On January 31st, 2018 at 3:43 pm the Idaho State Police investigated an injury crash westbound on SH8 at milepost 30 near Deary, Idaho. Greta Clark, 58, of Elk River, ID, was travelling westbound on SH8 in a 2007 Mazda CX9 and failed to negotiate a slight right curve. Clark drifted off the roadway at the northbound shoulder and lost control of her vehicle, rolling the car. Clark was not wearing a seatbelt. Alcohol is a possible factor. Investigation is continuing.

Final Update:

At 8:15 a.m. this morning, January 31, 2018, the Idaho State Police investigated a crash eastbound on I84 at milepost 46, Eagle Rd. Carol Bradley, age 55 of Meridian, was eastbound in an Acura TL when traffic in front of her stopped abruptly. Bradley failed to stop in time, and a chain-reaction crash resulted. The other vehicles and drivers involved were:

Jacob Monasterio, age 27, of Twin Falls, in a Chevrolet Silverado,
Deanne Burford, age 54 of Middleton, in a GMC Sierra, and
Jacquelle Stewart, age 53 of Meridian, in a BMW 328i.

Bradley and her passenger, Patrick Bradley, age 43, of Boise, were transported by ground ambulance to St. Alphonsus in Boise. Patrick was not wearing his seatbelt.

WHO: The "Officer on the Train" program is sponsored by Boise Valley Railroad, Union Pacific Railroad, Idaho State Police, Idaho Operation Lifesaver, as well as, city and county agencies in those areas. The briefing will include: Travis Campbell state coordinator for Idaho Operation Lifesaver and officers from the agencies involved.

WHY: 2017 Idaho had 15 incidents and 4 resulted in fatal injuries. An incident happens about every three hours between a train and a motorist/pedestrian. We would like to change motorists' behavior and ultimately save lives.

Today, Jan. 30, 2018 at approximately 1:00 a.m., a Shoshone Police Department officer made a routine traffic stop for an infraction within city limits. While the officer was performing a check on the driver after the stop was made, the suspect drove away. The officer pursued the suspect, identified as Jesus J. Malagon, 30, of Hollister, Idaho. The pursuit ended when Malagon crashed his vehicle near the intersection of 450 West and 580 North in Lincoln County. Malagon then exited his vehicle and fired shots at the officer, who returned fire. Malagon was hit by at least one round and incapacitated, which ended the incident; the officer was neither hit by gunfire nor otherwise injured. Malagon was transported by air ambulance to St. Alphonsus Medical Center in Boise.

The officer involved is now on administrative leave, per Shoshone P.D. policy. The Critical Incident Task Force investigating this incident is being led by Idaho State Police.

On January 30, 2018 at approximately 4:35 a.m. a non-injury crash occurred on US95 at milepost 309.4 near Hatwai Bypass in Lewiston, Idaho. A white 2017 Mack truck driven by James H. Weaver, 66, of Lewiston, Idaho was traveling northbound when he struck two horses that were in the right lane of travel. One Horse was killed on impact and the second horse was injured, but was able to walk away from the scene. The roadway was blocked for approximately 90 minutes. Weaver was wearing his seatbelt and was not injured.

On Monday, January 29, 2018, at 9:00 a.m., the Idaho State Police investigated a single-vehicle, rollover crash on I-84 near exit 57, the Gowen Road exit.

Magen Merkle, 41, of Meridian, was driving westbound in a 2011 Ford transit van. The van drifted off the shoulder where she overcorrected and the van overturned.

Merkle was wearing a seatbelt and transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. The exit ramp was blocked for approximately 30 minutes while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

On January 26, 2018, at approximately 10:27 am, the Idaho State Police investigated a three vehicle crash on SH19 at milepost 11, near Wilder.

Cristian Rojas, 25, of Nampa, was driving westbound in a 2002 Saturn. Rojas crossed center line striking Joe Ramos, 86, of Adrian, Oregon, who was driving a 2013 Nissan Sentra traveling eastbound. Rojas then struck Keifer Cooper, 18, of Homedale, who was driving a 2005 Volkswagen Jetta traveling eastbound.

Ramos, his passenger, Sunday Ramos, 80, of Adrian, and Rojas were transported by ground ambulance to West Valley Medical Center in Caldwell.
The Ramos', and Cooper were wearing their seatbelts. It is unknown if Rojas was wearing his seatbelt.

