On April 30, 2016, at approximately 3:20 p.m., Idaho State Police investigated a two vehicle injury crash on I15 near milepost 95, north of Blackfoot. Jennifer Leavitt, 36, of Blackfoot, was traveling northbound in a 2004 Pontiac Vibe.

Leavitt slowed abruptly to turn left through the median and was struck by Guztavo Iglezia, 25, of Rexburg, driving a 2000 Buick Regal.

Iglezia and one of his passengers were transported by ground to Bingham Memorial Hospital in Blackfoot. Everyone was wearing seatbelts.

This crash is currently under investigation by the Idaho State Police.

On Friday, April 29, 2016, at 4:40 p.m. an Idaho State Police trooper attempted to make a traffic stop on a 2015 Ford Fusion for excessive speed on westbound Interstate 84 at milepost 45, near the Locust Grove Overpass.

The driver, Lisandra Lara, age 20 of Nampa, failed to stop. Lara exited at Eagle road, turned south onto Eagle road, then continued east onto Overland Road at a high rate of speed. The Idaho State Police trooper discontinued the pursuit. Lara continued in to the intersection of Overland and Cloverdale, where she crashed into a 1997 Nissan Pathfinder, driven by Peter Kingston, age 45 of Kuna. No injuries were reported from the crash.

Lara was booked into the Ada County Jail for felony eluding and driving without privileges. The crash is under investigation by the Boise Police Department.

On Wednesday, April 27, 2016, at 3:28 p.m. the Idaho State Police investigated a single vehicle fatality crash on Interstate 84 at milepost 10 near the New Plymouth exit.

A 53 year old male, driving a 1999 Chrysler Concorde, was eastbound on Interstate 84. According to witnesses, the driver of the Chrysler Concorde went to pass another vehicle on the left shoulder. The driver lost control and rolled multiple times through the median. The driver was not wearing a seatbelt, and was ejected from the vehicle, and came to rest in the westbound lanes.

Idaho State Police is still in the process of making family notifications. The eastbound lanes were blocked for approximately 45 minutes. The westbound lanes were blocked for approximately 2 hours. This crash is under investigation by the Idaho State Police.

On Thursday, April 28, 2016, at 8:00am, Idaho State Police investigated a single-vehicle rollover crash westbound on US26 at mile post 297, west of Moreland, ID.

James L. Barry, 33 of Idaho Falls was driving westbound on US26 in a 2007 Dodge R1500 Pickup. Barry drove off the roadway, overcorrected, and rolled onto the shoulder.

Barry was not wearing a seatbelt and was ejected from the vehicle. He was transported by ground ambulance to Portneuf Medical Center in Pocatello where he succumbed to his injuries.

Next of kin has been notified.

On Wednesday, April 27, 2016, at approximately 4:23 p.m., McNeil Walker, 21, of Idaho Falls, was driving a John Deere tractor southbound on Interstate 15 near milepost 140, when his vehicle was struck from behind by a tractor-trailer. The tractor-trailer was being driven by William Gago, 23, of Worth, Florida. After the vehicles made contact, they rolled, coming to rest in the median. Walker succumbed to his injuries at the scene. Gago was not transported.

One lane remains blocked both northbound and southbound as crews investigate the scene.

Walker was wearing a seatbelt at the time of the crash.
Notifications have been made to next of kin.

This crash is under investigation by the Idaho State Police. The investigation was assisted by Jefferson county Sheriff's Office, Jefferson county quick response unit, and the Idaho Transportation Department.

On April 27 ,2016, at approximately 10:40 a.m., the Idaho State Police investigated a one-vehicle injury rollover northbound I15 at milepost 66, near Pocatello. Serena Brett, 41, of Lava Hot Springs, was driving a 2005 Pontiac Aztek northbound I15 when it went off the left shoulder. The Pontiac then came back onto the interstate, went off the right shoulder and rolled.


Diana Brett, 56, of Lava Hot Springs, and Jeffrey Hasha, 56, of Chubbuck, were passengers. Both Serena and Diana were transported to Portneuf Medical Center by ground ambulance. Serena and Jeffrey were wearing their seatbelts at the time of the crash; Diana was not.
One lane of travel was blocked for about two hours. The crash is still under investigation at this time.

Officer on a Train and Adopt a Crossing

On Wednesday, April 27, 2016, City, County and State Law Enforcement Officers will be conducting an Officer on a Train and Adopt a Crossing enforcement operation in Northern Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the Officer on a Train enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which stop the motorist, explain the dangers and issue a citation.

