On May 30, 2014, at 9:45 p.m., Idaho State Police investigated a two vehicle injury crash on US Highway 95 near milepost 48, in front of the MotorVu Drive-In in Parma.

Elena Solis, 21, of Fruitland, was stopped in the southbound lane of US Highway 95, waiting to turn into the MotorVu Drive-In in a 2004 Mitsubishi Gallant. Edward Wampler, 75, of Tipp City, Ohio, was traveling south in a 2008 GMC pickup. Wampler failed to stop in time, and the pickup collided with the back of the Mitsubishi.

Solis and her passengers, Frank Bruno, 30, of Vale, Oregon, and a 3-year-old juvenile, were transported via ground ambulance to West Valley Medical Center in Caldwell.

All occupants were properly restrained with seatbelts and a child safety seat. Highway 95 was blocked for approximately two and a half hours while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

On May 28, 2014, at 6:04 p.m., Idaho State Police investigated a crash westbound Interstate 84 near milepost 36, the Franklin exit in Nampa. Victoria Escandon, 32, of Nampa was driving westbound in a Ford Focus. Escandon slowed for traffic ahead, and was struck from behind by a Mitsubishi Lancer driven by John Mitchell, 23, of Caldwell.

Both drivers were wearing their seatbelts. Mitchell was transported by ground ambulance to St. Alphonsus in Nampa. The right lane was blocked for approximately one hour while officers worked to clear the scene. The crash is under investigation by the Idaho State Police.

On May 28, 2014, at approximately 2:05 p.m., Idaho State Police conducted a traffic stop of a 2004 Dodge Caravan on eastbound Interstate 84 at milepost 29.5, near Caldwell. The driver, Gerardo Pena Garza, age 54 of Othello, Washington, was given a verbal warning.

After the traffic stop, Garza reentered traffic and continued eastbound. About one half mile east of the initial traffic stop, the same Trooper observed Garza's vehicle make an abrupt turn from the far right lane of traffic to the left lane and continue off the roadway, through the median, into oncoming traffic on the westbound side of the interstate, off the north side of the interstate and come to a stop in a marshy area.

When the Trooper arrived at the crash scene, Garza was unconscious and the Trooper attempted to assist Garza until emergency personnel arrived. Garza was transported by ground ambulance to West Valley Medical Center in Caldwell where he was pronounced deceased. Notifications to family have been made by the Washington State Police.

One lane of westbound traffic was blocked for approximately one and a half hours while crews worked to clear and investigate the scene. Garza was wearing his seatbelt. The crash is under investigation by Idaho State Police.

On Wednesday May 28, 2014, at approximately 8:08 am, the Idaho State Police investigated a five-vehicle injury crash Eastbound SH25 at milepost 49 in Minidoka County. A 2001 Lincoln Navigator, driven by Miguel A Paz-Ramirez,17 of Paul, a 1988 Toyota pickup, driven by Dallen E. Fisher, 53 of Paul, and a 2003 Honda Civic, driven by Ryne D. Larsen, 16 of Declo, were all stopped in the lanes due to turning traffic. Michael Gil-Ramirez, 16 of Paul, was driving a 1997 GMC Suburban when he failed stop and ran into the rear of Larsen's vehicle. Larsen's vehicle then hit Fisher's vehicle, and Fisher's vehicle struck Paz-Ramirez's vehicle. Tabatha L. Martinez, 27 of Paul, was driving a 2007 BMW 525 when she failed to see the stopped traffic and struck the rear of Gil-Ramirez's vehicle.

Martinez and Fisher's passenger , Vicki S. Fisher, 53, were both transported by ground ambulance to Minidoka Memorial Hospital.

All occupants were wearing seatbelts. The crash is still under investigation.

On May 27, 2014, at approximately 10:00 p.m., Idaho State Police investigated a two vehicle crash on Eagle Road and East Lanark Street, north of the Franklin intersection in Boise.

Kerry King, 20, of Boise was driving south on Eagle Road in a 1993 Chevrolet Cavalier. King drove over the center concrete barrier in an attempt to negotiate a u-turn. King's vehicle was struck by a 2005 Dodge Neon traveling north on Eagle Road, driven by Shane Hill, 28, of Emmett.

