MERIDIAN - Idaho State Police Troopers will soon be adorning badges with a vintage look to mark its 75th year. The commemorative badge was specially designed to resemble the one worn by the earliest officers of the Bureau of Constabulary, the predecessor to the Idaho State Police. The badge is a five point star in a circle with the words "Idaho State Police - 75th Anniversary" and list the years "1939-2014" engraved in black. Each Trooper has his or her car number in the center of the star. The majority of the badges are silver and command staff will wear a gold badge. The badges will be worn during the entire year of 2014.

Although the beginnings of ISP's responsibilities in protecting the public began in 1919 under the Bureau of Constabulary, ISP celebrates its anniversary based upon the Legislature's passage of the Idaho State Police Act. This Act was signed into law on February 20, 1939 by Governor C.A. Bottolfsen, thus making the upcoming new year the 75th Anniversary of the Idaho State Police.

"To wear the badge of the Idaho State Police is an honor for every Trooper who has ever had a badge pinned on their uniform," said Colonel Ralph Powell, Director of the Idaho State Police. "The historic badge is a special reminder of the long line of the brave men and women that have protected this great state since the times of unrest when the agency was formed until today. We are especially mindful of the five Troopers that made the ultimate sacrifice serving our citizens."

The celebration of the 75th Anniversary of the Idaho State Police will continue with involvement in community events being planned throughout the 2014 calendar year throughout Idaho.

Although the commemorative badges are not for sale to the public, the Idaho State Police Association has commissioned several 75th Anniversary items that are available on their website. Those items include the book Without Compromise, a historical perspective published in honor of ISP's 75th anniversary. Proceeds benefit the Idaho State Police Association, a non-profit organization comprised of current and retired ISP employees. The website address is www.ispaonline.org.

Law Enforcement Will Unite as "One Team" Against Impaired Driving this Holiday Season

For Immediate Release: 12/19/13 at 4:00 p.m.

MERIDIAN - Law enforcement officers from across Idaho are teaming up to stop impaired driving this holiday season. Police departments, sheriff's offices and the Idaho State Police are joining together as "One Team for Borderless Enforcement" of impaired driving laws. Enhanced DUI patrols will be on the roads in every city and county now through the first weekend of January looking for those who have had too much to drink, or are otherwise impaired.

"Whether you are under the influence of alcohol or drugs, prescription or illicit, or whatever the case may be, the message is the same, don't get behind the wheel," said Sgt. Sam Ketchum, Idaho State Police. "The holidays are a time to bring family and friends together and, unfortunately, we see all too often families brought together by the tragedy of drunk driving."

In 2012, there were more than 1,450 impaired driving crashes in the state of Idaho. As a result of these crashes there were 73 people killed and 241 people who sustained serious injury. Nearly 11% of all fatal and injury crashes involved an impaired driver, an impaired pedestrian, or an impaired bicyclist. Just fewer than 40% of all fatalities were the result of an impaired driving crash. Additionally, only 19% of those killed in impaired driving crashes while in a passenger vehicle were wearing a seatbelt.

A grant from the Idaho Department of Transportation's Office of Highway Safety allows for enhanced DUI patrols statewide between December 20 and January 3 with payment for overtime for officers involved in the patrols.

Law enforcement in southwest Idaho are dedicating the enhanced holiday patrols on Friday in the memory of Victoria Shafner of Nampa, who was killed at the age of 19 in a vehicle crash when her friend was driving impaired in March, 2007. Her mother Karen Shafner and representatives from Mothers Against Drunk Driving (MADD) will speak to officers on Friday evening at ISP's District 3 Office before the patrols begin at 8:00 p.m.

Law enforcement agencies in southwest Idaho participating in the mobilization are Boise, Caldwell, Cascade, Emmett, Garden City, Meridian, Mountain Home and Nampa Police Departments, Ada, Canyon, and Elmore County Sheriff's Offices and the Idaho State Police.

In eastern Idaho, the Idaho State Police is joining forces with the Bingham, Bonneville, Fremont, Jefferson, Power and Oneida Sheriff's Offices and the Idaho Falls Police Department.

You can easily avoid a becoming a DUI statistic but you must PLAN AHEAD.

- PLAN not drink and drive before you start drinking. Alcohol impairs a person's ability to determine if they should drive. You can't count on making the right decision after you've consumed alcohol.
- Designate a sober driver and give that person your keys.
- Plan to call a taxi, a sober friend or family member to get you home safely.
- Offer non-alcoholic beverages when entertaining.
- Promptly report drunk drivers to 9-1-1 or *ISP (*477) on your mobile phone.
- Wear your seat belt. This is the best defense against an impaired driver.
- Friends don't let friends drive drunk or impaired. If you know someone who is about to drive while impaired, take their car keys and make other safe travel arrangements to get them home, or offer a spare bedroom or sofa to "sleep it off".

Traffic Stop by ISP Trooper Leads to Dismantling of Marijuana Distribution Network in Oregon and Texas

An investigation involving officers from the Lincoln Interagency Narcotics Team (LINT), Oregon State Police (OSP) HIDTA (High Intensity Drug Trafficking Area) team, and Idaho State Police led to the arrest earlier this month of two people in Siletz, Oregon. The investigation stemmed from a traffic stop by Idaho State Police and linked the two listed suspects to a marijuana distribution network originating in Oregon with large quantities destined for Texas. The ongoing investigation has reached a point that information is being released.

