On Monday, March 31, at approximately 6:27 p.m., the Idaho State Police investigated a single vehicle fatality crash on N Rail E at N Greenwood, in Shoshone.
Johnathon Jackson, 32, of Shoshone, was traveling westbound in a 2000 Subaru Impreza on Rail Street into Shoshone. Jackson lost control of his vehicle, ran off the road, and struck a communications tower on the driver side.

Jackson was transported by ground ambulance and pronounced deceased at St Lukes Magic Valley Regional Center. Jackson was wearing his seatbelt.

This crash is under investigation by the Idaho State Police.

On March 31, 2014, at approximately 11:34 a.m., Idaho State Police investigated a two-vehicle crash on Interstate 84, at milepost 165, near Jerome, ID.

Bernadette T. Nelson, 50, of Pocatello, ID was driving a 1998 Chevrolet van, when she attempted to make an illegal U-turn through an interstate emergency crossover. Emily Osterhout-Priest, 67, of Meridian, ID was driving west on Interstate 84, in a 2012 Ford Escape. Osterhout-Priest's vehicle struck Nelson's vehicle as Nelson drove in front of her.

Nelson and Osterhout-Priest were both wearing seatbelts. Both subjects were transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, ID.

Alcohol is involved in the crash. The investigation is continuing.

INCIDENT NARRATIVE: Campbell was driving his 1993 Kenworth Tractor westbound on US12 at milepost 125.8 when he drove off the right shoulder of the road. The vehicle struck a rock outcropping, tearing off the right fuel tank from the truck and rupturing the tank, spilling approximately 80 to 100 gallons of diesel fuel. The vehicle rolled onto its left side, coming to rest in the eastbound lane. The eastbound lane was blocking for approximately 5.5 hours. Clean up of the diesel spill with continue into tomorrow.

On March 27, 2014 at 7pm, Idaho State Police investigated a crash at Blackrock Rd and Old Highway 91. Ryan Lish age 21, of Downey, was traveling north in a 1989 Honda Accord when he collided with a Union Pacific Train. The train was moving at the time. Lish was transported to Portneuf Medical Center by ground ambulance. The investigation is ongoing.

INCIDENT NARRATIVE: Umphenour was eastbound on US12 at milepost 36.9 when he crossed left of the double solid yellow lines. He continued across the westbound lane, drove off the left shoulder and struck a pump house. Both Umphenour and his passenger were transported to Clearwater Valley Hospital and then taken by Life Flight to St. Joseph's Medical Center in Lewiston. Neither subject was wearing a seatbelt.

On March 27, 2014, at approximately 7:15 a.m., Idaho State Police investigated a two vehicle crash at the intersection of Robinson Road and Willow Avenue, east of Nampa. Chad Draggett, age 31 of Nampa, was traveling north on Robinson Road on a 2000 Suzuki motorcycle. Dustin Boren, age 30 of Boise, was traveling south on Robinson Road in a 1998 Ford Escort. Boren's vehicle was turning left onto Willow Avenue when Draggett's motorcycle struck Boren's vehicle in the intersection.

Draggett was transported by ground ambulance to St. Alphonsus in Nampa, where he succumbed to his injuries. Notification to family has been made. Draggett was wearing his helmet at the time of the crash. The crash is under investigation by Idaho State Police.

On March 26, 2014, at approximately 11:55 a.m., Idaho State Police investigated a crash involving two commercial vehicles westbound on Interstate 84 at milepost 9, east of Payette, Idaho.

William E Katzer, 46, of Lakeland, Florida was driving east in a Volvo tractor pulling a box trailer when he went through the median and overturned in the westbound lanes. Vitalie Sclerov, 29, of Orlando, Florida was driving westbound in a Volvo tractor pulling a trailer when he crashed into Katzer?s trailer.

Traffic had come to a halt when, at approximately 12:43 p.m., there was another crash at the same location. Manuel D. Montoufar, 57, of Norwalk, California was stopped in a Freightliner tractor pulling a utility trailer. Kimberly M. Drew, 31, of Nampa, was driving westbound in a Hyundai Tiburon when she collided with the back of Montoufar's trailer.

Katzer was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise, Idaho. Sclerov was transported by ground ambulance to St. Alphonsus Medical Center in Ontario, Oregon.

The road was blocked for approximately three and a half hours.

This crash is under investigation by the Idaho State Police.