King and his passenger, Shanti Bailey, 20, of Meridian, were transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. Hill and his passenger, Darcie Hill, 25, of Emmett, were transported via ground ambulance to St. Lukes Medical Center in Meridian.

All subjects were believed to be wearing seatbelts at the time of crash. Both of the northbound lanes of Eagle Road were blocked for approximately 2 hours while crews worked to clear the scene.

The crash is under investigation by the Idaho State Police.

On Tuesday, May 27, 2014, at approximately 1:30 P.M. Idaho State Police investigated a three-vehicle injury crash on US93 at milepost 55.5 near Jerome.

Tammy Corrigan, 46 of Shoshone, was driving a Dodge Durango north on US 93 near Jerome when she failed to stop for traffic waiting at the railroad tracks. Corrigan's vehicle struck the rear end of Kevin Case's red Honda Accord, causing Case, 28 of Jerome, to strike the rear end of the vehicle in front of him. Case's vehicle struck the rear end of a blue-grey Chevy Malibu, driven by Sharissa Thomason, 22 of Jerome. Corrigan was transported by ground ambulance to Twin Falls Hospital. Case was transported by ground ambulance to Jerome County Hospital. Corrigan and Thomason were wearing their seatbelts, while Case was not.

Both the northbound and southbound lanes of traffic were blocked for approximately one hour. The crash remains under investigation by Idaho State Police.

Paris entered I90 going the wrong direction at the SH41/I90 interchange in Post Falls.
Paris collided head on with Frantz on the westbound off-ramp. Both drivers were transported to Kootenai Health with non-life threatening injuries. Paris? passenger, a 6 year old child, was also transported to Kootenai Health. Both drivers were wearing seatbelts. The off-ramp was closed for over an hour.

Paris was arrested for investigation of DUI, Driving without privileges, injury to a child, and possession of a concealed firearm while under the influence.

On May 26, 2014, at approximately 11:44 a.m., Idaho State Police investigated a two-vehicle injury crash on State Highway 75 at milepost 91.8, near the Blaine County and Lincoln County line.

Cynthia S. Devries, 46, of Twin Falls, ID, was driving north on State Highway 75 near milepost 91, in a 2004 Ford Focus. Bryan C. Holman, 22, of Keller, TX, was driving south in a 2005 Hyundai Elantra. Devries crossed left of center, and struck Holman. Devries drove back across the northbound lanes, then the vehicle came to rest on the east shoulder of the road.

Devries was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise, ID. Holman and his passenger, Janell Waldram, 20, of Washington, were transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, ID.

All subjects were wearing seat belts.

Traffic was diverted for approximately two and a half hours due to road blockage.

On Monday, May 26, 2014, at approximately 2:44 p.m., Idaho State Police investigated a two vehicle injury crash on SH24 at milepost 2.1, near Rupert. Lourdes Keith, 53 of Pocatello, was driving north on SH24 in a Mercury Marquis. Keith slowed to turn in the median on SH24. Batrina Collins, 37 of Burley, was driving a Chevrolet Blazer behind Keith. Collins collided with Keith and the vehicle went through the median and came to rest in the southbound lanes of travel. All occupants were wearing seatbelts.

The northbound and southbound lanes were partially blocked for approximately an hour for the investigation of the crash.

On Saturday, May 24, 2014 at 5:54 P.M., Idaho State Police investigated a one-vehicle, rollover crash on Interstate 15 at milepost 108, near the Shelley exit.

Morgan Weir, 19, of Chubbuck, ID, was driving a 2000 Toyota Sienna van south on Interstate 15 near milepost 108 when she drove off the roadway, rolled across the median, and came to rest in the northbound I-15 travel lanes. Weir, the only occupant of the vehicle, was not wearing her seatbelt and was ejected from the vehicle. She was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

The two northbound lanes of traffic were blocked for approximately forty minutes and traffic was diverted off the Interstate at exit 108. The crash remains under investigation by Idaho State Police.

