Idaho State Police responded to a multiple vehicle, injury crash, near mile post 313.3 northbound on US 95 in Nez Perce County at about 0646 hours.

A Subaru Crosstrek, driven by a 47 year old female was northbound on US 95 entering an area of dense fog. The Crosstrek impacted the rear of a loaded flat bad commercial vehicle driven by a 54 year old male. The Crosstrek, now stopped in the lane of travel was impacted again from the rear by a gold Toyota sedan driven by a 39 year old male. The Toyota, was then impacted from the rear by a black Subaru Outback driven by a 42 year female who had a 9 year old male juvenile passenger. Both vehicles are now stopped in the lanes of travel when the gold Chevy Cruz driven by a 59 year old female came upon the crash after passing a white Dodge vending truck. The Chevy driver came to an abrupt stop due the crash and was impacted from the rear by the Dodge vending truck which was driven by a 32 year old male driver.

The evidence from the scene concluded the Crosstrek rear ended the Volvo Tractor and trailer which set off a chain reaction. The crash appears to be a result of low visibility due to the onset of fog as drivers were starting to ascend the Lewiston grade. Based on the weather conditions at the time no drivers were cited for the crash, however, all drivers were driving too fast for conditions to react properly and avoid the collision.

Northbound traffic was shut down for approximately 2 hours due to the size of the crash and number of vehicles involved. The female driver of the Subaru Crosstrek was transported by ambulance to a local hospital where she was treated for minor injuries. All other parties were examined at the scene and were not transported. All drivers involved in the crash were wearing seatbelts at the time of the crash.

Activity on the Capitol Mall - Update
-----------------------------------------------------------

This morning, several Idaho State Police Troopers were on-site where tents have been set up on the grounds of the Capitol Mall. Troopers were joined this morning by volunteers from Boise's Interfaith Sanctuary and a hazardous materials clean-up crew contracted by the Idaho Department of Administration. Beginning this morning, the grounds are temporarily closed to allow for regular grounds maintenance.

Signs have been posted on the Capitol Mall by the Department of Administration regarding upcoming annual grounds maintenance. ISP Troopers have also continued regular visits to the site, including a visit Sunday, to inform anyone on the grounds that seasonal maintenance is set to begin and to provide information on services available for those in need of housing assistance.

When Troopers arrived this morning, no one was on-site manning the tents or claiming ownership of any of the several tents still standing. Volunteers from Interfaith Sanctuary had already begun taking possession of several tents they deemed salvagable. The volunteers indicated to Troopers they will return the items they took possession of this morning to any individual wishing to claim ownership.

Garbage left at the site was collected by the hazardous materials workers. A member of the hazardous materials team also searched the grounds with a metal detector looking for any hazardous items that had been left.

Troopers want to thank the volunteers from Interfaith Sanctuary and the clean-up workers for their assistance.

Background:

The site where tents have been erected on W. Jefferson Street between N. 5th and N. 6th Streets in Boise is state property and subject to Idaho State Code 67-1613. The state is also operating under State Rules for Capitol Mall use under the Idaho Administrative Procedures Act (IDAPA, as managed by the Idaho Department of Administration), and the federal court order Watters v. Otter, 955 F.Supp.2d 1178 (2013). The court order allows symbolic tents but prohibits camping and indicia of camping.

Troopers have regularly visited the site since mid-January to educate those on-site as to allowable and prohibited uses of state property and to provide information on available housing services. Troopers have also provided enforcement when necessary.

Enforcement Action Taken:

Since January 17, Idaho State Police Troopers have issued 71 citations or written warnings for violation of Idaho State Code 67-1613. 14 people have been arrested for various offenses including outstanding warrants and drug possession. One person was cited for misdemeanor battery.

It remains the intention of Idaho State Police Troopers to continue to direct anyone in need of health or social services to the appropriate service providers and to continue to educate and take enforcement action as necessary to keep the government-owned property maintained and safe.

Keep that Irish Luck: Drive Sober.
North Idaho DUI Task Force St. Patrick's Day Patrols
---------------------------------------------------------------------

The Idaho State Police will partner with multiple agencies in North Idaho this St. Patrick's Day to combat impaired drivers.

"We're being proactive with education and will definitely be aggressive in our enforcement with the goal of protecting people from the danger posed by impaired drivers," said Trooper Daniel Taylor of Idaho State Police District 1 in Coeur d'Alene.

"Don't be the reason we have to go to someone's home with the tragic news that their loved one was killed because of one bad decision. We know alcohol is a part of a lot of St. Patrick's Day celebrations. Just plan ahead, use good judgment, and never get behind the wheel if you are impaired."

The North Idaho DUI Task Force includes Officers, Deputies, and Troopers with the Idaho State Police, Coeur d'Alene Police, Rathdrum Police, Spirit Lake Police, Post Falls Police, Hayden Lake Police, and the Kootenai County Sheriff's Office.

"We live where access to alternative transportation is readily available to ensure folks get home safely after celebrating with friends and family. Just take a few minutes to plan ahead to have a designated driver, to use rideshares like UBER or LYFT, or call a friend, family member or a local taxi service. It's the safe, smart thing to do." Said Trooper Taylor.

