On December 31, 2019 at approximately 4:26 pm a fatal crash occurred southbound US95 at milepost 529, 9 miles south of Eastport, Idaho. A red and grey 1996 Mercury Sable driven by Shawn M Russell, 40, of Bonners Ferry, Idaho was traveling southbound when he left the right shoulder impacting a power pole. Mr Russell was pronounced deceased at the scene. Mr Russell was wearing a seatbelt. Next of kin has been notified. Roadway was closed for approximately five hours. The investigation continues.

On December 31, 2019 at approximately 12:53 pm an injury crash occurred eastbound US 2 at milepost 9, two miles east of Priest River, Idaho. A grey 1997 Jeep Grand Cherokee driven by Melisa R Rembowski,46, of Laclede, Idaho was traveling eastbound when she lost control of her vehicle, spun out, went into the ditch then returned to the roadway striking a Peterbuilt semi truck driven by Richard D Bagwell, 53, of Newport, Washington. Ms Rembowski?s vehicle then rolled into the westbound ditch. Mr Bagwell then lost control of his semi also going into the westbound ditch. Ms Rembrowski was transported to Newport Hospital with minor injuries. Both drivers were wearing seat belts. Speed and road conditions were a factor in the crash. The roadway was closed for approximately 7 hours. Investigation continues.

On December 28, 2019, at approximately 1:35 p.m., Idaho State Police investigated a single vehicle injury crash, on I-84 at milepost 173, near Jerome.

Rourke Veenendaal, 61, of Twin Falls, was driving westbound in a 1998 Ford Escape. The vehicle went off the right shoulder, down an embankment where it rolled. Veenendaal was not wearing a seatbelt and was transported via ground ambulance to St. Luke's Magic Valley.

Idaho State Police was assisted at the scene by Jerome City Police Department and Jerome County Sheriff's Office.

A white 1996 Chevy Blazer, driven by Kathline L Mckey, 65, of Sagle, Idaho, was traveling eastbound on Ponderosa, when the vehicle went off the left shoulder impacting a tree. Ms. Mckey and her passenger David A. Stewart, 65, of Sagle, Idaho were both transported to Kootenai Health. The dirt road was covered in snow and ice and neither occupants were wearing a seat belt. The investigation continues.

On December 27, 2019, at 12:25 a.m., the Idaho State Police was involved in a pursuit in the Lewiston area of US95 after attempting to perform a traffic stop of a Red 1998 Dodge Dakota. The suspect, Nathan D. Mclay, 37, of Lewiston, was driving towards Lewiston from the Clearwater Casino on northbound US95. Mclay initially stopped for the Trooper on US95 near Hatwai Bypass Road but drove away after the Trooper approached the pickup on foot. The Trooper returned to his vehicle and initiated a pursuit. A second Trooper deployed spike strips near the intersection of US12 and State Highway 128 before the pickup crossed Memorial Bridge. Three tires on the pickup were deflated by the spikes. The Trooper pursuing the pickup went off the roadway to avoid the spike strip and struck a sign. Mclay turned his headlights off as he crossed Memorial Bridge in an attempt to elude law enforcement. The original Trooper maintained sight of the pickup and continued to pursue westbound on Main Street until Mclay failed to negotiate the corner going onto D Street and struck the cinderblock wall of Hank Gosnell's Transmission & Auto Repair. Mclay was transported to St. Joseph Regional Medical Center for evaluation before he was booked into the Nez Perce County Jail for Felony Eluding, Resist and Obstruction, Suspended License and Failure to wear a seatbelt. -------------

On Thursday, December 26, 2019 at 5:40 PM, Idaho State Police investigated a two vehicle injury crash on Kimberly Road and N 3400 E in Kimberly, ID.

A 2012 Jeep Patriot driven by a juvenile was stopped at the stop sign at N 3400 E and Kimberly Road. A 2015 Toyota Sienna driven by a juvenile with passenger, Eric Bean, 49, of Lenexa, Kansas was traveling eastbound on Kimberly Road when the Jeep Patriot collided with the Sienna in the intersection. The Sienna came to rest on private property in the southeast corner of the intersection. The Jeep Patriot came to rest off of the right shoulder of the roadway.

The juvenile driver from the Jeep Patriot was transported to St. Luke's Magic Valley Medical Center. All occupants were wearing seatbelts. The roadway was blocked by emergency personnel for 1.5 hours.
This crash is under investigation by Idaho State Police. They were assisted at the scene by the Twin Falls County Sheriff's Office and the Rock Creek Fire Department.

