On Friday, February 28, at approximately 4:37 p.m., the Idaho State Police investigated a three-vehicle crash westbound Interstate 84 at milepost 37, just west of Garrity Road.

Elaina J. Wall, 31 of Caldwell, was driving westbound on I84 in a 1994 Ford Ranger. Laron E. Buseman, 35 of Boise, was also traveling westbound in a 1991 Toyota 4Runner when he was struck from behind by Wall's vehicle. Buseman's vehicle was pushed into the median, causing the vehicle to overturn and come to rest on its wheels. Buesman's vehicle struck a 2004 Hyundai Elantra being driven by Wendy J. Reynolds-Helms, 56, of Caldwell.

The two right lanes of travel were blocked for approximately one hour.

All occupants were wearing their seatbelts.

MERIDIAN - The Idaho State Police selected a design by Kuna High School sophomore Hannah Schlangen as the winning entry in its 75th Anniversary Design Challenge. Hannah's design was unveiled during a ceremony at the Idaho Capitol on February 20th at noon by Colonel Ralph Powell.

ISP invited Idaho's high school students to participate in the contest to design a logo to be used for ISP's 75th Anniversary events throughout the state during 2014. Numerous entries were received from talented students across Idaho.

As part of the special recognition, Hannah was escorted to the 75th Anniversary ceremony from Kuna High School by ISP Trooper Chris Pohanka in his patrol car. Hannah also received a $100 Visa gift card as a prize for her winning entry.

On February 24, 2014 at approximately 2:30 pm, Idaho State Police seized 56 lbs of marijuana during a traffic stop on I-86 near Chubbuck.

The driver and sole occupant of the vehicle, Cameron J. Victor, 24 years of age male from Fargo, North Dakota, was arrested, charged with trafficking marijuana, and incarcerated at Bannock County Jail.

Idaho Falls Man Sentenced to 96 Months for Meth Trafficking

POCATELLO – Sammy Joe Aguirre, 27, of Idaho Falls, Idaho, was sentenced today in United States District Court to 96 months in prison for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Aguirre to serve three years of supervised release and perform 100 hours of community service following his release from prison. Aguirre pleaded guilty to the charge on November 19, 2013.

According to the plea agreement, on March 21, 2013, law enforcement officers observed Aguirre traveling from Idaho Falls to Rupert, Idaho, where he obtained approximately one pound of methamphetamine. While transporting the methamphetamine back to eastern Idaho, Aguirre’s vehicle was stopped, he was arrested and law enforcement seized the methamphetamine. Aguirre admitted in court that he obtained the methamphetamine with the intention of distributing it to others.

Aguirre’s co-defendant, Emilio Raymond Martinez, of Rigby, Idaho, was sentenced in January 2014 to 80 months in prison for possession with intent to distribute methamphetamine. According to court documents, on February 26, 2013, during execution of a search warrant at a residence in Bonneville County, officers found Martinez in possession of methamphetamine, which he intended to distribute, and paraphernalia.

The case is the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Idaho State Police, with assistance from the Idaho Falls Police Department and Bonneville County Sheriff’s Office. Other federal agencies participating in the OCEDTF program include the Bureau of Alcohol, Tobacco, Firearms and
Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation (IRS-CI), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and U.S. Marshals Service.

The OCDETF program is a federal, multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Pocatello Man Sentenced on Meth Distribution Charge

POCATELLO – Scottie Lee Hill, 35, of Pocatello, Idaho, was sentenced today in United States District Court for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. The defendant appeared before U.S. District Judge Edward J. Lodge at the federal courthouse in Pocatello. Judge Lodge sentenced Hill to 48 months in prison followed by four years of supervised release, and ordered him to complete 100 hours of community service. Hill pleaded guilty to the charge on September 30, 2013.

According to the plea agreement, on September 24, 2012, Hill went to a location in south Pocatello, in Bannock County, Idaho. Hill admitted that he went to this location in possession of methamphetamine, which he intended to distribute. Additionally, Hill possessed a firearm during this time period.

The case was investigated by the Idaho State Police and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

MERIDIAN - The Idaho State Police will mark its 75th anniversary on Thursday during a celebration under the rotunda in Idaho's Capitol. The public is invited to celebrate throughout the day and enjoy displays of Idaho State Police memorabilia, historical photographs, vintage uniforms and patrol cars.

The highlight of the public celebration will begin at noon with the posting of the colors by the Idaho State Police Honor Guard, remarks by Governor C.L. "Butch" Otter and presentations by Idaho State Police Colonel Ralph W. Powell. Presentations will include the unveiling of the winning design of the ISP 75th Anniversary High School Design Challenge submitted by Hannah Schlangen of Kuna High School.