National statistics show St. Patrick's Day is one of the deadliest times on our nation's roads.

- During the 2015-2019 St. Patrick's Day period (6 p.m. March 16 to 5:59 a.m. March 18), 280 lives were lost in drunk-driving crashes.
- On average, a DUI arrest can cost $10,000 in attorney's fees, fines, court costs, lost time at work, and higher insurance rates.

North Idaho DUI Task Force patrols will be on the streets beginning St. Patrick's Day, Thursday, May 17 through the following weekend.

Do you think you are behind an impaired driver? Don't hesitate to let us know. Dial 911 or *ISP (*477).

Troopers have visited the property numerous times since late January and continually educate those on-site as to allowable and prohibited uses of state property.

Troopers will continue to respond to calls for service to the area, remove any unclaimed prohibited items, and check on the welfare of those on-site. It remains the intent of Troopers to continue to educate those on-site, take enforcement action as necessary, and to continue to operate under state laws, rules, and orders from the federal court.

With only a predicted few more weeks left of winter, thanks to the groundhog, better weather is right around the corner! We all know better weather means more drivers on the roads. This coming Monday, March 7, 2022, Idaho State Police (ISP), Nez Perce County Sheriff's Office (NPCSO), and Idaho Transportation Department (ITD) are working to increase education when it comes to the Move Over Law, Idaho code 49-624. You will see crews working on the Lewiston Hill and on US 95 mileposts 305-310.

The code states, any driver, upon the approach of a stationary vehicle displaying flashing lights on a four-lane highway, must immediately reduce the speed of their vehicle below the posted speed limit and must change lanes if it is reasonable and safe to do so. If the vehicle is on a two-lane highway, the driver must immediately reduce the speed of their vehicle below the posted speed limit and continue, at that speed, past the stationary vehicle. Stationary vehicles displaying flashing lights include authorized emergency vehicles, tow trucks, and ITD vehicles.

The participating agencies will be contacting as many members of the public as possible to continue education on this important law. Lets work together to keep ourselves, our emergency vehicles, tow truck drivers, ITD workers, and other members of the public safe this year.

You can follow our efforts on the ISP and ITD Twitter accounts: @ISPCentralIdaho and @IdahoITD. See you all out on the highway and remember to #DriveWellIdaho!

Troopers arrest man in a stolen pickup who fled to the roof of a pizza shop
-------------------------------------------------------------------------------------

Troopers with the Idaho State Police arrested a man on the roof of a Caldwell pizza restaurant this morning after he crashed the stolen pickup he was driving. ISP dispatchers and Troopers were able to contact the owner of the pickup who says the personal items inside the truck and the truck itself are very meaningful to the family and they are happy the truck was located and will be returned.

What happened: Idaho State Police received word from Oregon State Police that a man driving a stolen pickup was entering Idaho on eastbound Interstate 84. The pickup was reported stolen earlier this morning from North Powder in Union County, Oregon.

An ISP Trooper on patrol in Canyon County spotted the pickup at approximately 10:18 a.m. The Trooper attempted a traffic stop but the driver continued on. Another Trooper deployed spike strips that disabled the vehicle just west of Caldwell. At South 10th Avenue in Caldwell, the pickup went down an embankment and crashed into a fence. The man driving ran from the crash scene and toward a nearby pizza restaurant where he was able to climb onto the roof. With the assistance of a ladder truck from the Caldwell Fire Department, Officers with the Caldwell Police Department and ISP Troopers also accessed the building's roof and took the man into custody. Troopers booked him into the Canyon County Jail.

Troopers arrest man after spotting him in a stolen vehicle
-------------------------------------------------------------------------

The Idaho State Police have arrested a man on multiple charges after a Trooper spotted him at a rest stop in a stolen vehicle. The man tried to run, rammed multiple patrol cars, and was taken into custody following an off-road vehicle and foot pursuit.

Idaho State Police received word early this morning to watch for a white Ford pickup pulling a trailer with a Bobcat skid-steer loader recently reported stolen out of Twin Falls.

At approximately 8:15 a.m., a Trooper on patrol located a vehicle matching the description at a rest stop on westbound Interstate 84 west of Bliss. As the Trooper attempted to stop the vehicle, the driver rammed the patrol car, drove through a fence and into the desert near Power Plant Road. The pickup soon became disabled and the suspect ran on foot, circled back, and drove off in the skid-steer. The suspect rammed a Gooding County patrol vehicle before the skid-steer also became disabled in a ditch. The suspect remained non-compliant. Gooding County Sheriff's deputies deployed bean bag rounds and Troopers deployed a Taser before finally taking the suspect into custody.

During the incident, there was evidence the suspect may have ingested a controlled substance. He was transported by ground ambulance to a medical center in Gooding where he was treated and released. Upon release this afternoon, Troopers booked the subject into the Gooding County Jail on the following:

Arrested: Lonnie S. Schaefer, 33, Sacramento, CA

Charged: Possession of stolen property (F)
Aggravated Battery (F)
Driving without privileges (m)
Possession of drug paraphernalia (m)
Eluding officers (m)
Resisting and obstructing officers (m)
