INCIDENT NARRATIVE: Bradetich was traveling westbound on State Highway 6 near milepost 6.4 when he reached across to his passenger seat and drove off the roadway. He lost control of the Peterbilt when he tried to steer back onto the roadway and subsequently rolled onto the passenger side. Both lanes were blocked for approximately 7.5 hours.

On April 29, 2014, at approximately 8:02 a.m., Idaho State Police investigated a three-vehicle crash eastbound on I84 at milepost 45, near the Locust Grove overpass, in Meridian.

Farrah Harris, age 36, of Lakeside, Montana, was travelling in the far left lane, in a 2000 Toyota Camry, followed by Ricardo Rodriguez, age 35, of Phoenix, Arizona, in a 2007 Dodge Caravan. Behind Rodriguez, was a 2001 GMC Yukon, beind driven by Melody Conley, age 33, of Nampa.

Harris' vehicle was stopped for traffic when Rodriguez braked and swerved his vehicle to the left, to avoid a collison. Conley's vehicle then collided with the side of Rodriguez' vehicle and then also with the rear of Harris' vehcle.

Harris was transported by ground ambulance to St. Luke's Meridian Medical Center.

All drivers were wearing their seatbelts.

On Wednesday, April 30, 2014, at approximately 1:30 a.m. the Idaho State Police investigated a one-vehicle rollover crash westbound on Interstate 84 at mile marker 256, near Sweetzer Summit. Wesley Kirkham, 44, of West Valley, Utah, was driving a 2007 Freightliner semi pulling a 2002 box trailer. Kirkham swerved to miss a deer and lost control of the vehicle, causing it to tip and block both lanes of westbound traffic for approximately two and a half hours before the fast lane was open. The slow lane of travel was blocked for another nine hours. Kirkham was taken to Portneuf Medical Center in Pocatello via air ambulance.

This crash is still under investigation by the Idaho State Police.

On April 29, 2014, at approximately 7:30 a.m., Idaho State Police investigated a three-vehicle crash on eastbound I84 near milepost 42, just west of the Ten Mile exit, in Ada County.

Daniel Boren, 51 of Middleton, driving a 2001 Ford Explorer, Darlene Dickerson, 36 of Nampa, driving a 2013 Ford Fiesta and Zachary Bass, 34 of Caldwell, driving a 2011 Chevrolet HHR, all were traveling eastbound on I84 in the lane closest to the median, when Dickerson and Bass stopped for traffic subsequently pushing Boren to rear end Dickerson, pushing Dickerson's vehicle into Bass.

The lane closest to the median was blocked for approximately an hour.

Two subjects were transported to Saint Luke's Meridian Medical Center by ground ambulance.

MERIDIAN - Idaho State Police completed their investigation into the two vehicle crash on December 5, 2013 that involved a 1998 Bluebird school bus driven by Debra Boatwright, 56, of Nampa and a 1974 Mack dump truck driven by Charles Derby, 33, of Nampa. The crash occurred at the intersection of Deer Flat and Happy Valley Roads in rural Canyon County as the bus was transporting twelve elementary school age children to Crimson Point Elementary in Kuna. Daniel Cook, 11, of Nampa was a passenger on the school bus and was killed in the collision.

The investigation found that Boatwright was traveling east on Deer Flat Road and stopped at the stop sign at the intersection of Deer Flat Road and Happy Valley Road. Boatwright then proceeded into the intersection as Derby was driving northbound on Happy Valley Road. The dump truck struck the rear passenger side of the bus. Cook was sitting in the 11th row passenger seat of the bus when the collision occurred. The investigation concluded that Boatwright failed to yield the right of way to Derby when she pulled away from the stop sign and into the intersection.

The case was referred to the Canyon County Prosecuting Attorney's Office. Today that office charged Boatwright with misdemeanor vehicular manslaughter pursuant to section 18-4006(3)(c), Idaho Code in Third District Court in Caldwell. Boatwright will need to appear in court on or before June 5, 2014.

On Tuesday, April 29, 2014, at approximately 10:15 a.m., the Idaho State Police investigated a one vehicle rollover in Teton County. Shayla Waddle, 27 from Victor, was driving a 2004 Dodge Neon west on State Highway 33 at the 130 mile marker near Tetonia, Idaho. Waddle crossed over into the eastbound lane and went off the road on the opposite side where she hit an embankment. The car went airborne, overturned several times and came to rest on its roof. Waddle was not wearing a seatbelt. Waddle was transported by Air Idaho to Eastern Idaho Regional Medical Center in Idaho Falls. ISP was assisted by Teton County Sheriff's Office and Teton County EMS. The crash remains under investigation.

Plummer Man Sentenced for Meth Trafficking

COEUR D’ALENE B Raymond Henry Lowley III, 36, of Plummer, Idaho, was sentenced Monday in United States District Court to 46 months in prison, followed by four years of supervised release for distribution of methamphetamine, U.S. Attorney Wendy J. Olson announced. United States District Judge Edward J. Lodge also ordered a $100 special assessment, and to forfeiture $1,200. Lowley pleaded guilty to the charge on January 30, 2014.

According to the plea agreement, Lowley sold a confidential informant and an undercover officer methamphetamine in November and December 2012. The December drug sale occurred at a gas station on the Coeur d’Alene Indian Reservation. In total, Lowley sold $1,200 in methamphetamine.

