On July 30, 2020, at 12:30 a.m., Idaho State Police investigated a single vehicle fatality crash eastbound on Cherry Lane near the intersection of Middleton Road in Canyon County. Apollo Martinez, 32, of Caldwell, and his passenger Carla Rosas, 27 of Nampa, were traveling eastbound on Cherry Lane on a 2019 Harley- Davidson Motorcycle. Martinez failed to negotiate the curve and crashed.

Rosas succumbed to her injuries on location. Martinez was transported by ground ambulance to Saint Alphonsus Medical Center Nampa. Neither Rosas nor Martinez were wearing helmets. Martinez was placed into custody for vehicular manslaughter. Alcohol is believed to be a factor. This crash is under investigation by the Idaho State Police.

On July 29, 2020, at 11:05 p.m., Idaho State Police investigated a single vehicle crash eastbound I84 at milepost 33, in Nampa. Andrew Lopez, 26, of Eagle, was traveling eastbound in a 2017 Ram 150 pickup truck when he drifted off the right shoulder and struck a construction barrel filled with sand. Lopez's vehicle then rolled onto its drivers side and slid onto I84 blocking both eastbound lanes. Both eastbound lanes were blocked for approximately two hours.

Lopez was wearing his seatbelt. This crash is under investigation by the Idaho State Police.

2nd update:

On July 29, 2020, at approximately 4:19 p.m., Idaho State Police investigated a one-vehicle rollover crash which injured a Colorado woman. Julia Hubbel, 67, of Lakewood, CO, was travelling westbound on I84 at milepost 173, about five miles east of Jerome. Hubbel lost control of her vehicle and overturned, coming to rest in the right lane of travel. She was wearing her seatbelt and was transported to St. Lukes Magic Valley Regional Medical Center in Twin Falls. The crash is still under investigation.

On Tuesday, July 28, 2020, at 1:55 p.m., Idaho State Police investigated an injury crash eastbound on I84 at mile marker 16.5, west of Caldwell.

Gerald L. Snodgrass, 32, of Ontario, OR, was driving eastbound on I84 in a 2000 Volkswagen Jetta. A semi-truck failed to yield while changing lanes and pushed the Volkswagen into the median where it rolled.

Snodgrass was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. His passenger, Clarissa Mata, 18, of Ontario, OR, was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise. Both occupants were wearing seatbelts.

On Tuesday, July 28, 2020, at 1:02 p.m., Idaho State Police investigated a fatality crash at the intersection of Bennett Road and Robinson Road, south of Nampa.

Addison M. Provost, 20, of Springville, UT, was driving eastbound on Bennett Road in a 2019 Hyundai Elantra. Matthew W. Rost, 27, of Emmett was driving southbound on Robinson Road in a 1996 Kenworth semi-truck pulling a 2017 Burlington semi-trailer.

Provost failed to yield to traffic and was struck by Rost. Both vehicles came to rest in a drainage ditch on the east side of Robinson Road. Provost succumbed to her injuries at the scene.

Next of kin has been notified.

This crash is under investigation by the Idaho State Police.

On Monday, July 27, 2020, at 9:07 a.m., Idaho State Police investigated a fatal crash on Interstate 84 at milepost 63, east of Boise. Lori Perez Avalos, 43, of Wichita, Kansas was driving eastbound on Interstate 84 in a 2004 Chevrolet Silverado Pickup. James McNall, 72, of Kuna, was driving a 2014 GMC Terrain pulling a boat trailer. Perez Avalos attempted to pass McNall and lost control and rearended his vehicle. Her vehicle left the roadway and rolled into the median. Neither Perez Alvalos nor her passenger, Robert L Miller, 47, of Wichita, Kansas, were wearing seatbelts. Perez Avalos was ejected from the vehicle. Perez Avalos was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. Miller was transported by air ambulance to the same hospital. James McNall was wearing a seatbelt and was not injured.

Lori Perez Avalos succumbed to her injuries at the hospital. Next of kin have been notified.

This crash is under investigation by the Idaho State Police.

On Monday, July 27, 2020, at 8:55 p.m., Idaho State Police investigated a report of a traffic complaint involving a Chevrolet Silverado failing to maintain lanes and striking other vehicles, eastbound on I84 from milepost 38 in Nampa. ISP attempted to stop the vehicle, but the driver failed to yield. A pursuit was initiated with the Silverado.

Once the vehicle came to a stop, just east of the Eagle Road exit, less-lethal bean bag rounds were deployed. The driver was transported to Saint Alphonsus Regional Medical Center in Boise, for pre-existing medical issues.

Eastbound traffic was temporarily blocked while the incident was resolved.

On Monday, July 27, 2020, at 6:23 p.m., Idaho State Police investigated a non-injury crash northbound on I15 at mile marker 53, south of Inkom.