On March 26, 2014 at 4pm, Idaho State Police investigated two crashes on I15 between Clark Street and Pocatello Creek Road. Jennie Morrison age 18, of Downey, was traveling northbound when she drove off the left shoulder of the road. Morrison overcorrected, came back on to the road, crossed three lanes and crashed into a guardrail. Morrison told Police that she was "Fixing her sock" and looked away from the road. Morrison was taken by ground ambulance to Portneuf Medical Center. The crash occurred during rush hour and two lanes of traffic were closed to allow the tow truck to remove the car from the guardrail.

A second crash occurred when Michael Hymas, age 54, of Chubbuck, failed to slow in heavy traffic. Hymas steered to avoid a rear end collision. lost control of his car, causing the car to overturn and sideswipe another vehicle driven by Leslie Orchard, age 47, of Pocatello. Neither driver were injured.

On Wednesday, March 26, 2014, at approximately 9:45 a.m., Idaho State Police arrested Jody W. Underwood, 39, of Blackfoot, on a felony warrant for vehicular manslaughter.

This arrest stems from a two-vehicle fatal crash on October 7, 2013 that occurred on US Highway 91 at milepost 93, south of Blackfoot.  Underwood was driving southbound on US-91 in a 1992 Buick Park Avenue when he collided head-on with a vehicle driven by Richard Peyope, 45, of Fort Hall. Peyope succumbed to his injuries at the scene of the crash.

This crash was investigated by the Idaho State Police and the Fort Hall Police. The case is being prosecuted by the Bingham County Prosecuting Attorney's Office.

On March 25, 2014, at approximately 1 p.m., the Idaho State Police investigated a four-vehicle injury crash eastbound I-84 at milepost 35. Daryl Anderson, 66, of Shoshone, was eastbound on I-84 in a 1979 Peterbuilt semi pulling a trailer. Beverly Emmert, 54, in a 2008 Honda Pilot, Matthew Trout, 27, of Grants Pass, OR, in a 2009 Chevrolet Expedition, and Burt Landers, 45, of Caldwell, in a 2013 Dodge Avenger were also all eastbound. Traffic ahead of Anderson was slowing down, and although Anderson tried to stop in time to avoid a collision, he was unable to do so. Anderson struck the left rear corner of Emmert's vehicle, which was pushed into the driver's side door of Trout's vehicle. The semi came to rest in the median, at which point a headlight came off and struck the back of Landers' vehicle.

Emmert was transported to St. Alphonsus in Nampa by ground ambulance. All drivers were wearing their seatbelts. The westbound lanes were blocked for approximately 20 minutes. The crash is under investigation by the Idaho State Police.

MERIDIAN - The Idaho State Police will honor its former leader, Colonel G. Thomas Proctor, Jr. during a memorial service in Provo, Utah on Wednesday. The ISP Honor Guard will post the colors during the memorial service, provide a traditional casket watch and present the family with the American flag.

Colonel Proctor, of Gig Harbor, Washington, died March 13th due to the residual effects of a stroke he suffered several years ago. He served as Idaho State Police Superintendent from May 1978 to August 1979.

"Although Colonel Proctor served as Superintendent for short time, he instituted changes to the agency that have served ISP well over the past 30 years," Colonel Ralph Powell, Idaho State Police Director, said. "Looking for a new image and to modernize the Trooper uniform that had not been changed for 30 years, he transitioned the head cover from the light blue Stetson to the dark blue Montana Peak campaign cover we now wear, as well as, the Troopers' uniform to one almost identical to the one worn today. The change also included the design of the patch that each Trooper wears with pride on their shoulder. Lastly, Colonel Proctor transitioned the patrol fleet from the white and light blue Plymouth with a bubble light on top to the striped design of our patrol cars with light bars that are now so recognizable on Idaho's highways."

Proctor was also responsible for reinstituting a volunteer reserve program to supplement the patrol that had been popular from the late 1950s until 1969. The program has since been discontinued.

Prior to his appointment as Superintendent, Colonel Proctor was a twenty-two year veteran of the Los Angeles Police Department.

On Tuesday, March 25, 2014, 12:50 p.m. Idaho State Police investigated a three vehicle injury crash on I84 near milepost 35 in Nampa. Charles Haskell, age 20 of Boise, was driving westbound in a 1999 GMC Suburban, and Christopher Allen, age 35 of Nampa, was driving west in a 1997 Chevrolet truck. Both drivers were slowing for construction traffic. Adam Serdynski, age 22, of Caldwell, failed to slow his 2003 Infinity coupe and collided with the rear of the GMC, which then collided with the Chevrolet.

