On January 31, 2014, at approximately 4:57 p.m., the Idaho State Police investigated a non injury, one-vehicle crash northbound Interstate 15 at milepost 89, near Blackfoot. Ryanne Benao, 29, of Pocatello was traveling southbound on Interstate 15 near milepost 90, in a 2010 Chevrolet Impala, when her vehicle went off the left shoulder. The vehicle traveled into the median and hit an emergency crossover, which caused it to become airborne. The vehicle was airborne for approximately 99 feet before it landed in the median. The vehicle then crossed the northbound lanes of traffic, traveled through the right-of-way fence and across the frontage road, where it came to a stop.

Benao was wearing her seatbelt at the time of the crash. The crash is still under investigation by the Idaho State Police.

On Tuesday morning, January 28, 2014, the Idaho State Police investigated a crash on the Interstate at milepost 51, just west of the Orchard exit in Boise.

At approximately 2:38 a.m, an unknown passenger car was travelling in the eastbound lanes at milepost 51, when it left the right hand side of the road, striking a large lightpole. The lightpole fell accross the eastbound lanes of travel. Berry Duwayne was travelling eastbound, in an Isuzu Amigo, when his vehicle struck the downed lightpole.

Subsequently, Gary McGuire, age 61, of Chandler, Oklahoma, travelling eastbound in a 2008 Freightliner Semi truck and trailer, also struck the lightpole, damaging the steering axel of the vehicle. The semi then struck the guardrail and crossed the center median into the oncoming westbound lanes, spilling diesel fuel onto the Interstate.

Both eastbound and westbound lanes of travel were blocked as crews worked to clear the scene. The eastbound lanes were blocked for approximately one and a half hours, and the westbound lanes were blocked for approximately two hours.

McGuire and his two passengers, Terisa McGuire, age 58, and Raymond Brown, age 29, were transported by ground ambulance to St. Alphonsus Regional Medical Center, in Boise. McGuire was wearing a seatbelt at the time of the crash. The two passengers were in the sleeper compartment of the vehicle. Duwayne was not transported.

At this time, the identity of the first driver and vehicle to strike the lightpole, is unknown.
This crash remains under investigation by the Idaho State Police.

On Monday, January 27, 2014, at approximately 8:15 p.m. the Idaho State Police was informed by SIRCOMM of an armed robbery that occurred at the Amber Inn, near Eden, Idaho. The Amber Inn is located near the Garden of Eden-Travelers Oasis truck stop off exit 182 on Interstate 84. A brief description of the suspect and possible vehicle involved was broadcast to the area units.

At 8:30 p.m. the Idaho State Police conducted a traffic stop eastbound Interstate 84 at milepost 205, west of Burley on 2003 Chevrolet Tahoe for a traffic violation. Shortly after initiating the traffic stop, a citizen called to report seeing the passenger of the vehicle throw something out the window. A search of the area by the Cassia County Sheriff recovered a rifle which matched the one used in the earlier armed robbery.

Daniel Quilimaco, 33, of Rupert, was booked into the Jerome County Jail for armed robbery, aggravated assault, assault with the intent to commit a serious felony and destruction of evidence. Jacob Rodriguez, 18, of Heyburn, was booked into the Jerome County Jail for destruction of evidence and criminal conspiracy.

On Monday, January 27, 2014 at approximately 9:38 pm, the Idaho State Police investigated a two-vehicle injury crash on Interstate 84 at mile marker 29, in Caldwell. Agustin Olvera, 27, of Caldwell, was Eastbound on Interstate 84 in a 2002 Chevrolet Impala, when his vehicle went into the median and crossed into oncoming traffic of the Westbound lanes. Olvera's vehicle then struck a 1987 Nissan Stanza, driven by Glenda Hansen, 66 of Parma. Both vehicles came to rest on the right shoulder of the westbound lanes. Both drivers were transported by ground ambulance to West Valley Medical Center in Caldwell. Olvera was not wearing a seatbelt. Hansen was wearing a seatbelt. The crash is still under investigation.

On Monday, January 27, 2014, at approximately 7:00 p.m. the Idaho State Police investigated a two-vehicle injury crash on Hiline Road between Tyhee and Reservation, north of Chubbuck. Michael Frangesh, 51, of Pocatello, was traveling southbound on Hiline Road in a 2000 Dodge Intrepid. Alixandra Parris, 16, of Chubbuck, was headed northbound in a 2005 Kia Optima. Frangesh and Parris collided, blocking traffic for approximately two hours. Frangesh, Parris, and Parris' two passengers, Elizabethe Castillo, 16, and Cynthia Ramirez, 16, were transported by ground ambulance to Portneuf Medical Center.