The case was investigated by the North Idaho Violent Crimes Task Force (NIVCTF). The NIVCTF members include the Federal Bureau of Investigation, the Idaho State Police, Kootenai County Sheriff's Office, Shoshone County Sheriff's Office, Bonner County Sheriff's Office, Coeur d'Alene Police Department, Post Falls Police Department, and the Coeur d'Alene Tribal Police Department. The NIVCTF investigates a myriad of violent crimes, including armed robbery, kidnapping, felonious assault and drug trafficking.

On April 27, 2014, at approximately 12:40 a.m., Idaho State Police investigated a one-vehicle crash at the intersection of 100 North and 100 East near Rupert, Idaho.

Dakota B. Twiss, 18 of Paul, was driving a 2002 Volkswagen Jetta northbound on 100 E when she failed to negotiate the curve, continued onto the shoulder, and struck the railroad tracks. After striking the tracks, her vehicle rolled, landing upright on the railroad tracks.
Dakota Twiss and her passenger, Mylee Pratt, 18, of Paul were transported by private vehicle to Minidoka Memorial Hospital. Dakota Twiss succumbed to her injuries at the hospital. Neither of the subjects were wearing their seatbelts.

Both roads were blocked from 12:40 a.m. until 8:11 a.m.

This crash is under investigation by the Idaho State Police.

On April 26, 2014, at approximately 5:07 p.m., Idaho State Police investigated a two-vehicle crash on westbound I84 near milepost 46, just east of Eagle Road in Ada County.

Raelee L. Asson, 21 of Meridian, driving a 2000 Chrysler Sebring westbound on I84 in lane two began making a lane change into lane one, which was occupied by another vehicle. Asson overcorrected crossing lane two and into lane three, which was occupied by Allen L. Centers, 62 of Meridian, driving a 2011 Toyota Four Runner, the vehicles collided. Asson's vehicle hit the median barrier and stopped. Centers' vehicle rolled and came to rest on its top on the right shoulder.

Allen Centers and his passenger Dianne Centers, 63 of Meridian, were transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Asson was not transported. All subjects where wearing their seatbelts.

All lanes were blocked for a short amount of time. However the right lane was blocked for approximately one hour and twenty minutes.

Early this morning, April 26, 2014, the Idaho State Police arrested a Boise man after a low-speed pursuit. Shortly after 2:00 AM, a Trooper attempted to initiate a traffic stop near the Boise Town Square Mall on a vehicle driven by Raymond Hale, age 33 of Boise. Hale refused to stop, and continued to drive at speeds of 10-15 miles per hour. Hale stopped near the intersection of Emerald St. and Wilson St. Law enforcement personnel from ISP, the Ada County Sheriff's office, and the Boise Police Department, spoke with Hale until he surrendered shortly after 3:30 AM. Neither Hale, nor any officers, nor Hale's passenger, 25 year-old Kylie Hornbeck of Boise, were injured. Hale was charged with misdemeanor eluding, resisting and obstructing officers, second offense DUI, and driving without privileges.

On Thursday April 24, 2014, at approximately 11:00 pm, Idaho State Police investigated a single vehicle crash on Bogus Basin Road near milepost 11.

Zachary Thayer, 22, of Boise, was driving north on Bogus Basin Road in a 1998 Pontiac Grand Prix. The vehicle went off the right shoulder, hit a tree and rolled down the hill.

Thayer and his passengers Jennifer Keller, 20, of Boise and Nathaniel Archer, 21, of Boise, were transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. Passenger Gabriel Wilhite, 24, of Boise left the scene in a private vehicle. Thayer was treated and released and then arrested on a felony warrant out of Oregon.

It is unknown at this time if all occupants were wearing seatbelts; alcohol is believed to be involved in the crash.

The crash is under investigation by the Idaho State Police.

He was stopped at the intersection of US 12 and Michigan Street (Milepost 44) waiting to make a left turn onto Michigan Street. Reitmeier was traveling westbound on US Highway 12 and was approaching the intersection as Honeycutt waited to make the left turn. As Reitmeier approached the intersection, a sedan made a left turn onto westbound US Highway 12 in front of Reitmeier. Reitmeier steered to miss the sedan and struck the front driver side of Honeycutt's truck. The sedan failed to stop and continued westbound.

MERIDIAN - The Idaho State Police is currently testing those who desire to become Troopers. The testing process began on April 18th and will close on May 16th. ISP anticipates hiring approximately 20 new Troopers. The hiring process takes about 6 months to complete and successful candidates will begin training in November 2014.

What does it take to become a Trooper? It takes a significant commitment to make it through some stringent requirements to earn the title of Idaho State Police Trooper. "ISP truly has high expectations for those who would be called 'Trooper.'" said Colonel Ralph Powell. "It is the responsibility to protect those who cannot protect themselves, to stand tall and firm between good and evil and so it starts with the highest moral and ethical standards, both on and off duty," he continued.

If you think you have what it takes, begin the process with the online application and exam. Those that are selected will then have an oral board examination and will need to pass a physical fitness test. Applicants must then pass an extensive background check which includes reference checks, work history verification, criminal history, and credit checks. Applicants must also pass a series of psychological, medical, and physical fitness examinations. A polygraph exam and substance abuse screening will also be administered. Previous law enforcement experience is not required.

