On Saturday, November 30, 2013, at 8:36 am, Idaho State Police investigated a one vehicle rollover injury crash on Interstate 15 at mile marker 78.8, just south of Fort Hall. Darren Carpenter, 42 from Clearfield, UT, was travelling north in the right lane in a 2002 Kia. Carpenter left his lane, crossing over the right fog line. He then overcorrected, going off the road onto the left shoulder. The vehicle rolled, coming to rest on its wheels in the median. Carpenter and his 4 juvenile passengers were all transported by ground ambulance to Portneuf Medical Center in Pocatello. All subjects were wearing seatbelts. Idaho State Police was assisted by Fort Hall and Bannock County EMS. The crash is currently under investigation.

On Friday, November 29th, 2013, at approximately 3:36 pm, Idaho State Police conducted a traffic stop on a 2010 Dodge Journey, on US Highway 93 near milepost 37, near Twin Falls Idaho. The vehicle was traveling north and was stopped for a traffic violation. The subject was identified as 59 year old male Joel Anderson, from Marysville, California.
Pursuant to the traffic stop, 3 pounds of marijuana was found and seized. Anderson was incarcerated in the Twin Falls County Jail where he is being charged with trafficking a controlled substance and felony possession of Marijuana.

On November 28, 2013, at approximately 8:30 a.m., the Idaho State Police investigated a one vehicle roll-over crash on Interstate 84 at milepost 267, near the Juniper Rest Area. Sandra Powley, age 46, of Shelton, Washington, was traveling east in a 2003 Chevrolet Blazer when she drifted onto the left shoulder. Powley returned to the roadway and overcorrected. Her vehicle overturned, coming to rest upright in the left lane. She was not wearing her seatbelt and was ejected during the crash.

Powley succumbed to her injuries at the scene of the crash. Next of kin has been notified.

The eastbound lanes of travel were blocked for approximately four hours. The crash is under investigation by the Idaho State Police.

Five Indicted Federally in Drug and Money Laundering Conspiracy

POCATELLO — A federal grand jury in Pocatello today returned a superseding indictment charging California residents Reynalda Estrada-Gutierrez, 37, of Bakersfield; Porfirio Gutierrez, 36, of Los Angeles; Araxy Suarez, 21, of Downey; and Raquel Rios, 23, and Angelina Nava, 31, both of Burley, Idaho, on six counts of drug trafficking, U.S. Attorney Wendy J. Olson announced.  All but Suarez were also charged with conspiring to launder money.  Estrada-Gutierrez was additionally charged with unlawfully possessing a handgun.

The defendants were arrested on November 6, 2013; four are in custody on state charges.  The indictment alleges that between April 19, 2013, and November 6, 2013, the defendants conspired to distribute and possessed with the intent to distribute 500 grams or more of methamphetamine.  The indictment also alleges that Estrada-Gutierrez, Rios, and Gutierrez collectively distributed methamphetamine on three occasions, and that Gutierrez, Suarez, and Nava possessed with the intent to deliver methamphetamine on the date of their arrest.  Also between April 19 and November 6, 2013, all but Suarez are alleged to have conspired to conduct financial transactions affecting interstate and foreign commerce and involving the proceeds of drug trafficking activities, with the intent to further the drug trafficking and to conceal the source of the money.

Federal drug trafficking charges are generally punishable by up to 20 years in prison, a maximum fine of $1 million, and three years of supervised release.  Where the defendants are charged with conspiring to distribute 500 grams or more of methamphetamine, they face a minimum term of ten years, up to life, in prison, a fine up to $10 million, and a minimum of five years supervised release.  Money laundering is punishable by up to 20 years in prison, a maximum fine of $500,000, and up to three years of supervised release.  Unlawful possession of a firearm is punishable by up to ten years in prison, a maximum fine of $250,000, and up to three years of supervised release.  The government is seeking forfeiture of assets derived from and involved in the criminal conduct.

A trial is set for December 30, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

The charges are the result of a joint investigation by the Minidoka and Cassia County Sheriffs’ Offices and Idaho State Police, with assistance from U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations, the Drug Enforcement Administration, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

An indictment is a means of charging a person with criminal activity.  It is not evidence.  The person is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

On Tuesday, November 26, 2013, at approximately 7:58 A.M., the Idaho State Police investigated a two-vehicle crash near the York Exchange on US91 near milepost 122.

