INCIDENT NARRATIVE: Seid was traveling northbound US95 coming into the 35 mile per hour zone entering Grangeville. He was traveling too fast for the corner and slid over the double-yellow centerline striking Burkenbine's vehicle. Both vehicles came to rest in the ditch on the west side of the road. Burkenbine was pronounced dead at the scene. Seid was arrested for Felony vehicular manslaughter and taken to the Idaho County Jail after being released from the hospital. The roadway was blocked for approximately 8.5 hours. Next of kin has been notified and investigation continues.

On September 29, 2016, at approximately 5:20 p.m., Idaho State Police investigated a rollover crash on Interstate 15 at milepost 174, north of DuBois in Clark County, ID.

Larry D. DeLong, 71, of Mesquite, NV, was driving southbound on Interstate 15 in a 1992 Chevrolet pickup, pulling a trailer when he failed to maintain his lane, overcorrected and rolled. DeLong succumbed to his injuries on scene. He was not wearing a seat belt.

DeLong's passenger, Patricia D. Lindquist, 68, of Libby, MT., was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls, ID. Lindquist was wearing a seat belt.

Next of kin notification has been made.

On Wednesday September 28, 2016, at approximately 11:00 a.m. the Idaho State Police investigated an injury crash on U.S. Highway 95 at milepost 45.8, east of Parma. Sean Moore, 33 of Oregon House, CA, was traveling southbound on U.S. Highway 95 in a 2000 Ford F250. Shea Hurd, 45 of Parma, was also travelling southbound on U.S. Highway 95 in a 1987 Grumman Postal Van. Hurd slowed to make a left turn. Moore struck Hurd's vehicle from behind, and it rolled off the left shoulder.
Moore was wearing his seatbelt. It is unknown if Hurd was wearing his. Hurd was taken by air ambulance to Saint Alphonsus Regional Medical Center in Boise.

On Sunday, September 25, 2016 at approximately 7:58 p.m. the Idaho State Police investigated a three-vehicle crash State Highway 46 at mile marker 91, on Clear Lakes Grade in Twin Falls County. Jesus Chavez-Marquez, age 33, of Gooding, was southbound in a 2000 Freightliner with two trailers of hay. The brakes on the Freightliner failed and it rear-ended a 2005 Chrysler Pacifica, driven by Val Clements, age 55, of Buhl. Chavez-Marquez' vehicle continued southbound and struck the rear hay trailer of two being pulled by 1992 Peterbuilt driven by Jesus Martinez-Chavez, age 32, of Gooding.

Chavez-Marquez was taken by ground ambulance to North Canyon Medical Center in Gooding. Chavez-Marquez was not wearing a seatbelt. Occupants of the other vehicles all were wearing seatbelts. The roadway was blocked for approximately five hours.

On September 25, 2016, at 9:30 a.m., Idaho State Police investigated a single-vehicle crash, westbound on US Highway 30 at milepost 174, south of Bliss. The driver, a minor, was driving a 1985 Chevrolet Silverado pickup pulling a utility trailer. Tread came off the left rear tire and the driver lost control of the vehicles. The vehicles rolled, coming to rest off the roadway. Both driver and passenger, also a minor, were ejected from the vehicle.

The driver succumbed to injuries at the crash scene. The passenger was transported by ground ambulance to North Canyon Medical Center in Gooding. The driver and passenger were not wearing seatbelts. The westbound lane was blocked for approximately five hours. Next of kin notifications have been made.

On September 24, 2016, at approximately 4:30 p.m., Idaho State Police investigated a two-vehicle injury crash on Interstate 84 near the Sand Hollow Exit at milepost 17.5.

Karl Malott, 53, of Nampa, was eastbound on Interstate 84 driving a Harley Davidson motorcycle. Juanita Sarceda, 58, of Nampa, was also eastbound in a Chevrolet Malibu. Malott rear ended the Malibu, and was dislodged from the motorcycle.

Malott was not wearing a helmet. He was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise. Sarceda and her passenger, Marta Villareal, 56, of Nampa, were both wearing seatbelts. They were uninjured in the crash.