On average, the training process takes about nine months to complete, which includes the 10-week Basic Patrol Academy at the Idaho Peace Officers Standards and Training (POST). Recruits will then have an additional 14-week Advanced Training Class with the ISP Training Division. Upon successful completion of both academies, the new recruit will begin on-the-job field training with experienced Troopers. The academies and on-the-job training are intense and require physically and mentally strong individuals.

Applicants must be willing to work anywhere in the state of Idaho. ISP attempts to accommodate the applicants' choice of location if they are hired, but the assignments are made based on agency's needs first. Troopers will be required to work all shifts including nights, weekends, and holidays. Starting pay for a Trooper is $18.92 per hour and possibly higher if the candidate is a current peace officer with at least three years experience. Additional pay increases are available after a probationary period for skills and education such as Spanish fluency, drug recognition experts, POST certificates and college degrees.

If you are interested in becoming an Idaho State Trooper you must first meet the Minimum Qualifications from Idaho POST requirements, which include:
- United States citizenship;
- Graduate of a high school, or GED equivalent;
- 2 or more years of responsible work experience or attendance at an institution of higher learning following high school graduation;
- Fingerprint clearance by the Idaho State Police Bureau of Criminal Identification and the FBI;
- A conviction or withheld judgment for any local, state, or federal crime may be grounds for rejection; and
- Have a valid driver's license

Additional qualifications include:
- Meet the Idaho State Police Drug Policy requirements;
- Meet the POST medical, vision, and hearing requirements; and
- Meet the requirements of the POST Physical Readiness Test.

On April 21,2014, at 5:42 am, the Idaho State Police investigated a single vehicle crash southbound I15 at milepost 55, south of Inkom. Jin Cai, 49, from North Logan, Ut, was traveling southbound in a 2001 Chrysler Town and Country Van when he struck a barrel that was in the road. The barrel containing Clean Strip Form Release was spilled onto both lanes of the interstate. ITD is currently on location cleaning up the spill.

Cai was wearing a seat belt. This crash is under investigation by the Idaho State Police.

On April 21,2014, at 5:42 am, the Idaho State Police investigated a single vehicle crash southbound I15 at milepost 55, south of Inkom. Jin Cai, 49, from North Logan, Ut, was traveling southbound in a 2001 Chrysler Town and Country Van when he struck a barrel that was in the road. The barrel containing Clean Strip Form Release was spilled onto both lanes of the interstate. ITD is currently on location cleaning up the spill.

Cai was wearing a seat belt. This crash is under investigation by the Idaho State Police.

Shortly before 10 AM this morning, April 19, 2014, the Idaho State Police investigated an injury crash in Nampa which blocked traffic on Karcher Rd near the intersection of Latah Dr. Tanner Sayer, age 17, of Nampa was driving north on Karcher Rd. He had looked down and did not notice traffic slowing for a red light. Sayer struck a vhicle driven by Susana Marquez-Delgado, age 39, of Caldwell. Marquez-Delgado's vehicle then struck another vehicle driven by Bruce Thompson, age 51, of Nampa. Thompson was transported by ground ambulance to St. Lukes Hospital in Nampa. Shortly before 11 AM today, April 19, 2013, the Idaho State Police investigated a one-vehicle injury crash on US30 at the intersection of State Highway 72 south of New Plymouth, ID. Johnathan Phillips, age 18 of New Plymouth, was driving south on US30 in a commercial vehicle when he overturned while attempting to turn east onto State Highway 72. Much of Phillips' load of dry fertilizer spilled on to the roadway. Highways 30 and 72 were both blocked for more than three and a half hours while the truck and the product were removed. Phillips was transported by ground ambulance to St. Alphonsus Hospital in Ontario,OR. The investigation is ongoing.

Idaho Operation Lifesaver
"Officer On A Train" and "Adopt A Crossing"

On Monday, April 21, 2014, City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in East Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car/train collisions.

During the "Officer On the Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes driver behavior approaching the highway/rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which will stop the motorist, explain the dangers and issue a citation.

During 2013, there were 19 car/train collisions and 4 pedestrian incidents resulting in 5 people being injured and 8 fatalities.

Since 1990, the "Officer On A Train" program has been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, State and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

MERIDIAN - The Idaho State Police are asking for the public's assistance in locating Samuel John McCartney, 36, of Twin Falls, Idaho.

McCartney was charged with inattentive driving in Adams County after the car he was driving collided head-on with the Council Ambulance on US Highway 95 at milepost 121 near Indian Valley on October 22, 2013. That crash seriously injured two EMTs that were treating a patient in the back of the ambulance at the time of the crash and injured the driver of the ambulance, as well as, the patient.

McCartney appeared at his arraignment in Third District Court in February but failed to appear for a scheduled pretrial conference in court on March 27th. The Honorable John Meienhofer issued a bench warrant for McCartney's arrest and set a bond at $10,000.00.

Anyone with information on the location of McCartney is asked to call Idaho State Police at (208) 884-7360. ISP has information that McCartney may be out of state.

