On March 27, 2012, at approximately 3:45 p.m., the Idaho State Police investigated a two vehicle crash on I84 at milepost 120 near Glenns Ferry. John Elsbury, 57, of Peck, Idaho, was parked on the shoulder of the emergency lane at milepost 120 in his Dodge 2500 pickup truck. Amos Rodriguez, 54, of Pocatello, was travelling eastbound in his Volvo commercial vehicle when for unknown reasons he drove off the roadway onto the shoulder where he side swiped Elsbury's Dodge pickup. Elsubry was transported by air-ambulance to St Alphonsus in Boise with serious injuries. Rodriguez was transported by ground ambulance to Elmore Medical Center in Mountain Home with minor injuries. Both occupants were wearing their seat belts at the time of the crash. Alcohol is not thought to be a factor at this time.

This crash is under investigation by Master Corporal Porupsky.

On March 25, 2012 at 4:19am, Idaho State Police investigated a one-vehicle rollover crash on Lake Channel Road 19 miles south west of American Falls.

Chance Pickins, 22 of Pocatello, was traveling east when he lost control of his vehicle while trying to negotiate a curve. The vehicle traveled off the right shoulder and overturned. Pickins and his four passengers were transported from the scene to Power County Hospital and Portneuf Medical Center with non-life threatening injuries.

Alcohol is a factor in this crash and the investigation is ongoing.

The Idaho State Police were assisted by the Power County Sheriff's Office, Power County EMS and the American Falls Police Department.

On March 25, 2012 at approximately 4:45 am, Jake Chapman, 22, of Idaho Falls, was travelling westbound on US20 in a 2000 Audi A4, when his vehicle stalled just past the Lindsey on-ramp. Angel Ruiz, 19, of Ammon, arrived on scene to jump start Chapman's car. Ruiz was driving 1993 Honda Civic. Both cars were stopped in the right lane of travel. Ruiz had turned his car around so the Audi and Honda were facing each other, when the Audi was struck from behind by a 2003 Buick Centra. The Buick was driven by Brett Ballard, 49, of Idaho Falls. When the Audi was struck, it was pushed into the Honda, and Chapman was caught between the two vehicles. Chapman was transported to the Eastern Idaho Regional Medical Center by ground ambulance with non-life threatening injuries. Neither Ruiz nor Ballard sustained any injuries. Ballard had been wearing his seatbelt. Neither road conditions nor alcohol are believed to be a factor in this crash.
This crash is under investigation by Trooper Peeples. He was assisted at the scene by the Idaho Falls Police Department and Bonneville County EMS.

On March 23, 2012 at 7:01 pm, Idaho State Police investigated a two vehicle fatality crash northbound on SH34 at mile marker 88.1, north of Soda Springs.

Dwight H. Lloyd, 45 of Wayan, was traveling northbound on SH34 in a 1998 Cadillac Seville when Lloyd's vehicle was struck by a 2007 Dodge Ram 3500 being driven by Richard K. Hunsaker, 46 of Soda Springs.

Lloyd was transported by ground ambulance to Caribou Memorial Hospital for non-life threatening injuries. Lloyd's nine year-old passenger succumbed to her injuries at the scene. It is unknown if Lloyd or his passenger were wearing their seat belts. Next of kin has been notified.

Hunsaker was not seriously injured, and it is unknown if he was wearing his seat belt.

Alcohol is believed to be a factor in this collision.

This crash is still under investigation by the Idaho State Police, who were assisted by the Caribou County Sheriff's Office, Caribou EMS and the Soda Springs Police PD.

INCIDENT NARRATIVE: At approximately 9:00 PM reports were received that a male subject (Pope) was acting eratically and walking/standing in the middle of the highway on SH53 near the Idaho/Washington stateline. Officers arrived onscene and reported that Pope had been struck by a vehicle. Officers and medical personnel tended to Pope at the scene where he was pronounced dead. On March 22, 2012, at approximately 8:27 a.m., the Idaho State Police investigated a two vehicle crash on Highway 93 at milepost 33.5, near Hollister. Ernesto Aguayo Garcia, 36, of Twin Falls, was traveling east on 3100 North in a 1980 GMC truck when he failed to stop at the posted stop sign at the intersection of Highway 93. Fred Ostic, 59, of Jerome, was traveling south on Highway 93 in a 1997 Mack semi, was unable to avoid the collision, and struck Aguayo Garcia's vehicle. Aguayo Garcia was not wearing his seatbelt. Ostic was wearing his seatbelt. The southbound lane was blocked for approximately two and a half hours due to corn spilled over the roadway from Ostic's vehicle. Alcohol is not believed to be a factor.