On December 2, 2013, LINT detectives and OSP HIDTA team members became involved in the investigation after two male subjects were stopped by Idaho State Police just over the Oregon border and found to be in possession of over 30 pounds of marijuana. An interagency investigation led to a search warrant being served at 485 Fred Taylor Road in Siletz, Oregon, where the marijuana originated from.

Detectives and officers from OSP and Lincoln County Sheriff's Office seized approximately 46 ounces of marijuana, two firearms, a Honey (hash) Oil lab, and other evidence related to the distribution of marijuana. Detectives learned that large quantities of marijuana were collected from several medical marijuana locations in Lincoln and Lane counties for shipment both by courier and through UPS and FedEx. At the time of serving the search warrant, a 7-year old boy was in the residence along with three adults.

The following two adults were arrested at the Siletz-area residence:

JONATHAN CHARLES OWENS, age 27
* Unlawful Manufacturer, Delivery and Possession of a Controlled Substance - Marijuana
* Felon in Possession of a Firearm
* Child Neglect in the First Degree

JUSTINA FAY REDFEARN, age 25
* Unlawful Delivery and Possession of a Controlled Substance - Marijuana
* Child Neglect in the First Degree

On December 3, a FedEx package addressed to the Siletz-area residence was intercepted. After obtaining a search warrant, the package was inspected by detectives and found to contain a large amount of currency that was seized as part of the investigation.

The investigation is continuing and other arrests are anticipated. No other information is being released at this time.

LINT is comprised of members from the Lincoln County Sheriff's Office, Lincoln City Police Department, Newport Police Department, Oregon State Police, and Lincoln County District Attorney's Office.

For Immediate Release: 12/16/13 at 2:48 p.m.

MERIDIAN - The Idaho State Police Bureau of Criminal Identification has added a new email subscription service that will allow notification to the public if a sex offender listed on the Idaho Sex Offender Registry changes residences.

Members of the public wishing to be notified when any registrant moves inside of or out of a given radius surrounding a particular address in the state of Idaho, can simply register to be notified on the Idaho Sex Offender Registry website. The site will ask for the address of interest, the email address where the notifications are to be sent and the radius between 1, 3 or 5 miles from the street address desired for the notification. The link to subscribe to the service is located on the Idaho State Police website at http://isp.idaho.gov/sor_id/jsp/track_address.jsp.

Additionally, if a person is interested in being notified when a particular registrant moves, there is a link provided under the picture on each registrant's page that says, "Track Registrant". When the user clicks on the link the user will be asked to provide the email address where notifications should be sent.

The enhancements are in addition to the multiple search capabilities that the site already provides. Registrants can be searched by name, city, county or zip code. The mapping search allows for an address to be provided and all the registrants within a 1, 3 or 5 mile radius of the address will be shown as balloons on the map. When the curser is moved over the balloon, the registrants' information is shown.

The Bureau of Criminal Identification has been responsible for Idaho's sex offender registration since it began operation on July 1, 1993. The Idaho Legislature expanded the public's right to access the information on the registry in 1998 with the passage of the "Sexual Offenders Registration Notification and Community Right-to-Know Act."

The upgrade to the system for email notifications was made possible with funding from federal grants.

Users of the information in the Idaho Sex Offender Registry are reminded the information is provided only for the purpose of protecting the public. It is not to be used for the purpose of harassing or intimidating anyone. A person who uses registry information to commit a criminal act against another person is subject to arrest and prosecution under sections 18-8326 or 18-8413, Idaho Code.

Osburn Pharmacist Sentenced - Ordered to Pay $75,594 in Restitution for Misappropriating Controlled Substances

COEUR D’ALENE — Steven R. Milot, 66, of Kellogg, Idaho, was sentenced to three years’ probation for wire fraud, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Milot to pay $75,594 in restitution and perform 100 hours of community service.

Milot was employed as a pharmacist at Osburn Drug in Kellogg for many years. In 2012, video surveillance recorded Milot misappropriating controlled substances. Idaho State Police executed a search warrant at Milot’s residence and found large quantities of various controlled substances that were not prescribed to him.

Milot pleaded guilty to the charge on August 20, 2013. In court, Milot admitted misappropriating controlled substances from Osburn Drug for three to four years and maintained that he personally used all of the controlled substances he took. A pill audit revealed that 1,817 Oxycodone IR five milligram tablets, 6,098 OxyContin forty milligram tablets, 580 sixty milligram OxyContin tablets, and 2,356 OxyContin eighty milligram tablets were missing, among others. Milot ordered the controlled substances via wire transmissions to avoid detection. Milot’s criminal activities caused restitution due and owing of $75,594 to Osburn Drug.

The case was investigated by the Idaho State Police, the Tactical Diversion Group of the Drug Enforcement Administration, and the Shoshone County Sheriff’s Office, with assistance from the Shoshone County Prosecutor’s Office.