MERIDIAN - The Idaho State Police will celebrate the dedication of its Public Safety Communications Officers during National Public Safety Telecommunicators Week, April 13th to 19th, at its two Regional Communications Centers.

This week is recognized annually as a tribute to those who serve on the very front lines of public safety that are heard, but not seen by those they serve. These professionals, commonly referred to as dispatchers, help save countless lives by answering emergency calls, dispatching emergency personnel and equipment and providing compassion and support to callers in distress. All of their work is done over the phone and radio waves with split second decisions, at all hours of the day and night, with precision and courtesy, under tremendous pressure. The celebration also recognizes the technicians that maintain radio and emergency phone systems, communications staff trainers, communications center personnel, and other public safety telecommunications staff across the country who work tirelessly, often behind the scenes, to help the public and public safety personnel during emergencies.

"The public safety dispatchers throughout Idaho are the unsung heroes of public safety," said Idaho State Police Lt. Kevin Haight. "The public should know what every law enforcement officer, firefighter and emergency medical service provider knows. That is, that the highly trained dispatchers behind the scene are the people that allow us to arrive to a scene quickly and safely to provide aid to those in crisis. This is our chance every year to thank them and let the community know how important their role is in protecting the public."

The Idaho State Police's two Regional Communications Centers provide service to all of Idaho and a lifeline to its officers working alone in the rural parts of the state with backup often an hour or more away.

The Regional Communications Center North (RCCN) is located in Coeur d'Alene and covers ISP's two northern districts which include 10 counties and 6,211 road miles. In 2013, RCCN handled 64,675 calls for service and currently employs 13 communications officers.

The Regional Communications Center South (RCCS) is located in Meridian and is responsible for the four districts in the central and southern parts of the state. The districts include 34 counties, beginning with Adams, Valley, Custer and Lemhi, and all counties south of those four, including the 20,956 road miles in those counties. In 2013, RCCS handled 160,239 calls for service and currently employs 26 communications officers.

National Public Safety Telecommunicators Week started in 1981 by just one agency in California. The idea spread across the nation until Congress first gave it national recognition in 1991. Since then it has been celebrated the second full week in April every year.

MERIDIAN - Idaho State Police Troopers Vance Cox, Steve Otto and Alma Walker will be receiving recognition for their criminal interdiction work during the Idaho Highway Safety Summit tomorrow, April 15th. Additionally, Deputy Jason Stewart, Bonneville County Sheriff's Office, will also receive the award.

The awards stem from what first appeared to be a typical traffic stops for the three Troopers, but with the effective questioning of the drivers stopped and observations made by the Troopers, the traffic stops resulted in the removal of large amounts of illegal drugs from our communities, burglaries and an armed robbery being solved and the arrest of those suspected to be perpetrating these crimes.

The details of the two incidents are as follows:

On March 9, 2013 at approximately 2:05 a.m., Trooper Vance Cox stopped a U-Haul truck on U.S. Highway 20 near Idaho Falls. During the traffic stop, Trooper Cox visited with the driver and passenger of the U-Haul truck and then requested the assistance of a Bonneville County Sheriff's Office drug dog. Deputy Jason Stewart and his K-9, Ringo, were dispatched to assist Trooper Vance on the traffic stop. The K-9 dog alerted to the presence of narcotics and when a search was conducted on the contents within the U-Haul truck, Trooper Vance and Deputy Stewart located 52 pounds of methamphetamine and 27 pounds of cocaine. The street value of these drugs is approximately $1.2 million dollars. This was one of the largest drug seizures in Idaho's history.

On June 18, 2013 at 2:27 p.m., Trooper Steve Otto stopped a BMW for failing to signal a lane change on Interstate 15, in Oneida County. During the questioning of the driver, Trooper Otto suspected that the driver and his passengers were involved in other criminal activity and Otto called assistance from other Troopers, as well as, Idaho State Police detectives.

As a result of Trooper Otto's traffic stop three suspects were arrested and four burglaries were solved. The charges against the suspects included: Grand Theft by Possession, Possession of Methamphetamine, Possession of Drug Paraphernalia, Resisting and Obstructing an Officer, Carrying a Concealed Weapon Without a Permit, and Petty Theft. One suspect was also indicted in U.S. District Court for Idaho for Aggravated Illegal Re-entry into the United States and Possession of a Firearm by a Prohibited Person. Immigrations Customs and Enforcement (ICE) and the Bureau of Alcohol, Tobacco and Firearms (ATF) joined the investigation that resulted in the federal charges.

Trooper Otto seized 23 grams of methamphetamine, ten stolen guns including 6 rifles, 1 shotgun and 3 handguns. The suspects initially admitted to burglaries in Madison County and Bannock County. Through the thorough investigation by Idaho State Police, two additional burglaries in Bingham County were also solved and the suspects were charged in those cases.

On January 27, 2014, while in Cassia County, Trooper Alma Walker heard over the radio a description of a vehicle used in an armed robbery that had just occurred at the Amber Inn Motel in Jerome County. The description was simply "a truck" without specific make, color or size. Trooper Walker waited on Interstate 84 and using time and distance, figured the approximate time the vehicle would possibly be passing by his location. At about 8:31 p.m., he saw an SUV pass by that was traveling above the posted speed limit.