This crash is under investigation by Sgt. Garcia.

With the start of SPRING BREAK next week for many of the area's high schools and universities, the Idaho State Police wants to remind motorists to stay safe during their travels. ISP will be partnering with other law enforcement agencies as well as the Idaho Transportation's Office of Highway Safety to target hazardous violations, including DUI and aggressive driving. As always, there will be a zero tolerance for non-seatbelt usage including passengers. Remember DRIVE SOBER or GET PULLED OVER.

ISP reminds motorists to observe the "Move Over Law", which requires motorists to slow down and move over if possible when approaching a stationary Authorized Emergency Vehicle displaying flashing lights. Every year there are a number of police officers that are killed nationwide while parked on the side of the road during the course of their duties. The Move Over Law helps protect law enforcement officers and emergency service personnel who risk their lives protecting the public.

ISP Senior Specialist Tom Wright Awarded the Silver Star


Idaho State Police Senior Specialist Tom Wright will be awarded the Silver Star on Tuesday, March 20, 2012, at 7:45 a.m. in Classroom A at the Peace Officers Standards and Training Academy on the Idaho State Police Campus, located at 700 S. Stratford Drive in Meridian. The media is invited to attend.

On August 12, 2011, Senior Specialist Wright was enjoying a family vacation in Croghan, New York. While swimming in the Beaver River, Senior Specialist Wright saw a man and two boys swimming in a pool downstream. A short-time later, he heard panicked calls for help coming from the group downstream. He noticed there were now only two people at the pool; one of the boys was missing.

Without hesitation, Senior Specialist Wright and his niece, who is a certified lifeguard, rushed to the area and began an underwater search for the missing youth. Shortly after beginning their search, his niece saw a hand in the water near the bottom of the river. Senior Specialist Wright dove eight feet to the bottom, found the boy, retrieved him, and rushed the unresponsive boy to the riverbank. There, Senior Specialist Wright and his niece performed CPR until a New York State Trooper and an EMS responder arrived. Attempts to revive the boy using an AED were unsuccessful, so Senior Specialist Wright and his niece continued to administer CPR for another 15 minutes until relieved by medical personnel.

The 14 year old boy was on vacation in New York with his family from England. He was transported to the hospital, where he was later pronounced dead. Although unable to revive the young man, Senior Specialist Wright selflessly faced great danger in his effort to recover him from the river, and worked diligently to revive him. Senior Specialist Wright's actions were in accordance with the highest ideal of professional public service, and deserving of this Silver Star Award.

Senior Specialist Wright is currently assigned to the District 5 ISP office in Pocatello, where he serves as a Hazardous Materials Specialist.

On March 18, 2012, at approximately 6:00 p.m., Idaho State Police investigated a single-vehicle rollover on Interstate 15 near milepost 95, near Blackfoot, Idaho.

Francisco Lazalde, 86, of Idaho Falls, was traveling northbound, when for unknown reasons his vehicle left the roadway, went off the right shoulder and traveled down into the borrow pit for a short distance before hitting a fallen tree. The impact caused his vehicle to go airborne and impact an embankment before coming to rest on its wheels in a canal. Lazalde was pronounced deceased at the scene.

Lazalde was wearing a seatbelt. The roads were wet, but clear at the time of the crash. Alcohol is not believed to be a factor.

The crash is still under investigation by Idaho State Police Tpr. Aikele, who was assisted by Cpl. Noyes, Sgt. Manning, Bingham County Sheriff's Deputies, and Black Foot Fire Personnel.

