INCIDENT NARRATIVE: Miller was preparing to enter the mill in Moyie Springs,Idaho by driving across the railroad crossing. Miller stopped at the stop sign, then proceeded across the tracks and failed to see the oncoming train. The train struck the cab of Miller's truck and pushed the truck and trailers off the roadway. The truck and trailers stayed upright on their wheels.