On Thursday, December 26, 2019, at approximately 3:33 p.m., Idaho State Police investigated a two vehicle injury crash southbound US91 at the intersection of West 65th South, north of Shelley.

Angelene Stoddard, 40, of Saratoga Springs, UT, was traveling southbound on US91 in a 2018 Ford Transit Van. Lynn Fuhriman, 51, of Shelley, was traveling westbound on 65th South in a 2018 Kia Stinger and was struck by Stoddard. Stoddard's vehicle overturned and struck the traffic light pole.

A juvenile passenger in Stoddard's vehicle had to be extricated and was transported by ground ambulance to Eastern Idaho Reginal Medical Center in Idaho Falls. All occupants in both vehicles were wearing their seatbelts. This crash is under investigation by the Idaho State Police.

On Thursday, December 19, 2019, around 6:47 AM, the Idaho State Police responded to a report of a two-vehicle head-on crash on US95 milepost 419, between Coeur d'Alene and Worley. A tan 2001 Toyota Avalon, driven by James Leslie (85 year old male of Kalispell, MT) was traveling northbound in the southbound lanes. After several other vehicles attempted to warn Leslie, a head-on collision occurred with his vehicle and a loaded 1995 Kenworth logging truck, driven by Robert Henson (49 year old male of Troy, MT). Leslie was transported by ground ambulance to Kootenai Health, where he succumbed to his injuries on December 22, 2019. Henson was wearing a seat belt and was not injured. Leslie was not wearing a seat belt. The roadway was blocked for approximately two hours. Next of kin for Leslie has been notified.

On Monday, December 23, 2019, at approximately 3:51 P.M., Idaho State Police investigated a two-vehicle crash northbound on I-15 near milepost 95, north of Blackfoot.

Fernando Trejo-Acevedo, 37, of Idaho Falls, was driving a 2006 Oshkosh Cement Truck northbound on I-15 in the right lane. Jeremy Jackson, 43, of Salt Lake City, UT, was driving a 2019 GMC Yukon pulling 2005 Wells Cargo utility trailer northbound on I-15 in the left lane.
Trejo-Acevedo struck Jackson's trailer. The truck tipped over and came to rest on the right shoulder.

All occupants were wearing seatbelts.

On Monday, December 23, 2019, at approximately 6:40 P.M., Idaho State Police investigated a three-vehicle crash northbound on I-15 near milepost 93, north of Blackfoot.

Stephen Bosworth, 31, of Pocatello, was stationary on I-15 near milepost 93 due to traffic from a previous crash in a 2016 Dodge Journey. Kandiss Sanchez, 31, of Blackfoot, was stopped directly behind Bosworth in a 2013 Hyundai Elantra. Michael Davis, 49, of Blackfoot, was driving northbound on I-15 in a 2017 Subaru Outback when he failed to stop for traffic. Davis' vehicle struck Sanchez's vehicle which then struck Bosworth's vehicle. Davis' vehicle drove into the median where it caught fire.

Sanchez was transported via ground ambulance to Eastern Idaho Regional Medical Center. All occupants were wearing their seatbelts. The right northbound lane was blocked for approximately three hours.
Idaho State Police was assisted by Bingham Sheriff's Office and Blackfoot Police Department.

On Monday, December 23, 2019, at 5:30 p.m. the Idaho State Police and Coeur d'Alene Police Department responded to a vehicle vs pedestrian crash on Appleway Ave, just east of US95, in Coeur d'Alene. Robert J Johnson, 77, of Coeur d'Alene was walking southbound across Appleway when he was struck by a black Chevrolet Corvette traveling eastbound, driven by Rex Wynn, 60, of Coeur d'Alene. Johnson was subsequently struck by a second vehicle, a grey Jeep Grand Cherokee driven by Evelyn Riddell, 72, of Marin County CA. Johnson was not in the crosswalk at the time he was struck. Lifesaving measures were taken at the scene, however he succumbed to his injuries. Both drivers were wearing their seatbelt and alcohol was not a factor for either driver. The investigation is ongoing. Next of kin has been notified.