Robert Scarmara, 47, of Idaho Falls, ID, was driving north on US91 in a 2001 Freightliner and failed to stop at the intersection of US91 and 65th South. Scarmara collided with a 1997 Chevrolet Pick-up traveling west on 65th South, by Rhett Briggs, 65, of Shelley, ID. Upon impact Scarmara's box trailer lost its rear axle and the vehicle overturned onto the driver side.

Northbound US91 was blocked for approximately 3 hours.

MERIDIAN - The Idaho State Police wants all those traveling on Idaho's highways to make it to their holiday destination safely this weekend. To prove the point, all commissioned officers, even those usually behind a desk, will be on the road tomorrow for what is one of the busiest travel days of the year.

"All Hands on Deck" is ISP's third holiday operation in 2013. Troopers will focus on traffic violations that are known to be factors in crashes and cause fatalities. Speed, aggressive and distracted driving often top the list, along with driving while impaired and failing to use safety belts and child safety seats.

"We want to give families added safety on the roads to start out the holiday season," says Colonel Ralph Powell. "Thanksgiving weekend is a busy time for friends and families, but it is also a busy time for crashes and fatalities. ISP wants to do all we can to prevent these tragedies and this is why our troopers are spending time away from their families so that you can make it to your families' destination safely."

The goal of the "All Hands on Deck" enhanced patrols is not to only enforce the traffic laws but also to remind the public of the following:
- Don't drink and drive
- Wear your seatbelt
- Drive according to conditions even if it is below the posted speed limit
- Be patient with other drivers and give yourself extra time to travel
- Stay alert and get enough sleep before traveling
- Avoid distractions including cell phones
- Move over when passing emergency vehicles

For those who are not behind the wheel, ISP invites you to join our troopers in a virtual ride-along on Twitter. ISP will give real time highlights via the front seat of a patrol car in District 3, which includes the greater Treasure Valley area. Road Safe Class 12-07-13

The Idaho State Police will be holding a Road Safe Class for the 2013 winter season on Saturday, December 7, 2013 at noon.

The class will be held at the Idaho State Police District Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Rooms A & B)

This is the tenth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 3 hours.

No cost for the class.

On November 23, 2013 at 4:41 pm, Idaho State Police investigated two separate injury crashes on SH55 at mile marker 58, north of Horseshoe Bend Hill.

Makaylah N. Griffin, 17 of Meridian, was travelling southbound on SH55 near milepost 58 in a 2000 Nissan Xterra. Griffin pulled to the right and stopped the vehicle but was still in the lane of travel. Griffin's passenger, Christian N. McIntosh, 18 of Meridian, exited the vehicle to take over driving.

Edsel O. Martin, 71 of Caldwell, was also travelling southbound on SH55 in a 1997 Ford Aero Van. Martin did not see the Xterra stopped in the lane of travel and struck the back of it. The force of the impact pushed the Xterra into McIntosh, who was in front of the vehicle.

Andrew P. McFarland, 40 of Boise, was travelling southbound on SH55 near milepost 58 in a 2001 Subaru Legacy when he noticed a crash ahead. McFarland slowed his speed and was struck from behind by a 1997 Toyota Camry, being driven by Kendall R. Gregory, 19 of Boise.

Griffin, McIntosh, and two other passengers in the Xterra, as well as, Gregory and one other passenger in the Camry were all transported to Saint Alphonsus Regional Medical Center.

Griffin and McIntosh were not wearing seatbelts as they were in the process of changing drivers. All other drivers and passengers were wearing seatbelts.

SH55 was closed for about three hours while crews worked to remove the wreckage.