On March 18, 2012 at approximately 1:07 am, Brian Rumsey, 23, from Rigby, was driving a black 1999 Jeep Grand Cherokee northbound on 4100 East near 132 North in Rigby, when for unknown reasons the vehicle crossed the center line into the southbound lane. Rumsey overcorrected to the right causing the vehicle to spin clockwise. The vehicle then struck a power pole and overturned. Brian Rumsey was partially ejected and pronounced deceased at the scene. His passenger, Jamie Rumsey, 21, also of Rigby, was ejected from the vehicle and then transported to Eastern Idaho Regional Medical Center by ground ambulance with minor injuries.

Both occupants of the vehicle were not wearing seatbelts. Weather is not believed to be a factor in the crash.

Trooper Oswald was assisted at the scene by several other Idaho State Police troopers as well as Jefferson County Sheriff's Department. The investigation is ongoing and next of kin have been notified.

On Friday March 16, 2012, at approximately 6:20 pm the Idaho State Police investigated a one-vehicle injury crash westbound on Interstate 84 at milepost 41.5, near the Ten Mile overpass. Manuel Vera-Gonzalez, 27 of Boise, was traveling westbound on the Interstate in a 2003 Chevrolet Trailblazer. A combination of rain on the interstate and bald tires on the vehicle caused Vera-Gonzalez to lose control and slide into the barrier. The vehicle rolled once, coming to rest on its wheels. The left two lanes of westbound Interstate 84 were blocked for approximately an hour. All five occupants of the vehicle were wearing seatbelts. Vera-Gonzalez and a juvenile passenger were transported to Saint Alphonsus Regional Medical Center in Boise with non-life threatening injuries. The three other passengers were uninjured. Alcohol was not a factor in this crash.

This crash is under investigation by Sergeant Burke of the Idaho State police.

On March 14, 2012, at approximately 2:05 p.m., the Idaho State Police investigated a three vehicle crash on westbound Interstate 84 at milepost 187, near Eden. Trooper Chandler was initially responding for a reported two vehicle crash at the same location. That crash involved a 2001 Nissan Sentra, driven by Becki Carlson, age 42 of Twin Falls, and a 2006 Toyota 4-Runner, driven by Ronald Radabaugh, age 65 of Buhl. Carlson struck the rear of Radabaugh's vehicle. Both vehicles pulled to the side of the road to report the crash. Before Trooper Chandler could arrive on scene, Carlson left the scene and began to drive the wrong direction away from the crash. Carlson struck the side of a 2005 Freightliner Semi, driven by Baldev Singh-Dhaliwal, age 43 of Abbotsford, Canada, who was also headed westbound. Carlson's vehicle crashed into the median. Singh-Dhaliwal and Radabaugh were uninjured in the crash. Carlson was transported with minor injuries to St Luke's Magic Valley. Everyone involved were wearing their seatbelts.

Trooper Chandler is investigating the crash. One lane was blocked for approximately one hour. Charges are pending.

On March 12, 2012, at approximately 11:45 p.m., the Idaho State Police investigated a one vehicle rollover at milepost 54 on Interstate 15, near Inkom. Ryan Yearsley, 20, of Downey, was traveling northbound in a 2004 Mazda MZ6 when he swerved to avoid colliding with a deer. Yearsley overcorrected, causing the vehicle to roll into the median. Yearsley and his three passengers, Samantha England, 18, of Malad, Devon Layton, 18, of Malad and Cortland Thorpe, 19, also of Malad were ejected from the vehicle. All four occupants were transported by ground ambulance; two with serious injuries and two with minor injuries.

Trooper Zweigart was assisted at the scene by ISP Sergeant Winans, Bannock County Sheriff's Office and Pocatello City Emergency Responders. The investigation is ongoing.

***On Monday March 12, 2012, at approximately 10:22 pm, The Idaho State Police investigated a two vehicle injury crash westbound SH50 at milepost 3.5 near the Hansen bridge. Karly Diage, 27 of Twin Falls was traveling northbound on 3800 E near SH50 in a 1999 Chevy Malibu. Kallie Carney, 25 of Paul was traveling westbound on SH50 near the intersection of 3800 E and SH50 in a 2006 Ford Fusion. For unknown reasons, Diage pulled out into the intersection in front of Carney causing them to collide. All occupants were transported by ground ambulance to St. Lukes Magic Valley Regional Medical Center in Twin Falls with non life threatening injuries. Carney and her passenger, Gary Carney, 25 of Twin Falls and a one year old female were wearing seatbelts at the time of the crash. It is unknown at this time if Diage was wearing a seatbelt at the time of the crash.
The westbound lanes of travel were blocked for approximately 2.5 hours for the investigation. Trooper Pohanka was assisted by Sgt. Garcia, Trooper Faller and Twin Falls County Sheriff's office and emergency personnel. The crash is still under investigation at this time.

