On January 31, 2021, at approximately 2: 44 pm, Idaho State Police and Nez Perce County Sheriffs Office, responded to a fatality crash, northbound on Volmer Road, Lewiston, Nez Perce County, Idaho. A side-by-side was traveling northbound on Volmer Road when it attempted to negotiate a curve. The side-by-side exited the roadway on the right shoulder, causing it to overturn. The driver was not wearing a seatbelt and succumbed to their injuries at the scene. Next of kin has not been notified. Alcohol is believed to be a factor. The investigation is ongoing.

On Saturday, January 30, 2021 at 11:46 a.m., Idaho State Police investigated a fatality crash involving a bicycle and a passenger car near Melba.

Ronald A. Lemmon, 74, of Nampa, was on a bicycle eastbound on Stage Coach when he failed to yield for a stop sign at the intersection of Southside Boulevard and Stage Coach. Lemmon was struck by a 1990 Toyota Camry driven by Bradley C. Farner, 32, of Nampa, who was southbound on Southside Boulevard. Lemmon was wearing a helmet but succumbed to his injuries on scene. Farner was wearing a seatbelt and not injured. Next of kin has been notified.

The intersection was blocked for approximately 2 1/2 hours. This crash is under investigation by the Idaho State Police.

On January 27, a multi-agency enhanced emphasis patrol was conducted on the highways around the LC valley. Enhanced emphasis patrols focus on highway safety and traffic violations, and also look for evidence of criminal activity that often involves the roadways, like human and drug trafficking. Taking part in the effort were officers with the Nez Perce Tribal Police Department, deputies with the Latah County Sheriff?s Office, agents with the Federal Bureau of Investigation and troopers from the Idaho State Police.

As a result, approximately a quarter pound of methamphetamine, 1.6 grams of heroin, 7.3 grams of fentanyl pills, almost 700 dollars in cash, and two firearms were seized. Seven arrests were made with ten others being cited and released.

We would like to thank our community for the support as we work continually to make out home a safer place.

On January 23rd, 2021 at approximately 3:06 am, the Idaho State Police investigated a crash on Guernsey Cutoff Road near Hatter Creek Road, south of Potlatch, Idaho. Cody Woolverton, 23 years, of Potlatch, Idaho, was travelling westbound on Guernsey Cutoff Road approaching Hatter Creek Road in a 2001 Can-Am Turbo UTV when he failed to negotiate a right hand corner and lost control. The vehicle went off the southern road edge where it rolled. Woolverton was not wearing a seatbelt or a helmet and was pronounced deceased at the scene. Next of kin has been notified. Alcohol is believed to be a factor. The investigation is continuing.

On January 22, 2021, at approximately 9:02 p.m., a Kootenai County Sheriffs Deputy observed a teal 1994 Pontiac Grand Am, later confirmed to be driven by William C. Valentine, 42, of Coeur d Alene, Idaho, traveling at a high rate of speed westbound on Seltice Way near Huetter Rd, between Coeur d Alene and Post Falls.

After Valentine passed his stationary location, the Sheriffs Deputy pulled out and attempted to catch up to Valentine to initiate a traffic stop. Prior to initiating a traffic stop, Valentine drifted into the median, lost control while coming back into the westbound lanes, and then slid into the median again. Valentines vehicle became airborne at the Seeley Road intersection after striking an embankment on the east side of the intersection. The Pontiac came to a stop after striking trees on the west side of the intersection. The Sheriffs Deputy came upon the crash and immediately rendered aid to Valentine. Valentine was transported to Kootenai Health. This investigation is ongoing.

On Friday, January 22, 2021, at approximately 6:06 P.M., Idaho State Police investigated a crash on SH39 near milepost 16, in Aberdeen.

Robin R. Burdick, 68, of Idaho Falls, was driving northbound on SH39 in a 2017 Volvo Semi. Burdick lost control of the vehicle and drove onto the sidewalk, stopping between a power pole and a building.

