On Tuesday July 30,2013 at approximately 2:01 p. m. The Idaho State Police investigated a two vehicle injury crash eastbound I84 @ 44, near Meridian. A red Dodge Stratus was traveling at a high rate of speed. Michael Jenson, 24 of Twin Falls was in a silver Chevy Cruze when the dodge stratus rear ended him causing him to hit the median. The Dodge Stratus rolled as a result of hitting the silver Chevy Cruze. The driver of the Dodge Stratus was ejected and transported to St. Alphonsus Regional Medical Center in Boise. Jenson and his passenger were also transported to St. Alphonsus Regional Medical Center in Boise. Jenson and his passenger were wearing their seatbelts at the time of the crash.
The eastbound lanes of travel were blocked for approximately 2 hours for the investigation of the crash.

Former School Counselor Pleads Guilty to Sexually Exploiting Children by Producing Sexually Explicit Images and Admits to Exchanging Child Porn on Web for 10 Plus Years

BOISE – Mark Alan Saltzer, 45, of Boise, Idaho, pleaded guilty today in United States District Court to sexual exploitation of children by producing sexually explicit images of minors, U.S. Attorney Wendy J. Olson announced. Saltzer was arrested on August 17, 2012, at his home after federal investigators served a search warrant. Two minor boys were at the residence at the time of Saltzer’s arrest. As a part of his plea agreement, Saltzer admitted repeatedly sexually molesting one of the youths at his home, starting in the summer of 2012. Saltzer has been in custody since August 17.

The investigation began in October 2010, when the United States Postal Inspection Service, in conjunction with Toronto Police Services in Canada, initiated an investigation into a private Internet group established by members to communicate with one another about their shared sexual interest in young boys, and to exchange child pornography. Members of the group regularly traded child pornography files with other group members.

The group existed under various names for approximately 15 years. According to court documents, Saltzer had been a member of the group for more than a decade. Participants in the group resided in Idaho, New York, Virginia, Florida, Texas, Indiana, California, Pennsylvania, Canada, Lebanon, and Mexico, among other places.

According to the plea agreement, Saltzer admitted meeting boys between the ages of 10 and 17 in Internet chat rooms and engaging them in webcam sessions during which he encouraged them to masturbate. He used Skype and recorded webcam footage of the teenage boys performing sexual acts. Saltzer admitted using special software that allowed him to import a video of a child about 14 years old masturbating, and show that video to the boy with whom he was chatting, so it appeared that he was chatting with another teenager, instead of an adult.

According to the plea agreement, Saltzer admitted that between 2006 and 2012, he produced sexually explicit videos of numerous boys between the ages of 11 and 17.

The charge of sexual exploitation of children by producing sexually explicit images of minors is punishable by from 15 to 30 years in prison, a maximum fine of $250,000, and a minimum term of five years up to lifetime supervised release. The government is seeking forfeiture of the computer equipment used in the offense. 

There is no possibility of parole in federal cases.

Sentencing is set is set for October 15, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Boise.

“Those who victimize children by producing and distributing images of children being sexually abused will be identified, investigated and prosecuted,” said Olson. “Today’s guilty plea sends the strong message that local, state, federal and international law enforcement agencies will work together in an efficient and coordinated manner to bring these predators to justice.”

The case was investigated by United States Postal Inspection Service inspectors from Boise, Seattle and Washington, D.C., and the Indiana State Police. Officers from the Boise Police Department, Meridian Police Department and Idaho State Police assisted locally. The Ada County Prosecuting Attorney originally brought charges against Saltzer, which will be dismissed because of today’s guilty plea.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. On July 28, 2013, at approximately 6:42 p.m., Idaho State Police investigated a crash on Interstate 84 near milepost 254, near Sweetzer Road, in Cassia County, Idaho.

Lkhamsuren S. Shipp, 36, of Orem, Utah, was driving east, in the left lane, in a 2004 Chrysler PT Cruiser Sport Van. Lkhamsuren failed to negotiate a curve near the Sweetzer Road Exit, drifted out of the lane, over corrected, and lost control of the vehicle. The vehicle went into the median, rolled, and came to rest on the westbound shoulder of the roadway.