Trooper Walker stopped the Chevrolet Tahoe and immediately noticed that the two male occupants were acting more nervous than someone stopped for speeding and appeared to be concealing something. At the same time a citizen reported to ISP dispatch that a bag was thrown from the vehicle prior to the traffic stop. Cassia County Sheriff's Deputy Emery arrived as backup and found the bag containing a gun and the stolen cash along the interstate. As a result of this traffic stop, the suspects in the armed robbery were arrested within an hour of the robbery, the money stolen was recovered and the gun used in the crime.

"These traffic stops show what can happen when Troopers apply the 'look, listen, think' philosophy and look for criminal activities being conducted on our state's highways that would not be detected if observations were not made beyond the initial reason for the traffic stop," said Idaho State Police Lt. Chris Weadick. "This is also a great example of how agencies can partner together for the common goal of intercepting criminal activity."

LEWISTON - Idaho State Police Alcohol Beverage Control (ABC), with the assistance of the Moscow and Lewiston Police Departments, conducted alcohol age compliance checks on Friday and Saturday nights on seventy-four businesses licensed to sell alcoholic beverages in Latah, Lewis, Nez Perce, Clearwater and Idaho counties.

Working with plainclothes and uniformed officers, underage youths entered these businesses and attempted to illegally purchase alcoholic beverages. Sixty-seven businesses refused to sell to our underage buyers. The efforts of these responsible businesses and their employees are commended.

Regrettably, 7 or 9.46% of the businesses checked failed to comply with the law and sold to a minor under the age of 21. Some of these failures occurred after sales people asked for and received the underage person's identification, which clearly showed the date of birth and the date the underage person is to turn 21 years of age and still sold or served alcohol to the underage person. In other cases identification wasn't asked for.
Misdemeanor citations were issued in these cases and they have been referred to the appropriate prosecuting attorney's office.

"ABC conducts underage compliance checks not only to ensure that minors do not have access to alcohol, but also to bring awareness to the dangers associated with underage drinking," said Idaho State Police Sgt. Rocky Gripton. "As the weather warms up teens are attending proms and end of the school celebrations and we want these celebrations to be remembered as happy times and not marred by the tragedy that too often comes from underage drinking."

Additionally, the compliance operation included underage youth requesting an adult to purchase alcohol for them in Moscow and Lewiston. Only 6 of the 75 adults that were asked to purchase alcohol for an underage buyer made the purchase. These adults were issued misdemeanor citations for providing alcohol to a minor.

Detectives report that during the operation one adult took money from the underage female, purchased beer and then returned all of the money that was given to him to purchase the beer. Additionally, two adults specifically asked if the female was underage even when she replied that she was, the adults made the alcohol purchase anyway.

Illegal alcohol use by underage persons contributes to crime, car crashes, injuries, and deaths. Law enforcement finds that alcohol also has a role in many of the more frequent minor crimes and nuisances that degrade the quality of life in our communities.

Penalties for a person who sells or furnishes alcohol to underage youth pursuant to Idaho Code Section 23-603 include fines between $500 and $1,000 plus up to one year in jail. The maximum penalties for licensed establishments that sell alcohol to minors are as follows:

1st offense within three years - 10 day license suspension or $1,000.00 fine;
2nd offense within three years - 30 day license suspension or 15 day suspension and $1,500.00 fine;
3rd offense within three years - 180 day license suspension.

Additionally during the two day operation one person was cited for driving without privileges and two other people were cited failure to maintain insurance.

On Sunday, April 13, at approximately 4:00 p.m., the Idaho State Police investigated a battery complaint at the JR Simplot Lodge, at the Bogus Basin Resort in Boise
County, after employees reported a battery that had occurred. The subject, Luke Shaber, age 35, of Boise, was located by ISP and taken into custody for battery on a Bogus Basin employee, misdemeanor possession of a controlled substance, and misdemeanor possession of drug paraphernalia.
Shaber was booked into the Ada County Jail.

On April 13, 2013, at approximately 12:38 pm, the Idaho State Police investigated a single vehicle rollover crash eastbound I84 near milepost 203, west of Burley. Vincent Feula, 32, of St George, UT, was driving a 2013 Ford Econoline van we he lost control, went off the right shoulder, and rolled the vehicle. Feula was traveling with 8 other passengers between the ages of 19 and 24.

Feula was wearing a seatbelt, it is unknown if the passengers were wearing seatbelts. This crash is under investigation by the Idaho State Police.

MERIDIAN - The Idaho State Police is partnering with the Idaho Transportation Department and local law enforcement agencies statewide in an effort to bring awareness to the behavior that is labeled aggressive driving, the great risk involved and to stop those who are engaging in it. The campaign will continue from April 11th until April 28th.

"Over the past three years aggressive driving contributed to the deaths of 218 people in Idaho and seriously injured another 1,840. The problem is serious and with the help of this high visibility campaign funded by the ITD's Office of Highway Safety, ISP hopes to let motorists know just exactly what constitutes aggressive driving," says Lt. Chris Weadick.

Those under 19 may be four times more likely to be involved in an aggressive driving crash, but they are not alone. Additionally, in 2012, 73% of all aggressive driving crashes occurred in urban areas, but 77% of the fatal aggressive driving crashes occurred in rural areas.