The road was blocked for approximately two hours while crews worked to clear the scene.

On September 24, 2016, at approximately 2:35 p.m., Idaho State Police investigated a one-vehicle rollover on Interstate 84 near the Sand Hollow Exit.

Mae L. Corwin, 52, of Baker City, Oregon, was driving eastbound on Interstate 84 near milepost 17 in a 2006 Toyota Corolla. She swerved to avoid road debris in the travel lane, over-corrected, and rolled the vehicle across the median into the westbound travel lane.

Corwin and her passenger, Robert C. Lusk, 19, also of Baker City, were both wearing seatbelts. They were transported by ground ambulance to West Valley Medical Center in Caldwell, ID. The crash is still under investigation.

On Friday, September 23, 2016, at 5:15 p.m., Idaho State Police investigated a five vehicle, injury crash on Interstate 15 at milepost 93, near the Blackfoot exit. The following drivers and vehicles were involved in the crash:

Benjamin Kellum, age 27, of Oklahoma City, OK, driving a 1998 Dodge Ram 3500 pickup pulling a 5th wheel trailer
Adriana Appiah, age 41, of Pocatello, driving a 2007 Chevrolet Tahoe
David Corona, age 40, of Pocatello, driving a 2002 Hyundai Elantra
Clay Meline, age 52, of Declo, driving a 2011 Buick Lucerne
Curtis Rosvold age 64, of Lethbridge, Alberta, driving a 2016 Kenworth tractor pulling a Great Dane trailer.

Kellum failed to slow for traffic congestion ahead of him and collided with Appiah's vehicle pushing it into Corona's Hyundai and Meline's Buick. The Buick was pushed into the commercial tractor-trailer driven by Rosvold. Meline and two of his juvenile passengers were transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Meline's other passenger, Juli Meline, age 50, of Declo, was transported by air ambulance to Portneuf Medical Center in Pocatello.

Various portions of Interstate 15 near the crash scene were blocked for about two and a half hours while crews worked to clear the scene. All lanes were cleared around 7:55 p.m.

On Tuesday, September 20, 2016, the Idaho State Police investigated a vehicle vs. pedestrian crash eastbound Interstate 84 near milepost 176 in Jerome County.

Lyndon Buffington, 33, of Nampa was traveling eastbound on Interstate 84 in a 2008 Chevrolet Impala. His passenger was Malinda Buffington, 32, of Kuna. They stopped on the median shoulder at milepost 176 where Lyndon exited the vehicle and began walking in the lane of travel and Malinda began to drive the vehicle away. Lyndon was then struck by a vehicle and Malinda pulled to the right shoulder. Lyndon succumbed to his injuries at the scene. The vehicle that struck him has not been located.

The eastbound lanes of the interstate were partially blocked for approximately five hours while crews worked to clear the scene.

This crash is under investigation by the Idaho State Police.

On Monday September 19,2016, at approximately 8:03am, Idaho State Police investigated a two vehicle non injury crash on 2300 N and US 30 , near Filer. Raechel Ruhther-Dalos, 34, of Filer, was stopped at the stop sign at that intersection in a 2014 Chevy Cruz. Clyde Johnson,62, of Filer, was stopped behind Ruhther-Dalos in a school bus occupied by 35 children. Johnson believed Ruhther-Dalos had proceeded through the stop sign so began moving forward striking the Chevy Cruz.

Ruhther-Dalos was transported by ground ambulance to St Lukes Magic Valley. One child from the school bus may have been transported by personal vehicle. Seat belts were worn by both drivers. No lanes were blocked during the investigation. Crash is still under further investigation.

On Monday, September 19, 2016, at approximately 9:30 a.m., Idaho State Police investigated a three-vehicle, injury crash on SH-16 near milepost 109, near the Gem County / Ada County line.

Morgan Meadows, 20, of Nampa was driving northbound in a 2013 Ford Edge. The Ford crossed center line and struck a 1998 Honda Accord driven by Michael Sanders, 29, of Emmett. The Honda was pushed backward and struck 2014 Kia Sorrento, driven by Melissa Harris, 33, of Emmett.