This crash is still under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Clure was northbound on US95 at milepost 190, when he drifted off the right edge of the road, side swiping against the guard rail at the bridge of the Little Salmon River. He continued across the bridge, pressed up against the guardrail and when the guardrail swept to the right, the semi-truck followed the guardrail. When the vehicle finally leaves the guardrail, it is angled to the right, striking the rocky embankment and overturning.

INCIDENT NARRATIVE: Rishling was northbound on US 95 near milepost 292.3 attempting to turn left into a private driveway, when a pickup passed his vehicle on the left. Rishling veered back into his lane to avoid the collision with the pickup. Riggs was also northbound approaching Rishling when she too attempted to drive around Rishling on the left. The vehicles collided, Riggs then lost control and her vehicle overturned on the south shoulder. Both of the vehicles came to rest in the ditch, with Rishling partially blocking the southbound lane. Riggs was charged with following too close. The driver and pickup that originally passed Rishling remain unidentified.

On January 24, 2014, at approximately 6:45 p.m., the Idaho State Police investigated a two-vehicle crash at the Days Inn, off U.S. Highway 93 in Jerome. James Schmoyer, age 42, of Longview, Washington was driving a Kenworth commercial vehicle pulling one trailer. Schmoyer exited his vehicle at the Flying J gas station off U.S. Highway 93, and failed to set the parking brakes. The commercial vehicle began rolling through the Flying J parking lot into the Days Inn parking lot. Schmoyer's vehicle struck an unoccupied 2007 Dodge Ram, which proceeded to strike the building. The Dodge Ram traveled through the outer wall and came to rest partially inside two motel rooms.

No occupants were injured when the Dodge Ram entered the two motel rooms. The crash is under investigation by the Idaho State Police.

On January 24, 2014, at 4:50 p.m., Idaho State Police investigated a two vehicle crash on US 20 at milepost 323, near Rigby.

Terra Bowden, 29, of Roy, Utah, was travelling westbound in a 2007 Hyundai Sonata. Ryan Belk, 22, of Pingree, Idaho, was also westbound, in a 2001 Buick Century. Bowden took her eyes off the road to deal with a child. When she looked back, she swerved to avoid hitting the rear of Belks vehicle. Bowden then overcorrected, hitting Belks vehicle. Her car then drove off the right shoulder through a fence and rolled once, landing on its wheels.

Bowden was transported via ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

The crash is under investigation by the Idaho State Police.

She was passing vehicles when she lost control on the slush and ice covered roadway and struck the concrete barrier on the median side. Her vehicle then went across both lanes of travel and hit the concrete barrier on the right hand shoulder. Sabin's vehicle then spun back into the lanes of travel, where Lane's vehicle struck Sabin's vehicle. One westbound lane was blocked for approximately two hours.

On January 24, 2014, Idaho State Police investigated a single vehicle rollover on I84 near Jerome, at milepost 167.
Dallas Scoffield, age 31, of Gooding, was travelling east, with four children, in a 2002 Chevrolet Suburban. Scoffield drove over some ice and left the roadway off the right shoulder. The vehicle then rolled, ejecting two of the passengers. The driver and three of the four children were transported to Saint Luke's Magic Valley Hospital in Twin Falls by ground ambulance. Both eastbound lanes of travel were blocked for approximately twenty minutes, then one eastbound lane was blocked for approximately two and a half hours while the scene was cleared.

The driver and two of the child passengers were wearing their seatbelts. The two ejected child passengers were not wearing seatbelts.

This crash is under investigation by the Idaho State Police.

On January 22, 2014, at 7:25 p.m., Idaho State Police investigated a single vehicle rollover crash on Interstate 15, just north of the Fort Hall exit, at milepost 81.

Richard Rothermel, 39, of Pocatello, was driving southbound on Interstate 15 in a 2003 Chevrolet Silverado pickup. Rothermel was driving too fast for the winter conditions, overcorrected, and drove off the right shoulder where the pickup overturned and came to rest on its top.

Rothermel was transported via ground ambulance to Portneuf Regional Medical Center in Pocatello. Rothermel was wearing his seatbelt.

The crash is under investigation by the Idaho State Police.

MERIDIAN - On January 22, 2014, at approximately 10:31 a.m., Idaho State Police attempted to stop a 1996 Chevrolet Lumina for a traffic violation near Main Street and Central Drive in Meridian. The driver of the Lumina failed to stop and the Trooper initiated a pursuit. The pursuit was called off shortly thereafter on Cadillac Drive east of Locust Grove Road in Meridian due to public safety concerns. Area law enforcement was given a description of the vehicle and occupants. The vehicle was soon spotted on Bentley Drive at Truss Place in Meridian by two other Troopers. Those Troopers blocked the road in a second attempt to stop the Lumina, but the driver drove around the patrol cars and a second pursuit was initiated. The second pursuit was quickly discontinued on Franklin Road at Eagle Road, again due to concerns for the public.