One westbound lane of travel was blocked for approximately one and a half hours while the scene was cleared.
All drivers were wearing their seatbelts.

On Monday March 24, 2014, at approximately 6:38 pm. The Idaho State Police investigated a one-vehicle rollover injury crash on State Highway 48 near milepost 20, in Jefferson County. Anita M. Tappe, 31, of Rigby, was westbound on SH 48 in a 2006 Toyota Tundra, when she failed to negotiate the curve. Tappe's vehicle went off the right side of the roadway where she over-corrected and the vehicle then came across both lanes of travel and off the left shoulder. Tappe over-corrected again and the vehicle came back onto the roadway where it rolled multiple times, and came to rest in the lanes of travel. Tappe was wearing her seatbelt and was transported by air ambulance to EIRMC in Idaho Falls. The lanes of travel were blocked for approximately 4 hours while troopers investigated the scene.

On Saturday, March 22, 2014 at approximately 2:08 p.m., the Idaho State Police investigated a two vehicle property damage crash on US Highway 20 at milepost 15, just west of Parma. Debbie Gilligan, 54, of Parma was traveling west in a 2012 Toyota Tacoma when she drifted out of her lane, across the center line, and struck the rear axle of a 2014 Freightliner driven by Jason Ames, 42, of Sparks, Nevada.

Both drivers were wearing their seatbelts at the time of the crash. The eastbound lane of US Highway 20 was blocked for approximately 2 and a half hours while crews cleared the crash scene. This crash is under investigation by the Idaho State Police.

On Friday March 21, 2014, at approximately 6:22 pm. the Idaho State Police investigated a one-vehicle property damage crash on Interstate 84 at milepost 138 near Bliss. Dwight Thurston, 42, of Meridian was eastbound in a 2005 Toyota Tundra towing a 2011 Keystone camp trailer. The camp trailer began to whip and then overturned blocking the lanes of travel. Traffic was diverted for approximately 1.5 hours while crews cleared the crash from the lanes. All lanes are currently open.

Brett L. Payne, 31, of Pocatello, was driving a 2003 Chevrolet Tahoe south on Interstate 15, drifted off the left shoulder, over corrected, and went off the right shoulder, the vehicle overturned. Payne was ejected from the vehicle. Payne was not wearing a seat belt. Payne was transported by ground ambulance to Portneuf Medical Center in Pocatello where he succumbed to his injuries.

On March 20, 2014 at approximately 5:29 pm, Daniel Pickett, 51 years old of Gooding, ID, was traveling west on I-84 near milepost 148 when he started driving off and back onto the roadway several times before his vehicle rolled off the right shoulder, coming to a stop at milepost 147. Pickett was wearing his seatbelt and was transported by ground ambulance to North Canyon Medical Center. This crash is still under investigation.

On Thursday, March 20, 2014, at 2:10 P.M., the Idaho State Police investigated a one-vehicle property damage crash on I84 near milepost 158, near the City of Wendell.

Jammy Linge, 31 of Gooding, ID, was driving west on I84 in a 1999 Chrysler Concorde. Linge drove off the left shoulder, across the median and both eastbound lanes of travel. Linge's vehicle came to rest in an empty irrigation ditch.

POCATELLO - Idaho State Police awarded its Life Saving Award to two of its own, Corporal Todd Orr and Detective Horacio Caldera, during a ceremony at ISP's District 5 office in Pocatello this morning. The Idaho State Police Life Saving Award was presented by Colonel Ralph Powell to Cpl. Orr and Detective Caldera for saving the life of a man on October 5, 2013.

The incident began when Detective Caldera, who was on patrol duty at the time, responded to the report of an unknown injury crash at 6:44 p.m. on Interstate 15 near milepost 68 in Pocatello. When Detective Caldera arrived on the scene he found skid marks leading off the interstate into a parking lot of a local business. Upon further investigation, Detective Caldera located a man lying on the ground near a pickup in the parking lot. As Detective Caldera approached the man he realized the man had suffered a gunshot wound to the chest. The gunshot wound was later determined to be self-inflicted.

Corporal Todd Orr then arrived on the scene to assist. Cpl. Orr retrieved his gunshot wound trauma kit from his patrol car and the two officers worked together to stop the bleeding by applying pressure to the wound with a chest wound seal from the trauma kit. Paramedics arrived at approximately 6:55 p.m. and Detective Caldera and Cpl. Orr continued to render first aid until EMS personnel could stabilize the patient.

