ITD, ISP and local agencies across the Magic and Wood River Valley partnered to stop impaired driving, March 10th - 18th, 2013


Using federal grant funds, the Idaho Transportation Department partnered with the Idaho State Police and many local agencies in the Magic and Wood River Valley to make state highways safer by funding education campaigns and high-visibility impaired driving enforcement patrols from March 10th - 18th. The campaign was part of Idaho's Toward Zero Deaths' goal.

"The effort is part of Idaho's Toward Zero Deaths' goal to someday have no traffic deaths on Idaho's roads. Traffic deaths are not just numbers. They are family members and friends lost," said Kevin Bechen, with ITD's Office of Highway Operations and Safety.

In 2010, there were 10,726 DUI arrests in Idaho and there were 96 fatalities resulting from impaired driving. In addition, there were 1,593 impaired driving crashes. 45.9% of all Idaho fatalities in 2010 were the result of impaired driving!

"You should not drive any vehicle when 'buzzed' or drunk," says Idaho State Police Sergeant Michael Wendler. "It's not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant," he explained.

During this campaign, District 4 Idaho State Police troopers focused on enforcement of impaired driving and seatbelt violations. Here is a summary of the results:

At approximately 4:09 p.m., March 31, 2013, Idaho State Police investigated a two-vehicle injury crash north of Blackfoot near milepost 103. Dennis Wood, 49, of Blackfoot, was travelling north on US 91 in a 1991 GMC Sierra pickup just north of milepost 103, when he slowed to turn left across the southbound lane into his driveway. Michael Landon,28, of Mountain Home, was also travelling north on US 91 on his 1978 Honda Motorcycle, behind Dennis' vehicle. Landon failed to yield to Wood's vehicle as it was slowing in preparation for turning. Landon struck Dennis' truck as he attempted to go around the vehicle to avoid a collision.

Landon was wearing a helmet and treated at scene. He was not transported. Dennis Wood and one passenger were not wearing their seatbelts and no injuries were reported.

On March 30, 2013, at approximately 12:53 pm, the Idaho State Police investigated a one-vehicle injury crash northbound US93 at milepost 67.5, 6 miles south of Shoshone. Northbound traffic was slowing down for vehicles turning left. Kelly West, 38 of Hailey, was northbound on US93 on a 2003 Harley Davidson Roadking. West failed to slow down in time, and braked suddenly, losing control of the motorcycle. The motorcycle then tipped over, injuring both West and his passenger, Braydan West, 16 of Hailey.

Kelly West was transported to Saint Luke's Magic Valley by air ambulance, and Braydan West was transported to the same hospital by ground ambulance. Both occupants were wearing motorcycle helmets. US93 was blocked for approximately one hour. This crash is under investigation by the Idaho State Police.

At approximately 12:20am, March 28th 2013, the Idaho State Police investigated a one-vehicle rollover near Malad. Camie Lott, 22 of Firth, was northbound on I15 in a 1989 Chevrolet pickup at milepost 7, approximately 6 miles south of Malad. For unknown reasons, her vehicle went off the right side of the roadway. Lott overcorrected, entering the median where her vehicle overturned. Lott was not wearing her seatbelt and was ejected. Lott was transported to the Oneida County Hospital by ground ambulance, where she was pronounced deceased. Her next of kin has been notified. The crash is under investigation.

Shortly before 8:00 PM, March 27th, 2013, Idaho State Police investigated a one-vehicle crash. Sarah Trebilcock, age 22 of Blackfoot was driving north on I15 at milepost 83, 3 miles north of the Fort Hall exit. Trebilcock drifted toward the median, overcorrected to the right, left the roadway, and rolled her vehicle multiple times. She was not wearing her seatbelt and was ejected. Trebilcock was transported by ground ambulance to Portneuf Medical Center in Pocatello where she succumbed to her injuries. Notification has been made to the family. The crash is under investigation.

Colonel Ralph Powell Confirmed by Idaho Senate as Director of the Idaho State Police

The Idaho Senate confirmed Governor C.L. “Butch” Otter’s appointment of Colonel Ralph W. Powell as Director of the Idaho State Police (ISP) this morning.  Powell is a thirty year veteran of ISP and has been acting as interim director since January.  Powell will receive his rank insignia of Colonel during a pinning ceremony on Friday morning in the ceremonial office of Governor.

