On May 30, 2013 at approximately 1:24 pm, the Idaho State Police investigated a two-vehicle injury crash northbound US95 at milepost 186, 8 miles south of Riggins. Kai Shan, 27, of California, was southbound on US95 in a 2009 International semi. G. Borner, 57, of McCall, was northbound on US95 in a 2006 Dodge Durango. Shan was traveling in a line of several vehicles. The vehicles in front of Shan slowed as a vehicle was turning right onto Ranny Road. While trying to slow down, Shan locked up his brakes and veered into the southbound lane of travel, where he struck Borner's vehicle head-on. Borner was transported to St. Josephs Regional Medical Center in Lewiston by air ambulance. Detra Borner, 52, of McCall, was a passenger in G. Borner's vehicle. She was transported to St. Lukes in McCall by ground ambulance, and later transferred to St. Alphonsus Regional Medical Center in Boise by air ambulance. Shan was not transported.

All occupants were wearing their seatbelts. The highway was partially blocked for approximately four and a half hours. The crash is under investigation by the Idaho State Police.

On Thursday, May 30, 2013, at approximately 1:15 pm, Idaho State Police investigated a one vehicle injury crash near I84 at milepost 46, on the cloverleaf on ramp.

Cameron Ratliff, 21, of Boise, was driving south in the left hand lane of Eagle Road on a 2011 Yamaha motorcycle. Ratliff cut across multiple lanes of travel to enter the cloverleaf on ramp. Ratliff attempted to pass traffic on the left shoulder of the cloverleaf where he lost control of his motorcycle and crashed.

Ratliff was not wearing a helmet. Ratliff was transported by ground ambulance to St Luke's in Meridian.

The eastbound Eagle on ramp was partially blocked for approximately one hour.

INCIDENT NARRATIVE:

Quintana was drivng Eastbound on State Highway 5, near milepost 6.1. While maneuvering a curve in the roadway, Quintana lost control of the vehicle, crossed the center line, and collided into the embankment on the North shoulder. The vehicle then flipped multiple times, before stopping on its top, blocking the Westbound travel lane. Quintana was ejected from the vehicle and transported to Kootenai Medical Center by air ambulance. Kirkland-Rivera was pronounced deceased at the scene due to injuries acquired. Christian, was transported to Kootenai Medical Center by private vehicle, due to injuries. The road was blocked for 5 hours All five occupants of the vehicle were not wearing seatbelts. Investigation Pending.

On Wednesday, May 29, 2013, at approximately 2:00 pm, Idaho State Police investigated a two-vehicle property damage crash State Highway 46 at milepost 87, near Buhl.

Armond Patterson, 82 , of Filer, ID, was driving east on 4300 N in a 2010 Ford Mustang. Patterson stopped at the stop sign at the junction of State Highway 46 and 4300 N. Jeremy Compton, 33, of Buhl, ID, was driving north on State Highway 46 in a 2003 Ford F150 pickup. Patterson failed to yield to the oncoming traffic of State Highway 46 and collided with the driver side of Compton's vehicle.

All occupants were wearing seatbelts.

State Highway 46 was partially blocked for approximately 1 hour.

On May 25, 2013, at approximately 8:20 am, the Idaho State Police conducted a traffic stop eastbound on I-86 at milepost 29, west of American Falls. Charles McVey, 25 years of age, of Fresno, California, was arrested for trafficking methamphetamine, misdemeanor possession of marijuana, possession of drug paraphernalia and driving without privileges. The passenger, Michael Medina, 26 years of age, of Colstrip, Montana, was also arrested for trafficking methamphetamine, resisting and obstructing an officer and possession of drug paraphernalia. Approximately 1/4 pound of methamphetamine was seized, with a street value of $4,000.00. They were incarcerated at the Power County Jail.

Colonel Ralph Powell, Idaho State Police Director, will award the Purple Heart and the Life Saving Award to two Idaho State Police troopers during a ceremony at the District 4 office in Jerome on Friday, May 31st at 1:30 p.m. Two Certificates of Appreciation for Heroism will also be presented to two Idaho Department of Transportation employees who assisted in saving a man's life. The public is invited to attend the ceremony.