Mark W. Romriell, 58, of Pocatello, was driving northbound in a 2000 Chevrolet Silverado pulling a 2018 Palomino Camping Trailer. The trailer fishtailed, jackknifed, and overturned blocking the northbound right lane.

Romriell and his passenger, Earline A. Romriell, 63, of Pocatello, were both wearing seatbelts.

The northbound lanes of I15 were blocked for two hours.

On Sunday, July 26, 2020 at approximately 6:52 P.M., Idaho State Police investigated an injury crash on Interstate 15 near milepost 84, just north of Fort Hall.

Jonathan M. Fielding, 37, of Shelley, was driving southbound on interstate 15, in a 1999 Ford F250, when he drove into the median, and the vehicle overturned across the northbound lanes. Fielding was not wearing a seatbelt and was ejected from the vehicle.

Fielding was transported by ground ambulance to Portneuf Medical Center in Pocatello.

The crash is still under investigation by Idaho State Police.

On Sunday, July 26, 2020, the Idaho State Police investigated an injury crash on State Highway 41 milepost 34, south of Oldtown, Idaho. A red 2002 Chevrolet Monte Carlo driven by Aurora Troit (36 year old of Culdesac, Idaho) was northbound on Highway 41 when she lost control trying to make a rapid left turn. Troit had pulled in front of a red 2015 Toyota RAV4 driven by Carol Tinghino (64 year old of Rathdrum, Idaho). Both vehicles came to rest in the southbound ditch. Occupants from both vehicles were transported by ground ambulances to Newport Hospital and Kootenai Health with non life-threatening injuries. Seatbelts were worn by all occupants. The investigation is ongoing.

On Saturday, July 25, 2020, at 7:09 p.m., Idaho State Police investigated an injury crash eastbound on I84 at mile marker 6, east of Payette.

German H. Martinez Lopez, 42, of Guatemala, was driving in the eastbound left lane on I84 in a 1993 Toyota pick-up towing a 1987 Toyota pick-up. Orlando J. Garcia, 36, of Middleton, was driving in the right lane in a 2007 Cadillac SUV. The vehicles collided and both pick-up trucks rolled into the median coming to rest on top of each other.

Martinez Lopez was transported by ground ambulance to St. Alphonsus Medical Center in Ontario, OR. Garcia was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. Martinez Lopez was wearing his seatbelt.

The left lane was blocked for approximately three hours.

On Saturday, July 25, 2020, at approximately 4:49 P.M., Idaho State Police investigated a two-vehicle, fatality crash, westbound on US20 at Red Rock Road, in Island Park.

Curt Kellinger, 61, of Island Park, was stopped at the intersection of Red Rock Road and US20, attempting to make a left turn onto eastbound US20 in a 2001 Dodge Ram 2500 pickup pulling a horse trailer. Kellinger pulled into the intersection and came to a stop due to traffic, blocking the westbound lane of US20 with the horse trailer. Steven Nelson, 72, of Logan, UT, was driving westbound on US20 on a 2013 Harley Davidson motorcycle. Nelson collided with the horse trailer.

Nelson succumbed to his injuries on scene. Next of kin has been notified.

Both westbound and eastbound lanes of travel were blocked for approximately three hours while crews investigated. Idaho State Police was assisted by Fremont County Sheriff's Office.

On Saturday, July 25, 2020, at 9:43 A.M., Idaho State Police investigated a two-vehicle fatal crash on State Highway 21 at milepost 14.4, near Hilltop Station, north of Boise.

Patrick McGregor, 48, of Boise, was driving northbound on State Highway 21 in a Toyota Tacoma pickup hauling a boat trailer. Sean Painter, 49, of Idaho City, was driving southbound on State Highway 21 on a Victory motorcycle. McGregor was making a left-hand turn into the Hilltop Station parking lot when Painter struck the front of his Tacoma. Painter succumbed to his injuries on-scene.

McGregor was wearing his seatbelt and Painter was wearing a helmet. The lanes were intermittently blocked for approximately three hours.

Idaho State Police was assisted by the Robie Creek Volunteer Fire Department, the Idaho Transportation Department, Ada County Paramedics, Boise Fire Department, and Ada County Sheriff's Office.

Next of kin has been notified.

Idaho State Troopers are reminding motorists that taking responsibility for your own safety means buckling up.

Beginning today, Saturday, July 25 through Friday, August 7, the Idaho State Police join partner law enforcement agencies and the ITD Office of Highway Safety (OHS) in providing extra focus on seat belt education and enforcement during traffic stops.

Safety restraints are mandatory for occupants of vehicles in Idaho because they're proven to save lives and reduce the seriousness of injuries from vehicle crashes. Troopers speak with motorists every day about the importance of wearing seat belts, and will increase their focus even more during this statewide seat belt enforcement effort.