On November 22nd, 2013, at approximately 10:00 a.m., Idaho State Police conducted a traffic stop on a dark green GMC Yukon, on Interstate 86 near milepost 8, near Raft River in Cassia County, Idaho. The vehicle was traveling east and was stopped for a minor traffic violation. The driver was identified as 28 year old male Michael Griffith, from Billings, Montana. Pursuant to the traffic stop, approximately 5 pounds of marijuana was found and seized. Also, a small amount of hashish and approximately 1 to 1.5 ounces of mushrooms were found and seized. Griffith, along with his passenger Jordan Beyl, 19 years of age, from Billings, Montana, was incarcerated in the Mini-Cassia Jail where he is being charged with trafficking of marijuana, possession of drug paraphernalia, fail to purchase a drivers license and fail to maintain insurance. Beyl is being charged with possession of marijuana, possession of paraphernalia and possession of a controlled substance.

On Monday, November 25, 2013 City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in East Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car/train collisions.

During the "Officer On the Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes driver behavior approaching the highway/rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which stops the motorist, explains the dangers and issues a citation.

During 2013, there have been 15 car/train collisions resulting in 2 people injured and 2 fatalities.

Since 1990, the "Officer On A Train" program has been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, state and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On Thursday, November 21, 2013, at approximately 5:28 p.m., Idaho State Police investigated a two vehicle injury crash at the junction of US 30 and 2600 East, in Twin Falls County.

Brady S. Erdmann, 17, of Filer, driving a 1995 Chevy S10 pickup struck a 1991 Mitzubishi MTX driven by Norman Wiseman, 80, of Twin Falls, as Wiseman attempted to cross US 30.
Wiseman was wearing a seatbelt. Erdmann and his passenger, Shelby R. Erdmann, 15, of Filer, were not wearing seatbelts. Both drivers and the passenger were transported by ground ambulance to St. Luke's Magic Valley Regional Medical Center in Twin Falls.

On Thursday, November 21, 2013, at approximately 5:15 p.m., Idaho State Police investigated a two vehicle crash northbound on US93 at milepost 57, near 200 South in Jerome County.

Nickolas J. Fernandez, 17, of Jerome, driving a 2004 Dodge Intrepid north on US93 slowed to turn west onto 200 South. Enemorio Gutierrez, 41, of Bellevue, driving a 2002 Ford van north on US93 behind Gutierrez swerved left to try to avoid hitting Fernandez. Gutierrez was cited for following to close. Both drivers were wearing seat belts. The lanes were blocked for approximately an hour and a half.

On November 20, 2013, at approximately 6:43 A.M., Idaho State Police investigated a one-vehicle injury crash on State Highway 21 near milepost 11, just before the Lucky Peak Dam turn-off.

Richard Lovan, 36, of Boise, ID, was driving north on State Highway 21 in a 2003 Nissan Frontier. Lovan struck a boulder in the north lane of travel. The vehicle drove over the boulder and came to rest in the middle of the highway. Lovan was wearing a seatbelt.

Lovan was transported by ground ambulance to St. Luke's Medical Center in downtown Boise.

State Highway 21 was blocked for approximately one hour due to the crash. The Idaho Transportation Department is still blocking the road way due to multiple rock slides in the area. However, they have a detour in place to allow traffic through the area.

Eastern Idaho Man Pleads Guilty to Federal Drug Charge

POCATELLO – Sammy Joe Aguirre, 26, of Idaho Falls, Idaho, pleaded guilty today in United States District Court to possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced.

According to the plea agreement, on March 21, 2013, law enforcement officers observed Aguirre traveling from Idaho Falls to Rupert, Idaho, where he obtained approximately one pound of methamphetamine. While transporting the methamphetamine back to eastern Idaho, Aguirre’s vehicle was stopped, he was arrested and law enforcement seized the methamphetamine. Aguirre admitted in court that he obtained the methamphetamine with the intention of distributing it to others.

Aguirre is scheduled to be sentenced on January 29, 2014, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

Aguirre’s co-defendant, Emilio Martinez, 31, of Rigby, Idaho, pleaded guilty on October 16, 2013, to possession with intent to distribute methamphetamine. According to the plea agreement, on February 26, 2013, during execution of a search warrant at a residence in Bonneville County, officers found Martinez in possession of methamphetamine and paraphernalia. He is scheduled to be sentenced on January 3, 2014.

Aguirre and Martinez face up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release.

The case is the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Idaho State Police, with assistance from the Idaho Falls Police Department and Bonneville County Sheriff’s Office. Other federal agencies participating in the OCEDTF program include the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation (IRS-CI), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and U.S. Marshals Service.