The Purple Heart is awarded to a sworn officer who is injured in the line of duty. Corporal Steve Hobbs will receive the Purple Heart on Friday for events that occurred nearly 22 years ago. On June 15, 1991, Cpl. Hobbs was patrolling near the Utah border on Interstate 84 when he stopped a speeding car. As he approached the driver's door and began to say "Good Evening," the suspect, 23 year-old Shawn Kerrigan, pulled out a 9mm pistol and fired four rounds. Two rounds impacted Cpl. Hobbs' vest, one round entered between his vest panels on his right side and traveled through his body. Because of his quick reaction to the threat, the fourth round missed Cpl. Hobbs and he was able to retreat to his patrol car. As Kerrigan fled, Cpl. Hobbs gave chase, though seriously wounded. Because of the amount of blood loss he sustained, Cpl. Hobbs fell unconscious and his patrol car veered off the road into the median, struck some rocks and caught fire. He was pulled from the burning car by passing citizens who then transported him to Snowville, Utah. They were met by an air ambulance and Cpl. Hobbs was transported to McKay-Dee Hospital in Ogden, Utah. Kerrigan was subsequently apprehended 17 hours later, convicted of battery upon a police officer, aggravated battery and use of a deadly weapon in the commission of a felony and was sentenced to 45 years in prison.

The awarding of the Purple Heart to Corporal Hobbs was delayed since the time of his heroic acts as ISP did not have this award in 1991.

The Idaho State Police Life Saving Award will be presented to Trooper Brian Stradling for saving the life of Mr. Bernd Hoffman on June 12, 2012. The ISP Life Saving Award is awarded to an ISP employee who saves the life of another person, whether on-duty or off-duty. Two Idaho Department of Transportation employees, Julie Roseborough and Renae Eddings, will also receive commendation for their heroism in also saving Mr. Hoffman's life.

On June 12, 2012, Trooper Stradling was dispatched to a call regarding a report of a man who had collapsed at the Cotterell Port of Entry, located on Interstate 84 at milepost 229 in eastern Cassia County. When Trooper Stardling arrived on the scene, Roseborough and Eddings, who work at the Port of Entry, were performing CPR on the male victim, Bernd Hoffman. Trooper Stradling retrieved the automated external defibrillator (AED) from his patrol car and administered two charges to Hoffman, who was unresponsive. When the Cassia County Quick Response Unit ambulance arrived, Hoffman was starting to regain consciousness and he was transported to the Cassia Regional Medical Center. During transport, the EMT's had to administer four more charges to Hoffman. He was stabilized at the hospital and air lifted to St. Luke's Magic Valley Medical Center in Twin Falls, Idaho.

Mr. Hoffman had a clogged artery called the "widow maker" and had 99% blockage in his artery. With this type of blockage, the patient does not usually survive. Because of the fast actions and calm demeanor of Mses. Roseborough, Eddings and Trooper Stradling, the victim survived and is doing well.

In addition to administering life-saving care, Roseboruugh and Eddings drove Mr. Hoffman and his wife's vehicle to the hospital.

The ceremony will be held at the Idaho State Police District 4 Offices at 218 West Yakima in Jerome.

On May 28, 2013, at approximately 5:00 p.m., the Idaho State Police investigated a two vehicle injury crash that occurred southbound on US20 at milepost 332, near Rexburg. Jose Alba Aguilar, age 59 of Idaho Falls, was traveling south in a 1996 Peterbilt commercial vehicle pulling a grain trailer. Efren Serrano, age 29 of Idaho Falls, was also traveling south in a 2004 Chevrolet Silverado. Traffic proceeded to slow and Serrano struck Alba Aguilar's trailer. Serrano was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.

The occupants of both vehicles were wearing their seatbelts. The southbound lane of travel was blocked for approximately two hours. Idaho State Police was assisted by Madison County Sheriff's Office, Madison County Fire and EMS, and Rexburg Police Department. The crash is under investigation by the Idaho State Police.

On May 27, 2013 at 12:33pm, Idaho State Police investigated an injury crash northbound on SH16 at mile marker 2, north of Beacon Light.

Frank W. Perkins, 63 of Emmett, was traveling northbound on SH16 when he lost control of his 1955 Austin Healey. The vehicle overturned and Perkins was trapped underneath. He was transported to St. Alphonsus Regional Medical Center in Boise by ground ambulance. Perkins was wearing his seatbelt.