"Our Troopers see first-hand the loss of life when people refuse to buckle up. It's such a simple thing and should be an automatic response when you get into a vehicle." Said Lt. Chris Weadick of ISP District 6 in Eastern Idaho.

Troopers know that focused enforcement efforts can be effective education and an incentive for motorists to shift to safer driving behaviors, including buckling up.

"Fastening your seat belt is not an option; it's the law," said Lt. Weadick. "We want people to understand that buckling up can be the difference between life and death in a crash.

"Safety is our top priority, and ISP is proud to stand with local law enforcement throughout the state to help spread the word about the importance of buckling up."

FOOTBALL STAR LEIGHTON VANDER ESCH SAYS, "BUCKLE UP, IDAHO!" Earlier this year, the Idaho Transportation Department partnered with Idaho native and Dallas Cowboys' linebacker Leighton Vander Esch in a new seat belt education campaign called "Rules to LVE By". Vander Esch grew up in a small town in rural Idaho, and in the campaign, speaks to the importance he places on wearing a seat belt at all times. ISP supports the safety messages the pro football star is sharing with his fellow Idahoans.

DATA ON THE VALUE OF SEAT BELTS: According to the National Highway Traffic Safety Administration, a vast majority of Americans understand the lifesaving value of wearing belts; the national use rate was 90.7% in 2019. NHTSA data shows in 2017, nearly 15,000 people survived crashes because they chose to buckle up.

In Idaho, seat belt use is lower than the national average, at 85%. According to OHS, nearly two-thirds of people killed in motor vehicle crashes were not properly restrained. The majority of those people were killed on rural roads.

Funding for additional seat belt enforcement is provided by a grant from the Idaho Transportation Department, through the National Highway Traffic Administration.

On July 24th, 2020, at approximately 3:29 p.m., the Idaho State police responded to an injury crash eastbound SH53 at milepost 6, near Rathdrum, Idaho. The information regarding vehicles and drivers will be released after our investigation into the crash is concluded. A vehicle was stopped in the lane of travel due to debris in the road when another vehicle came upon them and unsuccessfully attempted to stop. The collision forced the stopped vehicle into the other lane of travel where it struck a third vehicle. The first and second vehicles came to rest in the lane of travel, the third vehicle was pushed off the roadway. The road was blocked for three hours and all occupants were wearing seatbelts. The investigation is continuing.

On Friday, July 24, 2020, at 2:49 p.m., Idaho State Police investigated a non-injury crash eastbound on I84 at mile marker 194, near Hazelton.

Jeronimo Perez Gutierrez, 32, of Toppenish, WA, was driving eastbound on I84 in a 2008 Dodge Caravan. Perez Gutierrez failed to slow for merging traffic in the single lane construction zone and struck the rear of a 2019 Ford Edge, driven by Chad Lyons, 69, of Meridian. Perez Gutierrez also struck a 2016 Trinity semi-trailer being pulled by a 2020 Peterbilt semi-truck, driven by John Hanna, 59, of Jerome. All occupants were wearing seatbelts.

The eastbound lanes were blocked for two hours. The lanes have reopened.

On Thursday, July 23, 2020, at 11:21 p.m., Idaho State Police investigated a crash involving a train off of Blaser Highway, just north of Lava Hot Springs.

Christopher Kirk, 29, of Pocatello, ID, traveling in a 2008 Dodge Pickup, was attempting to cross the railroad tracks just north of Broxon Road and Blaser Highway. Kirk failed to locate the crossing and his truck became high-centered on the tracks. After Kirk exited his vehicle, a train collided with the Dodge, pushing it approximately 500 feet from the crossing.

No one was injured in the incident.

This crash is under investigation by Idaho State Police.

The Idaho State Police, in conjunction with the Latah County Prosecutor's Office, have charged a man with felony Aggravated Assault on a Peace Officer following a pursuit that resulted in shots fired last weekend in Idaho County.

Arrested: Sean L. Anderson, 52, Idaho County
Charged: Aggravated Assault upon a Peace Officer, firearms enhancement (F)

The charges stem from an incident that began with a traffic stop early in the morning on Saturday, July 18. A Lewis County Deputy stopped a driver on Highway 12 at approximately 2:47 a.m. The driver initially stopped for the Deputy but he then drove off which began a pursuit. Other local agencies, including a second Lewis County Deputy, an Idaho County Deputy and an Officer with the Nez Perce Tribal Police assisted in the pursuit.

The driver, later identified as Anderson, eventually stopped in a residential area outside of Ferdinand in Idaho County where Anderson is accused of using a shot gun and firing it in the direction of a Lewis County Deputy after which the officers returned fire. None of the officers were injured.