Starting today, the Idaho State Police will have all available troopers working throughout the state to keep Idaho roads safe. The increased patrols will focus on reducing the number of impaired and other unsafe drivers on Idaho roadways during the holiday season. Specially trained Drug Recognition Experts (DRE) will also be working during the holiday to identify impaired drivers. DRE's provide law enforcement agencies with certified experts capable of gathering evidence to substantiate charges of impairment by drugs in DUI/drug investigations.

"The holiday season should be a time of year when people can spend time with family and friends. We want to keep our roadways safe so everyone can enjoy the holidays," said Major Gardiner of the Idaho State Police. "We're working to stop impaired driving crashes from affecting any more Idaho families."

Impaired and unsafe drivers are always a focus for ISP, not just during the holidays. Unfortunately, statistics show crashes caused by impaired drivers increase during the holiday season. According to the National Highway Traffic Safety Administration, in 2018, in the U.S., over 800 people lost their lives in traffic crashes involving impaired drivers in December. From Christmas to New Year's Day, nearly 300 fatal crashes occurred due to an impaired driver. Last year, there were 10,511 people killed nationwide in impaired driving crashes, accounting for roughly one-third of the total yearly. Crashes caused by impaired drivers are also a serious problem in Idaho. In 2018:

33% of all fatalities were the result of an impaired driving crash
6% of all crashes in Idaho involve an impaired driver
Impaired driving arrests increased by 8% from the previous year (2017).
Drivers ages 18-39 are most likely to be involved in an impaired driving crash.
The estimated economic cost of impaired driving-related crashes in almost 1 billion dollars annually.

Impaired drivers put themselves and others at risk. "Crashes caused by impaired drivers are 100% preventable," said Major Gardiner. "Driving impaired by any substance, drugs, or alcohol, is illegal and can be deadly. There's no excuse for people to choose to drive impaired. It's not worth the risk to yourself or others."

ISP reminds the public that we all can play a part in preventing impaired driving, and recommends these alternatives to drinking and driving:

Remember, it's never okay to drink and drive. Designate a sober driver or plan to use public transportation, a taxi, or rideshare to get home safely.
If you see an impaired driver on the road, contact ISP at *477 from any cell phone.
If a friend or relative is going to drive impaired, make arrangements to get them home safely.

Increased impaired driving patrols will continue through New Year's Day and will include ISP Troopers in all six ISP Districts.

On December 22, 2019, at approximately 7:17 P.M., Idaho State Police investigated a crash westbound Interstate 84 at milepost 64, just east of Boise.

A juvenile was driving westbound in a 1996 Geo Metro. James A. Smith, 50, of North Salt Lake, Utah, was also traveling westbound in a 2018 Cascadia Freightliner. The Geo Metro veered into the right lane colliding with Smith's vehicle. The Geo Metro stopped in the left lane and Smith's vehicle in the right lane.

Laura M. Medrano, 87, of Malad City, was traveling westbound in a 2009 Chevy Malibu. Michael L. Hill, 47, of Kuna, was also traveling westbound, in a 2017 Kia Sorento. Medrano failed to slow for traffic and collided with Hill's vehicle. Both vehicles stopped on the right shoulder.

An additional semi traveling westbound swerved to miss traffic and came to a stop in the median.

No occupants were transported from the scene.

On Sunday, December 22, 2019, at approximately 10:49 a.m., Idaho State Police investigated a two-vehicle injury crash on SH-25 at westbound I-84 exit 216, north of Declo.

Walter L. Oliphant, 72, of Meridian, was driving a 2010 Chevy Equinox westbound I-84 exiting at milepost 216. Carissa N. Toner, 22, of Heyburn, was driving a 1999 Dodge Dakota pickup northbound on SH-25.

Oliphant exited I-84 at the 216 exit and proceeded across SH-25, failing to yield to oncoming traffic. Toner?s vehicle struck the Chevy, which came to rest on its side.

Oliphant and his passenger, Denise A. Oliphant, 72, of Meridian was transported via ground ambulance to Cassia Regional Hospital in Burley. Toner and her passengers, Janie F. Toner, 18, and Lourdes O. Raybal, 22, both of Heyburn, were transported via ground ambulance to Minidoka Memorial Hospital in Rupert.

Walter and Denise Oliphant along with Carissa Toner and Lourdes Rayball were wearing seatbelts. Janie Toner was not wearing a seatbelt.

The lanes of SH-25 and the westbound exit 216 off ramp of I-84 were blocked for approximately one hour.