Meadows was not wearing a seatbelt and was transported via ground ambulance to Valor Health in Emmett. Meadows' passenger, Hailee Meadows, 18, of Nampa, was not wearing a seatbelt and was transported via air ambulance to St. Alphonsus Regional Medical Center in Boise. Michael Sanders was wearing a seatbelt and was transported via ground ambulance to St. Alphonsus in Boise. Harris was wearing her seatbelt and was not transported.

The lanes were blocked for approximately three hours while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

On September 17, 2016, at approximately 12:38 p.m., the Idaho State Police investigated a vehicle versus pedestrian crash on Interstate 84 near mile post 52, by the Orchard exit for Boise. Timothy Boerin, 26, of Nampa, was driving a 1999 GMC Jimmy when he left his lane and struck an adult male pedestrian.

The passenger, Brianna Boerin, 23, of Nampa, as well as the pedestrian, were transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Timothy Boerin was wearing a seat belt. It is unknown if Brianna Boerin was wearing a seat belt. The crash is under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Vaughn was travelling in a loaded log truck southbound on SH3. Witnesses report that the brakes were smoking on the trailer as early as the top of the Kendrick grade, MP18. At approximately MP15, the semi crossed the center line tipped over onto its side and slid off the roadway where it then rolled onto the roof. The driver was pronounced deceased at the scene.

INCIDENT NARRATIVE: The silver Honda was headed east on Hoffman from 4th Street in Coeur d'Alene. One juvenile male was riding on the back of the vehicle when he fell and struck his head. He was transported to Kootenai Medical Center and then flown to Sacred Heart. The investigation is still underway by the Idaho State Police.

On September 12, 2016, at approximately 8:43 a.m., Idaho State police investigated a three-vehicle crash on US 91 at Ballard Rd., in Bannock County.

Janice Bodily, 72, of Pocatello was driving a 2006 Mercury Montego northbound on US 91. Benjamin T. Newbold, 33, of Blackfoot was driving behind Bodily in a 2004 Acura MDX. Whitney I. Jones, 26, of Pingree was driving a 2005 Jeep Grand Cherokee southbound on US91 approaching Ballard Rd. Bodily slowed to make a left-hand turn onto Ballard Rd. Newbold failed to slow and struck the rear of the Mercury. The impact pushed the Mercury into the southbound lane of US 91, where it struck the Jeep.

All occupants were wearing seatbelts. The intersection was blocked for approximately one hour.

On Sunday, September 11,2016, at approximately 9:15 p.m., the Idaho State Police investigated a three vehicle injury crash on US93 at the intersection of 3700 North Road, south of Filer. Maynor Aguilar-Herrera, 26, of Twin Falls, was westbound on 3700 North Road in a 2002 Mercury Sable. Aguilar-Herrera proceeded through the stop sign into the path of a 2010 Ford F150 driven by Benjamin Allred, 36, of Twin Falls. Allred's vehicle was then struck by a 2000 GMC Sonoma driven by Elizabeth Knutson-Lloyd, 62, of Twin Falls. Knutson-Lloyd's vehicle then struck Aguilar-Herrera's vehicle before coming to rest in the lanes of travel.

Aguilar-Herrera was not wearing a seatbelt and was transported to Saint Luke's Magic Valley Regional Medical Center in Twin Falls by ground ambulance. All other occupants were wearing seatbelts. Traffic was blocked in both directions for approximately one hour.

On Sunday, September 11, 2016 at approximately 8:08 p.m., Idaho State Police investigated a single vehicle injury crash, east bound on I184 near milepost 3. Andrew Clark, 28, of Grants Pass, Oregon, was traveling eastbound on a 2008 Suzuki motorcycle, when he lost control of the motorcycle and collided with the concrete barrier on the right shoulder.

Clark was not wearing a helmet and was transported by ground ambulance to St. Alphonsus in Boise. The right lane was blocked for approximately two and a half hours while crews investigated the crash.

On September 10, 2016, at approximately 4:17 p.m., the Idaho State Police investigated a two vehicle crash northbound Interstate 15 at milepost 93, near Blackfoot.