"What started as a cavalry of men banded together to maintain peace in the mining and logging industries has evolved into a multifaceted, professional law enforcement agency responsible for not only general police investigative services and traffic patrol, but also, statewide criminal justice records management and forensic science services," stated Col. Ralph W. Powell, Director of the Idaho State Police. "As we mark our 75th anniversary, it is a time for us to reflect on our rich history and traditions and remember the dedication and sacrifice of those who served before us."

Although the beginnings of ISP's responsibilities in protecting the public began in 1919 under the Bureau of Constabulary and the Idaho Department of Law Enforcement, ISP celebrates its anniversaries based upon the Legislature's passage of the Idaho State Police Act. This Act reorganized the Bureau of Constabulary as the Idaho State Police and was signed into law on February 20, 1939 by Governor C.A. Bottolfsen. In 2000, the Idaho Department of Law Enforcement and the Idaho State Police were combined to better serve the citizens of Idaho.

Today, ISP is a modern-day, full-service law enforcement agency with statewide jurisdiction consisting of 535 commissioned and civilian members. ISP is headquartered in Meridian and has six district offices throughout the state with patrol and investigations operations in each district. ISP's other programs include Forensic Services, Alcohol Beverage Control, Commercial Vehicle Safety, the Bureau of Criminal Identification, Criminal Justice Information Systems, the Idaho Criminal Intelligence Center, and two Regional Communications Centers. Idaho Peace Officers Standards and Training, Idaho Brand Inspection and the Idaho Racing Commission are also under the umbrella of the Idaho State Police.

The Idaho State Police Association has commissioned several 75th anniversary items that are available for sale on their website. Crash in Garden City injures two

On February 18, 2014, at 10:50 p.m., the Idaho State Police investigated an injury crash on State Street, just west of Glenwood Street in Garden City. Nathaniel McDonald, 23 of Boise, was driving westbound on State Street at a high rate of speed in a 1994 Chevrolet Caprice. McDonald lost control of the vehicle and struck a power pole. McDonald then sideswiped a 2012 Mazda 3 driven by Tanna Bell, 25 of Middleton. McDonald's vehicle struck another power pole before coming to rest on the right shoulder. The Caprice then caught on fire. The fire was extinguished by a trooper who witnessed the crash.

All occupants were wearing their seatbelts. Both McDonald and his passenger, Paula Swindell, 23 of Emmett, were transported by ground ambulance to Saint Alphonsus Regional Medical Center. Alcohol is involved in the crash.

Couple Sentenced in Idaho for Trafficking More Than 50 Pounds of Meth from California to Minnesota

POCATELLO – Sergio Javier Varela-Vallecillo, 30, and his wife, Felicia Inez Varela, 29, of Navasota, Texas, were sentenced today in United States District Court for possession with intent to distribute more than 500 grams of methamphetamine, U.S. Attorney Wendy J. Olson announced. The defendants appeared before U.S. District Judge Edward J. Lodge at the federal courthouse in Pocatello.

Varela-Vallecillo, a Honduran national, was sentenced to 70 months in prison; he will be deported following his release. Felicia Varela was sentenced to 30 months in prison followed by four years of supervised release. The defendants pleaded guilty to the one-count indictment on November 26, 2013. The government is seeking forfeiture of assets derived from the offense conduct.

According to plea agreements filed in the case, on March 9, 2013, the defendants were stopped by an Idaho State Police trooper while traveling in a U-Haul truck on U.S. Highway 20 in Idaho Falls. In the back of the truck, officers found approximately 50 pounds of methamphetamine and a large quantity of cocaine. The defendants admitted they knew the substance they were transporting was methamphetamine and they were transporting it from California to Minnesota with the intention of delivering it to another individual in Minnesota.

The case was investigated by Idaho State Police, the Federal Bureau of Investigation (FBI), and U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

On February 18, 2014, the Idaho State Police stopped a 2007 Lincoln Navigator for a traffic violation travelling north on Interstate 15 near milepost 118 in Idaho Falls, Bonneville County. The driver of the vehicle, Deangelo L. Hankston, 31 years of age, from North Las Vegas, NV, had a suspended driver's license and the investigation revealed he recently had been smoking marijuana. A search of the vehicle revealed 1,784 Oxycodone pills, and 195 Hydrocodone pills. Estimated street value is approximately $55,000. Hankston was booked into the Bonneville County Jail for driving without privileges, possession of marijuana (misdemeanor), and 2 felony counts of intent to deliver Hydrocodone and Oxycodone pills. ISP was assisted by the Bonneville County Sheriff's Office and their K-9 drug dog.

