POCATELLO - Idaho State Police awarded its Life Saving Award to two of its own, Corporal Todd Orr and Detective Horacio Caldera, during a ceremony at ISP's District 5 office in Pocatello this morning. The Idaho State Police Life Saving Award was presented by Colonel Ralph Powell to Cpl. Orr and Detective Caldera for saving the life of a man on October 5, 2013.

The incident began when Detective Caldera, who was on patrol duty at the time, responded to the report of an unknown injury crash at 6:44 p.m. on Interstate 15 near milepost 68 in Pocatello. When Detective Caldera arrived on the scene he found skid marks leading off the interstate into a parking lot of a local business. Upon further investigation, Detective Caldera located a man lying on the ground near a pickup in the parking lot. As Detective Caldera approached the man he realized the man had suffered a gunshot wound to the chest. The gunshot wound was later determined to be self-inflicted.

Corporal Todd Orr then arrived on the scene to assist. Cpl. Orr retrieved his gunshot wound trauma kit from his patrol car and the two officers worked together to stop the bleeding by applying pressure to the wound with a chest wound seal from the trauma kit. Paramedics arrived at approximately 6:55 p.m. and Detective Caldera and Cpl. Orr continued to render first aid until EMS personnel could stabilize the patient.

Upon arrival at the emergency room the Dr. Randy Fowler treated the man who survived his wounds. Dr. Fowler stated that the knowledge, quick actions, assessment of the situation, and the first aid rendered to the patient by Detective Caldera and Cpl. Orr significantly contributed to saving the man's life.

The Idaho State Police Life Saving Award is awarded to an ISP employee who saves the life of another person, whether on-duty or off-duty and represents the highest ideals of an Idaho State Police officer.