The OCDETF program is a federal, multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

On November 18, 2013, at 3:05 a.m., the Idaho State Police conducted a traffic stop on a 2011 Infinity G37, on Interstate 84 at milepost 84, near Mountain Home. The vehicle was traveling westbound, and was stopped for a traffic violation. The driver was identified as Robert Knowles, 47, of Bonney Lake, Washington. Sarah Miller, 21, also of Bonney Lake, was a passenger in the vehicle. The Idaho State Police was assisted by the Mountain Home Police Department and the Elmore County Sheriff's Office, which utilized a drug detection canine. Approximately 4.5 ounces of cocaine, over 1.5 ounces of methamphetamine, small quantities of heroin and marijuana, and approximately $9,400.00, were found and seized. Both individuals were incarcerated in the Elmore County jail on multiple charges, including drug trafficking. The car was impounded and subject to seizure by the Idaho State Police.

On Sunday, November 17, 2013, at approximately 11:13 am, Idaho State Police conducted a traffic stop on Interstate 86 near milepost 51, in Power County, Idaho. ISP was assisted by the Bannock County Sheriff's Office K9 unit. Pursuant to the traffic stop, 13.8 pounds of suspected marijuana was found and seized. The vehicle was traveling east on I-86 east of American Falls and was stopped for a traffic violation. The driver was identified as 25 year old male Jadd Shammas, from Mi Wuk Village, California and the passenger was identified as 24 year old male Jedediah Bright, from Grass Valley, California. Shammas and Bright were incarcerated in the Power County Jail where they are being charged with trafficking a controlled substance and felony possession of marijuana.

On Monday, November 18, 2013, at 7:00am, the Idaho State Police investigated a one vehicle fatal crash in Custer County, Idaho. Kolton Kimball, 25 years old from Mackay, Idaho, was north on Dove Road in a Ford F350. Kimball failed to negotiate a curve and lost control of the vehicle. The truck rolled and landed on the roadway at the intersection of Dove Road and Alder Creek Road, blocking traffic on Alder Creek. Kimball was ejected from the vehicle and succumbed to his injuries on scene. Kimball was not wearing a seatbelt. Idaho State Police was assisted by Mackay Ambulance, Mackay Fire, and Custer County Sheriff's Office. The crash is still under investigation.

On Sunday, November 17th, 2013 at approximately 6:40 pm, the Idaho State Police investigated a one-vehicle rollover crash on State Highway 36 at milepost 132, near Preston.

Chet Atkinson, 26, of Weston, was traveling eastbound on State Highway 36 in a 2002 Dodge 2500. Atkinson went off the south side of the road, overcorrected and went through the guardrail on the north side of the roadway. Atkinson rolled down the embankment getting ejected from the vehicle and succumbed to his injuries on scene. Atkinson was not wearing a seatbelt.

This crash is under investigation by the Idaho State Police.

Seatbelts were not worn by either Runninghorse. This crash is under investigation by the Idaho State Police.

Richard Sullivan, 18, of Melba, ID, was Northbound on Lake Ave in a 2000 Chrysler Sebring. Sullivan entered the intersection, turning left from the stop sign, and was struck by Corey West, 22, of Kuna, ID, who was Eastbound on State Highway 55 in a 2008 Nissan Altima. The Nissan Altima overturned on the driver's side and slid onto the canal bank. Sullivan was transported by ground ambulance to West Valley Medical Center. West was not injured in the crash.

Both drivers were wearing their seatbelts. The intersection was blocked for approximately one and a half hours. The crash is under investigation by the Idaho State Police.

Plummer Woman Sentenced for Conspiring to Distribute Meth

COEUR D’ALENE – Vanessa Louise Wagner, 30, of Plummer, Idaho, was sentenced today to 90 months in prison followed by five years of supervised release for conspiracy to distribute 50 grams or more of methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Wagner to forfeit $5,600. She pleaded guilty to the charge on July 22, 2013.

According to court documents, Wagner admitted that between December 4, 2012, and January 8, 2013, she conspired with Gibson to distribute 50 grams or more of actual methamphetamine. Wagner admitted that she knew the substance was methamphetamine and she knowingly distributed it.