Are you an aggressive driver? You are if you do the following:

- Drive in a pushy, bold or selfish manner;
- Speed or drive too fast for conditions;
- Not obeying traffic-control devices;
- Follow too close or tailgate;
- Weave in and out of traffic, make improper lane changes or pass on shoulders in an unsafe manner;
- Honk unnecessarily;
- Scream or flash your lights; or
- Make rude hand or facial gestures.

If you recognize yourself in these characteristics, you are an aggressive driver and law enforcement is watching for you. These types of acts can escalate to road rage and lead to criminal charges.

If you are confronted by an aggressive driver, stay calm and safely get out of the way of the driver. Do not challenge him or her, avoid eye contact and ignore gestures.

"Of course, the best way to defend yourself from all types of unexpected traffic behavior of others is to always wear your seatbelt and secure children in the proper child safety restraints," Weadick said.

Citizens may report an aggressive driving or road-rage incident to law enforcement if witnessed in the absence of an officer. Motorists are advised to find a safe place to call 911, or call ISP dispatch at *ISP (*477) on your mobile phone. Try to provide time, location, license plate, vehicle and driver description and incident details.

On Friday, April 11, at approximately 1:27 a.m., the Idaho State Police investigated a motorcycle injury crash on the Franklin Road eastbound onramp to Interstate 184. Robert Coy, 62, of Boise, was exiting on the Franklin Road eastbound offramp from Interstate 184, on a 2011 Kawasaki Motorcycle, when he failed to negotiate the corner of the ramp and veered off the left shoulder. Coy traveled through the gore onto the onramp, where he was ejected from the motorcycle.

Coy was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Coy was not wearing his helmet at the time of the crash.
The eastbound onramp to Interstate 184 from Franklin Road was blocked for approximately 2 and a half hours. This crash is under investigation by the Idaho State Police.

On April 10, 2014, at approximately 5:45 p.m., Idaho State Police investigated a one vehicle injury crash on Interstate 84 at milepost 30, east of Caldwell.

Brady Hensley, age 23 of Nampa, was traveling in a 1992 Ford Ranger, when his vehicle left the roadway on the south shoulder. Hensley's vehicle proceeded to travel 150 yards off of Interstate 84 and came to rest in a ditch.

Hensley was transported by ground ambulance to St. Alphonsus in Nampa. Hensley was not wearing his seatbelt.

The road was partially blocked for approximately thirty minutes while crews worked to clear the scene. The crash is under investigation by Idaho State Police.

On April 9, 2014 at approximately 5:30 p.m., the Idaho State Police investigated a one vehicle crash on I-86 near the Pocatello Airport. Lorin Floyd Barker, age 49, of Pocatello, was traveling east on I-86 when he drove into and across the median to the westbound lane. Barker steered back toward the median and the vehicle overturned. Barker was not wearing a seatbelt and was ejected. Barker was taken by Life Flight to Portneuf Medical Center.

All lanes of traffic were opened by 8 p.m. This crash is under investigation by the Idaho State Police.

Bonners Ferry Men Indicted for Violent ATM Theft in McCall and ATM Thefts in Boise, Meridian, Utah, Colorado, and Wyoming

BOISE — Nathan Paul Davenport, 34, and Matthew Taber Annable, 39, both formerly of Bonners Ferry, Idaho, were indicted today by a federal grand jury in Boise for multiple bank larcenies, conspiracy, and use of a deadly weapon during a felony offense, U.S. Attorney Wendy J. Olson announced.

The indictment, which supersedes an earlier indictment filed only against Davenport, charges that on January 10, 2014, Davenport and Annable, aiding and abetting each other, broke into and stole cash from an automated teller machine (ATM) located at the Idaho First Bank in McCall, Idaho. The indictment alleges that they possessed, carried, used, and discharged a firearm, specifically a Ruger semiautomatic rifle, in connection with the offense. The rifle was used to shoot at pursuing police officers. The indictment additionally charges both men with individual ATM larcenies committed against Idaho Banking Company in Boise and Meridian on January 5, 2014. The indictment also alleges conspiracy to commit a string of ATM larcenies in December, 2013 and January, 2014, which occurred in Wyoming; Colorado; Utah; Boise and Meridian, Idaho; and finally cumulated with the ATM theft in McCall, Idaho. Forfeiture allegations are also filed for the purpose of forfeiting firearms connected with the crimes and proceeds of the crimes.

“The theft of the McCall ATM and subsequent shootout with local law enforcement officers were violent and dangerous acts,” said Olson. “Where firearms are used to facilitate crimes such as this one and the associated conspiracy, Idaho law enforcement’s strong partnerships and ability to work with agencies in other states allow us to move quickly and decisively. The investigation has been detailed and thorough to allow us to bring these additional charges.”

“The FBI appreciates the outstanding cooperation and professionalism of the Boise Police Department, Ada County Sheriff’s Office, McCall Police Department, Valley County Sheriff’s Office, Idaho State Police, United States Attorney’s Office, and many other law enforcement agencies in Idaho, Utah, Texas, and Wyoming,” said Mary Rook, FBI Special Agent in Charge for Utah, Idaho and Montana. “The joint efforts of these agencies were instrumental in resolving this case and ending a trail of ATM burglaries throughout the west. This case is an excellent example of what can be accomplished through cooperative law enforcement action.”