Upon arrival at the emergency room the Dr. Randy Fowler treated the man who survived his wounds. Dr. Fowler stated that the knowledge, quick actions, assessment of the situation, and the first aid rendered to the patient by Detective Caldera and Cpl. Orr significantly contributed to saving the man's life.

The Idaho State Police Life Saving Award is awarded to an ISP employee who saves the life of another person, whether on-duty or off-duty and represents the highest ideals of an Idaho State Police officer.

On Monday, March 17, 2014, at 12:40 p.m., the Idaho State Police investigated a one-vehicle crash on State Highway 50 at milepost 3.9, on the Hansen Bridge. James Wilson, 58 of Tacoma, Washington was traveling southbound on State Highway 50 across the Hansen Bridge, in a 2007 Peterbilt Semi truck. A severe gust of wind overturned the semi and it landed in the northbound lanes against the guard rail.

On Monday, March 17, 2014, at approximately 11:20 a.m., the Idaho State Police investigated two separate vehicle crashes on US-93 at milepost 50, on the Perrine Bridge. John Frederickson, 49 of Nampa, was traveling north in a 1998 Kenworth semi truck and Thierry Barthez, 48 of Quebec, Canada, was traveling south in a 2012 Kenworth semi truck. A severe gust of wind overturned the semi trucks, blocking the north and southbound lanes of traffic.

All lanes of traffic were blocked for approximately 4 hours to remove the semi trucks from the bridge. The crash is under investigation by the Idaho State Police.

Tomorrow, March 18, 2014 at 11:30 am at the Idaho State Police Patrol Office, two troopers will be given the Lifesaving Award for their actions in saving the life of a person who had been shot. The circumstances surrounding the incident are as follows:

On October 5, 2013, at approximately 6:44 p.m., Corporal Horacio Caldera responded to an unknown injury crash located south on I-15 near milepost 68 located in Bannock County, Idaho. Upon arrival Corporal Caldera discovered that the person involved in the crash was also suffering from a gunshot wound to the chest. Corporal Todd Orr arrived on the scene and assisted in giving lifesaving first-aid to the subject until EMS arrived. An emergency room doctor later confirmed that Corporal Caldera's and Corporal Orr's quick response, assessment of the situation, and first-aid rendered were significant factors in saving the person's life.

Mexican National Sentenced to 57 Months for Meth Trafficking

POCATELLO – Humberto Ontiveros-Dias, 32, a Mexican national formerly living in Rexburg, Idaho, was sentenced today in United States District Court to 57 months in prison for distribution of methamphetamine and cocaine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Brian Ted Stewart, from the District of Utah, also ordered Ontiveros-Dias to serve four years of supervised release following his prison term, and to forfeit all property used to commit the crime and proceeds derived from the crime. He pleaded guilty to the charge on October 16, 2013.

According to the plea agreement, on March 2, 2012, Ontiveros-Dias agreed to sell an individual working as an undercover police officer an ounce of methamphetamine. The same day, Ontiveros-Dias met the undercover officer at a commercial parking lot in Rexburg. The meeting was monitored by law enforcement. During the meeting, Ontiveros-Dias sold the undercover officer two baggies of methamphetamine for $1,400. On March 9, 2012, Ontiveros-Dias agreed to sell the undercover officer an ounce of methamphetamine and an ounce of cocaine at the same parking lot in Rexburg, and was again monitored by law enforcement. During the meeting, Ontiveros-Dias sold the undercover officer approximately one ounce of methamphetamine for $1,300 and one ounce of cocaine for $1,100.

The case is the result of a joint investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), the Federal Bureau of Investigation, the Madison County Sheriff’s Office and the Idaho State Police.

Two Traveling Through Idaho Sentenced for Meth Trafficking

POCATELLO – Co-defendants Robert Anthony Johnson, 33, of Fairview, Montana, and Brandy Rachelle Felts-Patelzik, 40, of Watford City, California, were sentenced today in United States District Court in Pocatello for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced.

U.S. District Judge Brian Ted Stewart, from the District of Utah, sentenced Johnson to 75 months and Felts-Patelzik to 12 months in prison, followed by four years of supervised release. Johnson was also ordered to pay a $1,500 fine. The two pleaded guilty to the charge on December 2, 2013.