This crash is under investigation by the Idaho State Police. Idaho State Police was assisted by Cassia County Sheriff's Office, Declo Fire, Declo QRU and Search and Rescue Extrication.

On Sunday, December 22, 2019, at 5:39 a.m., Idaho State Police investigated a fatality crash at 331 West Road, between N 300 W and N 400 W, west of Jerome, in Jerome County.

Miguel A. Molina Rodriguez, 22, of Jerome, was driving a 1992 Toyota pickup eastbound on West Road. Luis Fernando Ibarra Armenta, 42, of Mexico, was driving a 2011 Mazda MZ3 westbound on West Road. Molina Rodriguez crossed the center line colliding with the Mazda head-on. Ibarra Armenta succumbed to his injuries at the scene.

Molina Rodriguez was transported via air ambulance to Portneuf Medical Center in Pocatello. Molina Rodriguez was not wearing a seat belt. Ibarra Armenta was wearing a seat belt.

The roadway was blocked for approximately four hours.

This crash remains under investigation by the Idaho State Police. Idaho State Police was assisted by Jerome County Sheriff's Office, Gooding County Sheriff's Office, Jerome Rural Fire Department, Magic Valley Paramedics, and Air St. Luke's.

Leigh Mills, 49, of Nampa, was traveling eastbound on the on ramp in a Ford Explorer. Antonio Godina, 19, of Parma, was traveling eastbound on the on ramp in a Ford Taurus behind Mills. Mills slowed to merge onto I84 and was struck from behind by Godina. Both drivers were wearing their seatbelts. Mills was transported to St Lukes Nampa by ground ambulance.

On Saturday, December 21, 2019, at 12:24 PM, Idaho State Police investigated a crash eastbound I84 at mile marker 194, near Hazelton.

Jenny Bodley, 34, of Burley, was traveling eastbound in a Kia Spectra. Anthony Real, 52, of Santa Maria, California, was traveling eastbound in a semi truck and trailer. Bodley drifted off the roadway, overcorrected, and hit the semi truck. Bodley was transported to St Luke's Magic Valley by ground ambulance. As a result of the investigation, Bodley was arrested and charged with driving under the influence and possession of an open container of alcohol. Both drivers were wearing seatbelts during the crash.

Lanes were partially blocked for approximately two hours.

Shay Orcutt, 28, of Buhl, was traveling westbound in a GMC Yukon when she attempted to slow and move into the right lane. Orcutt lost control, spun out, and the vehicle came to a stop blocking both lanes. Michael Willoughby, 53, of Plant City, Florida, was traveling westbound in a semi truck and trailer and attempted to avoid Orcutt's vehicle by moving to the shoulder. The semi trailer struck the hood of Orcutt's vehicle. Orcutt was transported to Cassia Regional Hospital by ground ambulance.

On Friday, December 20, 2019, at approximately 1:47 a.m., Idaho State Police investigated a single-vehicle, fatality crash near the intersection of Lewis Lane and Farner Road, south of Lake Lowell, in Canyon County.

Odlanyer Angulo, 34, of Von Ormy, Texas was driving a 2009 Mercedes GL350 west on Lewis Lane near Farner Road. Angulo went through the intersection with Farner Road and then lost control. The vehicle went off the south side of the road, into a field, and struck a small excavator parked in the field.

Angulo succumbed to his injuries at the scene of the crash. His next of kin have been notified. The crash remains under investigation by the Idaho State Police.

Starting today, the Idaho State Police will begin accepting applications for the 2nd Annual ISP Leadership Education and Development Academy (ILEAD). The week long course, scheduled June 7th through 12th 2020, includes both classroom study and outside activities designed to help Idaho Youth develop and utilize the tools they need for further success.

ISP Major Bill Gardiner developed and implemented the program that provides youth with a foundation for success. "The Idaho State Police believes investing in Idaho's youth will benefit all of Idaho as well as the Idaho State Police. The students who complete the ILEAD Academy have the capacity to become future ISP troopers, educators, even a future governor. Time spent now, building a solid foundation of skills will help them grow into future leaders throughout our state"' Gardiner said of the program.