“I appreciate the opportunity to continue my service to the citizens of Idaho,” Colonel Powell said. “I look forward to our continued effort in building positive working relationships with our law enforcement partners throughout the state.”

Colonel Powell started his career with the Idaho State Police as a Trooper in 1983 in District 5, the southeastern corner of the state with district offices in Pocatello.   Two years later, in 1985 he transferred to District 3 where he served in Executive Protection and on the ISP SWAT Team.  District 3 is based in Meridian and is the district with the largest population in the state.  Powell served as District 3 Sergeant from 1987 to 1993, when he was promoted to Captain and transferred to Coeur d’Alene as the District 1 Commander.  In 1996, Powell transferred to Boise and took over the District 3 Command position.  Powell was promoted to Major of Police Services in 1999, which included command of the Forensic Services division.  In January 2010, Powell became Operations Major over Districts 3, 5, 6, which includes most of the southern portion of the state, as well as, Commercial Vehicle Services, Training, and ISP’s two Regional Communications Centers.  Powell was promoted to the Lieutenant Colonel in January 2012 and has served as deputy director over all operations since that time. 

Powell serves as Chair of the Idaho Department of Education’s, “Safe and Drug Free Schools” Advisory Board, Chair of Region IV Idaho Advisory Board, Idaho/Montana Chapter of the Federal Bureau of Investigations, National Academy Associates, and is a board member of the Idaho Traffic Safety Commission, the Strategic Highway Safety Plan Oversight Committee and the Idaho Criminal Justice Commission.

Colonel Powell holds a Masters degree in Public Administration, a Bachelors degree in Pre-Law and an Associate’s degree in Criminal Justice.  He is a graduate from the FBI National Academy.  He and his wife Julie, have five daughters and eight grandchildren.

There will be a reception honoring Colonel Powell on Friday, March 29th at 2:00 p.m. in the cafeteria on the Idaho State Police campus in Meridian.

Weiser Man Sentenced for Conspiracy to Traffic Meth in Idaho


BOISE – Dawson Lee Moore, 60, of Weiser, was sentenced Tuesday in United States District Court to 36 months in prison followed by five years of supervised release for conspiracy to possess with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. Dawson appeared before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Boise. He pleaded guilty to the charge on January 4. Dawson is the twelfth defendant sentenced in the case.

According to court documents, Dawson admitted that from early November 2011 through May 16, 2012, he conspired with others, including co-defendants, to distribute a total of approximately 11 pounds of methamphetamine in Canyon, Payette and Washington counties in Idaho.

Sentenced in February 2013 to serve federal prison sentences were co-defendants Benjamine L. Vertner, of Ontario, Oregon, to 138 months; Patric Campbell, of Boise, to 124 months; Kristopher Hensley, of Weiser, to 51 months; Johnny A. Tambunga, of Weiser, to 47 months; Jacob James Clevenger, of Weiser, to 188 months; Mario Martinez, Jr., of Greenleaf, Idaho, to 57 months; and Fabian Jordano Beltran, of Weiser, to 36 months.

Three co-defendants await sentencing following their January 22 conviction for conspiracy to distribute methamphetamine. Michael Dennis Morris, Jim Allen Loveland, and Jesus Guadalupe Sanchez a/k/a Jose Salazar, a Mexican national, who was also convicted of possession of methamphetamine with intent to distribute, are scheduled to be sentenced on April 8.

The case was investigated by the Idaho State Police.

On March 25, 2013, at approximately 10:56 p.m., Idaho State Police investigated an injury crash on Interstate 15 near milepost 36, north of Downey.

Jodi Neal, 36 of Pocatello, was driving a 1995 Mitsubishi Mirage south on I-15 when the vehicle left the road into the median and rolled, coming to rest on its top.

Neal was transported by air ambulance to Portneuf Medical Center in Pocatello. Neal was wearing a seatbelt. Alcohol was involved. The southbound lanes of I-15 were temporarily blocked while the air ambulance landed at the scene. The crash investigation is continuing.