According to the plea agreements, on February 25, 2013, the defendants were traveling from Nevada to North Dakota. While en route, they were stopped by Idaho State Police in Madison County, Idaho. A subsequent search by law enforcement found them to be in possession of one and one-half pounds of a mixture containing methamphetamine.

Co-defendant Wes Elden Williams, 56, of Ririe, Idaho, is set for sentencing on April 21, 2014. He pleaded guilty on January 29, 2014, to possession with intent to distribute methamphetamine. He faces up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release.

The case is the result of a joint investigation by Idaho State Police and the Madison County Sheriff’s Office.

Barraza, 51 years old of Tolleson, Arizona was traveling north on I15 when a strong gust of wind pushed over the semi he was driving. The semi came to rest on its right side blocking the right lane of travel. No injuries were reported. The Idaho State Police is investigating this crash with the assistance from Bannock County Sheriff's Deputies, Bannock County Search and Rescue, and the Idaho Department of Transportation.

On March 15, 2014, at 2:45 pm, Idaho State Police investigated a vehicle versus pedestrian crash on State Highway 48 at milepost 1, near Roberts.

Timothy "Shawn" Meier, 23, of Menan, was westbound on State Highway 48 in a 1999 Chevrolet Suburban. Allen Clayton, 65, of Roberts, was walking eastbound on the paved portion of the westbound lane of State Highway 48. Meier tried to swerve to miss Clayton and struck Clayton with the right side of the Suburban. Clayton was transported via air ambulance to Eastern Idaho Regional Medical Center where he succumbed to his injuries. The next of kin has been notified.

The crash is under investigation by the Idaho State Police with assistance at the scene from the Jefferson County Sheriff.

MERIDIAN - With St. Patrick's Day celebrations beginning this weekend, the Idaho State Police and local law enforcement agencies are stepping up impaired driving patrols to make sure motorists don't have to rely on luck to make it home safe.

ISP is partnering with the Idaho Transportation Department and local law enforcement agencies statewide to make highways safer with high-visibility impaired driving enforcement patrols from March 15th through March 22nd. Using federal grant funds, these agencies are first seeking to educate the public about the dangers of drinking and driving and, then, if the message is not heeded, to make arrests.

During the campaign, officers will be watching for impaired drivers and will also check for seat belt use. "The Idaho State Police want everyone to enjoy St. Patrick's Day, but we urge people to avoid driving any vehicle when 'buzzed' or drunk," says Idaho State Police Capt. Sheldon Kelley. He explains, "It's not worth the risk. Not only do you risk killing or injuring yourself or someone else, but the financial costs of an arrest or crash are significant."

In 2012, nationwide, 91 people died during St. Patrick's Day celebrations because of impaired driving.

The solution to stop these tragedies is simple.

- A sober driver is easier to find than a leprechaun, find one before drinking and give them your keys.
- If you are impaired, call a taxi, a sober friend or family member to get you home safely.
- If a friend is about to drive impaired, take his or her keys and help make other transportation arrangements.
- Promptly report suspected drunk drivers you see on roadways to law enforcement. Call the Idaho State Police on your cell at *ISP (*477) or dial 9-1-1.

For all on the roadways, "Your best defense against drunk drivers is to always wear a seat belt and remain attentive to your surroundings and other drivers," Capt. Kelley said.

During the 10 week POST Basic Patrol Academy students, or recruits, are trained to assume responsibilities of a peace officer in the State of Idaho which include, but are not limited to:

During the ceremony the graduates were addressed by Doug Tangen, POST Training Manager, Rory Olsen, POST Deputy Division Administrator, Class President Joseph Peppley, Idaho State Police, guest speaker Lieutenant Colonel Kedrick Wills, Idaho State Police, Tim Braseth, POST Training Specialist and the Honorable Melissa Moody, 4th District Judge, who administered the code of ethics to the recruits. Class member Daniel Harder gave the benediction.

Suspect Arrested in the Murder of Steven Kalogerakos

IDAHO CITY - On March 12, 2014, law enforcement arrested Michael S. Dauber in Nampa, Idaho for the murder of Steven Kalogerakos, a former Idaho City resident. 

Kalogerakos was reported missing in January 2008. The arrest of Dauber is the culmination of an investigation that has occurred over the past six years involving the Idaho City Police Department, Boise County Sheriff’s Office, Idaho State Police and the FBI. 

As a result of this investigation, Michael S. Dauber has been charged with Murder in the First Degree, per Idaho Code §18-4001, 18-4002 and 18-4003(a).