The suspect, Anderson was hospitalized for injuries sustained when the officers returned fire. He was medically released from a Spokane hospital Thursday, July 23. Upon release, Officers with the Spokane Police Department arrested Anderson on the above charge. He was taken into custody and is now housed in the Spokane County Jail pending extradition to Idaho.

At the time of the incident, the involved agencies invoked Critical Incident Task Force protocols which activated a multi-agency investigation and involvement of an independent prosecutor to avoid potential conflicts of interest. Detectives with the Idaho State Police are leading the ongoing investigation with the assistance of Agents with the FBI and the Latah County Prosecutor's Office.

Narit Trairatnobhas, 32, of Boise, was driving westbound on Interstate 84 in a 2020 Ford Ranger pickup. Roy Stump, 39, of Caldwell, was driving behind the Ford pickup in a 2006 Toyota Camry. Traffic slowed and Stump struck the pickup from behind. Trairatnobhas was transported by ground ambulance to St. Luke's Meridian Medical Center in Meridian.

The two right lanes of westbound Interstate 84 were blocked for 50 minutes while crews worked to clear the scene. Trairatnobhas and Stump were both wearing seatbelts.

Update: ISP Detectives lead a multi-agency investigation into a shooting involving sheriff's deputies and a tribal police officer.

July 20, 2020 - The multi-agency investigation is continuing into an incident that occurred in the early morning hours of Saturday, July 18 in Idaho County. A driver reportedly fled from a traffic stop. After the driver led local deputies and a tribal officer on a pursuit that crossed county lines, shots were fired. Information in this release is considered preliminary pending, the ongoing investigation.

The involved driver has been identified as Sean L. Anderson, 52. Anderson is believed to be a resident of Idaho County. Anderson is currently hospitalized receiving medical treatment for his injuries.

As previously reported, the agencies involved request critical incident protocol which, invoked a multi-agency investigation. That investigation is being led by Detectives with the Idaho State Police with assistance from Agents with the FBI. Information previously released is pasted below. Additional information will be made available as the investigation allows from the Media Relations/PIO Office of the Idaho State Police headquarters in Meridian.

Previously Released:

July 18, 2020 - The Idaho State Police are leading a multi-agency investigation into a shooting that occurred early this morning in Idaho County involving sheriff's deputies and tribal police. The involved agencies have invoked critical incident protocols. Information in this release is considered preliminary pending the ongoing investigation.

Information available for release at this time:
At approximately 2:47 this morning, a Deputy with the Lewis County Sheriff's Office attempted a traffic stop on U.S. Highway 12 on a vehicle for an apparent equipment violation. The driver initially stopped for the investigating Deputy but then drove off which initiated a pursuit. A Deputy with the Idaho County Sheriff's Office and an Officer with the Nez Perce Tribal Police assisted two Lewis County Deputies in the pursuit.

At approximately 3:38 a.m., the driver stopped in a residential area of Ferdinand in Idaho County. Shots were fired. The driver was injured and is currently hospitalized. Neither the County Deputies involved nor the Tribal Police Officer were injured.

At this time, the investigation into the incident is ongoing and being led by Detectives with the Idaho State Police with assistance from Agents with the FBI. Additional information will be released as the investigation allows.

On Sunday, July 19, 2020, at 6:17 p.m., Idaho State Police investigated an injury crash northbound on SH55 at mile marker 9, northwest of Marsing.

Mogan D. Lisby, 44, of Homedale, was traveling northbound on SH55 on a 1994 Harley Davidson motorcycle. Kenneth J. Kubosumi, 67 of Nampa, was also traveling northbound in a 2011 Dodge R1500. Nolan R. Williams, 78, of Notus, was traveling southbound in a 2007 Ford F350 pulling a trailer loaded with an UTV. Lisby attempted to pass Kubosumi and struck a Williams in the southbound lane.

Lisby, who was not wearing a helmet, and a juvenile passenger, who was wearing a helmet, were both transported by ground ambulance to St. Aphonsus Regional Medical Center in Boise. Williams was transported by ground ambulance to West Valley Medical Center in Caldwell. Williams and Kubosumi were both wearing seatbelts.

All lanes of travel were blocked for approximately two hours. The lanes have re-opened.

This crash is under investigation by the Idaho State Police.

On Sunday, July 19, 2020 at approximately 4:48 P.M., Idaho State Police investigated a multiple vehicle, fatal crash, on US20 at milepost 367, north of Ashton.

Todd Kawakami, 53, of Chino, CA, was driving eastbound on US20 in a 2016 Honda Odyssey. Vitalie Nebesnii, 30, of Rexburg, was driving westbound in a 2015 Toyota Corolla. David Hobbs, 57, of St. Anthony, was also driving westbound in a 2017 GMC Sierra pulling a boat and a trailer. Kawakami crossed the center line, struck Nebesnii's vehicle, and then struck Hobb's vehicle. Hobbs then struck the guardrail.