Lanes of travel were blocked for approximately one and a half hours.

This release contains the names of one deceased victim and the suspect.

Deceased victim: Matthew A. Parkinson, 22, of Kuna, Idaho.
Deceased victim: Female juvenile; name withheld.
Autopsies were performed today at the Ada County Coroner's Office, with the Payette County coroner in attendance.

Suspect: Jason L. Verwer, 37, most recently residing in Fruitland, Idaho. Suspect is in custody and being held for a mental health evaluation at an undisclosed location.

The incident remains under investigation by Idaho State Police.

On January 24th, 2018, the Idaho State Police investigated an injury crash on east US 12 near milepost 63.4 in Lewis County, Idaho. William Mahorney, 87, of Kamiah, Idaho was traveling east on US 12 in his 2015 Ford Escape. Mahorney attempted to avoid rocks in the roadway and drove off the right shoulder into the ditch. Mahorney's vehicle drove through the ditch, rolled onto its top, and came to rest on the eastbound shoulder of the roadway. The roadway was completely blocked for approximately 25 minutes to allow medical personnel to safely extricate Mahorney. Mahorney was then transported to Clearwater Valley Hospital in Orofino, Idaho. The eastbound lane was then blocked for approximately 45 minutes to remove the Ford from the scene. Mahorney was wearing a seatbelt at the time of the crash.

On Tuesday, January 23, 2018, at approximately 2:04 p.m., Idaho State Police investigated a single-vehicle, injury crash on Aviation Way near Linden Street in Caldwell.

Paul Schoffstall, 50, of Boise, was westbound in the left lane on I-84 near milepost 29.5 in a 2005 Ford Focus. The Ford went off the left shoulder and back onto the road, then crossed over both lanes. The Ford went off the right shoulder, where it rolled, coming to rest on Aviation Way near Linden Street.

Schoffstall was transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance. He was wearing a seatbelt. The interstate was blocked for approximately twenty minutes, and Aviation Way was blocked for approximately two hours and twenty minutes.

The crash is under investigation by Idaho State Police.

On January 24, 2018 the Idaho State Police investigated a two vehicle fatality crash SB US95 milepost 424.8, near Mica Grade. Michael D. Pitts, 58 year old male of Coeur d'Alene, Idaho, was driving northbound in a blue 1989 Toyota pickup. Floyd K. Morris, 52 year old male of Post Falls, Idaho, was southbound in the right lane in a Grey 2016 Ford F350 pickup when Mr. Pitts failed to negotiate a left hand curve, crossed left of center and struck Mr. Morris's vehicle head on. Mr. Morris continued southbound going off the right shoulder and down an embankment. The vehicle rolled coming to rest on its top. Mr. Pitts' vehicle rolled onto its top, coming to rest on the passenger side on the shoulder of the roadway. Mr. Pitts was pronounced deceased at the scene of the crash. He was wearing his seatbelt at the time of the crash. Mr. Morris and his passenger, Matthew T. Little, 40 year old male of Harrison, were treated and released on scene. Next of kin has been notified.

Idaho State Police arrest three people in two days for marijuana trafficking in Cassia County

Today, Jan. 24, Idaho State Police arrested two people in Cassia County on drug trafficking charges. Scott D. Hofer, 60, and Mary L. Lindbeck, 55, both of St. Paul, Minnesota, were traveling eastbound on I-86 in a 2009 Chevrolet Tahoe when ISP pulled them over for a traffic infraction. A Cassia County Sheriff's Office K-9 team was called to the scene and the dog alerted on the vehicle. Upon further investigation, the vehicle was found to contain approximately 120 pounds of marijuana. ISP also seized the vehicle and approximately $2,000 in cash and charged Hofer as a felon in possession of a firearm. The pair have been booked into the Cassia County Jail.

Yesterday, Jan. 23, Idaho State Police arrested Scott A. Halverson, 53, of Greenwood, California on drug trafficking charges. Halverson was traveling eastbound on I-86 in Cassia County in a 2008 Ford Explorer when ISP pulled him over for a traffic infraction. Upon further investigation, the vehicle was found to contain approximately 10 pounds of marijuana. ISP also seized the vehicle and approximately $1,100 in cash. Halverson was booked into the Cassia County Jail.