Passengers Takashi S. Shipp, 5, and Daniel S. Shipp, 37, of Orem, Utah were transported by air ambulance to Portneuf Medical Center in Pocatello, ID. Lkhamsuren and passengers Edmond T. Shipp, 8, and Isabella N. Shipp, 2, also of Orem, UT, were transported by ground ambulance to Cassia Regional Medical Center in Burley, ID.

All subjects where wearing their seatbelts. The children were in appropriate child safety seats. The left lane was blocked for approximately two hours.

On July 28, 2013, at approximately 2:06 p.m., Idaho State Police investigated a three vehicle crash on Interstate 84, near Vista Ave., in Boise, ID.

Travelling east on Interstate 84 were David Nash, 27, of Vancouver, WA, in a 1996 Pontiac; Gary Anderson, 57, of Boise, ID, in a 1999 Jaguar XK; and Seth Weber, 39, of New Meadows, ID., in a 1995 Ford pickup, pulling a trailer. Nash's and Anderson's vehicles collided. Both drivers lost control of their vehicles. Anderson's vehicle then struck Weber's pickup. Nash's and Anderson's vehicle's came to rest on the median side after they struck the center concrete barrier. Weber's vehicle struck the concrete barrier on the right shoulder before stopping.

Nash was transported by ground ambulance to St. Luke's Regional Medical Center in Boise, ID.

Three lanes of travel were blocked for approximately 50 minutes.

It is unknown if seatbelts were worn. The crash investigation is continuing.

On July 27, 2013, at approximately 9:30 p.m., Idaho State Police investigated a one vehicle fatality crash at the intersection of 1600 East and 2800 South, in Wendell, ID.

Mathew Ostrander, 32, of Twin Falls, ID, was driving south on 1600 East in a gray Volkswagen Passat. Ostrander's vehicle went off the right side of the road way and he overcorrected sending the vehicle off the left shoulder. The vehicle landed in a nearby pond. Ostrander succumbed to his injuries at the scene of the crash.

Ostrander had two passengers with him, Daniel White, 31, of Twin Falls, ID, and Amber Carter, 29, of Filer, ID. White was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. Carter was transported by ground ambulance to North Canyon Medical Center in Gooding County. Seatbelts were not worn.

On July 27, 2013, at approximately 12:40 pm, Idaho State Police investigated a three vehicle injury crash eastbound Interstate 84 at milepost 55, just east of Broadway Avenue.

Jose Ascencio Vera, 25, of Jerome, was driving a 2011 Dodge 3500 pulling a 2010 trailer, was travelling in the #1 lane of travel. Deborah Bowman, 31, of Nampa, driving a 2006 Chevrolet HHR, was driving next to the Dodge in the #2 lane of travel. Zachary Hoekstra, 26, of Idaho Falls, driving a 2009 Volkswagen Rabbit, attempted to pass between the two vehicles. Hoekstra's vehicle hit the Chevrolet, collided with the Dodge, and hit the Chevrolet again. The HHR ran off the right shoulder and rolled. The Dodge and the Volkswagen both went off the left shoulder into the median.

Bowman was transported via ground ambulance to St. Alphonus Regional Medical Center in Boise. Everyone was wearing seatbelts.

One lane was closed for approximately an hour while crews worked to clear the scene. The crash is under investigation by The Idaho State Police.

The driver was wearing a helmet, but succumbed to their injuries at the scene. Their name will be released once notifications have been made to the family. The crash is still under investigation.

Rebecca Putnam, 64, of Lava Hot Springs, Idaho, was driving south on Slug Creek Road, three and a half miles south of the intersection of Slug Creek Road and South Trout Creek Road, in a 1993 Suzuki Sidekick. Putnam came to a corner and failed to negotioate the curve. The vehicle exited the roadway off the left side. Putnam and her passenger, Bonnie Higgins, 51, of McCammon, were both ejected from the vehicle. Putnam succumbed to her injuries on scene. Higgins was transported by ground ambulance to Caribou Memorial Hospital.