Krystal Leonardson, 22, of Idaho Falls, ID, was driving northbound Interstate 15 in a 2012 Ford Fusion. Leonardson was entering the Interstate from exit 93, when a vehicle had slowed on the onramp. Leonardson swerved into the northbound lanes of Interstate 15 and was struck by Joaquin Cordero-Rios, 49 of West Valley, UT, driving a 2013 International commercial vehicle. Both vehicles came to rest in the median of Interstate 15.

The left southbound lane of Interstate 15 was blocked for approximately two hours while crews worked to clear the scene. The crash is under investigation by the Idaho State Police.

On September 10, 2016, at approximately 9:30 a.m., Idaho State Police investigated a motorcycle crash on Interstate 84, near milepost 252, in Cassia County, approximately 17 miles northwest of the Idaho / Utah state line.

Michael P. McKennedy, 68, of Denton, TX was driving a 2013 BMW motorcycle eastbound on Interstate 84, near milepost 252. He drove his motorcycle into the median before he rolled the motorcycle and was ejected.

McKennedy was wearing a motorcycle helmet. He was transported by air ambulance to Portneuf Medical Center in Pocatello, ID. The left lane for eastbound travel was blocked for approximately an hour and fifteen minutes.

** Update **

On Friday September 9, 2016, at approximately 9:00 p.m., a four vehicle crash occurred on US93 at milepost 60, east of Jerome. A 2010 Mazda MZ3, driven by Stacey Heath, 31 of Shoshone, followed by a 2013 Chevrolet Traverse, driven by Wendy Speth, 44 of Hailey, and followed by a 2004 Toyota Camry, driven by a juvenile female, were all stopped on US93 for turning traffic. A 2001 Dodge Ram pickup, driven by Tristian Kaneaster, 18 of Gooding, was heading northbound, when he failed to stop for traffic and rear-ended the Toyota, forcing it into the rear of the Chevrolet and Mazda. The drivers of the Toyota and Dodge were not wearing their seatbelts. The driver of the Toyota was extricated from the vehicle and transported to St Lukes Magic Valley.

US93 was blocked for approximately two hours while Troopers investigated the crash. Traffic was rerouted at the US93 and SH25 Junction and 200 North Road. Charges are pending.

On September 6, 2016, at approximately 3:00 P.M., Idaho State Police investigated a one vehicle injury crash on southbound Interstate 15 near milepost 83, in Bingham County.

Kirby Kinghorn, 60, of Idaho Falls, was driving south on I15 in a 2004 Motor Home hauling a 2006 Hummer H3. One of the front tires on the Motor Home blew out. Kinghorn drove off the right shoulder, through a right away fence and came to rest in a nearby field.

All occupants were wearing a seatbelt.

Kinghorn was transported by ground ambulance to Portneuf Medical Center in Pocatello.

INCIDENT NARRATIVE: Bullock was westbound on Bayview Road, just entering Bonner County, when she lost control of the vehicle. The vehicle went off the westbound side of the road and struck several trees. All three occupants were transported to Kootenai Health where the 6 year old female was pronounced deceased. Investigation continuing.

On Monday, September 5, 2016, at 9:03 a.m., Idaho State Police investigated a crash on SH-75 at milepost 192, near Stanley.

Blake Phillips, 30, of Washington DC, was driving southbound on SH-75 in a 2014 Subaru Forester when he crossed the center line and collided with a 2008 Jeep Liberty, driven by Craig Haslam, 66, of Preston. Both vehicles rolled and came to rest on the northwest side of the highway.

Phillips' passengers, Vernon Swaim, 91, of Vancouver, WA and Janice Feng, 27, of Ramsey, NJ, were transported to St. Luke's Wood River in Ketchum. A third passenger, Elizabeth Saam, 26, of Melbourne, FL was transported to the Salmon River Clinic in Stanley. All occupants were transported by ground ambulance. The occupants of the Jeep were not transported. All occupants of both vehicles were wearing their seatbelts.

The northbound lanes of SH-75 were blocked for approximately 4 hours. The crash is under investigation by the Idaho State Police. Idaho State Police were assisted by Custer County Sheriff's Office.