At approximately 10:47 a.m., an Ada County Sheriff's deputy located the vehicle in a parking lot in the 9000 block of Emerald Street in Boise. The three occupants of the vehicle were located walking in another parking lot a short distance away. Two of the occupants were subsequently arrested and booked into the Ada County Jail. The driver, Tabatha Danielle Ellis, 24, of Meridian, was arrested for felony eluding a peace officer and cited for driving without privileges and possession of drug paraphernalia. One of the passengers in the car, Norma Julia Garcia, 27, of Nampa, was arrested on an outstanding felony bench warrant issued from Canyon County for failure to appear on an original charge trafficking in Methamphetamine and possession of drug paraphernalia with a $25,000 bond. The other passenger, Taylor M. Herren, was cited and released for possession of drug paraphernalia.

The Idaho State Police were assisted by the Meridian Police Department, Ada County Sheriff's Office and the Boise Police Department.

POCATELLO – Five members of an Idaho Falls area drug trafficking organization pleaded guilty today in United States District Court in Pocatello, U.S. Attorney Wendy J. Olson announced.

Federico Cervera, 56, and Antonio Tamez, 39, both of Blackfoot, Idaho, and Imelda Ramos, 36, of Pocatello, pleaded guilty to possession with intent to distribute in excess of 50 grams of methamphetamine. The charge is punishable by a minimum term of ten years up to life in prison, a maximum fine of $10 million, and at least five years of supervised release.

Jesse J. Short, 33, of Pocatello, pleaded guilty to possession with intent to distribute in excess of five grams of methamphetamine. The charge is punishable by a minimum term of five years up to 40 years in prison, a maximum fine of $5 million, and at least four years of supervised release.

Dominga Tamez, 67, of Blackfoot, pleaded guilty to possession with intent to distribute methamphetamine. The charge is punishable by up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release.

According to the plea agreements, on various dates in May 2013, the five defendants, distributed various quantities of methamphetamine in Pocatello and Heyburn, Idaho.

The defendants are scheduled to be sentenced on April 15, 2014, before U.S. District Edward J. Lodge at the federal courthouse in Pocatello.

The charges are the result of an investigation by the Idaho State Police, assisted by the Pocatello Police Department, Blackfoot Police Department, Bannock County Sheriff’s Office, Bingham County Sheriff’s Office, Power County Sheriff’s Office, the Mini-Cassia Drug Task Force, Drug Enforcement Administration (DEA), and U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

On January 21, 2014, at approximately 6:55 p.m., the Idaho State Police investigated a two-vehicle crash near Blackfoot. Patricia Murillo, age 39 of Idaho Falls, was traveling in a 1999 Honda Accord. Rubylee Walker, age 71 of Pingree, was traveling in a 2002 Dodge pickup. Murillo was traveling east on U.S. Highway 26 and was turning north onto the Interstate 15 onramp. Walker was traveling west on U.S. Highway 26 and was continuing westbound when she struck Murillo's vehicle. A juvenile passenger in Murillo's vehicle was transported by ground ambulance to the Eastern Idaho Regional Medical Center in Idaho Falls.

The right lane of westbound U.S. Highway 26 was blocked for approximately one and a half hours. All occupants of both vehicles were wearing their seatbelts. The juvenile was not properly secured in a child safety seat. The crash is under investigation by the Idaho State Police.

Shortly after 11:30 this morning, Idaho State Police investigated a one-vehicle crash eastbound on I84 at milepost 237, near the Idahome Rd. Exit in Cassia County. Gavin Keltner, age 18 of Chino, CA was traveling east on I84 near the Idahome Rd. exit when he drove off the left side of the road. Keltner then overcorrected and struck the guardrail on the right side of the road before going across and striking the left guardrail, where his vehicle came to rest partially blocking the left lane. Keltner fled the scene on foot but was located and taken into custody by Cassia County Deputies shortly afterwards. Keltner was wearing his seat belt. He was charged with joy riding, leaving the scene of an accident, driving without a license or insurance, careless driving, and resisting and obstructing law enforcement officers. The left lane was blocked for for approximately one and a half hours.

Eastern Idaho Man Sentenced for Meth Trafficking

POCATELLO – Emilio Raymond Martinez, 31, of Rigby, Idaho, was sentenced yesterday in United States District Court to 80 months in prison followed by four years of supervised release for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced.  He appeared before Judge N. Randy Smith of the Ninth Circuit Court of Appeals, sitting by designation as a district court judge.  Martinez pleaded guilty to the charge on October 16, 2013.