Davenport and Annable were arrested without incident on January 12, 2014, in Orem, Utah, in connection with a separate ATM robbery in Wyoming. The two men are currently in federal custody in Wyoming.

The charge of bank larceny by use of a dangerous weapon as charged in the Idaho indictment is punishable by up to 25 years in prison, a maximum fine of $250,000, and up to five years of supervised release. The charge of use of a deadly weapon during the commission of a felony offense is punishable by a mandatory minimum of ten years up to life imprisonment, a maximum fine of $250,000, and up to five years supervised release. The charge of bank larceny is punishable by up to ten years in prison, a maximum fine of $250,000, and up to three years of supervised release. The charge of conspiracy to commit bank larceny is punishable by up to five years in prison, a maximum fine of $250,000, and up to three years of supervised release.

The case is being investigated by the Federal Bureau of Investigation, the Idaho State Police, the Valley County Sheriff’s Office, and the McCall Police Department.

Indictments and complaints are a means of charging a person with criminal activity. They are not evidence. The person is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Blackfoot Man Sentenced for Drug Distribution

POCATELLO – Eldon K. McConnell, 49, of Blackfoot, Idaho, was sentenced today to sixteen months in prison for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Robert J. Bryan also ordered McConnell to serve three years of supervised release following his release from prison.  McConnell pleaded guilty to the charge on January 16, 2014.

According to the plea agreement, on November 30, 2011, the defendant was contacted by law enforcement officers at the Ramada Inn, Chubbuck, Idaho.  The defendant had, in the hotel room, approximately 3.7 grams of methamphetamine.  The defendant possessed the methamphetamine intending to distribute it to another person, and admitted to such in a subsequent interview with officers.

The case was investigated by Idaho State Police, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and Chubbuck Police Department.

MERIDIAN - April is Distracted Driving Awareness Month and the Idaho State Police want to remind drivers that it only takes a second for something tragic to happen. If you take your eyes off the road or your hands off the wheel for any reason, even for just a moment, it can lead to a serious or even fatal crash. Distractions put not only the driver at risk, but their passengers, pedestrians, and other drivers as well.

Statistics from 2010 to 2012 in Idaho show that:

- Distracted driving contributed to almost 1 of every 3 Fatal or Serious Injury crashes
- Distracted driving contributed to 28% of the economic costs of crashes
- 80% of the fatal distracted driving crashes occurred in rural areas
- 52% of the fatal distracted driving crashes involved a single vehicle

Distracted driving is any activity that could divert a person's attention away from the primary task of driving. All distractions endanger driver, passenger, and bystander safety. These types of distractions include:

- Texting
- Using a cell phone or smartphone
- Eating and drinking
- Talking to passengers
- Grooming
- Reading, including maps
- Using a navigation system
- Watching a video
- Adjusting a radio, CD player, or MP3 player

These distracting tasks can affect drivers in different ways and are categorized into the following three types:

- Visual - taking your eyes off the road;
- Manual - taking your hands off the wheel; and
- Cognitive - taking your mind off the road.

On April 6, 2014, at approximately 7:18 p.m., Idaho State Police investigated a two vehicle crash on westbound I86 near milepost 9, in Cassia County.

Dane M. Jensen, 28, of Burley, ID, driving a 2003 Ford pickup in the left lane and Christopher D. Freeman, 30, of Idaho Falls, ID, driving a 2006 Chevrolet Silverado pickup, pulling a 1995 Road Ranger travel trailer in the right lane, both traveling westbound on I86. Jensen hit the rear quarter panel of the travel trailer, lost control, drove off the right shoulder, and rolled his vehicle.

Jensen was transported by ground ambulance to the Cassia Regional Medical Center in Burley, ID. Freeman was not transported. Jensen and Freeman were wearing seat belts.

INCIDENT NARRATIVE: Information obtained by a member of the North Idaho Violent Crimes Task Force initiated a joint investigation involving the Idaho State Police Alcohol Beverage Control, the North Idaho Violent Crimes Task Force, and the Idaho State Police Investigations District 1 office. The investigation identified a large party advertised as a "Mansion Bash" planned at a residence rented for the event above Hayden Lake. The promoters of the event anticipated attendance of approximately 300 people. The investigation resulted in a search warrant served at the residence on E. Lookout Drive, Coeur d'Alene, Idaho at approximately 9:30 PM on April 4, 2014.

Upon serving the search warrant officers encountered approximately 240 people in and around the house, with more arriving. Approximately 19 people were arrested for violations including Dispensing Liquor Without a License, delivery of a controlled substance, possession of controlled substance, and other miscellaneous offenses. Approximately 15 individuals were cited and released for Minor In Possession of Alcohol. Numerous bottles of liquor and alcoholic beverages were seized along with controlled substances that included methamphetamine, marijuana and various derivatives of marijuana, mushrooms, cocaine, and paraphernalia.

Members of the Idaho State Police Investigations and Patrol, the Kootenai County Sheriff's Department, the North Idaho Violent Crimes Task Force, the Coeur d'Alene Police Department, and the U.S. Forest Service assisted in the search warrant service.

Sweeney's vehicle went off the road, struck a light post, and rolled to a stop on top of a fence.