Washington Man Sentenced in Idaho Sex Trafficking Case


BOISE – Dyrell Robert Swinson, 20, of Tacoma, Washington, was sentenced this morning in United States District Court to 57 months in federal prison for his role in a child sex trafficking case, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Swinson to be supervised by a probation officer for five years after he is released from custody. He will also be required to register as a sex offender. Swinson pleaded guilty in November 2012 to obstructing a sex trafficking of children investigation.

According to the plea agreement, on March 8, 2012, law enforcement observed suspicious behavior by the occupants of a vehicle eastbound on Interstate 84 in Payette County, Idaho. The vehicle was intercepted at a rest area and the two occupants of the vehicle were questioned by an Idaho State Police trooper. The officer determined that Swinson, the driver of the vehicle, had a suspended Washington driver’s license. The passenger, a young female who Swinson said was his cousin, was unable to provide identification. The trooper, believing the female's stated age to be false, conducted a consensual search of the vehicle and discovered items inconsistent with statements made by the vehicle's occupants. Swinson was arrested for driving without privileges and both individuals were taken to the Payette County Jail. During an interview at the jail, the passenger admitted her true age – 15 – and identity. A check with Idaho State Police dispatch revealed the juvenile was a ward of the state of Washington and a runaway who had disappeared on November 22, 2011.

According to the plea agreement, Swinson, after being advised that telephone calls from the jail were being recorded, made several calls requesting other parties to alter or delete electronic records. During the investigation, law enforcement discovered that Swinson had posted provocative photographs of the 15-year-old on Internet advertisement web sites with telephone numbers for customers to call. Swinson admitted that his solicitations of other persons to alter, eliminate, or destroy evidence stored online was an attempt to obstruct the enforcement of federal law involving sex trafficking of a minor.

“Sex trafficking victimizes vulnerable teens, often forcing them into a desperate lifestyle so that others may profit,” said Olson. “Law enforcement agencies and prosecutors in Idaho are working together to identify and rescue these victims and to ensure that the traffickers are punished.”

The case was investigated by the Federal Bureau of Investigation, the Idaho State Police, and the Payette County Sheriff's Office.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. Brock Boyington, 19 of Liberty, UT was arrested for trafficking marijuana. Approximately 1.5 pounds of marijuana, with a street value of $2500.00 was seized. Boyington is incarcerated at Oneida County Sheriff's Office.

Marie A. Johnson, 26, of Nampa, was driving a 2008 Chevy Silverado 1500 pickup west on Interstate 84 while exiting at Ten Mile failed to negotiate the turn and continued westbound through the guardrail and down the embankment.

Johnson was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Johnsons' passenger Ua Lako T. Ferrell, 30, of Meridian, was not transported. Johnson and Ferrell were wearing seatbelts.

On March 22nd, 2013 at approximately 6:00 p.m., the Idaho State Police investigated a fatality crash on State Highway 37 near milepost 57, south of American Falls. Shalene L. Reaves, 23, of Rockland, ID was travelling south on State Highway 37 at milepost 57.5 in a 1992 Mercury Tracer, when she lost control of her vehicle, and crossed over the center line. Reaves' vehicle was struck on the passenger side, by a 2012 Honda Odyssey, driven by Pamela A. Smith, 37, of Rockland, ID.

Reaves succumbed to her injuries on scene.

Last night the Idaho State Police arrested Jason C. Campbell, 43 years of age, from Idaho Falls, Idaho; and Sammy J. Aguirre, 26 years of age, from Idaho Falls, Idaho. Both men were charged with trafficking in methamphetamine and were incarcerated at the Power County Jail. The arrests occurred on I-86 at milepost 48 which is eight miles east of American Falls. Over a pound of methamphetamine was seized during the arrests.

Ralph Powell Named Colonel and Director of the Idaho State Police


(BOISE) – Governor C.L. “Butch” Otter appointed Lieutenant Colonel Ralph Powell director of the Idaho State Police today, elevating him to the rank of colonel to succeed Jerry Russell in command of the ISP.

Powell, a 30-year ISP veteran, has been acting Idaho State Police director since Colonel Russell retired in January. He had been deputy director since January 2012.