Burdick was wearing a seatbelt. He was transported by ground ambulance to Power County Hospital District, in American Falls, where he was pronounced deceased.

Next of kin have been notified.

The crash remains under investigation by Idaho State Police.

On Friday, January 22, at 6:30 AM, Idaho State Police investigated an injury crash on State Highway 45 at Bowmont Road, south of Nampa.

A 2007 Dodge Caliber was travelling eastbound on Bowmont Road when it failed to yield to right of way traffic and collided with a 2003 Mazda B2300 pickup which was travelling southbound on Highway 45.

The occupants of the Dodge Caliber were transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. The driver of the Mazda pickup was transported to St. Alphonsus Regional Medical Center in Nampa.

This crash is under investigation by the Idaho State Police.

In 2020, despite ongoing public health challenges, Idaho continued to make progress processing and tracking sexual assault kits, often a key piece of evidence for investigators.

The 2020 report shows the number of sexual assault kits collected has remained fairly constant since 2017, however, the percentage of cases not investigated shows a notable decrease.

"The kit tracking system is designed to build trust with survivors and provide critical information to policy and lawmakers. ISP's role is to train and educate, process, and track these kits, which taken all together, means a more efficient and responsive criminal justice system," said Matthew Gamette, Director of ISP Forensic Services.

Since new legislation went into effect in 2016, the Idaho State Police Forensic Services has provided legislators with regular updates on this topic including a publically available annual report on Idaho's Sexual Assault Tracking Kit System (IKTS). The 2020 Sexual Assault Kit Tracking Report, along with reports issued since 2017, is now available on the Idaho State Police website https://isp.idaho.gov/forensics/saktrak/.

Update: Caldwell man charged following fatal crash in Canyon County

Idaho State Police arrested a Caldwell man after multiple witnesses reported he'd been driving aggressively just prior to losing control of his vehicle and colliding head-on with another vehicle Tuesday on State Highway 19 in Greenleaf. The driver of the vehicle hit by the suspect, a 35-year-old man from Nampa, died of his injuries.

Arrested: Pedro J. Avalos, 30, Caldwell
Charged: Vehicular Manslaughter (F), Injury to a Child (m)

Troopers would like to thank the motorists who stopped at the crash site and reported the behavior they'd seen from the suspect driver just prior to the crash.
Troopers also found evidence the suspect was driving with a young child in the vehicle. The child was not injured.
The suspect was booked into the Canyon County Jail on the above charges.

This crash remains under investigation by the Idaho State Police, with assistance from the Canyon County Sheriff's Office.

On Tuesday, January 19, 2021 at approximately 4:19 p.m., Idaho State Police investigated a two-vehicle, fatality crash on State Highway 19 at milepost 14, Simplot Blvd near Notus Rd, in Greenleaf.

Pedro Avalos, 30, of Nyssa, Oregon, was driving westbound on SH19 in a 2021 Toyota Camry. Adam Hawthorne, 35, of Nampa, was driving eastbound on SH19 in a 2003 Ford Ranger pickup. Avalos crossed the center line, collided head on with Hawthorne, and the Ford Ranger rolled. Both vehicles came to rest on the right shoulder.

Hawthorne was transported by ground ambulance to St Alphonsus Regional Medical Center in Nampa where he succumbed to his injuries. Next of kin has been notified. Avalos was transported by ground ambulance to West Valley Medical Center in Caldwell.

Both eastbound lanes of SH19 and the left lane of westbound SH19 were blocked for approximately 4 hours while crews cleared the scene. Idaho State Police was assisted by Canyon County Sheriff's office. This crash is still under investigation.

On January 15, 2021, at approximately 8:55 am, the Idaho State Police investigated a two-vehicle injury crash on US95 at Lovell Valley Road, near milepost 393. This is just south of Plummer in Benewah County, ID.