Lawrence Lutton, 31, of Lowden, Washington, was traveling west in a 2000 Toyota Corolla with two juvenile passengers, when his vehicle left the roadway, and drove into the reservoir. Lutton and one passenger were transported by a passerby in a private vehicle to Saint Luke's Medical Center in Boise, and the second juvenile passenger was airlifted to the same location.
The crash is still under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Lonnie Ells was traveling southbound on US Highway 95 in the right lane. Ells was driving a tan 2007 Dodge Ram 2500 pickup. He was pulling a camper, which had an extended trailer attached to the rear. As he approached milepost 306, a tractor trailer passed Ells. As the tractor trailer passed Ells, Ells' camper and trailer began to sway. This caused Ells to lose control of his Dodge. Ells left the roadway and drove into the center median. Ells Dodge, camper, and trailer overturned as a result of the crash.

One lane of travel in each direction was blocked from the time of the crash until 8:51 PM.

INCIDENT NARRATIVE: Dhillon was Southbound on US95 near MP 497, he was on the phone and became distracted. Dhillon then drove left of center striking Chenoweth who was Northbound. Dhillon then lost his front tire on the semi and drove off the left shoulder embankment. The semi rolled several times, losing its cargo of steel beams. Dhillon was cited for reckless driving. The highway was blocked for approximately 3.5 hours.

On Thursday, May 22, 2014, at approximately 7:12 p.m., the Idaho State Police investigated a fatality crash on Blackrock Canyon Road just south of Pocatello. Jesse D. Sistrunk, 14 years old of Pocatello, was traveling west on Blackrock Canyon Road on a 2014 Honda motorbike. Sharon E. Beyeler, 58 years old of American Falls, was east on Blackrock Canyon Road on a 2006 Polaris ATV. Sistrunk lost control of the motor bike and struck the ATV. Sistrunk died on scene from his injuries; no one else was injured. All occupants were wearing a helmet. This crash is under the investigation of the Idaho State Police with the assistance from the Bannock County Sheriff's Department.

After a party organizer arrived with two kegs of beer, and prior to other students arriving; contact was made with the individual who had prepared the party location. The two kegs of beer were subsequently seized. The individual was cited for minor in possession of alcohol. The adult who provided the alcohol for the party has been identified and will be charged with providing alcohol to a minor, a violation of Idaho code 23-603. The Idaho State Police Alcohol Beverage Control was assisted by Idaho State Police Investigations, Coeur d?Alene Police Department, US Forest Service Law Enforcement, and the Shoshone County Sheriff?s Department.

The Idaho State Police wants all graduating seniors, and those looking forward to summer break, to be reminded that their safety and the safety of the public is paramount.

Memorial Day weekend is not only a time to reflect and honor our veterans, but also a time when many Idahoans take to the road to enjoy the unofficial kick-off of summer. During Memorial Day weekend in 2013, there were 137 crashes on Idaho roads with 79 people injured and 2 fatalities. The Idaho State Police offer some safety reminders to drivers to ensure that this holiday is safe for everybody on the road.

- Wear Your Seatbelt - Day or Night

The "Click It or Ticket" seatbelt enforcement mobilization, in cooperation with the Idaho Transportation Department's Office of Highway Safety, started on May 19th and goes through June 1st. ISP and local law enforcement officers will be stringently enforcing Idaho's seatbelt law around the clock. The use of seatbelts saves thousands of lives across America each year.

Drivers with children are also reminded to make sure all children are in age-appropriate safety seats and children under 12 are in the back seat.

- Designate a Driver

Alcohol and driving is always a bad mix. Last Memorial Day weekend there were 17 crashes in Idaho where alcohol or drugs involved. Every day, nearly 30 people in the U.S. die in a motor-vehicle crash involving an alcohol-impaired driver. Designate a driver before anybody in your party drinks.

- Allow Enough Time to Get There

Troopers want to remind motorists to slow down and leave early to arrive on time. If you allow yourself enough time to get from place to place you will reduce any tendency to speed, tailgate, violate traffic signals, weave in and out of traffic or engage in other aggressive driving practices.

- Stay Alert and Avoid Distractions

In 2013 during Memorial Day weekend distracted driving was the cause of 33 crashes, the leading cause of crashes that weekend and drowsiness was a factor in 8 crashes.