"I appreciate the opportunity Governor Otter has given me to continue my service to the citizens of Idaho,” Colonel Powell said. “I look forward to our continued effort in building positive working relationships with our law enforcement counterparts throughout the state.”

Powell has an associate’s degree from what now is Brigham Young University-Idaho, a bachelor’s degree in pre-law from Brigham Young University and a master of public administration degree from Boise State University. He started his law enforcement career as a police officer for the City of Boise in 1983. He became an Idaho State Police trooper based in Pocatello that same year and worked his way up the ranks as a sergeant, regional commander, forensic and police services commander, area operations commander and deputy director.

Colonel Powell and his wife Julie live in Meridian. They have five daughters, three sons-in-law and eight grandchildren.

“Ralph has proven himself over and over again as an effective and exemplary law enforcement professional. He shined as Jerry Russell’s right hand, and I’m confident he will continue to show that kind of dynamic leadership and solid management,” Governor Otter said. “This is another case of the State of Idaho being blessed with a deep and talented bench in public service, and I’m fortunate to be able to make Colonel Powell director of the Idaho State Police.”

On March 20, 2013, at 10:15 am., the Idaho State Police investigated a two vehicle crash on Interstate 84 at exit 17 near Sand Hollow Road. Hannah Reagan, 18, from New Plymouth, ID, was driving east in the left lane, in a 1994 Mazda pickup, when a tire blew. Reagan lost control of the vehicle, hitting a flatbed semi trailer in the right lane. The truck rolled into the median several times, coming to rest on its top. Reagan and her 18 year old passenger, Mariah Krygsman, also from New Plymouth, were transported St Alphonsus Medical Center in Ontario, OR, by ground ambulance. The driver of the semi was not injured. All occupants were wearing seatbelts. The crash is under investigation.

On March 19, 2013, at approximately 2:24 p.m., Idaho State Police investigated a rollover, injury crash on Interstate 84 at mile marker 49, near the Maple Grove overpass.

Richard Hersh, 63, of Sweet, ID, was driving east on Interstate 84 in a 1993 Jeep Cherokee. Jaime Hastings, 27, of Boise, ID, was driving east on Interstate 84 in a 2007 Saturn Ion. Hersh swerved into the lane occupied by Hastings, and then back into his lane. In an attempt to avoid colliding with Hersh, Hastings swerved and lost control of her vehicle. She then crossed into Hersh's lane and was struck by Hersh's vehicle. The two right lanes of the eastbound side of the Interstate were blocked for approximately one hour. Hastings was transported by ground ambulance to St. Luke's Medical Center in downtown Boise. Hersh and his two passengers, Brenna Pratt-Hersh, 21, of Sweet, ID, and William Ashton, 44, of Emmett, ID, were transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise.

All occupants were wearing their seatbelts. The crash is under investigation.

Idaho State Police and Owyhee County Sheriff's Office Make Arrest in Bibbey Homicide


The Idaho State Police and the Owyhee County Sheriff’s Office arrested Rodney Wayne Bibbey, 37, this morning for the first degree murder of his wife, Trina Bibbey, on April 4, 2012.   Trina Bibbey, age 35, died at her residence near Marsing, Idaho. 

Officers responding to the scene initially believed that her death was accidental after they found her pinned under her car.  Her husband, Rodney Bibbey, told police at the time that the jack had slipped and the car fell when Trina was changing the oil on her car. 

Bibbey was indicted by a grand jury in Owyhee County for first degree murder and he appeared this afternoon in 3rd District Court.  Bibbey will be booked into the Owyhee County Jail. 
  
Police had asked the public for information in this case last month and they thank the public for their help.  

Further information on this case will be released through court proceedings.

On Saturday, March 16, 2013, at approximately 10:24 p.m., Idaho State Police investigated a single vehicle fatality crash eastbound Interstate 84 on the Broadway exit in Boise, Idaho.

Alyssa G. Faler, 26, of Boise, ID, driving a 2000 Ford Expedition was traveling east on Interstate 84 exiting at the Broadway exit. Faler lost control of her vehicle and the vehicle rolled. Faler was ejected from the vehicle and succumbed to her injuries at the scene.

The eastbound Broadway exit was closed for approximately two and a half hours.

The crash investigation is ongoing.