Will O. Bunting, 28, of Casper, Wyoming, was traveling northbound on US95 at Lovell Valley Road in a white 1994 Chevrolet Blazer. Stephen L. White, 52, of Robeline, Louisiana, was traveling southbound on US95 in a Peterbilt semi-truck. Bunting lost control of his vehicle while navigating around the corner due to the icy road conditions. The Chevrolet Blazer went into the southbound lane where the two vehicles collided.

Bunting was transported by ground ambulance to Kootenai Health in Coeur d Alene, ID. He was wearing a seatbelt.

The Volvo exited at milepost 7, fleeing the scene. The Volvo possibly has front end damage. According to a witness, the driver may be a young male in his 20s with a female passenger.

On January 13th, 2021 at 7:57 am, the Idaho State Police responded to SH97 at milepost 93, east of Coeur d'Alene, 4 miles south of I90, to a single vehicle fatality crash. Jon E. Snider, 59, of Post Falls, Idaho, was northbound on SH97, in a 2007 Chevy Silverado pickup, when a tree came off the hillside adjacent to the highway and struck his vehicle. Snider drove over the embankment off of SH97 towards Lake Coeur d'Alene. Snider succumbed to his injuries at the scene. It is unknown if he was wearing a seatbelt at the time. Investigation is ongoing.

On November 13th, 2021 at 7:57 am, the Idaho State Police responded to SH97 at milepost 93, east of Coeur d'Alene, 4 miles south of I90, to a single vehicle fatality crash. Jon E. Snider, 59, of Post Falls, Idaho, was northbound on SH97, in a 2007 Chevy Silverado pickup, when a tree came off the hillside adjacent to the highway and struck his vehicle. Snider drove over the embankment off of SH97 towards Lake Coeur d'Alene. Snider succumbed to his injuries at the scene. It is unknown if he was wearing a seatbelt at the time. Investigation is ongoing.

There are currently power lines and trees down in the city of Rathdrum, Idaho on SH41 at Coeur d'Alene Street. Rathdrum Police Department is on scene, redirecting traffic through a subdivision. They are requesting any oversized loads or semi-trucks pulling double or triple trailers to avoid the area and taken an alternate route. They are anticipating the road to be back open in a couple of hours.

On Tuesday, January 12th, 2021, at approximately 2:05 p.m., Idaho State Police received a 911 call regarding a "road rage" incident. The caller stated that the driver of a 2021 Toyota Corolla allegedly pointed a gun at them during the incident. The caller continued driving until Idaho State Police troopers were able to locate the vehicles.

Idaho State Police conducted a traffic stop of the Toyota in the 5000 block of S 5th Ave in Pocatello. Following an investigation, the driver of the Toyota, Robert Law, 53, of McCammon, was arrested and booked into the Bannock County Jail on aggravated assault charges.

This morning, Idaho State Troopers arrested two people approximately one hour apart, after they were each identified as being the subjects of outstanding arrest warrants. Both were taken into custody without incident. Neither arrest was the direct result of activity that occurred today at the State Capitol.

Arrested: Robert J.R. Jones, 40, Nampa
Charge: Warrant - disturbing the peace (m)

Jones was arrested as he stood near a small group of people at a pop-up tent in front of the Idaho State Capitol at approximately 10:39 a.m.

Arrested: David M. Pettinger, 44, Eagle
Charge: Warrant - disturbing the peace (m)

Pettinger was arrested as he and a small group of people entered the inside ground floor of the Capitol building at approx. 11:47 a.m.

Both Jones and Pettinger were booked into the Ada County Jail on the above charges. Both warrants stem from investigations conducted by the Boise Police Department.

On Sunday, January 10, 2021, at 8:59 p.m., Idaho State Police investigated an injury crash westbound on I84 at mile marker 15, southeast of New Plymouth.

