INCIDENT NARRATIVE: Spicer was travelling eastbound on I90 at milepost 18.6 when he failed to negotiate a right curve. Spicer lost control and collided with the concrete median divider. He then overturned and came to a rest on top of the center median divider. Barriers were knocked into the westbound lanes of travel. The roadway was partially blocked for 2 hours.