With the Adopt a Crossing approach, City, County and State Law Enforcement officers from throughout Northern Idaho will pick a crossing and enforce the laws that pertain to the crossing.

During 2015, there were 12 car train collisions and 7 trespassing incidents. This year to date, there have been 6 car/train collisions reported and no reported trespassing incidents.

Since 1990, the Officer on a Train and Adopt a Crossing programs have been instrumental in helping reduce the number of car train collisions in the state. City, county and state law enforcement, state and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

MERIDIAN - The Idaho State Police began testing applicants for Troopers beginning April 25th and will end testing on June 1st. ISP anticipates hiring approximately 25 new Troopers with positions available in all of ISP's six district offices.

ISP is looking for dedicated men and women that desire to serve their community and make a difference every day in the lives of others as a State Trooper. Idaho State Police offers challenging and rewarding career advancements for Troopers including the opportunity for various specialty assignments, with some that are unique only to ISP. Specialty assignments include rural residency, crash reconstruction, drug recognition expert, K-9 handler, Honor Guard, executive or judicial protection, motorcycle patrol, investigations, commercial vehicle safety, field training officer, training instructor, alcohol beverage control, firearms instructor and/or armorer.

Applicants may begin the online application process and exam beginning April 25st but must finish the online examination no later than June 1st. Applicants are encouraged to apply early in order to have all information complete and submitted by the deadline.

The hiring process takes approximately 6 months to complete and successful candidates will begin training in ISP's 20-week Advanced Training Class (ATC) in January 2017.

Those applicants that are successful in the online testing process will be invited in June to participate in a physical fitness test and then an oral board. The top applicants from that process will then undergo an extensive background check which includes reference checks, work history verification, criminal history, and credit checks. Applicants must also pass a series of psychological, medical, and physical fitness examinations, along with a polygraph exam and substance abuse screening. Previous law enforcement experience is not required.

Upon successful completion of ATC, Troopers will be certified by Idaho Peace Officer Standards and Training (POST) and Troopers will then begin on-the-job field training with experienced Troopers. The academy and on-the-job training are intense and require physically and mentally strong individuals.

Trooper applicants must be willing to work anywhere in the state of Idaho. Troopers are required to work all shifts including nights, weekends, and holidays. Starting pay for a Trooper is $19.48 per hour and possibly higher if a candidate is a current peace officer with at least five years of experience. Additional pay increases are available after a probationary period for skills and education such as Spanish fluency, drug recognition experts, POST certificates and/or college degrees. Troopers are also provided an excellent benefit package which includes medical, dental and vision at little or no cost.

On Sunday, April 24, 2016, at approximately 03:22 p.m., Idaho State Police investigated a single vehicle injury crash eastbound I-84 at mile marker 188.

Amber Christenson, 17, of Fruitland, ID, was travelling westbound in a Ford Expedition pulling a trailer in the right lane of travel. Guillermina Romero-Hernandez, 44, of Burley, Idaho was also travelling westbound in the left lane of travel in a Pontiac Aztek. Christenson made an unsafe lane change, causing Romero-Hernandez to go into the median, where she attempted to return to the roadway and overcorrected. Romero-Hernandez's vehicle then rolled into the median. Romero-Hernandez was transported to Portneuf Medical Center in Pocatello via air ambulance.

Seatbelts were worn by all parties. The eastbound left lane of travel was blocked by emergency vehicles for approximately three hours.

This crash is currently under investigation by the Idaho State Police.

On Friday, April 22, 2016, at approximately 4:15 a.m., the Idaho State Police investigated a two-vehicle, injury crash, on I-84 at milepost 29, near Caldwell.

Homero Rosales Gallegos, 24, of Caldwell, was driving westbound in a 1998 Kenworth semi pulling a single trailer. Emily Regennitter, 21, of Kuna, driving westbound in a 2012 Ford Focus, struck the rear of the trailer.

Rosales Gallegos was wearing a seatbelt and was not transported. Regennitter was not wearing a seatbelt and was transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise.

The westbound exit ramp was blocked for approximately three and a half hours while crews worked to clear the crash.

The crash is under investigation by the Idaho State Police.