Charles Edward Gibson, 43, of Spokane, Washington, was sentenced on October 22 to 20 years in prison for conspiracy to distribute 50 grams or more of methamphetamine. According to the plea agreement, Gibson admitted that between December 4, 2012, and January 8, 2013, he distributed to an undercover officer and received payment for at least 50 grams or more of actual methamphetamine. It was later determined the street value of the methamphetamine was at least $35,000. Gibson was ordered to forfeit $35,000, which represents the proceeds derived from the criminal conduct.

“Vanessa Wagner and Charles Gibson will each serve lengthy federal prison sentences as punishment for bringing methamphetamine into our communities,” said Olson.  “Methamphetamine is highly addictive and brings great tragedy to those who use it. We will
continue to aggressively prosecute those who seek to profit from his horrific and illegal substance. I commend the cooperative law enforcement effort that brought this case to a successful conclusion.”

“Methamphetamine is an insidious, addictive drug that ruins lives and threatens our communities,” said DEA Special Agent in Charge Matthew G. Barnes. “This investigation is another fine example of the outstanding partnerships that have been forged between agencies who are committed to the keeping our communities safe.”

The case was jointly investigated by the Bureau of Indian Affairs (BIA), Drug Enforcement Administration (DEA), Idaho State Police, Coeur d’Alene Tribal Police and Plummer Police Department.

On November 13, 2013, at approximately 5:06 a.m., the Idaho State Police investigated a two-vehicle property damage crash eastbound I-84 at milepost 35.5, near Northside Blvd. Manuel Espinzoza-Solario, 44, of Nampa, was merging onto the interstate at 35 in a 1993 Honda Civic. Martin Ortiz, 67, of Caldwell, was eastbound in the right lane in a 2013 Freightliner semi pulling a single trailer. There was a second semi in the left lane, driving next to Ortiz. Espinoza-Solario entered the interstate driving on the right shoulder and was speeding up to pass the semis when he struck the right side of Ortiz's tractor. Espinoza-Solario then struck the guardrail, coming to rest on the right shoulder.

Both drivers were wearing their seatbelts. The right lane was blocked for approximately two hours. The crash is under investigation by the Idaho State Police.

On November 13, 2013, at approximately 6:12 a.m., the Idaho State Police investigated a two-vehicle injury crash on Garrity Boulevard, at the bottom of the eastbound I-84 Exit 38 onramp. Lydia Hernandez-Avila, 52, of Nampa, was northbound on Garrity Boulevard in a 1997 Nissan Sentra. Michael Hyde, 52, of Kuna, was southbound on Garrity Boulevard in a 2005 Honda Element. Hyde was in the left turn lane on Garrity Boulevard, preparing to turn onto the eastbound onramp, when Hernandez-Avila struck his vehicle on the front passenger side.

Hernandez-Avila was transported to St. Alphonsus Medical Center in Nampa by ground ambulance. Hyde was not transported. It is unknown at this time if seat belts were in use. The eastbound onramp was blocked for approximately an hour and a half. This crash is under investigation by the Idaho State Police.

On Monday, November 11th, 2013, at approximately 8:47 a.m., Idaho State Police and a Blackfoot City K9 Unit conducted a traffic stop on Interstate 86 near American Falls in Power County, Idaho. At 3:02 a.m., on November 11, 2013, the Idaho State Police investigated a single-vehicle fatality crash eastbound on US26 near milepost 348, just west of Ririe.

Tay W. Misseldine, 23, of Idaho Falls was eastbound on US26 when at the intersection of 115th East and US26 he drifted off the right shoulder and overcorrected to the left, causing the vehicle to rotate counter clockwise and cross the highway. Misseldine left the north side US26, struck a highway sign, went through a fence, down the embankment of a gravel pit and overturned. Misseldine was not wearing his seatbelt and was thrown about the interior of his vehicle. Misseldine succumbed to his injuries at the scene. There were no witnesses to the crash but was reported by a passerby.

Idaho State Police investigators learned that Misseldine was a suspect in a stabbing in Idaho Falls the previous evening and had led Idaho Falls Police and Bonneville County Deputies in a short pursuit. The pursuit was discontinued because the identity of the driver, Misseldine was known.