Get enough sleep before driving and avoid distractions such as cell phones. This will help assure that your attention is focused on the road. Sleep deprivation and fatigue can cause lapses in attention, slowed awareness and impaired judgment. Don't text and drive. It isn't just dangerous, it is illegal.

- Share The Road

All of us who use Idaho's roadways must keep in mind the other users including motorcyclists, bicyclists and pedestrians. Motorists are reminded to look twice for motorcycles, bicycles and pedestrians and allow safe distances when passing them.

- Move Over

Please observe the "Move Over" law, which requires motorists to slow down and move over, if possible, when approaching a stationary police or authorized emergency vehicle displaying flashing lights. Every year there are a number of public safety personnel that are killed nationwide when parked on the side of the road during the course of their duties. The "Move Over" law helps protect those who risk their lives protecting the public.

On Wednesday, May 21, 2014, at approximately 11:19 a.m., Idaho State Police investigated a three vehicle, injury crash westbound on I84 at milepost 45, near Meridian. Elijah Paul, 19, of Caldwell, was traveling west on I84 in a 2004 Dodge Neon when he hit a ski/swim platform that had fallen from a boat onto the lanes of travel. Upon hitting the platform, Paul's vehicle came to a stop in the left lane of the four westbound lanes of travel. William Diehl, 31, of Meridian, was traveling west in a 2001 Chevrolet van behind Paul and was unable to stop before rear ending the Dodge Neon. After being rear ended, the Dodge Neon rotated to the right, across the westbound lanes of travel. Yu Huang, 41, of San Gabriel, California, was traveling west in a 2003 Freightliner tractor-trailer and collided with the Dodge Neon as it rotated into his lane of travel. All vehicles came to a stop in the westbound lanes of travel.
Elijah Paul and his passenger, Ryan Beers, 18, of Caldwell, were both transported by ground ambulance to St. Lukes Medical Center in Meridian for treatment of injuries. All occupants of all vehicles were wearing seatbelts. The westbound lanes were blocked for approximately one and half hours.
The Idaho State Police is requesting any witnesses to the crash or any individuals with information regarding the loss of the swim platform from the ski boat to please contact them at 208.846.7550. The crash is still under investigation.

Two Sentenced for Meth Distribution

POCATELLO – Co-defendants Anthony Juarez, 31, of Nampa, Idaho, and Jose Juarez, 33, of Rupert, Idaho, were sentenced this week in United States District Court for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill sentenced Anthony Juarez to 76 months, followed by three years of supervised release and a $300 fine. Jose Juarez was sentenced to 72 months, followed by three years of supervised release and a $300 fine. The defendants pleaded guilty to the charges on March 10, 2014.

According to the plea agreements, on July 24, 2013, Anthony Juarez agreed to meet with an undercover officer in Burley, Idaho, where it was agreed methamphetamine would be sold to the undercover officer. Later that day, Jose Juarez drove Anthony Juarez and a codefendant to the meeting with the undercover officer at a restaurant in Burley, Idaho. At the meeting, the undercover officer was sold six ounces of methamphetamine.

The case was the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Drug Enforcement Administration, in conjunction with, U. S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), Canyon County Narcotics Unit, Meridian Police Department, Ada County Sheriff’s Office, Idaho State Police, and the Mini-Cassia Drug Task Force.

The OCDETF program is a federal multi agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Shortly after 10:00 AM this morning, May 19, 2014, the Idaho State Police responded to a property damage crash on US30 at milepost 434, in Montpelier. Fausto Trujillo, age 54 of Miami, FL was Eastbound on US30, turning onto Boise St., when his trailer struck a power pole. The power pole fell into a tree, and the connected wires pulled two other poles out of their bases. The other two poles did not fall to the ground. Several lines broke and were on the ground, and others were low. Due to the presence of low power lines, nearby Montpelier High School was evacuated for safety. Both eastbound and westbound traffic was completely blocked for about an hour until crews could open one lane in each direction. The remaining lanes will be blocked for several hours while repairs are completed, but traffic is flowing smoothly. Fausto was uninjured in the crash. No other injuries resulted.