INCIDENT NARRATIVE:

Stevens was Westbound on River Road outside Clark Fork when he attempted to pass Gerstenberger. During the process of the pass Stevens sideswiped Gerstenberger and lost control of his Ford pickup. Stevens pickup went off the roadway on the right shoulder, overcorrected back onto the roadway, rolled, and went off the left side of the road. The pickup continued where it struck an embankment. Stevens was ejected and died at the scene. Next of kin has been notified.

On Saturday March 10, 2012, at approximately 5:58 pm, the Idaho State Police investigated a one-vehicle injury crash in Jerome County. Daniel Acuna-Cosio was driving eastbound on 600 North in a 2005 Chrysler PT Cruiser. He was near the intersection of 300 East and 600 North when, for unknown reasons, he lost control of the vehicle. Using federal grant funds, the Idaho Transportation Department is partnering with the Idaho State Police and local agencies to make state highways safer by funding education campaigns and high-visibility impaired driving enforcement patrols from March 10 through March 18.

"The effort is part of Idaho's Toward Zero Deaths' goal to someday have no traffic deaths on Idaho's roads. Traffic deaths are not just numbers. They are family members and friends lost," said Kevin Bechen, with ITD's Office of Highway Operations and Safety.

During the campaign, officers will be watching for impaired drivers. They also will check for seat belt use.

"Avoid driving any vehicle when 'buzzed' or drunk," said Lt. Kevin Haight. "It's not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant," he explained.

In 2010, there were 10,726 DUI arrests in Idaho and there were 96 fatalities resulting from impaired driving. In addition, there were 1,593 impaired driving crashes. 45.9% of all Idaho fatalities in 2010 were the result of impaired driving!

- Whenever you plan on consuming alcohol, designate a sober driver before going out and give that person your keys.
- If you're impaired, call a taxi, a sober friend or family member to get you home safely.
- Promptly report drunk drivers you see on roadways to law enforcement. To contact the Idaho State Police, call *ISP or 208-736-3070.
- If you know someone who is about to drive impaired, take his or her keys and help make other transportation arrangements. Your best and only defense against drunk drivers is to always wear a seat belt and remain attentive to your surroundings and other drivers," Lt. Haight said.

On Wednesday March 7, 2012, at approximately 6:00 pm, the Idaho State Police investigated a two-vehicle injury crash westbound on Interstate 84 at milepost 161, near the Gooding and Jerome County line. Mark Leonard, 51 of Twin Falls, was traveling at a high rate of speed in a 2004 Nissan 350Z passenger car. Leonard attempted to pass between a semi and a 2008 Chevrolet Cobalt driven by Dexter Tiggs, 39 of Gooding. Leonard's vehicle struck the passenger side of Tiggs' vehicle causing it to go into a slide. Tiggs' vehicle went into the median where it rolled one time, coming to rest on its wheels. Tiggs and his passenger, Lisa Lucas, 45 of Gooding, were both transported to North Canyon Medical Center in Gooding with minor injuries. Leonard was taken into custody for driving under the influence of alcohol. All occupants were wearing their seatbelts. Westbound traffic was down to one lane for approximately two hours.

This crash is under investigation by Trooper Comorosky.

On Tuesday, March 6, 2012, at 12:44 a.m., the Idaho State Police investigated a two-vehicle crash on Interstate 84 at the 183 mile marker, near the Kimberly exit. Mark Miller, 37, from Burley, was traveling east in a Honda Accord when for unknown reasons he veered into the median. Miller over-corrected causing the vehicle to roll and come to rest on its top in the middle of both westbound lanes. After Miller exited the vehicle, the Honda was struck by a semi driven by William Fuhrer, 70, of Byron, CA.