Samantha E. Sanford, 40, of Payette, was driving westbound on I84 in a 2002 Honda Odyssey. David W. Mosby, 72, of Fruitland, was driving westbound in a 2017 Toyota Tundra. Sanford struck Mosby. The Honda rolled and came to rest on the shoulder. The Toyota rolled and came to rest on its top in the median.

Mosby's passenger, Kayrn L. Mosby, 69, of Fruitland, was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise.

Both eastbound lanes and the left westbound lane were blocked for approximately one hour. The lanes have re-opened.

On January 8th, 2021 at approximately 09:48 am an injury crash occurred Northbound on US95 near milepost 470 just north of Sagle, ID. Matthew S. Blackstone, 51, of Sagle, ID, was driving a 2017 Dodge Ram pickup towing a 2016 Diamond Dump trailer loaded with a large cargo box. The box came off the trailer landing in the Northbound lane. Jason E Bailey, 49, of Sagle, ID, driving a 2008 Lincoln Navigator was traveling behind Blackstone and was able to stop and avoid striking the box. Richard H Eastman, 84, of Sagle, ID in a 1992 Jeep Cherokee was following Bailey and stopped directly behind him, when Veasy E Glenn, 56, of Priest River, ID rear ended Eastman. Eastman's Jeep was forced into the Southbound lane and was struck on the driver's side by Grant G. Brockus, 70, of Nordman, ID driving a 2014 Toyota Highlander who was southbound. Eastman was extricated from his vehicle and transported to Bonner General Hospital and later flown to Kootenai Health for his injuries. Eastman and Glenn were not wearing seat belts, all other drivers had on seat belts. Glenn did have minor injuries treated at the scene. The highway was blocked for approximately 2.5 hours. Investigation is continuing.

On New Year's Eve, members of the North Idaho DUI Task Force, @DuiIdaho tweeted "Don't be the reason someone loses the one they love tonight". The message was meant to encourage drivers to plan ahead for a safe ride home if their celebration included alcohol. Sadly, not everyone heeded their advice.

Between Thursday, December 31, 2020 and Sunday, January 3, 2021:
- Idaho State Police Troopers arrested 52 people charged with driving under the influence.

Between Friday, December 18, 2020 and Sunday, January 3, 2021:
- Idaho State Troopers arrested 127 people charged with DUI offenses.

"The most important number is one we can't calculate, and that's the number of people not injured in a DUI-related crash," said Trooper Scott Bolen, an ISP Law Enforcement Liaison with the ITD Office of Highway Safety.

"We always urge folks that, if their plans involve alcohol, to have a plan to get home safely. Most people actually do that, and we appreciate them. But for those who don't, we work hard to hunt them down before they hurt themselves or someone else. And that effort continues all year."

Several DUI arrests were the result of calls from other drivers reporting a driver who may be impaired. The ISP is grateful to those citizens.

ISP takes advantage of available grants to fund participation in nationwide education and enforcement campaigns, like the recent effort over the holidays. However, ISP Troopers are on the roads all day every day to keep impaired drivers off the roadways, and enforcing traffic and equipment laws to educate drivers on staying safe. Drive Well Idaho!

On January 8, 2021, at approximately 7:34 a.m., the Idaho State Police investigated a one vehicle injury crash on US12 at milepost 89, near Syringa, ID, in Idaho County.

David J. Parris, 27, of Idaho Falls, ID, was driving eastbound on US12 in a Blue 1987 American Motors Jeep Pickup. Parris lost control of the vehicle due to driving too fast for icy conditions. The vehicle went off the east side of the roadway, over an embankment, and subsequently struck a telephone pole on the drivers side.

Parris was transported by LifeFlight to St Josephs Regional Medical Center in Lewiston, ID. He was not wearing a seatbelt.

This is an ongoing investigation.