Guy 'Clancey' Rinderknecht, 20, of Rigby, ID. was driving south on US 91 near milepost 24.6 in a 1995 GMC Jimmy. Clancey Rinderknecht drove off the road, overcorrected, and rolled the vehicle. Rinderknecht was ejected from the vehicle. The vehicle became engulfed in flames. Passengers in the vehicle were Odell 'Joe' Rinderknecht, 21, of Rigby, ID., and Celia Z. Bennett, 81, of Logan, UT. Joe Rinderknecht was able to extricate himself and Bennett from the burning vehicle.

Clancey Rinderknecht was pronounced dead at the crash scene. Joe Rinderknecht and Bennett were transported by ground ambulance to Franklin County Medical Center in Preston, ID. Joe Rinderknecht was later transferred by ground ambulance to Portneuf Medical Center in Pocatello, ID. Bennett was transferred by air ambulance to Intermountain Medical Center in Murray, UT.

Neither Clancey Rinderknecht nor Joe Rinderknecht were wearing seatbelts. At this time, it is unknown whether Bennett was wearing a seatbelt. The crash investigation is continuing.

On March 14, 2013, at approximately 11:26 p.m., Idaho State Police investigated an injury crash at S. Holmes and E. 17 St. in Idaho Falls, Idaho.

Brett A. Karinen, 19, of Idaho Falls, Idaho, was attempting to elude Bonneville County Sheriffs in a 1995 Dodge Intrepid. Karinen, driving at a high rate of speed north on S. Holmes ran the red light at E. 17th St. crashing into a 2007 Honda Element, driven by Britny Rolston, 41, of Idaho Falls, Idaho. Rolston was turning east onto E. 17th St. from S. Holmes.

Karinen and his passenger Nathaniel L. Acosta, 20, of Fowler, Colorado; Rolston and her 13 year old daughter Kennedy were transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls, Idaho.

Karinen was taken into custody for felony eluding and is being held at the
Bonneville County Jail.

Law Enforcement Needs Help In Identifying Recovered Stolen

On February 7, 2013, the Idaho State Police, assisted by the Lewiston Police Department and the Nez Perce County Sheriff’s Office, executed a search warrant at 28401 Rock Creek Rd. in Culdesac, Idaho.  This warrant was served after the Lewiston Police Department received information that stolen property may be at the residence stemming from recent residential and vehicle burglaries occurring in Lewiston.  During the service of the warrant detectives located multiple pieces of property, including firearms that had been reported stolen in Lewiston, Moscow and Grangeville.  Detectives also located marijuana, methamphetamines and drug paraphernalia.   Robert and Heidi Ryan were contacted at the residence during the search warrant.  The investigation is continuing and criminal charges are expected to be filed.

Police are looking to identify and contact the owners of the property that they believe to be stolen that was found at the residence in Culdesac.  Property found without proof of ownership includes the following:
Leupold VXII scope
Pioneer .22 rifle
Several high end mountain bikes
Several firearms

If citizens have had a mountain bike or firearm stolen in the Lewiston, Moscow or Grangeville areas and have not reported it, please contact your local police department or sheriff’s office to report it.  Your bike or firearm may be among those found.

Update on Large Drug Seizure by Idaho State Police near Idaho Falls on March 9th


The Idaho State Police have released photographs of the 52 pounds of methamphetamine and 27 pounds of cocaine that were seized during a traffic stop near Idaho Falls during the early morning hours on Saturday, March 9th.  Arrested in the traffic stop were driver, Sergio Javier Varela-Vallecillo (29 YOA) and Felicia Inez Varela (28 YOA). 

Varela-Vallecillo and Varela are being held in the Bonneville County Jail pending charges in United States District Court. 

The estimated street value of the Methamphetamine and Cocaine is approximately $1,000,000 to $1,200,000. 

The Idaho State Police are continuing to investigate.

On March 10, 2013, at approximately 11:30 a.m., Idaho State Police investigated a one vehicle crash on Interstate 84 at milepost 216, on the Snake River bridge near the Declo/Albion exit. Manuel Maynez, 49 of El Paso, Texas, was westbound in 2013 Volvo semi. Maynez drove off the right shoulder and hit the guardrail. One of the fuel tanks on the tractor caught fire, and ignited the side of the bridge. The semi traveled the length of the bridge before it stopped.