Throughout the state, Idaho State Police marijuana seizures have increased steadily over the past 4 years.
In 2014, ISP seized a total of 319 pounds.
In 2015, ISP seized a total of 458 pounds.
In 2016, ISP seized a total of 507 pounds.

On January 23rd, 2018 at 12:32 pm the Idaho State Police investigated an injury crash northbound on US95 at milepost 286 near Craigmont, Idaho. Hallea J Koun-Mcalister, 18, of Kamiah, ID, was travelling north on US95 in a 2005 Saturn Ion when she lost control of the vehicle and left the roadway. The vehicle rolled and came to a stop upside down in the Lapwaii Creek. Both Koun-Mcalister and her passenger, Bobbie M Sanford, 36, of Kamiah, ID, were wearing seatbelts. Koun-Mcalister and Sanford were transported to St Joseph Medical Center in Lewiston. The road was blocked for forty-five minutes while the vehicle was recovered. The investigation is continuing.

On Tuesday, January 23, 2018, at approximately 2:04 p.m., Idaho State Police investigated a single-vehicle, injury crash on Aviation Way near Linden Street in Caldwell.

Paul Schoffstall, 50, of Boise, was westbound in the left lane on I-84 near milepost 29.5 in a 2005 Ford Focus. The Ford went off the left shoulder and back onto the road, then crossed over both lanes. The Ford went off the right shoulder, where it rolled, coming to rest on Aviation Way near Linden Street.

Schoffstall was transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance. He was wearing a seatbelt. The interstate was blocked for approximately twenty minutes, and Aviation Way was blocked for approximately two hours and twenty minutes.

The crash is under investigation by Idaho State Police.

On 01/23/2018, at approximately 12:56 PM, the Idaho State Police investigated a crash on East Center St., at the northbound I15 interchange in Pocatello.

The Idaho State Police investigated at the request of the Pocatello Police Department who had responded to a stalled vehicle at approximately 12:00 PM. A Dodge Charger, operated by Kay Holmes, 81, of Pocatello, was stalled in the lane of travel on East Center St. Stan's Towing arrived to remove the stalled Charger. The wrecker was being operated by Jonathan Jensen, 26, of Chubbuck. As Jensen exited the tow truck, it rolled back into the Charger. At the time of impact Holmes and a Pocatello Police Officer were standing by the driver side door of the Charger with the door open. The impact caused the Charger to strike both Holmes and the Pocatello Police Officer.

Holmes was transported by Ambulance to Portneuf Hospital, in Pocatello.

As required by Idaho Code, Idaho State Police Forensic Services provided the annual Idaho Sexual Assault Kit report to the Idaho Legislature on Friday, January 19, 2018. This report contains statistics related to collection, laboratory processing, and law enforcement storage of sexual assault kits in Idaho in calendar year 2017. Some key points:
- A major cultural and systematic change related to sexual assault kit tracking was realized in Idaho in 2017. In January 2017, Idaho became the first state to fully implement a statewide sexual assault kit tracking system. "This tracking system provides more public accountability and transparency, allows victims to see the state taking this issue seriously, provides better direction and tools to law enforcement, provides more resources to the state forensic laboratory and ultimately provides a better criminal justice system," said Matthew Gamette, Idaho State Police Forensic Services Laboratory System Director. This Idaho Kit Tracking System (IKTS) software used by medical facilities, law enforcement, the forensic laboratory, and prosecutors has become nationally renowned and acclaimed.
- Throughout the state, there were 456 sexual assault kits collected by medical providers, 509 kits submitted to the Idaho State Police Forensic Services lab for testing (due to new and previously un-submitted kits being submitted) and 316 kits were completed by the forensic lab. While great progress was made in 2017 testing previously unsubmitted kits identified in the statewide audit, all sexual assault kits meeting the state statutory requirements will be submitted to either ISPFS or the FBI lab by the end of 2018, according to Gamette. "All indications are that the destruction of sexual assault kits in Idaho has stopped and the new state law is being followed," he said.
- The report also commends the work of the Idaho Sexual Assault Kit Initiative (ISAKI) working group. ISAKI is a highly productive group of subject matter experts (to include a prosecutor, a judge, medical personnel and others) working together to solve sexual assault kit issues in Idaho. The report concludes that more training and resources are needed for law enforcement and nurses, including a state-wide sexual assault response trainer/coordinator. Gamette said that while new scientists and process improvements are helping, more scientists are needed at the state lab to deal with the astronomical increases in biology/DNA case submissions. The state lab had a 107% increase in DNA submissions in 2017.