Next of kin have been notified.

The crash is under investigation by the Idaho State Police and assisted by The Bonneville County Sheriff's Office.

On Thursday November 7th , 2013 at approximately 10:21 pm, the Idaho State Police investigated a one-vehicle rollover crash on I15 at milepost 89, near Blackfoot. Rosalie Evans, 41, of Lewisville, and her five passengers were northbound in a 1999 Dodge Durango when they encountered a semi truck tire and wheel in the left lane of travel. Evan's struck the wheel causing her vehicle to veer off the left side of the roadway and roll, coming to rest in the median. All occupants were wearing their seatbelts except for a 13 year old juvenile who was ejected from the vehicle. All of the occupants were transported to Portneuf Medical Center by ground ambulance.

The Idaho State Police were able to locate the truck that lost the tire at the Dad's truck stop off of exit 113, where the driver was not aware he has lost a tire.

INCIDENT NARRATIVE: Miller was making a left turn from northbound US Highway 95 onto Kennedy Ford Road when Broux struck the Ford Mustang driven by Miller in the rear. The collision caused Miller's Ford Mustang to enter the southbound lane where it struck the Nissan Murano driven by Shea. The occupants of each vehicle were transported to Gritman Medical Center.

Multiple crashes on Interstate 84 between Meridian and Boise slowed traffic during the morning commute Monday, November 04, 2013. Idaho State Police investigated five crashes in the area between the hours of 5:00 and 9:00 this morning.


Crash 1 -

Just before 4:00 a.m., an Idaho State Police Commercial Vehicle Safety specialist was called to assist the Boise Police Department with a traffic stop involving a narcotics violation with a commercial vehicle driver eastbound on Interstate 84 at milepost 49, near the I-184 City Center interchange. The driver was subsequently arrested, and officers called for a tow truck to remove his vehicle from the interstate. Just after 5:00 a.m., after officers had cleared the scene, the tow operator, James Hodson, 34 of Boise, was driving the logging truck away. As Hodson merged into traffic and came up to highway speed, Shelia Clark, 76 of Meridian, driving a 1999 Ford Explorer collided with the rear of the logging trailer. Shelia was transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. Emergency vehicles on scene blocked the right two lanes of the interstate while investigators worked to clear the crash scene.


Crash 2 -

At 6:08 a.m., troopers investigated a second crash eastbound near milepost 47, between the Cloverdale Road and Five Mile Road overpasses. Shawn Stout, 23 of Kuna, was driving east bound in a 1998 Dodge Dakota pickup when he slowed for traffic congestion in front of him. Val Hill, 65 of Meridian, was driving behind Stout in a 2005 Honda Odyssey van and failed to slow in time, colliding with the rear of the Dodge pickup. The Dodge pickup then collided with a 2010 Kia Optima, driven by Rogelio Olvera, 44 of Marsing. All occupants of the three vehicles were wearing seatbelts. Stout was transported to Saint Alphonsus Regional Medical Center in Boise by ground ambulance. For about two hours, traffic was reduced to one lane through the crash scene, causing backups of nearly seven miles at one point.


Crash 3 -

At 6:45 a.m., troopers investigated a two-vehicle, property damage crash eastbound on the interstate just east of the Meridian Road overpass. Boyd Parrish, 52 of Nampa, was driving a 1998 Dodge Ram pickup eastbound on the interstate. As he went to make a left lane change, traffic slowed abruptly and Parrish crashed into the back of a 2004 Mitsubishi Outlander, driven by Rachel Bennett, 29 of Nampa. Parrish and Bennett were not injured.


Crash 4 -

At 7:59 a.m., troopers investigated a fourth crash, this time on the westbound side of the interstate, near the Eagle Road exit. Joshua Tuttle, 32 of Boise, was driving westbound in a 2013 Ford E350 Super Duty truck. Traffic in the area was congested and had slowed and backed up on the Eagle Road off ramp. Tuttle had not slowed in time and swerved to avoid crashing into the vehicle in front of him. Ashley Hansen, 28 of Boise, was driving behind Tuttle and could not see around his truck. When Tuttle swerved to the right, Hansen's 2003 Ford ZX2 could not stop in time, and collided with the vehicle that was in front of Tuttle, a 2002 Chrysler Sebring driven by Andre Zeh, 48 of Boise. Zeh's vehicle then collided with a 2007 Mazda 3 driven by David Smith, 44 of Boise. Zeh was transported to St. Luke's Meridian Medical Center by ground ambulance. Three of the four lanes were blocked for approximately thirty minutes causing traffic to back up nearly three miles.