MERIDIAN - Idaho State Police want to remind motorists to "Click It or Ticket." In order to enforce this reminder, ISP will be stepping up enforcement of Idaho's seatbelt law today through June 1st.

ISP's efforts are part of a larger, national "Click It or Ticket" mobilization to encourage everyone to buckle up as motorists take to the roads to celebrate the long Memorial Day weekend.

"Memorial Day weekend kicks off summer vacation season, and we want to ensure that everyone arrives at their destination safe and sound," said Lt. Allen Oswald. "If you are not wearing your seat belt and you are stopped by one of our Troopers, do not expect a warning. Drivers and passengers over 18 that are not buckled will receive separate tickets."

According to new data released from the Department of Transportation's National Highway Traffic Safety Administration (NHTSA), fatalities are up nationwide for the first time in five years. In 2012, 10,335 people who were killed in motor vehicle crashes were not wearing their seat belts. NHTSA data also details how more traffic vehicle deaths occur at night. In 2012, 61 percent of passenger vehicle occupants killed during the nighttime hours of 6:00 p.m. - 5:59 a.m. were not wearing their seat belts.

Statistics from 2012 show a lower usage rate for occupants of pickup trucks than other types of passenger vehicles with use rates as low as 50.4% in some parts of Idaho. Additionally, nationwide young adults are dying at a disproportionate rate because they are not wearing their seat belts. Sixty-two percent of 18 to 34-year-olds killed in passenger vehicle crashes were not wearing their seat belts. Lastly, twice as many men were killed in crashes than women, while men are less likely than women to wear their seatbelt.

"In 2012, 77 of the 135 people over the age of 7 killed in passenger vehicle crashes in Idaho were not wearing seatbelts. Many of these deaths could have been prevented if people had simply buckled up. We are determined to help bring these numbers down," said Lt. Oswald. "There are too many people dying on the roads, and many of those deaths could have been prevented if people took the simple step of wearing their seat belt. While we are reminding motorists to buckle up during these two weeks, we will be handing out tickets year-round to those who still haven't gotten the message."

NARRATIVE: Carpenter was traveling southbound on US Highway 95. Carpenter was pulling a trailer behind his Ford F350. A white Ford pickup was traveling southbound directly behind Carpenter. Weisenberger was traveling southbound behind the white Ford. At approximately milepost 304, Carpenter slowed down to make a left turn into the pullout. As Carpenter made his turn, Weisenberger attempted to pass the white Ford that was behind Carpenter. Weisenberger then struck the rear of Carpenters trailer.

On May 18, 2014, at approximately 4:30 PM, Idaho State Police investigated a one vehicle rollover crash on I-15 near milepost 94 in Bingham County.

Ethan Gerdes, 19, of Blackfoot, ID, was driving south on I-15 in a 1981 Ford F-150. Gerdes drove off of the right shoulder and travelled an extended distance until he hit a lava rock embankment. Gerdes' vehicle rolled, came to rest on its roof, and became engulfed in flames.

Gerdes was transported to Bingham Memorial Hospital by ground ambulance.

The right lane of southbound I-15 was blocked for approximately one hour.

On May 17, 2014, at approximately 4:35 p.m., Idaho State Police investigated a two-vehicle crash at the intersection of State Highway 50 and 3800 N, just outside of Hansen, ID.

Christopher C. Park, 26, of Twin Falls, ID, was driving west on State Highway 50 on a 2011 Honda motorcycle. Adrian Aguilar Hurtado, 20, of Wendell, ID, was driving south on 3800 North in a 2014 GMC Sierra pickup. Aguilar Hurtado failed to yield to Park. Park's motorcycle struck the right rear of Aguilar Hurtado's pickup.

Also on the motorcycle was Cindy G. Tenorio, 29, of Twin Falls, ID. Park and Tenorio were wearing helmets at the time of the crash. They were both transported by ground ambulance to St. Luke's Magic Valley Medical Center in Twin Falls, ID.

State Highway 50 was blocked for approximately two hours and fifteen minutes.