According to court documents, on February 26, 2013, during execution of a search warrant at a residence in Bonneville County, officers found Martinez in possession of methamphetamine, which he intended to distribute, and paraphernalia.

Martinez’s co-defendant Sammy Joe Aguirre, 27, of Idaho Falls, pleaded guilty in November 2013 to possession with intent to distribute methamphetamine.  He is scheduled to be sentenced on February 21, 2014, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.  He faces up to 20 years in prison.

The case is the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Idaho State Police, with assistance from the Idaho Falls Police Department and Bonneville County Sheriff’s Office.  Other federal agencies participating in the OCEDTF program include the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation (IRS-CI), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and U.S. Marshals Service.

The OCDETF program is a federal, multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Three Sentenced to Federal Prison for Drug Trafficking

POCATELLO – Droshawn E. Griggs, 28, Toulon K. Mattox, 34, and Chase R. Mitchell, 24, all of Pocatello, Idaho, were sentenced Wednesday in federal court for trafficking methamphetamine and oxycodone in and around southern Idaho, announced U.S. Attorney Wendy J. Olson.  The defendants appeared before Judge N. Randy Smith of the Ninth Circuit Court of Appeals, sitting by designation as a district court judge.

Griggs and Mattox were sentenced to 57 months and 41 months, respectively, for conspiracy to possess with intent to distribute a controlled substance.  Mitchell was sentenced to 27 months for possession with intent to distribute methamphetamine.  In addition to serving federal prison sentences, Griggs and Mattox were ordered to perform 200 hours of community service; Mitchell was ordered to do 100 hours.  They pleaded guilty to the charges in October 2013.

According to court documents, between April 2011 and December 2012, various individuals centered around Mattox conspired to possess with intent to distribute methamphetamine and oxycodone.  In furtherance of the conspiracy, and working in concert with other individuals, Griggs possessed methamphetamine intending to distribute it to others; Mattox possessed and distributed oxycodone.

Mitchell, according to the plea agreement, possessed and subsequently sold 1.37 grams of methamphetamine to a confidential informant in Pocatello on September 10, 2012.  The transaction was part of a controlled purchase arranged and monitored by law enforcement.

The case was investigated by Pocatello Police Department, with assistance from Bannock County Sheriff’s Office, Idaho State Police, and U.S. Marshals Service.

On January 15, 2014, at approximately 6:30 p.m., the Idaho State Police investigated a two-vehicle crash on U.S. Highway 30 near Twin Falls. Melva Bengoechea, age 72 of Twin Falls, was traveling west on U.S. 30 in a 2005 Subaru Legacy. As Bengoechea turned south onto North 2700 East Road fron U.S. 30, she failed to yield to a 2003 Toyota Tacoma pickup traveling east on U.S. 30. The Toyota was being driven by Steven Koonce, age 34 of Filer.

The eastbound lanes of U.S. 30 were blocked for approximately 90 minutes, reopening just before 8 p.m. The crash is under investigation by the Idaho State Police.

Bonners Ferry Man Indicted for Violent ATM Theft in McCall

BOISE — Nathan Paul Davenport, 34, of Bonners Ferry, Idaho, was indicted yesterday by a federal grand jury in Boise for bank larceny by use of a dangerous weapon and use of a deadly weapon during a felony offense, U.S. Attorney Wendy J. Olson announced.

The indictment charges that on January 10, 2014, Davenport broke into and stole cash from an automated teller machine (ATM) located at the Idaho First Bank in McCall, Idaho. The indictment further alleges that using a Ruger assault rifle, he shot at responding law enforcement officers in connection with the offense.

“Those who use firearms to commit violent crimes will be vigorously investigated and prosecuted,” said Olson. “The FBI and U.S. Attorney’s Office will move swiftly and decisively where evidence shows that those individuals attempt to injure law enforcement officers who themselves are trying to keep our communities safe. Along with our local law enforcement partners, we will continue to investigate this incident.”

Davenport and another individual, Matthew Taber Annable, 39, were arrested without incident on January 12, 2014, in Orem, Utah, in connection with a separate ATM robbery in Wyoming. The two men appeared in federal court in Salt Lake City on Monday afternoon on a Wyoming federal complaint charging them with an ATM theft in Douglas, Wyoming on December 8, 2013.

The charge of bank larceny by use of a dangerous weapon as charged in the Idaho indictment is punishable by up to 25 years in prison, a maximum fine of $250,000, and up to five years of supervised release. The charge of use of a deadly weapon during the commission of a felony offense is punishable by a mandatory minimum of ten years up to life imprisonment, a maximum fine of $250,000, and up to five years supervised release.