David Hobbs succumbed to his injuries on scene of the crash. His passenger, Debra Hobbs, 57, of St. Anthony, was transported by ground ambulance to Madison Memorial in Rexburg. Next of kin has been notified. Nebesnii was not transported.

Both eastbound and westbound lanes were blocked for approximately six hours.

On Sunday, July 19, 2020, at 6:17 p.m., Idaho State Police investigated an injury crash northbound on SH55 at mile marker 9, northwest of Marsing.

Mogan D. Lisby, 44, of Homedale, was traveling northbound on SH55 on a 1994 Harley Davidson motorcycle. Kenneth J. Kubosumi, 67 of Nampa, was also traveling northbound in a 2011 Dodge R1500. Nolan R. Williams, 78, of Notus, was traveling southbound in a 2007 Ford F350 pulling a trailer loaded with an UTV. Lisby attempted to pass Kubosumi and struck a Williams in the southbound lane.

Lisby, who was not wearing a helmet, and a juvenile passenger, who was wearing a helmet, were both transported by ground ambulance to St. Aphonsus Regional Medical Center in Boise. Williams was transported by ground ambulance to West Valley Medical Center in Caldwell. Williams and Kubosumi were both wearing seatbelts.

All lanes of travel were blocked for approximately two hours. The lanes have re-opened.

This crash is under investigation by the Idaho State Police.

Friday, July 17, at approximately 5:39 p.m., an Idaho State Trooper on patrol witnessed a vehicle driving erratic and failing to maintain its lane of travel on eastbound Interstate 84 in Nampa. The Trooper attempted to make a traffic stop but the driver of the vehicle, a Suzuki SUV, failed to stop. The driver continued on eastbound I-84, exiting the interstate and stopping on the Meridian Road offramp.

The driver, later identified as Weymouth-Bell, got out of her vehicle and immediately extended her right arm pointing a small mace canister at the Trooper and approached him in an aggressive manner as he was standing behind the cover of the driver's door of his patrol car. She then pushed the Trooper's car door closed. The Trooper deployed his Taser before Weymouth-Bell could get back into her vehicle. The Trooper called for paramedics to assist the suspect. She was seen and released from a nearby hospital, then booked into the Ada County jail on the above charges. Neither the Trooper nor any surrounding motorists were injured.

The Idaho State Police are leading a multi-agency investigation into a shooting that occurred early this morning in Idaho County involving sheriff's deputies and tribal police. The involved agencies have invoked critical incident protocols. Information in this release is considered preliminary pending the ongoing investigation.
Information available for release at this time:
At approximately 2:47 this morning, a Deputy with the Lewis County Sheriff's Office attempted a traffic stop on U.S. Highway 12 on a vehicle for an apparent equipment violation. The driver initially stopped for the investigating Deputy but then drove off which initiated a pursuit. A Deputy with the Idaho County Sheriff's Office and an Officer with the Nez Perce Tribal Police assisted two Lewis County Deputies in the pursuit.
At approximately 3:38 a.m., the driver stopped in a residential area of Ferdinand in Idaho County. Shots were fired. The driver was injured and is currently hospitalized. Neither the County Deputies involved nor the Tribal Police Officer were injured.
At this time, the investigation into the incident is ongoing and being led by Detectives with the Idaho State Police with assistance from Agents with the FBI. Additional information will be released as the investigation allows.

On Friday, July 17, 2020, at approximately 3:10 p.m., Idaho State Police investigated a single vehicle fatal crash, on US20 at milepost 342, south of St. Anthony.

A 2000 Suzuki Grand Vitara, occupied by four juveniles, was traveling westbound on US20. The vehicle left the roadway and rolled. All four were not wearing their seat belts and were ejected from the vehicle.

One juvenile succumbed to their injuries at the scene. One juvenile was transported by ground ambulance to Madison Memorial. Two juveniles were transported to Eastern Idaho Regional Medical Center, one by ground ambulance and one by air ambulance. Two of those juveniles later succumbed to their injuries at the hospital. Next of kin has been notified.

The eastbound lanes of US20 as well as one of the westbound lanes of US20 were blocked for approximately three hours.

This crash is under investigation by Idaho State Police.

On Friday, July 17, 2020, at approximately 3:13 PM, Idaho State Police investigated a crash eastbound US30 near mile marker 213, west of Twin Falls.