On January 8th, 2021 at approximately 8:49 AM an injury crash occurred on Interstate 90 near milepost 36.7 East of Rose Lake, ID A juvenile female was traveling eastbound when she lost control of her 2005 Ford Taurus and ran off the roadway into the center median. Theodore R. Austin, 54, of Nine Mile Falls, WA was traveling behind the Ford in a 2009 Honda Ridgeline pickup, and stopped on the right shoulder to offer assistance. His passenger, Jennifer J. Austin, 50, of Post Falls, was injured when a 2003 Subaru Legacy driven by juvenile female approached the scene and lost control striking the Austin pickup parked on the east shoulder. The Subaru driver and her juvenile female passenger were transported to Kootenai Health, along with Mrs. Austin. All occupants were wearing seatbelts and alcohol was not a factor. Investigation continues.

On Wednesday, January 6, 2021, at approximately 5:50 a.m., Idaho State Police investigated a single vehicle fatality crash, on Interstate 15 at milepost 118, in Idaho Falls.

A 2004 Toyota Camry was traveling northbound on Interstate 15. The driver lost control of the vehicle and rolled into the median. Occupants were ejected from the vehicle.

A juvenile succumbed to their injuries. Next of kin has been notified. All occupants were transported by ground ambulance to Eastern Idaho Regional Medical Center, in Idaho Falls.

The northbound left lane was blocked for approximately five hours and twenty-five minutes. The investigation is ongoing.

On January 5, 2021, approximately 1154 hours, Idaho State Police along with the Nez Perce County Sheriff?s Office investigated a crash, northbound on US 95 at milepost 308, in front of the Clearwater River Casino. Steven Swain was traveling northbound on US 95 at milepost 308, in his green Subaru Legacy. Dale Williamson was stopped at the stop sign, at the north entrance to the Clearwater River Casino, in his blue Toyota Highlander.

Williamson entered the roadway. Swain was unable to stop and struck Williamson on the driver?s side. Both drivers and Williamson?s passenger suffered minor injuries. The Subaru caught fire. Both northbound lanes and entrances to the casino were blocked until fire was able to extinguish the fire. All occupants were wearing their seatbelts.
The crash is still under investigation by the Idaho State Police.

On January 5, 2021, at approximately 4:00 p.m., Idaho State Police, assisted by the Bingham County Sheriff's Office, investigated an all terrain vehicle (ATV) crash near Aberdeen, Idaho.

Theodore R. Klassen, 61, of Aberdeen, was driving a Suzuki Kingquad ATV eastbound on 1900 S, approximately 1/4 mile west of 2900 W, in Bingham County. Klassen lost control of the ATV. The ATV left the road and overturned. Klasser and two juvenile passengers were thrown from the ATV.

Klassen was pronounced deceased at the crash scene. The juvenile passengers were transported by ground ambulance to Power County Hospital in American Falls. Helmets were not worn by Klassen or the two juveniles.

Anthony Jacobsen, 41, of Hammett was driving a 2008 Ford F250 pickup westbound I84 at milepost 103.6. Jacobsen went off the left shoulder into the median and rolled. Jacobsen was ejected and succumbed to his injuries at the scene of the crash. He was not wearing his seatbelt.

Next of kin has been notified.

On Friday, January 1, 2021, at 02:27 a.m., Idaho State Police investigated a fatality crash westbound Interstate 84 near milepost 32, in Caldwell, Idaho.

A 2001 Toyota Sequoia being driven by a Kaleb Torres, 24, of Caldwell, was traveling eastbound in the westbound lanes of the interstate. The Sequoia struck a 2005 Ford Focus being driven by Nicholas White, 19, of New Plymouth. The Focus had three passengers: Reed Thulander, 19, of Cambridge, Kenzie White, 21, of New Plymouth, and Wyatt Currey, 20, of Brogan, Oregon.

Thulander succumbed to his injuries on scene. Currey was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Torres was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Nampa. Torres was wearing a seatbelt.

Westbound traffic on Interstate 84 was blocked for approximately three and a half hours. This crash is under investigation by the Idaho State Police.
