On November 9, 2015, at approximately 7:33 a.m., Idaho State Police investigated a single-vehicle crash eastbound Interstate 84 at milepost 64, near Blacks Creek Road. Amanda Hernandez, age 28, of Jerome, was driving eastbound in a 2001 Ford Focus. Hernandez lost control of her vehicle and went off the road into the median. When Idaho State Police arrived at the scene of the crash, the actions of Hernandez's passenger, Ricardo Garcia Ruiz, age 23, of Twin Falls, began to concern the trooper. The trooper then searched Garcia Ruiz and removed methamphetamine and a pocket knife from Garcia Ruiz. Garcia Ruiz then fled on foot from the trooper and attempted to steal a vehicle from someone who was a witness to the crash. When Garcia Ruiz was unsuccessful at stealing the vehicle, he fled on foot away from troopers. After nearly 2 hours of chasing the suspect, Idaho State Police took Garcia Ruiz into custody with assistance from Boise Police Department, Ada County Sheriff's Office, and Idaho Fish and Game.

Hernandez and Garcia Ruiz were both transported to St. Luke's Downtown for minor injuries. Both parties were then incarcerated in the Ada County Jail. The incident is under investigation by Idaho State Police.