On Wednesday, February 12, 2014 at approximately 8:30 a.m., the Idaho State Police investigated a two-vehicle, fatality crash on US93 at milepost 182, in Richfield, ID.

Ismail Mohammed, 57 of Abbotsford, British Columbia, Canada was driving north in a 2012 Kenworth tractor pulling a trailer hauling vegetables. Mark Mandis, 43 of Jerome, was driving south in a 2005 Kenworth tractor hauling two hay trailers. Mandis' vehicle crossed the center line and into the northbound lane of travel, colliding with Mohammed's vehicle.

Both drivers were transported to local hospitals. Mohammed succumbed to his injuries before arriving at the hospital.

U.S. Highway 93 was completely blocked by the crash and later officially closed by the Idaho Transportation Department. The highway remains closed at this time.

On February 10, 2014, at approximately 9:26 a.m., the Idaho State Police investigated a two-vehicle, fatality crash on State Highway 44, at milepost 2.7, near Rhodenbaugh Lane, just west of Middleton.

Chase A. Panda, 19, of Caldwell, was travelling eastbound on State Highway 44 in a 2009 Dodge Journey. Seyran Minasyan, 49, of California was driving a 2008 Volvo tractor pulling a utility trailer. Minasyan was turning westbound onto State Highway 44 when his trailer was struck by Panda. Panda succumbed to his injuries at the scene. Minasyan was not transported.

Next of kin has been notified.

Both drivers were wearing their seatbelts.

State Highway 44 was blocked for approximately 3 hours.

This crash is currently under investigation by the Idaho State Police.

On Monday, February 10, 2014 at approximately 8:41 a.m., Idaho State Police investigated a three vehicle injury crash on Pole Line Road at Parkview Drive in Twin Falls, ID.

Adam R. Thomason, 37 of Craigmont, driving a 1997 International Semi pulling a single trailer was traveling west on Pole Line Road, as he approached Parkview Drive he did not notice the other vehicles were stopped at the traffic light. Thomason in attempting to avoid the collision, locked up the breaks, attempted to swerve into the right lane before colliding with a 2003 Kenworth Semi pulling two trailers, driven by Jefferson R. Davis, 38 of Rupert. Thomason's vehicle pushed the Kenworth and trailers into a 2006 Lexis 330, driven by Brenda S. Evers, 50 of Wendell.

Thomason and Davis were transported by ground ambulance to St. Lukes Magic Valley Medical Center in Twin Falls, Evers was not transported. Seat belts were worn by all.

Pole Line was blocked for approximately two hours.

On Wednesday, February 5, 2014 at approximately 2:30 p.m., the Idaho State Police investigated a four vehicle injury crash on Interstate 84 at milepost 44, near the Locust Grove overpass in Meridian. Kenneth Jerome, 63, of Meridian was traveling east in a 1994 Geo Metro when he slowed down due to traffic. Hawke Wheelock, 18, of Meridian was also traveling east in a 1994 Dodge Dakota when he failed to slow with traffic and struck the rear end of Jerome's vehicle. Jerome then drifted and bumped into a 2014 Ford F350 driven by Leilani Draper, 35, of Melba. Wheelock's vehicle was then struck from behind by Jeremy Andrew, 31, of Kuna, who was driving a 2005 Chevrolet Cobalt.

Jerome and Andrew were transported by ground ambulance to St. Luke's Medical Center in Meridian. All drivers were wearing their seat belts. The crash is under investigation by the Idaho State Police.

On February 5, 2014, at approximately 4:00 p.m., Idaho State Police investigated a two-vehicle crash eastbound on U.S. Highway 20 at milepost 317, near Rigby. Jonas Karlinsey, age 26, of Idaho Falls, was traveling west on U.S. Highway 20 in a 2002 Toyota Corolla. Karlinsey fell asleep at the wheel and proceeded to cross through the median. His vehicle then entered the eastbound lanes of U.S. Highway 20 and struck Jonathan Webster, age 36, of Rigby, who was traveling in a 2011 Ford F150.

The left eastbound lane of U.S. Highway 20 was partially blocked for approximately one and one half hours. Both drivers were wearing their seatbelts. The crash is under investigation by Idaho State Police.