The ILEAD Academy is held on the ISP Headquarter campus in Meridian and is open to students ages 15-17. This intensive leadership development course provides students an opportunity to interact and learn from mentors from the Idaho State Police Advanced Training Academy. There is no cost to attend. Academy objectives include:

Providing leadership principles and skills necessary for success
Developing an appreciation for diversity
Providing insight to various careers in government and public service
Developing an understanding of the value of community service
Providing education designed to help youth avoid common challenges including underage use of alcohol and other controlled substances

ISP believes it takes education and training to help today's youth become tomorrow's leaders, explained Major Gardiner. "I have seen how this program can be the beginning of the path students take to toward success in a variety of fields. It helps them develop goals and skills that carry them forward into adulthood. I'm proud the Idaho State Police is working to help provide this experience for youth and I'm grateful for the opportunity to be a part of it."

Students interested in attending should complete and submit an ILEAD Academy application available on ISP's website. Prospective students are encouraged to apply early. On Wednesday, December 18, 2019, at approximately 8:34 P.M., Idaho State Police investigated a two vehicle injury-crash on 3800 E and state highway 50, in Twin Falls County, northeast of Hansen.

Fredy Garduno Lagunas, 20, of Declo, was driving a 2010 Ford F150 northbound on N 3800 E.

Michael A. Bladen, 33, of Twin Falls, was driving a 1999 Peterbuilt Truck, westbound on State Highway 50. Garduno Lagunas had one passenger, Cinthia Loera Hernandez, age unknown.

Garduno Lagunas failed to stop at the stop sign and Bladen struck the Ford F150, causing it to roll into a field west of N 3800 E. Garduno Lagunas was transported for minor injuries by private vehicle to St. Luke?s Magic Valley Medical Center. Hernandez and Bladen were not injured.

Idaho State Police was assisted by the Twin Falls County Sheriff's Office, Kimberly Police Department, Rock Creek Fire Department, and Rock Creek Quick Response Unit.

All occupants were wearing seatbelts.

This remains under investigation by Idaho State Police.

On December 18, 2019 at approximately 1:18 p.m. an injury crash occurred WB US 2 at milepost 66.5, two miles west of Moyie Springs, Idaho. A gold 2000 Oldsmobile driven by Eric R. OConnor, 42, of Moyie Springs, Idaho was traveling WB when Mr. OConnor drove left of center striking a trailer of a Semi Truck traveling EB, driven by Douglas Helmuth, 49, of Bonners Ferry, Idaho. Mr OConner?s vehicle then spun around striking a silver 2016 Jeep Patriot, which was also EB, driven by Linda S Huffman, 70, of Moyie Springs, Idaho. Mr. OConnor was not wearing a seat belt and was ejected from the vehicle and transported by Life Flight to Kootenai Medical Center. Mr. Helmuth and Ms. Huffman were not injured and were both wearing seat belts. The roadway was blocked for approximately 4 hours. The investigation is ongoing.

Idaho Peace Officer Standards and Training is celebrating 50 years of outstanding service to law enforcement and the citizens of Idaho. The event will be held Tuesday, January 7th at 10:30 AM at the Gymnasium in the POST Administration Building (Building 3) on the Meridian campus of the Idaho State Police (ISP). During the ceremony, Governor Brad Little will announce January 7th, as Idaho Peace Officer Standards and Training (POST) Day and recognize the valuable contribution POST has made to public safety in Idaho.

Established in 1969, POST has been providing quality basic training to law enforcement officers from throughout the State of Idaho since 1970, when the first basic academy class of 32 officers spent four weeks training on the ISU campus in Pocatello. Training standards for law enforcement officers were later mandated by the Idaho Legislature in 1974, and since then officers from every state and local law enforcement agency in Idaho have completed some type of law enforcement training at the POST Academy.

"The goal was to create an organization that would provide basic and in-service training for police officers in the State of Idaho", explained current POST Administrator Brad Johnson. "50 years later, our vision remains as relevant and important as ever: to develop skilled law enforcement professionals who are committed to serving and protecting the people in Idaho."

Co-located with the ISP Headquarters in Meridian, POST now provides basic and in-service training in nine law enforcement disciplines as directed by the legislature, and under the guidance and oversight of the POST Council, appointed by the Governor. These include Patrol Officer, Detention Officer, Emergency Communications Officer, Felony Probation and Parole Officer, Misdemeanor Probation Officer, Correction Officer, Juvenile Detention Officer, Juvenile Probation Officer and Juvenile Correction Officer.