Jose Alvarez Salas, 24, of Downey, CA, was traveling westbound on US30 in a semi-truck and trailer when he failed to yield the flashing lights and the warning bells for an oncoming train. The semi entered the railroad tracks and was struck by the train, where the trailer separated from the semi and struck a 1998 Ford Windstar Van, which was occupied by Ralph Neimeyer, 68, of Twin Falls. Approximately 40,000 pounds of potatoes were spilled onto the roadway.

Idaho State Police was assisted by Twin Falls Sheriff's Office, Filer Fire Department, Filer Police Department, Idaho Transportation Department, Magic Valley Paramedics, and Eastern Idaho Railroad Company. The roadway will be blocked for an extended period of time.

On July 17, 2020, at 10:14 a.m., the Idaho State Police investigated a two-vehicle fatality crash near the intersection of Yale-Kilgore Road and Old Shotgun Road, in Island Park.

Roderick Erchul, 56, of Idaho Falls, was driving a 2006 Harley Davidson motorcycle eastbound on Yale-Kilgore Road. Erchul tried to pass a 2003 Chevrolet Silverado driven by Caleb Richardsen, 22, of Rigby, who was also eastbound on Yale-Kilgore Road. The motorcycle clipped Richardsen's vehicle and drove off the left shoulder of the roadway. Erchul succumbed to his injuries on scene. Family notification has been made.

Erchul was not wearing a helmet. Richardsen and his passenger, Landen Richardsen, 18, of Rigby, were wearing their seatbelts. Idaho State Police was assisted by the Fremont County Sheriff's Office and Fremont County Emergency Medical Services.

Three Men from Hope Idaho Arrested for Conspiracy to Distribute Methamphetamine

COEUR D'ALENE - Larry Junior Hillbroom, 36, Morgan Kenney, 34, and Sean Robert
Wathen, 48, all of Hope, Idaho, were arrested on July 15, 2020, on federal charges of conspiracy
to distribute methamphetamine, U.S. Attorney Bart M. Davis announced today. The charges
stem from a June 16, 2020 indictment filed in U.S. District Court by a federal grand jury in
Coeur d'Alene.

The indictment alleges that beginning in the summer of 2015 and continuing to February
2016, Hillbroom, Kenney, and Wathen conspired to distribute methamphetamine. The federal
methamphetamine conspiracy charge is punishable by up to 20 years in federal prison, a
maximum fine of $1 million, and at least three years of supervised release.

Hillbroom, Kenney, and Wathen are scheduled for their initial appearance tomorrow, July
17, 2020, at the federal courthouse in Coeur d'Alene. During the initial appearance, a trial date
will be set and the court will address the custody status of each defendant.

This case was investigated by the Drug Enforcement Administration, Bonner County
Sheriff's Office, Bureau of Indian Affairs, Coeur d'Alene Police Department, Idaho State Police,
U.S. Border Patrol, and U.S. Marshals Service.

This indictment is the result of a joint investigation by the Organized Crime and Drug
Enforcement Task Force (OCDETF). The OCDETF program is a federal multi-agency, multijurisdictional
task force that supplies supplemental federal funding to federal and state agencies.
The principal mission of the OCDETF program is to identify, disrupt and dismantle the most
serious drug trafficking, weapons trafficking and money laundering organizations, and those
primarily responsible for the nation's illegal drug supply. Program participants include Federal
Bureau of Investigation; Drug Enforcement Administration; Bureau of Alcohol, Tobacco,
Firearms and Explosives; U.S. Immigration and Customs Enforcement's Homeland Security
Investigations; Internal Revenue Service-Criminal Investigation; and U.S. Marshals Service.

On Thursday, July 16, 2020, at approximately 3:29 P.M., Idaho State Police investigated a three-vehicle injury crash northbound Interstate 15 near mile marker 106, south of Shelley.

Jose Hernandez Flores, 53, of Pocatello, was driving a 2012 Chevrolet Avalanche. Mark Burton, 63, of Shelley, was driving a 1999 Dodge 250 Pickup truck. Kyle Buttars, 34, of Pocatello was driving a 2009 Toyota Corolla.

All vehicles were travelling northbound on I-15 when Hernandez Flores rear-ended Burton. Hernandez Flores's vehicle began to roll. While rolling, the vehicle rear-ended Buttars and then came to rest in the median.

Hernandez Flores was transported to Eastern Idaho Regional Medical Center via ground ambulance. Both lanes were blocked for approximately 30 minutes.

July 16, 2020 - The Idaho State Police have entered a beautifully striking photo of their iconic patrol cruiser as part of the annual American Association of State Troopers "Best Looking Cruiser" contest. ISP Troopers take pride in their patrol vehicles and believe the black Dodge Chargers with the double white stripes and the State of Idaho outline are, without a doubt, the best looking patrol vehicles anywhere! And they're asking for your vote in the contest.