On March 12, 2014, at approximately 5:24 p.m., Idaho State Police investigated a three-vehicle injury crash on US91 at 1600 East, just south of Preston. Tyona Carter, 17, of Preston, was driving southbound on US91 in a 2001 Honda Accord. She attempted to cross US91, failing to see a 2013 Toyota FJ Cruiser driven by Aimee Peters, 36, of Preston. Carter struck the rear end of Peter's vehicle, causing Peters to lose control and cross four lanes of travel, coming to rest in the northbound lanes. Peters was then struck by a 2012 Honda Civic, driven by Steven Schvaneveldt, 40, of Preston.

All three drivers were transported by ground ambulance to Franklin County Medical Center. All were wearing seatbelts.

Eleven People Indicted For Conspiring To Traffic Oxycodone And Heroin In Boise

BOISE – Austin Serb, 20, Christopher Snyder, 24, and Andrew Colwell, 23, of Boise, Idaho, appeared in federal court yesterday on a nine-count federal indictment charging them and eight others with conspiracy to distribute oxycodone and heroin; distributing oxycodone, and distributing heroin, U.S. Attorney Wendy J. Olson announced today.

“Prescription drug abuse, indeed the addiction to opiates and heroin, is a growing national problem and a growing Idaho problem,” said Olson. “The U.S. Attorney’s Office and its federal, state and local law enforcement partners are prepared to vigorously investigate and prosecute those who distribute these dangerous drugs in our community.”

In addition to Serb, Snyder, and Colwell, the defendants named in the federal indictment, returned yesterday by the grand jury sitting in Boise, are:

A trial date has been set for May 6, 2014, before U.S. District Judge Edward J. Lodge at the federal courthouse in Boise. The remaining defendants have not yet made their initial appearances in court, and no dates have been set.

The indictment alleges that between September 1, 2012, and March 10, 2014, the defendants conspired together to distribute oxycodone and heroin. The indictment alleges that on various dates beginning on August 29, 2013, one or more of the defendants distributed oxycodone or heroin in the Idaho.

The charge of conspiracy to distribute oxycodone and heroin carries a maximum term of 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release. Each charge of distribution of oxycodone and heroin is punishable by up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release. A criminal forfeiture allegation contained in the indictment also seeks to forfeit cash proceeds of $1 million as to all defendants.

Olson also announced that the indictment marks the first large-scale prosecution involving investigation by the Drug Enforcement Administration’s Tactical Diversion Squad. The Tactical Diversion Squad, based in Boise, began operating in January of this year and includes law enforcement personnel from DEA, U.S. Department of Health and Human Services, Office of Inspector General, the Ada County Sheriff’s Office, the Boise Police Department, the Nampa Police Department, the Meridian Police Department and the Idaho State Police. According to Olson, the Tactical Diversion Squad will target prescription drug crime from all angles, including criminal distribution schemes, health care provider abuse and burglaries.

“Opiate addiction is a dangerous path,” said DEA Special Agent in Charge Matthew G. Barnes. “Many young Americans start out abusing opiate based pain killers then switch to a cheaper and deadly alternative, heroin. This trend is alarming. These arrests represent a significant stride in Boise area law enforcement's concerted effort not only to combat this growing trend but to get ahead of it.”

“This is a great example of how a citizen tip to Crime Stoppers can lead to a major federal case on an urgent threat to public safety, prescription drug abuse,” said Deputy Chief William Bones of the Boise Police Department. “Prescription drug dealers have the capacity for getting hundreds if not thousands of people addicted creating a market for their criminal activity. They often target young people who have everything to lose by an addiction to drugs like oxycodone and Heroin. As we increase targeted enforcement we also hope this case leads to a greater awareness of the incredible dangers of these drugs before we lose more lives.”

Olson noted that U.S. Attorney General Eric Holder earlier this week made national comments highlighting the alarming rise nationally in overdose deaths from heroin and prescription pain-killers. Attorney General Holder vowed that the Justice Department would combat the epidemic through a mix of enforcement and treatment efforts. Speaking in a video posted on the Justice Department’s website, Holder noted that between 2006 and 2010, heroin overdose deaths increased by 45 percent. “As part of the law enforcement community in Idaho, we must direct appropriate resources and focus our attention on the most dangerous drugs,” said Olson. “As prescription pain-killer abuse and heroin abuse increase, we must target the trafficking of those drugs. I commend the outstanding work of the Boise Police Department, the DEA Tactical Diversion Squad and the local agencies that are working with us to address this serious community and public safety threat.”