Sweeney had 2 passengers in her vehicle and the bus was occupied. Paramedics responded to the scene, but no one was transported. Sweeney, her passengers, and Claybrook were all wearing their seatbelts at the time of the crash. This crash is under investigation by the Idaho State Police.

On Friday April 4, 2014, at approximately 3:30 p.m. the Idaho State Police investigated a one-vehicle non-injury crash southbound on interstate 15 at milepost 102, north of the Blackfoot rest area. Breanna Allan, 19, of Washington, was travelling southbound in a 1999 Volkswagen Beetle when she drifted off the left shoulder. Allan steered back onto the road, and then overcorrected, causing her to go into the median and roll. Allan and her passenger were transported to Bingham Memorial Hospital in Blackfoot, however they were uninjured. Both occupants were wearing their seatbelts.

This crash is under investigation by the Idaho State Police, assisted by Bingham County Sherriff's Department.

At approximately 8:00 this morning, Friday, April 24, 2014, Idaho State Police investigated an injury crash eastbound on I84 at milepost 55, approximately one mile east of the Broadway interchange. Traffic was moving slowly due to construction, as well as a separate crash which was being investigated by Ada County Sheriff's Deputies. Julie Boyd, age 35 of Boise was stopped in traffic in the eastbound lanes. Salvador Alvarez, age 32 of Nampa was also eastbound. Alvarez failed to stop for traffic and collided with the rear of Boyd's vehicle.

Traffic was completely blocked for about fifteen minutes until the left lane was cleared. The right lane remained obstructed for approximately another hour. Both drivers were wearing their seatbelts, and airbags deployed in Alvarez' vehicle. Boyd was expected to be transported by a personal vehicle for injuries.

On Wednesday, April 2, at approximately 11:04 p.m., the Idaho State Police investigated a single vehicle fatality crash on Cub River Road near 3200 East, south of Preston. Kwintse Marley, 19, of Preston, was traveling west on Cub River Road in a 2006 Ford Focus. The vehicle left the roadway for unknown reasons, rolled over an embankment, and came to rest in a canal. Marley was ejected from the vehicle and pronounced deceased at the scene. Kolton Bird, 21, of Logan, Utah, was a passenger in the vehicle and was transported by ground ambulance to Franklin County Medical Center in Preston.

Next of kin has been notified.

Neither occupant was wearing their seatbelt at the time of the crash. This crash is under investigation by the Idaho State Police.

On Wednesday, April 2, at 11:28 p.m., the Idaho State Police investigated a single vehicle crash on U.S. Highway 20/26 near McDermott Road in Meridian. Dave Briggs, 36, of Meridian, was traveling east on a 2004 Buell Motorcycle driving 66 mph in a 45 mph speed limit zone. A trooper on patrol in the area witnessed Briggs as he lost control of the motorcycle, struck a jersey barrier, and was ejected.

Briggs was transported by ground ambulance to St. Lukes Regional Medical Center in Boise. The eastbound lane of U.S. Highway 20/26 was blocked for approximately 45 minutes. This crash is under investigation by the Idaho State Police.

On Tuesday, April 1, 2014, at approximately 4:12 p.m., the Idaho State Police investigated a one-vehicle injury crash on Interstate 15 at milepost 26, near the Malad Summit. Gordon Carson, 77, of Alberta, Canada, was northbound on I-15 at milepost 26 in a 2010 GMC Acadia. Carson lost control of the vehicle and went off the road into the median, where the vehicle came to rest on its side. Both Carson and his passenger, Maureen Carson, 72, of Alberta, Canada, were transported to the Portneuf Medical Center by ground ambulance as a precautionary measure. Both occupants were wearing their seatbelts. The crash is under investigation by the Idaho State Police.

On Tuesday April 1, 2014, at approximately 9:18 a.m. the Idaho State Police investigated a three vehicle injury crash southbound US Highway 93 at milepost 7, north of the Nevada border. Timothy Mingo, 29, of Mesa, AZ was traveling southbound in a 2010 Honda Fit. Wesley Jones, 75, of Idaho Falls, was headed northbound in a 2007 Buick La Crosse. Kristin Koning, 31, of Tumwater, WA, was also headed southbound in a 2009 Mazda four-door. Mingo lost control of his vehicle and struck Jones' vehicle. Koning's vehicle then struck Mingo's vehicle. Mingo and his three passengers were transported by ground ambulance to Saint Luke's Magic Valley in Twin Falls. Jones and his passenger and Koning were also transported to Saint Luke's Magic Valley in Twin Falls. All occupants were wearing their seatbelts. Both directions of travel were blocked for approximately three hours.

This crash is still under investigation by the Idaho State Police.

MERIDIAN - The Idaho State Police has learned that the department and one of its Troopers were named in a lawsuit filed by Darien Roseen for an alleged incident that occurred during a traffic stop on January 25, 2013. ISP did not receive a complaint from Mr. Roseen prior to the filing of this lawsuit.

We would like to assure the citizens of Idaho and the visitors to our state that the Idaho State Police holds all of its employees to a high standard which includes following the Constitution of the United States and the laws and constitution of the State of Idaho.

The allegations made by Mr. Roseen are now a pending legal matter, as well as, the subject of an internal investigation. Therefore, ISP will not be able to comment on the allegations or the facts of this specific incident until the matter is resolved.