Both lanes of travel were blocked for approximately 2 hours. There were no injuries and both drivers were wearing seatbelts.

Roads were dry and clear and alcohol is believed to be a factor. The crash is being investigated by Trooper McConnell.

INCIDENT NARRATIVE: Slickpoo was driving eastbound when he lost control of the vehicle for unknown reasons. He crossed over into the westbound lanes where he hit and went over the Jersey barrier. FATAL CRASH

On March 5, 2012 the Idaho State Police investigated a one vehicle fatality crash. At approximately 8:35 AM, Greg Steely, 57 years of age from Blackfoot, Idaho was driving a 2001 GMC 2500 north on US 93 near Milepost 113. Steely was the driver and only occupant. He failed to negotiate a curve and drove off the roadway and crashed into the bank of a dry creek bed. Steely was not wearing a seatbelt and was pronounced dead at the scene. Next of kin has been notified. ISP was assisted by Custer County Sheriff's Office, Mackay Fire and EMS. The investigation is ongoing.

On Sunday, March 4, 2012, at 2:20 a.m., the Idaho State Police investigated a one-vehicle rollover on Interstate 84 at the 164 mile marker, near Jerome. Shannon Mitchell, 36, from Idaho Falls, was travelling east in a Ford F150 pickup. He drifted off the left side of the road into the median, tried to get back on the road, and overcorrected. The truck rolled once, landing upright in the median. His passenger, Dawn Mitchell, 36, of Salt Lake City, UT, was ejected from the vehicle, landing in the roadway. Neither subjects were wearing a seat belt. Both subjects were transported by ground ambulance to St Luke's Magic Valley Regional Medical Center in Twin Falls with unknown injuries. Roads were dry and clear and alcohol was not believed to be a factor. The crash is being investigated by Trooper M. Faller, with assistance from Troopers Clausing and Pohanka.

On March 3, 2012, at 07:22 am, the Idaho State Police investigated a non-injury, one-vehicle rollover crash on State Highway 46 near Buhl. Jake Burrell, age 21, of Wendell, was traveling north on State Highway 46, going down the Clear Lakes grade, when he failed to negotiate a right hand curve near milepost 89. Burrell's vehicle crossed the center line, over-corrected, went off the roadway, struck the guardrail, and rolled into a ravine. The vehicle came to rest on its roof against some trees.

Alcohol and speed are believed to have been factors in the crash. The investigation is ongoing.

The crash is believed to have occurred around midnight on the evening of March 2 to March 3, 2012. Information is being sought regarding individuals who gave the driver, Jake Burrell, a ride from near the crash site into Wendell. The Idaho State Police is requesting these individuals call the Idaho State Police District 4 office at 208-324-6000 ext.6013.

On March 1, 2012 at approximately 10:11 a.m., the Idaho State Police investigated a two vehicle crash on SH33 at milepost 67, west of Rexburg. A 2008 Chevrolet Silverado, driven by Maria A Rodriguez, 26 of Rigby, was headed northbound on SH33. An Idaho Transportation Department snowplow, driven by Clark Moon, age 51 of St. Anthony, was also traveling northbound on SH33. Anthony said he was traveling about 30 to 35 miles per hour plowing snow out of the right lane with all lights active on the plow. Rodriguez was traveling too fast for conditions and said she could not see in the flurry of snow and did not brake before striking the rear of the ITD snowplow.

The impact caused severe front end damage to the Silverado and minor damage to the ITD snowplow. Rodriguez and her two passengers, Dominic Guzman, age 2, and Jasmine Rodriguez, age 14, both of Terreton, were transported by ground ambulance to Madison Memorial Hospital where they were treated and released. Moon was also transported by ground ambulance to Madison Memorial Hospital where he was treated and released. All drivers and occupants were wearing seatbelts and Dominic was in an approved child safety seat.

SH33 was partially blocked for approximately one and a half hours while officers investigated the crash. The crash is being investigated by Tpr. Hiebert, who was assisted at the scene by the Idaho Transportation Department, Idaho Port of Entry and Jefferson County Sheriff's Office. Rodriguez was cited for following too close.
