OFFICER ON A TRAIN

Idaho Operation Lifesaver
"Officer On A Train" and "Adopt A Crossing"

On November 2, 2012, City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in Southeast Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the "Officer On A Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars, which stops the motorist, explains the dangers and issues a citation.

With the "Adopt A Crossing" approach, City, County and State Law Enforcement officers from throughout Southeast Idaho pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

During 2012, there have been 16 car train collisions resulting in 3 people injured and 2 fatalities.

Since 1990, the "Officer On A Train" and "Adopt A Crossing" programs have been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, state and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On Monday, October 29, 2012, at approximately 7:26 am, Idaho State Police investigated a two vehicle injury crash at the intersection of State Highway 81 and State Highway 77 in Declo.

Alejandro Valentin-Santiago, 21, was travelling west on State Highway 81 in a 2002 Volkswagen Jetta. Catherine Thompson, 58, of Declo, was travelling east on State Highway 81 in a 1997 Geo Prisim. Valentin failed to yield while attempting to turn south on State Highway 77 and collided with Thompson.

Both drivers were wearing their seatbelts. Thompson was transported by ground ambulance to Cassia Regional Medical Center.

The intersection of State Highway 81 and State Highway 77 were blocked for approximately 1 hour and 30 minutes.

On Saturday, October 27, 2012, at approximately 5:55 p.m. Idaho State investigated an injury crash involving a semi in Minidoka County.
Bakrat H. Muradov, 62 of Salt Lake City, Utah was headed east on Interstate 84 in a Fed Ex Truck with triple trailers when he went off the right shoulder of the road near mile post 212. The semi went through a fence onto private property before coming to rest.

Muradov was wearing a seatbelt and transported by ambulance to Minidoka Memorial Hospital. Muradov has been cited for inattentive driving. The east bound lanes of Interstate 84 were blocked for approximately one hour.

This crash is still under investigation by the Idaho State Police with assistance from the Heyburn Police Department and Minidoka County Sheriff's Office.

On Saturday, October 27, 2012 at approximately 5:05 p.m., the Idaho State Police investigated an injury crash at the intersection of 3700 North and 2300 East in Twin Falls County. At approximately 5:45 PM today, October 26, 2012, the Idaho State Police responded to and investigated a crash involving an overturned semi on US26 near milepost 390, just east of the Palisades Reservoir. Stanley Defriez, 48, of Heber City, UT was traveling eastbound on US26 in a 2012 Peterbuilt semi pulling a trailer loaded with wood beams. As Defriez went around a corner, the load shifted, causing the tractor and trailer to overturn.

Traffic was diverted around the crash scene onto the westbound lanes and is still being alternated at this time until the semi is removed. An update will be provided when both lanes are clear. No one was injured in the crash. The Idaho State Police was assisted at the scene by Bonneville County Sheriff's Office, Swan Valley Medical Personnel, and the Idaho Transportation Department. The crash is still under investigation.

Clayton, age 62, of Chubbuck, ID, was driving north when he lost control of his GMC pickup truck on the ice covered road. Clayton's vehicle slid across the roadway into the southbound lane and struck a guardrail. After striking the guardrail, the vehicle collided with a semi-truck that was traveling southbound. The semi-truck traveled across the road into the northbound lane and collided with a Chevrolet pickup truck and a guardrail. The driver of the semi-truck, Jean V. Morris, age 52, of Mountain Home, ID, was wearing a seat belt and was not injured. The driver of the Chevrolet pickup truck, Christopher M. Boyd, age, 38, of Idaho Falls, ID, was wearing a seatbelt and was not injured. Clayton was not wearing a seatbelt, was ejected from his vehicle and died at the scene.

State Highway 39 was blocked for five hours.

On October 26, 2012, at approximately 5:15 a.m., Idaho State Police investigated a single vehicle crash southbound I15 near milepost 73, Chubbuck, ID.

Jeffrey A. Johns, 46, of Blackfoot, ID, was traveling north on I15 in a 2007 GMC pickup pulling a trailer, when he attempted to cross the bridge that was covered in ice. Johns lost control of his trailer, causing it to jack knife and hit the guard rail. John's vehicle ended up facing the wrong way in the left lane.

The left lane was blocked for approximately two hours. Johns was wearing his seat belt.

On October 26, 2012, at approximately 2:30am, Idaho State Police investigated a single vehicle non-injury crash southbound I15 on the exit 63 off ramp.