On May 17, 2014 at 10:02am Idaho State Police investigated a one-vehicle injury crash southbound on I15 at mile marker 67, near the south 5th Avenue exit.

Clair E. Averill, 72 of Idaho Falls was traveling southbound on I15 in a 2003 Mercury Mountaineer. Averill drifted off the left shoulder of the road and overcorrected. The vehicle rolled multiple times coming to rest in the median.

Averill and his passenger Gayle L. Averill, 72 also of Idaho Falls, were both transported by ground ambulance to Portneuf Medical Center. They were both wearing their seatbelts.
Traffic was reduced to one lane for about an hour while crews worked to remove the wreckage.

On May 14, 2014 at approximately 11:46 am, the Idaho State Police investigated a one vehicle crash on Marsh Creek Road south of Green Canyon Road. State Police report that Ivan Fonseca Alvarez, age 28 of American Falls, was driving north bound on Marsh Creek Road when he failed to negotiate a curve. Fonseca Alvarez lost control of the vehicle causing it to skid off the road and overturn into a ditch. Fonseca Alvarez was not wearing a seat belt, was partially ejected and died at the scene.

The roadway was blocked for several hours during the investigation. Bannock County Sheriff and Search and Rescue assisted with the investigation.

On Wednesday, May 14, 2014, at 5:10 p.m., Idaho State Police investigated a six-vehicle injury crash on Interstate 84 at milepost 49, just west of the Maple Grove overpass. Edith Gelhar, 40, of Boise, was stopped in the lane of travel in a Dodge van due to traffic congestion. Also stopped behind her vehicle were Danette Cragin, 54, of Boise in a Toyota 4-Runner, Chad Franklin, 43, of Nampa, in a Ford F-150, and Shawn Adams, 38, of Nampa, in a Mazda 3. Debra Caldwell, 61, of Homedale, was westbound in a Nissan Juke. Caldwell failed to yield to the stopped vehicles in front of her and crashed into the back of Adams' Mazda 3. The Mazda then hit the Ford, which hit the Toyota, which hit Gelhar's Dodge van. Caldwell's vehicle was then rear-ended by a Honda Civic driven by Jessica Davidsmeier, 26, of Boise.
All occupants of the vehicles reported they were wearing seatbelts. Davidsmeier was transported by ground ambulance to St. Luke's in Boise. The second lane from the right was blocked for approximately thirty-five minutes while troopers worked to clear the scene. The crash is still under investigation by the Idaho State Police.

On Monday, May 12th, at approximately 9:00 a.m., the Idaho State Police investigated a single-vehicle crash eastbound I84 at milepost 161, east of Wendell.

Ralph A. Lepore, 23, of Boise, was travelling westbound on I84 in a 2000 GMC Sierra, when he went off the road into the median. Lepore overcorrected the vehicle back into the lane of travel, overcorrected again, went through the median, where the vehicle rolled. The vehicle landed in the eastbound lanes of traffic.

Lepore was wearing his seatbelt. He was transported by ground ambulance to Saint Lukes Magic Valley Regional Medical Center.

Both eastbound lanes of travel were blocked for approximately two hours.

This crash is currently under investigation by the Idaho State Police.

MERIDIAN - Idaho State Police detectives continue to investigate a shooting involving a Payette County Sheriff's deputy that occurred Thursday afternoon at a Maverik convenience store in Payette.

At approximately 2:31 p.m., Payette County Sheriff's Office Corporal Jason Jones spotted a Blue Jaguar with Payette county license plates that matched the description of a car that involved in an incident where shots were fired near an elementary school in Ontario, Oregon. Cpl. Jones called for backup and pulled in behind the vehicle at a gas pump. Cpl. Jones gave verbal commands to the driver to exit the vehicle. Before back up could arrive, the driver of the vehicle got out of the vehicle, but failed to obey further commands. The driver then reached into the vehicle, pulled out a handgun and began shooting at Cpl. Jones. The driver of the vehicle has been identified as Jose Rodriquez-Moncada, 24 of Fruitland.

