1980s with a single law enforcement agency. It has since grown and includes state police, highway patrol, sheriff's offices, police departments, and fire and EMS agencies across the nation. In Idaho, public safety agencies across the state count on Emergency Communications Officers as integral partners in the provisioning of public safety services.

The Idaho State Police has two regional communication centers located in Coeur D Alene and Meridian. Emergency Communications Officers in these centers answer calls and relay information to ISP Troopers and others across Idaho. During CY2019, the communication centers handled/processed:

225,223 - Computer-Aided Dispatch calls for service
6,430 - traffic collisions
15,917 - 9-1-1 transfer calls
112,724 -*ISP (*477) type calls
30,256 - Administrative phone calls answered

Although official recognition ceremonies for ISP ECOs have been postponed, due to the COVID-19 situation, Idaho State Police Communications Captain Kevin Haight said this about the work done in ISP's Regional Communication Centers, "The Emergency Communications Officers at the Idaho State Police are the critical link between people who need help and the ISP Troopers who assist them. They work in our communication centers 24 hours per day, 365 days per year, and regularly sacrifice holidays and other important events with friends and family. It is difficult to express just how important the work these people do is to the citizens of Idaho."

In 2017, Idaho passed laws requiring minimum training and certification requirements for ECOs. Each Emergency Communications Officer or dispatcher as they are referred to in some agencies, must complete the Idaho Post Academy basic ECO Training within one year of being hired by a public safety agency. Continuing education of 40-hours every two years is also now required for each POST certified ECO.

On Thursday, April 9, 2020, at 6:06 p.m., Idaho State Police investigated a two-vehicle crash with injuries on U.S. Highway 30, milepost 365.8, just east of McCammon.

Brice Hamann, 34, of Pocatello, was driving westbound on Highway 30 in a 1998 Honda Accord. Carlos Johnson, 56, of Bishopville, South Carolina, was driving eastbound on Highway 30, in a 2012 Peterbilt commercial tractor pulling a single trailer.

Hamann's vehicle crossed the center lines and struck Johnson's vehicle, head-on. The eastbound and westbound lanes of traffic were blocked at alternating times for approximately three hours and twenty minutes.

Hamann was transported via air ambulance to Portneuf Medical Center in Pocatello. Johnson was not transported. Both drivers were wearing a seat-belt.

On Tuesday, April 7th, 2020, at approximately 8:30 pm, the Idaho State Police responded to a fatal crash on northbound US95 at Careywood Road, north of Athol. A passenger car was traveling northbound when it failed to negotiate a left turn. The vehicle entered the northbound ditch and turned sideways, striking a telephone pole and then started to roll. The driver was not wearing a seatbelt and was ejected from the vehicle. The driver was declared deceased on scene. Identification of the victim is pending next of kin notification. The northbound lane of travel was blocked for approximately three hours. The investigation is ongoing.

On Sunday April 5, 2020, at 2:05 a.m., the Idaho State Police investigated a two-vehicle crash at the intersection of Key West Street and South Florida Avenue, in Caldwell.

Janet Gonzalez, 37, of Caldwell, ID, was driving southbound on South Florida Avenue in a 2001 Mitsubishi Galant. Grayson Thurston, 20, of Nampa, ID, was also driving southbound on South Florida Avenue in a 2007 Dodge Ram 1500 pickup. Thurston's vehicle struck Gonzalez's vehicle. Gonzalez was pronounced deceased at the scene. Next of kin has been notified.

Gonzalez's passenger, Roberto Gonzalez Diaz, 40, of Caldwell, was transported by ground ambulance to West Valley Medical Center in Caldwell. A juvenile passenger in Gonzalez's vehicle was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Thurston was transported by ground ambulance to Saint Alphonsus Health Plaza in Nampa.

The intersection of South Florida Avenue and Key West Street in Caldwell was blocked for approximately three and a half hours. The crash is under investigation by the Idaho State Police.

John T. Williams, 22, of Monteview, was driving westbound on SH22 in a 1992 Honda Civic. Williams drove off the road, overcorrected, and the vehicle rolled.

Williams was extracted from the vehicle and transported by Air Idaho Rescue to Eastern Idaho Regional Medical Center. He was wearing his seatbelt.

On April 4, 2020, at approximately 3:00 P.M., Idaho State Police investigated a commercial vehicle fire on eastbound Interstate 84 at milepost 163, west of Jerome.

Allan Gumbinger, 53, of Las Vegas, NV, was driving eastbound on Interstate 84 in a 2016 Freightliner pulling one trailer. One of the tires on the trailer caught fire. The fire spread from the tire to the rest of the trailer that became fully engulfed.

Motorists were routed off of Interstate 84 at exit 157 for approximately 2 hours.

The right lane is still blocked eastbound Interstate 84 at milepost 163.