Tammy Lindsey, 49, of Sugar Hill, Georgia, was headed south in a 2012 Volvo Semi. As she was traveling, she encountered an ice covered bridge where she lost control and struck the guardrail. The semi jack-knifed, and came to rest blocking the off ramp.


The off ramp was blocked for 2 1/2 hours while crew worked to clear the crash.

On Thursday, October 25, 2012 at approximately 5:27 p.m., the Idaho State Police investigated an injury crash on Interstate 184 on exit 4, the Garden City exit. Robert Walker, 28 of Buhl, was driving a 2008 Nissan Xterra on the exit ramp. He was slowing for traffic on the offramp when he was struck from behind by a 1991 Honda Civic, driven by Collin McCurdy, 26 of Boise. Two passengers in McCurdy's vehicle were transported to St. Luke's Boise Medical Center by ground ambulance. The passengers were Kimberly McClure, 31 of Boise, and a juvenile.

The offramp was blocked for approximately an hour and a half. All involved parties were wearing seatbelts, except for McClure. McCurdy was cited for following too close and for driving without privileges.

At approximately 5:15 PM today, October 25th, 2012, the Idaho State Police investigated an injury accident on A2 Rd, 2 miles east of Dubois. Bart Lewis, age 53 of Idaho Falls was traveling east on A2 Rd when he failed to negotiate a curve and went off the road. Lewis' vehicle rolled four times and came to rest on its roof. Both Lewis and his passenger, Elise Turman, age 46 of Rigby, had to be extricated from the vehicle. Both occupants were transported to Eastern Idaho Regional Medical Center in Idaho Falls. Lewis was transported by air ambulance, Turman was transported by ground ambulance. The crash is still under investigation.

On Thursday, October 25, 2012, at approximately 5:00 p.m., Idaho State Police investigated a two vehicle crash on SH39 at Old West Bridge Road.



Ernesto Caraveo Jaramillo, 56, of Blackfoot, ID, was traveling north on Old West Bridge Road, preparing to turn west onto SH39, in a 1989 Chevrolet Van. Stephen H. Turnmire, 53, of Blackfoot, ID, and his passenger Larry D. Johns, 50, of Blackfoot, ID, was traveling south on Old West Bridge Road, preparing to cross SH39. Turnmire was crossing SH39 when Jaramillo entered the intersection to turn west, striking Turnmile's vehicle on the driver's side.



All the drivers and passengers were not injured and were all wearing their seatbelts. The roadway was dry.

On Wednesday, October 24, 2012, at 7:19 pm, Idaho State Police investigated a injury crash on Interstate 84 near at the Orchard exit in Boise.

Mellissa L. Larson, 27 of Boise, driving a 2006 Kia Optima, was headed east on Interstate 84 and was slowing down for a slow moving vehicle that was in front of her. Breanne N. Hollis, 19 of Boise, was driving behind her in a 2000 Mazda Protege and failed to slow down in time and rear ended Larson's vehicle.

Larson, and her passenger Shannon L. Perez, 23 of Boise, were transported and later released from St. Luke's Downtown in Boise. The left lane of the Interstate was blocked for emergency vehicles for approximately 15 minutes. Hollis was cited for driving too close.

INCIDENT NARRATIVE: Gentis was northbound on US95 when she collided with stopped vehicles at the light at the Kathleen intersection which resulted in a chain-reaction crash involving 13 total vehicles. Five subjects were transported to the hospital by ambulance or private vehicle where they were treated and released. The roadway was completely blocked northbound for approximately 3 hours. Crash is still under investigation.

On October 24, 2012, at approximately 8:54 a.m., Idaho State Police investigated a crash on eastbound lanes of Interstate 84 at milepost 201, near Kasota Road. A 2012 Freightliner, driven by William Palmer, age 67 of Taylorsville, Utah was headed eastbound when he struck several protective barriers in the construction zone. Palmer then struck an unoccupied construction vehicle before crossing over the median and coming to a stop blocking the westbound lanes of travel. ITD is currently rerouting traffic around the crash scene while the vehicle is being recovered. Palmer and his passenger, Vance Eldredge, age 52 of West Jordan, Utah, were both uninjured in the crash. Palmer was cited for inattentive driving.