On Monday, September 5, 2016, at 10:58 am, Idaho State Police investigated an injury crash northbound on US95 at mile marker 51.5, north of Parma.

Manuel H. Valero Jr., 76, of Nyssa, OR, was driving at a slow speed on the southbound shoulder of the roadway in a 1998 Ford Ranger. Valero Jr. made a left turn in front of a 2003 Dodge R2500 pulling a 2005 Interstate Inc. trailer, being driven by Paul D. Page, 47, of Wilder, also traveling southbound on US95. Page drove into the northbound lanes in an attempt to avoid a collision; however, Valero Jr.'s vehicle struck Page's trailer.

Valero Jr. was transported by ground ambulance to St. Alphonsus Regional Medical Center in Ontario, OR. Page, as well as a passenger in the Ranger, Roberto A. Viera, 55, of Nyssa, OR, were not transported. All occupants were wearing seatbelts.

The northbound lane of US95 was blocked for one and half hours while the scene was cleared.

On Friday, September 2,2016, at approximately 8:38 p.m. the Idaho State Police investigated a one-vehicle rollover injury crash on Interstate 84 at exit 64, Blacks Creek. Brandon Norton, 42, of Meridian was westbound driving a 2008 Ford F-350 hauling a boat. Norton failed to negotiate a curve on the off-ramp , and rolled the vehicle. Norton was taken by air ambulance to Saint Alphonsus Regional Medical Center in Boise. Norton was wearing his seatbelt. The westbound off-ramp was blocked for approximately two hours.

On August 24, 2016, at approximately 11:00 p.m., Idaho State Police investigated a one vehicle crash on Interstate 84 at the Blacks Creek Exit at milepost 64.

Jack D. Stalder, 41, of Pocatello, ID was driving westbound on Interstate 84 in a 2004 Dodge Caravan. Stalder exited the Interstate at the Blacks Creek Exit, drove off the left shoulder, where the vehicle rolled.


Stalder was not wearing a seatbelt. He was ejected from the vehicle. Stalder was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise.

**Final Update***

On Friday, September 2, 2016, at 4:52 p.m., the Idaho State Police investigated a crash with no injuries on Interstate 15, northbound, at milepost 83 near Fort Hall.

Kassiah Waddell, age 29, of Rigby, was traveling north in a 1991 Ford Escort, when traffic began to merge from the number two lane to the number one lane. Kassiah failed to slow for traffic ahead and her vehicle collided with the rear of a 2008 Honda Odyssey van, driven by Jilverto Perez-Alcantar, age 38, of Mexico. The two vehicles came to rest in the number one lane and traffic was blocked for approximately thirty minutes. Traffic was slow and congested for several miles leading up to the crash, for approximately one and a half hours.

Both drivers and their passengers were wearing seatbelts at the time of the crash. This crash is under investigation by the Idaho State Police.

Idaho State Police Join Law Enforcement from Idaho, Oregon and Utah for Enhanced Labor Day Weekend Patrols

MERIDIAN - As summer winds down Idaho State Police is joining local law enforcement agencies across the state, the Oregon State Police and the Utah Highway Patrol in joint emphasis patrols to ensure all travelers are as safe on the highways as possible.

On Friday, September 2nd and Saturday, September 3rd the Idaho State Police, Oregon State Police, Utah Highway Patrol and local law enforcement in all three states will be participating in "48 Hours of Traffic Safety on I-84." "The purpose of this joint operation is to have a large law enforcement presence on I-84, with the ultimate goal of increasing traffic safety and reducing crashes," said Idaho State Police Sgt. Tyler Jussel, who organized the emphasis patrol.

"We are hoping that the end of the 100 Deadliest Days will not be the end of what has been a tragic summer on Idaho's highways," said Sgt. Jussel. "Law enforcement will be focusing on the areas of traffic safety which are the causes of most of the fatalities we have seen this year. Speed, distracted driving, aggressive driving, impaired driving, failure to buckle up and not using child safety seats are all dangerous driving behaviors and will all catch the attention of troopers, officers and deputies."