Since it was established in 1969, POST has:

Provided basic academy training to over 14,000 law enforcement officers from around the state.
Expanded from providing basic training to police officers, to providing basic and/or in-service training to a total of nine law enforcement disciplines.
Expanded from three basic academy sessions per year in 1970 to a total of 19 basic academy sessions across all disciplines in 2019.
Added support and assistance to the Idaho Prosecuting Attorneys Association (IPAA), providing ongoing professional development for Prosecuting Attorneys throughout the state.

"As we recognize and honor our past, and where it has brought us, we must dedicate ourselves to continue our evolution; to address new challenges in the pursuit of excellence. Above all, we must be the standard by which all other professional organizations are judged, as we relentlessly pursue our overarching goal: to be the best, most innovative and respected POST training and certification program in the country", Johnson said.

Additional anniversary events are planned at POST throughout the year and will be announced as they are scheduled.

On December 17, 2019, at approximately 8:06 a.m., Idaho State Police investigated a crash at US30 and N 3400 E, in Twin Falls County, west of Kimberly.
Payton Goff, 19, of Kimberly, was driving a red 2007 Chevrolet Colorado southbound on N 3400 E and stopped at the stop sign at US30. Kristian Turner, 33, of Hansen, was driving a red 2001 Ford Expedition, west on US30. Goff pulled out in front of Turner and was struck on the driver's side.

Goff had one juvenile passenger, and they were both wearing seatbelts. Turner had two juvenile passengers, and all three were wearing seatbelts. Goff was transported by ground ambulance to St. Lukes Magic Valley Regional in Twin Falls.

Idaho State Police was assisted by the Twin Falls County Sheriff's Officer, Magic Valley Paramedics, Rock Creek Fire Department and Air St. Lukes.

The road was blocked for approximately three hours.

On December 15th, 2019 at approximately 9:22 a.m. a fatal crash occurred at the junction of SH9 and SH8, in Deary, ID. A silver 2005 Chevy Tahoe driven by Carol Carkuff, 74, of Spokane, WA was traveling south on SH9 when she lost control of her vehicle due to icy conditions. Her vehicle left the roadway on the southern embankment and rolled twice, ejecting her from the vehicle. She was transported by ground ambulance to Gritman Medical Center in Moscow where she succumbed to her injuries. Next of kin has been notified. The investigation is continuing. Assisting agencies were the Latah County Sheriff's Office and Deary Ambulance.

On December 14, 2019 at approximately 3:59 p.m. a fatal crash occurred on US12 at milepost 17.5, 15 miles east of Lewiston, ID. A silver 2013 Toyota Camry driven by Malique A. Higheagle, 20, of Lapwai, ID was traveling westbound when he crossed the center line and collided head-on with a green 1999 Dodge Ram pickup driven by Justin A. Lycan, 38, of Kamiah, ID. Higheagle was pronounced deceased at the scene. Next of kin has been notified. Lycan and his passenger, Ara D. Lycan, 37, of Kamiah, ID were transported to St Joseph's Medical Center with non life threatening injuries. The highway was blocked for approximately 2 and a half hours. The crash is still under investigation.

New service to keep traffic flowing and improve safety in I-84 construction zone

Idaho State Police are working with the Idaho Transportation Department to help keep traffic flowing and improve safety in the busy construction zone on Interstate 84 between Nampa and Meridian.
Today, ITD announced a new Safety Service Patrol and courtesy towing service for disabled vehicles along the I-84 construction zone between the Karcher/Midland and Ten Mile interchanges. The service is meant to decrease congestion and the potential for injury-causing crashes.
There's not a lot of room for disabled vehicles in a construction zone, and any delay or distraction can be a traffic hazard. That's a big concern, especially in work zones as crews are often working just outside the roadway. If we can help remove disabled vehicles and keep traffic flowing smoothly, that increases safety for all of us," said Lt. Matt Smith of the Idaho State Police.
When crashes do occur, troopers will respond as quickly as possible, assist those involved, and conduct a complete investigation. When the vehicles involved can be cleared, those vehicles too may take advantage of the courtesy towing service.
"Announcing this free towing service is an opportunity to remind motorists just how critical it is to be alert in construction zones. We all want to get where we'ree going safely and we need to remember, the construction crews are working hard to improve our roads. They deserve a safe place to work. Safety doesn't happen by accident," said Lt. Smith.
Construction Zone Crash Stats:
According to the Federal Highway Administration's workzonesafety.org, the number of crashes in construction and work zones have risen nearly 10% over the past five years. Rear end crashes are reported to the most common cause.
In Idaho, ITD reports crashes in work zones increased from 453 in 2017 to 630 in 2018. Sadly, the number of fatalities also increased from 9 in 2017 to 10 fatalities in work zone crashes in 2018.
ISP Has the following Traffic Safety Tips:

- Slow down in construction zones and work areas;
- Move over and slow down for emergency responders and road workers;
- Increase the distance between you and the vehicle in front of you;
- Plan extra time. Construction zones and work areas can slow traffic. Be prepared and leave early if necessary.