A gunfight ensued wherein multiple shots were fired by both the suspect and the deputy. Cpl. Jones was struck once in the lower leg and Rodriquez-Moncada was hit twice. Two additional shots hit the Maverik store that was occupied by several people. Nobody else, including a young child that was in the vehicle with the suspect, was injured in the shooting.

Both Cpl. Jones and Rodriquez-Moncada were transported by air ambulance to St. Alphonsus Regional Medical Center in Boise hospital. Cpl. Jones was treated and released and Rodriquez-Moncada succumbed to his injuries last night.

The Idaho State Police will continue the investigation. An autopsy will be performed on Rodriquez-Moncada today. Cpl. Jones has been placed on paid administrative and medical leave.

MERIDIAN - Idaho State Police detectives are investigating an officer-involved shooting that occurred Thursday afternoon at Maverik store in Payette.

At about 2:15 p.m. this afternoon a Payette County Sheriff's deputy located a car at a gas pump at the Maverik store on North 16th Street in Payette that was suspected as being involved in an incident where shots were fired in Ontario, Oregon. The deputy approached the suspect driving the vehicle in an attempt to talk with him. The suspect then drew a gun on the deputy and began firing at the deputy. The deputy sustained a gunshot wound to the leg. The deputy was able to return fire and struck the suspect.

Both the deputy and the suspect were transported by air ambulance to a Boise hospital. The injuries to the deputy are not life threatening while the suspect has critical injuries.

The names of the deputy and the suspect are not being released at this time. The Idaho State Police will continue to lead in the investigation.

MERIDIAN - The Idaho State Police has placed Daniel Howard on administrative leave without pay pending the outcome of criminal charges filed by the Kootenai County Prosecuting Attorney's Office involving allegations stemming from acts occurring in Kootenai and Bonner counties.

The charges against Howard include grand theft, petit theft, possession of an untagged deer involving alleged acts occurring in Kootenai County and forgery, title fraud and grand theft occurring in Bonner County. All allegations were investigated by the Kootenai County Sheriff's Office.

In October 2013 Kootenai County notified ISP they had begun conducting a criminal investigation into allegations against Howard. ISP initiated an internal investigation in December 2013 and placed Howard on administrative leave with pay pending further action in the criminal investigation. In April 2014 ISP immediately suspended without pay upon notification by Kootenai County that Howard was being criminally charged. Howard's suspension will continue pending the outcome of the criminal charges and the internal investigation. Howard faces termination by ISP if found guilty of the criminal charges. Howard was hired by ISP in December 1994.

As with any criminal case, Howard is afforded all rights and privileges of any person charged with a crime in Idaho. The Idaho State Police expects all employees to obey all laws and maintain the highest standards of professionalism and integrity both on and off duty.

The Idaho State Police will continue to cooperate with the Kootenai County Sheriff's Office and the Kootenai County Prosecuting Attorney's Office in the ongoing criminal proceedings.

COEUR d'ALENE - Idaho State Police Alcohol Beverage Control (ABC), conducted alcohol age compliance checks last on Friday and Saturday nights on forty-eight businesses licensed to sell alcoholic beverages in Bonner, Kootenai and Shoshone counties.

Working in plainclothes, ABC detectives and underage youths entered these businesses and attempted to purchase alcoholic beverages. Unfortunately, 29% of the businesses checked failed to comply with the law and sold to a minor under the age of 21. This failure rate is significantly greater than the average failure rate of 10 to 15 percent for age compliance checks in Idaho.

Some of these failures occurred after sales people asked for and received the underage person's identification, which clearly showed the date of birth and the date the underage person is to turn 21 years of age and still sold or served alcohol to the underage person. In other cases identification wasn't asked for.
The breakdown of citations by county is as follows:

Bonner County - Eleven businesses checked; one sale to a minor;
Kootenai County - Twenty-three businesses checked; nine sales to minors;
Shoshone County - Fourteen businesses checked; four sales to minors.

Misdemeanor citations were issued in these cases and they have been referred to the appropriate prosecuting attorney's office.

"Our community should expect businesses licensed to sell alcohol to not sell alcohol to those under 21. We work with our license establishments to prevent alcohol sales to minors and when they fail, Idaho State Police Alcohol Beverage Control holds both the business and the person who sells alcohol to minors accountable," said Idaho State Police Detective Tim Snell.