Notifications have been made to next of kin. Neither parties involved were wearing seatbelts at the time of the crash.

The crash remains under investigation.

Willison was traveling southbound on SH13 near milepost 23.5 entering a left curve. The roadway had recently been seal coated and due to the speed of the vehicle, Willison lost control causing the pickup to overturn. The crash remains under investigation.

Willison was traveling southbound on SH13 near milepost 23.5 entering a left curve. The roadway had recently been seal coated and due to the speed of the vehicle, Willison lost control causing the pickup to overturn. The crash remains under investigation.

MERIDIAN - The Idaho State Police is partnering with the Idaho Transportation Department and local law enforcement agencies statewide in an effort to bring awareness to the behavior that is labeled aggressive driving, the risk involved and to stop those who are engaging in it. The campaign will continue until August 4th.

"In 2012 aggressive driving killed 66 people in Idaho and seriously injured another 629. The problem is serious and with the help of this high visibility campaign through funded by the ITD's Office of Highway Safety, ISP hopes to let motorists know just exactly what constitutes aggressive driving," says ISP Capt. Sheldon Kelley.

Those under 19 may be four times more likely to be involved in an aggressive driving crash, but they are not alone. Aggressive driving was a contributing factor in over one half of all motor-vehicle crashes in Idaho last year.

Are you an aggressive driver? You are if you do the following:

Drive in a pushy, bold or selfish manner;
Speed or drive too fast for conditions;
Not obeying traffic-control devices;
Follow too close or tailgate;
Weave in and out of traffic, make improper lane changes or pass on shoulders in an unsafe manner;
Honk unnecessary;
Scream or flash your lights; or
Make rude hand or facial gestures.

If you recognize yourself in these characteristics, you are an aggressive driver and law enforcement is watching for you. These types of acts can escalate to road rage and lead to criminal charges.

If you are confronted by an aggressive driver, stay calm and safely get out of the way of the driver. Do not challenge him or her, avoid eye contact and ignore gestures. Always be sure that seat belts are fastened in case abrupt movements cause a loss of vehicle control.

"Citizens may report an aggressive driving or road-rage incident to law enforcement if witnessed in the absence of an officer. Motorists are advised to find a safe place to call 911, or call dispatch when you get home. Try to provide time, location, license plate, vehicle and driver description," Kelley said. "Describe the incident in detail and be prepared to appear in court, if needed."

On July 25th, 2013, at approximately 10:21pm, Idaho State Police responded to a two-vehicle injury crash on SH55 at Lake Avenue in Caldwell. Steven Jackson, 50 of Caldwell, was travelling northbound on Lake Avenue in a 2002 Chevrolet pickup. Jennifer King, 32, and two children aged 1 and 7, of Caldwell, were travelling westbound on State Highway 55 in a 2005 Dodge Ram pickup.

Jackson did not stop at the stop sign and struck King in the intersection. Upon impact King's pickup overturned onto its passenger side. Both vehicles came to rest in the northwest corner of the intersection.

Both directions of travel on State Highway 55 were blocked for approximately 20 minutes while emergency crews worked to free King and her children from the overturned pickup. The eastbound lane remained blocked for another hour and a half.

King and her children were transported by ground ambulance to Saint Luke's Regional Medical Center in Nampa. All occupants appeared to be wearing their seatbelts and the children appeared to be restrained in child safety seats.

This crash remains under investigation by the Idaho State Police with the help of the Canyon County Sheriff's Office.

Robert Magner, 58, of Roundup, Montana, was travelling north on I15 with passenger Marie Wagner, 49, also of Roundup, MT, in a 1995 Ford pickup. The vehicle caught fire and Magner came to a stop near milepost 109.

Both lanes of northbound travel were blocked for approximately 40 minutes. One lane continued to be blocked for an additional 30 minutes.

All lanes of travel are currently open.