Idaho State Police was assisted by Jerome Rural Fire Department, Jerome County Sheriff's Office, and the Gooding County Sheriff's Office.

On Saturday, April 4, 2020, at 8:18 a.m., Idaho State Police investigated an injury crash eastbound on US20 at mile marker 379.8, south of Island Park.

Gabriel A. Peak, 25, of Phoenix, AZ, was driving westbound on US20 in a 2011 Dodge Ram. Bryan L. Winmill, 54, of Blackfoot, was driving eastbound on US20 in a 2018 Peterbuilt semi-truck hauling a trailer. Peak crossed the center line and struck the semi-truck.

Peak was transported by ground ambulance to Madison Memorial hospital. Both drivers, as well as, Peak's child passenger were all wearing seatbelts.

Both lanes of US20 were blocked for approximately one hour until traffic control was set in place. All lanes have been reopened.

Early this morning, officers from Idaho State Police, the Adams County Sheriff's Office, the Valley County Sheriff's Office and the McCall Police Department arrested Williams "Bill" Pearle James near his parent's home in New Meadows.

Law enforcement agencies have been working together to locate James, who is wanted for attempted murder after shooting at Adams County Deputies. The deputies were responding to a call for assistance from James' family after he violated a protection order. James also shot at an Idaho Fish and Game Officer, who was in the area and stopped to assist the deputies.

Captain Matt Sly, with the Idaho State Police, said, "The mission of the Idaho State Police, like many of the agencies here is safety, and we're all committed and working to keep people safe. We are grateful for all the officers who responded and that we were able to take James into custody today. Now the people in New Meadows can feel safe in their homes, knowing Mr. James won't continue to be a threat."

ISP credits the successful apprehension of Mr. James to the continued and extensive cooperation between many agencies. ISP troopers, as well as personnel and equipment from several local, state, and federal agencies, have been in the area since Monday. Agencies involved included: Idaho State Police, Owyhee County Sheriff, Canyon County Sheriff, Meridian Police Dept., Valley County Sheriff, McCall Police Dept. Washington County Sheriff, the Spokane County Sheriff's Office, Idaho Fish and Game, the US Forest Service, and the US Marshall's Office.

We are grateful for all the agencies who assisted this week. Due to his actions, Mr. James posed a threat to the public, and it was important to arrest him as soon as possible before he had a chance to hurt anyone. We wouldn't have been able to do it without the assistance of several other agencies and working together we made this happen, said ISP Captain Matt Sly.

Mr. James was arrested without incident and transported to the Adams County Jail.

On Friday, April 3, 2020, at 1:49 p.m., Idaho State Police investigated a fatality crash on Upper Pleasant Ridge Road at Allendale Road, south of Wilder.

Jose A. Flores Nazario, 55, of Nampa, was driving westbound on Upper Pleasant Ridge Road in a 1997 Subaru Legacy. Arturo Cervantes Mendez, 43, of Redmond, WA, was driving northbound on Allendale Road in a 1995 Kenworth truck. Flores Nazario failed to stop at the stop sign, entered into the intersection, and was struck by the Kenworth.

Flores Nazario succumbed to his injures at the scene. Next of kin has been notified. Both drivers were wearing a seatbelt.

On Wednesday, April 1, 2020, at approximately 5:30 pm, the Idaho State Police responded to a fatal crash on northbound US95 at milepost 452, north of Athol. A green 1999 Mazda Millenia, occupied by Angel M Thomas, 24, of Hayden, and Dalton C. Felts, 20, of Athol, was traveling northbound. While negotiating a right hand curve, the vehicle lost control and slid off the east shoulder, overturned and ejected both occupants. Felts was pronounced deceased at the scene. Thomas was transported by air ambulance to Kootenai Medical Center. Neither occupant was wearing a seatbelt. Next of kin have been notified. The northbound lanes were blocked for approximately 2 hours. The investigation is ongoing.

On Tuesday, March 31, 2020, at 6:16 p.m., Idaho State Police was involved in a vehicle pursuit in Idaho Falls beginning at Broadway and I15. Jordan Lucas, 26, of Fort Walton Beach, FL, was driving a 1994 Honda Civic. Lucas refused to pull over during a traffic stop and a pursuit ensued. A P.I.T. maneuver was utilized and Lucas fled from the vehicle on foot for a short time. Lucas resisted arrest and troopers used a taser to subdue him.

Lucas was transported the East Idaho Regional Medical Center and was medically cleared for transporting to the jail. He was then transported to the Bonneville County Jail. Lucas was charged with felony fleeing or attempting to elude a law enforcement officer, felony possession of heroin and felony possession of methamphetamine.

Lucas was also charged with resisting and obstructing officers, possession of marijuana, and possession of paraphernalia.