This crash is still under investigation by the Idaho State Police.

On Monday May 27, 2013, at approximately 4:30 am, Idaho State Police investigated a one-vehicle rollover fatal crash eastbound SH25 at milepost 42, west of Paul. Jordin Kavert, 18 of Rupert, was traveling eastbound on SH25 in a 2000 Volkswagen Beetle. Kavert crossed into the westbound lane, went onto the westbound shoulder, and struck the southbound shoulder of 950 West becoming airborne. Kavert landed in the northbound lane of 950 West, and continued into a field at the north-east corner of the intersection. The vehicle overturned and came to rest on its roof in the field. Kavert succumbed to her injuries on scene. Kavert was wearing a seatbelt at the time of the crash. Next of kin has been notified.

This crash is still under investigation.

On May 26, 2013, at approximately 10:04 pm, the Idaho State Police investigated a crash on US91 at milepost 84.6, near Fort Hall. Ernest Bercier, 47 of Idaho Falls, was fleeing from the Bannock County Sheriff?s Office after he failed to stop for a traffic violation. Bercier collided with a 2003 Dodge caravan, driven by Aaron Martin, 33 of Chubbuck. After the collision, Bercier drove off the roadway into a canal.
Bercier and his passenger Glenda Dixey, 43 of Pocatello were transported to Portneuf Medical Center in Pocatello. Martin and his passengers were not injured. The highway was blocked for approximately two hours.

On May 24, 2013, at approximately 2:00 p.m., the Idaho State Police investigated a one vehicle property damage crash on Interstate 86 at milepost 25, west of American Falls. Loni McCloud, age 46 of Mountain Home, was driving eastbound in a 2003 Ford F250 pulling a 1990 Fleetwood trailer, when his trailer overturned. High gusts of wind were reported in the area.

The eastbound lanes of travel were blocked for approximately two hours. McCloud was wearing his seatbelt. The crash is under investigation by the Idaho State Police.

On May 24, 2013, Idaho State Police investigated a one-vehicle, injury crash on I15 at milepost 125.7, north of Idaho Falls, ID. The names and crash information are correct. The title of the crash was incorrect. This crash was injury only, and not fatal as titled.

Jeffrey Daffern, 20 of Lake Point, Utah, was southbound on I-15 in a 2011 Ford Ranger pickup. Daffern fell asleep, and woke up when the vehicle hit the rumble strip. Daffern overcorrected, causing the vehicle to roll. Sedley Parkinson, 52 of Lake Point, Utah, was in the front passenger seat. Sedley Parkinson was not wearing his seatbelt and was ejected. Travis Parkinson, 19 of Lake Point, Utah was asleep in the bed of the pickup. Travis Parkinson was also ejected. Daffern was wearing his seatbelt and remained inside the vehicle. All three occupants were transported to the Eastern Idaho Regional Medical Center by ground ambulance.



One lane of the interstate was blocked for approximately two hours. The crash is under investigation by the Idaho State Police.

On May 23, 2013, at approximately 6:30 am, Idaho State Police investigated a fatality crash on Pahsimeroi Road, off US93, near the Lemhi County- Custer County line.

Cooper Banks, 25, of May, ID, was driving north on Pahsimeroi Road in a 2002 Dodge Ram 2500 pickup. Banks tried to pass Alex Schwenke, 19, of May, ID, on a curve and lost control of his vehicle. There was a minor collision between Banks' vehicle and Schwenke's 2005 Ford F350 pickup. Banks vehicle went off the left side of the road and rolled. He was ejected. Schwenke's vehicle went off the right side of the road, but he was able to regain control and safely navigate it back on to the roadway.

Banks was pronounced deceased at the scene. Neither Banks nor Schwenke were wearing a seat belt. The investigation is ongoing.