Braxton Carter, 21, of Roy, UT, was driving west on State Highway 34 in a 2004 Ford F250, pulling a trailer carrying a 2008 Malibu Wakesetter boat. Carter was travelling with passenger Madison Jorgensen, 20, of Layton, UT.

Troy Twiss, 44, of Preston, ID , was travelling east on State Highway 34, on a 2008 Harley Davidson Motorcycle with passenger Jerusha Twiss, 44, also of Preston,ID.

Delbert Suter, 26, of Bedford, WY, was also travelling east, behind Twiss, on State Highway 34 with passenger Stacia Suter, 23, and their infant, in a 2012 Ford Focus.

The trailer, being pulled by Carter, fishtailed and first struck Twiss' motorcycle and then Suter's vehicle. The driver of the motorcycle was transported by air ambulance to Portneuf Medical Center in Pocatello, ID. The passenger of the motorcycle was transported by ground ambulance to Star Valley Medical Center in Afton, WY. Both the driver and passenger from the motorcycle succumbed to their injuries. Next of kin has been notified for both parties.

Delbert and Stacia Suter were transported by ground ambulance to Star Valley Medical Center in Afton, WY.

All parties in the Ford F250 and Ford Focus were wearing seatbelts. The driver and passenger of the motorcycle were both wearing helmets.

On July 21, 2013 at approximately 2:35 p.m., Idaho State Police investigated a one vehicle injury crash westbound on Interstate 84 near milepost 17, Sand Hollow, Idaho.

Sarah Morgan, 18 of Kennewick, WA, was driving a 2012 GMC Yukon west on Interstate 84. Sarah drove off the roadway down the right shoulder into the barrow pit, went over Sand Hollow Creek and came to rest west of the creek. Sara and her passenger, Tyler D. Morgan, 21 of Kennewick, WA, were transported by ground ambulance to St. Alphonsus in Boise. Sarah and Tyler were wearing their seatbelts.

ISP partners with ITD and other law enforcement to focus on aggressive drivers July 19-Aug. 4

BOISE - Last year, aggressive driving contributed to more than half of all motor-vehicle crashes in Idaho, killed 66 people and seriously injured another 629. That’s why the Idaho Transportation Department will fund extra law enforcement patrols and a media campaign targeting aggressive Idaho drivers July 19 – Aug. 4.

“Idaho’s law enforcement agencies have zero tolerance for aggressive driving on our roads,” said Col. Ralph
Powell, with the Idaho State Police. “We see too many families destroyed because of speed and other types of aggressive driving.”

You are an aggressive driver if you drive in a pushy, bold or selfish manner, explained Jo O’Connor, with ITD.

She added that young drivers, ages 19 and younger, are more than four times as likely to be involved in an
aggressive driving crash than all other drivers.

Speeding, not obeying traffic-control devices, following too close (tailgating), driving too fast for conditions,
weaving in and out of traffic, making improper lane changes, passing on shoulders in an unsafe manner and
unnecessary honking are considered aggressive-driving behaviors and traffic violations by law enforcement.

Screaming or flashing lights and making rude hand or facial gestures are additional aggressive-driving
behaviors that may also escalate to road rage, a criminal act.

Road rage is a deliberate act of assault with a motor vehicle or other dangerous weapon by the occupant of one vehicle against the occupant of another vehicle, O’Connor said. Often, the person who incites the road rage may not have done so intentionally.

Road rage can lead to criminal offenses or charges. 

O’Connor advises motorists to stay calm and safely get out of the way if confronted with an aggressive driver. Do not challenge him or her, avoid eye contact and ignore gestures. Always be sure that seat belts are fastened in case abrupt movements cause a loss of vehicle control.

Citizens have the right to report an aggressive driving or road-rage incident to law enforcement if witnessed in the absence of an officer.

“Find a safe place to call 911, or call dispatch when you get home. Try to provide time, location, license plate, vehicle and driver description,” O’Connor said. “Describe the incident in detail and be prepared to appear in court, if needed.”