The following was released this afternoon by the Idaho Transportation Department.

ITD introduces new Safety Service Patrol for I-84 construction zone in Nampa, Meridian
NAMPA - The Idaho Transportation Department will launch a safety patrol and courtesy towing service on Friday (Dec. 13) to assist disabled vehicles and keep traffic moving safely through the Interstate 84 construction zone in Nampa.
The Safety Service Patrol will operate Monday-Friday during the morning and evening commutes:
- 5 a.m. to 9 a.m. between the Karcher/Midland and Garrity interchanges, and
- 3 p.m. to 7 p.m. between the Ten Mile and Karcher/Midland interchanges.
Disabled cars, trucks or motorcycles will be towed to the Jacksons parking lot near the Franklin Boulevard Interchange (1407 N. Franklin Blvd.). Motorists will be responsible to arrange to retrieve their vehicles within 24 hours.
In the event of a crash, emergency services and police must first render medical assistance and gather information for an investigation before the scene can be cleared. Vehicles will be relocated to the Jackson's lot as soon as that work is complete.
"Our top priority is to keep the I-84 work zone safe for everyone. Even a minor incident, like running out of gas, is likely to cause delay or create an unsafe situation for other people on the road," said Mark Campbell, ITD's GARVEE construction project manager. "The Safety Service Patrol will work closely with our state communications office and Idaho State Police to monitor road conditions, report incidents and clear disabled vehicles from the roadway as quickly as possible."
Although the Safety Service Patrol will be out actively searching for disabled vehicles, drivers can still call 911 or *ISP in an emergency.
Idaho's "Move Over" law requires drivers to move into the next lane for tow trucks, incident response vehicles and emergency personnel.

On Thursday, December 12, 2019, at approximately 12:06 a.m., Idaho State Police investigated a two-vehicle, injury crash westbound I184 at milepost 2, in Boise.

Baunsong Saengthip, 39, of Nampa, was westbound in a 2004 Lexus R33 SUV. Debra Jones, 63, of Boise, was also westbound in a 2000 Mitsubishi Mirage. The Lexus struck the Mitsubishi from behind, and both vehicles lost control. They both came to rest in the lanes of travel.

The westbound lanes of travel were partially blocked for approximately one hour. Both Debra Jones and a passenger in the Lexus were transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance. Both drivers were wearing a seatbelt. Alcohol was involved in the crash, and Saengthip was arrested for driving under the influence.

The crash is under investigation by Idaho State Police.

Michael B. Stephens, 55, of Clovis, California, was driving a 2014 Toyota Corolla.

Iovko T. Margaritov, 32, of Boise, was driving a 2013 Honda Accord.

Vickie L. Sandvik, 62, of Nampa, was driving a 2006 Toyota Scion.

All vehicles were traveling eastbound on I84 near milepost 39 when the Toyota Corolla was struck by an unknown semi while changing lanes. The semi did not stop. The Toyota Corolla then hit the Honda Accord. The Toyota Corolla then spun, came back across traffic, and then hit the Toyota Scion.

There was partial lane blockage for approximately an hour. All drivers were wearing seatbelts.

Stephens and Sandvik were transported by ground ambulance to St. Luke's Meridian Medical Center.

Idaho State Police are requesting anyone with information on the semi that left the scene of the crash call 208-846-7500.

On Wednesday, December 11, 2019, at 10:50 AM, Idaho State Police investigated an injury crash southbound on Interstate 15 at milepost 88, south of Blackfoot.

Nicholas Transtrum, 45, of Blackfoot, was travelling southbound in a 2000 Ford F250 pulling a 2014 food truck trailer when he left the right side of the roadway and struck the guard rail. The trailer flipped and caught fire. Landan Van Cleave, 19, of Blackfoot and Teigen Erickson, 20, of Ammon were passengers in the vehicle.