In addition to involving work by the DEA Tactical Diversion Squad, the indictment is the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF). The investigation was initiated by the Boise Police Department. Other federal agencies participating in the OCDETF program include the Bureau of Alcohol, Tobacco, Firearms and Explosives, Bureau of Land Management, Federal Bureau of Investigation, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), Internal Revenue Service-Criminal Investigation, and U.S. Marshals Service.

The OCDETF program is a federal multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

An indictment is a means of charging a person with criminal activity. It is not evidence. The person is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

At approximately 4:20 PM today, March 11, 2014, Idaho State Police investigated a three-vehicle injury crash at the junction of US highway 93 and Golf Course Rd just north of the Perrine Bridge. Jennifer Browne, age 35 of Twin Falls, was southbound on US93, when she failed to yield to a traffic signal and struck Jeffrey Walker, age 48 of Jerome as he was northbound on US93 turning left onto Golf Course Rd. After striking Walker, Browne's vehicle continued toward the right shoulder where she overcorrected, went into the median, and struck a vehicle driven by Robbie Kennison, age 43 of Twin Falls. Kennison's vehicle was also northbound on US93 preparing to turn left onto Golf Course Rd.

All drivers were wearing their seatbelts. Ambulances responded but did not transport any patients. The turn lanes to northbound US93 were blocked for approximately 40 minutes. Walker's vehicle was in the intersection, but traffic was able to move around it until it was removed.

MERIDIAN - Idaho State Police Alcohol Beverage Control (ABC), in cooperation with the Emmett, Nampa and Caldwell Police Departments, conducted alcohol age compliance checks on Friday and Saturday nights on 93 businesses licensed to sell alcoholic beverages in Canyon, Owyhee, Payette and Gem counties.

Working with plainclothes and uniformed officers, underage youths entered these businesses and attempted to illegally purchase alcoholic beverages. Eighty-three businesses refused to sell to our underage buyers. The efforts of these responsible businesses and their employees are commended.

Regrettably, 10, or 10.75%, of the businesses checked failed to comply with the law and sold to a minor under the age of 21. Misdemeanor citations were issued in these cases and they have been referred to the appropriate prosecuting attorney's office.

Additionally, the compliance operation included underage youth requesting an adult to purchase alcohol for them. Five of 12 adults, or 41%, that were asked to purchase alcohol for an underage buyer made the purchase. These adults were issued misdemeanor citations for providing alcohol to a minor.

"Underage drinking is illegal and can have dangerous and life threatening consequences," said Idaho State Police Lt. Russ Wheatley. "As we head into spring we want events such as prom and graduation to be happy celebrations and not marked by the tragedy that too often comes from underage drinking. Our goal with compliance checks is to educate youth, as well as adults, on the dangers of underage drinking and the laws in place to prevent it."

Detectives report that during the operation one adult male even took money out of his own wallet to purchase beer for an underage female and another adult insisted on purchasing a particular type of beer for the minor because it had greater alcohol content.

Illegal alcohol use by underage persons contributes to crime, car crashes, injuries, and deaths. Law enforcement finds that alcohol also has a role in many of the more frequent minor crimes and nuisances that degrade the quality of life in our communities. Many noise complaints, vandalism, littering, and similar nuisances involve young people who have been drinking.

Penalties for a person who sells or furnishes alcohol to underage youth pursuant to Idaho Code section 23-603 include fines between $500 and $1,000 plus up to one year in jail.
The maximum penalties for licensed establishments that sell alcohol to minors are as follows:
1st offense within three years - 10 day license suspension or $1,000.00 fine;
2nd offense within three years - 30 day license suspension or 15 day suspension and $1,500.00 fine;
3rd offense within three years - 180 day license suspension.

The two day operation also included arrests and citations for DUI, petty theft, driving with an invalid driver's license, possession of marijuana, open container of alcohol in a vehicle and two outstanding arrest warrants. Detectives also witnessed a hit and run crash.

Crash on I15 near Blackfoot sends one to the hospital

On March 11, 2014, at 5:07 a.m., Bingham County deputies and Fort Hall police were in the process of blocking the right lane of southbound traffic on I15 at milepost 89. The road was being blocked due to a crash involving a semi and passenger vehicle. Peyton Sonnefeld, age 24, of Rexburg, was travelling south in a 1993 Ford Taurus, approaching an SUV that was slowing for the traffic control. Sonnefeld swerved to avoid hitting the SUV and hit the guardrail. Road conditions in the area were icy. Sonnefeld's passenger, Ersinia Jaramillo, age 27, of Idaho Falls, was transported by ground ambulance to Bingham County Memorial Hospital.