Both westbound lanes were blocked for two and a half hours. Maynez was wearing his seatbelt, and was uninjured in the crash.

On March 9, 2013 at approximately 207 am, the Idaho State Police conducted a traffic stop on U.S. 20 at milepost 311 near Idaho Falls on a U-Haul truck that was failing to maintain its lane of travel. The driver was identified as Sergio Javier Varela-Vallecillo (29 YOA) by his Honduras passport and the passenger was identified as Felicia Inez Varela (28 YOA) by her Texas driver's license. During the traffic stop, there were discrepancies with the rental agreement and both occupants denied ownership of most of the property in the U-Haul.
A Bonneville County K-9 was dispatched to the traffic stop. The K-9 alerted on the U-Haul and during the search approximately 52 pounds of Methamphetamine and 27 pounds of Cocaine were located. Varela, and Varela-Vallecillo were both arrested and transported to the Bonneville County Jail. The jail staff alerted the Idaho State Police that Felicia Inez Varela had an additional 5 grams of Methamphetamine concealed on her person. Varela, and Varela-Vallecillo were both charged with Felony trafficking of Methamphetamine, and Cocaine. Felicia Inez Varela was also charged with Felony Introducing Methamphetamine into a correctional facility, and Varela-Vallecillo was charged with failure to purchase a drivers license.

The Idaho State Police was assisted on scene by the Bonneville County Sheriff and Idaho State Police detectives.

The estimated street value of the Methamphetamine and Cocaine is approximately $1,000,000 to $1,200,000.

The Idaho State Police, local law enforcement and the Idaho Transportation Department are mobilizing in an effort to stop impaired driving March 10th through the 18th. ISP and numerous local agencies in Southeast Idaho will be stepping up their patrol efforts, safety campaigns, and educational presentations to make our highways and roadways safe for travel.

The effort is part of Idaho's Toward Zero Deaths' goal to someday have no traffic deaths on Idaho's roads. Traffic deaths are not just numbers. They are family members and friends lost.

During the campaign, officers will be watching for impaired drivers. They will also check for seat belt use.

Don't be fooled if you feel 'buzzed.' The 'buzz' can get you put in jail by the 'fuzz!' It's not worth the risk. Not only do you risk injuring or killing yourself or someone else, but the financial costs of an arrest or crash are significant to our society.

In 2010, there were 10,726 DUI arrests in Idaho, and 96 fatalities resulting from impaired driving. In addition, there were 1,593 impaired driving crashes. 45.9% of all Idaho fatalities in 2010 were the result of impaired driving!

- Whenever you plan on consuming alcohol, designate a sober driver before going out and give that person your keys.
- If you're impaired, call a taxi, a sober friend, or family member to get you home safely.
- If you go to a bar, check with the workers. Many local bars have programs to give patrons a free ride home.

Vonhoff was traveling southbound on US95 near milepost 314 when he suffered a medical issue. Vonhoff lost control of his vehicle, went off of the road, came back onto the road, crossed both southbound lanes, struck the center jersey barrier and then went back across both southbound lanes into the ditch where his vehicle overturned.



Airbags deployed and seatbelt worn. Lewiston Fire assisted with treatment and extrication. One southbound lane was blocked during the crash.

IDAHO STATE POLICE WELCOMES K9 “BINGO” TO ITS RANKS


The Idaho State Police recently added “Bingo”, a Labrador and Golden Retriever mix, who is almost two years old to its District 4 office headquartered in Jerome.  Bingo has joined Trooper. Steve Otto on the road as a drug detection dog as part of ISP’s drug interdiction team.  Bingo is the only K9 member of the team.

Bingo was obtained with funds from a grant through the High Intensity Drug Trafficking Areas (HIDTA) Program through the Office of National Drug Control Policy (ONDCP). Otto selected Bingo from a group of about thirteen dogs in Bellingham, Washington, however Bingo hails from Boise.  Through a turn of events the trainer in Bellingham had recently received him from an elderly woman who was no longer able to care for him.  Otto and Bingo left Washington and headed to Utah for two months of extensive training from the Utah POST K9 Academy.