On April 23, 2016, at approximately 12:37 p.m., Idaho State Police investigated a three-vehicle crash northbound on US 91 at milepost 10, just north of Preston. Ivan Jorgensen, 77, of Preston, was driving a 2000 GMC Sierra northbound on US 91. A 2011 Mazda 3, driven by Tazya Williams, 28, of Salt Lake City, Utah, and a 2014 Hyundai Sonata, driven by Kiel Reid, 26, of Smithfield, Utah, were stopped to wait for another vehicle turning left. Jorgensen struck the rear of Williams' vehicle, pushing the Mazda into the rear of Reid's vehicle.

The occupants in all three vehicles were wearing their seatbelts. Tazya Williams and her passenger, Tami Williams, were transported to Franklin County Medical Center via ground ambulance.

This crash is under investigation by the Idaho State Police.

On Friday, April 22,2016, at approximately 7:04 p.m. the Idaho State Police investigated a property damage crash involving a commercial vehicle.

Ruben Nunez-Polanco, age 57, of Vale, Oregon was driving a 2006 Peterbilt Semi with an empty trailer; eastbound on Interstate 84 at milepost 148, near Wendell. The semi was a caught by a severe crosswind and rolled. It blocked both lanes and both shoulders of Interstate 84. The driver was wearing a seatbelt and no injuries were reported.

Interstate 84 was completely blocked for approximately 3.5 hours. This crash is under investigation by the Idaho State Police.

On Thursday, April 21, 2016 at approximately 3:09 a.m., the Idaho State Police investigated a single-vehicle, fatal crash eastbound I-84 at milepost 63, east of Boise.

Justin Whitlock, 25, of La Fayette, Georgia and Michael Horne, 47, of Resaca, Georgia were eastbound in a 2016 Freightliner semi pulling a single box trailer. The
Freightliner went off the left shoulder of the road and overturned, coming to rest in the median.

Whitlock was transported to St. Alphonsus Regional Medical Center by ground ambulance. Horne succumbed to his injuries at the scene of the crash. Notification has been made to the family. It is unknown if either occupant was wearing their seatbelt. The eastbound left lane was blocked for approximately five hours while crews worked to clear the crash scene.

On April 19, 2016, at approximately 12:10 p.m., Idaho State Police investigated an injury crash on State Highway 24 near milepost 33. This is in Lincoln County, near 3150 E.

Raymundo Casiano, 55, of Paul, ID was driving a 2000 Freightliner westbound on State Highway 24 near milepost 33. Casiano failed to negotiate a slight curve in the road, and drove off the right side of the road. He overcorrected, then steered to the right again. The truck turned onto the driver's side, and slid down the road, blocking the highway.

Casiano was transported by air ambulance to Portneuf Medical Center in Pocatello, ID. It is unknown at this time whether or not he was wearing a seatbelt.

All travel lanes are now open. The investigation is continuing.

Early Morning Pursuit in Coeur d'Alene with a Stolen Car Leads to an Extensive Manhunt

Coeur d’Alene, Idaho – On April 19, 2016 at just before 7:00 AM, an Idaho State Police Trooper attempted to stop a stolen 2004 Kia Rio on I-90 that triggered the BOSS system. The suspect refused to stop and a pursuit ensued.

The suspect drove southbound on US 95 from I-90 to the Mica grade, about 8 miles south of Coeur d’Alene. Initial investigation revealed that the suspect intentionally rammed the trooper’s vehicle. Additionally, after the trooper’s car was hit, there were reports that at least one gunshot was fired. At this time, investigators are looking into whether the shot(s) was fired from the trooper, the suspect or both.

The pursuit then went north on US 95 to Cougar Gulch Road. The suspect abandoned the stolen car in the 5000 block of Cougar Gulch Road and fled into the thickly treed area to the south.

An extensive manhunt was started and involved several local and federal agencies, to include the Kootenai County Sheriff’s Office, Idaho State Police, Coeur d’Alene Police, Spokane County Sheriff’s Office (Air 1), and several members of the North Idaho Violent Crimes Task Force.

The Region 1 Critical Incident Response Team was requested to investigate the incident with the Kootenai County Sheriff’s Office taking the lead.

Cougar Gulch Road and Meadowbrook Loop are restricted to local residents during the search which has lasted more than six hours. Searchers have been unsuccessful in locating the suspect. He was described as a male, possibly in his 30’s, wearing a dark hooded sweatshirt. If anyone has information regarding this incident, they are asked to contact the Kootenai County Sheriff’s Office at (208)446-1300. Law enforcement will remain in the area throughout the day and evening.