On Monday, October 22, 2012, at approximately 5:20 p.m., Idaho State Police investigated a hit and run crash on Yellowstone Ave / US91, in front of Toads Store in Pocatello, ID.

Julian Rascon, 26, of Pocatello, was traveling north on US91 in a silver 2007 Toyota Prius. Loreen Bear, 32, of Pocatello, was traveling south on US91 in a black 2008 Hyundai Sonata, attempting to make a left hand turn into the parking lot of Toads Store. Bear failed to yield to Rascon's vehicle and the two vehicles collided.

Bear left the scene of the crash headed north on US91 and was later located by ISP on US91 and Reservation Rd. Bear was taken into custody for leaving the scene of an injury crash, driving without privileges, transporting an open container, and a bench warrant out of Bingham County.

Julian Rascon was transported by ground ambulance to Portneuf Medical Center in Pocatello; his passenger Maria Rascon was not injured. Bear and her passenger, Jared Sireech, of Pocatello, were not injured.

The Idaho State Police was assisted at the scene by Bannock County Sheriff's Office and Pocatello Medical Personnel. The investigation is ongoing.

On October 21, 2012, at approximately 12:55 p.m., Idaho State Police investigated a two-vehicle crash on US93, near milepost 62, approximately twelve miles north of Twin Falls, ID.

Lynn A. Nelson, 70, of Twin Falls, ID., was on the right shoulder of the southbound lane of travel of US93, near milepost 62, in a 2002 GMC Sonoma pickup. Nelson was attempting to enter into the southbound lane of travel. James E. Patterson, 80, of Ogden, UT., was driving south on US93 near milepost 62, in a 2005 Lexus LS 430 sedan. Nelson did not see Patterson's vehicle, and pulled into the lane of travel. Patterson's vehicle struck Nelson's vehicle.

Suzanne H. Patterson, 79, of Ogden, UT., was a passenger in James Patterson's vehicle. Suzanne H. Patterson was transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, ID. All subjects were wearing seatbelts at the time of the crash.

There was partial lane blockage on US93 for approximately 35 minutes.

Michael J Legrand, age 23 from Idaho Falls, was southbound on Bellin Road in a silver 2004 Hummer H2. Legrand failed to negotiate a curve, causing his vehicle to go off the road. He then crashed through a fence, went over a guardrail, and came to rest in the median of Interstate 15 near the 116 ramp. Legrand was transported by ground ambulance to Eastern Idaho Regional Medical Center.

Earlier today, October 19th, 2012, around 4:00 p.m., the Idaho State Police investigated an injury crash eastbound on US30 at milepost 256.5, at the western edge of Burley. Brent Osterhout, age 20 of Declo, was traveling east on US30 when he crossed the center line and went into the westbound lanes. Osterhout overcorrected to the right, coming back into the eastbound lanes before overcorrecting again, this time to the left. Osterhout's vehicle rolled over, coming to rest on the dividing line between eastbound and westbound traffic. Osterhout was ejected from his vehicle, and was transported by air ambulance to Portneuf Medical Center in Pocatello for treatment of his injuries. Traffic was blocked for almost two hours. The crash is still under investigation.

On October 19, 2012 at 5:44pm, the Idaho State Police investigated an injury crash southbound on US91 at mile marker 99, in Blackfoot.

Blackfoot Police Department was in pursuit of a 2003 Pontiac Grand Am traveling southbound on US91 at South Shilling. A second Blackfoot Police Officer spiked the vehicle as it passed, causing the driver, Daniel R. Wallace, 34 of Chubbuck, to lose control. Wallace drove into the oncoming lane of travel and struck a 2005 Kia Spectra being driven by David J. Contreras, 17 of Blackfoot.

Wallace and his passenger, Kylee R. Borjas-Black, 23 of Pocatello, fled on foot after the vehicle crashed. They were both later arrested by the Blackfoot Police Department.

Contreras and his three passengers: Porfirio Juarez, 17 of Blackfoot; Getzely Huerta-Valenzuela, 15 of Aberdeen; and Diego J. Gonzalez, 17 of Moreland, were all transported by ground ambulance to Bingham Memorial Hospital.

The northbound lane of travel on US91 was blocked for 2 hours while crews worked to remove the wreckage.