Bingo and Trp. Otto are certified by the Idaho Peace Officer Standards and Training (POST) and they both continue to train with the Twin Falls Police Department’s canine team every week to meet the 16 hours of required monthly training.   Bingo is only trained to detect illicit drugs and will not be used for apprehension of subjects.  Certification includes standards for detection dogs to obey basic control commands that most well-behaved dogs should obey such as “sit” and “stay” but they must also be able to find drugs in residential and commercial buildings, vehicles, containers and exterior open areas.  The controlled substances that canines are required to detect to be certified include marijuana, cocaine, heroin and opiate derivatives, and methamphetamine. 

As a K9 handler, Trp. Otto cares for Bingo twenty-four hours a day, seven days a week and Bingo lives with Otto and his family.

On March 7, 2013, at approximately 10:55 am, the Idaho State Police was advised of two escapees from Great Falls, Montana. They were believed to be headed into Idaho in a stolen Ford F250 pickup.

A vehicle matching the description was reported involved in a gas skip at Macks Inn in Island Park around 11:25 am, and was located by a trooper at 12:10 pm on US highway 20 milepost 389, at the Yale-Kilgore and US 20 interchange. The suspects fled heading west leading law enforcement on a high speed pursuit. Spikes were set up at milepost 378 which the suspects were able to avoid and continued west on US 20. Spikes were set up at milepost 362 but just prior to that location, the suspects pulled over to the shoulder and were taken into custody without incident.

Jerron M. Mitchell-Fuller, 22, of Glendive, Montana and Christopher L. Etheridge, 28, of Billings, Montana, face charges of eluding, possession of stolen property, petit theft, and Etheridge will be cited for fail to purchase a drivers license.

The Idaho State Police was assisted by the Ashton Police Department, the St. Anthony Police Department, the Fremont County Sheriff and the Madison County Sheriff.

Rupert Man Sentenced to 48 Months in Prison for Distributing Meth in the Magic Valley


POCATELLO – Eulalio Loya, 56, of Rupert, Idaho, was sentenced yesterday in United States District Court to 48 months in prison for possession with intent to distribute 50 grams or more of actual methamphetamine, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Loya to serve three years of supervised release. He pleaded guilty to the charge on November 5, 2012.

According to the plea agreement, on February 16, 2012, Loya arranged to distribute a quarter pound of methamphetamine in Fort Hall, Idaho, and subsequently met and sold the individual in excess of 50 grams of actual methamphetamine.

Co-defendant Jose Tapia-Lopez, 29, a Mexican national, was sentenced on January 28 to 168 months in prison for possession with intent to distribute 50 grams or more of actual methamphetamine.

The case was investigated by the Drug Enforcement Administration and the Idaho State Police, with assistance by the Minidoka County Sheriff’s Office and Cassia County Sheriff’s Office.

INCIDENT NARRATIVE: Johnson was traveling southbound on US95 when he pulled over to the side of the road due to missing his turn off. Kuther was also traveling southbound and was in the process of going around Johnson's vehicle when Johnson attempted to turn around in the highway and the vehicles collided.

On March 6, 2013, at 2:40 p.m., the Idaho State Police investigated a fatality crash at 1407 E Homedale Road in Caldwell, Idaho. Roy Welsh, age 71, of Caldwell, Idaho was driving a 1979 Dodge Ram Charger. Welsh was parked westbound on Homedale Road hooking up a jump box in an attempt to get his vehicle started. The vehicle started while in gear, leapt forward and Welsh became pinned against the curb by his vehicle. Welsh's vehicle then proceeded to travel across the grass in front of Vallivue High School and came to rest in front of the school, after striking a cedar tree.

Welsh succumbed to his injuries at the scene of the crash. Notifications to Welsh's family have been made. This crash is under investigation by the Idaho State Police.

Idaho State Police and Idaho Transportation Department will be assisting Rocky Mountain Power with traffic control while they repair a power line across US20. Both eastbound and westbound lanes of travel will be blocked on US20 at milepost 326, near Rexburg by the Snake River Lorenzo Bridge. It is estimated to start at approximately 1:30 am on March 7,2013 and last for approximately one hour. Motorists are encouraged to use alternate routes of travel during this time.