Memorial Day Driving Safety Reminders

Memorial Day weekend is not only a time to reflect and honor our veterans, but also a time when many Idahoans take to the road to enjoy the unofficial kick-off of summer.  During Memorial Day weekend in 2012, there were 129 crashes on Idaho roads with 81 persons injured and 2 fatalities.  The Idaho State Police offer some safety reminders to drivers to ensure that this holiday is safe for everybody on the road.
  • Wear Your Seatbelt 
The “Click It, Don’t Risk It” seatbelt enforcement mobilization, in cooperation with the Idaho Transportation Department and the Office of Highway Safety, runs May 20th through June 2nd.  ISP and local law enforcement officers will be stringently enforcing Idaho’s seatbelt law around the clock.  The use of seatbelts saves thousands of lives across America each year. Drivers with children are also reminded to make sure all children are in age-appropriate safety seats and children under 12 are in the back seat. 
  • Designate a Driver 
Alcohol and driving is always a bad mix.  Every day, nearly 30 people in the U.S. die in a motor-vehicle crash involving an alcohol-impaired driver.  Designate a driver before anybody in your party drinks. 
  • Allow Enough Time to Get There 
ISP reminds motorists to slow down and leave early to arrive on time.  If you allow yourself enough time to get from place to place you will reduce any tendency to speed, tailgate, violate traffic signals, weave in and out of traffic or engage in other aggressive driving practices. 
  • Stay Alert and Avoid Distractions 
Get enough sleep before driving and avoid distractions such as cell phones.  This will help assure that your attention is focused on the road.  Sleep deprivation and fatigue can cause lapses in attention, slowed awareness and impaired judgement. Don’t text and drive. It isn’t just dangerous, it is illegal. 
  • Share The Road 
All of us who use Idaho’s roadways must keep in mind the other users including motorcyclists, bicyclists and pedestrians.  Motorists are reminded to look twice for motorcycles, bicycles and pedestrians and allow safe distances when passing them.
  • Move Over 
ISP reminds motorists to observe the "Move Over" law, which requires motorists to slow down and move over, if possible, when approaching a stationary police or authorized emergency vehicle displaying flashing lights.  Every year there are a number of public safety personnel that are killed nationwide when parked on the side of the road during the course of their duties.  The “Move Over” law helps protect those who risk their lives protecting the public.

On May 18, 2013 at approximately 2:47 p.m., Idaho State Police investigated a two-vehicle injury crash on State Highway 55 at mile marker 153, near New Meadows.

Beverly Ax, 80, of Nampa, was driving north on State Highway 55 in a 1997 Ford Mustang. William Richey, 43, of Meridian, was traveling behind Ax in a 2002 Ford F150 Pickup. As Ax was preparing to make a right turn onto Keska Lane, Richey's vehicle struck the rear of the Ford Mustang.

Beverly Ax and her passenger, Raymond Ax, 77, of Nampa, were transported by ground ambulance to St. Luke's Hospital in McCall. They were later transported by air ambulance to St. Alphonsus Regional Medical Center, in Boise. Richey was transported by ground ambulance to St. Luke's Hospital in McCall.

All subjects were wearing seatbelts. The crash investigation is continuing.

Memorial Day weekend is just around the corner and the Idaho State Police wants to remind motorists to stay safe during their travels. Many local law enforcement agencies including ISP have partnered with the Idaho Transportation Department's Office of Highway Safety for the upcoming Seatbelt Mobilization Patrol. During these patrols, officers will have zero tolerance for non-seatbelt usage including passengers. Agencies will also be gearing up for extra D.U.I. patrols during the holiday weekend, so please don't drink and drive.

ISP reminds motorists to stay alert while driving, slow down and leave early to arrive on time. ISP also wants to remind motorists to turn off their cell phones while driving. This will help to reduce the distraction while driving and help assure that your attention is focused on the road. If you need to make a call pull over or off the highway and take the few minutes to make the call. This simple decision could save you and your family from disaster. This has been the cause on many crashes this year including fatalities. ISP also asks that you buckle up and to make sure you secure your children in a proper car seat.

On May 17, 2013 at approximately 1:32 pm, the Idaho State Police investigated a single-vehicle crash southbound I-15 near US 20. Kurtis Bingham, 53 of Idaho Falls, was driving a 1996 Kenworth semi, pulling double trailers stacked with hay bales. Bingham was on the southbound on-ramp to I-15 from US 20. As he was negotiating the curve, the semi and first trailer tipped over and blocked both southbound lanes. Bingham was wearing his seatbelt and avoided injury. The southbound lanes were blocked for approximately three hours while the hay bales and debris were cleared. The crash is under investigation by the Idaho State Police.