On January 17, 2018, at approximately 7:19 am, the Idaho State Police investigated a three vehicle crash on I84 at milepost 40 in the eastbound lanes.

Brandon Brown, 23, of Nampa, was driving a 2005 Chevrolet Suburban eastbound when he lost control of his vehicle while making a lane change. Brown's vehicle struck a 2014 Nissan Altima driven by Glenda Furbay, 61, of Caldwell, and a 2011 GMC Sierra pickup driven by Ronald Kinney, 57, of Nampa. After striking the other vehicles, Brown's vehicle crossed all lanes of traffic, hit the barrier on the right shoulder, went over the barrier and stopped.

Brown and Furbay were transported by ground ambulance to St. Alphonsus in Nampa.

Brown was not wearing a seatbelt. Furbay and Kinney were wearing seatbelts.

The interstate was partially blocked for approximately 1.5 hours.

Iva J. Henderson, 60 of Pinehurst, was driving southbound on US95 in a 1994 Ford Explorer. Henderson drove across the northbound lanes and off a raised area of the highway. The Explorer continued onto the Frontage Road and crashed into the corner of the Little Salmon Bible Church in Pinehurst.

On January 11, 2018, at approximately 10:22 a.m., the Idaho State Police investigated a two-vehicle crash at the intersection of I-15 and I-86 in Pocatello.

James Scott, 26, of Chubbuck, was driving a 1998 Mercury Mystique northbound on I-15 and was taking the westbound I-86 on-ramp. Scott failed to negotiate a turn, drove off the road, and became airborne after striking the embankment. Eddy Chapman, 62, of Hagerman, was driving westbound I-86 from southbound I-15 in a 2011 Freightliner semi pulling two trailers hauling hay. Scott's vehicle struck Chapman's, then the semi overturned and came to rest on its' side.

Both drivers were transported to Portneuf Medical Center in Pocatello. Scott was not wearing his seatbelt. Chapman was wearing his seatbelt.

The westbound on-ramp for I-86 from southbound I-15 is still blocked at this time. Northbound traffic on I-15 can access westbound I-86.

**Update**

On January 11, 2018, at approximately 10:22 a.m., the Idaho State Police investigated a two-vehicle crash at the intersection of I-15 and I-86 in Pocatello.

James Scott, 26, of Chubbuck, was driving a 1998 Mercury Mystique northbound on I-15 and was taking the westbound I-86 on-ramp. Scott failed to negotiate a turn, drove off the road, and became airborne after striking the embankment. Eddy Chapman, 62, of Hagerman, was driving westbound I-86 from southbound I-15 in a 2011 Freightliner semi pulling two trailers hauling hay. Scott's vehicle struck Chapman's, then the semi overturned and came to rest on its' side.

Both drivers were transported to Portneuf Medical Center in Pocatello. Scott was not wearing his seatbelt. Chapman was wearing his seatbelt.

The westbound on-ramp for I-86 from southbound I-15 is still blocked at this time. Northbound traffic on I-15 can access westbound I-86.

On January 10, 2018, at approximately 2:31 P.M., Idaho State Police investigated a two-vehicle injury crash at the intersection of US26 and State Highway 43, near Beeches Corner.

Wanda Hughes, 76, of Idaho Falls, was driving northbound on SH43 in a 2015 Ford Explorer. Hughes swerved into the southbound lane and struck Lesa Rapp, 55, of Idaho Falls, who was driving southbound on SH33 in a 2013 Honda Accord.

Both Hughes and Rapp were wearing seatbelts.

The Idaho State Police was assisted by Bonneville County Sheriff's Office.

Both parties were transported to Eastern Idaho Regional Medical Center in Idaho Falls by ground ambulance.

US26 was blocked for approximately one hour.

This crash is under investigation by the Idaho State Police.

The Idaho State Police investigated a vehicle vs. pedestrian crash on southbound SH41/Stevens Street in Rathdrum, Idaho. Robert B. Bedard, 85, of Rathdrum was attempting to cross Highway 41 on foot westbound in the crosswalk, when he was struck by a black 1999 Subaru Forester driven by Joe L. Axtell, 71, of Rathdrum. Mr. Bedard was transported to Kootenai Health. Investigation is still ongoing.