Residents in the area of Cougar Gulch as well as travelers in the area are cautioned to be on the lookout for the suspect. If anyone sees a suspicious person, please report it.

On Monday, April 18, 2016, at approximately 4:52 p.m., Idaho State Police investigated a two-vehicle crash with injuries at the intersection of West 600 South Road and State Highway 39 in Bingham County.

Larry Smith, age 67, of Blackfoot was driving a Snake River School District #52 school bus east on West 600 South Road. Smith failed to yield at the stop sign at the intersection of West 600 South Road and State Highway 39, colliding with a 2015 Ram van driven by Braden Wanner, age 22, of Rexburg.

Wanner was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Smith was taken by private vehicle to a local clinic. Six students on the bus were all uninjured and picked up by their parents at the scene.

State Highway 39 was blocked for approximately two hours while crews worked to clear the scene.

Mariah Miller, 23, of Filer, was eastbound on US-30 in a 1987 Ford Mustang. Van Wiebe, 30, of Filer, was westbound on US-30 in a 2015 Ram pickup. Miller attempted a left-hand turn into a gas station, and struck the front of the Ram in the westbound lanes. Both vehicles came to rest out of the lanes of travel.

Wiebe was wearing his seatbelt. Miller was not wearing her seatbelt, and was transported to St. Luke's Magic Valley Medical Center by ground ambulance. One of the westbound lanes of US-30 was blocked by emergency vehicles for approximately thirty minutes.

The crash is under investigation by the Idaho State Police.

The celebration also recognizes the technicians that maintain radio and emergency phone systems, communications staff trainers, communications center personnel, and other public safety telecommunications staff across the country who also work tirelessly behind the scenes to help the public during emergencies.

The Idaho State Police's two Regional Communications Centers provide service to all of Idaho and a lifeline to its officers working alone in the rural parts of the state with backup often an hour or more away. Together, the two centers handled 222,482 calls for service in fiscal year 2015.

The Regional Communications Center North (RCCN) is located in Coeur d'Alene, currently employs 13 communications officers responsible for ISP's two northern districts which include 10 counties and 6,211 road miles.

The Regional Communications Center South (RCCS) is located in Meridian, currently employs 26 communications officers responsible for the four districts in the central and southern parts of the state. These districts include 34 counties south of Adams, Valley, Custer and Lemhi counties and the 20,956 road miles in those counties.

National Public Safety Telecommunicators Week started in 1981 by just one agency in California. The idea spread across the nation until Congress first gave it national recognition in 1991. Since then it has been celebrated the second full week in April every year.

Idaho's Governor C.L. "Butch" Otter issued a proclamation April 10th recognizing Public Safety Telecommunicators Week in Idaho in honor of all city, county and state public safety communications professionals whose diligence and professionalism keeps our state and its citizens safe.

INCIDENT NARRATIVE:

The Idaho State Police is requesting public assistance on a pedestrian crash that occurred in Sandpoint.


On April 11th at 12:41am emergency responders received a call of a pedestrian unresponsive lying in the road way. The pedestrian was found in the southbound lane of Boyer Avenue at the intersection of Mountain View Drive in Sandpoint. The pedestrian was identified as 19 year old male, Jordan Williams, of Sandpoint. Williams was airlifted to Kootenai Health for his injuries.


The Idaho State Police is continuing to investigate the incident. If the public has any information in regards to the incident they are asked to contact Trooper Cushman at 208-209-8730.

On Sunday, April 10, 2016, at approximately 3:45 p.m. Idaho State Police investigated a two-vehicle crash on Interstate 84 near milepost 183, in Jerome County.

Amber Bowers, 25, of Wendell, was driving a 2014 Kia Optima east on Interstate 84 at milepost 183 near the scene of a previous crash. Bowers did not notice traffic slowing ahead of her and crashed into a 2015 Dodge Dart which was being driven by Andrea Harrison, 19, of Jerome. Bowers vehicle went into the median and overturned. Both drivers were wearing their seatbelt and neither was injured.

The left lane of eastbound Interstate 84 was blocked for a little over an hour while the crash was cleared.

On Saturday, April 9th, 2016, at approximately 5:34 p.m. the Idaho State Police investigated a two-vehicle injury crash on SH34 at milepost 17.5, north of Preston. Val Reeder, 57, of Preston, was southbound in a 2012 Dodge pickup towing a flatbed trailer. Eric Jones, 26, of South Jordan,Ut was also southbound in a 2002 Volkswagen Jetta. Jones attempted to pass Reeder as he was turning left across the highway, and struck the trailer. Jones' passenger, Anairon Faust, 31, of Provo, UT was transported by ground ambulance to Franklin Medical Center in Preston.