On May 17, 2013 at approximately 1:16 pm, the Idaho State Police investigated a fatal crash northbound I15 at milepost 101, 7 miles south of Shelley. Brandon Willcoxon, 16 of Idaho Falls, was northbound on I15 in a 2008 Chevrolet Impala. Willcoxon's vehicle went into the median where he overcorrected and lost control. The vehicle then overturned.

Two other juveniles who were traveling with Willcoxon were not wearing their seatbelts and were ejected from the vehicle. It is unknown if Willcoxon was wearing his seatbelt. The 10 year old passenger was pronounced deceased at the scene. Both Willcoxon and his 8 year old passenger were transported to the Eastern Idaho Regional Medical Center by ground ambulance. The 8 year old was pronounced deceased at the hospital. The northbound lanes were blocked for approximately four hours. The crash is still under investigation by the Idaho State Police.

On Friday, May 17,2013, at approximately 4:57 pm, The Idaho State Police investigated a one vehicle crash eastbound on I86 at milepost 52, by Arbon Valley. Arden Smith, 64 of Pocatello, was travelling eastbound in a 2011 Ford Focus when he crossed over the yellow line and struck the guardrail. Smith's vehicle came to rest in the median. Smith was wearing his seatbelt.

Lanes were not blocked during the investigation of the crash

On May 16, 2013, at approximately 5:40 p.m., the Idaho State Police investigated a four vehicle crash on the offramp for Eagle Road in Meridian.

Andrew J. Pribek, 28, of Meridian was driving a 2001 Suzuki motorcycle west on Interstate 84 near the Eagle offramp. Pribek approached the offramp and encountered traffic that was slowing down. He could not stop in time to avoid a collision. Pribek struck the rear of a 2007 Ford Expedition driven by Robert D. Osborn, 40, of Blackfoot. The impact caused Osborn to drive forward into the back of a 2000 Hyundai Elantra, driven by Debra S. Barnes, 55, of Caldwell. That impact pushed Barnes into the back of a 2008 Honda Ridgeline pickup, driven by Jayme A. Hoff, 35, of Meridian.

Ada County EMS responded to the scene, but no one was transported. Pribek was wearing a helmet, and all drivers were wearing seatbelts. The right lane of Interstate 84 was blocked for approximately one and a half hours.

On Thursday, May 16, 2013, at approximately 11:34 am, Idaho State Police investigated a one vehicle roll over crash on I15 at exit 69.

Colton Stears, 19, of Chubbuck was traveling south in a Honda Civic when he exited at Clark Street from I15. Stears' vehicle veered to the left impacting the side of a hill. His vehicle rolled and came to rest on its top.

Stears was wearing a seat belt and he required extrication from the vehicle. Stears was transported by ground ambulance to the Portneuf Medical Center.

The southbound off ramp was blocked for approximately one hour.

At approximately 8:38 a.m., Idaho State Police investigated a fatal crash on State Highway 39 at Rast Rd in Power County. A 2004 Pontiac Grand Am was travelling south on SH39. Concepcion Palacios, 56, of Aberdeen, was travelling north on SH39 in a semi-truck pulling an empty trailer. The driver of the Pontiac crossed the center line, entering the northbound lane of travel and striking the semi-truck head on. Both vehicles became engulfed in fire. The driver of the Pontiac was pronounced dead at the scene. Palacios was transported by ground ambulance to Harms Memorial Hospital in American Falls.

The name of the driver of the Pontiac is currently not being released until official identification and notifications are made. The driver of the Pontiac was not wearing a seatbelt. It is unknown if Palacios was wearing a seatbelt.

The crash investigation is continuing.

On Wednesday, May 15, 2013 at 4:02 p.m., Idaho State Police investigated an injury crash on U.S. Highway 30 in Bannock County, near McCammon, Idaho.
Sherry A. Baxter, 52, of Chubbuck was traveling westbound on U.S Highway 30 in a 2006 Buick Lacrosse. Baxter drove into oncoming traffic near milepost 365, and collided with the rear of a 2006 Peterbilt semi pulling a single trailer. The semi was driven by David L. Hobson, 62, of Bryan, Texas.
Baxter was transported by air ambulance to Portneuf Medical Center in Pocatello. Hobson was not injured. Both drivers were wearing their seat belts at the time of the crash.
The crash is still under investigation by Idaho State Police.

