INCIDENT NARRATIVE: Blackwell was travelling westbound on I90 at milepost 41. Blackwell?s vehicle left the roadway and went into the center median, rolling across both eastbound lanes and coming to a rest on the shoulder of the eastbound side. The roadway was blocked for an hour and a half. Blackwell was pronounced deceased at the scene. Next of kin has been notified.