Sonnefeld and Jaramillo were both wearing seatbelts.
This crash is being investigated by the Idaho State Police.

Federal Jury Convicts Twin Falls Woman of Conspiring to Sell Drug Paraphernalia

POCATELLO – Stephanie Nagel, 40, of Twin Falls, Idaho, was convicted yesterday in United States District Court in Pocatello of conspiracy to sell drug paraphernalia, U.S. Attorney Wendy J. Olson announced. A sentencing date has not been set. U.S. District Judge Fred L. Van Sickle of the Eastern District of Washington presided over the trial.

Evidence presented at trial showed that from 2007 to 2012, Nagel owned and operated a business called the Smoke N’ Head on Washington Street in Twin Falls, Idaho. Nagel sold various items of drug paraphernalia from the shop, including marijuana pipes and assorted paraphernalia used for marijuana and other controlled substances. Evidence also showed that Nagel had previously sold a substance commonly referred to as “spice,” which was subsequently determined to be a controlled substance analogue.

Nagel faces up to three years in prison, a maximum fine of $100,000, and one year of supervised release.

This case was part of a larger enforcement operation, which included 14 search warrants that were executed in July 2012 by law enforcement agencies at 11 locations in Twin Falls County, and three locations in Tigard, Oregon, and Vancouver, Washington. The warrants were related to a nationwide law enforcement action against the synthetic designer drug industry responsible for the production and sale of dangerous and deadly drugs that are often marketed as bath salts, “spice,” incense, or plant food, which are prohibited under the federal controlled substance analogue statute. Operation Log Jam targeted every level of the synthetic drug industry, including retailers, wholesalers, and manufacturers, in more than 80 U.S. cities.

In a related case, Joshua P. Becker, of Portland, Oregon, was sentenced in December 2013 to 48 months in prison for conspiracy to launder money. In October 2013, Gary E. Nagel and Joshua Cserepes, both of Twin Falls, Idaho, and Shyloh Becker, of Portland, Oregon, were each sentenced to 36 months’ probation and fined $500 for related charges, including possession with intent to distribute a controlled substance analogue, conspiracy to sell drug paraphernalia, and aiding and abetting in a monetary transaction in property derived from specified unlawful activity, respectively. Allen W. Nagel, of Twin Falls, is scheduled to be sentenced on March 17, 2014, by Judge Brian Ted Stewart of the District of Utah. He pleaded guilty in June 2013, to conspiracy to launder money.

The joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), is led by the Drug Enforcement Administration in conjunction with Twin Falls City Police Department, Twin Falls County Sheriff's Office, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), Internal Revenue Service-Criminal Investigation, U.S. Customs and Border Patrol, U.S. Postal Inspection Service, Bureau of Alcohol, Tobacco, Firearms and Explosives, Idaho State Police, Ada County Sheriff's Office, Nampa City Police Department, Meridian City Police Department, Gooding County Sheriff's Office, Cassia County Sheriff's Office, and Minidoka County Sheriff's Office.

The OCDETF program is a federal multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Vehicle versus Train Crash near Blackfoot

On March 6, 2014 at approximately 1:28 p.m., the Idaho State Police investigated a vehicle vs. train crash on 100 West at US-91 in Blackfoot. Anthony Pfannschmidt, 26, of Blackfoot, was southbound on 100 West, just off US-91 in a 1999 Dodge Dakota pickup and was approaching a railroad crossing. The red lights at the crossing were activated due to an approaching Union-Pacific train. After stopping, Pfannschmidt felt like he was in dangerous proximity to the crossing and decided to cross the tracks. As Pfannschmidt was crossing the tracks his vehicle experienced a mechanical issue causing it to slow. After slowing, Pfannschmidt's vehicle was struck and pushed off the tracks by the passing train.

Pffanschmidt's vehicle sustained heavy damage due to the collision. There was minor damage to the train, and no damage to the tracks. While there was no road blockage due to the crash, the road was blocked for half an hour for traffic control. Pfannschmidt was wearing his seatbelt and was not injured in the crash. This crash is under investigation by the Idaho State Police.