Adam Pryor, age 20 of American Falls, was driving south on I-15 approaching the Pocatello Creek Road overpass when his vehicle veered off the road, struck the guard rail, went through the median and collided with the overpass barrier on the northbound emergency lane.

Pryor was transported to Portneuf Medical Center in Pocatello.

WHILE PASSING IN THE OPPOSING LANE, BARNES DROVE HIS TRUCK AND CAMP TRAILER BACK INTO THE NORTHBOUND LANE BEFORE CLEARING POTTBERG'S VEHICLE. THE SEMI TRACTOR STRUCK BARNES' VEHICLE CAUSING BOTH VEHICLES TO LEAVE THE ROADWAY. BARNES' VEHICLE WENT DOWN AN EMBANKMENT EAST OF THE HIGHWAY AND CAME TO A REST ON ITS TOP. MR. The victim is Gregory J. Grewell, 39 of Grand Junction, Co.

On July 17, 2013 at 4:04pm, Idaho State Police investigated a two vehicle fatal crash southbound on US95 at mile marker 152.5, south of New Meadows.

Eric A. Oleson, 32 of Payette, was traveling northbound on US95 in a 2000 GMC Yukon. Oleson was turning left onto Lost Valley Reservoir Road in front of a 2007 KTM Motorcycle which was traveling southbound on US95. The driver of the motorcycle struck the passenger side of the Yukon and came to rest in the southbound lane of travel. The 39 year old male driver, who was wearing a helmet, succumbed to his injuries at the scene. Oleson was transported by ground ambulance to St. Luke's Hospital in McCall. He was wearing his seatbelt. The name of the victim is not being released as next of kin has not been notified.

The southbound lane of US95 was blocked for approximately 1.5 hours. The crash is being investigated by the Idaho State Police with assistance from the Adams County Sheriff's Office.

Jeremiah Shaddy, 30 of Twin Falls was traveling southbound on 2500 E in a 2006 Ford F150 Pickup. Shaddy stopped at the intersection and failed to yield to oncoming traffic. Shaddy collided with Bruce Wilson, 57 of Twin Falls driving a 1998 Honda motorcycle.
Wilson was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. The lanes of travel were blocked for approximately 1 1/2 hours for the investigation.

Petrowske was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise, ID.

In Romans' vehicle were Sarah N. Defur, 31, of Nampa, ID., Thomas E. Defur, 32, of Nampa, ID., Pamela K. Romans, 56, of, Nampa, ID, and 2 minor children. Randell Romans was transported by ground ambulance to St. Luke?s Regional Medical Center on St. Luke's Drive in Nampa, ID. Sarah and Thomas Defur, and two minor children, were transported by ground ambulance to St. Luke's Regional Medical Center in downtown Boise. Pamela Romans was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise, ID.

All subjects in both vehicles were wearing seatbelts. The crash investigation is continuing.

Former Hazelton Man Pleads Guilty to Sexually Exploiting Two Children

BOISE – Michael Brian Clair, 33, formerly of Hazelton, Idaho and Parker, Arizona, pleaded guilty today in United States District Court in Boise to sexual exploitation of children by production of sexually explicit images of minors, U.S. Attorney Wendy J. Olson announced. U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) agents arrested Clair at a home near Hazelton on February 22, 2013. He had been residing there for approximately two months.

According to his plea agreement, Clair came to the attention of law enforcement on October 28, 2012, when he responded to an advertisement posted on the Internet by an HSI Agent in New Orleans. While conversing via email with the agent, Clair made several statements about having inappropriate sexual contact with a 4-year-old female and discussed trading sexually explicit images. During today’s plea hearing, Clair admitted that between July 2012 and January 2013, he coerced two prepubescent minors to engage in sexually explicit conduct, for the purpose of producing visual depictions of that conduct, and transported those images from Arizona to Idaho in late December. Clair also admitted distributing child pornography to others via the Internet, including to a sex offender in Queensland, Australia.

The charge of sexual exploitation of children by producing sexually explicit images of minors is punishable by from 15 to 30 years in prison, a maximum fine of $250,000, and a minimum term of five years up to lifetime supervised release. The government is seeking forfeiture of the computer equipment used in the offense.