Additionally, the compliance operation included underage youth requesting an adult to purchase alcohol for them in Coeur d'Alene. Only 4 of the 28 adults that were asked to purchase alcohol for an underage buyer made the purchase. These adults were issued misdemeanor citations for providing alcohol to a minor.

Penalties for a person who sells or furnishes alcohol to underage youth pursuant to Section 23-603, Idaho Code include fines between $500 and $1,000 plus up to one year in jail. The maximum penalties for licensed establishments that sell alcohol to minors are as follows:

1st offense within three years - 10 day license suspension or $1,000.00 fine;
2nd offense within three years - 30 day license suspension or 15 day suspension and $1,500.00 fine;
3rd offense within three years - 180 day license suspension.

Additionally, during the two day operation one person was arrested for possession of heroin and drug paraphernalia and another was arrested for driving under the influence of alcohol and/or drugs.

On May 4, 2014, at approximately 10:15 a.m., local law enforcement agencies responded to a report of a vehicle submerged in a canal in the area of 800 7th Avenue West in Gooding, Idaho. A maroon 1998 GMC Yukon was discovered in the canal. Inside the vehicle firefighters located the body of James D. Singer, 67, of Gooding, Idaho. A preliminary investigation shows the vehicle left the adjacent school yard and drove into the canal. The Idaho State Police continues to investigate the incident.

On Saturday, May 3, 2014, at approximately 5:30 p.m., Idaho State Police investigated a two-vehicle fatality crash on US20 near Purple Sage Road, in Canyon County, Idaho.

Eloy Montoya, 74 of Parma, was driving a 2011 Chevy Malibu travelling west on US20-26. Spook C. Meras, 25 of Notus, was driving a 1993 Acura Legacy east on US20-26. For unknown reasons, Meras drove into the westbound lane of travel and struck Montoya head-on. Montoya, his wife Tillie, 75 of Parma, Meras, and his two juvenile passengers were transported to Saint Alphonsus Regional Medical Center in Boise. Tillie Montoya succumbed to her injuries at the hospital. The Montoyas' and Meras' two juvenile passengers were wearing seatbelts, Meras was not.

The eastbound and westbound lanes of US20 were closed for approximately three hours.

The crash is still under investigation of the Idaho State Police with the assistance of the Canyon County Sheriff's Office.

On Saturday, May 3, 2014 at approximately 2:34 p.m., the Idaho State Police investigated an injury crash westbound on US-20 at milepost 321, near Rigby. Jeffery Bird, 46, of Rexburg, was westbound in a 1999 Chevrolet Suburban pulling a horse trailer when the trailer began to fishtail. Bird lost control of the vehicle, which struck the center jersey barrier and rolled, coming to rest on its side in the left lane of travel. The trailer came disconnected from the Suburban and did not overturn. It came to rest in the middle of both lanes.

Bird and his five juvenile passengers were transported by ground ambulance to Madison Memorial Hospital. All occupants were wearing their seatbelts. None of the cattle in the horse trailer were injured. Both lanes were blocked for approximately 15 minutes, and the road was limited to one lane for approximately one and a half hours. The crash is under investigation by the Idaho State Police. Both the Rigby Police Department and the Jefferson County Sheriff's Office assisted the Idaho State Police.

On May 2, 2014 at approximately 4:54 p.m., the Idaho State Police investigated a three-vehicle crash westbound I-84 at milepost 46, near the Eagle exit. Jared Gardner, 31, of Nampa, was westbound in a 2002 Saab 93. Mckensie Knopp, 19, of Burley, was behind Gardner in a 2012 Nissan Altima. Both Gardner and Knopp were stopped in the far left lane for traffic. John Knipe, 16, of Boise, was also in the far left lane in a 1996 Toyota pickup. Knipe did not stop and struck the back of Knopp's vehicle, which was pushed into Gardner's vehicle.

Knopp was transported to St. Alphonsus in Nampa by ground ambulance. All drivers were wearing their seatbelts. The left two lanes were blocked for approximately an hour and a half. The crash is under investigation by the Idaho State Police.