On May 15, 2013, at approximately 6:02 AM, Idaho State Police investigated an injury crash on US Highway 20 at mile marker 292, west of Idaho Falls.



Ronald Swanson, 63, of Idaho Falls was driving west on US 20 on a 2008 Honda Motorcycle. The rear tire blew, Swanson lost control of the vehicle and came to rest in the eastbound lane of travel on the highway.



Ronald Swanson was not wearing a helmet. He was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.



The crash investigation is continuing.

On Wednesday May 15, 2013, at approximately 1:10 a.m., the Idaho State Police investigated a single motorcycle injury crash northbound US93 at milepost 54, just north of Twin Falls. Jerrod Featherston, age 33 of Jerome, was traveling northbound on a 1998 Harley Davidson motorcycle, when his motorcycle continued off the roadway.

Featherston was transported by ground ambulance to St. Luke's Magic Valley Regional Hospital in Twin Falls. Featherston's passenger, Amber Palmer, age 34 of Jerome, was transported by air ambulance to St. Alphonsus in Boise. Featherston and Palmer were not wearing helmets.

The northbound lanes of travel were blocked for approximately one hour. The crash is under investigation by the Idaho State Police.

On Tuesday, May 14, 2013 at 8:16 p.m. the Idaho State Police investigated a one vehicle rollover crash on U.S. Highway 91 in Bannock County. Derek S. Aiono, 20 years old, of Smithfield, Utah was driving north on U.S. Highway 91 in a 2002 Mazda Protege. Aiono gradually drifted off the right shoulder of the roadway near mile post 25, over corrected, and rolled his vehicle multiple times. Aiono was transported by ambulance to the Portneuf Medical Center in Pocatello. Aiono was wearing a seatbelt and no other occupants were in the vehicle. The cause of the crash is still being investigated by the Idaho State Police.

INCIDENT NARRATIVE: Engberg was traveling southbound on SH3 near milepost 0.4 when he lost control of his vehicle. He crossed the center line of the roadway and went off the east shoulder where he rolled his vehicle and lost his load of logs. The truck came to rest off the road on its side and the trailer came to rest in the northbound lanes of SH3. The northbound lane was blocked for approximately 6.5 hours. There was approximately 150 gallons of diesel that was released from the fuel tanks on the truck and is in the process of being cleaned up.

On May 12, 2013, at approximately 11:08 PM, the Idaho State Police is investigating a three-vehicle injury crash on Interstate 84 at milepost 158, near Wendell, ID.

A white 2004 Chevrolet Malibu was traveling east on Interstate 84, when a blue 2001 Ford Taurus was passing in the fast lane. At the same time, the Chevrolet Malibu went to make a lane change, hitting the Ford Taurus and causing it to spin out. A grey 2010 Honda Odyssey van also hit the Ford Taurus.

The eastbound lanes of the Interstate were blocked for Air St. Luke's Medical transport, for approximately one hour. Alcohol is not a factor in the crash. The crash is still under investigation.

On Saturday May 11, 2013, at approximately 5:50 pm, Idaho State Police investigated a one-vehicle rollover fatal crash westbound I84 at milepost 154, near Wendell. Sonya Alania, 18 of Gooding, was travelling westbound in a 2004 Chevrolet Cavalier when her vehicle went off the right shoulder of the roadway and rolled. Alania was partially ejected from the vehicle and succumbed to her injuries on scene. Alania was not wearing a seatbelt at the time of the crash. All lanes of traffic are now open.

Next of kin has been notified.

On May 9, 2013, at approximately 12:09 p.m., Idaho State Police investigated a single vehicle rollover crash eastbound near milepost 57, in Power County.

Carie A. Wegert, 44, of Star, was driving a 2000 Toyota Tundra east on Interstate 86 near milepost 57. Wegert hit the rumble strip, over corrected and the vehicle rolled. Wegert was transported by ground ambulance to Portneuf Medical Center in Pocatello, ID. Wegert was wearing a seat belt.

Traffic was diverted for approximately one hour.

On May 8, 2013, at approximately 9:22 a.m., Idaho State Police investigated a three vehicle property damage crash southbound on US93 at milepost 36.5, nine miles north of Hollister, ID.