"This is a friendly competition among states, it's fun to participate, and we think Idahoans will want to take part. Our troopers frequently hear from community members on how sharp they think the ISP patrol cruisers are. If a few more Idahoans vote for the ISP cruiser in the contest, Idaho may make the national calendar!" said Colonel Kedrick Wills, Director of the Idaho State Police.

PHOTO TAKEN AFTER A CALL FOR SERVICE: This year, the ISP entry in the AAST calendar contest was taken following an actual call for service.

"The photo shows the beauty of a North Idaho sunset, and also the pride our people take in professionally representing both their agency and the State of Idaho when they're called into service. We think that makes this photo pretty special and different from many of the other state cruiser photos." said Col. Wills.

The photo was submitted to the contest by ISP Trooper Jason Bailey, a Commercial Vehicle Specialist. Trooper Bailey says he chose the photo because it's a spectacular image and gives the authentic feel of a cruiser while in service.

A NORTH IDAHO SUNSET: Idaho State Trooper Cody Ercanbrack took the photo. It was taken after he and several other Troopers were dispatched to a call for service on U.S. Highway 95 north of Coeur d'Alene last April. After the incident was cleared, Trooper Ercanbrack noticed the dramatic sky that followed a springtime cloudburst. He asked his fellow Troopers to borrow their phones and took photos of each of his teammates' cruisers against the glowing Idaho sky.

"At ISP, all of our Troopers love working in Idaho and we're really proud of our individual patrol cars. We depend on our cars for our lives. We can't help the public unless we can safely make it to the scene." said Trooper Ercanbrack.

"These cars are our offices, our dinner tables, we spend weekends and birthdays and holidays in them. They're even our safe haven to gather our thoughts after a tough call. On Wednesday, July 15, 2020, at 4:49 pm, Idaho State Police investigated a two-vehicle injury crash northbound on Interstate 15 milepost 42, north of Arimo.

Igor Belousov, 48, of Blacklick, OH, was traveling northbound in the right lane in a 2021 Freightliner hauling a single box trailer that was empty. Braxton Buffat, 28, of Phoenix, AZ, was traveling northbound in the left lane in a 2015 silver Toyota Corolla. Belousov started to move over to the left lane where Buffat's vehicle was driving. Buffat drove off the left shoulder, came back into the left lane, and struck the side of Belousov's vehicle. Buffat's vehicle spun around and came to rest on the on the right shoulder. Belousov's vehicle spun around, become airborne, and landed on the driver's side of the vehicle on the right shoulder. Belousov was transported by air ambulance to Portnuef Medical Center in Pocatello. Buffat's passenger, Madison Smith, 23, of Pocatello, was transported by ground ambulance to Pornuef Medical Center. Everyone was wearing their seatbelts.

Northbound lanes were blocked for seven hours. This crash is under investigation by the Idaho State Police.

On June 15th, 2020, at approximately 5:56 p.m., the Idaho State Police investigated a fatal crash that occurred westbound on US12 at milepost 13.5 near Lewiston. Frank Beidler, 62 years old of Lewiston, Idaho, was travelling westbound on US12 on a silver 2005 Yamaha motorcycle when he went left of center and lost control of his vehicle, going onto the southbound shoulder. Beidler was ejected from his motorcycle and pronounced deceased at the scene. Beidler was not wearing a helmet. Next of kin has been notified. The investigation is ongoing.

On July 13th, 2020, at approximately 8:37 PM, the Idaho State Police investigated a single-vehicle fatality crash northbound on State Highway 46 near mile marker 126, north of Gooding. A juvenile driver was traveling northbound on State Highway 46 in a 2003 Subaru Outback when the driver lost control driving off the road. The driver swerved left, overcorrecting as the vehicle came back onto the highway. The vehicle continued out of control, rolling on the highway before coming to rest in a ditch on the west side of the highway. The driver was not wearing a seatbelt and succumbed to their injuries at the scene of the crash. Next of kin has been notified. ISP was assisted on scene by the Gooding County Sheriff's and Fire Department.

July 13, 2020 - A multi-agency investigation is underway into the apparent suicide of a man who was under arrest for driving under the influence of alcohol.

The 57 year old man from Battle Mountain, Nevada died from an apparent self-inflicted gunshot wound. An Idaho State Trooper witnessed the incident that occurred July 9 at approximately 1:30 p.m. on State Highway 51 northbound on the Duck Valley Reservation in Owyhee County, approximately four miles north of the Nevada border.

Thursday afternoon, an Idaho State Police Trooper was called to assist agents from the federal Bureau of Indian Affairs with a DUI investigation. The investigation was the result a citizens 911 call reporting a possible impaired driver. A BIA agent located the subject vehicle, a mid-sized RV with Nevada license plates. Since the investigation was taking place on the Duck Valley Reservation but on a state highway with a non-tribal individual, the Bureau of Indian Affairs contacted the Idaho State Police to assist with the DUI investigation. The driver failed the field sobriety tests. The driver and his dog were the only occupants of the RV.

