IDAHO FALLS - The Idaho State Police will be participating in "Officer on a Train" enforcement operation in cooperation with the Eastern Idaho Railroad, Idaho Operation Lifesaver, as well as, city and county agencies throughout eastern Idaho on Monday, March 14, 2016.

"ISP continually participates in this important enforcement operation to raise awareness of the potential dangers that exist at railroad intersections. Our goal is to eliminate actions by drivers that can have tragic consequences," said Idaho State Police Lt. Chris Weadick. "Public awareness is vital component of these operations as we want the public to know that we are enforcing the traffic laws at rail crossings so that they will always be more careful when crossing tracks."

During the "Officer on a Train" enforcement effort, one officer rides in the lead locomotive of a train as a spotter. This officer observes traffic approaching the rail intersections as the train proceeds down the tracks. Other law enforcement officers pace the train or are parked at specified locations. When a motorist is observed violating the laws pertaining to approaching a rail intersection, the officer on the train radios the nearest patrol car, with the information. That officer will stop the motorist, explain the dangers and issue a citation, if warranted.

Thus far in 2016, there have been 5 vehicle/train collisions in Idaho including the death of a 26 year-old driver in Nampa in February. In 2015 there were 9 vehicle/train collisions resulting in 2 fatalities and 4 people injured in pedestrian/train incidents involving trespassing on tracks.

The Idaho State Police and Idaho Operation Lifesaver are proud to partner in eliminating car/train collisions, which result in preventable deaths and injuries. Since 1990, enforcement programs such as "Officer on a Train" and "Adopt a Crossing" have been instrumental in helping to reduce the number of car/train collisions in Idaho. State and federal transportation agencies, city, county and state law enforcement officers, along with the private business and the railroads that operate in Idaho sponsor the Idaho Operation Lifesaver program.

MERIDIAN - On Wednesday, March 2, 2016 at approximately 4:44 p.m., Idaho State Police received a traffic complaint that a white Ford Ranger was driving recklessly on eastbound I-84 near milepost 22 in Canyon County. The driver of the pickup, who was later identified as Jonathan Edward Popelar, 23 of Lovepark, Illinois, was westbound, illegally turned around in the center median, almost striking several vehicles, and passed vehicles on the right where there was not a lane. The caller continued to follow Popelar as he passed a motorhome by going around it on the right shoulder.

A trooper located Popelar on eastbound I-84 near milepost 33 and attempted to make a traffic stop. Popelar continued to travel east at approximately 70 mph. At milepost 36, the trooper initiated a pursuit. As the vehicle headed toward the Meridian area other troopers positioned their patrol cars to slow traffic behind the pursuit for the safety of other drivers. At milepost 43, a trooper deployed a spike strip in lane 3 to attempt to stop the vehicle. Popelar slowed to approximately 40 mph and drove around the spikes onto the shoulder. At this time the trooper following Popelar initiated a PIT maneuver. Popelar's vehicle spun around, hit the concrete barrier in the middle of I-84 at milepost 43.5 and came to a stop. Popelar was taken into custody without resistance.

Popelar was booked into to the Ada County Jail and charged with misdemeanor eluding a peace officer, driving under the influence, and possession of marijuana and drug paraphernalia.

Idaho State Police would like to thank the Meridian Police Department for their assistance and the motorists who reported Popelar's dangerous driving, as well as other motorists that yielded to troopers as they attempted to stop the vehicle.

MERIDIAN - On November 1, 2015, the Adams County Sheriff's Office requested the Idaho State Police to investigate a shooting involving two deputies. The incident occurred after a vehicle crash on US 95 involving a bull owned by local rancher, Jack Yantis, 62 of Council. During the incident Mr. Yantis was fatally shot.

Idaho State Police detectives have worked diligently on this investigation over the course of the past four months and will be handing the results of the investigation over to the Idaho Attorney General's Office, who is acting as the special prosecutor in this case, in the coming days.

"We want the individuals, families and community to know that this investigation has been at the top of our priority list and we are eager for its conclusion," said Captain Bill Gardiner. "As with all investigations, the work must be thoroughly and accurately completed. We appreciate the patience displayed by all involved."

Over the course of the investigation Idaho State Police detectives have interviewed forty-two people. Many of these individuals were interviewed multiple times. Detectives gathered and comprehensively examined all evidence available at the scene of the incident. The twenty-eight items of evidence collected were sent to four different laboratories for forensic analysis. There are still two reports from forensic laboratories that detectives are waiting on to close the investigation. ISP has been informed that the analysis by both labs is complete and that the reports will arrive at any time, however a firm date has not been provided.

When the final two reports are received, ISP will officially turn the case over to the Attorney General's Office. ISP has worked with the AG's Office during the course of the investigation in an effort to speed the investigation along as quickly as possible.

ISP will inform the public when its investigation has concluded.

*****BEGINNING OF UPDATE*****

On March 1, 2016, the Idaho State Police investigated three crashes westbound I-84 between mileposts 38 and 37, near Nampa. Information on the crashes is as follows:

At approximately 10:12 a.m., there was a three-vehicle, injury crash westbound I-84 at milepost 37.

Richard Adkins, 48, of Meridian, was driving westbound near milepost 37 in a 2000 Kenworth tractor pulling a diesel tanker in the left lane. Jose Tristan, 37, of Meridian, was westbound in a 2005 Chevrolet Colorado. Mark Rose, 54, of Nampa, was westbound in a 1998 Chevrolet C2500 pickup in the right lane. A tire blew on the Kenworth tractor, and Adkins lost control of the vehicle, crossing the two right lanes. The Kenworth struck the Chevrolet C2500 pickup. The Kenworth rolled, and came to rest on the right shoulder, with the trailer on top of the jersey barriers. The tanker was leaking diesel fuel. The Chevrolet C2500 rolled, coming to rest on the far side of the concrete barriers. The vehicles displaced 10 jersey barriers. The Chevrolet Colorado was struck by a tire from the Kenworth.

Adkins and Rose were both transported to St. Luke's in Nampa by ground ambulance. All occupants were wearing their seatbelts.

At approximately 12:15 p.m., there was a two-vehicle, property damage crash westbound I-84 at milepost 38. Randall Smith, 61, of Boise, was driving westbound near milepost 38 in a 1994 Toyota Landcruiser. Richard Beckstead, 47, of Nampa, was westbound in a 2004 Dodge pickup.

Smith was slowing for traffic caused by the prior crash, and the Landcruiser struck the side of the Dodge. Both of those vehicles drove to the right shoulder. It is unknown if either driver was wearing their seatbelt.

At approximately 12:58 p.m., there was a five-vehicle, injury crash westbound I-84 at 38.

Terryl Brown, 52, of Meridian was driving westbound near milepost 38 in a 2007 Saturn Vue. Susan Wood, 54, of Boise, was westbound in a 2012 Hyundai Elantra. The Saturn struck the back of the Hyundai, which was pushed into the backs of the Nissan and the Wabash trailer. The Hyundai came to rest against the International tow truck.

Brown was transported to St. Luke's Nampa Medical Plaza by ground ambulance. Wood was transported to St. Alphonsus Regional Medical Center by ground ambulance. All occupants were wearing their seatbelts, except for Weller, who was outside his vehicle.

The first crash blocked lanes the two right lanes. The second crash caused no additional blockage. The third crash blocked all lanes for approximately an hour and a half. When that crash was cleared, the two right lanes were still blocked by the first crash. All the lanes were open by 5:00 p.m.