Sentencing is set is set for October 7, 2013, before U.S. District Judge Edward J. Lodge at the federal courthouse in Boise.

“Those who victimize children by producing and distributing images of children being sexually abused will be identified, investigated and prosecuted,” said Olson. “Today’s guilty plea sends the strong message that local, state and federal agencies will work together in an efficient and coordinated manner to bring these predators to justice.”

“It wasn’t enough for Clair to abuse two children, he shared his exploitation with predators around the world,” said Brad Bench, special agent in charge of HSI Seattle, who oversees Idaho investigations. “HSI places a high priority on combating this despicable crime, not only to identify and rescue child victims, but to stop their re-victimization by individuals who view and distribute Internet child pornography.”

U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigation (HSI) agents from Idaho, Louisiana, Washington, and Arizona investigated the case, with assistance from the Boise Police Department, Idaho State Police, Jerome County Sheriff’s Office and the Idaho Department of Health and Welfare.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. On Sunday, July 14, 2013, at approximately 7:46 pm, Idaho State Police investigated a single vehicle fatality crash in Twin Falls County, near the Magic Valley Speedway on 2800 East. A 2005 Dodge Crewcab pickup, was occupied by Emmanuel Alvarez, 26, of Twin Falls, and Valentino Maestas, 36, of Twin Falls. The pickup rolled and Maestas was ejected. He succumbed to his injuries on scene. Alvarez was transported by ground ambulance to St. Luke's Magic Valley Regional Medical Center in Twin Falls.

Next of Kin notifications have been made.
Neither party were using seatbelts.
The crash is still under investigation.

On July 14, 2013, at approximately 3:22 p.m., Idaho State Police investigated a crash on Interstate 15, near milepost 62, between Inkom and Pocatello, in Bannock County, ID.

Rick E. Christensen, 47, of Pocatello, ID., was driving north on Interstate 15 in a 2005 Nissan Titan pickup truck, pulling two trailers. The trailers began to fishtail, then jack-knifed against a guardrail. Both northbound lanes of traffic were blocked for over one hour, backing up traffic for approximately two miles.

Christensen was wearing a seatbelt.

On July 14, 2013, at approximately 10:05 p.m., Idaho State Police investigated a 2 vehicle crash on US30 near milepost 364, east of McCammon, in Bannock County, ID.

Keith A. Delk, 21, of Beach Park, IL., was driving a 2012 Toyota passenger car in the right hand lane of US 30. Anthony J. Baca, 17, of Pocatello, ID. was driving 1997 Saturn passenger car in the left hand lane of US 30. Delk attempted to make an improper left hand turn from the right hand lane. The front end of Delk's Toyota struck the passenger side of Baca's Saturn.

Passengers in Delk's vehicle were Lee R. Klinger, 20, of Evanston, IL., and Paige I. Bernal, 20, of Round Beach Lake, IL. Passengers in Baca's vehicle were Anthony J. Baca, 48, of Pocatello, ID., and Raymond L. Baca, 16, of Pocatello, ID.

INCIDENT NARRATIVE: Lyle and Manfull where traveling southbound on Forest Service Road 234, near Red River Road in Idaho County. While negotiating a curve in the road, Lyle lost control of the vehicle and it overturned. Lyle was ejected and Manfull remained inside the vehicle. Both occupants were transported by ambulance. Lyle succumbed to her injuries while en route to the hospital. Manfull was treated and released for minor injuries. The crash remains under investigation by the Idaho State Police.

On July 14, 2013, at approximately 7:55 p.m., Idaho State Police investigated a one vehicle rollover crash on US 89 near milepost 33, east of Montpelier, in Bear Lake County, ID.

Jake J. Tervort, 17, of Lake Shore, UT., was driving south on US 89. Tervort drove off of the roadway, lost control of the vehicle, hit a guard rail, and rolled.

Tervort was wearing a seatbelt. He was transported by ground ambulance to Bear Lake Memorial Hospital in Montpelier, ID.