On Wednesday, February 5, 2014, at approximately 9:35 a.m., the Idaho State Police investigated a one-vehicle crash on Interstate 84 at milepost 53, involving a commercial freightliner. The driver of the semi was headed eastbound on Interstate 84 when he drifted out of the lane of travel and hit the concrete median barrier and a traffic sign. The semi continued along the barrier, under the Vista overpass, and struck another traffic sign before it came to a stop. Witnesses arrived on scene to find the driver between the driver and passenger seats with no pulse. The driver, whose identity Idaho State Police are still trying to confirm, was transported to St. Luke's via ground ambulance. A medical condition may be involved in this crash.

MERIDIAN - There have been media accounts that the Idaho State Police has criminally investigated the Corrections Corporation of America (CCA) and its activities concerning its contract with the Idaho Department of Corrections (IDOC) to operate the Idaho Correctional Center in Boise. Idaho State Police worked with IDOC to determine if the allegations involving the contract with CCA amounted to a violation of Idaho's criminal statutes. It appears, at this time, that CCA's actions were a civil breach of contract and not criminal activity.

On Monday, February 3, 2014, the Idaho State Police investigated a three-vehicle fatality crash northbound on Interstate 15 at milepost 114.5, north of the Dad's Truck Stop exit 113. Adrianne Elliott, 23, of Ammon, was northbound in a 1996 Mercury Marquis. Elliott's vehicle hit a patch of ice, causing her to lose control of the vehicle. Elliott then struck a 2012 Chevrolet Cruz being driven by Amanda Sterling, 30, of Idaho Falls. Elliott's vehicle was then struck on the passenger side by a 2012 Dodge 3500 pickup pulling a 2002 Haulette trailer being driven by William Jesperson, 70, of Riverton, UT. Elliott and her infant daughter were transported by ground ambulance to East Idaho Regional Medical Center in Idaho Falls. Elliott's other passenger, Dora Heiner, 74, of Idaho Falls, succumbed to injuries sustained in the crash and was pronounced dead on scene. Sterling and Jesperson were not injured in the crash. Everyone was wearing their seatbelts, and the infant was properly restrained in a safety seat.

This crash is still under investigation by the Idaho State Police.

On Monday February 3, 2014 at approximately 11:30 am, the Idaho State Police investigated a two-vehicle injury crash on Blue Lakes Boulevard North near Shoup Avenue. Pamela R. Hayes, 56 of Filer, in a 1999 Mercury Sable attempted to make a left hand turn out of a parking lot onto northbound Blue Lakes Boulevard, when she failed to yield to oncoming traffic. Kenneth Rivers, 54 of Twin Falls, was southbound on Blue Lakes Boulevard, in a 2008 Dodge Charger belonging to Twin Falls City Police Department, was on routine patrol in the area. Rivers attempted to avoid striking Hayes' vehicle but was unable to do so. MERIDIAN - On February 3, 2014, at approximately 8:13 a.m., Idaho State Police received reports that protesters intended to block the doors to the Senate Chambers in the Idaho State Capitol. Troopers from the Capitol Security detail, as well as, Troopers from the District 3 Office responded and found approximately forty-four protesters blocking the three entrances to the Senate floor.

The Senate's Sergeant of Arms and the Senate Pro Tempore requested the protesters move as the Senate prepared to convene. Protesters were informed that they would be arrested for trespassing if they refused to move. A representative of the protesters told Senate leadership and Troopers that they would not move and indicated that they wanted to be arrested as a form of civil disobedience.

Troopers arrested the protesters without incident and escorted them to a room in the Statehouse where each were cited for trespassing and released. Idaho State Police finished processing the citations at approximately 1:00 p.m. and released the last of the protesters. The protesters arrested included three juveniles.

Under Idaho law, a citation for trespassing is a misdemeanor and is punishable by imprisonment of up to six (6) months, a fine not less than twenty-five dollars ($25.00) and not more than one thousand dollars ($1,000.00), or both.

The Idaho State Police were assisted by the Ada County Sheriff's Office and the Boise Police Department.

On January 31, 2014, at approximately 10:26 p.m., the Idaho State Police investigated a one vehicle rollover crash southbound Interstate 15 at milepost 80, near Fort Hall. Eric Miller, 20, of Idaho Falls, was traveling southbound on Interstate 15 near milepost 80, in a 2002 Subaru Impreza, when he went off the right shoulder of the roadway, through a fence, and into an empty irrigation ditch. Miller and his two passengers; Stacey Whitmore, 32, of St. Anthony, and Casey Edwards, 21, of Idaho Falls, were transported by ground ambulance to Portneuf Medical Center in Pocatello.

Miller was cited for inattentive driving and no driver's license. All occupants of the vehicle were wearing their seatbelts. The crash is still under investigation by the Idaho State Police.