There have been 82 people killed on Idaho's roads this summer with a total of 165 since January 1st. Law enforcement is committed to preventing crashes, injuries and deaths and frequently, it is the sight of a patrol car that makes people not only slow down, but obey other traffic laws as well.

Special emphasis will be placed on impaired driving with a statewide Labor Day Impaired Driving Mobilization that began August 26th and will continue through September 5th. The Idaho Transportation Department's Office of Highway Safety is providing grant funds to allow for extra patrols.

The public is encouraged to be a part of the "Drive Sober or Get Pulled Over" campaign and report suspected drunk drivers by dialing 9-1-1 or the Idaho State Police at *ISP (*477) from your mobile phone.

Drivers and passengers are reminded to buckle up and be sure to use a child safety seat properly. Please also remember the following:
- Drive sober
- Be patient with other drivers and give yourself extra time to travel
- Stay alert and get enough sleep before traveling
- Avoid distractions, including cell phones
- Move over when passing emergency vehicles

If you will be traveling in certain highly traveled areas of the state to be extra patient with the traffic and other motorists. You will probably want to plan an extra hour or two into your trip to lessen your stress. Remember, there are several fires still burning throughout the state that can affect travel, as well as construction in other areas and just more people on mountain roads. Call the Idaho Road Report at 5-1-1 to find out if there are restrictions on your planned travel route.

MERIDIAN - Today Idaho Peace Officer Standards & Training Council Chair, Meridian Police Chief Jeff Lavey, presented Colonel Ralph W. Powell the POST Executive Certificate, the highest certificate awarded to peace officers in this state.

Colonel Ralph W. Powell is a thirty-two year veteran of the Idaho State Police and was appointed by Governor C.L. "Butch" Otter in March 2013, and again during his second term in March 2015 as Director of the Idaho State Police. He has moved through the ranks of the ISP since he began his career as a Trooper in 1983. He has served in three of the six District offices of ISP. During his 33 years of service with ISP, he has supervised or managed all of the ISP programs.

Powell has served as Chair of the Idaho Department of Education's Safe and Drug Free Schools Advisory Board, Chair of Region IV Idaho Advisory Board of the Federal Bureau of Investigations National Academy Associates, and is a board member of the Idaho Board of Medicine, Idaho POST Council, Idaho Public Safety Communications Commission, and the Idaho Criminal Justice Commission. Powell also served as the State's Forensic Services System Director for over 11 years.

Colonel Powell holds a Master degree in Public Administration from Boise State University, a Bachelor of Science degree in Pre-Law and an Associate degree in Criminal Justice. He is a graduate of the FBI National Academy and the FBI National Executive Institute in Quantico, Virginia. Colonel Powell is an adjunct professor for Idaho State University.

He and his wife Julie, have five daughters and ten grandchildren.

Colonel Powell holds POST Basic, Intermediate, Advanced, Supervisor, and Management certifications.

About POST: Idaho Peace Officer Standards and Training (POST) ensures "Professionalism through Training" of all Idaho criminal justice professionals including patrol, dispatch, adult and juvenile corrections, detention, and probation and parole officers. On August 18, 2016, at 7:35 a.m., the Idaho State Police investigated an injury crash eastbound on Interstate 84 near milepost 46, near the Eagle Road off ramp. Travis Myers, 30, of Garden City, was driving a 2008 Kawasaki motorcycle in the far left lane. Lorraine Tracy, 52, of Wilder, was driving a 2014 Chevy Impala, also in the far left lane and in front of Myers. Myers failed to slow for Tracy slowing in front of him, swerved to the right in an attempt to avoid Tracy, but struck right rear side of Tracy's vehicle. The Kawasaki motorcycle then overturned and came to rest in the second lane from the left, on top of Myers. Myer's passenger, Melissa Thompson, 30, of Boise, was thrown from the motorcycle.

Myers and Thompson were transported to Saint Alphonsus Regional Medical Center in Boise by ground ambulance. Helmets were not worn by either rider. Tracy was not injured and was wearing her seatbelt.

This crash is under investigation by the Idaho State Police.