Zane Palmer, 20, of Mountain Home, ID, was driving a 1991 Kenworth semi pulling a cattle trailer, loaded with cattle.  Orville E. Russell, 70, of Prairie, ID, was driving a 2000 Peterbilt semi pulling a cattle trailer.  Robert Berrett, 71, of Phoenix, AZ, was driving a 2012 GMC Yukon.

Palmer and Russell were traveling south on US93 near milepost 36.5, a vehicle slowed to make a left turn, Russell slowed down however Palmer crossed into oncoming traffic attempting to drive off the north shoulder to avoid hitting Russell's vehicle.   Palmer crossed in front of Berrett. Berrett struck Palmer's cattle trailer, the Kenworth and cattle trailer turned onto its side.  A Twin Falls County Deputy dispatched six cattle at the scene.  The roadway was blocked for approximately four hours.

Click It Don't Risk It to Boost Seat Belt Use - Day and Night

JEROME - As motorists take to the roads this Memorial Day holiday, the Idaho Transportation Department, the Idaho State Police and other Magic Valley law enforcement agencies are urging everyone to buckle up. Beginning May 20th, 2013, law enforcement officers will be out in full force, taking part in the 2013 national Click It Don't Risk It seat belt enforcement mobilization and cracking down on motorists who are not belted.

"As we kick-off the busy summer driving season it's important that everyone buckles up every time they go out, both day and night - no excuses," said Sgt. Michael Wendler "Our officers are prepared to ticket anyone they come in contact with who is not wearing their seat belt - Click It Don't Risk It."

According to the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA), 52 percent of the 21,253 passenger vehicle occupants killed in 2011 were not wearing their seat belts at the time of the crash. As noted, deaths involving seat belt nonuse are more prevalent at night than during the daytime. According to NHTSA, 62 percent of the 10,135 passenger vehicle occupants killed in 2011 during the overnight hours of 6 p.m. to 6 a.m. were not wearing their seat belts at the time of the crash.

Tragically, lack of seatbelt use contributes to many lives lost every year right here in Idaho. In 2011, there were 123 occupants of motor vehicles killed in crashes in Idaho. Of those killed, a meager 39 were restrained, leaving 84 who were not.

"Seat belts save thousands of lives every year, but far too many motorists are still not buckling up, especially at night when the risk of getting in a crash is even greater," said Sgt. Wendler. "We want everyone to have a safe summer, but it requires an important step on the part of motorists - clicking that seat belt."

In 2011, seat belts saved an estimated 11,949 lives nationwide according to NHTSA. While this year's Click It Don't Risk It enforcement mobilization runs from May 20 through June 2, officers are out enforcing seat belt laws year-round.

On May 7, 2013, at approximately 8:18 a.m., Idaho State Police investigated an injury crash on Arbon Valley Highway near the eastbound onramp to Interstate 86 in Power County.

Memori Manning, age 15, of Chubbuck, was driving a 1997 Toyota Camry southbound on Arbon Valley Highway near Interstate 86 when she fell asleep, drove left of the center line and collided head-on with a 2007 Peterbuilt semi-truck driven by Tell Scherbinske, age 29 of Blackfoot. Manning and her two passengers, James Hottel, age 15, and Tavrie Hottel, age 12, both from Chubbuck, were transported to Portneuf Medical Center.

The eastbound onramp to Interstate 86 was blocked from the time of the crash until approximately 11:00 a.m. while crews worked to remove the commercial vehicle.

The investigation is continuing.

On May 3, 2013, at approximately 7:52 AM, the Idaho State Police investigated a fatal crash involving one vehicle on Interstate 84 at milepost 155, just west of Wendell, ID. James Scalmanini, 73, of Colorado, was driving westbound on Interstate 84 in a Chrysler Town and Country van, when he fell asleep. His vehicle went off the left shoulder, then back onto the roadway. Scalmanini lost control of the vehicle and exited off the left shoulder where it overturned in the median. His passenger, Jean Scalmanini, 70, of Colorado was ejected from the vehicle and succumbed to her injuries on scene.

The westbound lanes of the Interstate were blocked for Air St. Luke's Medical transport, for approximately one hour. Gooding County Sheriffs and Wendell PD assisted. Alcohol is not a factor in the crash and it is unknown if seatbelts were worn by all parties. The crash is still under investigation.