All occupants were wearing seatbelts. The Idaho State Police was assisted on scene by Franklin County Sheriff.

On April 8, 2016, at 12:38 pm, Idaho State Police investigated a single vehicle injury crash northbound on US95 at mile marker 86, north of Weiser, ID.

Buck R. Hand, 68, of Weiser, was traveling northbound on US95 in a 2010 Chevrolet Silverado. Hand drove off the right side of the road where the vehicle rolled and came to rest in a creek bed on its side.

Hand was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. He was not wearing a seatbelt.
This crash is still under investigation by the Idaho State Police.

On April 7, 2016, the Idaho State Police investigated a two-vehicle property damage crash eastbound Interstate 84 at milepost 146, west of Wendell, ID. Heather Young, age 20, of Logan, UT, was traveling eastbound in a 2005 Chevrolet Classic. Young's vehicle swerved off the right shoulder, came back on the roadway, then sideswiped a 2015 Freightliner commercial vehicle pulling a single trailer, driven by Gregory Vance, age 56, of Port Charlotte, FL. Young's vehicle came to rest after striking the concrete barrier on the median.

The left eastbound lane of travel was blocked for approximately two hours while crews worked to clear the scene. Seatbelts were worn by the drivers of both vehicles. The crash is under investigation by the Idaho State Police.

On April 6, 2016, at approximately 6:45 p.m., Idaho State Police investigated a three vehicle injury crash at the intersection of Highway 93 and E 3800 N, south of Filer.


Terry Park, age 58, of Twin Falls, was travelling westbound on 3800 N in a 2001 Chevrolet Cavalier, when she failed to yield to a stop sign at the intersection with U.S. Highway 93. Park's Cavalier collided with a 2014 Honda Civic, being driven by Janis Brown, age 64, of Filer, which was travelling southbound on U.S. highway 93. Brown's Honda then collided with a 2002 Chevrolet Tahoe, occupied by Fernando Galindo, age 34, of Twin Falls. The Tahoe had been stationary at the stop sign, eastbound on 3800 N.

Park and Brown were transported by ground ambulance to St Luke's Magic Valley Medical Center in Twin Falls.
All drivers were wearing seatbelts.
This crash is under investigation by the Idaho State Police.

On April 6, 2016, at approximately 11:38 a.m., the Idaho State Police investigated a vehicle versus pedestrian crash southbound State Highway 51 at milepost 91, in Mountain Home. David Weed, age 26 of Mountain Home, was crossing State Highway 51 at a crosswalk, when a 1998 Dodge pickup driven by Cindy Lowrimore, age 23 of Mountain Home struck him. Weed was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise.

The southbound lanes of State Highway 51 were blocked for approximately three hours while crews worked to clear the scene. The crash is under investigation by the Idaho State Police.

Traffic is now open and flowing following this crash. Maria Malacara, age 50 of Homedale, was eastbound on I84, slowing for traffic. Melina Rojas, age 23 of Nampa, was also eastbound, and struck Malacara from behind. Rojas was treated at the scene but not transported. One lane of eastbound traffic was blocked briefly. One lane of westbound traffic was also blocked while emergency vehicles responded. The investigation is ongoing.

On April 3, 2016, at 2:30am, Idaho State Police investigated a single vehicle injury crash westbound on I86 at milepost 59, near Chubbuck, Idaho.

Jose G. Estrella Rodriguez, 31, of American Falls, was driving westbound on I86 in a 2000 Toyota Tundra. Estrella Rodriguez drove off the roadway and the vehicle rolled multiple times coming to rest on its wheels.

Estrella Rodriguez was transported by ground ambulance to Portneuf Medical Center in Pocatello. He was wearing his seatbelt. Alcohol is involved in this crash.

INCIDENT NARRATIVE: Duke was driving NB on US95 when his vehicle entered the SB lane. His vehicle impacted Hannigan's vehicle at MP 493. Hannigan was ejected from his vehicle. Both drivers were transported by air to KMC where Hannigan succumbed to his injuries. Duke was then transported by air from KMC to Harborview. The two vehicles blocked both lanes of travel for four hours. The investigation is continuing.