On October 18,2012 at approximately 1:42 p.m. the Idaho State Police investigated a two-vehicle crash on US93 at mile marker 53, at the underpass of Interstate 84. Bobbie Ward, 21, of Shoshone was northbound in 1995 Kia Sephia when she slowed for traffic. Darrel McMahon, 63, of Twin Falls also traveling northbound on a 2001 Suzuki LS650 motorcycle and failed to slow down in time and hitting the rear of Ward's vehicle. It is suspected that McMahon was under the influence of alcohol at the time of the crash. The crash is under investigation by Idaho State Police.

On October 18, 2012, at approximately 11:50 a.m., the Idaho State Police investigated a traffic complaint of a female passenger striking a male who was driving a vehicle northbound on US Highway 95 near milepost 318. The vehicle was located parked on the shoulder of the highway at the top of the Lewiston Hill. The driver was identified as Brandon A. Reinstein of Moscow, Idaho. The passenger was identified as Bethany C. Palmer of Des Moines, Washington. Palmer was arrested for felony domestic battery, possession of marijuana and possession of drug paraphernalia. Reinstein was cited and released for possession of marijuana and possession of drug paraphernalia.

Amandeep Singh, age 44 of Calgary, Alberta was driving south on I15 at milepost 120, just north of Idaho Falls in a Freightliner truck with a loaded trailer. He drifted off the left side of the roadway into the median. When he tried to bring the vehicle back onto the road, it overturned, coming to rest on its side. Both he and his passenger, Baljinder Singh, age 64, also of Calgary, Alberta were transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Amandeep was wearing his seatbelt, but Baljinder was in the sleeper area of the cab. The left southbound lane of I15 is still partially blocked due to the crash. The crash is still under investigation. More information will be relayed when it becomes available.

At approximately 6:10pm on October 14, 2012, the Idaho State Police investigated a fatal crash at Simplot Road and Mission Road on the Fort Hall Reservation. Samuel Haroldsen, 30 of Pocatello, was northbound on Mission Road in a GMC pickup. Aleisa Smith, 50 of Chubbuck, was eastbound on Simplot Road in a 1986 Mercury Marquis. Haroldsen failed to stop at the stop sign at the intersection of Simplot Road and Mission Road. As Smith entered the intersection, Haroldsen collided with her vehicle on the front passenger side. Haroldsen and his passenger, Matthew Haroldsen, 28 of Mackay, were not injured in the crash. Aleisa Smith was transported by ground ambulance to Portneuf Medical Center. Her passenger, Kevin Smith, 54 of Chubbuck, was pronounced deceased at the scene of the crash.

This crash is still under investigation by the Idaho State Police.

On October 09, 2012 at 3:20 pm, Idaho State Police investigated a one vehicle fatality crash north on SH28 at mile marker 41, south of Lone Pine.

Steven D. Strickling, 49 of Idaho Falls, was driving north on SH28 in a 2007 Kenworth Tractor hauling a load of road mix. Strickling drove off the right shoulder of the roadway, lost control, and drove back onto the road where the truck overturned coming to rest on its driver's side in the south lane of travel. The impact of the crash caused part of the load to scatter on the highway and roadside.

Strickling was trapped in his vehicle where he succumbed to his injuries.

The south lane of travel has been blocked since the time of crash. Crews are on scene working to remove the wreckage.

Idaho State Police was assisted at the scene by Clark County Sheriff's Office, Clark County EMT and the Idaho Transportation Department.

On October 7th, 2012, at approximately 2:45 PM, Idaho State Police investigated a one-vehicle rollover on Interstate 15 near milepost 157, north of Hamer. Craig Coates, 55 of Saratoga Springs, UT, was driving south in a white 2002 Ford F250 pickup when he drove off of the left side of the road. Coates over-corrected and went off of the right side of the road where his vehicle overturned and rolled several times. Coates was not wearing his seatbelt and was ejected from his vehicle. He was transported by Air Idaho to Eastern Idaho Regional Medical Center. I15 was closed for approximately 45 minutes while Air Idaho was on the ground treating Coates.

The Idaho State Police was assisted by Clark County Sheriff's Office, Jefferson County Sheriff's Office, Mud Lake Ambulance, and Clark County QRU. This crash is still under investigation.