The case is being investigated by the Federal Bureau of Investigation, the Idaho State Police, the Valley County Sheriff’s Office, and the McCall Police Department.

Indictments and complaints are a means of charging a person with criminal activity. They are not evidence. The person is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

On January 15, 2014, at 9:23 a.m., Idaho State Police investigated a single vehicle rollover crash eastbound Interstate 84, near milepost 14.5.

Jacobey Holderman, 29, of Bellingham, Washington, was driving a 1997 Subaru Legacy. The vehicle drove off the right shoulder where it rolled and came to rest in a field. Holderman was ejected from the vehicle and was transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. It is unknown at this time if she was wearing a seatbelt.

The crash is under investigation by the Idaho State Police.

Third Defendant Sentenced in Organized Crime Drug Enforcement Task Force Case

POCATELLO – U.S. Attorney Wendy J. Olson announced today that Julian Vega-Valdez, 25, a Mexican national, was sentenced today in federal court in Pocatello to 70 months in prison for distributing five grams or more of actual methamphetamine. He appeared today before Judge N. Randy Smith of the Ninth Circuit Court of Appeals, sitting by special designation as a district court judge.

Vega-Valdez pleaded guilty on August 14, 2013. According to the plea agreement, he admitted that on January 10, 2011, he met with co-defendant Josue Rodriguez-Sanchez in Idaho Falls and provided him with more than five grams of methamphetamine for distribution to other individuals.

Mexican nationals Josue Rodriguez-Sanchez, of Idaho Falls, and Fernando Garcia, of Logan, Utah, were sentenced in December 2013. Rodriguez-Sanchez was sentenced to 120 months in prison for conspiracy to distribute 50 grams or more of actual methamphetamine. Garcia was sentenced to 10 months in prison for possession with intent to distribute a small amount of cocaine.

Two Defendants Sentenced For Conspiracy to Distribute Methamphetamine

POCATELLO — Vanessa Campos, 25, and Noe Gonzalez, 29, both of Caldwell, Idaho, were sentenced today to serve 47 months and 151 months, respectively, for conspiring to distribute and possess with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced.  Judge N. Randy Smith of the Ninth Circuit Court of Appeals, sitting by designation as a district court judge, also ordered Campos and Gonzalez to serve five years of supervised release following their prison terms, and to forfeit all property used to commit the crime and proceeds derived from the crime.  Gonzalez was also ordered to pay a $500 fine. Campos pleaded guilty to the charges on October 16, 2013; Gonzalez on August 29.

According to court records, an Idaho State Police trooper stopped a vehicle being driven by Gonzalez on February 12, 2013, in Bonneville County.  Campos’s sister was a passenger, and both she and Gonzalez were ultimately arrested. Pursuant to a search warrant, the vehicle was searched the next day. Hidden in the dash of the vehicle, police found a white tube sock containing four baggies of methamphetamine within a larger zip lock bag.  The methamphetamine totaled 95.53 grams. Police also found a handgun and loaded magazine in the glove box.  Recorded calls between Campos and her sister revealed that Campos planned to get the vehicle out of police impound and recover the methamphetamine before it was discovered by law enforcement.  By the time Campos recovered the vehicle, the police had already located the drugs. Gonzalez later admitted to being involved in the conspiracy for two months as the “enforcer,” who attempted to collect money owed for purchased methamphetamine.

Court records further reveal that on March 6, 2013, a probation search of Campos’s residence revealed a digital scale, two glass methamphetamine pipes, a small amount of methamphetamine, and a drug ledger.

Campos’s sister and co-defendant, Angelica Campos, pleaded guilty to the same conspiracy charge on October 23, 2013.  She is scheduled to be sentenced in Pocatello on March 17, 2014, by U.S. District Judge Ted Stewart of the District of Utah.

MERIDIAN - Today marks the 18th anniversary of the AMBER Alert system. AMBER Alert in Idaho is a program of voluntary cooperation between broadcasters, cable providers, and local and state agencies to enhance the public's ability to assist in recovering abducted children. AMBER Alert notification is supported by the AMBER Alert Web Portal and the Emergency Alert System (EAS).

AMBER Alert, which stands for "American's Missing: Broadcast Emergency Response," was created law enforcement and media representatives in Arlington, Texas in 1996 after the kidnapping and brutal murder of 9-year-old Amber Hagerman.