All occupants were wearing a seatbelt. Transtrum was transported by ground ambulance to Bingham Memorial Hospital in Blackfoot. The southbound lanes were blocked for approximately 2 hours.

This crash is under investigation by Idaho State Police.

On Monday, December 9, 2019, at approximately 3:42 P.M., Idaho State Police investigated a two vehicle injury-crash at the intersection of N 3400 E and eastbound US30, northeast of Kimberly.

Hope Johnson, 20, of Twin Falls, was stopped at the stop sign southbound on N 3400 E in a 2011 Toyota Corolla. Tyson Damron, a Kimberly Police Department officer, was eastbound on US30 in a 2014 Ford Taurus patrol vehicle. Johnson failed to yield the right of way to Damron and entered the intersection colliding with the patrol vehicle. Both vehicles came to rest on the southbound shoulder of the eastbound lanes of US30. Johnson was wearing her seatbelt. Damron was not wearing his seatbelt.

Damron was transported via ground ambulance to St. Luke's Magic Valley Hospital. The eastbound lanes were blocked for approximately two hours.

Idaho State Police was assisted by Twin Falls County Sheriff's Office and Magic Valley Fire.

Injury Crash East of Boise

On Sunday, December 8, 2019, at approximately 6:00 a.m., Idaho State Police investigated a single vehicle crash on I-84 near milepost 70, east of Boise.

Roger Flege, 36, of Boise, was driving westbound in a 1999 Ford Econoline Van towing a 1985 Camper trailer. The van went into the median and rolled. The trailer came unhitched and came to rest in the median. The van came to rest on its side across the eastbound lanes.

Flege was not wearing a seatbelt and was transported via air ambulance to St. Alphonsus Regional Medical Center in Boise.
The eastbound lanes were completely blocked for one and a half hours. The lanes were partially blocked for another one and a half hours while crews worked to clear the scene

On Thursday, December 5, 2019 just after 8:00 p.m., Idaho State Police investigated a two-vehicle, head-on crash on U.S. 95 near milepost 72, just north of Payette.

Susan Griffin, 73, of Payette, was driving northbound on U.S. 95 in a 2013 Chrysler Town & Country minivan. Richard Young, 33, of Council, was driving southbound on U.S. 95 in a 2020 Peterbuilt semi-tractor hauling two trailers full of lumber.

The vehicles collided head-on near milepost 72. Griffin was pronounced deceased at the scene; she was not wearing a seat belt. Young was not injured; he was wearing a seat belt.

The crash remains under investigation by the Idaho State Police.

Seth Bowen, 27, of Rexburg was travelling southbound on 25th east in a 2014 Volkswagen Jetta. Douglas Wickham, 57, of Hagerman was travelling Eastbound on Yellowstone Highway in a 2018 GMC Canyon. Wickham failed to stop at the stoplight entering the intersection where he struck Bowen's vehicle.

Bowen was transported to Eastern Idaho Medical Center by ground ambulance. Bowen was not wearing a seatbelt. Wickham and his passenger were both wearing seatbelts. Bonneville County assisted on scene. Crash is under investigation by the Idaho State Police.

On Monday, December 2, 2019, at 5:20 p.m., Idaho State Police investigated an injury crash northbound on Interstate 15 at milepost 91, near Blackfoot.

Rolando A. Percolla Medina, 66, of Guatemala, was driving northbound on Interstate 15 in a 1993 Toyota pickup towing a 1987 Toyota pickup.

George T. Mcrea, 36, of Idaho Falls, was driving northbound, behind Percolla Medina, in a 2007 Peterbilt Utility truck. Mcrea struck the 1987 Toyota which became detached. The 1993 Toyota rolled over in the median while the 1987 Toyota crossed the median and went into the southbound lanes where it was struck by two vehicles. A 1994 Honda Civic driven by Robert J. Davis, 33 of Pocatello, and a 2010 Chevrolet Silverado pickup driven by Gregory H. Mann, 49, of Pocatello. Mann's passenger, Orvil A. Aleman-Reyes, 40, was transported by ground ambulance to Portneuf Medical Center in Pocatello.

Both northbound and southbound lanes of Interstate 15 were blocked. Traffic was diverted for approximately two hours and forty minutes. All occupants were wearing seatbelts.

This crash is under investigation by the Idaho State Police.