On Friday, October 4, 2012 at approximately 8:02 pm, the Idaho State Police investigated a two-vehicle injury crash at the intersection of Sunnyside and Yellowstone in Idaho Falls. Diane Wagoner, 71 of Idaho Falls, was travelling westbound on Sunnyside in a 1994 Chevrolet pickup. Garry Burke, 53 of Idaho Falls, was eastbound on Sunnyside in a 1995 Ford pickup. Burke attempted to turn left onto Yellowstone, turning in front of Wagoner, who collided with Burke's vehicle. Wagoner was transported to the Eastern Idaho Regional Medical Center by ground ambulance.

Both occupants were wearing their seatbelts. The westbound lanes of Sunnyside and the southbound lanes of Yellowstone were blocked for approximately one hour. The Idaho State Police was assisted by the Idaho Falls Police Department. This crash is still under investigation.

On October 5, 2012 at 2:45 am, Idaho State Police investigated a two vehicle crash at 14th and Main in Boise. James Lucero, 26 of Portland, OR, was traveling southbound on 14th approaching Main St. on a scooter. At the same time Boise Fire Department was responding to a call at 6th and Main St..

As Boise Fire approached the intersection with emergency lights and siren activated. Lucero entered the intersection, failing to yield for a red light and made contact with the driver's side front of the fire engine.

Lucero was transported to St. Alphonsus Medical Center in Boise. Lucero was not wearing a helmet.
None of the occupants in the fire engine were injured.

On Thursday, October 4, 2012 at approximately 5:00 p.m., the Idaho State Police investigated a one vehicle fatality crash on US93 at milepost 317, in Lemhi County, Idaho. Garrett Nicolson, 26, of Salmon, Idaho was traveling south in a 2001 Hyundai Elantra, when he drove off the right shoulder of the highway, overcorrecting and lost control of his vehicle. He struck the rocky embankment on the east roadside and the car rolled several times. Nicolson was not wearing a safety restraint and was thrown from the vehicle. He was transported by ground ambulance to the Steele Memorial Medical Center in Salmon where he was later pronounced dead.

ISP was assisted at the scene by the Lemhi County Sheriff's Office and the Lemhi County Search & Rescue. Nicolson's immediate family has been notified.

The crash investigation is still ongoing.

On October 2, 2012 at 3:15 pm, Corporal Jens Pattis with the Idaho State Police conducted a traffic stop on Interstate 84 at milepost 30, near the Linden Road underpass in Canyon County. Corporal Pattis stopped a red passenger car for exceeding the posted speed limit. Corporal Pattis made contact with the driver, identified as Roberto Solario, 32 of Nampa. Corporal Pattis subsequently asked Solario to step out of his vehicle to speak with him further at the roadside. Corporal Pattis spoke with Solario briefly, at which point Solario fled from the scene of the traffic stop on foot. Solario ran into the westbound lanes of Interstate 84, where he was struck by a 2000 Ford F250 pickup, driven by Nicky Adams, 64 of New Plymouth. After the collision, Solario was transported to the Saint Alphonsus Regional Medical Center in Boise for treatment of injuries he sustained in the collision. The Idaho State Police is continuing the investigation.

George Riedel, 57, of Quebec, pulled his Wabash tractor trailer over at milepost 93 on the shoulder to check a flat tire. While he was in the semi calling for help, Peter Spicer, 55, of Pocatello, who was traveling northbound in a semi pulling doubles, rear ended Riedel. Spicer's semi then tipped over onto the side of the road and both semis caught fire. Spicer was transported by ambulance to Bingham Memorial Hospital. Traffic was rerouted at milepost 89 and the interstate was shut down at milepost 93 for several hours while the fire was extinguished and the debris was cleared.

The Idaho State Police was assisted at the scene by Bingham County Deputies, Fire, EMS Personnel and ITD. The crash is still under investigation.

On October 1, 2012, at approximately 9:35 a.m., Idaho State Police investigated a crash at E 7th S and S Millhollow Rd. in Rexburg, ID.

Mason S. Harvey, 18, of Gresham, OR, was driving south on Millhollow Rd. in a 2002 Pontiac Grand Am. Earl E. Ryan, 62, of Menan, ID, was driving west on E 7th S in a 1993 Peterbilt semi, pulling a 2006 sidedump trailer. Harvey failed to yield the right of way to Ryan at a posted yield sign at the intersection of Millhollow Rd. and E 7th S. Ryan was unable to stop, and the Peterbilt struck the Pontiac.

Neither Harvey nor Ryan were wearing seatbelts. Ryan was ejected from the Peterbilt. Both subjects were transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls, ID.

The crash investigation is continuing.