"The awareness of the public of the AMBER Alert system has been vital in recovering children in a timely manner," says Idaho State Police Bureau of Criminal Identification Manager, Dawn Peck, the Governor appointed Idaho AMBER Alert Coordinator. "Idaho has a dedicated group of professionals that form the Idaho State AMBER Alert Advisory and Review Committee. The protection of our children is the focal point for this committee. I am pleased to chair the committee and to implement the improvements to the process for issuing an AMBER Alert to increase the chance of returning children safely to their families."

The criteria for an AMBER Alert to be issued is very specific and are as follows:
1) The child is known by law enforcement to have been abducted
2) The abduction occurred within 12 hours of initial activation of AMBER Alert
3) The child must be 17 years or younger, or with a proven mental or physical disability, and police must believe that the child has been abducted
4) Law enforcement must believe the child is in imminent danger of serious bodily harm or death
5) There must be enough descriptive information to believe that an AMBER Alert will assist in the recovery of the child
6) The child must be entered into National Crime Information Center (NCIC) as abduction

To bring awareness to the issue of missing children, child safety and the AMBER Alert Program, the Idaho Missing Persons Clearinghouse, also administered by the Idaho State Police, will participate in the National Missing Children Poster Contest.

The United States Department of Justice annually sponsors a national poster contest to help raise awareness about child safety. The purpose of the contest is to exhibit America's effort to bring missing children home safely, while highlighting the importance of preemptive education programs. Student involvement in the poster contest promotes peer education, while captivating students to explore and understand the theme "Bring Our Missing Children Home."

Contest Rules:
1) Applicants must be in the 5th grade
2) Artwork should reflect the theme "Bring Our Missing Children Home." The phrase must appear on the poster
3) May be created using acrylics, watercolor, pencils, charcoal, magic markers, spray paint, crayons, pastels, and etcetera. Do not use digitally produced images, collages, cut-outs and stamping

On Saturday, January 11, 2013, at approximately 3:30 p.m., Idaho State Police conducted a traffic stop on Interstate 86 near milepost 33, in Power County, Idaho, west of American Falls. The vehicle was traveling east on I-86 and was stopped for a traffic violation. Pursuant to the traffic stop, 2 ounces of suspected methamphetamine and 6 ounces of suspected marijuana were found and seized.

The driver was identified as 56 year old male Matthew L. Hoven, from Seneca, South Dakota and the passenger was identified as 66 year old male Clifford E. Gerber, also from Hoven, South Dakota.

Both men were incarcerated in the Power County Jail, where they were charged with felony trafficking of a controlled substance and felony possession of marijuana.

On Sunday, January 12th, 2014, at approximately 11:07 am, Idaho State Police conducted a traffic stop on a 2005 Chrysler Town and Country on Interstate 86 near milepost 30, near American Falls in Power County, Idaho. The vehicle was traveling east and was stopped for a traffic violation. The driver was identified as 35 year old male Daniel Sewell, from New Rockford, ND. The passenger was identified as 30 year-old male Timothy Scott, from Fargo, ND. Pursuant to the traffic stop, 14.6 pounds of suspected marijuana was found and seized, Schedule 2 narcotics was found and seized, drug paraphernalia was found and seized, and two handguns were seized. Sewell and Scott were incarcerated in the Power County Jail where they are being charged with trafficking a controlled substance, felony possession of marijuana, felony possession of a controlled substance, unlawful possession of firearms, and possession of drug paraphernalia.

Forty-Four Vehicle Crash on I-84 between Ten Mile and Black Cat Roads

MERIDIAN - On January 9, 2014, at approximately 9:00 a.m., Idaho State Police investigated a series of crashes along the one-mile stretch of westbound I-84 between Ten Mile and Black Cat Roads that involved at least forty-four vehicles, and sent multiple people to area hospitals. Many of the crashes happened simultaneously, but the crashes were broken down into twelve incidents for investigation purposes. Details are still being developed, but preliminary information has been released.

The most serious injury crash started when traffic along I-84 began to encounter thick fog just past the Ten Mile exit. Traffic was slowing and coming to a stop. A 2004 Kenworth logging truck, driven by Cory D. Ford, 38 of Emmett, was traveling west on I-84 in lane 1, the far left lane, and struck many other vehicles as it tried to maneuver through the fog and come to a stop. The vehicle that sustained the most significant damage was a 2011 Subaru Forester, driven by Jose D. Silva-Cuellar, 52, of Meridian. Silva-Cuellar was trapped in the Forester and extrication took about one hour. He was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. No others were injured in this crash.

A second crash involved three vehicles and is believed to have occurred prior to the crash with the logging truck. The vehicles were damaged, but no injuries were reported.

A third crash involved two vehicles and is also believed to have occurred prior to the crash with the logging truck. The vehicles were damaged, but no injuries were reported.

