NARRATIVE: Carpenter was traveling southbound on US Highway 95. Carpenter was pulling a trailer behind his Ford F350. A white Ford pickup was traveling southbound directly behind Carpenter. Fowler was traveling southbound behind the white Ford. At approximately milepost 304, Carpenter slowed down to make a left turn into the pullout. As Carpenter made his turn, Fowler attempted to pass the white Ford that was behind Carpenter. Fowler then struck the rear of Carpenters trailer.