When the ISP Trooper arrived, he continued the DUI investigation and found additional evidence that led to the driver being placed under arrest. Prior to the man being transported to jail, he was allowed to go inside the RV to care for his dog. Once the man and the trooper were inside the RV, the man accessed a handgun and fired a single shot. He was pronounced dead at the scene. The trooper witnessed the incident. The federal agent was just outside the vehicle and heard the shot. The trooper did not fire his weapon. Neither the trooper nor the agent were injured.

Consistent with standard procedures, the involved trooper is on administrative leave. The Idaho State Police have invoked critical incident protocols requesting a multi-agency response to aid the investigation. The FBI and Canyon County Sheriff's Office are assisting ISP detectives. Information in this news release is considered preliminary pending the results of the investigation. Upon completion, the criminal investigation will be submitted to the Owyhee County Prosecutor for review. Also consistent with standard procedure, an internal review by the Idaho State Police has begun to determine that agency procedures were followed.

On Sunday, July 12, 2020 at approximately 11:26 p.m., Idaho State Police investigated a three-vehicle, injury crash on Interstate 84 near milepost 47, in Boise.

Clay Burrows, 38, of Boise, was traveling westbound in a 2005 Chevy Suburban. Michael Fox, 44, Amber Fox, 43, and a juvenile, all of Kuna, were pulled over on the shoulder in a 2008 Ford Edge and a 2003 Ford F-150 changing a tire. Burrows left the roadway and collided with the Ford Edge. The Ford Edge then collided with the Ford F-150.

Clay Burrows, Michael Fox, Amber Fox, and the juvenile were all transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. Burrows was wearing his seatbelt. The right two lanes of travel were blocked for approximately two hours while crews investigated.

On Saturday, July 11th, 2020, the Idaho State Police investigated an injury crash southbound US95 near milepost 462, south of Sagle, Idaho. A blue 2013 Honda CRV, driven by Nancy Pucci (77 year old female of Sagle, Idaho) was stopped in the roadway waiting to turn left into a business parking lot. A gray 2018 Chevy Silverado pickup driven by Brandon Chaney (33 year old male of Sagle, Idaho) impacted the rear of Pucci's vehicle. Pucci was pushed into the southbound ditch, while Chaney came to rest in the southbound lane. The occupants of Pucci's vehicle were transported by ground EMS, and the occupants of Chaney's vehicle were transported by ground and air EMS. The occupants of Chaney's vehicle were not wearing seatbelts. The highway was blocked for approximately 1.5 hours. The investigation continues.

Idaho State Police joined law enforcement partners throughout the state in having extra patrols out looking for impaired drivers over the recent July Fourth holiday weekend. Between July 1 and July 7, ISP located and charged 56 drivers with violations related to impaired driving.

"We can't tell how many crashes, injuries, or even deaths impaired drivers might cause, but we do know getting those who choose to drive impaired off the roads will keep more people safe," said Lt. Matt Smith of ISP's District 3 in Southwest Idaho.

As much as July Fourth is a day to celebrate, sadly it can also be one of the deadliest times of the year on our roadways. At least three of the impaired driving charges were the result of crashes ISP Troopers responded to.

"As Troopers, we're called to respond to the crashes caused by unsafe driving behavior. We see the tragic results. So Troopers feel strongly about being proactive and urging people not to drive impaired and not to let their friends or family drive impaired. Keeping families whole and safe depends on it." Said Lt. Smith.

ISP Troopers were called to five fatal crashes between July 1 and July 7. Those crashes remain under investigation.

Idaho State Police are on the roadways each and every day watching for impaired driving and working to keep Idaho's roadways safe. The impaired driving emphasis patrols over the busy holiday weekend were in partnership with the ITD Office of Highway Safety.

On Wednesday, July 8th, 2020, at 7:02 a.m., Idaho State Police investigated an injury crash southbound on 175 E near 1044 S, Cassia County, Idaho.

Ramiro Herrera-Gonzalez, 22, of Rupert, Idaho, was driving southbound on 175 E in a 2011 Ford F350. Herrera-Gonzalez crossed left of the center of the roadway, ran off the road, and struck a utility pole. The vehicle overturned, landing on its roof.

Herrera-Gonzalez was transported by an air ambulance to the Portneuf Regional Medical Center. He was wearing his seatbelt at the time of the crash. The Idaho State Police was assisted by the Cassia County Sheriff's Office, the Burley Life Run Ambulance, and the North Burley Rural Fire Department.

175 E between 1000 S and 1100 S was blocked for approximately one and a half hours.