A fourth crash involved two vehicles with minor damage to the vehicles, and no injuries were reported.

A fifth crash involved two vehicles with damage to the vehicles, but no injuries were reported.

A sixth crash involved two vehicles with damage to the vehicles, but no injuries were reported.

A seventh crash involved three vehicles. Two of drivers in those vehicles were transported to area hospitals by ground ambulance.

An eighth crash involved three vehicles with damage to the vehicles, but no injuries were reported.

A ninth crash involved three vehicles with damage to the vehicles, but no injuries were reported.

A tenth crash took place in the eastbound lanes of I-84, directly parallel to the other crashes. Three vehicles were damaged, one person was injured and transported by ground ambulance to a local hospital.

An eleventh crash involved two vehicles with damage to the vehicles, but no injuries reported.

The greatest number of vehicles involved in one incident began as a semi-truck slowed and was struck from behind. The thirteen vehicles behind the semi-truck each rear-ended the vehicle in front of them in a chain reaction. There were three persons injured in this incident who were transported by ground ambulance to area hospitals. All of the drivers and their occupants in this incident were believed to be wearing their seatbelts.

Westbound I-84 was blocked between the Ten Mile and Garrity exits for approximately five hours.

The investigation into each of these crashes is continuing. Several drivers were cited for driving too fast for conditions and there may be other citations issued.

While the weather conditions may have been a factor in the crashes, Idaho State Police believe that these types of crashes can be avoided if drivers pay attention to changing weather conditions and changes to the road surface. Driver should modify their driving behaviors by slowing down and allowing more space between vehicles.

The Idaho State Police were assisted by Nampa Fire Department, Meridian Fire Department, Ada County Paramedics, Canyon County Paramedics, Ada County Sheriff's Office and the Idaho Department of Transportation.

On January 8, 2014, at approximately 1:40 p.m., the Idaho State Police investigated a three-vehicle crash near Filer. Bryan Sharkey, age 30 of Twin Falls, was traveling in a 2009 Chevrolet Silverado. Paul Neyhart, age 77 of Filer, was traveling in a 2003 Pontiac Montana. Dario Marques, age 60 of Buhl, was traveling in a 2000 Ford Ranger. Neyhart was traveling east on U.S. Highway 30 and stopped to make a left hand turn onto 2100 E. Sharkey was also traveling east on U.S. Highway 30, failed to yield for Neyhart, and struck his vehicle. Marques was traveling west on U.S. Highway 30, when he was struck by Neyhart's vehicle. Neyhart was transported by ground ambulance to St. Luke's Magic Valley in Twin Falls.

The eastbound and westbound lanes of U.S. Highway 30 were blocked for approximately one and a half hours. The crash is under investigation by the Idaho State Police.

On January 8, 2014, at approximately 11:55 a.m., the Idaho State Police investigated a two-vehicle crash on State Highway 50 near milepost 3, south of the Hansen Bridge. Lori Bertsch, age 43, of Twin Falls, was traveling in a 2008 Nissan Altima. Angel Martinez, age 30, of Blackfoot was traveling south on State Highway 50 in a 2007 Peterbilt pulling two trailers. Bertsch was traveling west on Addison Ave, turned north onto State Highway 50, and was struck by Martinez's vehicle.

The northbound lane of State Highway 50 was blocked for approximately one and a half hours while crews worked to clear the scene. The crash is under investigation by the Idaho State Police.

Shani Tennant, 36, of Pocatello, was southbound in a 1999 Ford Expedition. Tennant lost control of the vehicle, went off the left shoulder, rolled, and came to rest in the median. Tennant had a two year old passenger in the vehicle.

Both Tennant and the juvenile were transported to the Portneuf Medical Center by ground ambulance. Tennant was wearing her seatbelt and the juvenile was properly restrained in a child seat. There was no road blockage. The crash is under investigation by the Idaho State Police.

Eugene Woodward, 37, of West Jordan, Utah, was southbound on the I-15 milepost 57 onramp in a 2000 Peterbuilt semi when he lost control of the semi. The semi went off the right shoulder and rolled down the embankment, coming to rest on its side.

The onramp was blocked for approximately three hours while the crash was being investigated. Woodward was not wearing his seatbelt. The semi is still on the onramp, but vehicles are able to get around the crash. Motorists are encouraged to use caution when going through the area. The crash is under investigation by the Idaho State Police.

Greg Challinor was travelling westbound in a 2007 Chevy pickup. Dugger crossed the double solid center lines and collided head-on with the Chevy pickup. Greg Challinor succumbed to his injuries at scene and his passengers, Linda and Kross Challinor, were transported to Clearwater Valley Hospital in Orofino. Both drivers and passengers were wearing their seatbelts. The highway was intermittently blocked for about 6 hours. The next of kin has been notified and the crash remains under investigation.