Crash 5 -

At 8:48 a.m., troopers investigated a two-vehicle, property damage crash westbound on the interstate just east of the Five Mile Road overpass. Edward Burke, 37 of Boise, was driving a 2000 Volkswagen Passat westbound on the interstate. Burke was looking left in preparation for a lane change when traffic slowed immediately in front of him and he crashed into a Pontiac Grand Am, driven by Shandy Carroll, 24 of Boise. Burke and Parrish were not injured.



As we enter the winter months when road conditions can be wet and slick, the Idaho State Police would like to remind motorists to give themselves extra time to get to their destination, allow more space between you and the car in front of you, pay attention to the road and always wear your seatbelt.

On Sunday, November 3rd, 2013, at approximately 11:12 am, Idaho State Police conducted a traffic stop on Interstate 86 milepost 28, near American Falls in Power County, Idaho. A 2013 Ford Fusion was traveling east when stopped for a traffic violation. The driver was identified as Edward Kendrick, 39 years old, from Walker, Minnesota. Pursuant to the traffic stop, 3.3 pounds of suspected marijuana was found and seized. Kendrick is incarcerated in the Power County Jail where he is being charged with trafficking a controlled substance and felony possession of marijuana.

On November 2, 2013, Idaho State Police responded to the Sweet / Ola area in Gem County to assist in search efforts for three lost teens.

Jonathan Bassett, 19; Kevin Wallace, 19; and Caleb Hartsock, 18, all from Emmett, ID., were hunting in the area above Ola, ID., near Rammage Meadows. They became disoriented and were unable to locate their vehicle. At approximately 2:00 P.M., they found cell phone service and called for help. The call rang in to the Washington County Sheriff's Office in Weiser, ID. The Washington County Sheriff's Office directed the call to the Gem County Sheriff's Office, and the teens were able to give directions to the area they were hunting. The Gem County Sheriff's Posse and Idaho State Police troopers conducted a search of the location given, North of Ola.

Just before dark, at approximately 7:00 P.M., an Idaho State Police trooper located the teens along the lower loop road extension between Mill Creek Summit and Rammage Meadows. All three were cold, wet, and tired, but safe. Idaho State Police transported the teens to reunite with family in the area.

On Friday, November 1, 2013 at 7:30 p.m., the Idaho State Police investigated a three vehicle injury crash at the intersection of U.S.20 and Franklin Road in Caldwell.
Jonathan Garibay-Avila, 21 of Homedale, was driving west on U.S. 20 in a 1991 Nissan pickup. Garibay-Avila went to turn south onto Franklin Road and nearly collided head on with a 1998 Ford F250 pickup driven by Lisa M. Boyd, 49 of Caldwell. The vehicles then collided with a 2013 Hyundai Sonata driven by Lori J. Wardle, 41 of Rainier, Oregon.

Both Garibay-Avila and Boyd were transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. The intersection of U.S. 20 and Franklin Road was blocked for a little over two hours. This crash is under investigation by the Idaho State Police.

On November 1, 2013 at 3:01 a.m., Idaho State Police investigated a one vehicle fatality crash eastbound on SH44 at mile marker 20, near Glenwood.

Andrew R. Cassell, 25 of Eagle was traveling westbound on SH44 in a 2004 Kia Optima. Cassell left the roadway striking a power pole on the right shoulder. As a result, Cassell's passenger Aldina Ekic, 21 of Boise, succumbed to her injures at the scene. She was not wearing her seatbelt. Next of kin has been notified.

Cassell was transported by ground ambulance to St. Alphonsus Regional Medical Center. It is unknown if he was wearing a seatbelt and alcohol is involved in this crash.

Both lanes of travel on SH44 were blocked for about an hour and a half before the eastbound lanes were re-opened. The roadway is now clear.

This crash is under investigation by the Idaho State Police.