On January 7, 2018, at approximately 6:30 p.m., the Idaho State Police investigated a six-vehicle crash eastbound Interstate 84 at milepost 13, the Black Canyon exit, in Payette County.

Jesus Vazquez Marines, 55, of Fort Worth, TX, was driving a 2003 Freightliner commercial vehicle pulling a single trailer. Vazquez Marines drove west down the eastbound off ramp at exit 13. Vazquez Marines then tried to turn around at the end of the eastbound off ramp and was blocking the eastbound lanes of Interstate 84 when he was struck by the following five vehicles driving eastbound on Interstate 84:

A 2017 Subaru station wagon driven by Benjamin Croom, 22, of Boise, ID.
A 2012 Jeep Wrangler driven by John Taggart Jr., 40, of Caldwell, ID.
A 2012 Honda Accord driven by Genievey Beson, 28, of Boise, ID.
A 2014 Chevrolet Camaro driven by Kyle Combe, 25, of Imbler, OR.
A 2008 Toyota Yaris driven by Kaiden Wilkinson, 19, of New Plymouth, ID,

The eastbound lanes of Interstate 84 were blocked for approximately three hours while crews worked to clear the scene. All drivers involved were wearing their seatbelts. No injuries were reported. The crash is under investigation by the Idaho State Police.

On Wednesday, January 3, 2018, Idaho State Police investigated a two-vehicle, fatality crash at the intersection of U.S. Hwy 91 and West Reservation Road, north of Chubbuck.

Tia Ritter, age 21, of Pocatello, was driving a 2007 Suzuki Forenza sedan west on West Reservation Road and failed to stop at the stop sign at the intersection with U.S. 91. Ritter's vehicle collided with a 2004 GMC Sierra pickup which was being driven north on U.S. 91 by Robert Boettcher, age 61, of Pocatello.

Ritter and her passenger, Charles Haynes, age 37, of Pocatello, were transported by ground ambulance to Portneuf Medical Center in Pocatello. Haynes was pronounced deceased at the hospital. Boettcher was transported to Portneuf Medical Center in Pocatello by private vehicle.

The intersection was blocked for approximately three and a half hours. The crash remains under investigation.

On Wednesday, January 3, 2018, at 1:06 am, Idaho State Police investigated a fatality crash westbound on I84 at mile marker 29, near Caldwell.

On January 2, 2018, at approximately 2:53 P.M., Idaho State Police investigated a semi vs train injury crash on SH33 at milepost 62, just east of the Sage Port of Entry.

Zakary M. Shurtliff, 21, of Hamer, was driving eastbound on SH33. When he approached milepost 62, the train was already crossing and Shurtliff collided with the rear box car. Shurtliff had minor injuries.

Shurtliff was wearing a seatbelt.

SH 33 is blocked from about the Sage Port of Entry to milepost 70.75.

The Idaho State Police was assisted by Jefferson County Sheriff's Office and the Idaho Department of Transportation.

This crash is under investigation.

Idaho State Police District Five troopers, headquartered in Pocatello, recently participated in the Holiday "Drive Sober or Get Pulled Over" mobilization. This mobilization was sponsored by the Office of Highway Safety through the Idaho Department of Transportation and provided overtime opportunities for law enforcement agencies around the State to focus on impaired driving. This mobilization took place from December 13th, 2017 to January 2nd, 2018. For their part in this mobilization, District Five troopers arrested 25 impaired drivers during this time period.

On January 1, 2018, at approximately 6:30 P.M., Idaho State Police investigated a two-vehicle injury crash at the intersection of E 49th N and US26, near Beaches Corner.

Amanda Butikofer, 29, of Idaho Falls, was driving southbound on E 49th N in a 2015 Honda Civic. Butikofer failed to yield at the intersection of E 49th N and US26, and was struck by Austin Winder, 20, of Idaho Falls, who was driving eastbound on US26 in a 2003 Jeep Liberty. Butikofer continued through the intersection, drove off the road striking a highway sign, then through a parking lot, coming to rest against the corner of a building. Winder's vehicle came to rest on the right shoulder of the intersection.

Winder was wearing a seatbelt, Butikofer was not.

Butikofer was transported by personal vehicle to Eastern Idaho Regional Medical Center in Idaho Falls.