MERIDIAN - The Idaho State Police Regional Communications Center that covers southern Idaho, as well as county dispatch centers, have been inundated with calls from the public and the media with questions about the location the Omega Morgan or "Megaload" equipment shipment. In an effort to keep the public better informed as to where the shipments are parked during the daylight hours, ISP will post the information every morning on its Twitter account at @IdahoStPolice.

The easy access to the information is being provided with the hope that the public will get the information that they desire to view the shipments, while keeping ISP and county sheriff dispatch phone lines open for emergency communications.

The Idaho Transportation Department issued permits to Omega Morgan for two shipments of equipment that have traveled along southern and eastern Idaho highways over the past two weeks. The shipments are permitted to travel during the hours of 10 p.m. and 6 a.m. with weather and road conditions permitting. Information will NOT be updated as the shipment is in progress, when the shipment will begin movement or how far the shipment is expected to travel each night. This information is constantly changing as the shipment moves and there are too many factors continuously at play to report the information accurately.

The first shipment did not travel on Monday night and is currently located on State Highway 93 at milepost 341 at the Lost Trail Pass north of Gibbonsville. The second shipment traveled from the junction of State Highways 78 and 51 west of Hammett to US Highway 20 at milepost 126 near Cat Creek Summit east of Mountain Home.

When stopped the shipments are pulled completely off of the roadway. The safety of the public is the top priority of law enforcement at those locations. The public is reminded to obey all traffic laws and to use common sense when stopping to view or photograph trucks. This includes onlookers staying off of the highway while on foot, pulling completely off of the roadway to photo the equipment from a vehicle and using extreme caution when leaving or reentering the highway. Please use a vehicle turnout when turning around and do not make a u-turn on a highway.

On January 6, 2014, at approximately 9:35 a.m., the Idaho State Police investigated a one vehicle rollover crash on State Highway 24 at approximately milepost 3.5, where Highway 24 intersects with State Highway 25, south of Rupert.
Darwin R. Davis, 66 of Rupert,ID was traveling eastbound on State Highway 24, just past the intersection of State Highway 25, when his vehicle veered left into the westbound lanes, struck a curb and went through a chain link fence. Davis's vehicle struck agriculture equipment on a private lot and came to a rest on its right side. Davis was transported to Minidoka Memorial where he was pronounced dead. Notifications have been made.
The two westbound lanes on SH24 were blocked for approximately three hours.

On January 5, 2014, at approximately 2:47 a.m., the Idaho State Police investigated an injury crash in the 1600 block of S. State St., in Preston. Deputy Travis Despain, age 37, with the Franklin County Sheriff's Department, was on duty and traveling northbound on S. State St., in his 2012 Dodge Charger, when he went off the road and struck an embankment. Despain was able to radio in for assistance and was later transported to Franklin County Medical Center for treatment of his injuries.

Fatal Injury Crash Near Inkom Claims Two

On December 31, 2013, at approximately 9:47 p.m., Idaho State Police investigated a two-vehicle fatality crash near Inkom, Idaho.


Andre S. Lopez, 19, of Chubbuck, ID, was driving south on Interstate 15 near milepost 57, in a 2003 Acura 4 door passenger car. The roads were icy in the area. Lopez lost control of the vehicle, drove off the roadway, through the median, and into the northbound lane of travel. Richard L. Kmetz, 37, of Bonner, MT., was driving north on Interstate 15 near milepost 57, in a Ford F150 pickup. The rear of Lopez's vehicle struck Kmetz's vehicle head on.

In Lopez's vehicle there were four passengers: Jacob M. Arnold, 21, of Pocatello, ID; Nicolas N. Bozorg-Omid, 19, of Pocatello, ID; Zacarias A. DeLoera, 21, of Chubbuck, ID; and Matthew D. Terry, 19, of Pocatello, ID. Arnold and Bozorg-Omid were pronounced dead at the crash scene. Lopez, DeLoera, and Terry were transported by ground ambulance to Portneuf Medical Center in Pocatello, ID. Lopez was wearing a seatbelt. It is unknown whether or not the passengers in the vehicle were wearing seatbelts.

In Kmetz's vehicle were three passengers: Marcia L. Kmetz, 37, of Bonner, MT, and two minor children belonging to Richard and Marcia Kmetz. Richard and Marcia were wearing seatbelts, and the minor children were properly restrained in childseats. All subjects from the Kmetz vehicle were transported by ground ambulance to Portneuf Medical Center in Pocatello, ID.

Next of kin has been notified. The crash investigation is continuing.
